>> it is rain in spain. rain falls mainly on the plain. amanda. i mean, what a day yesterday was. i mean, it was wet. it was windy. now we still have some issues on our rivers in the north bay. live doppler seven is really quiet right now. we have a flood warning, though. in effect for the russian river around guerneville. we are seeing some minor to moderate flooding in the region. our own lena howland is headed in this direction this morning. she'll have live reports over the next couple of hours. we have traded the rain for some really cold air this morning. you are going to feel it. we're nearly 20 degrees colder ana lot of spots compared to this time yesterday morning. so we are well in the 30s right now. so you step outside and it feels, let's say invigorating. let's put a silver lining on this because it is quite cold out there. we do have frost advisories in effect for the valleys of the north bay this morning. for some of the coldest air right now, temperatures could be down to 33 degrees this morning. so you can put the rain gear away today. you need the

heavy jacket, several layers, the gloves, the hat to stay warm this morning. later on this afternoon. it's a sunny day. it is quiet. temperatures are chilly, though. we're only in the mid 50s. but like amanda mentioned, tomorrow rain is back in the forecast and it is a level two on your thursday. we'll talk about our next storm coming up in seven minutes, but let's check in with gloria. what's going. >> good morning to you drew. good morning to everybody at home. so much different morning today. yesterday wed all that rain during the morning commute. it is looking dry out there right now here at our golden gate bridge camera. you can see there are no issues here and you won't have any delays if you're driving into san francisco. we do have a high wind advisory in effect though, on the golden gate bridge. so as always, when it's windy out there, just keep both hands on the steering wheel and looking live at our san jose 101 8-80 camera. it is dry out there in the south bay as well. compared to yesterday morning, you see those headlights heading into the san francisco direction. it is a smooth drive from santa clara to the peninsula and looking at your drive times. tracy to dublin 34 minutes san

sent the house tumbling off ande steep hill and into the water. fortunately, the house was empty and no one was hurt. the sonoma county fire district says the property is used for vacation rentals. first responders evacuated people from several neighboring homes as a precaution that order for low lying homes along the russian river stretches from healdsburg to jenner. >> it didn't actually look that deep. it looked like very wide, but not super deep. and then i drove, and as soon as i hit the water, i realized it was a mistake. wow. >> and the car just shut off. then at that point. >> yep. so probably need probably shot my engine, so that's good. >> and that was katrina flippen describing the moment her suv got stuck in 2 to 3ft of flood water outside of a sutter health medical center and the hampton inn tuesday afternoon. during the rain, several feet of water in that parking lot forced crews

to evacuate the medical center in santa rosa yesterday. now, back here live. the russian river is expected to crest this morning around 7:00. so that is why these evacuation orders remain in place this morning. live in santa rosa. lena howland, abc seven news. >> just overflowing everywhere. it's crazy how much rain we have had today. >> also in the north bay, the napa river is overflowing its banks in calistoga. this morning, the river is expected to reach major flooding stage. the city of napa closed the mckenzie street flood gates to reduce the risk to homes. p-g-and-e's has been working all night to get the power back on for people across the bay area. at 11 p.m, there were more than 8000 customers without electricity. you can see on the p-g-and-e's outage map. there are still outages across the bay area, but they are mostly small and scattered from the santa cruz mountains, up the peninsula and into marin county. >> and overnight crews have

been monitoring a mudslide in san francisco's telegraph hill area. this is at sansome, and union debris hit a car when the hill gave way last night, but no one was hurt. no homes were evacuated in visitacion valley. an ambulance responded after a tree branch fell on a person yesterday afternoon. you can see what was left of the fallen tree there. the san francisco fire department says the person did not go to the hospital. in the end. a chainsaw took care of a tree branch that came down on fulton street near 18th. that's at the edge of golden gate park. it took out power lines and landed on top of that white van. >> the bay area coast was battered by strong winds during the storm, at times hitting 60mph. that was in the pacifica area. the department of public works and fire department had crews patrolling the streets during the height of the storm. they were equipped with chainsaws and other gear to deal with damage, like downed power lines or fallen trees. now we are

seeing a break today, but more rain is headed for the bay area. you can track that next storm with the abc seven bay area app. it gives you access to the same live doppler seven that drew uses. will also send alerts with important updates. >> new. this morning, a richmond police officer shot and killed a person wanted for a parole violation last night. it happened near pullman avenue and carlson boulevard. investigators say the officers approached the person near the railroad tracks, but they refused to cooperate. a standoff began, and about 30 minutes later, an officer shot the person. no other details about what led to the shooting are being released right now. we are learning new details and seeing new surveillance footage of a deadly police shooting that happened in san francisco. officers killed a man who shot someone in the face multiple times. surveillance cameras captured the shooting. and we've decided to freeze the video because, as you can imagine, it is very disturbing to watch. >> i don't want you to help. please. where are you, ma'am? please. someone's been shot. 79

ninth street has just been shot in the head. >> so frantic. 911 calls capture the moments after the shooterure rode up on a motorbike on ninth near mission last monday. as he walked up, he pulled out a gun and started shooting vapor room. dispensary owner martin olive, who was on the sidewalk. the shooter kept firing even as olive was on the ground. cameras then captured the shooter heading inside a building and up to his apartment on the sixth floor. that turned into a standoff with police, which lasted for hours, with both sides trading gunfire. >> that room. he's in that room right there. shots fired. i can't see him. yeah, he's on the right. i can see some. >> when police entered the apartment, they found multiple guns, including a rifle. the motive still is not clear. olive survived the shooting.

