into flames this afternoon. at this hour, one person remains in the hospital under supervision. the cause of that fire is still under investigation. and abc seven news reporter anser hassan has been monitoring the flames all day long and joins us live with an update. what can you tell us? >> yeah. dion. good evening. some good news. around 8:45 p.m, that shelter in place was45 p.m, lifted. fire officials gave an update about two hours ago. they say the fire is still burning, but that the situation has greatly improved. the sirens coming from the martinez refining company saturday evening were to warn residents to shelter in place. >> any smoke that burns any combustible element is going to be toxic at some point. we're trying to ascertain right now what exactly is in that stream of smoke. >> battalion chief bob atlas, with the contra costa county fire protection district, says around 1:40 p.m, they got their initial report of black smoke coming from the refinery that grew into a massive fire that

prompted the shelter in place for parts of martinez and pacheco. as of 9 p.m, the fire was greatly reduced. >> currently, we're getting to the root cause of the actual leak itself that hasn't been completely shut off yet, but we are closer to getting the entire valve system shut down. >> around this 2:00. this incident happened at 415. the sirens started going off. i don't know why they didn't go off sooner to alert the community. >> marcial barrera, junior, lives less than a mile away from the refinery. he used to work at the chevron refinery. so he understands how a refinery works. his big concern right now is not knowing what was released in the fire. >> that's very concerning, because that's where all the gases go through the pipes. and if some incident like today happened, it's a bad situation and dangerous situation. >> the martinez refining company manufactures gas, diesel and jet fuel. it's one of the largest employers in contra costa

county. in october, it agreed to pay $4.5 million to settle allegations of clean water act violations linked to the refinery. brandon matson is the public information officer for the refinery. he says there was construction being done on site, but says it's still too early to know if that contributed to the fire. but he did acknowledge there was a leak. >> you know what happens in hydrocarbons are combusting. that means that there's a leak that they were coming out from and ignited. but again, we'll have to figure out what exactly the root cause of the incident was. >> the contra costa county health officials say they'll be out here all night to monitor air quality until they get the all clear. county officials will be working with the refinery to determine the root cause of the fire. reporting live anser hassan abc seven news. >> a story we will continue to stay on top of. answer. many thanks. now, this refinery fire comes less than three weeks after the battery storage facility at moss landing caught fire. that too, sending smoke

into the air and raising health concerns. officials say rain from this atmospheric river can interact with the remaining lithium ion batteries and then for cause flare ups. so far, we are told the area is stable, but crews are monitoring the situation. investigators are still working to determine what caused that fire. they have also been testing the air, water and soil. a large tree fell down in a mudslide near forestville, taking down p-g-and-e's lines with it. check it out. rocks and mud scattered there at about 3 p.m. today, and at last check it was blocking the road at westside road, just north of river road. crews came to assess the damage and clear what they could. now, this round of wet weather may be slowing down, but more is on the way. let's bring in spencer christian with a look at your accuweather forecast. and spencer, we do need the rain, but not all at once. >> like this. you're so right, diane. it's a lot of rain in a short period of time and our soils are saturated, so we may see more scenes like that with

the downed trees in the next few days. right now, looking at live doppler seven, you can see that the storm that we had today and earlier this evening is now gone. it's just a few areas of isolated light showers, so during the overnight hours it will look like this. the storm track has lifted, so the major storm activity or rainfall activity is to our north right now. although the storm track will dive southward again going into tomorrow and the next few days. so you see that long plume of moisture there, that atmospheric river tomorrow will have a level one storm, which will produce light to moderate rainfall, heavier in the north bay than in other regions of the bay area. and it will be breezy with occasional gusts. and you can see here that the main activity starts just after 5 a.m, stays mainly in the north bay throughout the day, although a few trickles may reach south of the golden gate. i'll give you a look at what's to come over the next seven days. a lot more rain and just a little bit later. diane. >> all right. sounds good. spencer. thanks. over in sonoma county, rain led to flooding and then the closure of freestone valley ford road. you can see that driver there backing out of the

standing water, deciding not to go any further down that submerged two lane road. standing water also had drivers gripping their steering wheels a bit tighter. this was the bodega highway just west of sebastopol. now, we sent abc seven news reporter cornell bernard out to check out the slippery roads and flooding concerns across the north bay. >> pedestrians, beware of the splash. rain is bringing slippery road conditions and lots of ponding in mill valley. by midday, this road in sausalito was starting to flood. some drivers were still making it through. flooded signs are posted. storm drains trying to keep up with all the runoff after a long rain. dry january in sonoma county, mark west station road near star road is closed due to flooding from nearby winter creek. >> for us right now, it's just the potential for a minor nuisance flooding, ponding anything that could potentially damage somebody's property. >> chief lowenthal says the north bay has received dozens of inches of beneficial rain so far this season. it's ready for

