look here at our cameras around the bay area and at live doppler seven in the middle. what does this show you? a mix of heavy rain and strong winds right now. >> and conditions are expected to worsen in the next few hours. let's get right to abc seven news weather anchor spencer christian. hi, spencer. >> hello, larry. this storm is now becoming showing its most intense features as we get into the evening rush. let me show you that image, that live doppler seven image again. we have a blanket of stormy weather. heavy rain, downpours and strong, gusty winds all around the bay area. and we recently had a severe thunderstorm warning issued by the national weather service that includes the counties of marin, san francisco, san mateo with small hailstone, one of the features of this storm, and gusty winds up to 60mph. but now you're seeing that box fade away. that that warning was supposed to expire at 4 p.m. not sure if it's still in effect right now because it is 4 p.m, but you can see how intense and unstable the weather conditions are right now. once again, this is a

level three storm, a strong one featuring heavy downpours, possibly, well, potentially flooding rains. a storm thunderstorm chance is with us through 7 p.m. even though the severe thunderstorm warning may have expired and strong winds and downed trees and power outages are of course, possibility with this storm. here's a forecast animation taking us through the evening rush. notice that we're not going to see this storm lose any of its intensity until much later in the evening, so it will be with us for a while. i'll have more updates and the complete accuweather seven day forecast in a few minutes. larry and kristen. >> all right, spencer, thank you. we'll see you with the seven day in just a few. now i want to get to the dramatic scene, the most dramatic scene that we told you about just a few seconds ago. landslide in forestville. that actually forced a house into the russian river. this shows you on the map exactly where it happened in the landslide. did prompt evacuations in that neighborhood. >> abc seven news reporter suzanne fawn is live there right now with the very latest. suzanne. >> kristen, it really is a remarkable sight to see. we are here in forestville. i happen to be standing on hacienda bridge and across

the way in the distance on that steep hillside, you can see a lot of debris. the home there is now gone. now around 12:30 p.m, authorities got a call, a 911 call about a landslide. they arrived and found a house on west side road that slid down the steep hillside into the russian river. the home was empty. we hear it was a vacation rental. 8 to 10 homes in the area were evacuated. now, all the rain lately has soaked the soil and the land in the area. and so that land has been shifting. no one was hurt. fortunately, no one is missing. we hear that a rescue crew launched a jet ski and searched the river and the debris. i talked to a woman who lives around here, and this is what she told me. >> i've never seen anything like this before. and i've lived here since 2015. i'm very shocked that there was a house on it that's now in the river. but at the same time not too surprised because it's really steep and wet around here and there is erosion happening.

>> now. take a look at this wild video. a resident here shared it with me. it's the actual house floating down the river. now, bill walker shot this video, he says from river road resort downstream. again, just a remarkable sight knowing that that was somebody's house, a vacation rental that is no longer on the hillside and is floating in the water. we can tell you back here, live now again, there's another look at all that debris. and again, because of all the rain in the area lately, that area is really unstable. you can see in the distance a guy in a bright orange suit. we don't know who that person is. i did call and check with the sheriff's department and the fire department. and again, we're just out here observing and just kind of seeing what's left of the area. we should tell you that that road up there is a limited access part of the road has eroded and obviously slid away. and so it's not the most secure area right now. that is the very latest right here in

forestville. we'll send it right back to you. i'm suzanne. >> thank you suzanne. a force of nature on display here. and check this out. a large boulder crashed onto a roadway in santa rosa, and that was followed by a rock slide. this was on montgomery drive near summerfield this morning. fire, transportation and public works crews responded to clear the debris out of the way. they say the sidewalk is closed until further notice. >> and take a look at the flooding in novato. a lot of streets are looking more like rivers right now. the high water is forcing crews to close roads. novato police are reporting some of the roads impacted are armstrong avenue at cherry street, westbound highway 37 at hannah ranch, and the highway 101 offramp as southbound novato. >> now take a look at this car that is stuck in west marin county. this is where you do not want to be. this is on platform bridge road in point reyes. crews have also closed highway one between bear valley road and point reyes station, and they want drivers to find another route and remind you, as we always do, do not

