use in san francisco. how mayor lori thinks a new triage center could lead to big changes in one of the areas most impacted by the crisis. >> plus, the headline dominating the nba this morning, the warriors making a big trade with just hours to go before the trade deadline. >> good morning. it is thursday, february 6th. >> we're going to turn to drew because rain is back in our forecast. >> it is. and it spreads across the region through the next couple of hours. so rain and wind are back on your thursday. here's live doppler seven along with satellite. you can see our area of low pressure about tour slam into us. today. you're seeing the initial line of rain just off the coast right now. we'll zoom in a little tighter on live doppler seven, and you can see we have the shield of rain that will move into the bay area closer to. 6:07 a.m. this morning and once we're in the rain, we're on and off the entire day. so today is a level two, a moderate storm on the storm impact scale. rain. scattered downpours. we do have gusty winds 25 to 50mph. and there is a good chance this afternoon that we could see 1 or 2 thunderstorms popping

up here. so looking at the rainfall chances, they really do increase over the next several hours. for a lot of us, i think it's closer to 7 a.m. you see that rain in your neighborhood and then it's steady all morning long into the afternoon. we have those thunderstorms that will likely pop up and some strong, gusty winds as well. we could see some minor flooding, especially in the north bay today, where some of the higher rainfall totals will be found. our ground is still saturated from tuesday's storm, so we could see some issues as the showers move through. so looking at rainfall estimat, you can see for most of us will wind up between a half of an inch and an inch of rain today alone. so we just had a wind advisory issued. we'll show you that coming up in eight minutes. let's check in with gloria. the commute is going. >> good morning. rain not impacting the morning commute just yet, but of course that could change a little bit later on this morning. we do have a stall that we want to tell you about. this is on westbound 92 at the mid-span. so if you're driving in this area, there is a big rig that's blocking the right lane there on the san

mateo bridge. they do have a tow truck on the way, so hopefully that will get cleared pretty soon. we'll keep you updated on that. and looking live at our golden gate bridge camera, you can see that it is pretty empty out here right now. you won't have any issues there. we also don't have fog or wind rain there this morning. we do have a high wind advisory in effect at the benicia-martinez bridge. we'll keep you updated throughout the morning, especially as we expect that rain to come down soon. reggie. >> yes, and let's take a look at what it looks like at the russian river, how high the water is, and evacuation warnings in place for parts of unincorporated sonoma county and the city of santa rosa because of flooding and landslide risks. as of today, the russian river is in the moderate flood stage. we'll see what happens later this morning. it's at more than 36ft in certain areas. another issue following tuesday's storm landslides. one family who rebuilt their home after the tubbs fire watched their home get destroyed again when a wall of mud plummeted through their property. >> yeah, it has been a busy and destructive 24 hours for

impacted communities across the bay area, and that slide is one of at least five landslides since tuesday from across the north bay to san francisco. abc seven news reporter howland joins us live this morning with more. >> hey, amanda. good morning to you. san francisco public works crews say that their crews should be out here at this landslide here at telegraph hill a little bit later today. you can still see quite a bit of damage left behind from this landslide, where it broke through the retaining wall and fencing before spilling out onto samson street. public works officials say they lost about 400yd■!t of rock coming down frm the telegraph hillside during tuesday's storm, but they say they are lucky no one was parked or walking nearby when this happened, avoiding any injuries. specialist engineers were out inspecting the area tuesday night and wednesday morning, making sure the houses at the top of the hill were safe. and while those homes aren't deemed to be at risk at this point,

there is concern on the ground. >> i was just telling my friends right here that i don't think i'm gonna commute using this sidewalk anymore. it's because what if it rains again and the same situation happens? >> we're going to be out here regularly now through this rainy season, and make sure that this hillside remains stable and safe. and if it doesn't, we're going to do whatever we can to keep the people safe and keep them away from this. >> telegraph hill wasn't the only landslide we saw during the storm. this all new drone video showing a landslide that came right into a home in santa rosa, where two people were rescued tuesday night. we also saw a landslide in fairfax and another landslide in forestville which forced evacuations. now one lane of traffic will continue to stay open here at this landslide on samson street, while crews work to work to make some of these repairs starting later today. for now, reporting live in san

