news starts right now. >> tonight we are tracking another atmospheric river hitting the bay area. this is a live look across the region as we brace for the possibility of flooding and downed trees. good evening. i'm ama daetz. >> and i'm julian glover. we want to get right to meteorologist sandhya patel, who is tracking the storm as it's hitting right now. sandhya. >> it is indeed. and julian. and it is already doing damage. let's take a look at live doppler seven. as we are starting to pick up some pockets of heavier rain going through parts of the bay area. we are looking at street level radar right now. pockets of moderate

to heavy rain right around petaluma. highway 101. some steady rain in the east bay from walnut creek heading across 680 there. and as we widen the picture here, flood advisories have been issued for parts of the north and east bay along with san francisco, as we're already starting to see some potential damage. level two for tonight. it's a level three for tomorrow, as that atmospheric river drives in here and makes its presence known. a flood watch in effect until 4 a.m. wednesday. that's because flooding is possible across any of these regions on streams, creeks, roadways. we also have a wind advisory until 8 p.m. tomorrow. gusts 45 to 50 will likely take down some trees and cause some outages. big rock ridge 59 mile an hour winds out of the south right now as we go, hour by hour, the rainfall intensity picks up for the morning commute, continuing at 10 a.m. and then some heavier rain. getting in here at 2:00 in the afternoon to 5 p.m. as you will notice, there's even a risk of thunderstorms across the entire region. so we are going

with a strong level three for tomorrow. downpours, strong winds, flooding, thunder chance, downed trees, power outages certainly possible. the winds are going to be picking up even more over 50 miles an hour at the lower elevations tomorrow afternoon, places like half moon bay. and as you take a look at these rainy views and of course, it has been snowing up at zephyr cove, there's a lot more to come. i'll be back with a full timeline in just a few minutes. julian. >> we'll get used to those rainy views. thank you. sandy. we'll see you in just a minute. the north bay, expected to be the most impacted region of the bay area during this atmospheric river. already tonight, we've seen some small mudslides and a car plowed into a power pole on slick roads there in windsor. thankfully, the driver is okay, but it caused quite the mess there. abc seven news reporter tim johns is in sausalito. for more on how people are preparing. >> throughout the day. officials here in marin county, as well as in neighboring sonoma county, have been getting ready for the next 24 hours or so are expected to bring not just heavy rains,

but also strong winds, causing concerns over possible flooding and downed trees. rain and wind returned to the bay area monday night, with the north bay the region expected to be impacted the most by this week's atmospheric river. fire officials in sonoma county spent the day preparing. >> we do currently have all of our water rescue equipment staffed as normal, and in addition, we've up staffed another water resource so we are ready. >> earlier monday, crews worked to remove a large oak tree that fell just outside the steele lane elementary school in santa rosa. with strong winds expected through tuesday, officials say it's likely even more will tumble. >> we anticipate certainly some roadside sloughing debris in the roadways. so again, when people are driving, just, you know, be really careful and conscious out there. >> further south in marin county, county spokesperson laney hendricks says the heavy rain is causing concern about possible flooding in neighborhoods. >> if creek should surpass those

flood levels and overflow. but then we do have some low lying and flood prone areas to that. with that amount of rain, there could be some ponding that will take place in the roadways. >> in order to protect your home. hendricks says it's important to do things like clean out gutters and have sandbags ready to go. >> any effort they can make to clean up any extra debris leaves. some people, you know, they want to take a habit of raking them into the road, but that actually creates more of an issue for us, because the wind can blow those leaves right into those storm drains cause clogs. >> the worst of the storm is expected to hit around tuesday afternoon. county officials are encouraging people to stay home during that time. if you're able to. >> have that go bag ready in case something does happen and you need to get out of there quick, have an evacuation plan ready. what are the different ways you can get out of your neighborhood, and where can you safely meet up? >> back in santa rosa, the steele lane elementary school will reopen on tuesday. officials say they have ensured that everything is safe. in marin county, tim jonze, abc seven news. >> in mendocino county, caltrans

reported a couple of landslides. one closed state route 271, and another briefly closed 101 south of leggett this afternoon. it's now down to one way traffic control. >> tomorrow, the oakland zoo will be closed because of the rain. and if you had some reservations, they say you will automatically be refunded. and don't forget, you can track the rain throughout the rest of the week with the abc seven bay area app. you can get the latest forecast and use the same live doppler seven radar. our weather team uses. all you have to do is search abc seven bay area in your device's app store to download it now. >> new details tonight about a standoff in the east bay. the suspect is now in custody after leading officers on a pursuit through multiple cities this afternoon. it ended at this home in hayward after hours spent negotiating with the suspect. he was taken into custody peacefully. police have not said what started the chase. >> a health advisory remains in effect tonight in martinez, where a fire at a refinery continues to burn. the martinez refining company facility has been shut down since the fire

started over the weekend. the county health department is monitoring air quality. residents nearby have been told to stay indoors as much as possible for now. a similar fire in 2023 led to a lawsuit filed on behalf of residents. martinez refining company posted a statement on the company website apologizing for the latest disruption and any safety concerns. >> a public safety advisory that was sent out raised alarms for residents at the site of the moss landing battery plant fire. it said officials were monitoring the potential for flare ups or fires because of the weather. currently, though, there is no danger to the public. >> the concern that we have is that batteries have been damaged via heat and water. some of them are crushed underneath some rubble, and the concern is that with all this rain that we may get some shorting, some possible arcing and then maybe a rekindle or re-ignition. >> there are personnel on site to watch the plant and keep the community informed in case anything changes.