try to drive through the water, especially if it's deep. although we did see some people trying to give it a try, and this is how you can end up. >> in san carlos this morning. commuters hit the roads in spite of all the rain. traffic continued to flow on u.s. 101. here's some video from this morning. the road had some puddles on it, but no major flooding or crashes in that area. reported by caltrans. >> downtown san francisco not too crowded this morning. we can only assume a lot of people were working remotely to try to avoid the rain, but those who did come into the financial district had to dodge the puddles and bust out that rain gear. if they hadn't taken it out in the prior few days. and now that we're getting into the thick of this storm, san francisco starting to see some of the impacts. the bie right now is downed trees, including one tree that hit a person. abc seven news reporter luz pena joining us live now with more on that story. hi, luiz. >> larry, i don't know if you can notice, but the winds are beginning to intensify here in san francisco. and this is one of those areas in the city that

are known for flooding. you can see the flood barriers behind me. this is what residents and business owners are hoping will keep the water away from their buildings. and throughout today, city crews have been going nonstop clearing drains. as they know, this storm is just beginning. city crews have been deployed throughout san francisco. >> crews out there that have really been concentrating on clearing the storm drains. we want to make sure that they are as clear as possible, so the water can flow down to minimize any kind of localized flooding. >> as heavy rain hits the city, sandbags and flood barriers are shielding several buildings in low areas, giving many a sense of hope. you have sandbags out here? >> yeah, we just have the sandbags out here just to protect us in case the water comes up. and so what we're hoping is that we come up with a permanent solution instead of the sandbags, because it's very difficult to put up the sandbags and then take them back down once they're wet. >> several trees have already fallen, including one that hit a person in visitacion valley. that person was taken to the

hospital. all of this giving city crews a glimpse of what may come next. as winds are set to intensify. >> our big concern right now, with the winds coming up picking up and the rains coming down, are our street trees and their trees in the parks as well. >> san francisco's public works department is urging the public to report any downed trees to 3-1-1 and stay away from trees. as you see, the winds are beginning to pick up here in san francisco. luz pena, abc seven news. >> luis, thank you. all the wind and rain have pg and e on high alert for outages. an executive for the utility talked with us today about their ai prediction models. he said the models help them anticipate where the outages will be most likely, and how many crew members would be needed for repairs. >> the way that the restoration process works is that we first, we have to gain safe access to our assets. then we have to go out and assess if there's damage, and then we'll repair that damage. so

we'll be dispatching assessment folks and then repair crews as we identify those outages. >> this morning, p-g-and-e's said most of the outages were in san francisco as the peak outage period ramps up into the evening. the company expects san mateo county and the santa cruz mountains to be hardest hit. p-g-and-e's is reporting that more than 99% of their customers in the bay area have power right now, and there are about 300 outages currently affecting more than 25,000 customers. most of the outages are on the peninsula around daly city and pacifica, and the lake merced area in san francisco. >> on bart. expect expect a slow ride because commuters this morning had to account for the rain. that means a little extra time. trains have to run slower when it's raining, and this is what it looked like at the west oakland bart station just after 7 a.m. want to give you a live look at san francisco international airport, where travel is a mess right now. well over 150 flights in and out of sfo have experienced delays. flightaware says on average,

those delays are 33 minutes. a handful of flights have also been canceled. today, about a dozen flights at oakland, as well as san jose, experienced delays. each airport had just one flight canceled. >> working in these conditions is tough, but somebody seems to be enjoying it. take a look to the left there. check out the smiles and the waving. caltrans worker in waist deep water. this is on highway 101 at arata lane in windsor. the chp shared this picture. the northbound side of 101 was briefly closed because of flooding, and southbound traffic was down to one lane. >> it's all about attitude. he's fine. he's having a good time. >> the tahoe area is under a winter storm warning through tomorrow morning. you can see some traffic control right now. this is at donner lake near truckee. and how about a view of olympic valley on route 89? the big part of the storm has not yet hit already. it's a little challenging. and here's a look at south lake tahoe live. yeah, not

much snow on the ground right now. just wet roads, but snow is on the way. the area is expected to get up to two feet of snow over the next several days. and from the snow in tahoe to the rain here in the bay area, you can track it all with the abc seven bay area app. get the latest forecast and check out the same live doppler seven radar that our weather team uses. search abc seven bay area in your device's app store to download it now. >> san francisco police gave updates on a shooting south of market last month, where an officer shot and killed a shooting suspect, and they detailed the events leading up to that fatal shooting. police say on january 27th, a witness saw a man shoot someone several times on ninth street at mission before heading into an apartment building. police found him in a sixth floor unit and determined it was his apartment. negotiators talked to him for two hours, but police say the suspect was just not cooperating. tactical units on the roof of a nearby building fired baton rounds, which are less lethal than traditional

