the news starts right now. >> the north bay is still soaked in. the next round of rain is on the way. roads are flooded, rivers running high. and new. tonight, a raging wall of water is coming off the hennessy dam spillway in napa county. good evening. thank you for joining us. i'm dan ashley. >> and i'm ama daetz. there are evacuations still in effect for flooded rivers and landslides in the north bay, with dozens of roads shut down in sonoma county alone. let's get straight to abc7 news meteorologist sandhya patel tracking the timeline for the next storm. heading our way. >> sandhya, the rain is starting up in time for the morning drive for a lot of folks. >> that's right, dan, and it's going to move in right as that

commute begins. so the problems are not completely over yet. from our live picture from mount tam. this is a temporary lull. level two system is headed in our direction. you can see it here on live doppler seven. and as we take a look at some of the concerns, a flood watch is in effect for the north bay. grounds are saturated. any more rain that falls on top of swollen streams and creeks will lead to the possibility of flooding. flood warning is still in effect for the russian river at guerneville that saw moderate flooding earlier this morning. the river water is receding. 7:00 you will notice that rain moves onshore. it's widespread. by noontime, you're seeing pockets of heavier rain coming through here, and really it becomes more scattered for the evening commute. as we take a look at the winds, they ramp up close to 50 miles an hour along the coastline out of the south. this is a level two storm. rain, brief downpours, gusty winds, thunder chance and even the possibility of flooding. so the storm concerns high likelihood of minor flooding on not just streams and creeks, but

roadways, trees going down, moderate likelihood and power outages and mudslides is low. but that doesn't mean you should let your guard down. i'll be back to tell you about some changes coming in time for the weekend. >> all right. thank you. sandhya. we'll check back. check out these new images showing how high the russian river has gotten. an evacuation warning is in place for parts of unincorporated sonoma county and the city of santa rosa because of flooding and landslides. risks. as of today, the russian river is in the moderate flood stage at more than 36ft. in certain areas. >> probably about 25ft of mud just kind of slid into the house and took out the house. it was just so scary, very scary. >> very scary for sure. crews across sonoma county are on alert for more landslides. after a busy and very destructive last 24 hours. one family who rebuilt their home after the tubbs fire watched their home be destroyed again when a wall of mud plummeted through their property. it's one of at least five landslides across the bay area over the last day, from

across the north bay to san francisco. abc seven news reporter j.r stone spoke with experts about homeowners options and more. rain is on the way. >> this is all new drone video showing a landslide that came right into a home in santa rosa, where two people were rescued tuesday night. it's one of several landslides this week. this is sky seven video of a landslide in fairfax. this is video of a landslide in forestville. and this is video of a landslide in san francisco's telegraph hill neighborhood that went through a retaining wall and into a bike lane and traffic lane. >> it's really crazy. i'm scared. i mean, wow, what did happen? >> i wouldn't have expected that. it just seems like it's pretty stable. >> should we be surprised at all? >> no, honestly, this type of movement we see very often in the winter months when we have a solid rain. >> that's san jose state university professor laura sullivan, green. >> telegraph hill. there's been

lots of failures there over the years, and they've done some improvements on it and improved drainage, improved retaining walls to kind of maintain that. >> while the houses above aren't deemed to be at risk at this point, there is concern on the ground. >> so i was just telling my friends right here that i don't think i'm gonna commute using this sidewalk anymore. it's because what if it rains again and the same situation happens? >> sullivan green says people should make sure there is proper drainage where they live, but doesn't feel that homeowners out there should be on high alert after this. cal state professor benad tiwari says he would use caution after larger slides like the one in santa rosa and forestville, where there were evacuations. >> i would be cautious for this. this large amount of rainfall for an extended period of time. if the area is getting landslide with, let's say, two and a half or three inches of rainfall, now, same area may get

