later this year. the eateries you'll see starting this spring, and one includes a famed pizza place. >> i saw the wall. oh, it's up when i was there. yeah. >> did have an advertisement about what it was. >> it did. >> all right. >> good morning. on this wednesday, february 5th. >> yeah, a lot drier this morning, drew. >> yeah, it was wild yesterday. we had rain. we had wind. now we've traded the wet weather for some frigid air. live. look from our tam cam. let's take napa, for example. temperatures down to 36 degrees right now. we do have a frost advisory here where temperatures could dip as low as 33 degrees before the sun gets up here. live doppler seven, if you are with us. yesterday morning, this was very active. it's quite a different story today. it is quiet out there, but it is cold right now. temperature change. look at this. 10 to 20 degrees cooler. so you're going to feel that cold air when you step outside. it feels brisk to start our day. temperatures right now most of us are in the 30s. good morning. fremont at 37 down to 33 in santa rosa. it is chilly in the

city right now. 42 is your starting temperature in san francisco. so looking at the day planner today, you don't need the rain gear, but you need a lot of layers out there. we have a frosty morning leading to a chilly afternoon. it's bright but brisk with temperatures in the 50s. but tomorrow the rain is back and so too is the wind. we're tracking a level two moderate storm on thursday. a close look at the details coming up in seven minutes. let's check in with gloria. a different commute this morning. >> it is very different out there today. yesterday we were driving in the rain and the wind. today it is dry out there, but it is still busy out there on the roads right now. this is a live look at our bay bridge toll plaza camera. metering lights are on. they turned on about 538 this morning and you could see there traffic is backed up pretty much to the end of the parking lot, but you won't have any delays as you drive across the span into the city from highway four to san francisco. it will take you 49 minutes. and if you take mass transit, we do have some updates for you. capitol corridor is reporting that trains. 521. 522. 528 and 531 are all canceled

because of an equipment problem. and then bart is reporting that the oakland line between the airport and the coliseum is on a 20 minute delay. caltrain is on time. reggie. >> thanks so much. the rain has moved on for now, but the hazards are still present in the north bay. rivers are still rising. evacuation orders went into effect overnight along the russian river, where flood waters are expected to peak this morning. that means schools in guerneville and monte rio are going to stay closed today. and evacuation center has been set up in santa rosa. abc seven news reporter lena howland is checking out some areas where roads are still closed. she's live just outside of rohnert park this morning. hi, lena. >> hey, reggie. good morning to you. we are at stony point road and rohnert park expressway, where the expressway is still shut down at this hour. you can see those roadblocks set up here behind me. and this area has been shut down since last night. now, i want to go now to some dramatic video showing the remnants of a home floating down

the russian river yesterday. a landslide sent the house tumbling off a steep hill and into the water. fortunately, the house was empty and no one was hurt. the sonoma county fire district says the property is used for vacation rentals. first responders evacuated people from several neighboring homes as a precaution. that order for low lying homes along the russian river stretches from healdsburg to jenner. >> it didn't actually look that deep. it looked like very wide, but not super deep. and then i drove, and as soon as i hit the water, i realized it was a mistake. wow. >> and the car just shut off. then at that point. >> yep. so probably need probably shot my engine, so that's good. >> and that was katrina flippen describing the moment her suv got stuck in 2 to 3ft of floodwater outside of a sutter health medical center and the hampton inn tuesday afternoon. during the rain, several feet of

water in the parking lot forced crews to evacuate that medical center in santa rosa yesterday. now, the russian river is expected to crest right around 7:00 this morning, which is why those evacuation orders are still in effect this morning. live in santa rosa. lena howland abc seven news. >> just overflowing everywhere. it's crazy how much rain we have had today. >> also, in the north bay, the napa river is overflowing its banks in calistoga. this morning, the river is expected to reach major flooding stage. the city of napa closed the mckenzie street flood gates to reduce the risk of homes to homes. p-g-and-e's has been working all night to get the power back on for people across the bay area. at 11:00 last night, there were more than 8000 customers without electricity. you can see on the p-g-and-e's outage map there are still outages. we just got an update from p-g-and-e's a few minutes ago, and that number has been cut almost in half overnight to

