hurt and residents ordered to shelter in place as a massive refinery fire erupts in contra costa county. and we're tracking a flood watch in effect for parts of the bay area. lisa is here with the latest as you start your sunday. good morning everybody. it's february 2nd. we continue with that level one storm today. >> yeah it was it came down pretty good yesterday for a time. and we're with the scattered showers throughout the day today for a level one. so as we check out our satellite and radar composite, you can see that the plume of moisture is lifted to the north. so the rain has ended. for right now we have cloudy skies and temperatures around the bay are in the 50s to low 60s. so scattered light rain level one 1/100 to a quarter of an inch in the north bay. so a nice break today. breezy winds though right now gusting to 24. half moon bay and sfo 25 in napa and out by the delta. look at the upper elevations near 50 miles an hour in the north bay. 54 mile an hour peak wind gusts at atlas peak, so still some

very gusty winds. it is 60 in hayward due to all that atmosphere mixing. 56 in sonoma, 58 santa rosa. so we're starting out milder anywhere from 6 to 9 degrees milder. and here's the plan for the rest of the day. today you can see the scattered shower activity 9:00 this morning. light rain. it will continue throughout the afternoon. here's how it looks by noontime and then by two 3:00 it's quiet. a few light showers out there. so that's the good news. we have a nice break before we see much stronger rain and gusty winds head our way monday into tuesday. stephanie. >> all right. lisa. thank you. in sonoma county, rain led to flooding and then to the closure of freestone valley ford road. and you can see that driver backing out of the standing water, deciding not to go any farther down the submerged two lane road. standing water also had some drivers gripping their steering wheels a bit tighter. this was the bodega highway just west of sebastopol, and a large tree fell down in a mudslide

near forestville, taking down p-g-and-e's lines with it. rocks and mud scattered there. just after 3 p.m. yesterday, and at last check the tree was blocking the road at westside road, just north of river road. crews were there to assess the damage and clear what they could. now, we sent abc seven news reporter cornell bernard to check out the slippery roads and flooding concerns across the north bay. >> pedestrians, beware of the splash. rain is bringing slippery road conditions and lots of ponding in mill valley. by midday, this road in sausalito was starting to flood. some drivers were still making it through. flooded signs are posted. storm drains trying to keep up with all the runoff after a long rain. dry january in sonoma county, mark west station road near star road is closed due to flooding from nearby winter creek. >> for us right now, it's just the potential for a minor nuisance flooding, ponding anything that could potentially damage somebody's property. >> chief lowenthal says. the north bay has received dozens of

inches of beneficial rain so far this season. it's ready for more, but not all at once. >> we're hopeful that we'll get breaks in the systems, allow the water to recede and not end up with any significant issues locally. >> the rain making for some challenging driving on highway 101. back in marin, the first sausalito crab festival supporting the local crab fishing fleet got rained out. barbara waxman and her grandson jake were bummed they came hungry. >> we were really excited to take jake to his first crab fest. and of course with the rain, it was canceled, which we're half disappointed about. we need the rain. but of course we wanted the crab. >> first responders say the biggest concern ahead is forecasted winds early in the week, which could topple trees and power lines. >> right now, we're looking at the potential for some bright, breezy, gusty conditions throughout the week, but really stronger on monday into tuesday. so for us, when we have these back to back systems, we start to get saturated. soils and weakened trees have the potential to come down a lot easier than they would.

>> any smoke that burns any combustible element is going to be toxic at some point. we're trying to ascertain right now what exactly is in that stream of smoke. >> battalion chief bob atlas, with the contra costa county fire protection district, says around 1:40 p.m, they got their initial report of black smoke coming from the refinery that grew into a massive fire that prompted the shelter in place for parts of martinez and pacheco. as of 9 p.m, the fire was greatly reduced. >> currently, we're getting to the root cause of the actual leak itself that hasn't been completely shut off yet, but we are closer to getting the entire valve system shut down. >> around this 2:00. this incident happened at 415. the sirens started going off. i don't know why they didn't go off sooner to alert the community. >> marcel barrera, junior, lives less than a mile away from the refinery. he used to work at the chevron refinery. so he understands how a refinery works. his big concern right now is not knowing what was released