>> the story i've been following closely for weeks. vallejo's effort to cut down on crime. the city held a special meeting last night, featuring a community workshop to come up with solutions. city leaders implored residents to pitch in. >> we need you. we can't do this by ourselves, right? and if we're going to get into it, we got to get it 100%. if you don't mind me being direct, transparent, we cannot have anything where people think that we are silent. >> the city has turned to the state for help asking for the chp support, particularly on weekends. you can get detailed information about crime where you live with our abc7 neighborhood safety tracker. find it at abc seven news.com, or on our abc7 bay area app. >> 509 this morning we are watching the russian river near guerneville this morning because we are anticipating a little bit of moderate flooding. the river gauges right now have the river forecast to crest at about 35.5ft close to 6 a.m. this morning, and that will be the peak. it will start to

recede pretty quickly later on this afternoon, but this morning we will likely see some minor flooding, if not pockets of moderate flooding along the banks of the russian river near guerneville. we'll keep our eyes on that. live doppler seven along with satellite. our busy day yesterday. our storm is now southern california's problem. they are going to get some rain today and tomorrow. we get a break today from the severe weather. but our next storm is already getting its act together. this area of low pressure moves in here first thing tomorrow morning and will linger through early friday. so today it's all about the really chilly temperatures. this morning. you really want to bundle up because it's going to feel much colder compared to yesterday. 30s on the board for a lot of us right now. later on this afternoon, we're slow to warm up. we will have a lot of sunshine, but temperatures will be below average, will only max out in the low and mid 50s later on today. tonight the clouds are rolling back in ahead of that rain coming our way tomorrow morning. so tomorrow it is a level two. we have rain on the way, some brief downpours and some gusty winds. it won't be too hard to find pockets

because they are closing their flagship store in the san francisco center mall. that will affect about 164 people. salesforce is planning a much larger layo. it's san francisco's largest private employer. bloomberg reports that the company is planning to let go of more than 1000 people, or just over 1% of its staff. it's not clear where the cuts are coming from, because salesforce hasn't filed a notice with the state yet. however, bloomberg reports that salesforce will continue to hire in its i division and several other tech companies, including san francisco based okta, have also been making cuts. the company recently said it will be letting go of 3% of its workforce. amanda. >> all right, gloria, thank you. the trump administration is planning widespread layoffs among federal workers starting tomorrow. the layoffs are being referred to internally as sweeping reductions in force. they're expected to begin soon after the thursday deadline set by the office of personnel management. a resignation package is being offered. it

allows workers to leave voluntarily and be paid through september 30th. employees who do not accept the deferred resignation offer are at risk of losing their jobs with no compensation. >> today, governor newsom is set to meet with president trump in washington as he works to secure more federal aid for southern california wildfire recovery efforts. he'll be the first democrat to sit down with the president in the white house since the inauguration. the president has blamed california's leaders for the fires and threatened to withhold aid if the state doesn't change its water policy. speaking of that, after visiting southern california last month, president trump signed an executive order directing federal agencies to assert control over federal dams and aqueducts in california. last weekend, billions of gallons of water were released from two dams in the central valley. the president claimed the move gave l.a. and the entire state, quote, unlimited water. but that's untrue. there is no infrastructure to get it from those dams to southern

california. the water released from the central valley was being saved for the dry summer months, but flowed into a dry lake bed and mostly soaked into the ground. >> a real danger, both in the short term and because the farms that we're relying on that water for summer irrigation now, now may not have that water to use. >> the water supply in southern california comes partly from state water projects and water from the colorado river. >> california lawmakers have signed off on a $50 million fund to defend the state's progressive policies against challenges by the trump administration. $25 million will go to the state department of justice to fight legal battles against the federal government. another $25 million will help legal groups defend immigrants facing deportation. now the proposal passed the assembly along party lines, withembly republicans warning these efforts could face backlash. >> the governor is walking a

time of the year when we get additional cloud cover acts like a blanket. so tonight not as cold. we're mainly in the 40s around the bay shoreline with pockets of 30s and our coldest areas tomorrow. the big headline is rain is back, so it's a real brief break from the wet weather today, thursday. it's a level two with rain, brief downpours, some gusty winds, and the chance of minor flooding. so here's future weather. tomorrow morning. the rain will really arrive just after the morning commute. so here's 10 a.m. tomorrow. and then we have those steady light showers with us. it's not out of the question. some of our higher peaks in lake and mendocino county could see a dusting of snow early on tomorrow morning. tomorrow afternoon we will track some scattered heavy rain that could lead to some minor flooding. scattered showers tomorrow evening and even first thing friday morning, we'll have a light shower to deal with before this system kicks out of here. friday afternoon. and again, we're looking at a half of an inch to an inch and a half of rain. wind gusts really pick up thursday afternoon. strongest along the coast first. and then thursday night. those winds will be pretty extensive. 30 40 mile per hour winds. winter storm

