now abc seven mornings live. >> right now at six. hot flames and heavy smoke. at least six people hurt and residents ordered to shelter in place as a massive refinery fire erupts in contra costa county. and we're tracking a flood watch and advisory in effect for parts of the bay area. lisa is here with the latest as you start your sunday. good morning everybody. it's february 2nd and we're following the latest on the flood advisory that went into. >> you got it right. the flood watch. >> i was catching my words there. >> i know it's confusing. the flood watch for the entire bay area. and then a flood advisory for sonoma county until 10:00. so that's where they've had anywhere from 2 to 3in of rain. but the plume of moisture has lifted to the north. we've got scattered showers along the coast there from woodacre to point reyes and lima, and some light rain in santa rosa. and that's where we're looking at conditions with some flooding

probabilities from south santa rosa, petaluma, rohnert park, sebastopol, cotati. and right here is the area indicated there right around penngrove until 10:00, where they had a 100% of average above that before any of this rain. so that's why there's some issues up there. level one system, breezy winds one one hundredths to about a quarter of an inch today. look at the wind gusts to 24 and 25 miles an hour. you probably heard it last night. and upper elevations, 40 and 50 miles an hour, even above that. you can see atlas peak and big rock ridge, also the oakland hills, 40 miles an hour. so upper 50s to low 60s with all of that wind. those south winds, 56 in napa 24 hours ago it was mild, but even more mild today. here's a look at the rain you can expect from 6 to 8:00. pushing from the north bay across the entire bay about 10:00. scattered showers there, widespread. and they're light. they'll take us through the rest of sunday, that level one with breezy winds. and then we've got a much stronger system headed

our way late monday into tuesday. stephanie. >> all right. lisa. thank you. take a look. in sonoma county, rain led to flooding in some areas. and then the closure of freestone valley ford road. you can see this driver backing out of the standing water. smart move. decided not to go any farther down that submerged two lane road. and then you see standing water also had drivers gripping their steering wheels in this area. this is the bodega highway just west of sebastopol. and take a look at this. a large tree fell down in a mudslide near forestville, taking down p-g-and-e's lines with it. rocks and mud scattered there just after three yesterday, and at last check the tree was blocking the road at westside road, just north of river road. crews were there to assess the damage and clear what they could. we sent abc seven news reporter cornell bernard to check out the slippery roads and flooding concerns across the north bay. >> pedestrians, beware of the splash. rain is bringing slippery road conditions and lots of ponding in mill valley.

by midday, this road in sausalito was starting to flood. some drivers were still making it through. flooded signs are posted. storm drains trying to keep up with all the runoff after a long rain. dry january in sonoma county, mark west station road near star road is closed due to flooding from nearby winter creek. >> for us right now, it's just the potential for a minor nuisance flooding, ponding anything that could potentially damage somebody's property. >> chief lowenthal says the north bay has received dozens of inches of beneficial rain so far this season. it's ready for more, but not all at once. >> we're hopeful that we'll get breaks in the systems, allow the water to recede, and not end up with any significant issues locally. >> the rain making for some challenging driving on highway 101. back in marin, the first sausalito crab festival supporting the local crab fishing fleet got rained out. barbara waxman and her grandson jake were bummed they came hungry. >> we were really excited to take jake to his first crab fest. and of course with the

rain, it was canceled, which we're half disappointed about. we need the rain. but of course we wanted the crab. >> first responders say the biggest concern ahead is forecasted winds early in the week, which could topple trees and power lines. >> right now, we're looking at the potential for some bright, breezy, gusty conditions throughout the week, but really stronger on monday into tuesday. so for us, when we have these back to back systems, we start to get saturated. soils and weakened trees have the potential to come down a lot easier than they would. >> lowenthal says it's a good time to keep an eye on trees around your property, which might be weakened if roots start to show. steer clear and call an expert. by the way, that crab fest at clipper yacht harbor has been rescheduled for february 22nd in sausalito. in san rafael. cornell, bernard abc seven news. >> crab does sound pretty good right now. cornell. thank you. well, don't forget, you can track the rain throughout the rest of the weekend with the abc seven bay area app. you can get the latest forecast and the same live doppler seven radar. lisa

