area. we're on storm watch as rain is expected throughout the morning. good morning everybody. it's saturday, february 1st. let's get right to the latest on this level two storm moving through. >> that's right. the rain is going to pick up within the next hour. and then we're going to see the heaviest rain from about 11:00 to 1:00 in the afternoon. so we're going to time it all out for you. you can see the fetch of moisture all the way back to the hawaiian islands and getting in closer to the north bay from penngrove, santa rosa, inverness and san rafael. light rain, more light rain over towards lafayette and antioch, hercules and el cerrito. and to the south, san francisco. not too much, as well as the east bay around hayward and fremont, but mount hamilton. maybe a little drizzle. we do have a flood watch from today until sunday, with 1 to 3in of rain possible, upwards of five inches in the hills, and this level two system allowing for moderate to heavy rain, gusty winds, some urban flooding. it's in the 50s, so much milder this morning. upper 40s calistoga 24 hours ago

we were much colder. look at that 11 degree increase from livermore and novato. so the timing on this. look how the rain increases throughout the day. about 9:00 light to moderate rain, the heaviest in the north bay until it shifts to the south from about 11 to 1:00. and you'll see those yellows retreating to the north. a break for the rest of us throughout the afternoon. but more to come, steph. >> all right, lisa, thank you. an atmospheric river moving in might be the last thing they want to see in santa cruz. it was just last month that a huge section of the wharf collapsed into the water during a storm. now, the wharf just reopened a few weeks ago. here's abc seven news reporter lauren martinez. >> on a cold and misty friday night. the santa cruz wharf is still lively. upstairs, at a wine bar called vino by the sea, the band summit soul performs. >> further down. it's a little bit closed off, but down here there's a lot of action. >> the wharf is cut off here

just past dark narrows on december 23rd. the end of the wharf, then under construction, collapsed into the ocean. 20 businesses and restaurants on the wharf were closed for nearly two weeks during christmas and new year's. on january 4th, the wharf reopened. this couple from morgan hill is glad to show support. >> for the community and all the people and yeah, yeah, i mean, there's just a lot of history here. >> a historic and family-owned shop on the wharf is marini's candies. >> we have our house made fudge. we have world famous bacon. that's all made here. since 1915, four generations have been making sweets. >> a lot of people have a lot of love. and like. >> childhood memories that still stick with them as being adults and growing up. and i think it makes it really special for. >> a lot of people. >> mckenna ganley says. in a way, the collapse brought visitors to the wharf. >> we've had a lot more, i think, business during our slow season in comparison, because of the fact that people are trying to help out the local businesses that are here that know that they've had a hard time sparks a joy in my heart, knowing that this place is still up and

running and like that. we had so much support and love from people all around different areas, like san jose, like monterey. >> despite the stormy weather, san leandro resident cynthia passion wanted to spend her birthday on the wharf. >> we went here to have a cocktail and just walk around here. i bought some. >> passion, bought marini's candies as far as the wharf. she hopes officials will repair it. >> they need to fix it before it all falls in. >> since its reopening, officials have said the wharf is safe. an engineering assessment stated there's no structural damage other than the area that collapsed. as far as what's next, santa cruz officials have not said whether they plan on repairing the part of the wharf that collapsed or not. in santa cruz. lauren martinez abc seven news. >> all right, lauren, thank you. and if you are heading to the snow in the sierra. traffic is moving very slowly. you see few trucks on the road here. this is a look at i-80 near castle peak. eastbound trucks are being screened at applegate on highway

