six. we are on storm watch this morning as another atmospheric river makes its way across the bay area. we're seeing heavy rain throughout the morning and winds are expected to pick up. >> a live look outside where steady rainfall is coming down and the worst of the storm is actually coming later today. it could be a challenging commute if you're driving into work.

>> and this is what it looked like earlier this morning on highway 101 near burlingame. we have live team coverage with drew. gloria and lina are tracking the storm and how it will impact your day. >> good morning to you. it is tuesday, february 4th. >> yeah. and we're going to turn to drew. we have been saying if you have the option to work from home, today would be a good day to do that. >> yeah, it really would be because heavy rain this morning already causing issues. and we have heavier rain on the way later today. so live doppler seven is very busy this morning. we've already seen more than an inch of rain just this morning alone in spots, and you can see more heavy showers developing off the coast right here. this is all going to move on shore this morning. so the current view. live doppler seven. we're in and out of the downpours. flood advisories are posted. and what these advisories mean is that we have actively seen flooding on our freeways this morning. a lot of standing water. it can be really hard to see before the sun gets up here. so a lot of caution is needed as the severe weather moves through. snow is falling above 5000ft in the sierra. chain controls on all of our roads. do

not try and go to tahoe today. wait it out until tomorrow. back here at home, we're level three. strong storm today for heavy rain. the strongest winds arrive later on this afternoon. we already see flooding out there this morning. we'll see more issues with flooding later on today. even the chance of thunderstorms. and with those winds coming this afternoon, we will most certainly see trees come down and the possibility of power outages. so the rain chances today we are in and out of the downpours all day today we're really highlighting this window later on this afternoon and this evening between 1 p.m. and 7 p.m. that is when we'll find intense downpours moving through and some of the strongest winds all day. winds could gust close to 60mph once this front crosses through us. by 7 p.m, we are done with the rain and the wind, but we have about 12 hours of heavy rain as this atmospheric river sits on top of us. a close look at those wind speeds and the rain coming up in eight minutes. but let's check in with gloria, see how that commute is going today. >> yeah, that rain definitely

impacting your morning commute. i know it was raining the entire time that i drove in to work this morning. we're seeing slick roads throughout the bay area, getting reports of some spinouts, some ponding. so you want to be very careful when you are driving out there. this is a live look at our san rafael camera. you can see the raindrops there on the camera. we also want to tell you about a closure in sonoma county on 12. this is between road and fremont drive and also northbound and southbound california 121 between 116 and eighth street because of flooding. so if you're driving in that area, keep that in mind. and we've mentioned it, if you do have the option to work from home this morning, probably a good idea. throughout the day, we are expecting that rain to impact commute times and overall incidents out there. so again, we are getting reports of some spinouts. be very careful. this is a live look at our golden gate bridge camera. you don't have any issues here though. it's a pretty smooth drive from san rafael to marin city to the span to san francisco, so the only thing to look out for, of course, are those wet roads. give yourself a little bit more

time. drive a little slower this morning, amanda. >> all right. thank you. you heard. >> drew and gloria. the roads are a big concern this morning as that morning commute gets underway. let's now check in with abc seven news reporter lena howland. lena, where are you? you've been on the roads all morning long. really seeing how intense it's grown in the past few hours. >> hey, amanda. that's right. we are live right now on highway 101, heading northbound in the san mateo area. and i can tell you that rain is absolutely coming down hard on us at this hour. if you take a live look at our roads right now, you can see this rain appears to have gotten much heavier since the last time we checked in with you. the rain is causing some very slick conditions for drivers making their early morning commute at this hour. now, before heading out the door this morning, make sure that your windshield wipers and headlights are working because you are going to need them today. also, be sure to plan your route ahead of time, and this is another good reminder to give yourself extra room to other cars around you, as wet roads can affect your

braking distance. in heavy rain like this, that may mean doubling your typical following distance. remember to slow down while driving in these conditions to avoid hydroplaning, and stay away from making any sudden movements if possible. officials say to try to stay put and wait out the storm if you can. if not, be sure to take things extra slow this morning and in these conditions for now. reporting live in san mateo lena howland, abc seven news. >> thank you. lena in the north bay. officials have been warning people for days that this storm is going to be pretty bad. >> and we have already started to see some intense conditions up there. this is what it looked like for drivers on highway 101 in marin last night. farther north, crews worked to remove a large oak tree that fell outside steele lane elementary school in santa rosa. school will be open today. the rain is causing concern about possible flooding in neighborhoods. officials remind everyone to make sure gutters are cleaned out and that they have sandbags ready to go. >> any effort they can make to