and our weather team use. just search abc seven bay area and your device's app store to download it now. developing news multiple people are recovering after the martinez refining company burst into flames yesterday afternoon. at last check, one person remains in the hospital under supervision. the cause of this fire is still under investigation. here's abc seven news reporter anser hassan with the latest. >> the sirens coming from the martinez refining company saturday evening were to warn residents to shelter in place. >> any smoke that burns any combustible element is going to be toxic at some point. we're trying to ascertain right now what exactly is in that stream of smoke. >> battalion chief bob atlas, with the contra costa county fire protection district, says around 1:40 p.m, they got their initial report of black smoke coming from the refinery that grew into a massive fire that prompted the shelter in place for parts of martinez and pacheco. as of 9 p.m, the fire was greatly reduced.

>> currently, we're getting to the root cause of the actual leak itself that hasn't been completely shut off yet, but we are closer to getting the entire valve system shut down. >> around this 2:00. this incident happened at 415. t sirens started going off. i don't know why they didn't go off sooner to alert the community. >> marcel barrera, junior, lives less than a mile away from the refinery. he used to work at the chevron refinery. so he understands how a refinery works. his big concern right now is not knowing what was released in the fire. >> that's very concerning, because that's where all the gases go through the pipes. and if some incident like today happened, it's a bad situation and dangerous situation. >> the martinez refining company manufactures gas, diesel and jet fuel. it's one of the largest employers in contra costa county. in october, it agreed to pay $4.5 million to settle allegations of clean water act violations linked to the

refinery. brandon matson is the public information officer for the refinery. he says there was construction being done on site, but says it's still too early to know if that contributed to the fire. but he did acknowledge there was a leak. >> you know what happens in hydrocarbons are combusting. that means that there's a leak that they were coming out from and ignited. but again, we'll have to figure out what exactly the root cause of the incident was. >> contra costa county health officials say they will be out here monitoring the air until they get an all clear. county officials say they will be working with the refinery to determine the root cause of the fire. in martinez, anser hassan abc seven news. >> this refinery fire comes less than three weeks after the battery storage facility at moss landing caught fire. that fire also sent smoke into the air and raised health concerns. officials say rain from this atmospheric river can interact with the remaining lithium ion batteries and cause flare ups. so far, we're told the area is stable, but crews are monitoring the situation. investigators are

still working to determine what exactly caused that fire. they have also been testing the air, water and soil. meanwhile, kearny street in san francisco is back open after a fire broke out in this area. fire crews responded to a call of smoke coming from the fifth floor of this six story apartment building. it happened just after 930 last night. officials say two people were affected but did not have any life threatening injuries. some residents were told to shelter in place, while others were forced to evacuate. >> there are many people in this building who are invalids, so firefighters did have to use the stairs and carry many victims out to get out of harm's way. >> san francisco fire says the flames have been extinguished and there is no ongoing safety threat to the public. also developing this weekend, canada and mexico have responded to new tariffs implemented by the trump administration. both countries are imposing their own

reciprocal 25% tariffs on american products. we could soon see price increases on pretty much everything from gas to groceries. the administration also hit china with a 10% tariff. the president has placed blame on those countries for illegal migrants and drugs coming into the u.s. he's also faulted them for america's trade deficit. >> it could be some temporary short term disruption, and people will understand that. >> we will respond. we won't relent until tariffs are removed. and of course, everything is on the table. >> some experts predict american families could pay $830 more on average this year because of these new tariffs. the president's move is threatening to start a trade war. meanwhile, president trump has also signed a number of executive orders since returning to office, and south bay leaders reacted to his order freezing federal funds. they say it will have global consequences. >> i'll tell you something every

