tonight on abc seven news at 11. >> always live abc seven news starts right now. >> we just cannot shake the rain and wind. a busy night on live doppler seven. as one storm moves out, another is moving in. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. fortunately, we are not. unfortunately, we're not seeing flooding and downed trees of the same scale we saw earlier this week, thank goodness. but the wet weather is still having an impact. we're still sitting on a two on our storm impact scale. tonight, scattered showers made for a slick evening drive. windshield wipers were moving fast on 101 in rohnert park. as you can see. >> and looking live out at a rainy night in san jose and a snowy night in lake tahoe. we saw a few flurries coming down there. let's get right to abc seven news meteorologist andy patel, who is tracking our weather. sandhya. >> yeah, and you know what? ama and dan. let's take a look at these live pictures right now, and you will notice that it is

quieter. but there are some snowflakes from zephyr cove and golden gate and emeryville do have some wet roadways out there, because the showers that came through on live doppler seven. we are going to get you into street level radar where we are going to be tracking some of that wet weather. but first, an urban and small stream flood advisory has expanded across sonoma county until midnight tonight. and that's because those streams and creeks are seeing the flooding. and that is going to be problematic. so keep that in mind. this is a level two storm. we are getting some snow in the sierra and the showers are going to continue across parts of the bay area. tomorrow morning's commute. do look out 6 to 8 a.m. there will be some scattered downpours across the region as we head into 10 a.m. still some showers. a flood watch is in effect. uh- flooding on roadways, streams and creeks. this is in effect until 1 p.m. tomorrow. look at the winds gusting to 37 at oakland right now. 25 in san jose. the concern is the ground saturated. it's not going to take much wind to knock over

trees. we've already seen some tree limbs go down and trees until 4 a.m. tomorrow. the wind advisory is in effect those gusty winds. so watch out for downed trees and power lines through tonight. we keep it at a level two. scattered downpours. gusty. minor flooding is expected. and i do want to show you, as we get in a little bit closer to live doppler seven, you will notice that there are parts of the bay area. not everywhere, but there are parts of the bay area that are still dealing with those showers and mainly around the mount hamilton area, but the wet weather is not done yet. i'll be back with a full look at the forecast. coming right up. dan. >> okay. sandhya, thanks very much. first responders in sonoma county are linking at least two deaths to this week's storms. the first death was reported yesterday afternoon on franz valley road in santa rosa. a sonoma county sheriff's deputy say they found a person who died after getting stuck in a culvert. sonoma county firefighters and the national guard found a second victim around 7:00 this morning on sanford road in unincorporated

santa rosa, just north of sebastopol. a bicycle belonging to a missing man was found nearby, but officials are still trying to determine if he is the person who died. >> new at 11, a 12 mile stretch of highway one is closed because of a slide. caltrans says it happened a couple miles north of the monterey san luis obispo county line. the slide is covering one of the lanes on a blind curve, and crews will be out in the morning to try to clear it. so for now, we want to shut down between ragged point and gorda, and several feet of snow is expected in the sierra from this latest storm. it is wet tonight, but chain controls were dropped on 8-80 as well as highway 50. this is a big change from what it looked like earlier in the day. it was really coming down, making for a slick conditions on the roadways. as you see here. the chain controls went up this morning and drivers pulled over to put them on, which backed up traffic. spinouts also led to traffic being held at the state line. you can track the storms using the same live doppler seven tools. our weather team uses.

download the abc seven bay area app for the latest forecast and updates on the storm as it rolls through the bay area. >> all right. in the full forecast from sandy in just a few minutes. but let's move on in the east bay. there is a budget battle over the future of our schools. oakland unified could run out of money in less than a year without major changes. there are plenty of parallels with san francisco's unified budget crisis. facing the threat of a state takeover and major pushback over school closures. abc seven news reporter j.r stone explains what options oakland is considering and what parents have to say. >> so we don't think that the cuts are necessary. >> to close the schools. take the assistant principals away. that is not the way we should run this district. >> community members sounding off thursday night to the budget and finance committee of the oakland unified school district, a committee that during this meeting, could not actually come to an agreement on what budget proposal to recommend to the school board when they vote on a budget later this month.

>> i'm disappointed, and i do have to agree there's not going to be anything else but the day of the vote now, and to have a last minute wordsmithing on a $95 million package is the worst kind of practices that i had hoped. our board had moved away from. >> the district is facing a projected budget deficit of at least $95 million. school closures and consolidations are on the table, so is slimming down school staffing even more than it already is? former osd board member jody london says that school closures and consolidations may actually benefit students. >> if you look at elmhurst middle school, for example, they consolidated two schools, and now the families and the faculty talk about how they have many more elective choices there, more after school sports activities for the students and other things like that. >> some in the crowd voiced concerns about the current situation with the district. >> it really feels like a snake eating its own tail. you know,