in the fire. >> that's very concerning, because that's where all the gases go through the pipes. and if some incident like today happened, it's a bad situation and dangerous situation. >> the martinez refining company manufactures gas, diesel and jet fuel. it's one of the largest employers in contra costa county. in october, it agreed to pay $4.5 million to settle allegations of clean water act violations linked to the refinery. brandon matson is the public information officer for the refinery. he says there was construction being done on site, but says it's still too early to know if that contributed to the fire. but he did acknowledge there was a leak. >> you know what happens in hydrocarbons are combusting. that means that there's a leak that they were coming out from and ignited. but again, we'll have to figure out what exactly the root cause of the incident was. >> contra costa county health officials say they will be out here monitoring the air until they get an all clear. county officials say they will be

working with the refinery to determine the root cause of the fire. in martinez, anser hassan abc seven news. >> now, this refinery fire comes less than three weeks after the battery storage facility at moss landing caught fire. that fire also sent smoke into the air and raised health concerns. officials say rain from this atmospheric river can interact with the remaining lithium ion batteries and cause some flare ups. so far, we're told the area is stable, but crews are monitoring the situation. investigators are still working to determine what caused that fire. they have also been testing the air, water and soil. meanwhile, kearny street in san francisco is back open after a fire broke out in this area. fire officials responded to a call of smoke coming from the fifth floor of this six story, single room apartment building. it was just after 930 last night. officials say two people were evaluated by medical aid, but they did not have any life threatening injuries. some

residents were told to shelter in place, while others were forced to evacuate. >> there are many people in this building who are invalids, so firefighters did have to use the stairs and carry many victims out to get out of harm's way. >> san francisco fire says the flames have been extinguished and there is no ongoing safety threat to the public. also developing this weekend, canada and mexico have responded to new tariffs implemented by the trump administration. both countries are imposing their own reciprocal 25% tariffs on american products. we could soon see price increases on pretty much everything from gas to groceries. the administration also hit china with a 10% tariff. president trump has placed blame on those countries for illegal migrants and drugs coming into the u.s. he's also faulted them for america's trade deficit.

family of an openai whistleblower is suing the police for records after his mysterious death. according to the medical examiner, suchitra balaji died by suicide two months ago, but his parents say they don't believe that, claiming signs of struggle in his bathroom. they've hired a private investigator. representative ro khanna has called for a full fbi investigation. our partners at the bay area news group report the parents accused san

francisco police of withholding records and are asking a judge to now step in. the sfpd has said it's an open case. happening now, a highly contagious and potentially deadly virus is spreading among dogs in san francisco's tenderloin district. that's according to our media partners at the san francisco standard. parvovirus can cause seizures, dehydration, and rapid weight loss in dogs. cases in the tenderloin have increased dramatically in the last two years. it's unknown how many of these cases are linked to the city's unhoused population, but city officials do say the standard access to vets is difficult and expensive for most dog owners in these underserved neighborhoods in the east bay. now, layoffs are coming to oakland. a consequence of the city's devastating financial crisis. that's according to a new memo from the city administrator obtained by the east bay times. the first two city departments to see staffing cuts are public works, which will cut 26 roles. then the

police department, where 19 positions will be eliminated. those are the two hardest hit agencies for this round, which will affect 100 workers total. oakland's city administrator called the layoffs hard, but necessary to help close a historic $129 million deficit. unions say the layoffs are reckless, unacceptable and devastating for residents. all right. baseball fans remembered rickey henderson, one of the greatest players to ever play the game. a public memorial brought fans, family, friends and former players together at the oakland arena. that's right next door to the coliseum, where the oakland tech graduate forged his career as baseball's all time leader in stolen bases and runs scored. >> that man changed baseball forever. >> yes he did. yes he did. yes. >> along with ken griffey jr,

other hall of famers attended, including former a's greats dennis eckersley and tony la russa. henderson died in december after complications with pneumonia, five days before his 66th birthday. take a look at this. a dog was rescued after falling 200ft down a waterfall near lake tahoe. the pup, named moscow, was being tended to by an ice climber who you just saw in that photo, who happened to be in the area there in el dorado county. he had trouble moving with injuries from the tumble, so rescuers strapped him into a harness for transporting animals to carry him to safety. and from there, moscow was taken to an emergency vet and is expected to be okay. but what a remarkable rescue. lisa, i gosh, that tahoe area certainly frigid right now and expecting more snow. >> yeah, not until about midday monday late monday. but when they do it's going to be real snow. it's not going to be rain

