right now. >> rain and wind coming down across the bay area, bringing trees down with it. this was in san francisco tonight, just within the last couple of hours, when a tree came crashing down on pine street, nearly hitting a parked car. crews were able to clear that road quickly. and thank goodness. good evening

everybody i'm dion lim. bart also says trains are running slower than normal because of this wet weather. so right away, let's get to spencer christian leading us off tonight with a look at the storms ahead and the timeline. spence. >> okay, dion. just as one storm winds down, another one is brewing. here's a look at live doppler seven. so the current storm that we had today is pretty much gone. here's what's coming our way. look at that plume of moisture, that atmospheric river generating storm after storm toward the bay area. so we'll start with the one arriving tomorrow on the exclusive abc seven storm impact scale. it will be a level two storm, relatively strong storm developing mainly in the afternoon and into the evening hours, producing moderate to heavy rainfall winds out of the south, with gusts up to 45mph and the possibility of flooding downed trees and power outages. here's a forecast animation starting at 2 p.m. tomorrow, by which time the rain will already have moved into parts of the north bay. look at how it develops between 2 p.m. and 6 p.m. it's going to be a stormy and wet and slippery evening commute going into the late night hours. midnight tomorrow night. the storm continues to expand early tuesday

morning, 5 a.m. the morning commute will be wet and stormy and slippery, and this storm just explodes in the afternoon hours on tuesday with heavy downpours, strong gusty winds. it's just going to be a washout for us for the next two days, so be aware of this storm activity over the next couple of days. plan your your activities around it. rainfall totals will range anywhere from about an inch and a half to over four inches of rain in the wettest locations, and the rainfall here will translate into heavy snow in the sierra, where a winter storm warning will be in effect from 1 p.m. tomorrow to 7 a.m. wednesday. i'll have more details on this stormy week ahead a little bit later. dion. >> all right, sounds good. spencer. thanks. now the storm is bringing flooding and downed trees across the north bay. abc seven news reporter cornell bernard takes a look at some of the damage and the worry. with more rain coming. >> about five minutes to ten last night we started hearing popping and cracking. hearing >> lisa carino says she's been concerned about this 200 foot tall douglas fir, which once

stood near her forestville home. >> and then it sounded kind of like a soft thunder coming down. >> the giant tree falling on her neighbor's house, damaging the roof line, taking out a fence and part of the back deck. >> this is the best case scenario of a worst nightmare, but nobody who was inside was injured. and i'm really, really grateful for that. >> this tall tree falling over west side road on saturday. >> right now the soils are incredibly saturated, so the tree systems are relatively weak. and then you add wind to that. we're getting we are seeing a lot of trees coming down. >> captain colin ramos from the sonoma county fire district says the latest atmospheric river has brought several inches of rain and flooding by sunday morning. slosser road in the russian river valley was under nearly a foot of water, but many drivers were still going for it. not michelle lee and her friends from martinez. >> there is an enormous amount of flooded water coming through.

the vineyards are all flooded. the road is flooded. we can't get through. we can't drive through that. >> she decided to turn around and find an alternate route. other roads in nearby windsor are closed due to flooding. >> if you do come across roads that are closed, please don't drive into the roadways. >> this is ross station road here in sonoma county. right now it's looking more like a lake. green valley creek has flooded its banks, and it's cut off the entrance to this winery. with more rain coming, the fire department swiftwater rescue team will be standing by along the russian river. >> we're trying to move things accordingly to pre-position things the best we can. but a lot of this is going to be dependent on the public trying to stay out of areas they don't need to be in, right? >> in sonoma county. cornell, bernard abc seven news. >> now take a look at conditions in tahoe today. our storm is bringing mostly rain to the sierra. as you can see in this video from palisades tahoe. all that condensation on the lens. the tahoe and eldorado national

