because of the storm chain requirements went into effect early this morning. and thatt tied up traffic on interstate 80 as drivers pulled over to the side to put those chains on. numerous spinouts led to traffic being held at the state line as well. >> so we have team coverage for you on all this wet weather. abc seven news reporter cornell bernard is in the north bay anser hassan in the east bay. >> let's begin with abc seven news meteorologist sandhya patel here in the studio with the forecast. sandhya. >> yeah. and kristen and larry, let's start with the sierra. because as you will notice, it is piling up in the mountains. there are chain controls heading up there, so just be aware of that. looking at live doppler seven we are seeing some areas of rain pockets moderate. you will notice right around highway four bay point area port chicago highway. so watch out. we ao have some light to moderate rain in the north bay right around guerneville. we do have a flood advisory until midnight tonight. these are urban and small stream flood advisories, as they're already seeing roadway ponding on the roadways. also, the creeks and streams are starting to become bankfull

and going over san jose. willow glen steady rain right now as we widen the picture. this is a level two storm and it is spreading rain and snow across a good portion of california as we go. hour by hour, scattered light to moderate rain, even brief downpours will continue through the night. and really going into your friday. a flood watch is in effect for the north bay as we head into tomorrow after. that's until tomorrow afternoon, so be aware of that. we do have a risk of thunderstorms. as you will notice, the north and east bay is highlighted. much ■of northern and central california under that flood risk. the other thing is the winds have been gusting. sfo 51 miles an hour. a wind advisory remains up until 4 a.m. watch out for potential downed trees and a few outages. this is a level two through tonight. brief downpours, gusty winds, minr urban flooding and that thunder chance. i'll be back with a full look at the timeline coming up. larry. kristen. >> all right, sandy, i'll see you in a few minutes. with the seven day forecast in the north bay. now, severe storms and

flooding have claimed the lives of two people. both deaths happened in sonoma county. >> and there's still concern about an area where a landslide occurred destroying a home. abc seven news reporter cornell bernard is live outside sebastopol with details. cornell. >> yeah, kristen and larry. more rain is falling. this is an area that is already overly saturated. there is simply nowhere for the water to go. that's why we're seeing plenty of flooded roads like this one. sadly, this road, sanford road, is where someone lost their life after the fire department says the person may have tried riding a bike through the flooding. >> yeah, it's a hard part going through those floods. you don't know what's down there. so yeah. pretty sad. >> neighbors reacting to the tragic death of a man who drowned in deep flood waters on sanford road outside sebastopol. the road has been closed for several days. first responders getting assistance from the national guard using a high water vehicle like this one for the search. >> this person was. they were not in a vehicle. they

they were on foot, it looked like. and there was a bike located near, near that individual. >> on wednesday morning, sonoma county sheriff's and fire personnel found a deceased man stuck in a drain culvert on franz valley road in eastern santa rosa. at this point, authorities aren't sure how the man died. >> in the last 72 hours, we did ten swift water rescues. >> sonoma county fire swift water rescue teams busy coming to the rescue of stranded motorists and pedestrians after a week of epic rainfall. >> we try to close off roads, we put out our messaging, don't drive through flooded roadways, turn around, don't drown. and people still unfortunately don't don't heed the warnings. >> meantime, all eyes on a santa rosa hillside where a mudslide cascaded onto a home, trapping robert boyd's family for a time until rescue crews arrived. he got a call from his wife. >> she was obviously panicking. she didn't know if she could get out. but.