bullets, and those went into the suspect's apartment. he fired back in response. the officers on the roof shot back, hitting him. officers entered the apartment where a medic declared the man dead. >> san francisco's new fire chief was sworn into office today. >> and during such time that i hold the office of chief of the fire department and the city and county of san francisco. >> congratulations. >> mayor daniel lowry administered the oath of office to dean crispin at city hall. chief crispin is a 34 year veteran of the fire department. as a firefighter, he was commended several times for his bravery while aiding elderly fire victims in the tenderloin. he says his top goal is the safety of all city residents. >> we'll focus on training, safety and disaster preparedness will strengthen our community relationships because trust between the fire department and the people we serve is essential. >> chief crispin is a second generation san francisco firefighter. his father is a retired captain from the arson

with several of the world's major tech companies to create an ai powered higher education system. abc seven news south bay reporter zach fuentes has more on how csu says it will prepare all students for the workforce. >> no other university system in the us or internationally is doing anything like this, not at this scale. >> san jose state university was the site of a major announcement that impacts all 23 csu universities. the csu teaming up with companies like adobe, google, openai and many others

together creating an ai powered higher education system. the goal to help all students keep up with the ai revolution in their studies and their launch into the workforce. >> our imperative is we need to start building that kind of usage of the tools and understanding those tools into everything we teach. and so our students need to learn these things so that when they graduate, they'll be prepared for the workforce or grad school or whatever they want to do next. >> one of the main goals in developing the ai powered education system was to have one ai platform to be used across every csu university. >> we noticed across the country, not just in the csu, is that universities are developing their own ai strategies and depending on their funding, they're purchasing their own tools. we were seeing that happening in the csu, and we realized we can't let some universities go ahead while others fall behind. so we needed to provide a common tool. >> enter chatgpt edu, a customized version of chatgpt created specifically for educational institutions. >> it has specific features for faculty and administrators to create what we call custom gpts,

to interact with students. >> that version of chatgpt will be launched to more than 500,000 csu students and faculty, but csu officials say the public private partnership aims to do more. that includes apprenticeship programs within ai enabled organizations. >> they'll be using these tools to do critical thinking, to be creative, to be in the classroom using these tools with content specialists, helping them go along, and understanding how to use it when they go out into the workforce. >> training materials provided by the tech partners are going to be rolled out to the csu universities by the end of the week. chatgpt edu will be rolled out to the entire csu community over the next month. in san jose, zach fuentes, abc seven news. >> all right, back to the top story, which is, of course, the weather and driving across the bay bridge. yes. and the wipers are on maximum and you still can't see. you know, this is a serious. >> yeah. was it kind of a white knuckle situation, especially with the winds on that bridge? >> yeah, it's a nerve wracking

experience especially. you get alongside a big truck and you see the truck swaying a little bit. >> yeah. and spencer, those conditions are going to last a while right. >> they're going to last through the evening commute. yes they are. so those driving heavy rains are still falling, making the visibility difficult. and those strong winds are difficult for driving anywhere, but especially on overpasses and bridges. so let's take a look at live doppler seven and see what's happening right now. you can see that this storm still blankets virtually all of the bay area. we had a severe thunderstorm warning in effect for parts of san francisco, san mateo county and marin county until just a few minutes ago. that warning has expired. what? we still have the risk of some thunderstorms developing until about 7:00 this evening for a wider area of the bay area because of the instability in the atmosphere. so here's a look at the satellite radar composite image you can see as this frontal. this low pressure system moves eastward. pushing out the stationary front is pulling in this cold front behind it, which is destabilizing the atmosphere and giving us a surge of more intense stormy conditions. so this is still a strong level three storm into the evening

hours, producing heavy rainfall, periods of heavy rain, flooding of course. thunderstorm chance, strong gusty winds, downed trees and power outages are a possibility with these strong, gusty winds. this is the forecast animation taking us into the 5:00 hour. notice there's a vivid colors of orange and red and yellow still present, indicating the areas of the strongest or most intense storm activity. 6:00 this evening, pretty much the same picture, although the stormy weather will be pushing out of the north bay and then later in the evening, after about 8 p.m, we'll see most of the storm activity. having pushed east of the bay area. things will start to calm down just a bit, but we expect additional rainfall totals until 11:00 this evening, anywhere from about a 10th of an inch in san francisco to nearly a half inch in san mateo, over a half inch in redwood city and livermore and ben lomond. so we've still got a lot more wet weather coming our way. in fact, a flood watch remains in effect until 4 a.m. tomorrow for virtually all of the bay area as a flood warning for some parts of sonoma county that have been especially hard hit by heavy downpours. and a wind

