seven news reporter in marin county and the east bay. >> we'll get to all of that. but let's begin with abc seven news meteorologist sandhya patel, who's tracking the very latest on these conditions. sandhya. >> yeah, and dan and ama, right now it is wet roadways for the evening commute. let's take a look at a live picture from our san jose camera, where you can see san jose. 101 raindrops on the lens. people are moving slower, obviously. you take a look at live doppler seven and you can see that there is wet weather across the south bay from the santa cruz mountains, heading towards morgan hill. coyote. you can see here right around evergreen san jose. you're getting steady but scattered showers as we head towards the river road. guerneville windsor area. we're also seeing some rain. there is an urban and small stream flood advisory for sonoma county until midnight tonight. they've already seen some minor flooding and that urban flooding will continue. we're talking about streams, creeks, and of course, roadways. castro valley, hayward 8-80 dublin 580. it is going to be a tough ride as the roads are slippery. this is a level two storm, much of california

getting either rain or snow. and as we go, hour by hour, scattered showers will continue going into the evening hours, even into the late night hours. as we take a look at the north bay flood watch is going until 1 p.m. tomorrow. we've already seen the streams and creeks reach a bankfull and they are flooding, so watch out for that thunderstorm possibility is there. it is gusty right now. sfo 39 miles an hour. there's a wind advisory for most of the bay area until 4 a.m. possibility of downed trees and power lines. it's a level two through tonight. brief downpours, gusty winds. watch out for minor urban flooding. i will be back with a full look at that timeline coming right up ama. >> all right sandhya, thank you. in sonoma county, two deaths in just the past 24 hours have been linked to the storm. the first death was reported yesterday afternoon on franz valley road in santa rosa. sonoma county. sheriff's deputies say when they arrived, they found a person who died after getting stuck in a culvert. a second victim was discovered by sonoma county firefighters in the national guard around 7:00 this morning

on stanford road in unincorporated santa rosa, which is just north of sebastopol. a bicycle belonging to a missing man was found nearby, but officials are still trying to determine if he is the person who died. >> in marin county. officials say they've had to rescue at least one person who got stuck in flooding. abc seven news reporter tim johns is live with that story tonight. tim. >> yeah. dan. now, for most of today, the rain here in marin county has been on and off. but earlier in the day, the marin county sheriff's office released some pretty powerful video of a water rescue they had to do. on tuesday morning, i spoke with the department to find out exactly what happened. >> hey, can you hear me? >> dramatic video released by the marin county sheriff's office showing the rescue of a woman early tuesday. the sheriff's office says the woman was driving to work on a rural road in near point reyes around 5 a.m. >> water was rushing off the hillside along the roadway and ultimately was filling up that creek and, as she was driving,

hit a large puddle on the road and lost control of the vehicle, ending up in that flooded creek. >> after spotting the car in the creek, the sheriff's deputy immediately jumped into action. >> are you in there? where are you at? in the back. hey! >> he then breaks the car's back window and begins removing items, trying to give the woman stuck inside the submerging car as much room to breathe as possible. >> oh my god. okay. just relax. okay. it's cold. i know i'm not worried about the cold. i'm just worried about getting out. >> eventually, the deputy is able to pull the woman out of the vehicle. he then helps her walk through the rushing water to safety. >> they all crawl if i have to. i don't believe. >> the sheriff's office says the deputy likely got there just in time to save the woman's life. >> and you can see about half the license plate when deputy dawson arrives on scene. by the time he gets her out of the vehicle and onto the roadway, he turns around. at the very end of that video, the vehicle is almost completely submerged. >> on thursday, the marin county fire department said events like these can serve as a reminder

