power back on and get roads clear for the morning drive. >> it's absolutely all hands on deck. >> team coverage of the aftermath of this level three storm tonight on abc seven news at 11. >> always live. abc seven news starts right now. >> tonight the rain is over. but our rivers are still rising. there are evacuations along the russian river where flood waters still haven't peaked. alexandra valley road is covered in five feet of water in some spots. one of more than three dozen road closures in sonoma county alone. good evening. i'm ama daetz. >> and i'm julian glover. we're just learning that schools in guerneville and monte rio will be closed tomorrow, all because of those flooding concerns at the north bay is seeing the worst of it, the damage. but there are problems all across the bay area. >> tonight, firefighters responded to a mudslide in san francisco's telegraph hill area. debris nearly hit a nearby car. this is at sansom and union street. firefighters say no one

was hurt. >> flood waters rose fast on north bay roads today. new video showing two people being rescued after their truck started taking on water. they were trapped on platform bridge road east of point reyes station, marin county. crews showed up with a boat and brought them to safety. >> just overflowing everywhere. it's crazy how much rain we have had today. >> it really is in the north bay. the napa river is overflowing its banks in calistoga. the river is expected to reach major flood stage overnight. the city of napa closed the mckenzie street flood gates to reduce the risk to homes. >> and we do have team coverage from the hardest hit spots where there is still a risk of flooding tonight. but we begin with abc seven meteorologist sandhya patel tracking the flooding concerns and what's next. sandhya? >> yeah. and julianna, you know, the stormy weather is over. but like you said, the concerns are still there. so let's talk about this level three atmospheric river that came through here and

slammed the bay area. we got soaked. we got whipped by winds. take a look at the flood warning that is going for the napa river at napa until 4 a.m. wednesday. the concern here is it's at 25.2ft right now, expected to reach major flood stage, which is 28ft. it's going to surpass that slightly. and then the russian river at guerneville flood warning is going until friday night. that river is expected to reach moderate flood stage. current stage is 32ft. moderate flood stage is 36. so it's going to come up right above that tomorrow morning for both rivers. we did have record daily rainfall. san francisco 2.66in sfo 1.56, both surpassing the old records. previous records for the day. a lot of storm damage across the region. we had one injury, 140 reports, everything from wind flooding to debris. and as you will notice, mudslides as well. this level three storm has wound down. it has started to push off to the

east and to the south, but we still will have some isolated showers showing up in the north bay tomorrow around noontime and again around 2 p.m. for the most part, the rest of you will be just seeing a mix of sun and clouds. right now it is gusting to 37 at oakland, 25 at napa. not nearly as intense as it was earlier. i'll be back with a full look at the forecast, which includes that next storm ama. >> all right, we'll hear more. thank you. sandhya. the north bay is no stranger to flooding, especially in this spot. several feet of water in the parking lot forced crews to evacuate a medical center in santa rosa. today. at least two cars had to be towed from the facility on airway drive. abc seven news reporter j.r. stone is live there and j.r. the flooding is gone, but neighbors concerns are not. >> yeah those concerns are still here. ama if i was standing here eight hours ago, i would have been standing in water. a much different situation tonight. you can see those creek levels have gone down. but let's keep in mind that this creek has

overflowed at least twice in the past three months, sending water every which way. >> probably up to like my knees. >> katrina flippen is describing the moment her suv got stuck in 2 to 3ft of floodwater outside sutter health medical facilities and the hampton inn tuesday afternoon during the rain. >> around 315, we were told we're shutting down the medical offices, evacuate. so i went to get in my car and drive out and it stalled out in the puddle. >> this picture shows flip an suv and a blue car that couldn't get through the water. tuesday night the flood water was gone, but debris was still within the rims of the blue car. >> it didn't actually look that deep. it looked like very wide, but not super deep. and then i drove and as soon as i hit the water, i realized it was a mistake. wow. >> and the car just shut off. then at. >> that point. yep. so probably need probably shot my engine. so

that's good. >> some staying at the hampton inn told us they just waited it out. >> i was looking out my window and then i hear the wind blowing up against. i look out every once in a while and i said, this is too nasty to go out, especially driving. when you see that water going across the road like that, don't risk it, don't risk it. >> this is at least the second time this area has been flooded in the past year. >> i think the city of santa rosa should have done something to try to correct this situation. >> no one was hurt though, and everyone just trying to make the best out of this wet situation, saying they will park in the nearby kohl's parking lot going forward instead. >> my feet are freezing because i got out of my car into the puddle, and so now they're cold and wet. >> and you're not wet? >> no, i'm wet and cold from the entire day. okay. there's been a lot of rain here. >> shoes are dry. >> my shoes are dry. yes. >> good luck going forward. >> thank you. yeah.

