north bay and then spreading across the rest of the region closer to midnight tonight. so this evening we will be back on the storm impact scale. it will be a level two for heavy rain, especially in the north bay. a flood watch is posted for everyone. we could see some gusty winds as well later on tonight. so here's future weather. you're going to wake up. you'll feel that it's not too chilly out there. we have starting temperatures in the 50s with cloudy skies up above. here's a look at 4:00 pm. we're just beginning to see rain returning in the north bay. then once the sun goes down, we start to see those showers begin to move south and east across the rest of the region. and at times some of this rain could be heavy into early tomorrow morning. so looking at rainfall totals, we do expect the highest totals to be in the north bay, where those showers arrive first and kind of linger the longest this evening. more than an inch of rain is very likely there. and then those showers take their time moving into the south bay. so we see a wide range of rainfall. but that flood watch is posted in the north bay does have the risk of new flooding this evening. more rain coming tomorrow. we'll detail that in eight minutes. let's check in

with gloria. see those drive times? >> you know, it's starting to get busier out there on the roads this morning. you can see a live look at our emeryville camera, and traffic is starting to accumulate there. we have your drive time. if you're going from highway four to san francisco, 44 minutes at this time. and we're still tracking this crash in san jose that we told you about earlier on northbound 101 at toll road. this is a two vehicle crash blocking the three left lanes. well, it is still causing some big backups there. we're even getting reports that a passenger is trapped inside a vehicle. and right now there's about a 48 minute delay in that area. reggie. >> thank you. gloria. in the north bay, the latest atmospheric river delivered several inches of rain over the weekend, triggering flooding and closing some roads with more rain on the way. officials are warning everyone to get ready. abc seven news reporter lena howland is live in sausalito, with a look at what we should be looking out for and how officials are going to be prepared. lena. >> reporter. >> hey, reggie, as we brace for more rain up here in the north bay, fire officials are warning people to be prepared for things

like increased chances of flooding, downed trees, downed power lines, and also slick roadways. now, these are problems we've already seen throughout the weekend. officials from sonoma county fire district say the latest atmospheric river has brought several inches of rain, flooding and damage. a 200 foot douglas fir in forestville came down on its neighbor's house, damaging the roof line, taking out a fence and part of the back deck. by sunday morning, slosser road in the russian river valley was under nearly a foot of water, but some drivers were still going for it. >> there is an enormous amount of flooded water coming through. the vineyards are all flooded. the road is flooded. we can't get through. we can't drive through that. >> right now, the soils are incredibly saturated, so the tree systems are relatively weak. and then you add wind to that. we're getting we are seeing a lot of trees coming down. >> and that was captain colin ramos from the sonoma county

device's app store and download it now. >> this morning, investors are preparing for the stock markets to tumble after president trump announced saturday he would impose tariffs on america's three largest trade partners. the dow alone could drop 500 points or more at the opening bell. we'll find out in about 25 minutes. the tariffs are steep. 25% of goods from mexico and canada, 10% on items from china. trump insists the tariffs will strengthen our economy. most economists say they'll actually increase inflation and risk sending the economy into a recession. the president also accuses all three countries of allowing undocumented immigrants and illegal drugs to flow into the u.s. >> fentanyl has killed this year at least 200,000 people. it's pouring in from china through mexico and canada, and they've got to stop it. and if they don't stop it, the tariffs are going to get worse, a lot worse. >> president trump will be meeting with leaders from canada and mexico today. both countries

have already announced retaliatory tariffs of their own. >> we could be paying more. >> for all kinds of items in the coming weeks. 47% of imported vegetables come from mexico and canada, including 91% of avocados and 87% of tomatoes. popular mexican beers such as modelo and corona, as well as distilled spirits like tequila, could see an increase. home construction and furniture prices could also take a hit. 30% of softwood lumber that the u.s. uses annually is imported from canada. and the cost of shoes and sports equipment, including items like baseballs, footballs, soccer balls all of that can go up. more than half of shoes sold in the u.s, and 75% of toys and sports equipment are imported from china. the cost of goods isn't the only concern that comes with these tariffs. there's also the growing concern about the cost a trade war will have on our relationship with neighboring countries. doctor terri givens

is a political science professor at the university of british columbia. this is in vancouver. and she says canadian leaders feel a sense of betrayal. >> listening to prime minister trudeau last night. really what i got was a very a sense of, you know, emotion and sadness about the impact this is going to have on the relationship between the u.s. and canada. >> canadian prime minister justin trudeau says the tariffs violate the north american free trade agreement, which went into effect in july of 2020. and canadian citizens have responded. booing when the u.s. national anthem was played during an nhl game over the weekend. >> within days of two separate plane crashes here in the u.s. another scary scene in houston, texas. a united airlines flight was forced to abort its takeoff after engine trouble, and a fire ignited from the wing of the aircraft. gloria is tracking all of that from the live desk. >> as you can imagine, a terrifying experience for the 104 passengers on board a united flight from houston to new york