about 4400 customers. >> overnight crews have been monitoring a mudslide in san francisco's telegraph hill area. this is at sansom and union. debris hit a car when the hill gave way last night, but no one was hurt. no homes were evacuated in visitacion valley and ambulance responded after a tree branch fell on a person yesterday afternoon. you can see what was left of that fallen tree. the san francisco fire department says the person did not go to the hospital. >> a chainsaw took care of a tree branch that came down on fulton near 18th, on the edge of golden gate park, and took out power lines and landed on top of that white van. >> the bay area coast was battered by strong winds during the storm, at times hitting 60mph. that was in the pacifica area. the department of public works and fire department had crews patrolling the streets during the height of the storm. they were equipped with chainsaws and other gear to deal with damage, like downed power lines or fallen trees. we are seeing a break today. more rain

is headed to the bay area. track the next storm with our abc seven bay area app that gives you access to the same live doppler seven. drew uses will also send alerts with important updates. >> new. this morning, a richmond police officer shot and killed a person wanted for a parole violation. this happened last night. it happened near pullman avenue and carlson boulevard. investigators say the officers approached the person near railroad tracks, but they refused to cooperate. a standoff began, and about 30 minutes later, an officer shot the person. no other details about what led to the shooting are being released right now. and we are learning new details and seeing new surveillance footage of a deadly police shooting that happened in san francisco. officers killed a man who shot someone in the face multiple times. surveillance cameras captured the shooting. we've decided to freeze the video because, as you can imagine, it's disturbing to watch. >> don't know what to do. help, please! >> where are you, ma'am? >> please. someone's been shot. 79 ninth street. he's just been shot in the head.

>> frantic 911 calls capture the moments after the shooter rode up on a motorbike on ninth near mission last monday. as he walked up, he pulled a gun and started shooting. vapor room. dispensary owner martin oliver, who was on the sidewalk. the shooter kept firing even as oliver was on the ground. cameras then captured the shooter heading inside a building and up to his apartment onto the sixth floor. that turned into a standoff with police, which lasted for hours, with both sides trading gunfire. >> the room. he's in that room right there. he's shot. shots fired. i can't see him. yeah, he's on the right. i can see some. >> and when police entered the apartment, they found multiple guns, including a rifle. the motive still is not clear. oliver survived the shooting. >> here's a story we've been following closely for weeks. vallejo's effort to cut down on crime. the city held a special

meeting last night, featuring a community workshop to come up with solutions. city leaders implored residents to help. >> we need you. we can't do this by ourselves, right? and if we're going to get into it, we got to get it 100%. if you don't mind me being direct, transparent, we cannot have anything where people think that we are silent. >> the city has turned to the state for help asking for the chp support, particularly on weekends. >> 609 in the accuweather forecast, we are getting a break from yesterday's severe weather. live doppler seven along with satellite. our storm is now moving into southern california where they will get rain out of that system. it is quiet today, but our next storm is quickly approaching. this area of low pressure arrives here tomorrow and will bring us more rain and more wind on our thursday, but not today. so here's what you'll need. you can leave the umbrella, any of your rain gear at home. you don't need it, but what you do need is to prepare for a cold start this morning.

powering five years of savings. powering possibilities. comcast business. tracking layoffs hitting companies in san francisco. gloria, we know the cuts are coming at bloomingdale's and salesforce. >> yes. bloomingdale's announcement is expected. they're planning to close their flagship store in the san francisco center mall this spring. that will affect about 164 people. salesforce is