day that this pause is going on. hundreds of thousands of people are literally dying around the world. we live in one of the most affluent places in the world, and i want our district to talk not just about what's happening here, but about the type of america we want to be. >> two judges have ordered a pause on mr. trump's attempt to freeze funding. now, speaking of these executive orders, the cdc has wiped certain content from its website following an executive order by the president. it's aimed at gender ideology and diversity, equity and inclusion. abc seven news reporter tara campbell spoke with a local doctor about how this could impact americans and their health. >> you can click, but you cannot find what experts are calling critical health information on the cdc's website. >> someone got newly diagnosed with hiv yesterday. they're

scared. they go on the website. there's nothing to be seen there. >> several centers for disease control and prevention websites related to hiv and lgbtq health are down as of friday. >> only two genders. >> the deadline given by the trump administration to remove any terminology from federal government websites that promote gender ideology. >> to ban the use of terminology that we use in medicine, in infectious disease to describe populations and describe risks for certain populations. it's just not medically correct. >> doctor monica gandhi is an infectious disease expert and professor at ucsf. >> it's vital, you know, of our premier public health agency to have active, up to date, relevant information on how hiv is spread, how stds are spread, and importantly, how to prevent hiv, how to prevent stds, how to treat both of them. >> doctor gandhi making clear they can't do their work if they can't use certain words.

the family of an openai whistleblower is suing the police for records after his mysterious death. according to the medical examiner, suchier died by suicide two months ago, but his parents say they don't believe that claiming signs of struggle in his bathroom. they've hired a private investigator. representative ro khanna has called for a full fbi investigation. our partners at the bay area news group report the parents accused san francisco police of withholding records and are asking a judge to now step in. sfpd has said it's an open case. happening now. a highly contagious and potentially deadly virus is spreading among dogs in san francisco's tenderloin. that's according to our media partners

at the san francisco standard. parvovirus can cause seizures, dehydration, and rapid weight loss in dogs. cases in the tenderloin have increased dramatically in the last two years. now, it's unknown how many of these cases are linked to the city's unhoused population, but city officials tell the standard access to vets is difficult and expensive for most dog owners in underserved neighborhoods in the east bay. layoffs are coming to the city of oakland. a consequence of the city's devastating financial crisis. that's according to a new memo from the city administrator. the first two city departments to see staffing cuts are public works, which will cut 26 roles. then the police department, where 19 positions will be eliminated. those are the two hardest hit agencies for this round, which will affect 100 workers total. oakland city administrator called the layoffs hard, but necessary to help close a historic $129 million budget

deficit. unions say the layoffs are reckless, unacceptable and devastating for residents. baseball fans remembered rickey henderson, one of the greatest players to ever play the game. a public memorial brought fans, family, friends and former players together at the oakland arena. that's right next door to the coliseum, where the oakland tech graduate forged his career as baseball's all time leader in stolen bases and runs scored. henderson died in december after complications with pneumonia, five days before his 66th birthday. all right. take a look at this. a dog was rescued after falling 200ft down a waterfall near lake tahoe. the pup named moscow. you see, there was being tended to by an ice climber who happened to be in the area in el dorado county. he had trouble moving with his injuries from the tumble, so rescuers strapped him into a harness to carry him to safety. from there, moscow was taken to an emergency vet

and thankfully is expected to be okay. but pretty remarkable. the timing of all that, and the fact that that ice climber just happened to be in the area. >> oh goodness. yes. i like the way that ended though. >> i know, i know. it's such a cute one. >> yeah. all right. well, we have a, you know, level one today. i was going to say a bit of a break, but not really, because there will be showers around, but we had over 2 to 3in in the north bay. and that's why we have that flood watch. the system really lifted to the north. but still the flood advisory is for sonoma county, where they have had some flooding up towards sebastopol, creighton, cotati and south santa rosa. there's a look at the plume of moisture and we are not done with the rain. so as we look at live doppler seven right now, heavy rain north of ukiah. and you can see right here that we have a few showers from santa rosa down along the coast here. penngrove this is where this area here has started the rain with over 100% of average. and