it was just scary. very scary. >> 16 homes near deer trail court are under evacuation warnings, while city and county crews monitor the hillside for stability. >> we're in communication with one another to make sure the community knows what's happening. they understand that, yes, monitoring is taking place and there's a plan in place in the event that something happens. that's why those warnings are in place, similar to what we do for a wildfire. >> yeah. and i just got a text from fire marshal lowenthal. he says no issues with that hillside at this hour. it continues to hold, and that is good news. as for the two drowning deaths, no identification has been made on who these people were. we're live in sonoma county. cornell, bernard. abc seven news. >> cornell. thank you. cleanup is underway for a landslide on telegraph hill. this slide happened during tuesday's storm. san francisco public works crews were on scene today to begin that cleanup process, crews say. luckily, all the homes at the top of the hill are safe right now. in the east

bay, there have been lots of wind and rain today. >> yeah, you can see it in the video behind us. really, it's nothing compared to tuesday's really strong gusts and heavy rain. abc seven news reporter anser hassan joining us live now from the oakland hills high answer. >> hey, guys. yeah, the rain has been on and off much of the afternoon. just a light drizzle coming down right now. but the city of oakland says the past week they've been working really hard on storm prep to get ahead of this storm. midday in orinda was a mix of on and off rain, but not the moderate to heavy downpours the east bay saw on tuesday. in oakland, public works got an early start on storm preps in anticipation of thursday's rain. the drainage division crews cleared out gutters along wood street in west oakland. the city says in addition to clearing out storm drains, workers are laying down sandbags and tarps in areas prone to mudslides. they're also coordinating their efforts with other local agencies. some residents, like douglas morris, say things have been good this

winter. >> it's comfortable down in my house and i haven't heard of any trees coming down. >> morris has lived here for more than 50 years. he just finished his annual maintenance inspection with the oakland fire department. despite citywide budget cuts, he thinks the city has done well keeping the streets clear. >> like i said, i haven't seen any trees or haven't had any branches come down because i cut a lot of them away in a couple of months ago. >> earlier in the day, clouds moved in as the winds picked up in the oakland hills. morris says during strong storms, the winds are always a big concern. >> it gets a lot worse than this. it can get up to 60, 70 miles an hour and then, you know, things can happen. but this year, so far, so good. >> the city of oakland says it has some storm readiness ideas on its website. one of the most important to keep leaves and debris out of the storm drain. they say that's the best way to prevent flooding. reporting live anser hassan abc seven news. >> thank you. you can track

the rain using the same doppler our weather team uses on the abc seven bay area app, and we'll also send alerts with important updates. >> former oakland mayor chantel was in court today facing federal bribery charges. federal attorneys turned over hundreds of pages of evidence, and now defense attorneys will take time to review them. tore her longtime romantic partner, andre jones, and father and son businessmen david and andy duong are accused of trading political favors for cash. all four have pleaded not guilty. the next hearing is set for april 24th. the arraignment of a man accused of killing a vallejo landlord was pushed back a second time today, after his attorney said she could no longer represent him. maximilian snyder is charged with murdering 82 year old curtis lind, who was set to testify in a 2022 assault case. investigators are looking into a possible connection between lin's death and the murder of a border patrol agent in vermont. >> as part of our efforts to help build a better bay area, we've looked at problems with crime and the dwindling retail presence in union square. but

there is an effort to change that. >> a new task force will bring more police presence to parts of downtown san francisco. >> abc seven news political reporter monica madden joining us live in studio. monica san francisco police. they've had staffing shortages for years now. so how is this going to work? >> yeah that's right larry. sfpd chief bill scott says that officers assigned to this area will not be responding to radio calls and issues in other neighborhoods, but they will have to work when it comes to moving around resources. but increasing police presence downtown is something leaders say is critical to the city's economic recovery. >> do you feel safe walking around san francisco? >> certain sections? yes. >> it's a perception problem that's plagued san francisco city leaders since the pandemic. >> in any big city, you should be cautious that i would say. >> this was the face of our city, a place that we can all admit is not what it used to be. >> mayor daniel lurie is hoping to change that through a surge of police resources into a so-called hospitality zone.