80, and drivers must carry chains. westbound truck drivers are being screened five miles west of reno. chains are required on all vehicles on highway 50 from twin bridges to meyers and el dorado county. don't forget, you can track the rain throughout the weekend with the abc seven bay area app. you can get the latest forecast and the same live doppler seven radar. lisa and our weather team use. just search abc seven bay area in your device's app store to download it now. developing news over the two plane crashes that have happened this week. federal officials are now investigating an incident where a small jet crashed in philadelphia. meanwhile, officials are also looking at new data from the crash in dc, where a commercial jet collided with a military helicopter. abc news reporter nicole d'antonio has the latest. >> just days after a commercial jet collided with a military helicopter in washington, dc, aviation officials are now looking into another crash that took place friday evening in

philadelphia. a small jet carrying six people plunged from the sky shortly after takeoff, crashing into the ground. >> basically, it hit right over there and there was just like. it was just horrific. >> the learjet 55 was operated as an air ambulance. >> we do want to note that several dwellings and vehicles were impacted. so what are we asking you to do for us right now in philadelphia? we are urging you to please stay away from the scene. >> the company jet rescue wrote in a statement that four crew members were on board, plus a pediatric patient and their escorts. the jet was on its way to springfield, missouri, but crashed shortly after departing northeast philadelphia airport. this comes as crews in the icy waters of the potomac river continue to work on retrieving large pieces of debris, and anyone who may have been trapped inside it after wednesday's tragic dc plane crash, where 67 people lost their lives. the data recorders are expected to

reveal exactly where each aircraft was. preliminary data shows the blackhawk was flying at 350ft above the 200 foot limit in that airspace. the faa has now restricted low altitude helicopters from flying over the potomac near reagan national airport. while the ntsb gathers and processes evidence to eventually determine exactly what happened. >> we'll have tens of thousands of pages of material, hundreds of exhibits. we're searching so many different resources, but we can't speculate until we know how. it all fits into a really big, complex puzzle. and part of that is on the bottom of the potomac right now. >> back here at reagan, runway 33, the runway the plane was supposed to land on wednesday night will now be closed until at least friday evening. nicole deantonio abc news, reagan national airport. >> well, memorials are going up to remember those who died in that midair collision. and we're also learning more about the victims. some were part of the figure skating community, and

others had promising careers that were just starting to build. abc seven news reporter tara campbell shares some of their stories. >> as recovery efforts continued friday in the frigid waters of the potomac river. the names of the 67 people killed in this mid-air collision are being revealed. among the 41 victims identified so far, the flight crew, mothers and their young children, figure skating hopefuls and legends alike, and budding civil rights attorney kia duggins. the wichita, kansas native and former miss kansas contestant, a familiar face at the aclu of northern california where she interned in 2019. >> she had highlighted in her cover letter that she specifically wanted to work in california and work with me so that she could learn more about how to do civil rights work at that time with another black woman. >> aubrea connor was dugan's supervisor at the aclu. a relationship that turned mentorship in the years to

follow. >> from the day that she got there, i could tell that she was really going to be an asset to this community. >> the 30 year old up and comer, a product of wichita public schools and wichita state university, going on to graduate from harvard law school with her sights set on becoming a professor at howard. >> she is just so full of life and really embodied the way that the profession and this particular type of work where it needed to go. >> friends describing her as determined and kind. >> she was just so young and such a radiant person. >> friday, the army, releasing the names of two of its three service members on board the black hawk. 28 year old staff sergeant ryan o'hara was the crew chief. he leaves behind a wife and a one year old son. meanwhile, a sense of disbelief felt by communities across the country, including right here in

raindrops on our lens from this live view from the bay bridge toll plaza. as we're tracking this level two storm moving through the bay area, it's 512. it's another hit for the city of oakland. the waterfront hotel at jack london square has closed down for good. abc seven news reporter anser hassan looks at the impact of this closure. >> morgan ward came up from san diego on friday, hoping to spend the weekend at the waterfront hotel in oakland. >> flew in and came here. and you did not know? >> and i did not know. i received no notification at all that the hotel was closing. >> after 35 years. the hotel will close just before midnight friday. luckily, ward found another place to stay. she'll request a refund from a third party booking website, but her