unless california changes its water, forest management and voter id policies. monica madden, abc seven news. >> tomorrow marks exactly one month since the fire started in southern california, and this morning, a stretch of pacific coast highway that just reopened monday is closed again. caltrans made the decision to close pch until tomorrow due to storms that could trigger mudslides, where the palisades fire burned. the first storm hit tuesday afternoon, with the heaviest rainfall arriving overnight and into this morning. >> this is a major impact on our residents. major impact on our small businesses. major impact on our school kids. this is just this is a lot of impact from one disaster, and we're going to be feeling it for a while. >> essential workers like first responders and utility crews will be allowed on pch this week. residents will need to seek alternate routes until it's safe to reopen that stretch of the highway. the los angeles area has a long recovery road ahead. if you'd like to help the red cross, they are on

right now, so a live look from the exploratorium camera. it is cloudy out there. rain returns close to 7 a.m. this morning, and then we have those scattered downpours and gusty winds this afternoon. this is a level two, a moderate storm on the storm impact scale. we just had a wind advisory issued. this will begin at 10 a.m. this morning for the entire coastline and areas in the south bay and in the east bay, where we could see winds 25 to 50mph. along the coast especially, we could see some power outages once again as the winds begin to pick up first along the coast this morning, watch what happens right around lunchtime. those winds are racing out of the south. they are gusting about 50mph this afternoon. as we head deeper into the day. the evening as this cold front begins to move through here, that will create the winds more widespread. so by seven, eight, 9 p.m. tonight, those winds area wide are 30 40mph. but once that front crosses through here, those winds dramatically drop off. but we are in store for a windy afternoon, and we'll take a

tariffs went into effect. the trump administration says they are an effort to stop the flow of fentanyl and undocumented migrants into the u.s. the white house paused tariffs on mexico and canada just before they were set to begin. however, a special agent with the dea in san francisco tells abc seven news the fight against fentanyl is happening on both sides of the us-mexico border. >> dea is absolutely in mexico, working with our partners down there, trying to stem the tide down there. >> diplomatic pressure has long been a way of trying to get china's cooperation. a former white house senior drug policy advisor says while tariffs can work, going about it so publicly could backfire because it risks potentially embarrassing chinese leaders. in san francisco, city leaders are launching a new program to deal with that drug market that's been ongoing and getting bigger in the sixth street corridor. the city is creating an outdoor triage center where sfpd officers will process drug users and dealers

they detain. the hub will be set up in a parking lot on stephenson street near market and sixth, a jail transport van is going to be stationed there, ready to bust those who are arrested to go to jail or take them to get treatment. >> we are going to streamline all of our departments in one place so we can get people the help that they need. make sure that law enforcement can bring people to get the help that they need. and really, this is going to be something that we're going to try because we have to try new things and we have to do it quickly. >> this is going to start off as a 30 day pilot program. the department says they're going to look at how it goes and determine whether the city, the city should continue it. >> the price of eggs continues to spike in. many grocery store shelves are empty. gloria, this is an issue that experts are warning is a long way from getting better. >> that's right. amanda. the department of agriculture is warning that egg prices could go up another 20% this year because of the ongoing bird flu outbreak. and now

there's a new concern. a second strain has been discovered in u.s. dairy cows. it was detected last week in nevada. the same strain is linked to a patient who died in louisiana. previously, it was only detected in birds and people who had contact with infected birds. >> because it's been transmitted so rapidly among cows, the worry is that that new strain that caused people to get sicker when they got it might be more easily transmitted. >> there have been 957 confirmed cattle infections in 16 states in california. this week, health officials confirmed bird flu in a bacd poultry flock in san mateo county. 32 dairy farms across the state have tested positive for bird flu in the last 30 days. there are at least 38 confirmed human cases in california. more than 40 million birds have already been euthanized, and officials expect that number to go up by another 15 million. experts say that we shouldn't expect prices to come down, or the supply of