white house. and this will mark trump's first formal news conference of his second term. >> breaking news overnight china strikes back against president trump's tariffs. gloria, the country has issued its own tariffs. and this morning we can expect to pay more for many things we buy online. >> yes. overnight, president trump's 10% tariffs on goods from china went into effect. and that will raise prices on items you buy from chinese companies, especially if you buy from popular discount sites online. in response, china is implementing their own tariffs on u.s. imports like coal, natural gas, crude oil and pickup trucks. and they're also restricting the export of minerals needed for making high tech products. this happening just hours after the president struck, deals with both canada and mexico to delay tariffs on those countries for 30 days. the tariffs on both would have been 25%. economists say the impact would have been felt by everyone. >> fresh fruits and vegetables from mexico to maple sirup, and

vehicles from canada to consumer electronics and toys from china, and lots of stuff in between. >> president trump is expected to speak with china's president in the coming days. he says his goal with those negotiations is to stop the flow of fentanyl and undocumented migrants into the u.s. reggie. >> thanks, gloria. this morning, a health advisory is still in effect in martinez, where a fire at a refinery has been burning since saturday. county health officials are monitoring the air quality. residents are being told to stay indoors as much as possible for now. this isn't the first time people in martinez have dealt with an incident like this. they sued the refinery in 2023 over something similar. >> now we as martinez residents, we need accountability. this has been time and time again that this refinery has inflicted harm, has polluted this community, has, quite frankly terrorized us with no recourse. we have not seen any enforcement, any consequences to their actions. >> the martinez refining company posted an apology for the disruption on their website. the cause of the fire has not been

released. >> a public safety advisory sent out raised alarms for residents at the site of the moss landing battery plant fire. yesterday's message said officials were monitoring the potential for flare ups or fires because of the weather. currently, though, there is no danger to the public. >> the concern that we have is that batteries have been damaged via heat and water. some of them are crushed underneath some rubble, and the concern is that with all this rain that we may get some shorting, some possible arcing, and then maybe a rekindle or reignition. >> there's personnel on site to watch the plant and keep the community informed in case anything changes. >> we are on storm watch this morning. 609 we're looking at the bigger view live doppler seven along with satellite. we have a stationary front right on top of us, giving us this atmospheric river soaking us this morning with heavy rain. what we're awaiting. there's an area of low pressure right here, several hundred miles off our

coast, that will push through here later on this afternoon and evening. and as it does, it will bring even more intense rainfall and some very strong winds. so this morning we've already seen heavy rain. we've seen more than an inch of rain in some areas. just this morning alone, we have heavier rain moving on to the peninsula and the santa cruz mountains. let's go down to street level parts of the south bay. some heavier rain around sunnyvale, santa clara. this will also move into cupertino over the next 30 minutes. so we have flood advisories on numerous freeways roads this morning, a lot of standing water. that's our biggest issue right now. winds are breezy if not gusty in spots, but this is just the start of the winds. these winds will peak later on this afternoon close to 3:04 p.m. so it's for that fact. we have a wind advisory that is in effect close to 3 p.m. this afternoon. we could see winds gusting 45 to 60mph. so that is certainly going to take trees down later on today. let's talk about the rainy side of this system. future weather throughout the morning. here's 10 a.m. we are in and out of the

all morning as another atmospheric river moves across the bay area. we are taking a live look this morning at the bay bridge toll plaza. we've been telling you, if you have the option to stay and work from home, try to exercise that. we'll be sure to check in with drew and gloria again in the next few minutes. well, this morning, crews have once again returned to the site of the deadly crash between an american airlines plane and army helicopter just outside washington, dc. the fuselage of the plane has been pulled from the frigid waters of the potomac river. investigators have uncovered new details revealing

the nose of the plane shot up right before the crash, and that could indicate the pilot tried to avoid the crash. and now we're hearing from the ex-fiancée of the american airlines pilot, and she says she is, quote, infuriated at president trump for pointing to diversity, equity and inclusion policies as possibly contributing to the crash. >> this man's body had been pulled out of the river yet, and we're talking about him being unqualified because his name is campos. the politicization of this man's death is entirely inappropriate. >> the ntsb says a preliminary report on the cause of the crash is about a month away. state farm is asking for an emergency rate hike following last month's wildfires in southern california. it says it increases will its increases will average 22% for homeowners. the insurer says it has already received more than 8700 claims from wildfire victims, and it has already paid more than $1 billion to policyholders. last year, state farm decided not to