yesterday. flames burst from the wing of the plane while smoke filled the cabin. passengers had to evacuate using the emergency slide onto the runway. >> i could feel the plane going super fast, like we were about to take off, and all of a sudden it felt like it, like slammed back to the ground. everyone started screaming and the plane felt like it was kind of fishtailing. >> nobody was hurt. united says that passengers were rebooked on other flights yesterday afternoon. outside washington, d.c. today, crews will begin lifting pieces of the crashed american airlines plane, an army helicopter that crashed into the potomac river last week. 55 of the 67 victims have been recovered. the ntsb is looking into the height of the helicopter before the crash. officials say they have discovered some conflicting data about the altitude of the helicopter before the crash. and in philadelphia, the cockpit voice recorder of the medical jet that crashed on friday has

been found at the crash site. all six on board were killed. one person on the ground was also killed and 22 others were injured. over the weekend, an outage affected the faa's pilot warning system that allows pilots to download flight plans ahead of takeoff. u.s. transportation secretary sean duffy says those systems are aging and need updating. now let's switch gears and talk about the weather. and drew, looks like more rain is on the way. >> yeah, and, gloria, that rain returns later on this evening. here's live doppler seven along with satellite. you can see our next system. our second atmospheric river is still well to our north, but the showers will move into our neck of the woods later on this evening and is set to soak us throughout the day tomorrow. looking at your morning right now, it's pretty quiet. you may see some mist and drizzle underneath these clouds, but you notice it's just a pretty cloudy morning and temperatures pretty steadily in the 50s. it's after 4 p.m. this afternoon. that rain returns first in the north bay and then spreads south across the rest of the region closer to midnight

powering possibilities. comcast business. living around martinez are still under a health advisory after this intense fire burned at the martinez refining company over the weekend. this started saturday afternoon, and black smoke could be seen for miles, prompting a shelter in place. the fire was under control yesterday. now investigators are working to figure out how this

started. >> when we noticed towering plumes of black smoke in the air, coupled with a very loud rumbling sound, it just felt like the worst possible case scenario could happen. >> six people needed medical attention because of the fire. community members are frustrated with the number of incidents that have occurred at the refinery, some even demanding it be shut down. in richmond, there's growing concern over intermittent flaring at the chevron refinery. the richmond fire department is closely monitoring conditions. health experts say the flaring are not a threat to the community. and calling all fans of the bay bridge lights don't fall for that facebook event listing that says the lights are coming back on next month. they're not. the organizer of the bay bridge lights project and illuminate founder ben davis tells sfist he's not sure where that march 7th date is coming from, certainly not from him. he says the bay bridge is not lighting up on that day. illuminate has requested the social media post be taken down several times, but

so far no reply. at last check, 5057 people said they're going in. over 700 people are interested in the facebook event, but again, it's bogus. the parents of former silicon valley tech billionaire sam bankman-fried are hoping president trump may issue a pardon to their son. bankman-fried's parents were originally avidly against the trump administration, pouring millions into democratic campaigns in 2020, but the arrest of their 32 year old son for fraud has the family exploring the possibility of a trump pardon. we don't know if the plea has reached the white house. an update on a bay area business facing bankruptcy. oakland based red bay coffee has announced they're going to relocate their ferry building cafe to another storefront inside the building. originally, they said they were going to close that location for good. the company is filing for chapter 11 protection, court documents show. the company is citing the impact of the pandemic and two lawsuits as its reason to reorganize. filings

mainly to the north bay. then tomorrow everybody is getting set with heavy rain in your neighborhood and some strong gusty winds. so tomorrow will be a level three strong storm out there. and the extended outlook keeps more rain in the forecast thursday and friday. so here's future weather this morning. it's relatively quiet. some mist, some drizzle out there. overcast skies later on this evening. by about 530 you can see that rain has returned to the north bay. as we get closer to midnight tonight, that rain begins to spread south and east across the region, and we will have some scattered downpours late tonight and first thing tomorrow morning. so for the tuesday morning commute, it's going to be a lot different than what we're dealing with right now. we'll have some rounds of heavy rain moving through, but it's into the afternoon and evening. we will watch this front and we're really honing in on this time frame between 1 p.m. and 7 p.m. tomorrow afternoon and tomorrow evening for very heavy rain and some really strong gusty winds as this atmospheric river moves through. so the flooding concerns start to increase as we head into the next 48 hours, especially tomorrow in the

