russian river. good evening. thanks so much for joining us. i'm julian glover. >> and i am ama daetz. today's storm ranks level three on the exclusive abc7 news storm impact scale. a strong storm and the worst one we will have all week. >> we want to get you a look at the current conditions right now, to see what it's like outside live views from our emeryville tower cam. you can see some sun appears poking through the clouds there from the roof of our abc seven studios here in san francisco, you see slick pavement down the embarcadero and in san jose, overlooking highway 101. you can't see much because rain is on the lens there. >> yes. and we have a team of reporters spread out to cover the worst of the damage and the changing conditions. first, let's hear from abc7 news meteorologist sandhya patel. because, sandhya, we are talking records from the storm. >> yes, this storm has definitely set records in their daily rainfall records. san francisco so fr 2.66in of rain. let's get you into live doppler seven now and

i'm going to show you where it is raining. it's coming down hard. just moments ago, the weather service sent out a message saying there was a radar indicated thunderstorm over the santa cruz area heading towards the santa clara valley. so as we get you into street level radar, you will notice that we are seeing some pockets of moderate to heavy rain right around evergreen uh- alum rock area. watch out, there will be some flooding on the roadways like we've been seeing. this storm has done a lot of damage across 580 altamont pass. we're seeing those downpours as well. but when you look at kind of the wider perspective, getting a break from santa rosa towards san francisco, not much in the way of the action. you've seen your share, though, as we take you back in time. this storm has soaked the bay area. wind gusts. big rock ridge 88 miles an hour earlier today, pine mountain up in marin county, 90 mile an hour winds. so yeah, it has done some damage. you can see the storm reports 131. unfortunately, one injury being reported. it's been

flooding, wind damage, debris flows. and as we look at live doppler seven, this is a level three storm for another couple of hours as that atmospheric river continues to soak parts of the bay area. 7:00 tonight, east bay and south bay. you're still dealing with some downpours and gusty winds. 8 p.m. you will notice it's in the south bay and then it starts to push on out. but a few lingering showers around gilroy for that 9:00 hour. we do have flood watches up until 4 a.m. tomorrow. we have flood warnings for the russian river at guerneville, where they are likely to see some minor flooding. uh- a line of shower activity. this is just coming in santa cruz county, santa clara county obviously watch out for downpours and flooding. all right. we do have a wind advisory until 11 p.m. tonight. those wind gusts still possible up to 70 miles an hour. so you could still see some downed trees and power lines 53 mile an hour winds right now at the oakland hills. this is a level three storm, so watch out for some areas of heavy rain, gusty winds and some

chance of thunderstorms continuing for another hour or so. >> all right. thank you. sandy. let's take a snapshot of the current p-g-and-e's power outages. they are all over the bay area. look at this map. the orange squares, those are the largest outages. then you have the yellow diamonds and then followed by the green circles. but you can see a lot of areas are impacted. >> let's get to the north bay where we've seen some landslides and a lot of flog from all of that heavy rain there. abc7 news reporter suzanne ford has been busy tracking everything happening in sonoma county, and joins us live from santa rosa with the latest. good evening. suzanne. >> julian, we've been all over today. we've been in marin county. we've been in sonoma county. we've been looking for flooding. following up on the fallout from the storm tonight, we are in santa rosa by 101. we can tell you that earlier today, part of northbound 101 in santa rosa by arata lane was shut down because of some major flooding that has since reopened. and then earlier before that, we were in forestville. that's

about 13 miles away from here. and that's because of a serious landslide. now here are some pictures from earlier today. around 1230 today, authorities got a 9-1-1 call about a major landslide. they arrived and found a house on west side road. that house had slid down a steep hillside into russian river and the home was empty. and we hear it was a vacation rental. 8 to 10 homes in the area were evacuated. we hear also that a rescue crew launched a jet ski and searched the river and the debris. >> yeah, the house was built on a very steep hill. with the amount of rain that we've received over the last few days. clearly the soils are saturated and, you know, i don't i'm certainly not a structural engineer, so i can't address any more than that. but it did slide all the way down the hill. >> and it a7. >> now take a look at this wild video. a resident shared it with me. the actual house there is floating down the river. bill walker shot this video from riverbend resort downstream. now back here live. now we can tell you again. no one was hurt in