>> downtown's public safety challenges have hurt our economy. >> it will cover prominent tourist areas like union square, the moscone convention center, and yerba buena gardens. >> it's important to the image of san francisco. these are some of the most traveled and the most visited streets and corridors in our city. and it's very, very important, vitally important that we are pristine. >> areas that were previously split up between different police districts. >> you will see a noticeable difference with this task force. >> the new unit will operate 24 over seven with two police captains and two lieutenants. the number of sergeants and officers will depend on what's going on. chief scott says most importantly, this zone will be their sole focus. >> it's really hard when you're going from call to call to concentrate on problems. this effort will allow our officers to have the time they need to actually prevent problems from becoming problems. >> we asked how the city will measure the effectiveness of this task force. what are the

specific benchmarks this task force will use to measure the success? >> occupancy rates. storefronts not being shuttered but actually being opened. we will look at all of those statistics in terms of measures of success. >> perhaps the best test how people are feeling. just ask a visitor. >> union square is definitely a tourist area. this is a tourist area and coming from other areas. definitely seeing the police presence would give a comfort level. >> lurie says this new safety push will also be done in coordination with the big drug enforcement effort currently underway in the tenderloin and sixth street areas. larry. kristen. >> all right. monica, thank you so much. so another story here, the controversial bike lane in san francisco's mission district will start going away on monday. sfmta will move the bike lane to the side of valencia street. you remember it was in the middle and that was disliked by a lot of people. the final design will eliminate about a third of the existing street parking, but preserve parklets in the area, which was something local

may have started at least one of last month's destructive fires in los angeles county. southern california edison believes its equipment may have started the hurst fire, which scorched 800 acres in los angeles. the hurst fire started on the same day as the much larger eaton fire in altadena. despite several lawsuits blaming southern california edison's equipment for the eaton fire, the utility says there is still no evidence to support those claims. the disaster toll from the wildfires continues to climb. today, allstate insurance announced it will pay out $1.1 billion in claims, but allstate's liability is just a fraction of the total insurance claims from the fires. they are projected to cost the industry up to $45 billion. >> governor newsom today called his meeting with president trump productive and spirited, after the two men talked about l.a. county wildfire recovery efforts. >> the president wants to do something that's never been done, and that is address this crisis with a degree ofss this

sophistication and focus to get the job done and get people's lives back. we're trying to do everything we can to distill a sense of well-being, and it's critical that the relationship between the president, united states, and the state of california remain strong and firm in our resolve to fix this. >> newsom met behind closed doors with mr. trump yesterday on capitol hill, as the governor tries to secure more federal disaster relief funding, the governor's office says. newsom expressed his appreciation for the trump administration's early collaboration, including sending more than 1000 epa personnel to southern california to focus on debris removal. >> a new bill, introduced by bay area state senator dave cortese, would give the state better protections when it comes to fire and emergency response. >> abc seven news south bay reporter dustin dorsey explains how the fight for firefighters act. the fight for firefighters act will make a difference. >> the january southern california firestorm highlighted a chilling truth and the daetz of other cal fire wildfireaetz declarations. hammer it home. there is truly no longer a

wildfire season here in california. >> in southern california, it is year round now. when you look at their graphs and their data, their long term data in northern california, it's getting longer and longer. it's not quite year round yet, but maybe if we have some sort of extended extreme drought, it could become even longer. >> state senator dave cortese says as the fire season lengthens, the help needs to expand as well. the fight for firefighters act, cortese coauthored would do just that. >> seasonal firefighters that are home watching the super bowl this weekend will suddenly have a job again. >> the proposal would allocate $175 million annually to make more than 3000 seasonal cal fire firefighters full time, providing protection to all corners of the state. >> there's nothing worse than, you know, having a fire break out in in a place, you know, 25 miles, you know, from an urban area, and be right in the middle of cal fire's jurisdiction, you know, only to have no personnel in that station. >> vegetation management crews would also go full time. and