>> the vallejo city council will hold another special meeting tomorrow to address safety in the city. city leaders are seeking input from the public after a string of high profile crimes, including a shooting at a traffic intersection that left a four year old injured. the chp has started supporting vallejo police on weekend nights. the public safety workshop will take place at the jfk library tomorrow evening at 630. and this is open to the public. >> also tomorrow, vallejo school will reopen more than a week after it was forced to close because of a copper wire theft. it caused solano wiedenmann leadership academy to have no power and required extensive repairs. vallejo city unified school district says it has increased security to help prevent future incidents. more than 600 elementary and middle schoolers were temporarily placed at six alternative campuses. >> of course, we continue to track the first 100 days of president trump's second term in office. and he may soon sign an order to dismantle the u.s. department of education. the education secretary and congress would be called on to gut the

department, but it would not be an immediate shutdown. the order would align with trump's campaign promise of sending education policy back to the states. trump claims the department has too much funding without adequate academic results. >> tonight, there is anger among some parents at an elementary school in pittsburgh. a teacher posted a video of her putting up a pride flag and displaying books about diversity. >> the video posted was after president trump signed numerous executive orders targeting the lgbtq plus community and diversity, equity and inclusion initiatives. and abc seven news reporter j.r. stone is here with more on that story tonight. j.r. >> well, julian and family members of kids at this school reached out to me about this story. yes. the video that the teacher recorded did more than 10 million views when it was reposted by a political account on x, but that wasn't why i looked into this story. family members were upset about the possibility of sexual orientation being taught to their first graders. this is a still image from the 12 second

video that was posted by teacher melanie ramirez, who you see here. she's lip synching the words speak out in the video. in the beginning, she shows off her pride flag in class, then some of the books in her classroom, and this poster saying we need diverse books. parents told me they questioned whether these items, the pride flag specifically should be in the classroom of first graders regarding that pittsburgh unified school district superintendent janet scholz says the district has only received one email about this from a parent, saying they've received numerous emails, phone calls and messages from people that they have determined do not have any children in the school district. some parents i spoke with say they didn't reach out to the district, but rather the school. scholz says. the teacher, ramirez, is teaching the adopted state and district approved standards based curriculum, going on to say the teacher is not violating any board policy, and there is nothing in the teacher's classroom that

violates any policy. the pride flag has long symbolized unity, love and acceptance. recent studies have found that school environments, which are inclusive to lgbtq plus history, culture, and people are safer learning environments for lgbtq plus youth and have better educational outcomes. the parents want to know if sexual orientation is being taught to first graders here. i asked the superintendent through email but did not hear back. i did briefly speak with ramirez, who said she has been severely bullied since her post. she has since made her account private. as for family members i spoke with, they didn't want to show their faces out of fears of retaliation. >> yeah, okay. >> a lot more to come in this story for sure. certainly appreciate it. thank you j.r. >> thank you. all right. now the latest on the looming international trade war involving the u.s. a 10% tariff on goods from china imposed by president trump is now in effect. and tonight china announced it is implementing counter tariffs against the u.s. on multiple products, including

ways to build a better bay area, and some bicycle advocates in san mateo think bike lanes are doing just that. abc seven news reporter lauren martinez explains why they're holding out against potential changes. >> to the bike lanes in place. that's the hope of bicycle advocates in san mateo. at the center of the discussion, humboldt street, a long and busy corridor in the city near several schools. >> i biked to caltrain, from where i live, to get to the city for my work for over ten years. but when a student that i knew was hit by a car around the corner from my house, i kind of became an activist. >> on monday night, city council members received a presentation from city staff on what the impact bike lanes have had on humboldt street. >> generally speaking, residents living on humboldt 76% had a negative impact. >> two years ago, the bike lanes were installed, removing well over 100 parking spaces.