the martinez refining company. it all started yesterday afternoon, leading to a shelter in place for nearby homes and a health advisory. today, a warning was issued due to contaminated water on the refinery property. abc seven news reporter j.r. stone is looking into why some neighbors are fed up. >> reporter this is video of the martinez refining company on fire saturday. black smoke clouds could be seen for miles. residents like justin gomez, who evacuated with his family and spoke with me via zoom, is angry, saying this is just the most recent in what has been a series of incidents at this facility. >> when we noticed towering plumes of black smoke in the air, coupled with a very loud rumbling sound, it just felt like the worst possible case scenario could happen. >> six people required medical attention because of the fire, but no longer need care. in the latest update, martinez refining

company addressed what led to this fire, saying that it happened during the preparation for planned maintenance on one of the refinery's process units, two workers encountered a leak of hydrocarbon material as they opened equipment, and that material caught fire. here's tony semenza, who worked on the property many years ago and is currently part of an oversight group. >> i think overall the response was good. they had contra costa fire came in immediately, and then the petrochemical mutual aid was called and they responded quickly. so i think they had the responders that were there. >> but some community members say enough is enough. >> we want to see the refinery shut down. >> in all honesty, the refinery needs to be shut down at this point. >> it's just incident after incident after incident. and at a certain point for us as community members, it just feels like incompetence. >> sunday, a health advisory remained in effect for the area, even with the rain. the refinery has apologized for the

disruption and the concern the incident has caused in contra costa county. j.r stone, abc seven news. >> in richmond, officials say there's been intermittent flaring at the chevron refinery today. they say the richmond fire department is closely monitoring conditions. health officials say the flaring are not a threat to the community. everything is affected, from groceries to gas. president trump past tariffs on any products coming from mexico, canada and china. and those countries say they'll be imposing retaliatory tariffs on american goods. the cost will most likely get passed down to consumers. trump insists it's necessary to strengthen our economy, and he accuses these countries of allowing undocumented migrants and illegal drugs. >> fentanyl has killed this year at least 200,000 people. it's pouring in from china through mexico and canada, and they've got to stop it. and if they don't stop it, the tariffs are going to get worse, a lot worse.

>> president trump says he's also considering issuing tariffs on the european union. now here's a closer look at the items we could be paying more for due to those tariffs. popular mexican beer such as modelo and corona, as well as distilled spirits like tequila, could see an increase. home construction and furniture prices could also take a hit. 30% of softwood lumber that the u.s. uses annually is imported from canada, and the cost of shoes and sports equipment things like baseballs, football, soccer balls all could go up. more than half of shoes sold in the u.s. are imported from china, and the u.s. gets 75% of its toys and sports equipment from china as well. now, as the leaders of mexico and canada are slamming the tar. abc seven news reporter tara campbell takes a look at the impact the move could have on their relationship with the u.s. >> president, donald trump, showing no signs of backing down with tariffs on some of the country's biggest trading partners poised to begin. come

tuesday, items coming from canada and mexico will be taxed 25%, with a lower 10% tax on canadian energy and a 10% tariff on items from china. the president blaming these countries for illegal immigration and drug trafficking. canadian prime minister justin trudeau quickly refuting. >> less than 1% of fentanyl, less than 1% of illegal crossings into the united states come from canada. >> on the canadian side, there's almost a sense of betrayal. >> doctor terry givens is a political science professor at the university of british columbia in vancouver, canada. >> listening to prime minister trudeau last night, really what i got was a very a sense of, you know, emotion and sadness about the impact this is going to have on the relationship between the u.s. and canada. >> trudeau challenging the very premise of trump's tariffs, saying it's a violation of the north american free trade agreement, which went into

ahead. a town hall on tuesday will be addressing a shooting in south san francisco's south of market neighborhood. san francisco police will update the community on what happened last

monday, when a man was shot on mission and ninth streets. police say they tracked down a suspect with a gun in a nearby building who refused to comply. police then shot and killed the suspect. our next advancer, the vallejo city unified school district, says a school that was forced to close last week will reopen on tuesday. more than 600 elementary and middle schoolers at solano wiedenmann leadership academy were left in the dark after a massive copper and wire theft last weekend. it left the campus without power, and at first, the school district canceled classes for the entire weekt last wednesday, officials were able to place the kids at six alternative campuses. the school district says they've increased security to help prevent future incidents. and our final answer. there will be a free vaccination clinic tomorrow in san francisco in response to a rise in parvovirus among dogs in the tenderloin. the outbreak began in november. parvo is highly contagious, and a viral

