is tracking the system moving through the region. >> roughly 2 million government employees faced a buyout deadline at midnight, but a federal judge stepped in. i'm christiane cordero, with the details from washington coming up. >> it's been one month since fires devastated parts of los angeles county, and now we're learning new details about what may have started at least some of the flames, and today, how you can help our neighbors to the south rebuild. good morning. it is friday, february 7th. >> and let's begin with that check of weather with drew. >> yes, we have a couple leftover showers out there this morning. they're not going to linger all day, but where we have the showers, you are going to see a brief downpour out there. so live doppler seven i want to press on down along the peninsula, the east bay, across the city. we just had a quick moving downpour that's now moving into oakland. now we have some scattered downpours. one moving into fremont. so heads up fremont. you're about to see a brief shot of some heavy rain. some heavier showers. just work through dublin on their way to livermore. so five 8-80 this morning, east and west. a little slow. and that's the biggest issue this

morning is where we have these isolated downpours. it will bring you a brief hit of some heavy rain. it creates some slick roadways out there and we do have some light winds. so we are at a level one only until 9 a.m. today. after 9 a.m, things clear out and we'll actually have a pretty nice finish to the day today. but here's future weather. we'll track those scattered showers first thing this morning. so for the morning commute you'll see a hit or miss shower by 9 a.m. this thing is out of here, and we'll start to see those skies clear out. and temperatures today will be on the cool side. daytime highs only in the mid 50s, but this does set the stage for a really nice weekend. however, we do have some cold mornings on the way. we'll show you that coming up in eight minutes. let's check in with gloria swease drive times. >> good morning drew. good morning to everybody at home. happy friday to you so far. it's looking pretty good out there on the roadss morning we have a live look at our golden gate bridge camera. you can see it's pretty empty out here right now, so you won't have any issues if you are driving from the north bay. but if you're driving to the north bay, there is some road work

that's being done on northbound 101 between highway one and the toll, so there might be some minor delays as you drive towards the span. and looking at our overall map so far, you could see mostly green. and of course fridays we tend to see lighter traffic. so we'll continue monitoring this for you throughout the morning. right now tracy to dublin 28 minutes san rafael to san francisco 16 minutes. antioch to concord 14 minutes reggie. >> and we know now that the storms have been deadly. first responders in sonoma county are linking at least two deaths to the storms. the first death was reported wednesday afternoon on franz valley road in santa rosa. sonoma county sheriff's deputies say they found a person who died after getting stuck in a culvert. sonoma county firefighters and the national guard found a second person yesterday morning on sanford road in unincorporated santa rosa, just north of sebastopol. a bicycle belonging to a missing man was found nearby, but officials are still trying to determine if he is the person who died. if you're headed to the office or taking your kids to school this morning, you may encounter a wet commute to end

this workweek. abc seven news reporter lena howland is live in marin county. with the conditions right now and a look at the damage done after a very wet week. hi, lena. >> hey, reggie. good morning to you. we just got on the richmond-san rafael bridge a moment ago, and i can tell you, we are not seeing any rain out here just yet. we did run into a small burst of rain on our way over here in the east bay. but taking a live look at our view of the roads right now, we are seeing pretty clear conditions and not any issues over here on this bridge at this hour. now, further up north, the sonoma county fire district told us yesterday that just in the past 72 hours, they had already done ten swift water rescues, including drivers and pedestrians across the area. they say despite putting up closed road signs and other posted messages messaging, people continue to ignore their warnings and drive through flooded roads. meanwhile, all eyes are on santa rosa, a

hillside where a mudslide cascaded onto a home earlier this week, trapping robert boyd's family for a time until rescue crews arrived. he got a call from his wife. >> she was obviously panicking. she didn't know if she could get out. but. very scary. >> 16 homes near deer trail court in santa rosa are still under an evacuation warning this morning, while city and county crews continue to monitor the hillside for stability. now, when the rain does come this morning, it will slow your morning commute down a bit. so remember to take things slow and give yourself a few extra minutes before heading out the door this morning. for now, reporting live from the richmond-san rafael bridge. lena howland abc seven news lena. >> thank you. a 12 mile stretch of highway one is closed due to

a slide. caltrans says it happened a couple miles north of the monterey san luis obispo county line. the slide is covering one of the lanes on a blind curve, and crews will be out in the morning to try and clear it. so for now. highway one is shut down between ragged point and gorda. several feet of snow expected in the sierra for today's storm last night. it was wet on the roads and chain controls were dropped on i-80 and highway 50. this is a big change from what it looked like earlier in the day. this storm is expected to last through this morning and that snow continuing until about noon. there are possibilities of chain controls being enacted and road closures, but caltrans says roadways are expected to be cleared by this afternoon, and you can track the storms using the same live doppler seven tools our weather team uses. download the abc seven bay area app for the latest forecast and updates on the storm as it rolls through the bay area. >> the first lawsuit has been filed over last month's fire at