scale today for rain, scattered downpours, gusty winds, especially this afternoon and the chance of some thunderstorms. here's future weather showing you that rain area wide by 8 a.m. some scattered downpours this morning, and then we transition to scattered downpours throughout the afternoon. and that's the theme through the evening as well. underneath 1 or 2 of these downpours, we could have a thunderstorm and we could have some issues with minor flooding throughout the afternoon and throughout the evening. so rainfall totals showing you most of us will wind up between half of an inch and an inch of rain in the north bay, where we have a flood watch. in effect, there are some areas that could pick up close to two inches of rain, and that's why we could see some minor flooding on our smaller streams and creeks, and on our roads in the north bay. we'll keep you updated on that. that's one part of the storm. the other part will be the winds. they're pretty calm right now, but look how quickly they do increase later this morning. and they stay pretty active this afternoon. that's why we have that wind advisory in effect, gusts between 25 and

40mph throughout the day. we have a winter storm warning in effect for tahoe. this will last through saturday morning. a lot of the snow will fall late tonight through the day tomorrow. so if you're thinking of going to tahoe, if you get there before about 12:00 pm today, noon lunchtime, you'll be good. after that, conditions rapidly go downhill. we're talking 1 to 3ft of snow on our highest peaks. lake level, probably six inches south lake tahoe. on the north side. we could see a bit more than that. so here's the accuweather seven day forecast the next seven days for you. what we find is that today it is rainy. it is windy. we have thunderstorms possible. this is a level two, a moderate storm on the storm impact scale. now tomorrow we do have some light scattered showers, mainly in the morning. and then we'll start to dry out in the afternoon. that sets the stage for a really nice weekend, but it will be chilly in the mornings both saturday and sunday. we keep it dry through early next week and then rain is back starting on wednesday guys. >> all right drew thank you. coming up the seven things

night. sky seven video caught another landslide in fairfax, and we also saw a landslide in forestville, which forced evacuations to low lying homes near the russian river. one cal state professor we spoke with says he would use caution after some of these larger slides that prompted evacuations. >> i would be cautious for this, this large amount of rainfall for an extended period of time. if the area is getting landslide with, let's say, two and a half or three inches of rainfall, now, same area may get landslide with way lower amount of rainfall in in in 2 or 3 days or even a week. >> as for telegraph hill, san francisco public works says they lost about 400yd■!t of rock comg down from the hillside during tuesday's storm. but they say the houses at the top of the hill are not deemed to be at risk at this time. public works has also confirmed with us that

their crews will be on site later today, working to start the cleanup process. live in san francisco. lena howland, abc seven news. >> lena thank you. you can track today's storm using the same live doppler seven tool as our weather team uses. download the abc seven bay area app for the latest forecast and updates on the storm as it rolls through the bay area. >> this morning we're learning new details about a deadly police shooting we first told you about yesterday. initially, richmond police claimed the person officers shot had a weapon. now it appears he was unarmed. the california department of justice says it will conduct an independent investigation, which is required by state law. the shooting happened just before 9 p.m. tuesday. police were trying to arrest someone accused of domestic violence and a probation violation. they say the person refused to surrender, and there was a brief standoff before the man charged at officers with what they thought was a knife. that's when the shooting happened. the knife turned out to be a knife sheath.