assistant professor kate wilkin, with san jose state's wildfire interdisciplinary research center, says this could allow for more prescribed burns to prevent fires from growing or even starting. >> by restoring prescribed fire in the landscape. it could be really vital to our future in terms of resilience to climate change and fires. >> cal fire 2881 president tim edwards said seasonal firefighters can only watch fires burn in the three months they are off. at a press conference tuesday with california senate democrats, edwards said they can now make a difference. >> in the months that our seasonals are laid off. we have burnt over 507,000 acres. we have burnt down 38,000 homes and lost 118 lives. california. it's time to do what's right. it's time to staff cal fire. appropriately. >> a 365 day approach to combating a year round issue in the golden state. dustin dorsey, abc seven news. >> all right, we've got more rain. i feel like i've said this a lot in the past week. more rain here? >> yes. i advise you to look

toward the weekend, sandy. we're looking toward the weekend. that's all. >> okay, because it is going to brighten up. i see why you're looking towards the weekend. kristen and larry. let's take a look at some live pictures. it is dreary outside. yes, we need the rain. we need the snow. it is a rainy view from san jose, 101 uh- roadways have been slick. the golden gate bridge right now looks like they're getting a little bit of a reprieve, and it's certainly a snowy sierra from mount tam. you can see the wind blowing things around. take a look at live doppler seven. i'm going to get you into street level radar where we are seeing some rain right now. so first let's start with te santa cruz mountains all the way to the south bay from scotts valley to morgan hill. we are getting some rain at this hour. some of this is moderate right around saratoga, los gatos, watch out, san jose, willow glen, story road heading out towards the east bay from 580 to dublin livermore. we have some steady rain and it's going to be a slow going ride from san rafael heading into marinwood across 101. so right now, as

we look at the wider picture here, most of california is covered in precipitation. we are still waiting for this area of low pressure to move onshore, and when it does, we're going to know. right w we are seeing really hard to picture this from our mount tam cam, but visibility is poor and you'll see it around parts of the bay area, so watch out. winds are gusting 61. pine mountain 57 mount umunhum, oakland hills over 50 miles an hour. at the lower elevations. it will remain gusty through the evening and then really start to taper as we head towards tomorrow. right now, in those temperatures, anywhere from the 40s to the 60s, it's a level two storm, a moderate strength storm through tonight. watch out for brief downpours, gusty winds, thunderstorm chance, and minor urban flooding. we've already seen some of that roadway flooding and creeks and streams are running full, so it's not going to take much to get them to overflow. 6:00 tonight you'll see some brief downpours. 930 you will notice a line of rain moving through and then look as we head towards tomorrow

morning while it is scattered showers, we're still going to see scattered pockets of downpours. and at 8:00 tomorrow morning, mount hamilton showing you a little bit of mixed precip. i wouldn't be surprised if it's a rain snow mix as we head towards the 4:00 hour. the showers are moving on out of the picture. in terms of additional rain, we are expecting anywhere from another 10th of an inch to about a half an inch. we've seen over an inch in the santa cruz mountains, only a couple hundredths in concord until noon tomorrow. above 5000ft. winter storm warning for the sierra. up to two feet for the peaks. those gusts up to 75 miles an hour means it's going to be difficult to get up there. your temperatures anywhere from the 30s to the 40s in the morning. make sure you have your umbrellas tomorrow afternoon. you'll need the shades. you'll need the umbrellas because there will still be a few showers hanging around. temperatures will be in the 50s, so keep that jacket handy as well. the accuweather seven day forecast. it's a level one for tomorrow. scattered showers and then some cold mornings over the weekend, but at least you have bright skies for any outdoor plans. a few passing clouds on