or sleet. we're going to be talking about snow on top of rain. so that gives an avalanche threat. yeah. throughout next weekend where people are probably planning to go to the mountains, a half inch to an inch of rain is what most of us saw yesterday. except how about a two day total of over six inches on top of mount tam? so that was certainly a lot of rain. and sonoma and napa have seen the most rain, and you can still see that fetch of moisture off into the pacific down to the hawaiian islands. although it has shifted to the north. we are still going to see some showers, but not like we saw yesterday. that steady light to moderate rain as we check out live doppler seven. right now it is. there's a little light rain being reported in santa rosa, but for the rest of us it's cloudy skies, breezy to gusty winds out there and our flood watch continues until 10:00. and this all will be regenerated as we get into monday and tuesday. so if you thought what we had so far wasn't that much, wasn't a big deal. well, you're going to have to wait until monday night

and tuesday when we all see some very heavy rain. scattered light showers today. level one. late monday. the rain. the heavy rain moves into the north bay about 3:00 in the afternoon, and then it sinks to the south throughout the later evening hours for monday. so that would get into a level two. and then as we get into tuesday, we're going to see a level three system. here's a look at planning it out for you as we go. going through the day today you can see the shower activity pushing through. it's scattered about so we'll call it widely scattered showers. 130 today. you see the green there. and it continues through about 6:00 tonight. just scattered light showers and winds out of the south keeping it mild in the 60s. by 330 on monday heavy rain, clear lake cloverdale. and then this all pushes to the south and east. so it's a wet evening commute monday night into tuesday morning it continues. we'll be looking at more breezy winds. and then this is what happens by 2:00 in the afternoon on tuesday. heavy rain all throughout the bay area.

2:00 3:00. here we are at 530. and you can see the reds here. they continue right on through about 7:00. so rainfall amounts throughout the day today, anywhere from 1/100 in in the south bay peninsula. so that's about nothing to 2/10 in the north bay. then we add in your monday and it gets going up to about an inch in the north bay. the rest of us a quarter to a third of an inch, maybe 4/10. and this is what takes us through tuesday night, an inch and a half to maybe two inches upwards of three inches in the north bay. so we've got the breezy winds already 30 to 40 miles an hour right now. they'll still be breezy, but not as gusty throughout the afternoon. then we get into monday morning and they stay elevated. this is monday with that heavy rain in the north bay, 30 to 40 mile an hour winds and check it out by tuesday morning. we've got strong south winds up to 50 miles an hour at the coastline. so that's going to be our strong system as we get into the rest of the week. for the sierra nevada, 2 to 4ft of snow with

♪ ♪ dreams begin here. welcome to the goodnight club. welcome back. now we turn to the story of scamanda, a south bay woman who uses an elaborate fake cancer battle to get donations and sympathy. abc seven news reporter zach fuentes spoke with two of the investigators whose work led to that woman's conviction. >> this is amanda c riley, a mom, wife and friend beloved by so many in her san jose church community and beyond. that community rallied around her when amanda told them of a stage three cancer battle starting in 2012. she documented the journey she said she was going through

in a blog. for years. she shared detailed stories, posted pictures of herself in treatment attached to tubes and devices. all of it was fake. all the while, amanda spoke regularly at her san jose megachurch, getting countless cash, electronic and in-kind donations from people and organizations. but as convincing as the scheme was to many, she did have skeptics. one of them reaching out to an investigative producer, nancy muscatello, who investigated for five years. she got jose martinez involved. a san jose police detective who has since retired. martinez now had the task of finding proof he could possibly bring to a court that amanda was, in fact, lying and scamming people out of money. >> if i pursue this young lady and she really does have cancer, it's not going to go well. >> but because amanda had posted so much on the blog, martinez was able to check facts. >> there were things that weren't lining up, like doctors, associated, particular hospitals, but not all of those

doctors were were named as employees of those hospitals. >> patient confidentiality laws led to difficulties, but a breakthrough finally came. one of the hospitals amanda claimed to have visited finally responded to martinez. >> they said, no, she's never been here. she doesn't have any future appointments. she never was here. >> from there, more breakthroughs came. but amanda had been traveling coast to coast for what she claimed were cancer treatments, meaning the case was bigger than martinez's reach. enter irs special agent arlette lyons, based in oakland. lyons had also been in touch with the investigative producer who tipped off martinez. and with lyons now on the case, amanda was now under federal investigation for wire fraud. >> we knew she was using a website, and we knew people were paying her electronically, and we knew that she was telling people that she had cancer and she did not. >> the investigative work of both martinez and lyons eventually led to amanda c riley pleading guilty in federal court, admitting to scheming more than $100,000 in donations.