landslide, but way lower amount of rainfall in in in 2 or 3 days or even a week. >> while both professors agree that the slides often happen during the winter months, that doesn't make it any easier for homeowners having to deal with this. j.r stone, abc seven news. >> we have new details tonight on a major move by the warriors ahead of tomorrow's nba trade deadline. >> yeah this is really interesting. the dubs have acquired six time all star jimmy butler and will be paying him handsomely. >> yes. abc7 news sports director larry beil has more. beal on the deal. >> yes. very handsomely. and joe like him taking a big swing i like it. the warriors they were trying to bring kevin durant back were this close. and then k.d. said no i don't want to do that. so the dubs quickly pivoted. this afternoon they traded for all star forward jimmy butler from miami. butler wanted a big extension from the heat, and pat riley said, we ain't doing that. so butler started acting out and as a result, he's been suspended three times this season. jimmy

buckets he's been unhappy in philly, in minnesota, in miami. so who knows how this is going to play out here. but at least he got paid. butler a six time all star, five time all nba selection, five time nba all-defensive team member. he can play averages 17 points, five boards, five assists per game. he's already signed a two year extension with the dubs or agreed to it for $121 million. now to get butler the warriors are sending andrew wiggins, dennis schroder kyle anderson and a protected first round pick all to miami. steph curry knows the warriors added a winner in butler. >> we know who jimmy is. we have two finals. he's a winner i understand there's a lot of drama down there and who really knows what the story is. we expect to have a motivated committed you know jimmy that's ready to impact our team for the for the better. got to work out the kinks of you know what it looks like. and i'm excited to

newsom, meantime, met with president trump for more than an hour today to discuss more federal aid for the southern california wildfires. newsom's office describes the white house meeting as very productive. trump has previously pitched attaching conditions to any federal aid to california. while in washington, newsom also met with members of congress about the rebuilding effort. >> china is lodging a complaint with the world trade organization over president trump's new tariffs, claiming they are based on false allegations. the president says the taxes are meant to fight the fentanyl crisis and stop the flow of drugs from china to the u.s. abc seven news reporter tara campbell went to the experts to understand whether this approach could pay off on bay area streets. >> president donald trump taking aim at china with a 10% tariff, saying the tax is intended to address china's role in the fentanyl crisis here in the u.s. >> it's a drug war. everybody wants to make it a trade war, but this is a drug war, and we're just trying to stop the

carnage. >> the president has been touting tariffs as a way to disrupt the flow of fentanyl since the campaign trail this week, making good on his promise to tax goods imported from china while delaying potential tariffs on mexico and canada. >> 75,000 americans die every single year. that's about as many people are going to be in the superdome on sunday because of the fentanyl precursors that come from china, that go into mexican drug cartel labs. >> these can be done literally in a basement, in a warehouse 24 hours a day, seven days a week. their only limiting factor is how fast they can get these precursor chemicals. >> bob barras is the special agent in charge of the san francisco division of the drug enforcement agency. >> dea is absolutely in mexico, working with our partners down there trying to stem the tide down there. >> meanwhile, the experts say diplomatic pressure has long been a way of trying to get china's cooperation. >> we do know from the past it can be done.

without answers. a new grant will allow san jose police to get new dna testing on rape kits and pay detectives to see the cases through. abc seven news reporter lauren martinez explains what this new investment means for prosecutors and survivors. >> hundreds of rape kits in san jose will be retested this year. the hope is they bring new leads to cold cases. a $2.5 million federal grant is providing the funding to the san jose police department. we sat down with legal analyst and former prosecutor stephen clark. >> these kits provide a treasure trove of information on possible suspects, and many cold cases have been solved because of these dna information that's now available. >> san jose police tell abc seven the way these kits were tested is now considered outdated. new technology and lab advancements have made vast improvements since initial

testing. >> this doesn't necessarily solve the case, but it points the police in the right direction to start asking questions. >> the grant will also go towards hiring more manpower to track and investigate cases. >> that's why this is so important that you have an analyst. you have detectives working on these kits because at the end of the day, there's going to be a question as to the veracity of this information in court. so everything needs to be done by the book. >> police couldn't provide an exact number of kits that will be resubmitted for testing, but said 900 is a conservative estimate. the nonprofit ywca golden gate silicon valley offers real time support to survivors who are navigating medical forensic exams. >> our advocates are first responders to valley medical center as well as to stanford hospital. so the bulk of our work, we're working with survivors from san jose all the way up through palo alto. >> ceo adriana barros hopes survivors will be informed