>> we have no place to park in the evening. throughout the day, it's chaos. i've heard of people fighting over parking spaces. not only were the 170 parking spaces removed, we're losing even more due to the daylighting laws. >> but it's a spillover effect. it's a domino effect. you take away parking on humboldt, and it impacts a number of different people in the area around that. >> city staff presented five alternatives of how officials can move forward. one option is to create what's called a bicycle boulevard, where parking is restored. but instead of separate lanes, bikes and cars would share the road. another option is completely removing all the bike lanes from the corridor. safe streets advocate mike swier is calling for the cheapest option, keeping the bike lanes as is. >> we've got so many other uses of the money, i just don't think taxpayers want to spend money. potholes. we have so many potholes on the street and instead we're spending money to rip out bike lanes, potentially from the paving budget. it makes no sense. >> public comment went on for hours. >> i think about that call i got

from the school saying that my kid was hit by a car, and that was not a reported incident because the driver thought my son thought he was okay, but then he found out not so the guy just left. >> city council members did not vote on any of the options. they will direct staff to narrow down the list. in san mateo. lauren martinez, abc seven news. >> an initiative is underway to turn palo alto, california avenue into an even more popular destination for shopping and dining in the bay area. the avenue has been car free for some time, but the city council met tonight to discuss the best options for bike lane designs. the meeting also explored a proposal to improve parking near transit stations. >> a seven year old boy is home tonight after a tragic ordeal in fresno county. police say the boy's mom was driving with him in the car when it went over an embankment saturday night. the child's family reported him missing, but not until the next had stayed at the crash site for 12 hours before

going to search for help. someone spotted him walking along the highway. >> we got a call of a basically a child walking on the four lane section of the 168, and the parties who had found the child were basically walked down to where the crash had happened. >> the boy was taken to a hospital and treated for several injuries, including a broken arm. chp says the mother and son were not wearing seatbelts at the time of the crash. >> the safeway grocery store in san francisco's fillmore district is closed ahead of schedule because all of its inventory has been cleared out. the pharmacy will remain open until thursday. a private developer wants to turn it into market rate housing, sparking controversy with the residents of that neighborhood. supervisor dean preston wants to see it turned into affordable housing. but at a public hearing this afternoon, most people were upset about having nowhere to shop. >> i literally had to go to two stores that night on foot carrying five bags, jump on a

bus and walk just to be able to make sure i brought food home to my children and to a neighbor. it is not okay. >> a community driven cooperative market could provide a sustainable solution, ensuring that food access is no longer dictated by corporate interests, interests, but by the needs of the people. >> all employees have been offered to be reassigned to other safeway locations in the area, according to the company. >> state farm is asking for an emergency rate hike following last month's wildfires in southern california. it says the hikes will average 22% for homeowners. the insurer says it has already received more than 8700 claims from wildfire victims, and it has already paid more than $1 billion to policyholders last year. state farm decided not to renew 30,000 homeowner policies after first saying it would stop writing new policies in california altogether in order for this rate hike to move forward. it has to be approved by the state's insurance commissioner. >> all right. we want to get you updated again on that forecast.

the rain already coming down, about to get more intense in the coming hours. >> yes, driving could be a bit challenging. let's get to abc7 news meteorologist sandhya patel. sandhya. >> yeah. and julian. and we're basically looking at both commutes being impacted tomorrow. so let's take a look at live doppler seven. this is a level three storm. an atmospheric river is heading in our direction. you can see that moisture plume on live doppler seven. let's get you into statewide radar. sierra is starting to pick up some snow, but it has not switched over completely yet. we are seeing the rain across the bay area as we get you into closer views. north bay street level radar. you will see that it is coming down right around novato boulevard, heading into novato area. as we head towards the sonoma county region. a flood warning has replaced that flood advisory now until wednesday at 10 p.m, they're already seeing some flooding on some of the smaller streams fremont, newark area, paseo padre. we are seeing parkway seeing some light to moderate rain. now. there has

been some storm damage already due to flooding and wind. three reports this is going to go way up tomorrow. the flooding risk is increasing across a good chunk of the bay area for tomorrow. so let's take a look at that storm concerns that are coming up for flooding. it's high trees down, high power outages. it's a moderate to high likelihood. and mudslides are starting to become an issue as we head towards tomorrow. we've already seen one small mud and debris flow slide. temperatures in the 50s right now, as we look at a live picture from our exploratorium camera. raindrops on the lens. slippery roadways. you can see it here on the golden gate bridge level two system tonight. wet and windy. level three for tomorrow. heavy rain, damaging winds, potential for thunder and thursday we will see some more rain and wind coming our way. so this is a two. a moderate strength storm for tonight. rain, heavy in spots. flood watch for all areas and those gusty winds. this storm intensifies into a level three downpours and strong winds

as the atmospheric river comes in flooding. thunder chance with the downed trees and power outages are certainly possible, so be prepared. heading into midnight, widespread rain 2:00 you're seeing some heavier rain moving through. 5 a.m. the commute is going to be dicey, especially with the winds going. 8 a.m. as well. so when you're sending your kids off to school, if you have them, be prepared for a slower drive 10:00 in the morning, you're still seeing some heavy rain and then some reds showing up, indicating maybe the intensity of the rain picks up, perhaps some thunderstorms going into the afternoon and the evening commute. by 11:00 the system is moving out. rainfall totals are going to be pretty evenly distributed, anywhere from about an inch in livermore to over three inches in yountville. winds have been gusty. they come up 41 miles an hour. half moon bay while you're sleeping. hopefully it doesn't wake you up as we head towards noon over 50 mile an hour, winds even closing in on 60 according to this model. winter storm warning in the sierra until 10 a.m. wednesday. gusty winds, several feet of snow. the storm warning