happening today. the next court hearing is set in the criminal case against xiang tao, the former oakland mayor indicted on federal bribery charges. tao, her longtime romantic partner andre jones, and businessmen david and andy duong are accused of trading political favors for cash. they were charged in january, months after the fbi raided their homes. all four have entered not guilty pleas. tao faces a maximum of 95 years in prison, and an upwards of $1.5 million in fines. >> on the peninsula, we've been tracking the growing calls for the san mateo county sheriff to resign for months. now, those calls could grow louder. the san mateo city council is holding a special meeting tonight to consider a vote of no confidence in sheriff cristina corpus. gloria. this is coming just a day after two groups of sheriff's deputies endorsed a measure that could lead to her firing. >> that's right. reggie. the san mateo county sheriff's deputies association and association of sheriff's sergeants are both now urging people to vote yes on

lena howland, who is currently in the city tracking that mudslide in telegraph hill, reported that we do have some light showers currently falling in the city, the bulk of the rain still offshore, and it spreads onshore through about 8 a.m. so for most of us, you'll see that rain in your neighborhood closer to sunrise this morning. once it's here, it's on and off all day long. so the day planner today will feature those showers arriving closer to sunrise here. and then it's scattered downpours throughout the afternoon and into the afternoon. we even have the chance of a thunderstorm developing. winds will also be an issue as well. this is a level two moderate storm on the storm impact scale. so looking at the winds right now, they're not all that bad. but through the morning they will increase pretty quickly. first along the coast and then becoming gusty around the bay shoreline. so we do have a wind advisory. this will begin at 10 a.m. this morning. for most of us with the strongest winds along the coast, we're talking gusts 25 to 50mph. so we will likely see some issues with downed trees and power

once it's out of here. here's live doppler seven. we start to see some light showers developing across san francisco. the east bay right now the heaviest rain is still off the coast. parts of lake county seeing a mix of rain and snow righw because of some cold air. but this will not last. this will transition to all rain over the next 90 minutes as some warmer air moves in here. so looking at the storm impact scale today, it is a level two moderate storm for the rain, the wind, and even the possibility of some thunderstorms later on today. so here's future weather. by 8 a.m. everybody is seeing the rain back where they are. take the umbrella with you. and i would take the heavy duty umbrella, because winds will be an issue later today, and that could take its toll on some of our umbrellas. by noon. we're tracking downpours, and those downpours continue later into the afternoon and into the evening. and underneath one of these downpours, if we see a quick burst of rain, especially in the north bay, this could lead to some minor flooding on our roads and our smaller streams and creeks. rainfall estimates everyone will see at least a half of an inch of rain in your

neighborhood, the north bay, where they see some heavier showers, could pick up 1 to 2in of rain, and that's why there's a flood watch in effect for the entire north bay. our ground is saturated from tuesday's wet weather hasn't had a chance to dry out. so once this rain moves in here and if it becomes heavy enough at times, that could cause some issues. now winds. not bad right now. winds are pretty light, but that changes as we head into the afternoon. you notice by about noon one, two, three. that's when the winds become pretty aggressive. that's when the wind advisory will be in effect. for good reason, because those winds could gust close to 50mph. and that could certainly bring down trees again and also create some isolated power outages out there. we do have a winter storm warning in effect for tahoe and the west slope of the sierra. winds are not an issue in the sierra. it's the snow that will be heavy at times. and when you get into later tonight and especially tomorrow morning, that is when we'll see some of the heaviest snow. our highest peaks could see 2 to 3ft of snow. so if you can get to tahoe by noon today, you'll be okay. after that. conditions really go

arriving from tokyo hit the tail of a delta plane at seattle-tacoma international. it happened yesterday while the planes were taxiing. there were 142 people on board that delta flight, which was headed to puerto vallarta. nobody got hurt. this morning, we're remembering a legendary bay area tv news anchor. ktvu announced longtime anchor dennis richmond died yesterday at his grass valley home. richmond was on the station's anchor desk for 31 years until he retired in 2008. ktvu says richmond was battling some health issues, including a heart attack and prostate cancer, about a decade ago. dennis richmond was 81 years old. and now it's time for our abc seven mornings advancer. our way of highlighting some things happening in the day ahead here in the bay area. >> first, your chance to vote on your opinion or voice your opinion about how oakland unified should address its $95 million budget shortfall.
