places. >> always live abc seven news starts right now. >> and the rain is set to intensify over the next couple of hours. the entire bay area is now under a flood watch, and this latest storm system shows no signs of letting up. thank you for joining us. i'm ama daetz. >> and i'm julian glover. today's storm is a level two on our exclusive abc seven news storm impact scale. >> that's right. let's get right to abc seven news meteorologist sandhya patel. for more on what that means for us. sandhya. >> yeah. the heaviest rain will be focused in the north bay today, but that all changes as we check out live doppler seven. we go to a level three storm tomorrow. it's a strong storm with an atmospheric river that is going to soak everyone. so let's start with tonight 630. the heaviest rain is in the north bay, as i mentioned, and then it starts to slide as we head towards 1230 in the morning. tomorrow morning's commute. there will be pockets of moderate rain by 1030. you're starting to see some

downpours as we head into the evening commute. it is going to get nasty. right now we do have raindrops on our san rafael camera. take a look at live doppler seven, the north bay around petaluma. big bend seeing some pockets of moderate rain. that rain line still hasn't shifted yet, but it will be heading in our direction. flood watch for the entire bay area until 4 a.m. wednesday. just about any area could see floodingn streams, creeks, roadways. a wind advisory for all areas shaded here until 8 p.m. tomorrow. wind gusts 45 to 50 miles an hour means there will be some wind damage. right now. gusts to 29 at hayward. taking a look at the level three storm for tomorrow. strong storm downpours. strong winds, flooding. thunder chance certainly going to be downed. trees and potential for power outages. i'll be back with a full look at that timeline. coming right up. >> julian okay, we'll stick around. thank you so much, sandhya. and let's talk about the impact of all the rain in the north bay. abc seven news reporter luz pena is there live for us. luis, you're learning that they've deployed some resources to some of those troubled

spots. those creeks. >> yes, truly. and first responders know the problematic areas in this region, and they tell me they are ready to respond. right now, we are in sycamore avenue here in mill valley, where many residents have experienced flooding throughout the years. and as we're seeing those first drops of rain fall, what many are doing here is watch the creek behind me. it's one of the main creeks flowing through mill valley, the arroyo corte madera del presidio creek, running alongside many homes and businesses. and today, residents here are watching the creek closely. >> our garage had we think about a foot of water in it. we say that only because that's where the water lines were on some of the boxes. and then our backyard had flooding. >> lars munro has lived in the neighborhood for 30 years. in december, his garage was one of the many impacted by the overloaded sycamore pump station, where several pumps failed, leading to major flooding. here. >> one of the water pumps a

little bit away from here just wasn't functioning for some reason, but at the same time, we just had so much rain in, i think the 24 hour period or so before the flooding that i'm. i can only guess at what the pumps would have done to help had they been working. >> the mill valley police department sent a weather advisory to all its residents, urging them to be prepared. following the national weather service flood watch alert for marin county and the city of mill valley. >> we have obviously some rain that has saturated the hillsides, so we do want our community members to really be vigilant of their surrounding areas, their property, and to make sure that they're taking care of their neighbors as well. >> the southern marin fire district is ready to deploy an additional five engines, and the local office of emergency services water team is also on standby. are there any problematic areas that you guys are going to be focused on specifically today? >> so we're going to be focusing on the sycamore triangle area and the streams and creeks in mill valley. we're going to be doing that by having engines in our utility pickups patrolling through the

into a lengthy standoff. sky seven was over a home on fuller avenue where officers are trying to convince the driver in the blue pickup truck to surrender peacefully. police have been negotiating with the driver since around 445. that's after he led officers from the east bay regional parks police on a chase along northbound 880 through union city. so let's show you the moment when the people at the home opened the driveway gate for that driver. you see the truck going in. then they tried waving off the pursuing officers. that obviously did not work. now, eventually those bystanders were wrestled away from police who had their guns drawn. tense situation. we have only seen the law enforcement presence grow with the arrival of an armored police vehicle, drones and even a helicopter. this is some video showing the significant response to the scene. you see all the officers there, lots of police waiting on whoever is in the truck to surrender. we are still waiting for police to share information about exactly why this person was being chased.

