details about the horrific medical jet crash in philadelphia that left seven people dead. and rain finally returns to the bay area. but it's bringing concerns about flooding as well. abc news at five 430 starts right now. >> from abc seven live. breaking news. >> right away to that breaking news coming out of the east bay, a public health advisory is bay, issued after a fire erupts at the martinez refining company. good afternoon. thank you for joining us. i'm dion lim. hazmat teams are currently on site at the martinez refining company, where a fire has been burning, now for almost three hours. abc seven news reporter anser hassan is live on the scene. unser give us a sense of what's going on there. >> yeah. dion good afternoon. we just spoke with contra costa county district one supervisor chanel preston soquel's. she says that there all the employees have been evacuated. there may be a report of one

employee who may have suffered minor injuries, but we don't know the extent. as you can see behind me, still huge plumes of smoke coming out from the refinery. and getting and also off to the left. you may see some flaring, but flaring at a refinery is usually controlled. burning of excess combustible gas that are produced during normal operations or in emergencies. now scales preston says this fire is being reported as a level two notification. that means there may have been hazardous material released or could be released. contra costa county health officials released a public advisory, as you mentioned, saying that this incident could impact residents in martinez and pacheco, and they're advising those individuals with respiratory problems to stay inside. now, there are road closures reported around the refinery. at this time, there are no reports of

any evacuation orders or shelter in place is being issued. we have reached out to the martinez refinery. we have not heard back. we'll keep you updated with the very latest reporting. live anser hassan abc seven news. >> all right. a story we know you will continue to follow. well, turning now to the weather and the impact on firefighters out in martinez. let's get the latest now on conditions with abc seven news weather anchor spencer christian watching the rain. also the wind. spencer. >> yeah, that's right diana. the weather right now should not be a significant factor in containing the fire. it's about 60 degrees in martinez right now. light rain, scattered showers wind about ten miles per hour. but of course, it is stormy, generally across the entire region, as you can see on live doppler seven. let me give you another view of this atmospheric river. this long plume of moisture that's just hitting the bay area with a heavy rainfall, strong, gusty wind. the ground is saturated. and as you can see, that plume of moisture, that atmospheric river reaches all the way back to hawaii. so for the next

several days, four or 5 or 6 days, we're going to have a steady flow of moisture in our direction, bringing us stormy day after stormy day. right now, the current storm ranks a level two on the exclusive abc seven storm impact through this evening. the rain will be a little bit lighter than it has been earlier in the day. isolated downpours, gusty wind. but still. this is a level two storm because even as the rain eases up, the impact is significant. we have a flood watch in effect for the entire bay area. here's the forecast animation starting at 5 p.m. notice for this evening and going into the late night hours. the rainfall will be mainly a north bay event. very little of that is going to reach south of the golden gate between now and midnight, and even during the overnight hours, it remains generally a north bay event. but the north bay is more saturated than any other part of the bay area, so the likelihood of flooding is greater there from the continuing rainfall. again, that flood advisory flood watch is in effect for the entire bay area until 10:00 tomorrow night. flooding is possible on small rivers, streams, creeks, roadways, 1

to 3in of rain total will fall from this current storm. i'll have more on the next seven days, a little bit later on. >> yeah, timing. pretty key in this one. spencer. thank you. now, this much needed n has affected everyone from first responders to drivers just trying to navigate slippery roads. abc seven news reporter cornell bernard is live for us in san rafael right now, where flooding is a very real concern across the north bay. cornell. >> hey, dion. yeah, we've seen lots of minor flooding today from sausalito all the way up to santa rosa. and like spencer says, the rain has tapered off for now, but more is on the way. lots of outdoor events got canceled today, too, because of the weather. pedestrians, beware of the splash. rain is bringing slippery road conditions and lots of ponding in mill valley by midday, this road in sausalito was starting to flood. some drivers were still making it through. flooded signs are posted. storm drains trying to keep

up with all the runoff after a long rain. dry january in sonoma county, mark west station road near star road is closed due to flooding from nearby winter creek. >> for us right now, it's just the potential for minor nuisance, flooding, ponding anything that could potentially damage somebody's property. >> chief lowenthal says the north bay has received dozens of inches of beneficial rain so far this season. it's ready for more, but not all at once. >> we're hopeful that we'll get breaks in the systems, allow the water to recede, and not end up with any significant issues locally. >> the rain making for some challenging driving on highway 101. back in marin, the first sausalito crab festival supporting the local crab fishing fleet got rained out. barbara waxman and her grandson, jake were bummed they came hungry. >> we were really excited to take jake to his first crab fest. and of course with the rain, it was canceled, which we're half disappointed about. we need the rain. but of course we wanted the crab. >> first responders say the biggest concern ahead is forecasted winds early in the week, which could topple

trees and power lines. >> right now, we're looking at the potential for some bright, breezy, gusty conditions throughout the week, but really stronger on monday into tuesday. so for us, when we have these back to back systems, we start to get saturated. soils and weakened trees have the potential to come down a lot easier than they would. >> yeah. lowenthal says keep an eye on trees around your property, which could be weakened if roots start to show. steer clear and call an expert, by the way, that crab fest at clipper yacht harbor has been rescheduled for february 22nd. that's in sausalito, and we're live in san rafael. cornell, bernard, abc seven news. >> all right. that is good to know. enjoy the reprieve from the rain while you can, cornell. now, on the east coast, the ntsb is providinw information on yesterday's horrific medical jet crash in philadelphia. investigators say the learjet 55 only reached an altitude of 1500ft after it took off from northeast philadelphia

