and some gusty winds late tonight into early tomorrow morning. so this will be a level two. part of the reason why is our ground is just so saturated already, especially in the north bay from the weekend rain. so we have more heavy rain coming our way this evening and some gusty winds. so a flood watch is in effect for everybody. here's future weather this morning. just anticipate a lot of cloud cover out there. it's pretty quiet for the first half of our day. by the afternoon, here's 4 p.m. we start to see the return of some rain in the north bay, but it's not until late tonight after the sun goes down, that those showers begin to move south and east. here's 730 on the board. and then later tonight we have some heavy downpours to contend with. so some of this heavy rain could cause some issues, especially in the north bay. huge range in rainfall totals this evening, heavy rain in the north bay. and then those totals really drop off with the south bay just seeing some light drizzle over the next 24 hours. but tomorrow it gets even heavier with the rain. we'll detail that coming up in eight minutes. let's check in with gloria. see those drive times. >> good morning so far. looking pretty good out

there on the roads this mor. we have a live look at our golden gate bridge camera. you can see it's pretty empty out there at this time of the morning. there is a high wind advisory that's in effect for the golden gate bridge, but overall it is a pretty easy drive. looking at our overall map here in the bay area, you also see mostly green, which means no major issues. we do have that slowdown in the altamont pass, which of course is common. we also want to turn to fairfield on westbound 80 on the transition ramp to southbound 680. there's a solo crash that's blocking the left lane. it is causing a minor delay on westbound 80 to highway 12. so we'll track that for you. let you know when that gets a little bit better. reggie. >> gloria. thank you. this morning, investors and really all of us are preparing for the stock markets to tumble after president trump announced saturday he would impose tariffs on america's three largest trade partners. the dow alone could drop 500 points or more at the opening bell. we will be watching. the tariffs are steep 25% on goods from mexico and canada and 10% on items from china. the president insists the tariffs will strengthen our

economy, despite most economists saying they will increase inflation and risk sending the economy into a recession. the president also accuses all three countries of allowing undocumented immigrants and illegal drugs to flow into the u.s. >> fentanyl has killed this year at least 200,000 people. it's pouring in from china through mexico and canada, and they've got to stop it. and if they don't stop it, the tariffs are going to get worse, a lot worse. >> meeting with leaders from canada and mexico today, both countries have already announced retaliatory tariffs of their own. and we could be paying more for all kinds of items in the coming weeks. 47% of imported vegetables come from mexico and canada, including 91% of avocados and 87% of tomatoes. popular mexican beer such as modelo and corona, as well as distilled spirits like tequila, could see an increase. home construction and furniture prices could also take a hit.

30% of softwood lumber that the u.s. uses annually is imported from canada, and the cost of shoes and sports equipment, including items like baseballs, footballs, soccer balls, could go up more than half of shoes sold in the u.s, and 75% of toys and sports equipment are imported from china. and the cost of goods isn't the only concern that comes with these tariffs. there's also the growing concern about the cost of trade war will have on our relationship wih our neighboring countries. doctor terri givens is a political science professor at the university of british columbia in vancouver. she says canadian leaders feel a sense of betrayal. >> listening to prime minister trudeau last night, really what i got was a very a sense of, you know, emotion and sadness about the impact this is going to have on the relationship between the u.s. and canada. >> canadian prime minister justin trudeau says the tariffs violate the north american free trade agreement, which went into effect in july of 2020. and canadian citizens have responded. booing when the u.s.

national anthem was played during an nhl game over the weekend. >> within days of two separate plane crashes here in the u.s. another scary scene in houston, texas, a united airlines flight forced to abort takeoff after engine trouble and a fire igniting from the wing of the aircraft. gloria is tracking all of it at the live desk. gloria. >> a terrifying experience for the 104 passengers on board a united flight from houston to new york yesterday. flames burst from the wing of the plane while smoke filled the cabin. passengers had to evacuate using the emergency slide onto the runway. >> i could feel the plane going super fast, like we were about to take off, and all of a sudden it felt like it like slammed back to the ground. everyone started screaming and the plane felt like it was kind of fishtailing. >> nobody was hurt. united says that passengers were rebooked on other flights yesterday afternoon and outside of washington, d.c. today, crews will begin lifting pieces of the

crashed american airlines plane, an army helicopter that crashed into the potomac river last week. 55 of the 67 victims have been recovered. the ntsb is looking into the height of the helicopter before the crash. officials say they have discovered some conflicting data about the altitude of the helicopter before the crash. and in philadelphia, the cockpit voice recorder of the medical jet that crashed friday has been found at the crash site. all six on board were killed. one person on the ground was killed and 22 others were injured over the weekend. the outage affected the faa's pilot warning system, which allows pilots to download flight plans ahead of takeoff. u.s. transportation secretary sean duffy says that those systems are aging and that they need updating. reggie. >> thank you. gloria. in the north bay, the latest atmospheric river delivered several inches of rain over the weekend, triggering flog and closing some roads. with more rain on the way, officials are warning everyone to be prepared. abc seven news reporter lena howland is live in