>> we are following the story of saturday's fire at the martinez refinery. and just look at this from sky seven overhead the refinery today, you can see burn marks and flames left behind. abc brinkley spent the day in martinez, where neighbors say something has to be done to ensure the refinery is actually safe. >> this is a look at the destruction inside martinez refining company from sky seven today. >> the fire is still burning. there is, i guess, some type of hydrocarbon material that is still in the pipes, but the refinery has been shut down. >> we went outside to see what exactly was going on, and this is what greeted us. that is what i saw. that's what my kids saw out their bedroom windows. >> people wear masks and say, stay inside. >> getting alerts to go inside and not breathe the air was terrifying to a lot of nearby residents. some fear the fire

could get worse or even escalate into an explosion. >> we, as martinez residents, we need accountability. this has been time and time again that this refinery has inflicted harm, has polluted this community, has, quite frankly terrorized us with no recourse. we have not seen any enforcement, any consequences to their actions. >> my goal is to make sure that we understand what's going on there at that refinery and get to the root cause of it. i know with the industrial safety ordinance in place, there will be an investigation. >> county health department hazmat crews are still monitoring air quality. attorneys filed a lawsuit on behalf of martinez residents in 2023 over a similar incident. >> if you ask me, the frequency of events is happening far too often, and really, something more should be done to prevent this kind of thing happening. when we have refineries in such close proximity to people. >> at a certain point we have to ask ourselves, are the people in charge of this refinery capable

of running this refinery? and if they are not, what are you all going to do as elected officials. >> on their website, martinez refining company says they are deeply sorry for the disruption and concern. no word on what caused the fire in martinez. i'm leslie brinkley, abc seven news. >> tariffs of 25% that were supposed to start at midnight against canada and mexico are on pause for now. late today, canada agreed to increase security at its border to stem the flow of fentanyl into the u.s. hours earlier, mexico agreed to send 10,000 national guard troops to the border to clamp down on fentanyl trafficking. the u.s, in turn, agreed to try to stem the flow of high powered weapons into mexico. the pause in tariffs is only for 30 days. the agreements come as the stock market plunged on fears of an escalating trade war. the back and forth over president trump's tariffs rattled trading today on wall street. the dow initially

plunged nearly 600 points at the opening bell, but after a deal was made to pause some tariffs, the dow recovered and closed down 122 points at 44,421. the nasdaq dropped 235 points. the s&p 500 lost 45 points. >> as you know, another of president trump's key issues during the first 100 days of his second term is immigration. it has some alameda residents calling for the city to reaffirm its stance as a sanctuary city. they held a rally at city hall this afternoon to gathr signatures in support of this push. under sanctuary policy, local officials will limit their cooperation with federal immigration officials but will not actively prevent federal officials from carrying out their immigration enforcement duties. >> as a community, we believe in sanctuary city, and we want to restate our status as alameda sanctuary city. okay. >> back in 2017, the alameda city council voted unanimously

to adopt a resolution declaring its sanctuary city status. >> local businesses and community members took part in a larger national protest. a day without an immigrant is designed to send a loud and clear message about the role of immigrants in the u.s. abc seven news reporter zach fuentes has more on today's local events. >> across the country. and right here in the bay area, many chose not to work or attend school for a day without immigrants. >> really highlighting the contributions that immigrants have made on our economy, on our communities. >> in san francisco, some businesses were closed and many street vendors who sell on mission street were gone. >> it's not to affect businesses. it's just to group. we are with their power, with our money, and we can contribute to this country. the economy. >> in oakland at fruitvale plaza. dozens came together to rally for immigrants rights and against ice raids and deportations. >> all these walls have got to go. >> organizers say the goal behind the day of action is to show immigrants impact on the

u.s. economy. they say an estimated 31 million migrants contribute significantly to the nation's workforce. the decision to close businesses monday wasn't easy for some. susana torres, who owns benefit meals in east san jose, said it's a big hit financially. >> for a company like myself that makes healthy meals. sundays and mondays are when people pick up for the week. >> but torres said the decision to close was to honor her parents, immigrants who paved the way for her to become a business owner. >> i've never seen my parents ask the government for anything. anything. i've seen them have multiple jobs and they i can't say they didn't contribute. i'm here. that's contribution. >> despite the financial hit, torres said she's had incredible conversations with clients who came to find her closed monday. >> the rewarding part was to talk to my clients and let them know what is going on, how they can help, and that i appreciate their support. >> it wasn't just businesses. nonprofits like the latino coalition of silicon valley also closed their doors. it's hopeful the message sent monday is one