real disappointment is that oakland is losing another iconic business. >> i love the waterfront. i've been staying here since 2010. i've got fantastic memories of swimming in the pool, staying in different rooms. i even brought my cat george here with me once and he loved the bird view, so it's really sad to see it go. >> the boutique hotel first opened in 1990. it's operated by the hyatt corporation, which said on tuesday that the hotel will be closing and that the building's future is unclear. >> definitely shocked. i didn't i didn't know that we were losing money because they were making cutbacks and trying to make it work. >> voices crews worked at the hotel for three years. he estimates it employed about 100 people. he praised the management team and says the company has been helping employees look for positions within the hyatt chain. he believes the downturn came following the pandemic. >> areas started getting more worse break-ins and cars and such. a lot of homelessness. a lot of people were just complaining about mostly that kind of stuff. >> peter gomez is president and ceo of visit oakland. he

released a statement saying it's unfortunate that the waterfront hotel is closing. the decision was made by the hotel's ownership based on financial performance, but he remains optimistic that something else will take its place given the location and oakland's potential. in oakland, anser hassan. abc seven news. >> in the south bay, former san jose city council member omar torres had his plea hearing delayed this week. it's now scheduled for february 14th. he faces multiple charges of sexual abuse, but our media partners at the bay area news group report he may be working on a plea agreement. well, despite the rain we're seeing now, there are major concerns about rain and snow across california. state water resource officials conducted their second measurement of 2025, returning to phillips station at echo summit. abc seven news reporter zach fuentes is tracking the latest. >> extra attention is being put on this year's second snow survey. it comes after a month

punctuated by dry weather and devastating wildfires across southern california. all of that leading to questions about what the drought outlook could be for the rest of the state. on average, the snowpack supplies about 30% of california's water needs, but the most recent survey measuring it was less than encouraging. >> we're behind the eight ball throughout the state. >> at phillips station. officials at the california department of water resources measured 22.5in of snow depth and a water equivalent of eight inches. that's 46% of average for that spot. when factoring in the other stations statewide, the snowpack is 65% of average for january 31st. at the beginning of january, it was 108%. officials attributing that to a dry spell. >> as you can see, when we don't accumulate snow or rain, it it definitely hurts our our snowpack and it requires us to catch up. >> the hope now is that a week of wet weather will bring at least the northern half of the state to average or above

average. promising news here in the bay area for valley water, where much of the water from the snowpack ends up in the local reservoirs that supply water to the south bay. those local reservoirs are at 72% of average for this time of year. >> seeing these storms coming is good news for us. hopefully they'll fill up our local reservoirs as well, but we are below average for this time of. >> year locally. valley water says the community has done a good job maintaining conservation habits developed during the height of the statewide drought. >> you don't have to wait to a drought to make changes. it's a good idea to make those changes now because we know a drought is coming and you might as well be saving water and saving money now. >> while officials say water management will be key to keeping reservoirs full, they're still holding on to high hopes for the current and future storms. >> so we'll definitely need more storms throughout the next several months to make up for the very dry january. >> the next snow survey is tentatively scheduled for february 28th in the south bay. zach fuentes, abc seven news. >> well, more insight on that expected later this month. but for now at least, these series of back to back storms will certainly help. do you expect it

to have an impact? >> yes. not this first one because it's too warm. we're in the upper 30s right now, but as we get into late monday and tuesday, we're talking about 4 to 6ft of new snow that will really make an impact. and that's exactly what we need that will get us back on track. but we are still looking at today's system that is pretty warm, and that's going to allow for some good news where since we are so dry that the ground will absorb it, the soils will absorb this and we're not expecting much in the way of flooding, maybe some nuisance flooding later on today up in the north bay where the rain continues to fall. but look at the fetch of moisture all the way to the hawaiian islands, where they had some flooding in maui. and as we get in closer, you can see right now all the activity here. very light rain. little heavier there. just west of nevada. west of highway one. hercules and martinez. wet weather through walnut creek and then throughout san francisco in the east bay. not much going on into the south bay either. temperatures are much warmer. 52