that major landslide. but we can tell you that that street that the house was on, west side road is completely shut down. half of that road has sloped down, sloughed off, and it's basically not passable. so you want to avoid that area. and we also want to let you know that authorities are concerned about the river, russian river cresting. and they say that that will most likely lead to flooding in and around the area. that's the latest live here in santa rosa, suzanne phan abc seven news. >> that russian river always one to watch. suzanne, thank you so much. from the north bay now to the east bay, whe the winds and rising creek levels were the big concerns there today. abc seven news reporter leslie brinkley joining us live now from downtown orinda where things thankfully, leslie, are finally beginning to slowie, down there. >> finally slowing down. an hour ago, it was still pouring rain and the wind roaring through. very quiet. right now, we're grateful for that. after kind of a crazy afternoon, the runoff

from these east bay hills was just fast and furious. i had a couple of locals say they've never seen the storm drains rushing quite so rapidly through town here. so a rough afternoon. the rain made driving treacherous on highway 24 for the afternoon commute. many drivers pulled off the road to brave the torrential bands of rain. a spinout on interstate 680 northbound sent one person to the hospital as a driver lost control on the wet pavement, smashing into a minivan. public works crews fanned out across the east bay, clearing debris and storm drains. sheets of rain and runoff caused minor street flooding up on grizzly peak in the oakland hills. by mid afternoon, high winds took down power lines in orinda as p-g-and-e's crews secured the roads in the orinda country club area. >> it's absolutely all hands on

deck. everybody's prepared and we've got, like i said, our crews are out there ready to go. >> what can people do at home to help. >> if it's windy? especially watch out for trees going down. make sure that your drains are staying clear, because it's real easy for debris to fall into those drains and for it to back up quickly. >> sand for do it yourself sandbags was available across contra costa county as people timed their errands and dog walks around the inclement weather. if you can stay home, a good idea to stay off the roads tonight with the darkness, there is still water sheeting across some of the roadways, so still treacherous driving. but 40 minutes ago or so the rain stopped. so i'm sure things are improving. reporting live in orinda i'm leslie brinkley, abc seven news. >> leslie thank you. and the coastal areas also saw some impacts from today's storm. we sent abc seven news reporter anser hassan to check out conditions. he is live for us from alameda tonight. hi. >> answer. i'm a good evening

right now. the rain has stopped. still a bit of wind, but nothing like we saw two hours ago when we had massive downpours. i spoke with east bay regional park district. they're out patrolling areas making sure there are no downed trees behind me. you can see this tree has been coned off. you can see branches came down. i don't think that happened today, but one reason the city and the park district are keeping an eye on crown beach where we're at is because in december, high tides and the storm eroded huge portions of alameda's beach, which stretches about two and a half miles. the park district says about 1200 tons of rocks were placed along the shoreline to stabilize the slope and prevent more land from being washed away. we spoke to some residents. they've noticed the work. they say it's making a difference. >> they just rebuilt the whole bank over there that was washed away. they put these huge boulders over there to shore that up. and then i think around there at crab cove area as well. so yeah, they're doing a good job restoring it and repairing everything.

through the bay area. we are keeping a close eye on what it's doing to the evening commute. here we have a live picture from the golden gate bridge. you seem traffic moving freely there, some wet pavement, but things are moving okay. the bay bridge, you see lots of lights in both directions as people try and get home at the end of the evening, rush here and our san jose camera there. you can see the wetlands, lots of brake lights there in the distance too. it was wet and windy on the bay bridge for this morning's commute. traffic was heavy and slow. windshield wipers definitely required. and when drivers finally reached the