that's heard far and wide. >> we wanted to make sure that we here in san jose can do our part to really stand with those communities and make sure that their contributions and everything that they pour into this community is highlighted and felt. >> in san jose. zach fuentes, abc seven news. >> president trump's executive orders revoke special immigrant visas to about 40,000 afghan nationals. the east bay has one of the largest afghan populations in north america. east bay congressman eric swalwell spoke today about this impact and how it's going to impact the community. >> this community is terrified. the president's recent executive orders as it relates to refugee, completely shutters a processee, and a promise that we made to afghan families. afghan many afghan interpreters served on the battlefield in afghanistan with u.s. personnel and our allies. and we made a promise that if you help us, we will

angeles. this is a live look. protesters have taken to the streets in a large march. they are opposing ice raids and deportations. you can see them all in the street there. lapd has declared it an unlawful assembly. so they're ordering everyone to disperse or be subject to arrest. traffic is being redirected, obviously, in that area. >> here at abc seven, we are working to build a better bay area. that means we're bringing you stories about how local communities are being impacted, and that includes issues like public safety and crime. now, new legislation in the california senate is taking aim

at the sale of stolen goods on the streets, specifically here in san francisco. >> mayor daniel lurie and state senator scott wiener are partnering on the bill, which would increase penalties for illegal fencing operations. >> abc seven news political reporter monica madden joining us live now with more on this story. monica. >> well, julian, leaders say that this is really an unintended consequence of a 2018 law that decriminalized street vending. now, that has made it easier for fencers who buy stolen goods and then resell them for profit. and when paired with blatant drug usage and homelessness in some parts of the city, it's created a really bad environment. >> but we do everything we can to earn our living. >> mission street vendors say illegal street vendors are threatening their businesses and public safety at large. >> we don't feel safe doing this work on the streets to date. >> it's why state senator scott wiener is resurrecting his proposal to crack down on rules for sidewalk vending. >> these illegal fencing

operations have become increasingly disruptive. >> city leaders say it impacts the entire ecosystem of chaotic streets around the mission and south of market. >> it perpetuates an unfortunate cycle of petty theft that impacts local businesses in hopes of selling enough to purchase highly addictive drugs. >> but this is not politicians first attempt at a solution. we've seen a crackdown on this before in the previous administration, but last time it ended up hurting a lot of those illegal street vendors. so do a lot of them regularly carry these permits or receipt of goods? is that what's different this time? >> yeah. so what this bill will do is provide the city with a much more effective tool. >> senator wiener says the law would not hurt vendors following city rules. >> fencing and criminality has never, never been part of our culture. >> it would only apply to san francisco if it passes. the board of supervisors would create a list of frequently stolen merchandise. if people sell those items on the street

without a permit or receipt of purchase. police could issue a ticket. three strikes and violators are looking at a misdemeanor and jail time. >> this bill will not punish the vast majority of street vendors who are part of the fabric of our city. >> small business owners like faizan shaikh say these attempts must be paired with tougher efforts to stop retail crime in the first place. >> if there's enforcement, i think there wouldn't be as much of the theft and it wouldn't, you know, have a domino effect on the businesses so the city can thrive again. it needs all of that together. >> and some of you may remember, senator wiener had a similar bill in the legislature last year. it was supported by former mayor london breed, but it did not make it out of committee in the legislature. now, wiener says it did have bipartisan support, so he is thinking that he's going to have a better shot this time. but last time it was just introduced too late in the legislative session. so he's hoping getting done early, starting early will help get this passed. >> we'll have to wait and see. appreciate it. thank you monica.

>> thanks. ayesha curry will close her uptown oakland boutique called sweet july because of unspecified safety concerns. the wife of warriors superstar steph curry opened the store four years ago. sweet july sold home goods, books and other items from black owned and locally owned businesses. it will close on sunday. in 2022, burglars targeted the store, making off with several items and forcing it to close for a weekend. >> uc berkeley is one of five universities the u.s. department of education is investigating for widespread anti-semitism. uc berkeley is the only university in california that's a part of that investigation, which was initiated by one of president trump's executive orders. the other universities are columbia and new york, northwestern in chicago, portland state university and the university of minnesota. twin cities and education and workforce committee found the universities failed to protect their jewish students and made concessions to so-called, quote, illegal and anti-american pro-palestinian