so the rest of us not quite there by any means. so we're looking at parts of sonoma looking at a little bit of flooding. petaluma 1.26 24 hour rainfall total novato 0.62 over two inches in kentfield. oakland a respectable 0.73. mount diablo 1.85 and 4/100 in milpitas. don't worry, you've got rain coming your way in the south bay and east bay monday, especially into tuesday. 54 san rafael, 59, in oakland, with 60 in palo alto. so those breezy to gusty winds out there this morning allowing for the mild start. scattered showers. breezy today. monday we're looking at the rain moving in late. so it's late afternoon late evening. and then by tuesday it's a level three where everything comes together for some pretty significant weather. there's a look at the gusty winds right along the coast currently and upper elevations. wow 40 to 50 miles an hour. oakland hills. you probably heard the winds blowing all last night. they'll continue to lighten up a little bit, but it will be breezy today.

widespread scattered showers, most of it in the morning. the afternoon you can see just a few areas, so the bulk of the day. not bad out there where we see the shower activity lifting to the north monday afternoon. there's a look at the heavy rain moving into cloverdale and santa rosa. so the evening commute impacted, stopping this at 9:00 where we have a very rainy night into tuesday morning. we've got scattered downpours. look what happens by 2:00 tuesday afternoon. we've got a line of some very heavy rain that continues to press into the east bay, the south bay, the peninsula. look at the reds here and look at the winds, how close they are and where the barbs there. and then as this pushes through tuesday night it's behind us. so the rainfall totals today not much. nothing really. from fremont to mountain view, 1/100 over a 10th in richmond 2/10. santa rosa, you add in monday, it's getting anywhere from three quarters of an inch to an inch and a half in the north bay, a third of an inch to a half inch for the east bay. and this is what takes us

through tuesday night. two and a third for san mateo, over two inches in san ramon. so it is trending very wet with over four and five inches for the north bay. gusty winds today. they'll get a little bit breezy. stay breezy i should say throughout the afternoon. and then as we get into that very strong system late monday into tuesday, the very strong winds along the coast, 3040. even better than that, right on through your tuesday afternoon. and then we get a nice break. no snow in the mountains until that system pushes through with 4 to 5ft. sorry i went through that quickly, but the snow will pile up with a winter storm watch monday through wednesday. 62 in fremont, 59 in richmond in the accuweather seven day forecast level one system today, level two on monday for late in the day and the evening. level three on tuesday. gusty winds, very heavy rain. a bit of a break on wednesday. still some showers. level two thursday. cold rain, maybe another half inch to an inch and just some lingering showers on friday. looks

of scamander, a south bay woman who uses an elaborate fake cancer battle to get donations and sympathy. abc seven news reporter zach fuentes spoke with two of the investigators whose work led to that woman's conviction. >> this is amanda c riley, a mom, wife and friend beloved by so many in her san jose church community and beyond. that community rallied around her when amanda told them of a stage three cancer battle starting in 2012. she documented the journey. she said she was going through in a blog for years. she shared detailed stories, posted pictures of herself in treatment attached to tubes and devices. all of it was fake. all the while, amanda spoke regularly at her san jose megachurch, getting countless cash, electronic and in-kind donations from people and organizations. but as convincing as the scheme was to many, she did have skeptics, one of them reaching out to an

investigative producer, nancy muscatello, who investigated for five years. she got jose martinez involved. a san jose police detective who has since retired, martinez now had the task of finding proof he could possibly bring to a court that amanda was, in fact, lying and scamming people out of money. >> if i pursue this young lady and she really does have cancer, it's not going to go well. >> but because amanda had posted so much on the blog, martinez was able to check facts. >> there were things that weren't lining up, like doctors, associated, particular hospitals. but not all of those doctors were were named as employees of those hospitals. >> patient confidentiality laws led to difficulties, but a breakthrough finally came. one of the hospitals amanda claimed to have visited finally responded to martinez. >> they said, no, she's never been here. she doesn't have any future appointments. she never was here. >> from there, more