the rain begins to move into the north bay after 4 p.m. and then once the sun goes down, the showers start to spread south and east across the rest of the region. and at times tomorrow that rain is going to be very heavy. so daytime highs upper 50s to the mid 60s. tomorrow it's a level three, a strong system. we'll talk about tomorrow's forecast in eight minutes. let's check in with gloria. see those drive times. >> good morning. it is starting to get busier out there on the roads this morning as more people head to work. you can see our overall map. a lot of green, but seeing some slowdowns where you see the red and the yellow there on the map. and we also have an update for you on that crash in san jose that we've been telling you about all morning long. it has cleared, but there are still some delays in that area. the crash was over on northbound 101 at tully road, so again it is clear, but still some backups there right now as things get back to normal and in the santa cruz mountains, we're getting reports of a crash on southbound 17 at bear creek road. it's a multiple vehicle crash. it's blocking the left lane. and so there is some delays right there. uh- speeds

are down about 12mph. amanda. >> all right. gloria. thank you. and as drew has been telling us, the next couple of days of rain could bring flooding to parts of the bay area. abc seven news reporter lena howland is live in sausalito this morning, where it is dry right now. lena. the north bay already saw flooding over the weekend. >> yeah. amanda. that's right. well, it is dry out here in sausalito right now. flooding is still a major concern here and across the north bay. once that rain starts back up again and officials want you to be prepared for it. yesterday we saw tree after tree after tree come down with the possibility of more to come down. today we also saw several roads starting to flood, but drivers continued to make their way through it, ignoring posted flooded warning signs. santa rosa fire says the north bay has received dozens of inches of beneficial rain so far this season, and it's ready for more. but not all at once. they say the biggest concern ahead is forecasted winds early in the

week, which could topple trees and power lines. >> right now, we're looking at the potential for some bright, breezy, gusty conditions throughout the week, but really stronger on monday into tuesday. so for us, when we have these back to back systems, we start to get saturated. soils and weakened trees have the potential to come down a lot easier than they would. >> the sonoma county fire district says their swift water rescue team will be standing by along the russian river during the storm. sonoma county is offering four different sandbagging stations to help you get prepared. you can find them at sonoma county fire station seven in forestville. geyserville fire station, fire district station two in healdsburg. rancho adobe fire station three in petaluma, and larson park in sonoma. now, if you do come, come across any roads that are closed or flooded, a good reminder to not try driving through any of those roads for now. reporting live in

shopping, to show solidarity with immigrants and to protest the trump administration's immigration policies. now, a day without immigrants plans to highlight the importance of migrants work in the u.s, and it comes after protests over the weekend. this one happened in concord after police say there was immigration enforcement activity in the area. concord police say they did not assist in any way. >> and in los angeles, a massive protest took over a portion of highway 101 near downtown. yesterday. thousands marched in protest of recent ice raids and deportations. the demonstration created major traffic delays throughout the city. police monitor the situation, but there have been no reports of any arrests. >> elon musk is now facing scrutiny after the treasury department gave the department of government efficiency access to the massive u.s. federal payment system. gloria. some are even calling this move a hostile takeover. >> sources have confirmed with abc news that elon musk has been given access to the treasury's massive payment system, and this

move essentially puts the u.s. government's checkbook in the hands of one of the richest men in the world. the payment system contains all kinds of information relating to social security, tax refunds and other government payments. the top treasury official who oversaw the payment system was placed on administrative leave over the weekend after resisting to give the doj's team access. while musk's team has access to the system, they do not have full control yet. no government payments have been blocked. musk's message about wasteful government spending has been clear. >> your money is being wasted, and the department of government efficiency is going to fix that. >> how much do you think we can rip out? >> i think we can do at least 2 trillion. >> over the weekend, musk also taking aim at the u.s. agency for international development, also known as u.s. aid. about 100 u.s. aid employees were placed on leave after the agency refused to give doj access to classified material, which seems

continue looking at it throughout the morning. now it's time for our abc seven mornings advancer our way of highlighting some things happening in the week ahead here in the bay area. >> first, a town hall tomorrow will address a shooting in san francisco's south of market neighborhood. san francisco police will update the community on what happened last monday. a man was shot on mission and ninth streets. police say they tracked down a suspect with a gun in a nearby building who refused to comply. officers then shot and killed the suspect. >> tomorrow, solano weedman leadership academy is set to reopen after a massive copper wire theft last weekend forced the school to close, according to the vallejo city unified school district. it left the campus without power. at first, the school district canceled classes for the entire week. but then last wednesday, officials were able to place more than 600 elementary and middle schoolers at six alternative campuses. the school district says they've increased security to try and prevent this in the future. >> happening today, there will be a free vaccination clinic in san francisco in response to a rise in parvovirus amongst dogs