for the public and with more rain ahead. they're urging everyone to exercise caution. >> they see flooded areas. turn around. don't drown. if they see downed power lines, avoid them. call 911. we really just want people to be safe out there. >> now, fire officials say if you have to go out in these conditions, remember to slow down on the roadways. they're also reminding folks that you should tell somebody when you leave. and also, again, once you arrive at your destination. i'm live in marin county. tim johns, abc seven news. >> great advice. thanks, tim. what an amazing rescue. that deputy did a fabulous job. thanks. >> and let's continue our team coverage with abc seven news reporter anser hassan, who is in the oakland hills high answer ama and dan. >> good evening. it has been on and off rain all afternoon. dry right now. the city of oakland says since last week they have been working on storm preps, trying to get ahead of this week's storm. midday in orinda was a mix of on and off rain, but not the moderate to heavy

downpours the east bay saw on tuesday. in oakland, public works got an early start on storm preps in anticipation of thursday's rain. the drainage division crews cleared out gutters along wood street in west oakland. the city says in addition to clearing out storm drains, workers are laying down sandbags and tarps in areas prone to mudslides. they're also coordinating their efforts with other local agencies. some residents, like douglas morris, say things have been good this winter. >> it's comfortable down in my house and i haven't heard of any trees coming down. >> morris has lived here for more than 50 years. he just finished his annual maintenance inspection with the oakland fire department. despite citywide budget cuts, he thinks the city has done well keeping the streets clear. >> like i said, i haven't seen any trees or haven't had any branches come down because i cut a lot of them away in a couple of months ago. >> earlier in the day, clouds moved in as the winds picked up in the oakland hills. morris

says during strong storms, the winds are always a big concern. >> it gets a lot worse than this. it can get up to 60, 70 miles an hour and then, you know, things can happen. but this year, so far, so good. >> the city of oakland has some storm readiness ideas on its website. one of the most important, they say, is to keep leaves and debris out of the storm drains. one of the best ways to prevent flooding. reporting live anser hassan abc seven news. >> all right. thank you. and up in the sierra, it is snowing. and that is making for some slick conditions on the roadways. chain requirements went into effect this morning and that, of course, jammed up traffic on 8-80 as drivers pulled over to put their chains on. numerous spinouts also led to traffic being held at the state line. chains are needed if you are headed to tahoe chains on interstate 80 from kingvale to truckee is the requirement on 50. they are required between twin bridges and meyers. >> it was bound to happen. the first lawsuit has been filed over last month's fire at the moss landing battery plant. the

lawsuit was filed today against p-g-and-e's and vistra energy. the texas based company that owns and operates the plant. both companies are accused of failing to take proper safety measures to prevent the fire, which spewed chemicals into the air and the water. the lawsuit was filed on behalf of four moss landing residents, who say they've had health problems as a result of the fire. p-g-and-e's and vista energy have not commented on the suit. >> coming up, the san francisco cannabis shop owner, who was shot seven times, including in the face, is now talking about the traumatic incident. >> i remember just feeling like a hot metal something in my face, and my whole life was flashing before my eyes and thinking like, this is how i go. like this. is it like, incredible. >> stay with us. abc

to make drastic cuts. and tonight is the last opportunity for the public to weigh in on how to slash $95 million. the budget and finance committee is meeting to look at dozens of proposals that are on the table that include layoffs, reduced overtime and changes to employee benefits. a proposal to close or merge schools to save money died in december, so the district has to come up with a way to save all of that money without closing schools. tonight's meeting is at 6:00 at metwest high school on east 10th street in oakland. >> former oakland mayor sheng tao was in court today facing federal bribery charges. federal attorneys turned over hundreds of pages of evidence, and now defense attorneys will take time to review it. tao, her longtime romantic partner andre jones, and father son businessmen david and andy duong are accused of trading political favors for cash. all four have pleaded not guilty. the next court hearing is set for april 24th. >> in the south bay, three men

accused of killing a fellow inmate at a santa clara county jail cell were arraigned today. the district attorney tells us enhancements were added because of the brutality of the crime. last week, an inmate was beaten to death just hours after he was booked into the elmwood correctional facility in milpitas. there is video of the incident that reportedly lasted nearly 20 minutes. >> the attack is definitely unprovoked. i mean, the video makes that clear in terms of what the motivation for the attack was. that's something that we're still investigating. but the attack was unprovoked, it was premeditated, and it was brutal and terrible and disgusting and awful. >> all three suspects are facing murder charges, and the enhancements could result in life sentences. >> today, ten days after he was shot in the face during a smoke break, we are hearing from the san francisco cannabis shop owner who somehow survived. abc seven news reporter luz pena sat down with him to talk about what