renew 30,000 homeowner policies after first saying it would stop writing new policies in california altogether. in order for this rate hike to move forward. the state's insurance commissioner has to approve it. big changes could be coming to san jose state, as the university makes room to expand enrollment over the next 15 years. tomorrow, officials are planning to hold a public forum to discuss plans for a redesign of the main campus. that meeting starts at 6 p.m. at the martin luther king junior library. officials say they need to add 2,000,000ft■!s of academic space and 2100 additional beds for student housing. they anticipate increasing enrollment by 8000 students by 2045. >> a pair of sisters shared a creative hack while they were on board a southwest flight. so i'm sure you've seen this before. people who are trying to keep a person from sitting in the middle seat between them. take a look. >> heads up. small bags will go underneath the seat in front of

this morning before the sun gets up here. just be aware of that. we're at a level three all day today because the heaviest rain has yet to arrive, and the strongest winds come here later on this afternoon. so looking at the day planner today, it's just really messy this morning. we have downpours all morning long. the worst rain and wind occurs this afternoon between 1 and 7. it's at that time we could even see a thunderstorm pop up. but after 7:00 pm we're done with the rain and the wind. we have a much calmer night on the way, but certainly a lot of rain to get through before that happens. the storm prediction center has outlined most of us for the chance of a thunderstorm this afternoon. that means we could hear some thunder, even see a clap of lightning later on today. we'll keep you posted on that. look at additional rainfall. this is on top of what we've already seen anywhere from one to possibly 2.5in coming our way. so that is why we are going to see more issues with flooding later on today. winds are going to be a big concern this afternoon because we have a front that will move through here and as it does, close to

totally preventable disease is spreading among dogs in san francisco's tenderloin district, and animal welfare workers are trying to stop it. we first told you about this yesterday on abc seven mornings, the san francisco spca and other organizations vaccinated about 100 dogs during a free parvovirus parvovirus vaccine clinic on golden gate avenue since november. san francisco animal care and control has reported nearly double the total number of cases reported in 2022. most of the cases began in the tenderloin and soma neighborhoods, where many unhoused residents live with their dogs. >> parvo is a virus that attacks the stomach and intestines of dogs, and it causes severe

later on this afternoon. we have more flooding risks this afternoon as the heavy rain moves through here. even the chance of a thunderstorm. and with those winds, we could definitely see trees come down and some power outages. so this morning we're in and out of the heavy rain. here's 10 a.m. even into the afternoon, we are tracking some intense downpours through the afternoon and through the evening. after 7 p.m, the rain and the wind moves out of here, but we have a really messy 12 hours ahead of us. in fact, let's check in on the roads, see how we're doing this morning with gloria. how are we doing? >> you know, roads are definitely slick this morning and we are getting reports of spinouts, flooding, ponding, hydroplaning ranging from the richmond-san rafael bridge to oakland to south san francisco. so be very careful when you're driving. this morning we have some video we want to show you from the rockridge bart station in oakland, and you can see all the rain there on the ground. bart officials are reminding everybody to be very careful when you're walking on those platforms this morning, because it is wet out there. also, when you're walking on those wet

stairways, bart is running trains at slower speeds because of the weather today. they also have some delays, so definitely check the website for all that information. we do want to tell you about a spin out in oakland. this is on northbound 880 after market street. this is a spin out that's partially blocking the left lane. it's causing a backup to fifth avenue. and in south san francisco on southbound 101 before 380 near airport boulevard. we're getting reports of flooding in two lanes at least three inches. it was reported that a vehicle hydroplaned through the lanes. so be very careful when you're driving in that area and really when you're driving anywhere this morning, because we are getting rain throughout the bay area, wet roads, you just want to be extra careful and give yourself a little bit more time this morning, reggie. >> thank you. gloria. the heavy rain this morning causing concern for the commute as people hit the roads. abc seven news reporter lena howland has been on the roads this morning. and, lena, how has it been out there? >> hey, reggie. it's definitely been a slick commute all morning long. we are live right now on

highway 101, heading southbound in the burlingame area. we actually just passed sfo a few minutes ago, and i can tell you this rain really has not let up at all. the rain is even heavier now than it was the last time you checked in with us. only about 30 minutes ago. now we have seen some minor flooding on the shoulders and slick roads all over the bay area this morning because of this heavy rain. so you are going to want to slow things down quite a bit if you do have to be out in these conditions. remember, do not drive through any standing water on the roadways to avoid hydroplaning and getting stuck. if your car does start to hydroplane, avoid slamming on your brakes, ease off the gas and continue to steer in the direction that your car is headed until it gains traction again. also, make sure your headlights and windshield wipers are working this morning because you will absolutely need them in this rain. you will want to leave some extra room for other cars around you. a good rule of thumb in this rain is doubling your typical following distance.