right now in sonoma, 53 in danville with 54 in san jose. and as we look outside, very light rain out there. so light to moderate rain this morning, it gets going through about 10:00. and then from about 1030 to at least 130, we're looking at soaking rain, windy conditions. we get a break for much of the bay area after about 3 or 4:00, except the north bay where it will still be raining, and then looking at sunday, some more scattered showers and a much colder system. that's what we need for the snowpack late monday into tuesday. a winter weather advisory now and high snow levels above 6500ft. so here's a look at 9:00. you'll notice still some light rain, the heaviest rain up to the north. and then it begins to shift to the south. so 11:00 you can see the pockets of yellow. it continues to push on through throughout the afternoon. and here's our break late saturday into sunday. sunday featuring more showers, the bulk of the activity. the heaviest rain will be the to the north of us, but it's not a dry day. on sunday we

still have scattered showers and then another break into monday morning. look what is on the way for monday afternoon and monday night. this is the much colder system. heavy rain again into monday, late monday and tuesday. here's a look at today's rainfall through midnight, half inch to an inch in the north bay, or an inch and a half elsewhere. a 10th to 2/10 from the south bay. east bay could see upwards of a half inch. and then we're going to add in sunday, taking us over an inch of rain in richmond, a third of an inch in san mateo, three quarters of an inch san francisco. and you can see about a third of an inch in the far east bay. and this is monday, when the heavier rain moves in. we've got over three quarters of an inch in hayward. most of the activity, two and three inches up in the north bay. and then you can see the santa cruz mountains three quarters of an inch. so the winds will kick up as well. in fact, they're calm to get going. but by that two 4:00 time period, we've got the gusty winds 20 to 30 miles an hour, even close to 40 miles an hour right on through sunday. so

hour. certainly a drizzly start to our saturday. >> yeah that's right. it's been light rain right now focused to the north of us. that will increase throughout the day. this is a level two system on our storm impact scale. and you can see the fetch of moisture all the way back towards hawaii and through the overnight hours. a little bit of a break. and right now light rain getting going all across the north bay over into concord. walnut creek, very light and nothing happening in the east bay and south bay. flood watch through tomorrow night, where this entire area could see anywhere from 1 to 3in of rain. so we're looking at gusty winds, moderate to heavy rain today. minor urban flooding. temperatures are up from the mid to upper 50s in some spots, so that brings us anywhere from oh 5 to 11 degrees milder from novato to livermore. so as the rain gets going throughout the mid morning hours, say 10:00 to 11:00, that's when we're going to see the heavier rain through noontime, 1:00 in the east bay getting into the south bay. but after 2:00 it shifts to the north and we'll see a break

throughout the rest of the day. today, for much of us, except the north bay, we'll add up rainfall totals for the weekend and into next week, which are more impressive than even this weekend. stephanie. >> shut it down. >> if we don't get it, shut it down. >> well, as president trump has vowed to crack down on illegal immigration in his first 100 days in office, activists you see here braved the rain to take part in an immigration rights rally and march in antioch. they called on the city's new mayor to take a stand against ice raids. they are also seeking assurance that the antioch police department does not cooperate with ice in enforcing immigration laws, and they want a commitment to fight any attempt by president trump to force local law enforcement to work with ice. meanwhile, happening today, president trump's tariffs on china, canada and mexico are going into effect. they could impact everything from avocados and tequila to new cars, appliances

something that worries me because are they going to afford us? >> economists explain the impact of these tariffs. for mexico, for example, we import a lot of vehicles. various auto manufacturers from around the world have set up plants in mexico, and they produce cars in mexico, and we import them into the united states. we also import agricultural goods, things like avocados and other kinds of fruits and vegetables. we import beer from mexico. >> jbs imports in south san francisco is a wholesale distributor that sells spirits and wines. >> about 15% of our business is the products imported from mexico, and that includes wines. uh-, mezcal, tequilas, pulque. >> san felipe says the tariffs will hurt a small business. >> my commission based reps will will suffer and the company will suffer, and our customers and