advisory remains in effect until 11:00 tonight for all of the bay area except the three north bay counties of marin, napa and sonoma. wind gusts may reach as high as 70mph. right now, though, we're looking at gusts between 40 and 50mph at oakland, san francisco and sfo. so the gusts are still here over in the sierra. winter storm warning in effect until 10:00 tomorrow morning. getting back to current conditions here in the bay area. as we look at the rough surf at santa cruz. temperatures right now in the mainly in the upper 50s at san jose, hayward, oakland and san francisco. and it's still raining at the golden gate. temperature readings up north 52 at santa rosa 48 petaluma. upper 50s at all those other locations. overnight lows is that cold air rushes in, will drop into the mid to upper 30s inland, and highs tomorrow will barely break the 56 degree mark. here's the accuweather seven day forecast. we'll have mainly dry weather tomorrow, although there is a chance of an isolated shower or two. but then on thursday, another significant storm comes in. a level two storm producing heavy rain at

committee. >> there's tens of millions of americans who are hopeful that rfk jr will be the next hhs secretary, and we expect all senate republicans to stand tough and strong and vote for him. >> gabbard and kennedy will now face a final vote by the entire senate. that could happen in the coming days. in an effort to keep communication ongoing with senate republicans, president trump has invited the senators and their spouses to mar-a-lago for dinner on friday. their support is critical to advancing his cabinet nominees and agenda. perry russom, abc news, washington. >> now, any change to federal funding for schools can have a very big impact on california. in the last academic year, california schools got roughly $131 billion from local, state and federal funds. now, abot 10% of that traditionally has come from the federal government. the school year, california got $31 billion of additional assistance for k through 12 schools. now, despite that, california's attorney general says the federal government cannot dictate what is taught in

state schools. >> the federal government does not dictate what we teh and does not write our curricula. we do that here in california. >> state attorney general rob bonta says california will protect undocumented and transgender students. he highlighted a new state law that prohibits schools from outing transgender students. >> teachers in dozens of california school districts are banding together to negotiate union contracts. the pact includes 77,000 educators from 32 school districts. while they won't be negotiating one giant contract, they have agreed to negotiate for a shared vision. first and foremost, it's better pay for teachers. according to the san jose teachers association, new teachers make $42,000 less a year than other college graduates. >> i've been teaching for 17 years, and i cannot afford rent for a single bedroom apartment by myself without commuting for hours away each day. >> over the next month.

of flooding along with road hazards and power outages. also bringing powerful winds and creating dangerous surf. a live look right now at our camera in santa cruz. you see a little maybe a little out of focus or there's water on the lens. but in either case, waves are whipping up against the shore. the entire bay area, including the santa cruz coast, is under a flood watch until 4 a.m. tomorrow. now, our entire weather team has been keeping a really close eye on the conditions, especially as the storm ramps up right now. >> yeah, let's check back in with abc seven news weather anchor spencer christian. hey, spencer. >> okay, kristen and larry, you just saw how widespread that storm is. and it's. the elements of this storm are very intense right now. as larry pointed out, with heavy downpours of rain, strong, gusty, damaging winds potentially damaging. here's a look at the satellite radar composite image. you can see that cold air is now beginning to move in to that system. that cold front extending out of the low pressure system has destabilized the atmosphere, giving us the possibility, not the likelihood, but the possibility of some thunderstorm activity developing, developing

later in the evening. once again, this is a strong level three storm on the exclusive abc seven storm impact scale. so into this evening, over the next few hours, we'll continue to see periods of heavy rainfall. of course, flooding is with us already, and that flooding possibility continues with the downpours. thunderstorm chance. strong gusty winds gusting over 50mph. at times, there's the possibility of downed trees and power outages. so on we go with the forecast animation taking us into the 5:00 hour. notice those vivid colors? the reds, the yellows, oranges indicating the most intense elements of the storm swinging through between 5 and 6 p.m. and even after six into about 7:00, before we see the bulk of that storm pushing out of most of the bay area, pushing to our east, and then some calmer conditions will follow, but the impacts of the storm will be left behind. we still have a flood advisory in effect for the entire bay. a flood watch i should call this for the entire bay area, and a flood warning for some parts of sonoma county. and we have a wind advisory in