right now we're down just 32 points as the markets just open for the day. abc news reporter christiane cordero has more on the international trade dispute. >> this morning. all imported goods from china face a new 10% tax after tariffs ordered by president trump went into effect at midnight. the executive order also adds import taxes to small packages, meaning shopping on online stores like temu and shein will become more expensive. those retailers were previously exempt by a loophole that allowed shipments of packages worth less than $800 into the u.s. duty free china overnight, announcing a retaliatory 15% tariff on u.s. coal and natural gas products, plus 10% on crude oil and certain machinery. trump is scheduled to speak with chinese president xi today. mexico and canada struck a deal with trump yesterday, just hours before the tariffs went into effect, postponing a 25% tariff by one month. >> did you blink this morning? there was no blinking. no. she's

days. it has alameda residents calling for the city to reaffirm its stance as a sanctuary city. they held a rally at city hall yesterday to gather signatures in support of this push. under sanctuary policy, local officials will limit their cooperation with federal immigration officials and not actively prevent federal officials from carrying out their immigration. immigration enforcement duties. >> as a community, we believe in sanctuary city, and we want to restate our status as alameda sanctuary city. okay. >> in 2017, the alameda city council voted unanimously to adopt a resolution declaring its sanctuary city status. >> today is a critical moment for san francisco's new mayor, daniel lurie. gloria, the board of supervisors is set to vote on his request for more power to address the fentanyl crisis. >> yes, mayor lori says this request is important to help him move quickly to address the fentanyl crisis, and he seems poised to get what he's asking for. the plan would eliminate competitive bidding requirements

in oakland are being forced back to the office. the city administrator says the move will come in waves with the first four day in office requirement starting february 18th for some nonunion employees. others won't be required to return until april. oakland has been allowing remote work since the height of the pandemic. according to oaklandside, one reason for the change is complaints from residents that some departments are difficult to reach. now it's our abc seven mornings advancer a preview of things happening in the bay area. >> and today we'll start with teachers from across the bay area demanding better resources, pay and improvements for schools. they are gathering for a rally at frank ogawa plaza in oakland at 4:00 this afternoon. it is part of a statewide rally. oakland mayoral candidate barbara lee and congresswoman lateefah simon are expected to join. >> could the future of education be artificial intelligence? that's the vision being presented today by the california state university system, is set to announce a partnership with some of the leading ai companies, including google, nvidia and openai.

just this morning in the last six hours. many cities have seen 1 to 2in of rain, including the city, oakland, san rafael, berkeley, tiburon. and this is why we're having issues on our roads this morning with that standing water. it's a lot of rain in a short amount of time, and we have more heavy rain on the way. live doppler seven along with satellite. our stationary front is allowing our atmospheric river just ride along it this morning and we're having this phenomenon called training, where those showers are moving over the same areas this morning, and that will continue through the afternoon. low pressure off the coast right now will swing through here later on this evening, and it will bring some intense rain and some strong, gusty winds. so here's the rain. over the last hour. we have scattered downpours out there. the pops of yellow on your screen along the peninsula in the east bay right now, snow is falling in the sierra. snow levels around 5000ft this morning. just look. we have chain controls on all of our roads this morning, so don't try to go to tahoe today. wait till tomorrow until the storm moves through. flood watches are

posted for the entire region. we are going to see more flooding throughout the morning and certainly this afternoon as more heavy rain moves through here. so looking at the forecast today, we're highlighting later today between 1 p.m. and 7 p.m. for the heaviest rain and the strongest winds. the worst of the storm has yet to come. winds right now are breezy, if not gusty, but they pick up even more. you see the wind direction out of the south that's perpendicular to our area bridges, so it makes crossing the bay even harder this morning. so here's the wind advisory in effect today until 8 p.m. winds are breezy right now. they're going to pick up this morning. then later on this afternoon, 3 p.m. are our peak wind speeds along the coast. winds could gust close to 60mph. that will bring some trees down. more rain on the way by the end of the week. t

i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements. we've been able to reduce wildfire risk from our equipment by over 90%. that's something i want to believe.