more, but not all at once. >> we're hopeful that we'll get breaks in the systems, allow the water to recede, and not end up with any significant issues locally. >> the rain making for some challenging driving on highway 101. back in marin, the first sausalito crab festival supporting the local crab fishing fleet got rained out. barbara waxman and her grandson jake were bummed they came hungry. >> we were really excited to take jake to his first crab fest. and of course, with the rain, it was canceled, which we're half disappointed about. we need the rain. but of course we wanted the crab. >> first responders say the biggest concern ahead is forecasted winds early in the week, which could topple trees and power lines. >> right now, we're looking at the potential for some bright, breezy, gusty conditions throughout the week, but really stronger on monday into tuesday. so for us, when we have these back to back systems, we start to get saturated. soils and weakened trees have the potential to come down a lot easier than they would. >> lowenthal says it's a good time to keep an eye on trees around your property, which

he's also faulted them for america's trade deficit. >> it could be some temporary short term disruption, and people will understand that. >> we will respond. we won't relent until tariffs are removed. and of course, everything is on the table. >> some experts predict american families could pay $830 more on average this year because of the new tariffs. the president's move is threatening to start a trade war. the cdc has wiped certain content from its website following an executive order signed by president trump. it's aimed at gender ideology and diversity, equity and inclusion. abc seven news reporter tara campbell spoke with a local doctor about how this could impact americans and their health. >> you can click, but you cannot find what experts are calling critical health information on the cdc's website. >> someone got newly diagnosed with hiv yesterday. they're scared. they go on the website. there's nothing to be seen there. >> several centers for disease

in his bathroom. they've hired a private investigator.'ve hired a representative ro khanna has called for a full fbi investigation, and his parents accused police of withholding records and are asking a judge to step in. the san francisco police department has said it's an open case. happening now, a highly contagious and potentially deadly virus is spreading among dogs in san francisco's tenderloin. all of that is according to our media partners at the sf standard. parvovirus. parvovirus can cause seizures, dehydration, and rapid weight loss in dogs. cases in the tenderloin have increased dramatically in the last two years. it is unknown how many of the cases are linked to the city's unhoused population. city officials tell the standard access to vets is difficult and expensive for most dog owners in underserved neighborhoods in the east bay. layoffs are coming to oakland city workers, a consequence of the city's devastating financial crisis. that's according to a memo from

the city administrator that was obtained by the east bay times. the first two city departments to see staffing cuts are public works, which will have 26 roles cut. then the police department, where 19 positions will be eliminated. those are the two hardest hit agencies for this round, which will affect 100 workers in total. oakland's city administrator called the layoffs hard, but necessary to help close an historic $129 million budget deficit. unions say the layoffs are reckless, unacceptable and devastating for residents. well, baseball fans remembered rickey henderson today. one of the greatest players to ever play the game. a public memorial brought fans, family, friends and former players together at the oakland arena. that's next door to the coliseum, where the oakland tech graduate forged his career as baseball's all time leader in stolen bases and runs scored. >> that man changed baseball

forever. yes he did. yes. yes. >> along with ken griffey jr, their other hall of famers attended, including former a's greats dennis eckersley and tony la russa. henderson died in december after complications with pneumonia, five days before his 66th birthday. a dog was rescued after falling a steep 200ft down a waterfall near lake tahoe. the pup, named moscow, was being tended to by an ice climber who happened to be in the area there in el dorado county. he had trouble moving with injuries from the tumble, so rescuers strapped him into a harness for transporting animals to carry him to safety. from there, moscow was taken to an emergency vet and is expected to be okay. wow, what fortunate timing in all of this. >> yeah. happy ending to what could have been a really tragic story. >> yeah. and we hope that there is a happy ending to this weather situation eventually. >> well, our current storm has ended. today's storm has ended

as we look at live doppler seven right now. dion, you see how quiet the image is? we say quiet because there's just not much happening except some moisture in the atmosphere, but it's not hitting the ground. now you can see on this animation that our storm track has lifted northward. so it's raining rather substantially north of us from ukiah up to mendocino. but and then eventually this storm track will drop southward again tomorrow and bring us more rainfall. but at the moment, we're just looking at this atmospheric river that continues to direct moisture toward the bay area. it's a pretty breezy out there right now as well. you can see current wind speeds ranging from ten to about 20mph, generally up to 25 over in fairfield, and it's milder by quite a few degrees than it was at this time last night. so let's move along and take a look at current conditions. the view from the exploratorium camera looking at portions of the downtown skyline 58 degrees here in san francisco. upper 50s. also at oakland, hayward, redwood city, 60 in san jose and 55 at half moon bay. nice quiet view in emeryville right now, 58 in santa rosa and in fairfield and in livermore.