>> and hopefully they are back home tonight and warm tonight. now back out here live these creek levels down considerably like i talked about early on. but i will say i did reach out to the city of santa rosa to ask them if they have any plans to improve drainage here. i haven't heard back. i reached out to sutter health with those same questions. any plans to improve the drainage? they didn't have an answer to that question. reporting live in santa rosa j.r. stone, abc seven news. >> all right j.r. thank you so much. a dramatic scene this afternoon in forestville as the remnants of a home look floated down the russian river. a landslide sent the house tumbling off a steep hill and into the water. fortunately, the house was empty. no one was hurt. the sonoma county fire district says the property is used for vacation rentals. first responders evacuated people from several neighboring homes just as a precaution. >> strong winds took down tree

branches and power lines in several spots across san francisco today. a branch fell on a person in the visitacion valley area. thankfully, they did not have to be taken to the hospital along union street in cow hollow, a tree crushed a parklet there. well, the strong winds and rain soaked the peninsula in south bay as well. plenty of people spent part of the day in the night in the dark as well. abc seven news reporter tim johns is in san mateo with a look at the aftermath and the work to fix those power outages. >> reporter the bay area's second atmospheric river in a week, soaking the peninsula and the south bay tuesday. in the evening, heavy rain fell on san jose earlier in the day, the peninsula also getting hit with both intense rain and strong winds along highway one near half moon bay. our crew ran into a tree that had partially toppled into a nearby power line further east in millbrae. video shows a car that was damaged after part of a tree fell on top of it. those same winds also taking down more trees in nearby burlingame as of tuesday night. p-g-and-e's says thousands of

customers were without power in the peninsula, mostly because of the wind. >> the wind can slap lines together and cause outages. it can uproot trees that are otherwise healthy. it can send debris flying through the air and making contact with our electrical lines. >> p-g-and-e's spokesperson tom sarkisian says while the company had been preparing for tuesday's storm for days, wind events are oftentimes hard to predict. >> we have technology that helps us determine where we can expect the most outages, so we can have the right number of crews in the right place at the right time. >> p-g-and-e's says while there are still customers without power here in the peninsula, their teams will work around the clock until everyone's electricity is restored. in san mateo, tim jonze, abc seven news. >> and we're taking a look now at p-g-and-e's outage map. and you can see some outage dots across the peninsula and the north bay right now. more than 8000 customers are without power, and more than half of those outages are along the peninsula. the largest outages

are in san mateo county, south of half moon bay and in san rafael. >> it is slow going in the sierra with all the snow that's coming down. drivers on 8-80 needed chains for most of the day and that includes trucks. many pulled over, which led to traffic backing up. you can track the weather anytime with the abc seven bay area app. it has the latest forecast and the same live doppler seven radar. our weather team uses. >> the weather also has first responders keeping a close eye on the moss landing battery plant, worried that the storm could cause the fire there to flare up. on friday, the county sent alerts to residents warning of potential danger. while they said the situation at the plant was stable. the message did spark some concern in the community. there was a meeting tonight for people to share those concerns, and many are asking for more communication from public officials. >> it is a crazy time. there's so much news out there in the world. plane crashes, government changes, all these things. and

see part of the truck just wrapped around a power pole there. the crash happened this afternoon on morgan territory road in unincorporated livermore. the chp says the driver has serious injuries. >> new details were revealed today about a deadly police shooting in san francisco. officers killed a man who shot someone in the face multiple times. surveillance cameras captured the shooting. we have decided to freeze that video because it is very disturbing to watch. >> i want to help. please. where are you, ma'am? please. someone's been shot. 79 ninth street. he's just been shot in the head. >> those frantic 911 calls captured the moments after the

shooter rode up on a motorbike. you see here on ninth near mission last monday. as he walked up, he pulled a gun and started shooting vapor room dispensary owner martin oliver on the sidewalk. shooter kept firing even as oliver was on the ground. cameras then captured the shooter, heading inside a building and up to his apartment on the sixth floor. that turned into a standoff with police, which lasted for hours, with both sides trading gunfire, ending when officers killed the suspect. >> he shoot that room? he's in that room right there. shots fired. i can't see him. yeah, he's on the right. i can see some. >> when police entered the apartment, they found multiple guns, including a rifle. it is still not clear why the shooter did what he did. the victim survived the shooting. >> and now to a story we've been following closely for weeks now. vallejo's effort to improve public safety. the city held a special meeting tonight that

featured a community workshop to come up with solutions. city leaders implored residents to help pitch in. >> we need you. we can't do this by ourselves, right? and if we're going to get into it, we got to get it 100%. if you don't mind me being direct, transparent, we cannot have anything where people think that we are silent. >> the city has turned to the state for help asking for the chp support, especially on weekends. you can get detailed information about crime and public safety where you live with our abc7 neighborhood safety tracker. you can find it at abc7 news.com or inside of the abc7 bay area app. >> president trump says palestinians have no choice but to leave gaza. he made the comments today while meeting with israeli prime minister benjamin netanyahu at the white house. he also says the u.s. should take control of the gaza strip, possibly by deploying u.s. troops. >> we will own it and be responsible for dismantling all of the dangerous unexploded