airport. it crashed less than a minute after takeoff. the debris field is scattered over several blocks and engines have been recovered, but the ntsb is still looking for the jet's cockpit voice recorder. here's abc news reporter christiane cordero with the details. >> a massive inferno in the streets of northeast philadelphia. buildings and vehicles engulfed in flames. debris scattered in the streets. after a medical transport jet crashed into the residential area. >> and just crashed into the plaza. >> the jet taking off from northeast philadelphia airport shortly after 6 p.m. friday, crashing just moments later. surveillance video captured the moment it happened. you can see an explosive fireball in the night sky before the jet plummeted to the ground. the learjet 55 was operating as a medical ambulance carrying six people a pediatric patient, her mother and four crew members, according to the company that owns the jet. they were returning home to mexico with a stop in missouri after the child

received care from a children's hospital in philadelphia. all six died in the crash. >> at least one other person perished in this tragedy, and this individual was in a car. we can confirm that there are also a number of other victims who were injured in this incident, and they are being treated in area hospitals. >> this crash, just days after that mid-air collision between an american airlines plane and a military black hawk helicopter in washington, d.c. that claimed 67 lives. the flight recorders are now being evaluated by the ntsb. >> we will have tens of thousands of pages of material, hundreds of exhibits, but we can't speculate until we know howt all fits into a really big, complex puzzle. and part of that is on the bottom of the potomac right now. >> preliminary data shows the black hawk was flying at 350ft above the 200 foot limit in that airspace. the faa has now restricted low altitude

helicopters from flying over the potomac near reagan national airport. christiane cordero, abc news, washington. >> now, as we learn more about the crash and the people involved, we'll post updates to our website, abc seven news.com and the abc seven bay area app. this weekend, the remains of a missing american soldier from sebastopol, killed in action during world war two are back home on u.s. soil. last night, the san francisco police department and u.s. army held a ceremony on the tarmac at san francisco international airport for staff sergeant yuen hop. his only living sister, 93 year old marjorie wong, welcomed him back to the bay area along with her family as well as other first responders. hops plane was shot down on a mission in germany back in 1944. his remains were recovered and identified last june. hop will be laid to rest with full honors at golden gate national cemetery in san bruno on february 7th. baseball fans

reunion with his wife, daughters and brother. siegel was taken hostage along with his wife 484 days ago. she was freed back in november. siegel is the first american to be freed during the cease fire and hostage exchange with hamas. new executive orders from president trump today. he announced aggressive new tariffs on canada, mexico and china. and they're set to go into place on tuesday at 12:01 a.m. trump has signed a number of executive orders since returning to office. and today, south bay leaders reacted to his order freezing federal funds. they say it will have global consequences. >> i'll tell you something every day that this pause is going on. hundreds of thousands of people are literally dying around the world. we live in one of the most affluent places in the world. and i want our district to talk not just about what's happening here, but about the type of america we want to be.

for several hours now out of the east bay, where contra costa the fire is responding to a massive fire at the martinez refining plant right now. huge clouds of smoke are just wafting through the area. there were flames as of about 30 minutes ago, and the air district is reporting likely smoke impacts downwind. a public health advisory is in place for

martinez, along with parts of pacheco and clyde. keep in mind traffic is shut down in the area. we are, of course, continuing to monitor the situation. we will bring you the very latest as it comes in, and you would assume that with the weather conditions, spencer, that this would help, at least when it comes to the rain. >> that's right, because it is relatively cool and it's wet. not terribly windy there right now. winds out of the south southwest at about ten miles per hour, so weather shouldn't be a complicating factor right now. fighting the fire. here's a look at all the weather that's coming our way. we have. we are in the path of an atmospheric river that's aimed directly at northern and central california, and it's just a long, long plume or trail of moisture reaching all the way back to hawaii. and we've got several days of some periods of rain coming our way all the way into late next week. right now, we're looking at a pretty windy picture, with gusts up to 28mph at sfo right now, 20 mile per hour gusts at concord. it's been windy to breezy throughout the day. gusty at times. it is milder. warmer than it was at this time yesterday by about 6 to 10 degrees

over most of the bay area. so let's take a closer look. right now in san francisco it's 5963 degrees in oakland, 57 hayward. we've got around 6061 at san jose, redwood city and 55 at half moon bay. looking at the golden gate. the pavement is wet, of course, but it is not raining there right now. but the pavement is slippery all around the bay area. we've had rain throughout the day. temperature readings right now in the mid to upper 50s at santa rosa, petaluma, napa, fairfield, 60 at concord and 57 at livermore. let's check out our forecast headlines through this evening. it's still a level two storm. even though the intensity of the rain has diminished a bit. but the soil is saturated, it's still gusty in some spots. slick roadways and the increased likelihood of some localized flooding continues as the rain continues. so level two storm through the evening tomorrow. level one storm. the rain and wind will be less intense than today and into next week. more storms are on the way as that plume of moisture continues aiming at the bay area. so let's take a closer look at this evening storm. we'll have

periods of rain and isolated downpours, although this will be mainly a north bay event for much of this evening. gusty wind at times and a flood watch is in effect. here's the forecast animation starting at 5 p.m. and notice again, most of the rain this evening will be confined to the north bay, except for a few showers that will move south and east of the golden gate. but generally the bulk of this rain will hit the north bay until tomorrow and even tomorrow. most other regions of the bay area will not get much out of the system tomorrow. nonetheless, a flood watch flood. yes, flood watch remains in effect until 10:00 tomorrow night for the entire bay area because the soil is saturated and we have these ongoing storms, streams, creeks, small rivers and roads could see some localized flooding as we expect another 1 to 3in of rain and over in the sierra. a winter storm watch and a winter storm advisory in effect for much of that region, as another 12 to 18in of snow could accumulate from this storm. overnight lows, mainly in the low to mid 50s. highs tomorrow right around 60 to 62 degrees for much of the bay area. but as you look at