mid 50s in petaluma and napa and 60 degrees in concord. let's check out our forecast headlines as we look across the embarcadero from our rooftop camera. overnight showers will redevelop mainly in the north bay. then tomorrow look for rain and wind. less intense than today, but still a level one storm and we'll have more rain next week. a couple of level two storms coming in monday and tuesday and even beyond that. so tomorrow's storm on the exclusive abc seven storm impact scale will be a level one storm. it will produce light to moderate rainfall, heavier and steadier in the north bay than anywhere else, and it will be breezy with occasional gusts. here's the forecast animation starting at midnight. notice showers redeveloping in the north bay by 5 a.m. we'll see those showers becoming a little bit steadier, more intense, more widespread, but still mainly in the north bay. later in the day, we may see a few of those showers move south and east of the golden gate, but for the most part, this will be a north bay rain event tomorrow, although some other locations may get a little bit of wet weather. a flood watch remains in effect for the entire bay

area until 10:00 tomorrow night. there could be some localized flooding and streams, small rivers, creeks, roadways up to three inches of rain likely from this weekend. rain event. area wide and there's more on the way. more rain on the way next week, so rainfall totals will obviously grow over in the sierra. winter m watch in effect and advisory until 4 a.m. tomorrow. 12 to 18in of snow falling, accumulating above 7000ft up to two feet in the higher peaks. and the gusts will be quite strong as well. so overnight low temperatures mainly in the low to mid 50s. highs tomorrow, generally in the low 60s. and here's the accuweather seven day forecast. level one storm tomorrow a light one but a stronger, windier storm on monday and tuesday. both days. level two storms tapering off a bit to a level one on wednesday. in fact, wednesday we might even see a little bit sunshine breaking through as we might tomorrow as well. apart from the outside, the north bay, so we have a week of stormy weather ahead of us. you can see on thursday another level two. finally, next saturday is when we expect our first completely

seven news starts right now. >> tonight, the ntsb and the faa are investigating. two aircraft crashes. wednesday's mid-air collision between an american airlines plane and military blackhawk helicopter in dc, and now a learjet being used as an air ambulance that crashed in northeast philadelphia. abc news reporter chuck severson is

following both tragedies. >> covid. >> a massive inferno on the ground in philadelphia after a learjet operating as a medical ambulance crashed moments after takeoff. in this surveillance video, you can see an explosive fireball in the sky before the jet plummeted to the ground. >> the aircraft climbed to about 1500ft above the ground. the entire flight lasted less than a minute. >> investigators say they are still gathering the debris from the wreckage and searching for the plane's cockpit voice recorder. >> the debris field extends 4 or 5 blocks, and i do want to stress that this is an active investigation scene. >> the small learjet 55, an air ambulance, was headed to tijuana with a stop in missouri, with two passengers and four crew members on board, all mexican nationals. the passengers a mother and her child. a patient at shriners children's hospital in philadelphia. one person also killed on the ground, and at least 19 others injured and treated at local hospitals. this

crash, coming just two days after an american airlines plane collided with a military blackhawk helicopter in washington. investigators recreating the final minutes of the flight at around 8:43 p.m. the jet's pilots told to land on a shorter runway that black hawk helicopter, now also making its way up the potomac river. about two minutes later, air traffic control alerting the helicopter to that jet's approach. at roughly 8:47 p.m, asking the blackhawk pilots to again confirm they see the jet. >> in flight. at aircraft in sight. separation, separation. >> and fdr data showed the airplane beginning to increase its pitch. sounds of impact were audible about one second later, followed by the end of the recording. >> in all, 67 lives were lost in the accident. the 64 passengers and crew aboard that american airlines