city, those windshield wipers, they stayed on. this was the view along sansome street crossing, california and the financial district. pedestrians had their umbrellas up for sure, trying to keep dry, and public transit has been mostly on time and mostly unaffected by today's stormy weather. bart did slow down trains today because of the wet weather. that's standard practice. at one point, there was also debris on the tracks near the karma station, which delayed trains going through that area. and check out how choppy the bay area is in this stormy weather. the golden gate ferry canceled all afternoon service today between tiburon and san francisco, replacing it with busses. you see the reason why san francisco bay ferry service was not impacted. >> and of course, along the embarcadero today, they had the signs saying watch out! possible flooding. so a lot to watch for today. >> exactly. but it looks like the worst of it is finally behind us. now we check back in with sandhya. >> yeah, julian and ama. we did get quite the soaking. winds were gusting as high as 90 miles an hour at pine mountain up in marin county. i want to show you

live doppler seven right now, because we do still have some rain falling, although the intensity is starting to ease up as we look at san jose santa clara area alum rock, you can see some heavier rainfall right around 280 park avenue. as we head down towards the morgan hill, san martin, gilroy area, monterey road, you're getting quite the drenching. looking around other parts of the bay area around bethel island, knightsen getting some moderate rain. and then san francisco in the north bay, you'll notice just some spotty showers. the peninsula area. i do want to talk about the record daily rainfall. san francisco picking up 2.66in of rain, breaking the previous daily record of 2.22 set back in 1887. sfo, just over an inch and a half previous record, was an inch and a third in 1991, so no doubt about it, we got our share of this atmospheric river and as we take a look at live doppler seven, you will notice that

the area of low pressure is off the pacific northwest coast. moisture plume continues to fill in. the sierra is getting snow right now, but it's at the higher elevations. the lower elevations, like blue canyon, i should say lake level tahoe area is getting rain. so here are some live views. a rainy san jose looking at sfo. they've had some delays today because of the weather conditions. there is snow in the sierra and mount tam showing you a very cool view as they're starting to see some breaks in the action. here's a live view from sierra, where they are going to continue to see the snow piling up. winds are gusty, but not nearly as strong. novato 23 miles an hour right now. temperatures anywhere from the 40s to the 50s for most of you. so you're going to feel that chill tonight. let's talk about rainfall so far. venado picking up over a half a foot of rain. san rafael right up there over five inches san francisco 2.66. oakland. almost an inch and a half at ben lomond around 3.62. and san

jose 50/300 of an inch from our sfo camera. it is a slick runway. level three for tonight. just another hour or so. stormy weather continues tomorrow. chilly in the morning, isolated showers and then thursday. our next round of rain and wind come in here, but it's not going to be anything like what we experienced. so through this evening, areas of heavy rain and gusty winds, chance of thunder, maybe one more hour. downed trees and power outages are still possible. we go hour by hour, 7:00 tonight. east bay and south bay still getting the action. 730 into about 830. and then things will quiet down. you're already starting to see that clearing trend behind the system and it will continue. so rainfall, additional rainfall a few hundredths of an inch to about three quarters of an inch is all we're expecting. winds will remain gusty, not nearly as strong, so 36 miles an hour. point reyes at 8 p.m. still about 3032 miles an hour along the coastline later tonight. and then as we head towards the late night hours, winds really back off

in the sierra. winter storm warning until 10 a.m. tomorrow. up to a few more feet of snow above 5500ft. a little more for the peaks. and as we look at your morning temperatures, it's going to get cold 20 to 40s out the door. so bundle up tomorrow afternoon. most areas are going to get a break. it's going to be mainly sunny to partly cloudy, with a couple of isolated showers up in the northern part of our viewing area. the biggest thing you're going to notice is it's going to be cooler, 40s and 50s. and here's your accuweather seven day forecast. chill in the morning. isolated showers. it's a level two system for thursday. not quite as intense friday morning showers. it's a level one. and then we have some cold mornings coming for the weekend. dry days by the way, the russian river at guerneville. minor flooding is expected tomorrow morning. flood stage is 32ft and as that water continues to run off, they'll see the floods, the level river cresting, i should say. so just be aware of that. and

of abc7 news storm impact scale. it is bringing rain to the bay area as you know, and snow in the sierra. this is a live look at zephyr cove in south lake tahoe. you see the flakes coming down. the tahoe area is under a winter storm warning through tomorrow morning. earlier today, the roads were pretty clear. this view is from donner lake near truckee. caltrans has had chain controls in effect today. right now there are chains required on 84 eastbound between kingvale and truckee for westbound between donner lake and kingvale. but highway 50 is open with no restrictions. >> and lots of smiles. for a