he remembers and his recovery. after being shot seven times. >> it's been ten days since martin oliver's life changed forever. he went outside his smoke shop, the vapor room in san francisco, when a stranger came out of nowhere and shot him. >> i thought it was like a like a tiktok prank, like a joke, like a water gun. like i didn't know, you know, i was like, in my head, the logic didn't register. i put my hands up when i saw that it was like a real thing happening. i had just two shots, bam, bam. and i think those are the ones that hit my cheek. i don't know, i just felt this searing pain that was like the worst pain i've ever felt in my life. >> martin says he turned around and tried to run. he fell and remembers the shooter standing over him, preparing to shoot again. >> and that's when he shot me a few more times. i have a bullet wound here above my collar, and then the two in my back, which caused all sorts of other injuries. i have a fractured jaw, a shoulder. i think in the

hyperventilating. i pierced my lungs. i cracked like five ribs. >> what was going through your mind while you were laying there? >> and i just, i remember confusion and anger and fear. i thought i was going to die on ninth street. >> as he yelled for help and agonized on the sidewalk, a stranger ran towards him. a nurse that was in the area. >> of her shirt and started doing compresses and telling me that i was going to be okay. i remember my hands spasming. >> after a police standoff, san francisco police officers killed the man who shot martin and later found multiple firearms inside his san francisco apartment, the same building where martin has his smoke shop. >> i kept just screaming and thinking like, why me? i didn't do anything. why me? >> martin now wants to find the nurse who helped him and go back to the hospital to thank the medical team. >> they saved my life multiple times. i mean, it was. there were many moments where i was

two universities being investigated, along with penn, for allegedly allowing transgender athletes to compete on women's teams. the trump administration is looking into possible title nine violations, claiming the mistreatment of female athletes. this comes less than 24 hours after president trump signed an executive order banning transgender women from playing girls and women's sports. san jose state responded to the news of this investigation in a statement. the university's president writes in part. san jose state university is committed to ensuring that all of our students, including our student athletes, are treated fairly and free from discrimination and afforded the rights and protections granted under federal and state law. csu says it will cooperate fully with the government's inquiry. san jose state has not confirmed it has a transgender woman on the volleyball team. >> this comes as san jose city leaders voted unanimously to reaffirm support for undocumented immigrants, and also started the process to take

their support further. abc seven news south bay reporter zach fuentes has a breakdown of what was voted on and local reaction. >> sounds of celebration from the packed city council chamber at san jose city hall this week. the council voted unanimously in support of a resolution first introduced last month by council member peter ortiz to reaffirm the city's support for its undocumented immigrant community and to commit to not collaborating with the federal administration and the ice department as it relates to undocumented and immigrant deportation enforcement. the resolution comes as many immigrants in the community say deportation fears are at an all time high among those documented and undocumented. >> everybody is scared to get out of their house, to go out and do their their normal things. >> moments before the unanimous vote tuesday, san jose mayor matt mehan called on police chief paul joseph to clarify what type of circumstances might lead local law enforcement to work with the federal agency.