themed all star. and that's why you can see a lot of star elements in the design as well. here's golden gate bridge, which is a signature of san francisco. it's a lot of cherry blossoms going on gold coins, and it brings wealth, prosperity, luck to everyone. and we want everybody to unite together. and that is the main purpose and main goal for my design. >> by seeing the actual color, the actual physical statue. definitely. it was amazing. we come in, right? we load them up. we're going to deliver our snake to the chase center. my other team is going to head to union square, and we always go there and take a picture of it like a family portrait every year. a lot of people i really see this as a moment that we tie our family together. >> my biggest happiness is to walk by my statue and see so many people being around it and taking pictures with it, and all the kids crawling around with it with a big smile on their face. >> we want people to celebrate

has blocked the trump administration from implementing its buyout offer for federal employees. >> the deadline to accept the offer was originally scheduled for tonight. abc news reporter perry russom has the latest from washington. >> the buyouts are part of the work being done by elon musk, as he looks to cut government spending. the white house is defending musk, saying he is working hand in hand with president trump. today, a federal judge in massachusetts temporarily blocking the trump administration from implementing its buyout offer for federal employees. it comes on what was scheduled to be deadline day for

the more than 2 million federal workers facing buyouts. >> we encourage federal workers in this city to accept the very generous offer. >> the offer is to quit now and get paid through september, or risk being fired. a treasury union president is urging workers to reject the deal. >> if you sign this document and then later change your mind, you are left without any power to fight back. >> the buyouts are part of elon musk's effort to cut the federal government workforce under president trump's direction today. democrats pushing back on musk. >> he is trying to puppet master trump's decisions about everything. >> meanwhile, trump says no u.s. soldiers will be needed in his plan to take over gaza. in a post online, trump writes, when the fighting in gaza is over, israel will turn over the land to the u.s. israeli prime minister benjamin netanyahu asked today if american troops will be needed to complete trump's plan. no palestinians in gaza have largely rejected trump's call to relocate. israel's foreign minister says they're waiting for more

information on trump's idea. >> we don't have details yet. >> trump this morning at a national prayer breakfast in washington. >> i hope my greatest legacy, when it's all finished, will be known as a peacemaker and a unifier. >> back to the buyouts. the federal judge has blocked the offer until at least monday afternoon. that's when there's going to be another court hearing. perry russom, abc news, washington. >> the u.s. department of education plans to investigate san jose state university for reportedly having a transgender woman on its volleyball team. the school and the player have never said how they actually identify. now, san jose state is one of two universities being investigated along with penn. the trump administration is looking into possible title nine violations, claiming the mistreatment of female athletes. this comes less than 24 hours after president trump signed an executive order banning transgender women from playing girls and women's sports. in a statement, san jose state's president writes in part, san jose state university is committed to ensuring that all of our students,

i have to say, the second that the food came into the studio, it was like, oh my goodness, what are we eating here? >> i smell it right now. >> it smells incredible. >> thank you so much for having me. >> okay. this is i know this is vietnamese food, right? but it's got a twist. talk to us about what you got here. >> okay? so what you have is broken rice plates. what? i've teamed up with local kitchens. we have come up with a broken rice plate concept. and i don't know if you guys have ever had broken rice before, but it's vietnamese rice plates. and usually when i go into vietnamese restaurants here in america, it's usually served with just regular jasmine rice. and as somebody that grew up eating broken rice, there's a difference. and i can taste it. it's like the in the aroma. the texture is different. and so i really wanted to bring real,

authentic, broken rice plates to america. >> at the risk of sounding kind of dumb, what's broken rice as opposed to unbroken rice? >> so broken rice. >> is rice that's broken by from the milling process. and back then it was used to, you know, like feed. they it was used to feed animals and for the poor people. but then after the war, it became really popular. i just remember going to school getting that like whiffs of broken rice smell. and it's just, it's heavenly. >> so good. you got some grilled chicken here, i think. what is it, five spice chicken. so good. and then. >> it's actually. >> lemongrass chicken. >> so congrats. >> charbroiled chicken. >> and then there's a delicious. this this thing is sort of like a meatloaf. >> cut up in little squares. it's like a. >> it's like an egg quiche. it's usually eaten in the broken rice