flight and three soldiers in the blackhawk. >> we will find out what happened in both of those accidents. we'll make recommendations, and we will attempt to never have to deal with those type of accidents again. >> chuck sivertsen, abc news, new york. >> as we learn more about the investigations, we'll of course post updates at our website, abc seven news.com and on our abc seven bay area app. this weekend, the remains of a missing americn soldier from sebastopol, killed in action during world war two are back home on u.s. soil. last night, san francisco police department and u.s. army held a ceremony on the tarmac at sfo for staff sergeant ewen hoppe. he's only living sister, 93 year old marjorie wong welcomed him back to the bay area along with her family as well as other first responders. hoppe's plane was shot down on a mission in germany back in 1944. his remains were recovered and identified last june. hoppe will be laid to rest with full honors

at golden gate national cemetery in san bruno on february 7th. los angeles is postponing the opening of the pacific coast highway through. the palisades. it was set to reopen tomorrow for the first time since the devastating fire there. many locals thought it was too soon to end a curfew and abandon the checkpoints. instead, one lane in each direction will reopen monday. checkpoints in the area will remain in place. non-renewed and forced out. seven on your side is digging into the data, investigating new concerns about california's insurance crisis. it's pushing people to the state's insurer of last resort. seven on your side. stephanie sierra shows us the area's most impacted. >> state farms. motto uh. what is it like a good neighbor? state farm is there. ha! what a joke that is. >> after 50 years of never missing a payment with state farm, judith gage got dropped.

highest spike in premiums, the golden state is ranked 12th with an average increase of around 31%. >> if the rates had been adequate, i think that we wouldn't have seen these non-renewals right now. it's really a disaster. >> tom quirk is a 40 year veteran insurance broker based in san jose. >> when we talk to insurance companies, they tell us that the rate increases they're getting. they requested them years ago, long before inflation started to really eat up the dollar. so trying to get to the right price in this regulated system is going to be difficult. we don't let the free market really work. >> and right now we don't have a free market. in fact, there's very little competition as more than a dozen of the state's largest insurers have dropped out of the market or restricted issuing new policies, including state farm, allstate, usaa, travelers and nationwide. the list goes on. and this is why we're seeing the highest demand yet for the california fair plan. the fair plan has doubled in recent years, now accounting for roughly half a million

policyholders across the state. >> the fair plan was never intended to pick up that much. >> a seven on your side analysis of the most recent data available from 2023 found the pope valley zip code in napa has roughly 65% of policyholders forced to the california fair plan, the highest of any other neighborhood in the bay area. other zip codes surrounded by dense forests like loma mar, inverness, angwin trailed behin, with a third of the population also stuck with the fair plan. but even coastal towns like pescadero and san mateo county and jenner up in sonoma made the top ten list. >> it's a little tiny, small place, and it's at the mouth of the russian river, so i don't know. i don't get the logic there. >> but as quirk explains, is it logic or just weighing the risk? >> insurance agents, you know, we really do. we find ourselves in really crummy positions. as an example, if you had a home in the mountains and i said, look, the only place we could put you is the fair plan. i mean, is

scorer, mikael granlund and defenseman cody ceci to the dallas stars for a first round pick and a conditional fourth round pick. granlund has scored 15 goals and 30 assists on the season. both players were unrestricted free agents at the end of the season, and the sharks were not expected to sign either to a long term deal. now, the sharks may be at the bottom of the league, but macklin celebrini has continued to show that he has potential to be one of the best players in the national hockey league. his father, rick, is the warriors director of sports medicine and performance. so as a little kid, macklin got a front row seat at the warriors dynasty. abc7's chris alvarez has the story. >> the san jose sharks are very proud to select from boston university. macklin celebrini. >> you're the number one overall pick. like what's that like as an 18 year old? yeah. >> it was pretty incredible. that was a goal and a dream of mine ever since i was a kid to not only get drafted into the

what's it going to take for you guys to eventually get to the level and sustain the success. and maybe get a couple stanley cups like the warriors did. >> it's going to take a lot. i think basketball and hocky are a little bit different in those ways. obviously you need a full team in basketball. you need your bench guys, but you can kind of ride your superstars for a majority of the game. for in hockey, you need four lines and you need three sets of d and you need both goalies all all playing their part, all playing their roles. >> i am impressed by him to say the least. you're being compared to the greats at 18, man. lebron james perry to the compare to the greats at 18 and he outlived it. mack has that thing. and i think to be compared to the greats of 18, whatever people's hopes are or thoughts of what he will become. heal heal heal. outdo that. >> what comes to your mind when you see draymond green giving you that kind of praise? >> oh, i mean, it means a lot