infection that affects dogs. it can be fatal, but it is also largely preventable. spca animal care and control and saint anthony's foundation are teamed up to administer those shots. this will be the first of two free clinics. the next one will be on march 3rd. sunnyvale is getting a new animal shelter after losing shelter services. the city announced that the county of santa clara animal services on monterey road in san martin will house the animals. last friday, the humane society of silicon valley notified sunnyvale that they will no longer provide animal shelter services. no word exactly on why. the county of santa clara animal services center says it takes in about 4000 animals a year. san francisco police and community leaders visited with chinatown merchants today. all of this part of lunar new year celebrations and a commitment to safety. the focus was on stockton street, where they discussed security, scam prevention ad

coordination with officers who patrol the area. over in the east bay, today was the first ever lunar new year lion dance parade for the city of hercules. traditional dancers were accompanied by baby lion dance performers, plus some school marching bands, and miss asian global princesses were included. the celebrations brought plenty of treats and activities like arts and crafts. looks like the rain didn't stop them. chase center was booming today with the sound of taiko drums celebrating the year of the snake. the warriors hosted a lunar new year celebration to wish the community health, luck and prosperity. there were lots of cultural performances, including traditional lion and dragon dances. people were also treated to culinary delights and family friendly activities. and while we're speaking of the holiday, we are counting down to the 2025 chinese new year parade sponsored by toyota. the big event is now just 13 days away

on saturday, february 15th. you can watch it all live right here and everywhere you happen to stream abc seven. the city of san francisco has a new poet laureate. an inauguration ceremony was held for 77 year old jenny lim today. she is the first chinese american in the role. she was chosen by former mayor breed back in september at the recommendation of a committee, and lim performed some of her work at sf public library, along with some poet laureates of the past and some youth poets. >> we know we can do what i can never do. they cannot love because they not like us. they not like us. we improvise. we cool. we're greater than the sum of our parts. we bury our ancestral bones, our shadows, our baggage. we cast our fate to far flung gods. >> they not like us. lim received a certificate of honor

acknowledging the big things she's done for the arts in the city. spencer, you and i are both marveled at her energy and how i guess her passion really comes through. >> absolutely. she's amazing. and she has that youthful, powerful energy, you know, which i guess a poet laureate should have. >> indeed. and i think you you guys are the same age. >> yeah, we are the same age. she might be more energetic than i am. let's turn to the weather laureate now and take a look at what's going on. i like it. live doppler seven. you can see that the storm we had today is gone, so conditions are pretty calm across the bay area right now, but not for long. as you look at the satellite radar composite image, you see that atmospheric river that's flowing in our direction. it's going to generate a series of storms this week, and a couple of them are going to be pretty substantial. right now, though, we're looking at breezy conditions, not terribly gusty. strongest gusts right now 23mph at half moon bay. but we'll see stronger gusts tomorrow. current temperature readings 57 degrees at san francisco and hayward. oakland 59. 58 san jose. mid 50s at redwood

city and half moon bay. here's a view from emeryville under currently calm conditions, but again, that won't last very long. temperatures are in the mid 50s right now. santa rosa, petaluma, concord, livermore 57 apiece at napa and fairfield. and let's move along and take a look at our forecast headlines tomorrow. it's going to be rainy and windy by afternoon. this storm is just going to expand going into the evening hours. a level two storm is going to complicate the evening commute for sure. tuesday a stronger storm develops a level three, and for the remainder of the week, we'll continue to see a parade of storms. not all quite so strong, but it's going to be the cumulative effect of all these storms is going to be quite impactful. so let's talk about our level two storm for tomorrow in the afternoon hours. as it expands, we'll see. moderate to heavy rainfall winds out of the south gusting up to 45mph at times. and there is the possibility, of course, of flooding downed trees and power outages. here's the forecast animation. notice how, between 2 p.m. and 7 p.m, the storm just expands to all parts of the bay area. it starts in the north bay at first, so by the time