the judge sentenced her to five years and restitution. the work muscatello, martinez and lyons did now setting a precedent for any future cases, something meaningful for them all. >> so my twin sister had cancer the whole time during this. the day of the search. >> warrant, my mom was having surgery for breast cancer. >> lyons sister, kristen kane, passed away in november of 2023. >> this is what i was able to do my little fight for, you know, in her name. >> for his part, martinez hopes that this empowers organizations meant to help those with cancer to ask tough questions. >> as an example of why they need to ask you for your doctor's information, it's not to create more damage to you. who person who who is sick, but to keep people who are faking it and taking away resources from you who aren't sick. >> and this is just scratching the surface. just how did amanda c riley manage to get away with

we see on top of it potentially will bring runoff. but this storm, not today. it's just a light level one. the storm track. and that excessive moisture has moved to the north of us. so we've got a little light rain in santa rosa. the rest of us, not much going on except for the breezy winds, cloudy skies, in fact, gusty winds out there 1/100 to about a quarter of an inch. today is all we can expect. but look at the winds right along the coast, 25 miles an hour, 15 through livermore, and it's windy at the delta upper elevations, though still quite gusty there. you can see over 30 to 40 and even 54 miles an hour. so that will stay with us. the gusty winds, they'll dial back throughout the day. it is 60 already in hayward. all that mild air with the breeze out there overnight, 56 in sonoma. so we are much warmer, 6 to 8 degrees warmer. this is the plan today. scattered light showers starting out in the north bay. and then they sink to the south. 9:00 it's a little rainy in oakland along the coast there. half moon bay. by 11:00 you've got showers in hayward and still some shower

activity throughout the afternoon. it's light. it's not going to amount to too much, but we are going to continue to see several rainy days. in fact, the stormiest day will be on tuesday. we'll detail that for you, stephanie. >> all right, lisa, thank you. developing news now on the two deadly plane collisions this past week. the ntsb and the faa have both opened investigations into the two crashes out of washington, dc and philadelphia. here's abc news reporter nicole d'antonio with the latest on both tragedies. >> keep moving. >> we're learning more about the fiery plane crash in philadelphia, where a learjet operating as a medical ambulance crashed moments after takeoff on friday. >> the aircraft climbed to about 1500ft above the ground. the entire flight lasted less than a minute. >> investigators say they're still gathering the debris from the wreckage and searching for the plane's cockpit voice recorder. >> there is substantial impact on the entire community. the

debris field extends 4 or 5 blocks. >> the small learjet 55, an air ambulance, was headed to tijuana with a stop in missouri with two passengers and four crew members on board. all mexican nationals. the passengers a mother and her child, a patient at shriners children's hospital in philadelphia. this crash, coming just two days after an american airlines plane collided with a military blackhawk helicopter in washington, dc. the ntsb, sharing that the helicopter was on a training mission. >> we can verify it was on a training flight that would utilize night vision goggles. >> investigators recreating the final minutes of the flight at around 843. the jet's pilots told to land on a shorter runway. the blackhawk helicopter, now also making its way up the potomac river. about two minutes later, air traffic control alerting the helicopter to that jet's approach at roughly 847, asking the blackhawk pilots to again confirm they see the jet.

says it will not release the second group of hostages without a full end to the war. this weekend, the remains of a missing american soldier from sebastopol, killed in action during world war two, are now back home on u.s. soil. friday night, the san francisco police department and u.s. army held a ceremony on the tarmac at sfo for staff sergeant ewan hoppe. his only living sister, 93 year old marjorie wong, welcomed him back to the bay area along with her family as well as other first responders. hoppe's plane was shot down on a mission in germany back in 1944. his remains were recovered and identified last june. hoppe will be laid to rest with full honors at golden gate national cemetery in san bruno on february 7th. los angeles is postponing the opening of the pacific coast highway through pacific palisades. it was set to reopen today for the first time since the devastating wildfires. nearly 5000 people signed a