effect for all of the bay area except the three north bay counties of napa, sonoma and marin. this is in effect until 11:00 tonight, with gusts still potentially as high as about 70mph. over in the sierra, a winter storm warning in effect until 10:00 tomorrow morning. back to the bay area tonight. i mentioned that cold front swinging through. so the cold air is going to bring us low temperatures in our inland areas in the mid to upper 30s in the wee hours of the morning. highs tomorrow will barely break the 55 degree mark. so a chilly day ahead, but a mainly dry one larry. >> all right, thank you spencer. critics are sounding the alarm about the future of california's water system. this after president trump ordered an unscheduled release of millions of gallons into the central valley from federally controlled dams. abc seven's karina nova has been following the showdown over california's water. >> water was still flowing out of the terminus dam near visalia this morning, but just a fraction of the estimated 2

billion plus gallons released from two dams in the central valley. over the weekend. president trump ordered the move just days after signing an executive order directing federal agencies to essentially assert control over federal dams and aqueducts in california, claiming mismanagement by the state. >> should have gotten a lot of press, but it didn't get much. all we're doing is giving los angeles and the entire state of california virtually unlimited water. >> but critics say releasing the water on short notice in the middle of winter did little for farmers and could strain supplies when they're needed. >> and that's a real danger, both in the short term and because the farms that we're relying on that water for summer irrigation now, now may not have that water to use. >> john rosenfield is science director with the environmental nonprofit san francisco baykeeper. he says california's water has been managed in a delicate balance between state and federal systems for nearly a century, and he believes splitting dams and aqueducts

into dueling government agencies could be dangerous and potentially deadly. >> the fear is that people are going to get hurt, either in the short term, because mismanaged, mismanaging river flows is going to result in flooding that does damage or endangers people's lives. and in the medium and long term, people are going to get hurt because we're mismanaging this. the san francisco bay ecosystem. >> critics also argue that the release into the central valley has no direct benefit for firefighting efforts in southern california, either, as the president previously claimed. felicia marcus is a visiting fellow at stanford's water in the west program and former chair of the state water resources control board, which works with federal partners on everything from agriculture to drinking water. >> and if you say you're doing it to help los angeles, it's the state project that delivers water to southern california urban areas, not the federal one. >> she's also concerned about the strain that an ongoing tug of war could put on our water

point. but i think one of the things, one of the few positives that came out of the whole pandemic is that it showed you can be effective working from home in some, in some particular job. >> so and then less traffic, trickle down. >> all of that, all of that. all right. sometimes actors regret some of their past roles. and jesse eisenberg is on that list. eisenberg played mark zuckerberg in the social network, which is about the birth of facebook, and he even received an oscar nomination for his work. that role made him famous, and now he says he does not want to be associated with mark zuckerberg. eisenberg is critical of meta for getting rid of independent fact checkers, a move seen to curry favor with president trump and right wing voices. i think anytime if you're acting and you're going to play a real living person, you have to make that choice. whether you'd rather be, you know, like an animated cartoon character or whether you want to play somebody that. >> hitler, you know. >> yeah, yeah. >> even if the person is deceased, you still don't know what may come out later that we didn't know. so it's a risk. >> what do you think, spencer?

doppler seven. you can see that today's storm is still a significant storm, a strong one producing heavy downpours and strong, gusty winds. it's a level three storm on the exclusive abc seven storm impact scale. into this evening, the storm will continue to produce a, well, difficult travel conditions as we are right in the middle of the evening commute right now or the early portions of it. i should say. the forecast animation, though, shows that the bulk of the storm should be moving eastward and out of the bay area by about 8:00 tonight, so conditions will improve just a bit going into the late night hours. and as we look at this, we see also that even though as the storm passes, the flood watch for the entire bay area remains in effect until 4 a.m. tomorrow, because the soil is just saturated across the entire region, and a wind advisory remains in effect for all of the bay area except the north bay counties through 11:00 tonight, with gusts still potentially reaching as high as 60 70mph. overnight lows will drop into the mid to upper 30s inland, where it will be quite chilly. quite chilly tomorrow afternoon as well, with highs under mainly sunny skies only in