planning a much larger layoff. it's san francisco's largest private employer. bloomberg reports the company is planning to let go more than a thousand people. that's just 1% of its staff, and it's not clear where the cuts are coming from, because salesforce hasn't filed a notice with the state yet. however, bloomberg reports that salesforce will continue to hire in its ai division. several other tech companies, including san francisco based okta, have also been making cuts. the company said it will be letting go of 3% of its workforce. reggie. >> thanks, gloria. the trump administration is planning widespread layoffs among federal workers. that starts tomorrow. the layoffs are being referred to internally as sweeping reductions in force. they're expected to begin soon after the thursday deadline set by the office of personnel management. a resignation package being offered allows workers to leave voluntarily and be paid through september 30th. employees who don't accept that deferred resignation offer are at risk of

losing their jobs with no compensation. today, governor newsom is set to meet with president trump in d.c. as he works to secure more federal aid for southern california's wildfire recovery efforts. he'll be the first democrat to sit down with the president in the white house since the inauguration. the president has blamed california's leaders for the fires and threatened to withhold aid if the state doesn't change its water policy. >> california lawmakers. >> have signed off on a $50 million fund to defend the state's progressive policies against challenges by the trump administration. 25 million will go to the state department of justice to fight legal battles against the federal government. another 25 million will help legal groups defend immigrants facing deportation. now, the proposal passed the assembly along party lines, with republicans warning these efforts could face backlash. >> the governor is walking a real tight line here between democrats and his party that actively want to resist trump, and the reality of the los angeles fires that has him going

back to washington looking for assistance from the same administration that he is trying to bulletproof california, from. >> republicans trying to amend the bills to exclude violent undocumented immigrants from accessing the legal aid. that only got a nonbinding footnote in the legislation, which is now headed to the governor's desk. there are many changes happening in the trump administration. we are keeping track of the first 100 days, and you can, too, at abc7 news.com and on the abc7 bay area app. >> crime on bart is down according to new numbers. bart police say in 2024, there was a 17% drop in overall crime compared to the year before, and violent crime was down 11% over that same period. the number of riders went up with 2.6 million more trips in 2024. bart p-d also says last year was the strongest for recruitment since the pandemic. they highlighted their $15,000 hiring bonus for officers as one contributing

factor. >> a san francisco restaurant with more than 100 years of history is starting something new. balboa cafe is opening a location inside sfo's harvey milk terminal. that's not the only new food coming to the airport in may. a new sf eats food hall is opening in the terminal. it will feature multiple bay area staples like equator coffee, catawba kitchen, napa farms market, and tony's of north beach. >> the return of mcdonald's fan favorite is just around the corner. the minty shamrock shake is coming back february 10th, a month before saint patrick's day. there will also be an oreo mint mcflurry released this year. mcdonald's is bringing back more than just a shake and a strange uncle of the franchise also making a return. get ready for uncle grimace. >> what? >> look, i have been riding with mcdonald's almost since birth and i do not recall grimace having a green uncle, but apparently he exists. okay. he

because i love grimace. >> we'll see him soon. this morning we find a nice break in the weather. the rain is going to come back tomorrow, though. but today it's all about some really cold temperatures. this morning it's frosty right now with frost advisories in effect. it will be chilly this afternoon. it's brisk, but it's bright today. now, tomorrow it's a level two storm as rain and wind return. but the weekend is really looking nice. we have a lot of sunshine coming our way, but some chilly mornings both saturday and sunday. speaking of chilly mornings, it is quite cold out there compared to yesterday. we're at 32 in santa rosa. good morning oakland. it is frosty out there, 38 degrees 39, in palo alto. so we have this cold start right now. you want multiple layers. you want to have that winter coat with you the afternoon. it is cool, but it is a sunny day. we're not seeing any severe weather. the next 24 hours. daytime highs will be in the 50s overnight. tonight we'll find clouds on the increase as our next storm system arrives here tomorrow morning. so take a look at the storm impact scale. it's back on thursday with the level two storm rain with brief downpours, gusty winds and the chance of minor flooding. so here's future weather. those clouds thicken tonight. then the rain is steady