we're we're losing enrollment. our attendance isn't up. so then we have to do things that are only going to make enrollment worse and attendance worse. that's what i mean, that we got to. oakland has to stop that. >> presentations given show that oakland unified has many more schools in comparison to districts with similar enrollment numbers. london says board members need to take a hard look at what will benefit students here who are currently struggling achievement wise, and that may actually be closures. >> every school should have a nurse, a librarian, music enrichment, language, whatever those things are, and then figure out how can you provide that to every school. so i think they need to think about instead of a what's being taken away from us mentality, a deficit mentality, a what do we have to gain? we can increase student achievement. we can provide many more resources for kids who most

need them. >> the oakland unified school board will meet february 20th, and will then be tasked to vote on a budget which makes major cuts in oakland. j.r stone, abc seven news. >> the ncaa is following president trump's ban on transgender women and girls in sports, and now parents are calling on the governing body for california prep sports to respond as well. it comes as u.s. department of education has announced an investigation into san jose state university over a player's participation on the women's volleyball team. abc seven news reporter tara campbell looks at the impact of the president's order for high school athletes. >> you ready? we'll do a good job. >> president donald trump signing an executive order wednesday banning transgender women from competing in women's sports. and now a coalition of about two dozen advocacy groups is calling on the california interscholastic federation, better known as cif, to fall in line. >> we're heading in with a whole

new mindset, as we just saw president trump and his executive order to protect women and girls sports. >> the coalition is planning to attend the cif council meeting friday morning. >> we want to go and make our voices clear that they are putting every single high school california athletes, girl at risk to being injured and to lose their fair opportunity to sports. >> they have made their voices heard at these meetings before, but say this time it's different. >> it's with this new executive order, we're going in with more of a hopeful energy, hoping that maybe some of the committee members for cif will be bold enough and brave enough to stand up and say that they don't agree with what cif is doing. >> the cif making its position clear in a statement reading the cif provides students with the opportunity to belong, connect and compete in education based experiences in compliance with california law. the cif also has a diversity toolkit for families, including in one portion that quote the belief

that trans female athletes will dominate any team on which they participate is not a given. tonight we spoke with parents at this high school girls basketball game in san francisco. >> for safety precautions, i don't want her to get injured. >> they do need opportunities to play. i just i don't know what the solution is as far as, like, how it's going to be fair for everybody. >> telling us her daughter has played against a team with a transgender player. >> they just play the game. yeah, just they just thought of it as, like just a game. yeah. another competitor. >> tara campbell, abc seven news. >> well, it was probably inevitable. the first lawsuit has been filed over last month's fire at the moss landing battery plant. it was filed today against p-g-and-e's and vistra energy. that's the texas based company that owns and operates the plant. it argues the facility used an older type of battery that is more likely to catch fire, and that the batteries should have been stored. it should not have been

take a break. that's when a stranger came out of nowhere and pulled a gun on him and opened fire. martin says he turned to run, but fell, and the man stood over him and shot again. he recalled what was going through his mind in that moment. >> and so i remember feeling this like sensation, like, like pulling out of me but not being able to escape it. so i was like, very tethered to my pain. and it was it just would not stop, you know. and then it got worse as more bullets hit me. and i just, i remember confusion and anger and fear. i thought i was going to die on ninth street. >> the man who shot martin was later killed by san francisco police during a standoff. martin says a nurse helped as he was lying on the street. he hopes that she comes forward so he can meet her and thank her in person. >> we have new details tonight about the growing bird flu outbreak in the bay area. health leaders on the peninsula are warning pet owners to be on the lookout for symptoms after a stray cat came down with the bird flu. abc seven news

reporter suzanne fawn explains the warning signs. >> a word of caution for pet cats. consider keeping them indoors and away from a raw diet for now. this, after a stray cat in half moon bay had to be put down after getting sick. a concerned family brought one in to the peninsula humane society in san mateo county for treatment. >> it was determined that he had the bird flu, along with an a number of symptoms. >> it's not known how the cat was infected. medical experts say this is an uncertain time for pets. there are some important symptoms to look out for that could point to the virus. >> the loss of appetite, lethargy, fever, neurological symptoms like circling around excessively, or maybe tremors, vision loss, and then respiratory signs of respiratory issues happening. and that can look like rapid, shallow breathing, excess discharge from nose and eyes. >> back in december in oregon, a house cat died from the virus after eating pet food that

tested positive for bird flu. a portland based company issued a nationwide voluntary recall for the pet food. this is what one veterinary official told us then. >> we do have many reports of cats acquiring bird flu, predominantly from raw food sources. so this goes with raw milk as well as raw meats. >> according to the centers for disease control and prevention, the risk of cats spreading the bird flu to people is extremely low. in san francisco, suzanne fawn, abc seven news. >> a somber milestone today in the covid pandemic. today marks five years since the nation's first covid death. a woman from san jose died from the virus. the santa clara county health leaders did not realize she had covid until months later. five years into the pandemic that upended so many lives, the bay area is now seeing low levels of covid. this year's winter surge was the flu. with cases still rising to levels we have not seen in years. >> in the aftermath of the