for an easier commute. so far. this is a live look at our emeryville camera. you can see already a lot of vehicles out there as people head out to work this morning. we aren't seeing any issues here west of the east shore freeway. it is a little busy, but no major delays. if you're going from highway four to san francisco, 33 minutes and looking live at our san rafael cam, you can see that traffic is flowing nicely here heading into san francisco. it is nice and open. however, there are reports of closures, many closures in the north bay because of flooding. for example, one 121, one 1612 and some city roads may have portions that are closed. so definitely plan ahead if you are commuting in these areas and keep that in mind, because you might need a little bit more time. you might need to go around to get to your destination today. reggie. >> as you can see from the traffic cameras, it is dry right now, but the hazards are still present. flood waters rose fast on north bay roads. this video shows two people being rescued after a truck started taking on water. they were trapped on a

platform bridge road east of point reyes station, marin county. crews showed up with a boat and to safety this morning. rivers are still rising. evacuation orders went into effect last night along the russian river, where flood waters are expected to peak this morning. that means schools in guerneville and monte rio will stay closed today. and evacuation point has been set up in santa rosa. abc seven news reporter lena howland is live there for us this morning. lena. >> hey, reggie, good morning to you. the santa rosa veterans hall right now is serving as a temporary evacuation point for anyone who needs it after yesterday's flooding. now, i just spoke with the sonoma county emergency management team, and they say so far, only one couple has taken advantage of this, and they are sleeping in their car right now. but folks here in the area are not quite out of the woods just yet, as the russian river is expected to crest around 7:00 this morning. the north bay, as we know, is no stranger to flooding,

especially in this spot, which has since been closed off at airway drive near sutter avenue. several feet of water in the parking lot forced crews to evacuate a santa rosa medical center in the same area. at least two cars had to be towed from the facility on airway drive. this is at least the second time this area has flooded in the past year. >> i was looking out my window and then i hear the wind blowing it up against. i look out every once in a while and i said, this is too nasty to go out. and especially driving, when you see that water going across the road like that, don't risk it. >> i think the city of santa rosa should have done something to try to correct this situation. >> and yesterday afternoon we also saw the remnants of a home floating down the russian river in this dramatic video, a landslide sent the house tumbling off a steep hill and into the water. fortunately, the house was empty and no one was hurt. that's what prompted the evacuation of several neighboring homes.

as a precaution, those evacuation orders are still in effect this morning. live in santa rosa. lena howland abc seven news. >> thank you. lena. the peninsula and south bay also saw heavy rain and strong winds, which led to thousanf people losing power. our crewanf found a tree that partially toppled onto a nearby power line along highway one near half moon bay. now farther east in millbrae, a car was damaged after part of a tree fell on top of it. those same winds took down even more trees. nearby in burlingame. >> the wind can slap lines together and cause outages. it can uproot trees that are otherwise healthy. it can send debris flying through the air and making contact with our electrical lines. >> p-g-and-e's says. while the company has been preparing for the storm, wind events are hard to predict. you can follow along as the forecast changes with the abc seven. bay area app gives you access to the same live doppler seven our weather team uses and will send alerts with important updates.

>> success for san francisco's new mayor, daniel lurie. the board of supervisors has passed his proposal to expand the mayor's power to allow a quicker response to the fentanyl crisis. now that he has the power, many are left asking what he will do with it. abc seven news reporter gloria rodriguez is at the live desk with a look at what comes next. >> good morning amanda. much of laurie's campaign was focused on tackling the fentanyl crisis in san francisco. as mayor, he pitched the ordinance as a necessity. he plans to add 1500 beds for shelters, open a 24 hour drop off crisis center and hire more safety professionals. laurie also wanted to allow private entities to fund these endeavors. sf supervisors were initially hesitant to agree to the overriding of the usual checks and balances, but many say that laurie has had open communication and has been open to negotiating with the board. with the vote passed, laurie can now accept donations of up to $10 million without supervisor approval. the chronicle reported that the board of supervisors cautiously

approved the legislation, instead of the original four years that laurie had planned. legislators agreed to end the legislation in january. at that point, they will review how successful the program was. reggie aqui, laurie. >> thank you. today, president trump plans to sign an executive order banning transgender people from women's sports teams. the order will involve how his administration will interpret title nine. that's the law that covers gender equity in athletics. every administration has the authority to issue its own interpretations of the landmark legislation. trump found during the campaign his pledge to keep men out of women's sports, as he put it, resonated beyond the usual party lines. more than half the voters surveyed by the associated press said support for transgender rights in government and society has gone too far. horrifying. crazy. problematic. just a few words being used by u.s. lawmakers to describe president trump's proposal for the u.s. to take over the gaza strip. the move