the evening commute gets underway, it's going to be pretty wet and messy, and the storm continues to expand going into the overnight hours tomorrow night into tuesday morning. so the tuesday morning commute will be a wet and messy one as well. then the storm just sort of explodes in intensity going into the late afternoon hours on tuesday. we'll have heavy downpours, strong gusty winds, probably some localized flooding by then. but the storm quickly sweeps out of here by tuesday night, around 9 or 10 p.m. rainfall totals by 10 p.m. tuesday will range anywhere from about an inch and a half to over four inches in the wettest locations. and then there's going to be snow in the sierra. a winter storm warning will be in effect from 1 p.m. tomorrow to 7 a.m. wednesday. we're talking about up to three feet of snow above 7000ft, 6 to 12in below 7000ft. gusts generally about 45 to 60mph. but over the sierra crest, we're talking about 90 mile per hour gusts. obviously, travel will be difficult to impossible tonight. overnight low temperatures, mainly in the low 50s. highs tomorrow as the storm starts

to spread, mainly in the low 60s, although a little cooler up in the north bay where the rain will start first. highs will probably not get out of the 50s up there. here's the accuweather seven day forecast. so very stormy weather for the next two days. wednesday the activity eases up a bit. so we're talking about level one storm on wednesday and maybe even a break or two, or i should say a burst or two of sunlight breaking through on wednesday. but then on thursday, another level two storm. so the rain intensifies once again. it will be cold. we might even have a little snow on our highest bay area peaks. then on friday, the storm weakens to a level one and we are looking at the possibility of the likelihood of a sunny weekend next weekend. we will have earned it by then. >> i might have to buy one f those artificial light boxes, right? because we won't know what the sun looks. >> like for about five days. we won't see much of it. that's right. that's true. >> okay, spencer. >> thank you. okay, dion. >> well, still ahead on abc seven news at 11, the state

trade deadline for luka doncic for anthony davis trade. nearly broke the basketball internet. what will the warriors do? jimmy butler has been rumored to be one of golden state's top targets. espn's brian windhorst reports tonight that the miami heat guard is unwilling to sign an extension with the warriors, resulting in a breakdown of trade talks, at least for the moment. butler is currently indefinitely suspended for conduct detrimental to the team as he tries to force a trade out of miami. earlier today, another big blockbuster deal. espn reports the sacramento kings plan. let's make a deal with the san antonio spurs and chicago bulls. a lot of moving parts here, but de'aaron fox is heading to san antonio from sacramento. while zach lavine goes to the kings along with three first round picks and three second rounders. lavine had been in some warriors trade rumors. the nba trade deadline is thursday at noon. pacific,

just down the coast. the final round of the at&t pebble beach pro-am and the weather way better than here in the bay area. arguably the most beautiful course on the entire planet. final round was all about rory mcilroy. the delicate pitch shot on number two. take a look. that will set him up nicely for a birdie. and nothing was hotter than mcilroy's putter on championship sunday. how about the left to right slider on number seven. he'll get that to go. moved him to 17 under par after a superb approach on ten. rory converts the left to right. birdie right there. he's just draining him. rory began to separate from the field later on. the eagle landing form right here gets him to 20 under par after 14. and then the next hole. he's in the rough. not for long, though. a wedge and rory, going to make it look super easy. sets himself up for another birdie. he's just dialing it up. and then he finishes for par on number 18. it's a final round 66 for rory.

right now. >> tonight, investigators are trying to pinpoint the causes of two separate deadly air crashes on wednesday. a mid-air collision between a passenger jet and a military helicopter in dc. then on friday, a medical ambulance flight crashed shortly after taking off from a philadelphia airport. abc news reporter ike ejiochi is following the investigations. >> investigators gathering debris from the wreckage of a small plane that crashed into a philadelphia neighborhood moments after takeoff on friday. >> we still have hundreds of people, hundreds of incredibly dedicated staff who are working at the incident scene.e working >> the learjet 55, an air ambulance, was headed to tijuana. six people on board died, including a mother and a child. a patient at shriners children's hospital in