bombs and other weapons on the site. level the site and get rid of the destroyed buildings. level it out. create an economic development. >> trump also encouraged egypt or jordan to take in palestinians, even though both countries and the palestinian people reject that idea. netanyahu said he and trump are still talking, acknowledging their ideas for gaza do differ. >> starting today, the u.s. postal service is no longer accepting packages from china and hong kong. it's unclear how long the service will be suspended. letters, we're told, will not be impacted. usps has not commented, nor is the white house. it comes amid president trump's ongoing trade war with china. for customers, this move could impact orders from retailers including sheehan, temu and aliexpress. it is also in the middle of lunar new year celebrations, a popular time for packages or for families to send packages. >> in the east bay, a former mount diablo unified school district employee is accused of a multi-million dollar fraud

scheme. according to the federal indictment, the employee used district funds to buy tablets, laptops and other electronics that he would then turn around and sell. the funds were supposed to be for an after school program he was in charge of. the man allegedly took more than $3 million. he now faces mail fraud charges. tonight in the east bay. health officials in contra costa county have lifted the public health advisory for the martinez refinery fire. that means people nearby don't have to worry about having windows and doors closed for the first time since the fire broke out saturday. multiple california lawmakers are now calling for a full audit of the martinez refining company, as well as an independent investigation to prevent this from happening again. a hydrocarbon material leak is believed to have caused that fire. >> well, some good news. the worst of the storms we've been dealing with all week long. finally behind us here. >> yes. still some concerns. so let's get to meteorologist sandhya patel for the latest. sandhya. >> yeah, absolutely. and the concerns are flooding for the

napa river and the russian river. julian and ama right now. i want to show you a live picture from our zephyr cove camera. because the snow is coming down, snow levels have dropped. this is really a welcome sight. i want to show you the winter storm warning that's in effect until 10 a.m. tomorrow. a few feet of snow above 5500ft right now. chains are required on 50 and four. i would hold off on traveling until after the storm has passed. take a look at live doppler seven taking you back in time. it has been rain and then switched over to snow here in the bay area. we got slammed by that level three atmospheric river with rain and wind. i do want to show you the flood warnings that are still up for the russian river and the napa rivers. also, we have a flood watch, and these are going because it takes a while for the water to run off. so still could be some flooding concerns, especially at those two rivers. looking at the wider perspective here, the worst part of the storm has moved on. southern california starting to get some of the showers. they do have

some concerns about debris flows, but they're not expecting the kind of rain that we saw. san rafael over five inches of rain. venado got over a half a foot. san francisco more than three inches. oakland almost two there. napa over three. san jose 1.06. exactly as we had expected. they didn't really get into the rain shadow effect this time around. to livermore 6900 and ben lowman close to five inches of rain. that's just in 24 hours. winds have really backed off right now. atlas peak and hood mountain 32 miles an hour. here's a look at some of the strongest wind gusts. pine mountain fire road 90 miles an hour. big rock ridge, 8877, in la honda. now that the winds are coming down. frost advisories going up, temperatures down to the mid 30s. that advisory in effect for the north bay valleys until 9 a.m. temperatures are already coming down. 38 in cloverdale, 41 in santa rosa. right now. here's a look at sutro tower from san francisco. of san francisco from sutro tower. excuse me. tomorrow.

chilly morning, isolated showers. thursday, our next round of rain and wind arrive. and for the weekend. cold mornings and sunny days are expected, so we do have a level two storm for thursday. nothing like what passed through. moderate strength. storm rain with brief downpours, gusty winds, chance of minor roadway flooding as we go. hour by hour 9:00 in the morning. that rain is moving in. on thursday you will notice some pockets of heavier rain by 5 p.m. for the evening commute. downpour possible around 8:00 thursday night, and then it switches over to scattered showers for your friday, not just the morning, but into the afternoon as well. rainfall totals with that system will range anywhere from about 2/10 in brentwood to just over an inch of rain in the far northern part of our viewing area. the winds will come up initially in the afternoon out of the south over 35 miles an hour, and then topping 50 miles an hour thursday night. so there could still be some concerns about trees going down. just be aware of it. there is no wind advisory yet, but that could

change your morning temperatures upper 20s to low 30s and our coldest north bay locations 35 in napa, 36 in livermore. bundle up before you head out tomorrow afternoon. you're going to see plenty of sun, a few clouds, and then isolated pop-up showers in the north bay. highs will be in the 40s and 50s. your accuweather seven day forecast. it's a chilly morning. you get that break other than a shower or two in the north bay. thursday's wet and windy. it's a level two. it's a one for friday and then cold and frosty morning, saturday and sunday with plenty of sun for your weekend going into early next week.

is exploring a plan to remove bike lanes along a busy corridor. the community is split over safety and parking needs on humboldt street. bike lanes were installed two years ago to address crashes in the area, but more than 100 parking spaces were removed because of it. in a meeting last night, city council decided to research and get input on a plan that would replace the bike lanes with a boulevard where cyclists and cars would share the road. >> rickey henderson is going to be remembered forever by the city of oakland. the city council voted to rename part of coliseum way after baseball's man of steel. it also declared