and light by about 10 a.m. tomorrow morning. as we head into the afternoon, we'll likely track some scattered downpours. and underneath 1 or 2 of these, that's when we could see some minor flooding across the region. as we head into friday morning, we still could see an isolated shower before this system really kicks out of here in the afternoon, leading to that dry weekend on the way. winds will be an issue tomorrow, especially along the coast first thing in the afternoon, and then those winds become more area wide tomorrow night so we could see winds 30 to 50mph. that would certainly cause some issues. more snow coming to tahoe. a winter storm watch is in effect our highest peaks. probably 1 to 2ft of snow. lake level will probably see about 6 to 10in of snow, but this system is out of here for the weekend and the weekend is looking really nice in the sierra. here's the accuweather seven day forecast. frosty this morning. wet and windy weather returns tomorrow. a lingering morning shower on friday before we dry out in the afternoon, and that leads to some sunny days ahead. saturday and sunday. some frosty mornings, but our dry pattern continues early next week, guys.

leary administered the oath of office to dean crispin at city hall yesterday. chief crispin is a 34 year veteran of the fire department. as a firefighter, he was commended several times for his bravery while aiding elderly fire victims in the tenderloin. he says his top goal is the safety of all city residents. >> we'll focus on training, safety and disaster preparedness will strengthen our community relationships because trust between the fire department and the people we serve is essential. >> chief crispin is a second generation san francisco firefighter. his father is a retired captain from the arson squad, the first new ymca in 30 years is now open in san francisco. it's located in the city's dogpatch neighborhood, right by the shoreline. that's just a short walk from chase center. the ymca has a gym, a wellness center, and offers group exercise classes, some of which will be held outdoors in the renovated crane cove park. a

francisco 21 minutes. amanda. >> all right, gloria, thank you. the rain has moved on, but the hazards are still present. floodwaters rose fast in the north bay on the roads, especially. this video shows two people being rescued after trucks started taking on water. they were trapped on platform bridge road. this is east of point reyes station in marin county. crews showed up with a boat and brought them to safety. and this morning, rivers are still rising. evacuation orders went into effect overnight along the russian river, where flood waters are expected to peak this morning. schools in four districts guerneville, montreal, cassia and west sonoma county high will be closed today. abc seven news reporter lena howland is live just outside rohnert park, where roadblocks are still set up this morning. >> yeah, amanda. that's right. we are at stony point road and rohnert park expressway, where the expressway is still shut down at this hour because of flooding. now, you can see those roadblocks here behind me. this

area has been closed since yesterday afternoon. now, folks here in this area are not quite out of the woods just yet, as the russian river is expected to crest this morning around seven. this area here in the north bay, as we all know, is no stranger to flooding, especially in this spot, which has since been closed off at airway drive near sutter avenue. several feet of water in the parking lot forced crews to evacuate a santa rosa medical center in the same area. at least two cars had to be towed from the facility on airway drive. this is at least the second time this area has flooded in the past year. >> i was looking out my window and then i hear the wind blowing it up against. i look out every once in a while and i said, this is too nasty to go out. and especially driving when you see that water going across the road like that, don't risk it. >> i think the city of santa rosa should have done something to try to correct this situation. >> yesterday afternoon we also saw the remnants of a home

floating down the russian river in this dramatic video. a landslide sent the house tumbling off a steep hill and into the water. fortunately, the house was empty and no one was hurt. that is what prompted the evacuation of several neighbors of that home. as a precaution, those evacuation orders are still in effect this morning. live in santa rosa. lena howland, abc seven news. >> the peninsula and south bay also saw heavy rain and strong winds, which led to thousands of people losing power. our crew found a tree that partially toppled onto a nearby power line along highway one, near half moon bay and farther east in millbrae. a car was damaged after part of a tree fell on top of it. those same winds took down even more trees nearby in burlingame. >> the wind can slap lines together and cause outages. it can uproot trees that are otherwise healthy. it can send debris flying through the air and making contact with our electrical lines.