breakthroughs came. but amanda had been traveling coast to coast for what she claimed were cancer treatments, meaning the case was bigger than martinez's reach. enter irs special agent arlette lyons, based in oakland. lyons had also been in touch with the investigative producer who tipped off martinez. and with lyons now on the case, amanda was now under federal investigation for wire fraud. >> we knew she was using a website, and we knew people were paying her electronically, and we knew that she was telling people that she had cancer and she did not. >> the investigative work of both martinez and lyons eventually led to amanda c riley pleading guilty in federal court, admitting to scheming more than $100,000 in donations. the judge sentenced her to five years and restitution. the work muscatello, martinez and lyons did now setting a precedent for any future cases, something meaningful for them all. >> so my twin sister had cancer the whole time during this. the day of the search. >> warrant, my mom was having surgery for breast cancer.

abc seven mornings live. >> good morning everybody. thank you for joining us this half hour. you're waking up to a level one storm. lisa is tracking. and i understand there's some changes developing into the workweek. >> that's right. we're going to see a lot more rain. in fact, the south bay and east bay looking at anywhere from two inches of rain and upwards of 4 to 5in of rain in the north bay. but that's later. how about today? the storm track lifting to the north. but we still have some issues in the north bay. we've got scattered showers along highway one there, and we've had a few up in santa rosa. and so the national weather service has issued a flood advisory until 10:00 for cities near santa rosa, petaluma, cotati, sebastopol, where we are looking at some creeks and streams going over their flood over the banks there, because you were at 100% of average before you saw any rain at all. two day total of over six inches mount tam. scattered light showers. breezy.

winds 1/100 to about one quarter of an inch, and look at the winds 25 to 30 miles an hour. that's at the surface and the wind gusts 40 to over 50 miles an hour. from the oakland hills through the delta in the north bay. gusty winds, upper 50s, low 60s. that's why it's so mild. and our 24 hour temperature change pretty impressive. ten degrees warmer in concord. you didn't see much rain at all, but today, scattered showers throughout the morning hours mainly you can see 10:00 there there widespread into 1130 and 1:00. they get a little bit more widely scattered and then isolated throughout the late afternoon. so we'll talk about that much stronger storm as we get into tuesday and even into late monday. stephanie. >> all right. lisa. thank you. developing news on the two deadly plane collisions this past week. the ntsb and the faa have opened investigations into the two plane crashes out of washington, dc and philadelphia. here's abc news reporter nicole d'antonio with details on both

tragedies. >> covid. >> we're learning more about the fiery plane crash in philadelphia, where a learjet operating as a medical ambulance crashed moments after takeoff on friday. >> the aircraft climbed to about 1500ft above the ground. the entire flight lasted less than a minute. >> investigators say they're still gathering the debris from the wreckage and searching for the plane's cockpit voice recorder. >> there is substantial impact on the entire community. the debris field extends 4 or 5 blocks. >> the small learjet 55, an air ambulance, was headed to tijuana with a stop in missouri, with two passengers and four crew members on board. all mexican nationals. the passengers a mother and her child, a patient at shriners children's hospital in philadelphia. this crash, coming just two days after an american airlines plane collided with a military blackhawk helicopter in washington, dc. the ntsb, sharing that the helicopter was on a training mission.

>> we can verify it was on a training flight that would utilize night vision goggles. >> investigators recreating the final minutes of the flight at around 843. the jet's pilots told to land on a shorter runway. the blackhawk helicopter, now also making its way up the potomac river. about two minutes later, air traffic control alerting the helicopter to that jet's approach. at roughly 847, asking the blackhawk pilots to again confirm they see the jet. >> at eight 4758, the crew had a verbal reaction, and fdr data showed the airplane beginning to increase its pitch. sounds of impact were audible about one second later, followed by the end of the recording. >> in all, 67 lives were lost in the accident. the 64 passengers and crew aboard that american airlines flight, and three soldiers in the blackhawk here