in the tenderloin district. the outbreak began in november. parvo is a highly contagious viral infection that impacts dogs. it can be fatal, but is also largely preventable. spca animal care and control and saint anthony's foundation are teamed up to administer the shots. this will be the first of two free vaccination clinics. the next one will be march 3rd. >> and happening today, bart is set to begin installing new faregates at the downtown berkeley station. work has already started on the 12th and embarcadero street stations. the new gates are supposed to cut down on fare evasion and improve safety. bart says it will have upgraded all 50 of its stations by the end of the year. still ahead, san francisco supervisor recall people both for and against the effort, launching their campaigns. focus on joel engardio. >> and we continue to track the stock market this morning as investors react to president trump's tariffs. you can see we are down 472 points. the dow opened to 500 points down. now

the 50s through lunchtime. later on tonight, after the sun goes down, rain is back and as that heavy rain intensifies tomorrow, our flood concerns also increase. especially tuesday evening. we track those rounds of heavy rain on some saturated soil. so here's a look at the futurecast model showing you how much rain we are expecting through tomorrow evening. and you could see several inches of additional rain in the north bay on top of the wet ground is going to cause some issues. other areas around the bayshore line 1 to 2in very likely. so tomorrow it is a level three strong storm as this atmospheric river moves through an hour by hour timeline on tomorrow's rain and also snow in the sierra. coming your

there live. look at the new york stock exchange. just trading is happening about 15 minutes after the opening bell. and you can see that we are now down 550 points. we've been watching this since 630, and i believe that is the lowest we've been so far. the markets open down about 500 points and pretty much everyone is down right now, not just the dow jones but also the nasdaq. of course, the markets reacting to the imposed tariffs on canada, mexico and china. and we will continue watching it. >> the san francisco fire department is investigating a

fire that damaged an apartment building for veterans. fire crews responded to a call of smoke coming from the fifth floor of this six story apartment building on kearny street in union square. this happened saturday night. one person was taken to the hospital. a second resident received help with housing from the red cross. some residents were told to shelter in place, while others were forced to evacuate. >> there are many people in this building who are invalids, so firefighters did have to use the stairs and carry many victims out to get out of harm's way. >> the veteran nonprofit swords to plowshares began leasing the former stanford hotel from the city. this was back in 2014. the site provides permanent housing for 131 veterans. >> heads up if you use a muni. service changes start over the weekend due to budget cuts, and some of them you'll notice during your commute today. the one x california express is losing two morning trips. several lines will also be reduced between 10 and 10 a.m.

and 1 p.m. we told you last week more cuts could be coming. sfmta is looking to slash up to 4% of service this summer, as it faces a $50 million budget gap. these will be formally presented at the next board of directors meeting tomorrow. the public will also be invited to provide feedback. >> both supporters for and against the recall of san francisco district four supervisor joel engardio kicked off their campaigns over the weekend in the city's sunset neighborhood. the chronicle reports. recall supporters gathered saturday at the irish cultural center on 19th avenue. organizers need to gather 10,000 signatures by may 22nd to trigger a recall. meanwhile, those against the recall of supervisor engardio rallied together nearby at a house on 46th avenue. the recall effort is focused on engardio. s involvement in pushing prop k through the city legislature. prop k passed in november, which will close a two mile stretch of the great highway to cars sometime this year. >> a new art installation coming to san francisco's union square

has been stalled. the temporary installation of a 50 foot tall naked woman is being put on hold out of concerns the weight could damage granite tiles in the plaza. the statue reportedly weighs 32,000 pounds. there was an event and unveiling ceremony scheduled for this thursday. it was supposed to feature dj performances with a bar and food trucks, but that's now postponed. the art production agency, which manages the artists of the statue and is planning the event called revolution, emphasized the statue's installation is not canceled. the union square alliance also said experts are working around the clock to figure out how to install that sculpture without doing any damage. >> an empty lot in a prime location in san francisco may not be an eyesore for much longer, according to our media partners at the sf standard. the lot at 400 divisadero in the central haight could soon be housing it just blocks from the panhandle and devil's triangle. city officials have approved an

anticipate we will be tracking some scattered downpours. it's really tomorrow afternoon and tomorrow evening. this is when the front, the atmospheric river is going across through here. here's 5:00 pm and this is a line of some very intense rain moving through. and also some really strong winds at that hour. and this is when we have the highest threat of flooding across the region. so that's why the flood watch has been posted for everybody. pretty much our our ground has been saturated from this weekend's rain and a lot of areas, especially in the north bay. so it won't be too hard to see new issues when it comes to flooding. winds will be gusty later on this evening along the coast with some higher wind speeds, but tomorrow afternoon and tomorrow evening as the front moves through here, you can see not only winds in excess of 30mph, but along the coast we could have winds in excess of 50mph. so certainly trees could come down. winter storm warning has been posted. the heaviest snow will fall tomorrow. here's a look at the snow forecast through tuesday evening. highest peaks likely two feet of new snow. lake level close to a foot of new snow.