encampments on campus. uc berkeley responded, saying berkeley is and always has been 100% committed to having a campus community where every single student feels safe, respected and welcomed without regard for their origins, identities, beliefs or perspectives. >> happening tomorrow, a vallejo school will reopen more than a week after it was forced to close because of a massive copper wire theft. solano wiedenmann leadership academy was left without power because of the theft. the vallejo city unified school district says it has increased security to help prevent future incidents. the school had initially canceled classes r the entire week last week, but r on wednesday, officials were able to place more than 600 elementary and middle schoolers at six alternative campuses. >> all right. the weather is about to get really intense in the coming hours as we track these powerful storms. >> yeah. sandhya patel is tracking it all for us, letting us know when the worst is going to hit sandhya. >> yeah. tomorrow the worst part of the storm will hit the bay area. julian. and let's take a look at a live picture right now

from the sierra, where you see a few snowflakes from homewood. but this isn't what it's going to look like. come tomorrow, you're going to see a lot more snow. we are seeing some rain at blue canyon right now. gusty winds as well. but up in the northern california mountains, some of it is switching over to snow at the highest elevations. snow levels will be coming down and the snow will pile up in the sierra. right now we are taking a look at live doppler seven. atmospheric river is going to slam the bay area as we head towards tomorrow. tonight it is focused on the northern part of our viewing area. right now we take you down to street level radar. novato ignacio boulevard, marinwood seeing some moderate pockets of rain across highway 101. but there's a lot more moisture off the coastline and it is coming in our direction. let's talk about the winds 55 miles an hour right now. big rock ridge out of the south, 42 oakland hills. temperatures right now, anywhere from the 40s to the 60s. it has been a mild day with the south wind today. most areas were in te 60s. a few upper 50s from our san jose camera. you are seeing

some cloud cover level two system for tonight. wet and windy weather. strong level three storm tomorrow, heavy rain and damaging winds. and then on thursday we are looking at more rain and wind coming our way. let's talk about the level two storm for tonight. the heaviest rain will be in the north bay flood. watch for all of the bay area. with those gusty winds we go to a level three. it's a strong storm for tomorrow as we expect downpours, strong winds, certainly flooding on roadways, smaller streams and creeks, a thunderstorm possibility. and with those gusty winds, the ground being so saturated in some parts of the bay area, we're going to see downed trees. and there's certainly a possibility of power outages. so the storm concerns are high for flooding and trees down. power outages bordering between moderate and high. and i would not rule out mudslides. so we go hour by hour. 7:00 tonight. rain is focused on the north bay, even though it starts to move into the east bay and parts of san francisco. by 1030 it is sliding south, and by 2 a.m. you're seeing the downpours going through the region. 5:00 in the morning. watch out. some

areas are going to be flooded as we see moderate to heavy rain in pockets. 1030 we continue to see that and then heavier rain in pops of red here. starting to show up between 3 and 6 p.m. we will see the continuation of this until about 7:00, and then by 9 p.m. it is pretty much pushed off to the east. so rainfall projections there will still be some wet weather out there will look like this. anywhere from about an inch in the southern part of our viewing area, like mountain view, all the way to over four inches at yountville. when all is said and done, some of the rain totals over the higher terrain, the hillsides by the end of the week will be up to a half a foot. 40 mile an hour winds out of the south gusty as we head into the late night hours tomorrow morning. and then look at this over 50 mile an hour winds for the afternoon and evening hours the winds start to back off. winter storm warning for the sierra. watch out until 10 a.m. wednesday. several feet of snow. gusty winds will make for difficult to impossible travel tomorrow morning. travel is going to be treacherous, 40s and 50s.

of reunion, 80 years in the making between a sister and her brother who was missing in action in world war two. >> abc seven news anchor dion lim sat down with sergeant yin hoppes, 93 year old sister, to learn about the moment his body finally came home to san francisco. >> sometimes i imagine with this car he was going out with some friends. >> though the memories are hazy after all this time. 93 year old marjorie wong remembers 1944 like it was yesterday, when news came to her front door that her brother, then 20 year old yin hop, was missing in action. >> i was a probably about 12 years old. my dad was working in the orchards. my mom uh, i

she took it pretty bad. >> army air force sergeant jen hops plane had been shot down on a mission in germany. details at the time were slim. >> none of us, you know, actually know what was going on. >> leaving marjorie and her six siblings, one of the only chinese families in sebastopol to wander and search for answers. but 80 years later, everything changed. in june of 2024 with a single call. >> the phone rang and i was wondering whether it was true or not, and i was so shocked that we were so surprised, you know, after all these years. >> thanks to dna technology and a 2013 match of information on three captured airmen at a cemetery in germany. sergeant yin hop would finally come home to the united states. his flag draped casket arrived at san francisco international airport on friday, january 31st, 2025. the symbolism and moment in time were overwhelming.