focus of tonight's deep dive. looking at the fast evolving virus and its impact on the bay area. first, we're going to take a look at the new concern after the u.s. department of agriculture found a second strain of bird flu in a u.s. dairy and in a number of cows there. the new strain was discovered in nevada last friday through a milk testing program. it's the same strain linked to a person who died in louisiana. it's the same strain and that has previously only been detected in birds and people who had contact with the infected birds. >> because it's been transmitted so rapidly among cows. the worry is that that new strain that caused people to get sicker when they got it might be more easily transmitted. >> there have been 957 confirmed cattle infections in 16 states. >> in california this week. health officials confirmed bird flu in a backyard poultry flock in san mateo county. 32 dairy farms across the state have

tested positive for bird flu in the last 30 days. there are at least 38 confirmed human cases in california. have we close out this deep dive the way we began with the consequence of the outbreak that all of us are feeling. if you're hoping to get your break on egg prices, don't expect one anytime soon. >> i wish i could give people a little light at the end of the tunnel, but we need a sustained period where we have no new outbreaks to allow our industry to recover. >> i don't even see eggs on the shelf when i go. more than 40 million birds have already been euthanized over the last year because of the bird flu, and that's expected to go up by another 15 million. the u.s. department of agriculture is warning consumers egg prices could increase by another 20% this year. >> we're counting down to the 2025 chinese new year parade, where a little more than a week away to the big event on saturday, february 15th. it's going to be great. you can watch it live right here and everywhere you stream abc seven tonight, san francisco mayor

already crested a moderate flood flooding this morning and it has been receding. but there's still some concerns as more rain comes in here, so keep that in mind on live doppler seven. we're just seeing some clouds right now that's going to all change, but that's why those temperatures have already fallen, because it was so clear for most of the night. 38 degrees in fairfield, 37 in livermore, 35 in danville. some of our colder spots. frost advisories going up midnight to 9 a.m. north and east bay valleys. temperatures in the mid 30s. you will see frost first thing in the morning in those areas, so make sure you pack on the extra winter layers. a live view from sutro tower overnight chilly night. areas of frost. tomorrow turns wet and windy, and for the weekend we have cold mornings and sunny days coming your way. morning temperatures will begin anywhere from the low to mid 30s in the north bay valleys and also the inland east bay valleys. so 33 in napa and livermore. some of our colder spots tomorrow afternoon. make sure you have an umbrella. maybe a windbreaker will come in handy. it's going to be not only

wet, but windy as well. high temperatures 40 to 50 for most of you. 60 in san jose. notice there is some snow mixing in with rain right around lake and mendocino counties. snow levels will be running low up there. level two it's a moderate strength storm for tomorrow. rain, brief downpours, gusty winds, thunder chance and flooding is possible on the streams, creeks and the roadways. so 7:00 in the morning, the commute is getting underway and the rain is moving in. it is going to spread and there will be pockets of downpours at noontime around the north bay, the santa cruz mountains, the south bay. as you'll notice heading into the evening hours, still looking at some pockets of moderate rain and then scattered lighter showers for a nighttime going into your friday morning commute. and then friday early in the afternoon. a few more showers before this system is done with us. rainfall with this system will range anywhere from about a quarter of an inch to an inch and a quarter up to our north. and in the santa cruz mountains, winds will come up out of the south 45 to 52 miles an hour. you can see here at

2:00 in the afternoon. it's going to be gusty even in our inland areas, 25 to 30. but the strongest winds will be near the coast. winds will be kicking up in the sierra. winter storm warning. 10 a.m. tomorrow until noon friday. above 5000ft. expecting up to three feet on those peaks. so it's going to be very difficult travel. hold off on the travel. here's a look at tahoe forecast. rain, snow and windy tomorrow. heavy snow and gusty winds friday. you'll notice that the weekend is in the upper 30s. it is going to be beautiful for skiing or boarding. the accuweather seven day forecast a level two storm for your thursday. it's a one for friday and then chill settles in for the weekend. we'll see frosty cold mornings and sunny days. next opportunity for wet weather comes in on tuesday, but it's a level one back in the forecast for next wednesday.