campus. this morning, as sonoma state leaders tried to explain their controversial cuts, we're looking at the financial situation of the whole system. the csu chancellor is sharing a stark warning. and even colleges with rising enrollment like san jose state are not immune. in this, abc seven news reporter lauren martinez looks at the big picture. >> what do we do? stand up. fight back. >> students and staff at sonoma state university rallied in frustration over dramatic budget cuts. what was supposed to be an in-person town hall on thursday was changed to a virtual one. >> doctor emily. cutrer. >> this week, the california state university board of trustees and its committees addressed proposed reductions that would impact all 23 campuses. >> sonoma was just the first that's made the headlines. you're going to hear a lot more of these stories across the state. >> with the governor's budget proposal. the csu system faces a nearly 8% cut to its general fund. that's $375 million of

state support. in a presentation, the finance committee addressed how csu's have already tightened their belt. >> 1430 course sections were eliminated in just one year by seven universities between fall 23 and fall 24. >> interim president of sonoma state emily cutrer said two cuts have the greatest impact. the first is the elimination of 23 degree programs. >> the most controversial part of what we're doing is the elimination of ncaa division two intercollegiate athletics. >> overall, the csu is predicting a budget shortfall of 400 to $800 million next academic year. how will these numbers impact students and staff here at san jose state university? enrollment has improved, but the campus still has its challenges. >> what this looks like is just kind of going through each of the different divisions, kind of see, trying to see where exactly we can reallocate some money. >> ariana logsdon is student body president at san jose state.

about a quarter of an inch in livermore and less than a 10th in the south bay around los gatos. so we will get into the south bay and east bay with our next system. even the central coast, santa cruz, san luis obispo, and then los angeles. is this next system sinks way to the south, but that's on monday and tuesday. right now we're looking at the opposite. this is lifting to the north. so we have some scattered light showers that will visit us today. a level one system. and that will bring not a whole lot of rain. nothing to about a quarter of an inch. so scattered showers up in the north bay right now and the santa cruz mountains a little bit wet. otherwise, we still have our flood watch in effect until 10:00. marin i should say sonoma and napa have been particularly hard hit with the heavier rain, so they could see some issues with a little bit of flooding. but overall we managed

quite well with the rain absorbing into the soil with this first system. that won't be the case for tuesday. it looks like scattered light showers. level one system today. monday rain and wind late in the afternoon. tuesday it's a level three and as we take you hour by hour, some light rain throughout the north bay. 7:00 it sinks to the south and east, and then we're left with scattered showers throughout the day today and then into early monday. not a whole lot going on. still the south winds, still the mild temperatures. and then here comes that front. we're looking at 330. heavy rain in the north bay continues for the afternoon and the evening as we have pockets of downpours here taking you into tuesday. in the morning we've got a rainy morning commute. look what happens by 2:00 in the afternoon. a line setting up of some very heavy rain from the north bay to the east bay, the peninsula, the south bay. and then right at about 5:00, it presses across the bay area with winds up to 50 miles an hour, very heavy downpours upwards of a third to a half inch an hour possible. so

here's today very little rain expected from the peninsula to the east bay in the north bay, maybe a quarter of an inch. we're adding in monday night. and notice it starts to increase here because we have that heavy rain monday afternoon, the rest of the bay, 2/10 to a third. and then as we get into late tuesday, we are over an inch and three quarters, maybe upwards of two inches san francisco. look at hayward and fremont 1.42. so finally getting some decent rain for the south bay. ben loman nearly three inches and nearly four inches by the delta. so gusty winds this morning. they'll stay elevated throughout the day 2:00 20 to 30 miles and then late in the day it's still breezy out there. here's what happens on monday afternoon as that next system heads our way out ahead of it. gusty winds to 40 miles an hour. then we'll elevate that perhaps to 50 miles an hour along the coast. you can see the line right there. that's when the front wants to push on through. it's going to be a dicey day on tuesday. no snow expected until late monday into

books ready after the singing sensation announced she's going back on the road. the announcement included a headshot of the megastar on instagram captioned cowboy carter tour 2025. this video was also posted to queen b's page last night, with a lit up sign that says cowboy carter tour very western themed. the tour will be in support of her grammy nominated album cowboy carter. no surprise there. the announcement was previously set to come out last month, but was delayed due to the devastation in los angeles, so tour dates have not been released yet, but will stay posted on that. ticket sales for this year's edition of burning man in nevada's black rock desert begin next week. organizers will offer a slightly cheaper entry level rate at $550, which is down from $575