agency is exploring that would affect parking throughout the city. one proposal being floated around is extending parking meter hours until 10 p.m. right now, the meters are free after 6 p.m. the sfmta says this could add $8 million in revenue a year. they're also considering charging for parking on sundays from noon until 6 p.m. another proposal is increasing fees for residential parking permits. currently, it costs $190 a year. it's unclear how much that price hike would be, but the agency says this could add $5 million a year. and finally, sfmta is also looking at congestion pricing that would charge drivers during peak hours. that proposal would need state approval and wouldn't go into effect for at least five years. >> state and san francisco city leaders are working together to combat the sale of stolen goods on the streets. mayor daniel lurie and state senator scott wiener are partnering on a bill that would increase penalties

for illegal street vendors. city leaders are concerned about the impact the vendors have on already chaotic streets near the mission and south of market. if the bill passes, it would only apply to san francisco. tickets would be issued to those selling merchandise without a permit or proof of purchase. >> if there's enforcement, i think there wouldn't be as much of the theft and it wouldn't, you know, have a domino effect on the businesses so the city can thrive again and needs all of that together. >> the bill also includes a strike system. so after three strikes, violators could be looking at a misdemeanor and jail time. >> there's anger among some parents at an elementary school in pittsburgh. a teacher posted a video of her putting up a pride flag and displaying books about diversity. this is a still image from the 12 second video that was posted by teacher melanie ramirez, who you see here. so she's lip synching the words speak out in the video. in the beginning, she shows off her pride flag in class. then some

of the books in her classroom, and this poster that we should be seeing. well, the poster said we need diverse books. so parents told abc seven they questioned whether these items, the pride flag specifically should be in the classroom of first graders. the pittsburgh unified school district superintendent says the teacher is teaching the adopted state and district approved, standards based curriculum, going on to say the teacher is not violating any board policy, and there is nothing in the teacher's classroom that violates any policy. >> now for your morning money report. if you think gas is expensive now, prices at the pump could go up another $0.15 soon. and that is assuming that upcoming tariffs on canadian products actually take effect. as you know, right now they're on a 30 day pause. imports from canada and mexico were announced. tariffs on imports from canada and mexico were announced saturday by the trump administration. again, 30 day pause for both of those. the gas hike won't be as much as other goods. the tariff on energy products from canada is 10%,

here's live doppler seven. it's really active this morning. our atmospheric river is just sitting on top of us right now, and it's not moving anytime soon. so throughout the morning we have heavy rain to contend with and that is leading to some issues. more heavy rain developing off the coast that will be moving in over the next couple of hours. flood advisories are posted. a lot of these have been extended. if you go underneath the flood advisory today, just know that we are actively seeing a lot of standing water on our roads. it's just a little bit of a tougher day to get where you're going as this heavy rain moves through. so on the storm impact scale, it's a level three today. it is a strong storm. the heaviest rain has yet to arrive. same story with the strongest winds that will occur this afternoon. even the chance of a thunderstorm will have the increased risk of flooding as the day goes on. and with those winds coming our way, we will see some downed trees. so here's a look at the day planner today. we have this heavy rain out there this morning. the worst rain and wind is later on this afternoon, and even the chance of a thunderstorm popping up between 1 p.m. and 7 p.m. that is when we'll see some intense

downpours. and those winds 45 to 60mph are possible after 7 p.m. this front clears us. so things really calmed down later on tonight as the rain and the wind exits. but we still have a risk of thunderstorms today. pretty much the entire region outlined for that thunderstorm possibility between 1 and 7. so don't be surprised if you do hear a clap of thunder today. additional rainfall on top of what we've already seen this morning. this morning, some cities have picked up 1 to 2in of rain, and we're looking at an additional 1 to 2in. so this is going to cause some issues with flooding later on this morning and through the afternoon. now later on today is when the strongest winds move through here. 3 p.m. those winds will be racing 30, 40, 50mph along the coast. we could see winds close to 60mph. and because the ground is saturated, it's that much easier for trees to come down. now a winter storm warning continues all day today in the sierra. we have chain controls in effect on all of our roads. this morning. heavy snow is falling above 5000ft. don't travel today. tomorrow is a better day once the storm exits.

you need to know this morning. number one, we have severe weather moving through. we're tracking a level three strong storm this morning. we already have numerous reports of flooding on roads this morning. a lot of spinouts. heavy rain is with us all day long. so the level three gives us a flood watch all day. and also a wind advisory. so we'll see more flooding throughout the day and later on this afternoon. we do have the potential to see some trees come down. the worst rain and wind is yet to come. that will occur between 1 and 7 p.m. this evening. and then after 7 p.m, the rain and the wind will exit. >> there are slippery roads out there. this is a live look at our richmond bridge camera, and we had a report of a spin out there earlier. it has cleared, but traffic is still slow on westbound 580 between castro street and the west end. number three, if you're taking. >> bart this morning, expect delays. trains are running slower due to the rain. >> number four, the storm has caused the oakland zoo to close today. if you have reservations there, they'll give you an automatic refund.