good day on the stock market and a welcome change after a volatile start to the week as wall street reacted to president donald trump's moves on tariffs. a pause on those tariffs helped level things out. the dow went up 134 points. the nasdaq added 262 and the s&p gained 43 points. crews laying off nearly half of its staff. the san francisco based robotaxi company suspended its operations in december. the layoffs come after general motors completed a takeover of the company. gms it's merging part of cruise's team to work on super cruise, which provides autonomous driver assistance. techcrunch says the layoffs will affect about 1000 employees. cruise faced scrutiny following an incident last october in san francisco, when a cruise car dragged a pedestrian who was in the road after being hit by another vehicle. >> coming up, governor newsom goes to washington. what our governor is hoping to get from the trump administration. plus.

you in closer here, notice right around san jose, east julian street, 8-80 airport boulevard. it is still pretty wet taking you back in time. we did get those thunderstorms that we had anticipated in the santa cruz county area. those storms did dump quite a bit of rain. you can see those lightning strikes as we take you back in time now around the east bay. 580 dublin livermore, los positas road. we're getting steady rain right now, so it's going to take some time for the runoff to occur. so be aware that there may still be some flooding out there. looking at north bay and san francisco, most of you are getting a break. there have been numerous reports of damage from this atmospheric river. this level three storm, one injury, unfortunately, but over 100 reports of everything from wind to debris flow to flooding. be back with another look at the forecast coming up. julian. >> thank you so much, sandhya. >> the russian river is expected to crest around 7 a.m. tomorrow, and people living nearby in low lying areas are currently under an evacuation order. that order

stretches from healdsburg to jenner. a dramatic scene this afternoon in forestville. look at this. the remnants of a home floated down the russian river. the house was swept off a steep hill by a landslide and ended up in the water. no one was inside at the time and no one was hurt in the slide. the sonoma county fire district says the house was used as a vacation rental property. people have been evacuated from several homes in the aa just as a precaution. >> in san francisco, an ambulance responded after a tree branch fell on a person there. it happened in visitacion valley this afternoon. you can see some of what was left of the fallen tree there, and you can also hear the wind whipping quite a bit. the fire department says the person did not go to the hospital. and you can see t chainsaw and crews there making quick work of that tree branch that came down and took down some power lines with it too. the tree landed on top of that white car, which was parked on

fulton street at 18th in san francisco, on the edge of golden gate park, and part of an 80 foot tall tree broke off at lake merced near the harding park golf course. thankfully, nobody was hurt, but a really large tree there and a falling ficus tree meant union street near buchanan was blocked off. the tree came down on a parklet. we have no reports of injuries there, thankfully. >> working in these conditions is tough, but hey, someone seems to be enjoying it. look at the left side of the screen. check out the smiling and waving man in waist deep water. this was on the highway 101 at arata lane in windsor. the chp shared this picture. the northbound side of 101 was briefly closed because of the flooding, and southbound traffic was down to one lane, but it's all back open now and you can follow along as the forecast changes with the abc seven bay area app. it gives you access to the same live doppler seven our weather team uses. we will also send alerts with important updates. >> today, governor gavin newsom traveled to washington, d.c,

much. all we're doing is giving los angeles and the entire state of california virtually unlimited water. >> but critics say releasing the water on short notice in the middle of winter did little for farmers and could strain supplies when they're needed. >> and that's a real danger, both in the short term and because the farms that we're relying on that water for summer irrigation now, now may not have that water to use. >> john rosenfield is science director with the environmental nonprofit san francisco baykeeper. he says california's water has been managed in a delicate balance between state and federal systems for nearly a century, and he believes splitting dams and aqueducts into dueling government agencies could be dangerous and potentially deadly. >> the fear is that people are going to get hurt, either in the short term, because mismanaged, mismanaging river flows is going to result in flooding that does damage or endangers people's lives. and in the medium and long term, people are going to