sausalito, with a look at what you should watch out for and how officials are getting prepared. lena. >> hey, richie, good morning to you. as we brace for more rain up here in the north bay, fire officials are warning people to be prepared for things like increased chances of flooding, downed trees, power outages, and slick roadways. these are problems we have already been experiencing throughout the weekend up here in the north bay. officials from sonomath county fire district say the latest atmospheric river has brought several inches of rain, flooding and damage. a 200 foot douglas fir in forestville came down on its neighbor's house, damaging the roof line, taking out a fence and part of the back deck by sunday morning. slosser road in the russian river valley was under nearly a foot of water, but some drivers were still going for it. >> there is an enormous amount of flooded water coming through. the vineyards are all flooded. the road is flooded. we can't get through. we can't drive

through that. >> right now. the soils are incredibly saturated, so the tree systems are relatively weak. and then you add wind to that. we're getting we are seeing a lot of trees coming down. >> and that was captain colin ramos from the sonoma county fire district who you just heard from. with more rain coming, the fire department swiftwater rescue team will be standing by along the russian river. now. they are also working to pre-position crews as best as they can right now. many of their plans, though, depend on the public staying out of areas they don't need to be in. for now, reporting live in sausalit. lena howland, abc seven news. >> thank you lena. and the north bay is an area we're watching very closely because we have heavy rain moving in through the next two days with our next atmospheric river. here's live doppler seven along with satellite. currently, the rain is around eureka, but this system will move south throughout the day today and actually stall over us tomorrow. temperatures right now. not all that chilly out there with a south wind. we have temperatures mainly in

the mid 50s right now, so this morning it's relatively quiet after a pretty wet weekend. we'll find overcast skies drizzle at best for the first half of your day. it's not until later this afternoon. the rain returns to the north bay and then overnight tonight that rain will spread south and east, so daytime highs will be in the upper 50s to the lower 60s. we have a flood watch posted for the entire region and it's for good reason. our ground is pretty saturated, especially in the north bay, and more rainfall on the way. we will most certainly see issues when it comes to flooding over the next couple of days. so what we're looking at when it comes to the risk of flooding pretty much nonexistent right now, because we have a brief break in some of the heavier showers this evening, we'll track that risk beginning to increase first in the north bay as those showers spread south and east around tuesday, we will find a pretty high risk by tuesday evening because we are tracking some heavy rain and also some strong gusty winds as well. so tomorrow afternoon and tomorrow evening. this is a level three strong system we have

burn at the martinez refinery company over the weekend. this started saturday afternoon. black smoke could be seen for miles, prompting a shelter in place. the fire was under control yesterday. now investigators are working to figure out the cause. >> when we noticed towering plumes of black smoke in the air, coupled with a very loud rumbling sound, it just felt like the worst possible case scenario could happen. >> six people needed medical attention because of the fire. community members are frustrated with the number of incidents that have occurred at the refinery, some even demanding it be shut down. in richmond, there's growing concern over intermittent flaring at the chevron refinery. officials officials shared with the richmond fire department that they are closely monitoring conditions. health officials, health experts say the flaring are not a threat to the community. >> san francisco police and community leaders are working to ensure merchants in chinatown feel safe during the lunar new

cover out there. a little bit of mist, a little bit of drizzle. not a huge issue. but then later on this evening, here's 530 as the sun is setting. that rain is back first in the north bay and it is heavy at times. and then you can see throughout the evening that rain begins to move south and east. but don't be surprised if you're woken up overnight first thing tomorrow morning by some heavy downpours. that rain will continue for the morning commute tomorrow, so do anticipate some downpours tuesday morning. and then we're just in and out of this heavy rain. and what we're watching is this cold front that's going to move through here tomorrow afternoon. and this is going to bring about a line of very intense downpours and some really strong gusty winds as well. so look at the rainfall totals first. we'll stop it through this evening. and you can see we'll have some high totals in the north bay. and then very limited as you move south and east. but as we head into tuesday that heavy rain is everywhere. we're talking about several inches in the north bay. that can cause a lot of issues. and that's why we have the highest risk of flooding, especially tomorrow morning and tomorrow afternoon in the north bay. watch some of

north bay, already saw flooding over the weekend. >> yeah, amanda. that's right. well, it is dry out here in sausalito right now. flooding is still a major concern here and across the north bay. once that rain starts up again and officials want you to be prepared for it. yesterday we saw tree after tree come down with the possibility of more to come down again. today. we also saw several roads starting to flood, but drivers continued to make their way through it, ignoring posted flooded warning signs. santa rosa fire says the north bay has received dozens of inches of beneficial rain so far this season, and it's ready for more. but not all at once. they say the biggest concern ahead is forecasted winds early in the week, which could topple trees and power lines. >> right now, we're looking at the potential for some bright, breezy, gusty conditions throughout the week, but really stronger on monday into tuesday. so for us, when we have these back to back systems, we start to get saturated. soils and