in dc. we know the black boxes have been recovered. investigators hope this will give them a better glimpse into the final moments leading up to that crash. nicole d'antonio, abc news, reagan national airport. >> the democratic national committee has elected a new chairman. minnesota farmer-labor party chairman ken martin is now the dnc's new leader. he secured 200 and 46.5 votes out of a total of 428 members. dnc members cheered after he was announced as the winner. chanting yes, we can! martin delivered remarks following his victory, which included shots taken at president trump and the gop. >> the fight is also against donald trump and the republicans, and we've seen the dangerous results of his administration already these last two weeks. >> martin says his first three priorities are checking the party's finances, reviewing the party's strategies that led to the losses in the white house and congress, and setting up a rapid response, quote, war room

hoppe's plane was shot down on a mission in germany back in 1944. his remains were recovered and identified last june. hoppe will be laid to rest with full honors at golden gate national cemetery in san bruno on february 7th. los angeles is postponing the opening of the pacific coast highway through pacific palisades. it was set to reopen today for the first time since the devastation in los angeles. and nearly 5000 people signed a petition to keep the palisades area, which includes a stretch of that highway, closed to nonresidents. instead, one lane in each direction will reopen tomorrow. checkpoints in the area will still remain in place. still ahead this morning. protests this week over massive cuts to one bay area university. but the money problems don't stop at just one campus. we'll explain. and here's a live look from our roof camera. lisa is tracking a level one system moving through the bay area,

county, over two inches in kentfield two day total mount tam 6.12in 1.26. in petaluma 0.62. novato with nearly three quarters of an inch in oakland and mount diablo 1.85. milpitas. concord. not very much at all. san jose 4/100. but we will get more rain. a lot more rain monday into tuesday. 57 danville. 58 san jose. so upper 50s to even some 60s with those elevated south winds. our forecast headlines for the week ahead. scattered showers and breezy today. monday. rain and wind late in the afternoon. a very rainy night. this is a level two. and then on tuesday we get to a level three with a very strong system. wind gusts of over 20 miles an hour from sfo. half moon bay. look at san francisco 28. concord is at 22. as well as livermore and upper elevations. they have been very strong. in fact, 42 mile an hour wind gusts for the oakland hills. big rock at 44 atlas peak, 56, in the east foothills, 25 miles an hour and over 30.

these winds will stay elevated through about nine 10:00, and then after noon they will still be breezy, but not as gusty. 8:00 we've got scattered showers. they're widespread. they become more isolated throughout the afternoon, but a level one today keeping things wet. and then as we get into monday 4:00, the heavy rain is in the north bay. it sinks to the south. look at 930. we've got a very strong line of rain. rain showers to the east bay, the south bay tuesday morning. it's a nasty commute with the gusty winds and then 2:00 in the afternoon the oranges arrive. the reds arrive even stronger winds here. this is 530 that evening. commute on tuesday into the east bay by the evening seven 8:00. kind of treacherous out there. rainfall today, very little peninsula and south bay, maybe a 10th to 2/10 north bay into the east bay. we add in monday night. that's when that heavy rain has arrived in the north bay. so an inch and a half, a third of an inch

elsewhere through monday night. and we're adding in tuesday. now we've got nearly four inches around ben loman two and a third, san mateo over to san ramon. how about mountain view 1.93. so this tuesday system a pretty big one. so 30 mile an hour winds go down to about the upper 20s throughout the afternoon. then monday morning they get elevated. still look at those gusty south winds 30 to 43 miles an hour. and then when the heavy rain moves on through throughout the afternoon, we have more strong winds, 30 to 40, maybe 50 mile an hour wind gusts along the coast. so that's your tuesday and then tuesday through saturday. we still have maybe 2 to 4ft of snow that's going to arrive in the mountains with a winter storm. watch already monday through wednesday for that heavy snow. highs today, low 60s. it's breezy. it's mild, scattered showers. level one. the accuweather seven day forecast late monday into monday evening. level two, level three on tuesday. back to some showers, a bit of a break on