get hurt because we're mismanaging this. the san francisco bay ecosystem. >> critics also argue that the release into the central valley has no direct benefit for firefighting efforts in southern california, either, as the president previously claimed. felicia marcus is a visiting fellow at stanford's water in the west program and former chair of the state water resources control board, which works with federal partners on everything from agriculture to drinking water. >> and if you say you're doing it to help los angeles, it's the state project that delivers water to southern california urban areas, not the federal one. >> she's also concerned about the strain that an ongoing tug of war could put on our water system moving forward. >> it just would make the state have to either hold more water back or let more water go in certain cases. >> and perhaps triggering a 21st century water war. flowing along the fractured lines of our political landscape in san francisco. karina nova abc seven

dorm because it is not quite over yet. you're taking a live look at doppler seven, as you see a lot of the rain moving out of the bay area now, and a live view from santa cruz, which is under a wind advisory currently. it kind of see the rain still hitting the camera lens there, and we don't see anyone walking along the beach there. it took a while for the worst of the storm to reach the south bay. take a look at the rain that's falling this evening off zanker road in north san jose. you can see they're getting a good soaking there for sure. and happening now, a special meeting to address public safety in vallejo. city leaders are seeking input from the public after a string of high profile crimes, including a shooting that left a four year old injured. the chp has started supporting vallejo police on weekend nights. >> new details revealed today about a deadly police shooting in san francisco. officers killed a man who shot someone in the face multiple times. surveillance cameras captured the shooting. we have decided to

freeze the video because it is very disturbing to watch. now the shooter pulls up on a motorbike on ninth street near mission last monday afternoon. you see him there, parked the bike, and then he starts walking. as he walks, he pulls a gun and then seconds later, he starts shooting a man right there on the sidewalk. oh my gosh. that's why we stopped it for you. he fires multiple shots and the victim just falls to the ground. obviously the shooter goes into the building, then next door and up to his apartment on the sixth floor. that turned into a standoff with police, which lasted for hours with both sides trading gunfire. police used drones and fired nonlethal rounds before the final moments, which were captured on body camera. >> that room. he's in that room right there. shots fired. i can't see him. yeah, he's on the right. i can see some. >> when police entered the apartment, they found multiple guns, including a rifle. it's

we saw at this time yesterday. >> that's an improvement. well, here's a look at how strong the wind was today. look at this flag. this is in san francisco, near the ferry building. and a seagull. hey, he didn't seem too bothered, though, by the stormy weather this afternoon. feathers just barely ruffled by the wind. it's like i got this. i'm used to this. >> like just into the zone right here with the seagull. well, hopefully we can all be that calm in just a bit when the rain finally gets out of here. >> yes. sandhya patel is tracking it for us. sandhya? >> yeah. and, julianna, let's take a look at live doppler seven. we still have some pockets of rain in the east bay. it is steady at this hour. you can see covering a good portion from castro valley heading into dublin, dublin boulevard, pleasanton heading towards the south bay. we also have steady rain from morgan hill to san martin across highway 101. and then the wider perspective shows you the thunderstorms that moved onshore in santa cruz county. this is still a level three for maybe another hour. the

atmospheric river still is causing problems. winds are gusting to 31. oakland hills, mount umunhum 49 miles an hour. 7:00 tonight. still looking at some downpours in the east bay and the south bay. 8 p.m. starting to lighten up, and it is pretty much gone by the time we head towards the 10:00 hour. but we do have those flood watches up for the entire bay area until 4 a.m. tomorrow. the russian rivert guerneville under a flood warning. minor flooding is expected as it crests tomorrow morning. we have a wind advisory until 11 p.m. tonight as gusts up to 70 miles an hour expected possibility of downed trees and outages. i will say, though, the winds have backed off. pine mountain was up to 90 mile an hour gusts. los gatos 65. big rock ridge 88. and that was earlier. looking at the statewide picture, the sierra is picking up snow. snow levels are starting to come down. and here's what else is coming down from zephyr cove. a good bit of powder. we'll take it tomorrow afternoon. most areas will be looking at just a mix of sun and a few clouds. isolated showers though in the north