>> so there could be an occasion in which somebody has a criminal warrant for their arrest, a warrant for their arrest. they've committed a robbery or a murder or a sexual assault, something like that. and then they also happen to have some sort of immigration issues. it would be kind of an absurd result to say that their immigration issues prevent them from being accountable for their criminal behavior. so if working with a federal agency helps us to arrest them for the crime, that is something we would still do. but it has nothing to do with immigration. >> the resolution was passed to reaffirm those rules, but it also looks into the possibility of providing $2.5 million in funding to the rapid response network, which identifies ice activity in the area. the resolution also looks into funding for legal services, legal defense for members of our community who may be stuck in deportation enforcement limbo. there are a lot of people who get stuck in there and they get lost in that system. and so we want to make sure that if san jose is home, that you get resources from the city. mayor mehan and chief joseph have

planned a virtual town hall meeting for wednesday to take questions from community members about the city's immigration policies and resources in san jose. zach fuentes, abc seven news. >> all right, let's go back to storm watch now. another check on the weather in the rain. >> that's right. let's get to meteorologist sandhya patel, who has been tracking it for us. hi, sandhya. >> hi, there. yeah. ama and dan. let's take a look at live doppler seven right now. because we have had rain and snow across california, and we are basically waiting for this area of low pressure to sort of fill back in. and that really, as it's approaching, the winds have been kicking up right now. we do have showers across the region as we get you into street level radar right around the east bay, berkeley, kensington, grizzly peak boulevard up in the oakland hills, emeryville. you're getting some rain. it's moderate from morgan hill, heading down towards monterey road and into gilroy, and scattered rain showers right around windsor. highway 101 mark west springs. look at the winds. 59 la honda, 58 mile an hour gusts at pine mountain 61 mount umunhum as we

go, hour by hour at the lower elevations, gusty as well. 6:00 close to 50 miles an hour there in half moon bay, 7:00 pm. it's still windy and then the winds start to back off at 10 p.m. really drop off as we head towards tomorrow. we are looking at a live picture from our oaq 8-80 camera and you will notice the rainfall so far. santa rosa close to an inch of rain, about 4/10 in san francisco. less than that in oakland, livermore, san jose a third of an inch of rain. we have seen the wetter locations one to 1.5in. venado, the santa cruz mountains. speaking of mountains, look at this beautiful view from the sierra. there is snow on the ground there, picking up the snow at the higher elevations as we look at live doppler seven and it is raining at some of the lower elevations. a winter storm warning until noon tomorrow above 5000ft. up to two feet of snow expected for the peaks i would hold off on travel. temperatures right now 40 to 60s. here's a look at the storm impact scale. it's a level two

moderate strength storm through tonight. showers with those brief downpours, gusty winds, still a slight chance of thunder and minor urban flooding will continue. we've already seen that on the roadways with ponding and some of those smaller streams and creeks. 7:00 tonight, scattered showers, 9 p.m. you will notice a line of rain moving through. and then at 530 tomorrow morning, might see a brief downpour on the peninsula in the mount hamilton area. i wouldn't be surprised if a few snowflakes are mixing in with the rain, as it is going to be cold enough. you can see that indicated by the pink scattered showers at 8 a.m, and by the time 4:00 rolls around, it is pretty much winding down. additional rainfall. we're not expecting a whole lot more, about 15 hundredths of an inch in places like fairfield, to about a third of an inch in half moon bay. your morning temperatures anywhere from the 30s to the 40s. yes, it's going to be chilly. there will be wet roadways, so make sure you have your umbrellas in a jacket. and then tomorrow afternoon 50s for your highs. so hang on to that extra layer. here's a look at the accuweather seven day forecast. it's a level one for

tomorrow. scattered showers on saturday and sunday. you have a dry weekend to get outside and enjoy, but in the mornings oh boy, it's going to be cold and i suspect the weather service will put out freeze watches and frost advisories for the weekend for the morning hours, a dry for monday tuesday, a chance of showers and then midweek we have wet windy weather returning and a level one right now, but that may need to be bumped to a level two as we get closer, so stay tuned. >> okay. sounds good. thank you. sandhya. >> a coyote was rescued from a water retention pond in salinas today. the spca monterey county wildlife center sent out a team to retrieve this poor little guy. they think he likely went in chasing prey or maybe looking for water, and got stuck. after a bit of a runaround rescue, rescuers were able to capture the soaked and very tired coyote. they say he's doing well and will be released tomorrow when the sun comes out. >> look at that little face. all right. still ahead. could you be $2 million richer? we're going to tell you about the winning