with the board. with the vote passed. lori can now accept donations of up to $10 million without supervisor approval. the chronicle reported that the board of supervisors cautiously approved the legislation, instead of the original four years that lori had planned. legislators agreed to end the legislation in january. at that point, they will review how successful the program was. reggie. >> all right. thanks so much. today, president trump plans to sign an executive order banning transgender people from women's sports teams. the order will involve how his administration interprets title nine. that's the law that covers gender equity in athletics. every administration has the authority to issue its own interpretations of the landmark legislation. trump found during his campaign, issues involving transgender sports resonated across the usual party lines. more than half of voters surveyed by the associated press said support for trans rights in government and society has gone too far. the aclu the aclu has joined the

trump are still talking, acknowledging their ideas for gaza do differ. after visiting southern california last month, president trump signed an executive order directing federal agencies to assert control over federal dams and aqueducts in california. last weekend, billions of gallons of water were released from two dams in the central valley. the president claimed the move gave l.a. and the entire state, quote, unlimited water. but that's just not true. there is no infrastructure to get it from those dams to southern california. the water released from the central valley is being saved. was being saved for the dry summer months, but flowed into a dry lake bed and mostly soaked into the ground. >> a real danger, both in the short term and because the farms that we're relying on that water for summer irrigation now, now may not have that water to use. >> the water supply in southern california comes partly from state water projects and water

from the colorado river. >> california legislators are analyzing the impact of president trump's threat to severely shrink the department of education. while federal funding only accounts for about 10% of school district budgets. it does pay for programs for students with disabilities. it's also used as supplemental funding for schools in underserved areas. the president has already signed an executive order to direct more tax dollars to private schools. >> their proposal is to gut investment in public education and transfer it to private schools. >> the president says he wants to send control back to the states, but curriculum is already set at the state and local levels. other programs like head start, preschool programs and school meals are not run by the education department. >> new developments. effective today, the united states postal service will continue accepting

cable car stations as memorable as the cars themselves. downtown boosters and city officials want to make the station on california street instagrammable by installing a new art sculpture. the sculpture would feature a heart bordered by the letters s.f. you can see it right there on the screen. officials also want to add signs that would inform visitors of the cable cars history, and how to use the system. this is right by the hyatt downtown, if you can imagine where that is, because right now there's really nothing marking that space. >> teachers and dozens of california school districts are banding together to negotiate union contracts. the pact includes 77,000 educators from 32 school districts. and while they won't be negotiating one giant contract, they have agreed to negotiate for a shared vision

report. cruz is laying off nearly half of its staff. the san francisco based robotaxi company suspended its operations in december. the layoffs come after general motors completed a takeover of the company. gm says it's merging part of cruz's team to work on super cruise, which provides autonomous driver assistance. techcrunch says the layoffs will affect about 1000 employees. cruz faced scrutiny following an incident in october of 2023, in san francisco, when a cruise car dragged a pedestrian who was in the road after being hit by another vehicle. now we take a live look at the new york stock exchange as trading gets underway this morning and we are down about seven points. >> this morning, we're learning. >> more about this year's met gala. vogue has revealed the dress code for the highly anticipated event in october. the theme, superfine tailoring black style, was announced and the dress code is tailored for you, a nod to the exhibition's focus on suiting and menswear. according to the met, the dress

gloves because temperatures are starting out well in the 30s right now. frost advisory currently in effect for the north bay later on. today. it is nice and sunny. it's quiet. temperatures, though are cool for this time of the year. only in the low and mid 50s. overnight tonight clouds will be on the increase as we track rain returning in the morning tomorrow. so we do bring back the storm impact scale for your thursday. it is a level two with rain and brief downpours, strong gusty winds in the evening and we do have the chance of minor flooding because everything is just so saturated from yesterday's storm. so here's future weather. the rain will arrive here between 7 and 10 a.m. tomorrow morning. it's light but steady at first. it's the afternoon. we have the scattered downpours we need to look out for. because underneath 1 or 2 of these, a quick amount of rain in a short amount of time can really cause some flooding in areas. that's something we'll watch very closely throughout the evening. tomorrow morning it's wet even into friday morning as well. the storm does not get out of here until friday afternoon, but it will bring anywhere from a half of an inch to an inch of rain in