philadelphia. jet rescue. air ambulance. sharing these pictures of the four crew members lost. all mexican nationals. one other person on the ground in a vehicle was killed, and at least 22 people were injured. >> five of the victims remain hospitalized currently and three of them are in critical condition. >> this tragedy, coming just two days after that american airlines plane collided with a military blackhawk helicopter in washington, dc, wednesday night. the ntsb says some of the most trusted location data shows the crash happening at just over 300ft higher than the 200ft the blackhawk was supposed to be flying at. but the ntsb saying the tower radar that air traffic control was looking at may have showed the chopper at 200ft. >> initial data indicates that he may have seen 200ft. that needs to be verified. our our atc group is working it. >> 67 lives lost in the accident. 64 passengers and crew on the american airlines flight

and three service members on the blackhawk. families of some of the victims visiting the scene today brought in on busses with the police escort. a crane barge seen moving in the potomac to the crash site. today, the army corps of engineers says salvage operations are set to begin on monday. ike ejiochi, abc news, new york. >> tonight, a critical aviation warning system that went down yesterday is now back up and running. the notice to air missions system enables pilots to download flight details before they fly. it's separate from the air traffic control system that keeps planes a safe distance from each other. but it is another safety tool. the transportation secretary said today that the backup system did kick in, and now the lead system is back up and running. the system went down last january, briefly halting all u.s. flights. happening tomorrow. defense secretary pete hegseth is heading to el paso, texas, to check on border security. he'll

be meeting with military members who are working to crack down on illegal immigration along the on u.s. and mexico border. on friday, the pentagon announced it is preparing to deploy about a thousand troops to help border patrol agents. 500 marines arrived at guantanamo bay to set up new migrant detention facilities. trump says he wants to host 30,000 deported migrants who await return to their home countries. the cuban government opposes the use of the military base in this way, calling it illegal detention on illegally occupied territory. trump says it's necessary to keep the migrants from coming back. secretary of state marco rubio today met up with panama's president, josé raul mulino. it's his first foreign trip since taking the position. >> of all the agencies out there. there was none. i would rather be in charge of and lead because we truly have. think about this. we have the greatest diplomatic corps in the history of the world. i don't know if i don't think the romans were very

meet the five new designers who will be dressing me all week, plus chanel iman, coco rocha, patricia field, nina parker and more. that's coming up this week at 1 p.m. right here on abc seven. >> once again, back to our efforts to build a better bay area in san francisco. the vacancy rate along the van ness corridor has been a concern for a number of years. now, two supervisors are making a pitch to make it better. abc seven news political reporter monica madden takes a look at how this

plan would work. >> if you drive down van ness avenue north of city hall. sure enough, you'll find vacancy signs every block. but filling those spaces is a process that can take upwards of two years, at least for large scale retailers. >> we've developed a reputation in san francisco as being difficult to deal with and do business in because of this. >> laura tonetti leases retail spaces for jll and says the bureaucratic obstacles have equated to missed business opportunities. >> it has impacted our ability to lease space to national retailers that process in other cities. if there is somethinger similar, runs about 3 to 6 months. >> how long does it take for those big shops to lease a space here? >> i think the bigger question is, are the big shops even willing to go through the process? >> that's why san francisco supervisor stephen sherrill wants to reduce the time it takes for formula retailers to get approved for leasing these spaces on the venice corridor,

north of city hall. the city defines formula retailers as 11 or more outlets. >> it's eroding the character of our neighborhoods. it's hurting our economy, and it makes people feel less confident. it's just not as nice a place. >> sherrill says they're focused on venice for one main reason. >> these are the former auto showrooms, and so permitting formula retail allows for more flexibility in these really, really big spaces that you're not seeing on, on, on some of the neighborhood merchant corridors. >> real estate developers like tinetti don't think it would hurt mom and pop shops and would help the city rebuild. >> what formula retail was created to protect was the integrity of our neighborhood, fabric of the community retail, but it was just applied broadly and grossly misinterpreted by the city. venice is a great first step. >> that was monica madden reporting. well, tonight, several members of the los angeles fire department appeared on stage during the grammys to help present the big award of the night album of the year. and