southern california fires, allstate insurance says it will pay out $1.1 billion in claims. allstate says it was able to limit losses by pulling back from the california market. it is among several insurers that have been canceling homeowner policies over the risk of wildfires. this has left homeowners with very limited and more expensive options, or maybe no coverage at all. cal fire says the la county fires fueled the agency's busiest january in company history. governor newsom has signed an executive order speeding up rules requiring homeowners to make their homes more fire resistant. the timeline is not clear yet, but eventually, all homes in extreme fire risk areas must have a five foot buffer where nothing can catch fire. that means no dead plants, wooden fences or furniture within five feet of your walls. experts say those strict requirements make a difference even in extreme situations like the palisades fire. this will only apply to homes in areas the state considers very high fire risk.

it is worth noting here that doesn't apply to parts of altadena devastated by the eaton fire. >> coyotes are becoming more and more immersed in san francisco culture among the many odd places they've been spotted. we can now add muni tunnels to the list. take a look. this curious duo was seen entering the central subway tunnel near fourth and bryant streets last week. a safety check train spotted them ahead of opening service on the tunnel for the day. the train followed them for over a mile to the end of the line. >> you know, when you get a call from the transportation management center 6 a.m, you never know what you're going to get. but what i what i got on january 27th was, was was a first for me. we contacted animal control, but it was a little too early for them. but the coyotes found their way out. >> i mean, they were just trying to get their morning commute, right? they opened central

subway service for the day without any delays. >> well, somebody has to use the mass transit. >> that's true. >> all right, let's talk about the weather forecast. nice break in the rain. >> yes. sandhya patel has the latest for us. sandhya. >> yeah, and that break is going to come tomorrow afternoon. and then the weekend is dry. all right, i want to show you a live picture right now. it is a beautiful view from zephyr cove. you see the snow? it's coming down. earlier it was piling up. the winds are gusty at this hour. taking a look at live doppler seven. there are chain controls right now on most roads leading up to the mountains. it's not a good idea to travel until this winter. storm warning is gone. so it is in effect until noon tomorrow. above 5000ft. expecting the highest accumulations over the peaks. and we are expecting the winds to continue. so let's take a look at i-80 and the conditions. the snow level is 5000ft, so if you want to go up to the

mountains, here's a look at the elevations in blue canyon is right there near that snow line. so heading up towards kingvale and donner summit, you know it's going to be all snow. it is raining though across parts of the sierra right now, believe it or not. and as we look at a live picture from our exploratorium camera, tomorrow morning is going to look like this. there is going to be some gray sky. pockets of low visibility and still a few showers. as you look at live doppler seven, we are tracking them for you. mount hamilton area. we are looking at some of those showers at this hour and widening the picture here. this is still a level two because of the fact that there is potential for some more issues. so let's take a look at the storm reports. you will notice that there have been 32 so far. many of those are wind damage and debris flows and flooding. so we've had some rain. as you look at the wider perspective here, the rain was steadiest across most of the state and the sierra was getting that snow. it is headed toward southern california now. the burn scar areas could see the potential for some issues. first, let's look at our area

through early tomorrow morning. the weather prediction center has us in that excessive rain outlook, a marginal risk for parts of the bay area. and this really stretches across parts of the central valley and down into southern california. looking at the rainfall so far, over an inch and a third in san rafael, more than an inch in santa rosa, you will notice a third in san jose, half an inch in san francisco, oakland 4100 out towards napa, almost an inch, five hundredths in concord. the biggest winner here so far has been ben lomond, the santa cruz mountains. getting a little bit of the lift from the mountains, 2.5in of rain. it's still gusty over the higher terrain. hood mountain, 40 miles an hour. wind gusts so far today have been between 60 and 74. in places like los gatos, it was up to 74 in the hills, 40s and 50s. right now, in those numbers, it's a level two through tonight. we'll switch it over to a level one tomorrow, but scattered showers continue, gusty winds and minor flooding. we've already seen it. and that flood advisory is going

until midnight for parts of sonoma county tomorrow morning. you see pockets of showers. some of those will be briefly heavy. but really, as we go into 1230, only isolated showers by 1:00, the stuff is moving out and by 4 p.m. it's out of here. additional rainfall. this is always a little bit hard to pinpoint, but anywhere from nothing measurable to maybe about 2000/800 of an inch there in novato. your morning temperatures in the 30s and the 40s. make sure you have an umbrella handy tomorrow afternoon. you'll need those shades as well. and a jacket 50s for your highs. it's going to be a bit breezy, and here's a look at the accuweather seven day forecast. this system goes down to a level one because there will just be trailing showers left cold on saturday and sunday mornings with frost. we're looking at sunny days. so if you do have plans for super bowl sunday, maybe you're watching outdoors at a party. should be nice and dry on monday. tuesday is partly cloudy and it's a level one with cold showers on wednesday. rainy and gusty. level