the country. meanwhile, there is a push to help the city's economic recovery. san francisco is considering a solution to empty storefronts, making it easier for chain stores to move in. currently, the process can take upwards of two years. a new proposal would allow formula retail on a one mile stretch of van ness avenue between redwood street and broadway. >> these are the former auto showrooms, and so permitting formula retail allows for more flexibility in these really, really big spaces that you're not seeing on, on, on some of the neighborhood merchant corridors. >> the city defines formula retailers as companies with 11 or more outlets. the proposal still needs support from the board of supervisors before moving forward. well, for the first time in decades, the fda has approved a new type of prescription pain medication. vicks is a non-opioid painkiller. doctors believe there's no risk in people becoming addicted, because they say it doesn't create the high

told employees at nonunion stores that they are increasing their pay. the union shared on social media that the tentative agreement will be presented for a vote. well, there's a battle brewing in the south bay over a plan for a chick fil a. the restaurant is planned for west san carlos and race streets, not far from san jose's train station. now, the local buena vista neighborhood association launched a petition opposing the project. now in september, the association received information from the city's planning division on the permit application. it called for the removal of 20 trees and the demolition of a commercial building, home to sharper cuts. >> and so if we allow a single story. chick fil a or any fast food restaurant, that single story to displace existing businesses, be super car centric and not have anything above it again, it's a huge lost opportunity.

creek. the rest of us not seeing any rain yet. it will fill in by nine 10:00 and come down pretty good throughout the early afternoon in spots 55 in oakland, 54 in fremont, 52 in sonoma. anywhere from five to about 12 degrees milder this morning on those south winds. that will get pretty gusty throughout the mid morning hours and really right on through sunday. so light to moderate rain this morning. looking at that 10:00 to 2:00 pm timeframe where we get that soaking rain, windy conditions, the winds are going to stay with us throughout the day and into sunday. and then as we look towards sunday and next week, more storms and looking at much colder weather arriving into late monday and tuesday. and we need it because it's in the upper 30s in the sierra nevada with rain right now, we're going to get into several feet of snow, but that's not going to be until tuesday, wednesday and thursday. here's a look at the rain projection for about 930, and you'll notice the heaviest rain pushing on shore

throughout the 10:00 11:00 hour, so you can see the yellows from napa through oakland and san francisco into the early afternoon by 1:00 and then 2:00. it's still raining pretty good up in the north bay. this shifts to the north, but we still have rain around parts of the bay, and then we get a break as we get into the late afternoon and early evening hours. this takes us into early sunday, where we have more widespread shower activity. 830 sunday morning into 330. level one system replacing the level two today and then 6:00 on monday. you get a break for the morning commute. look what happens for the afternoon commute after 3:00 and into the evening commute. 9:00 10:00 more heavy rain with another level two into late monday and tuesday. rainfall today, anywhere from just a 10th of an inch or less from mountain view to san jose. so you see the focus shifting to the north, a half inch san francisco, a third of an inch to a half inch east bay and over an inch to the

north bay. here's a look at adding in sunday. and we've got three quarters of an inch in san francisco. also in oakland, upwards of an inch and a half to the north, and still just about a quarter to a third of an inch, fremont and livermore. and finally, by monday night, as this next heavier system, another level two heads our way, you can still see the focus 2 to 3in in the north bay, but still anywhere from a half inch to maybe an inch from the east bay and the peninsula. the south bay rain shadow effect not getting in on it too much with over a 10th of an inch. so sorry about that. maybe the next round. here's a look at the gusty winds from 10:00 throughout the afternoon, 20 to 30 miles an hour, so it remains gusty and slick throughout the day today through tomorrow as well. first round in the sierra nevada. a lot of it is just rain, so you have to be up pretty high in elevation above 7000ft to pick up that 11in at kirkwood. but as we get into all of next week, that colder system monday, tuesday into wednesday and