weakened trees have the potential to come down a lot easier than they would. >> the sonoma county fire district says their swift water rescue team will be standing by along the russian river during the storm. sonoma county is offering four different sandbagging stations to help you get prepared. you can find them at sonoma county fire station seven in forestville. geyserville fire station fire district station two in healdsburg. rancho adobe fire station three in petaluma, and larson park up in sonoma. now, if you do come across roads that are closed during this storm, fire officials are urging everyone to not try driving through those closed roads. live in sausalito. lena howd abc seven news. >> all right, lena, thank you. now, a look at conditions in tahoe. the storm brought mostly rain to the sierra yesterday. and as you can see from this. video from palisades tahoe, it's all there. the tahoe and el dorado national forests were under an avalanche warning that

devastating for residents. >> happening today, activists are calling for people to skip work, school and to avoid shopping, to show solidarity with immigrants and to protest the trump administration's immigration policies. a day without immigrants plans to highlight the importance of migrants work in the u.s, and it comes after protests over the weekend. this one happened in concord after police say there was immigration enforcement activity in the area. concord police say they did not assist in any way. and in la, a massive protest took over a portion of highway 101 near downtown yesterday. thousands marched in protest of recent ice raids and deportations. the demonstration created major traffic delays throughout the city. police monitored the situation, but there have been no reports of any arrests. >> sweeping tariffs against mexico, canada and china are set to go into effect at midnight this morning. president trump is set to speak with the president of mexico and canada's prime minister, as he warns americans

to brace for some short term pain. the stock markets are set to open lower as investors react to the news. abc news reporter christiane cordero explains the prices of everything from cars to groceries will likely go up. >> this morning, president trump, who campaigned on a promise to lower prices, is now likely to cost american consumers more in the grocery aisles, at car dealerships and electronics stores, and even at the pump. the president imposing sweeping 25% tariffs on imports from canada and mexico. a lower 10% tariff on canadian oil and gas, and 10% tariffs on chinese imports. economists say the tariffs could cost american households, on average, up to 1500 extra dollars per year, as businesses pass down higher costs. >> we may have short term some little pain and people understand that, but long term the united states has been ripped off by virtually every country in the world. >> 47% of all imported

in the bay area. >> first, a town hall tomorrow will address a shooting in san francisco's south of market neighborhood. san francisco police will update the community on what happened last monday. a man was shot on mission and ninth streets, and police say they tracked down a suspect with a gun in a nearby building who refused to comply. officers then shot and killed the suspect. >> also tomorrow, solano wiedenmann leadership academy is set to reopen after a massive copper wire theft last weekend forced the school to close. that's according to the vallejo city unified school district. it left the campus without power. at first, the school district canceled classes for the entire weekt then last wednesday, officialskt were able to place more than 600 elementary and middle schoolers at six alternative campuses. the school district says they've increased security to help prevent future incidents. >> happening tomorrow, there will be a free vaccination clinic in san francisco in response to a rise in parvo virus among dogs in the tenderloin district. the outbreak began in november.

watching the north bay because the ground is already saturated and more heavy rain is on the way today and tomorrow, and that could certainly lead to more flooding. here's live doppler seven along with satellite. our next storm system is approaching us right now. the rain is to our north, but that will change this afternoon and this evening as rain returns first to the north bay and spreads area wide overnight tonight. so it is a level two this evening for heavy rain. returning to the north bay. that flood watch is posted for everyone, but this evening we'll watch the north bay very closely as the ground is saturated in. this heavy rain will likely cause some issues. so looking at the flooding concerns over the next two days, this morning they're pretty much nonexistent because it's pretty quiet out there this evening. those concerns start to go up in the north bay because the rain returns. and then tomorrow morning we see that rain spread area wide, and that could lead to a messy tuesday morning commute. but it's tuesday evening. we will track very heavy rain across the entire region. that means everyone is fair game for flooding, especially on our roads and smaller streams and creeks. so tomorrow evening this becomes a level three, a

tuesday is when we'll track rounds of heavy rain and some really strong winds. and that could create a lot of issues for us when it comes to flooding and coming down with some trees too. the extended outlook. more rain is coming late thursday and into friday, so let's time this all out for you. future weather this morning it's overcast skies, a little bit of mist and drizzle. here's the evening. 530 the rain is back in the north bay. this level two storm is returning across the region. and then we have that rain on and off heavy at times late tonight into first thing tomorrow morning. we showed you that rainfall map. the north bay has already seen several inches of rain over this weekend, and with more heavy rain, we'll likely see some issues with flooding tomorrow morning for the morning commute. we will track some downpours and then later on tomorrow afternoon and tomorrow evening we will watch this front cross through here. here's 5 p.m. and that's when a line of some very intense downpours is moving through the entire bay area. so the flood watch is posted for everybody, mainly the north bay has the highest risk initially of seeing