it was closed during theth after palisades wildfire. only one lane in each direction is open because repair work along the highway is continuing. access to pacific palisades remains restricted as the area braces for rain, and la is expected to see its first atmospheric river of the season tomorrow. that, of course, is bringing with it a big risk. >> the concern of flooding is likely hood, along with mudslides in the burn scars of the palisades and eaton fires. and that's why crews have been working quickly to clear the areas of debris left behind. governor gavin newsom says 60 miles of specialized protective barriers have been laid to help prevent hill slides from washing away. and of course, the wildfires in la shed some new light on california's home insurance crisis. and today, the industry is taking yet another hit. state farm asking for an immediate emergency rate hike, potentially affecting all of its california policyholders. seven on your side's stephanie sierra joining us live in studio to tell us more about the implications here, steph. >> that's right, julie. and state farm says it was already

struggling prior to the la county wildfires. so tonight we're getting a closer look at just how bad they claim their financial situation is and what critics have to say about it. in the wake of the la fires, state farm sent this letter to the california department of insurance warning of its, quote, dire financial situation, requesting approval for an emergency rate hike. an average 22% increase for homeowners, a 15% increase for condo owners, and a 38% spike for rental dwellings. >> state farm is having trouble remaining profitable in california, and a big reason is that the claims the cost of doing business have gone up. >> state farm is the country's largest insurer, responsible for 20% of the premiums in the areas affected by the la wildfires. the company says it's received more than 8700 claims, and has already paid $1 billion to customers. >> when there are claims, it's more expensive to repair the homes or even have to rebuild a

chemicals that have been detected in santa clara county's water supply. now, a lawsuit is aiming to right decades of wrongs. abc seven news south bay reporter dustin dorsey explains how the community and environment may be impacted. >> a serious environmental and public health risk hidden below our county's surface. contaminating drinking water wells in san jose, cupertino, sunnyvale, campbell and gilroy. ubiquitous forever chemicals known as pfas. this, according to a lawsuit filed by santa clara county that county counsel tony lopresti says intends to protect the south bay's fish, wildlife and community. >> we're certainly not trying to deliver the message that people should stop drinking water right now, but we do know that there there is uh- contamination. >> the lawsuit targets several companies, including three m and dupont, for their role in the

contamination. csu east bay professor of public health michael schmeltz says exposure to harmful levels can lead to serious health risks. >> reproductive effects, developmental effects and delays in children. increased risks of some cancers, and interference with the body's natural hormones. >> the chemicals are used to create products resistant to water stains and heat. the lawsuit claims the south bay contamination came from firefighting foams manufactured by the companies that are routinely used at training centers, fire stations and airports in the county. >> it covers the ground and then, of course, it seeps through the ground, through the soil, and then eventually, as it goes down together with the rain water, it can accumulate at the water table in the groundwater here. >> csu east bay environmental science lecturer elena givental says it can stay for hundreds of years. pfas can be filtered out of water, and lopresti says he intends to hold the companies accountable for cleaning up

their mess. >> we filed this lawsuit, which adds to the several thousand lawsuits already pending throughout the nation, to ensure that the defendant companies pay the cost to clean up their mess and to address the impacts of these chemicals. >> we reached out to dupont and three m but did not hear back. in santa clara county, dustin dorsey, abc seven news. >> a potentially deadly but completely preventable disease is spreading among dogs in san francisco's tenderloin district, and animal welfare workers are trying to stop it. the san francisco spca and other organizations vaccinated about 100 dogs during a free parvovirus vaccine clinic today on golden gate avenue since november. san francisco animal care and control has reported nearly twice the amount of parvo cases reported in 2022. most of the cases are in the tenderloin and soma neighborhoods, where many unhoused residents live with their dogs. >> parvo is a virus that attacks the stomach and intestines of