the moss landing battery plant. it's been filed against p-g-and-e's and vistra energy. the texas based company that owns and operates the plant. the lawsuit argues the facility used an older type of battery that is more likely to catch fire, and that the battery shouldn't have been stored inside. plaintiffse also claim they suffered health impacts from the fire, smoke and ash. p-g-and-e's responded, saying this was not their incident and vistra did not get back to us. environmental activist erin brockovich will lead a town hall on this next week. >> today marks one month since the deadly l.a. county wildfires broke out, and for the first time, a major utility company is shedding light on the role its equipment could have played in glorious socal. edison isn't ruling out that it may have had a role in sparking two of the fires. >> amanda. southern california edison says its equipment likely sparked the hearse fire, which burned 800 acres in the sylmar area last month, and the utility says that it is looking into whether an idle transmission line became energized in the altadena area, sparking the deadly eaton fire. 40

lawsuits have been filed over the fire claiming that power lines are to blame. socal edison issued a statement saying while we do not yet know what caused the eaton wildfire, sce is explg every possibility in its investigation, including the possibility that some equipment was involved. as the investigations into what happened continue. governor newsom has been in washington, d.c, this week working to secure more federal funding for thecure recovery efforts. yesterday on cnn, he spoke about his meeting with president trump. >> the president wants to do something that's never been done, and that is address this crisis with a degree of sophistication and focus to get the job done and get people's lives back. we're trying to do everything we can to distill a sense of well-being, and it's critical that the relationship between the president, united states, and the state of california remain strong and firm in our resolve to fix this. >> nurturing a relationship with washington is important right now, as president trump and some republicans have threatened to

along with satellite. our low pressure is slowly sliding down the coast this morning. as it does, it will take the showers with it, and the rain is pretty much over by lunchtime. but this morning we do have some scattered showers out there, some rain falling across southern california. heavy at times where they do have the threat of mudslides there. the winter storm warning still continues until noon today. winter radar will flip it on over. we do have snow still falling. chain controls right now on every road leading to tahoe. but like we talked about just a few minutes ago, caltrans does believe they'll be able to clear out a lot of the snow for better conditions for traveling later on this afternoon. be aware of that. live doppler seven. we are tracking some scattered downpours. let's take you right down to street level into fremont where we have some heavy rain falling. it's not everywhere. most of us are actually really quiet right now, but where these isolated downpours are setting up, it does bring you a brief round of heavy rain and some lower visibility. so we will be at a level one this morning until 9 a.m. after 9 a.m. we get rid of the wet weather.

the peninsula came down with bird flu. abc seven news reporter suzanne fawn explains the warning signs. >> a word of caution for pet cats. consider keeping them indoors and away from a raw diet for now. this, after a stray cat in half moon bay had to be put down after getting sick. a concerned family brought one in to the peninsula humane society in san mateo county for treatment. >> it was determined that he had the bird flu, along with an a number of symptoms. >> it's not known how the cat was infected. medical experts say this is an uncertain time for pets. there are some important symptoms to look out for that could point to the virus. >> the loss of appetite, lethargy, fever, neurological symptoms like circling around excessively, or maybe tremors, vision loss, and then respiratory signs of respiratory issues happening. and that can look like rapid, shallow breathing, excess discharge from nose and eyes. >> back in december in oregon, a

city and county crews continue to monitor the hillside for stability. and back here live on highway 101 as it as it is not raining here just yet, we are continuing to monitor these conditions for you. it is still a good reminder to give yourself a few extra minutes before heading out the door this morning, as we are just starting to see some rainfall right now. for now, reporting live in san rafael. lena howland, abc seven news. >> all right, lena, thank you. in marin county, officials say they've had to rescue at least one person who got stuck in flood waters. dramatic video released by the marin county sheriff's office shows that rescue of a woman early tuesday. the sheriff's deputy breaks the car's back window and begins removing items. you see it there really trying to give the woman stuck inside the submerging car as much room to breathe as possible. eventually, the deputy is able to pull the woman out of the vehicle. the sheriff's office says the deputy likely got there just in time to save her life. >> and you can see about half

the license plate when deputy dawson arrives on scene. by the time he gets her out of the vehicle and onto the roadway, he turns around. at the very end of that video, the vehicle is almost completely submerged. >> fire officials said events like this can serve as a reminder to the public, and with more rain ahead, they are urging everyone to be careful. track the rain using the same doppler our weather team uses on the abc seven bay area app. we'll also send out alerts with important updates. >> governor newsom has signed an executive order speeding up rules requiring homeowners to make their homes more fire resistant. the timeline isn't clear yet, but eventually, all homes and extreme fire risk areas have to have a five foot buffer where nothing can catch fire. that means no dead plants, wooden fences or furniture within five feet of your walls. experts say those strict requirements make a difference even in extreme situations like the palisades fire. this will only apply to homes in areas. this considers very high fire

risk, and it's worth noting that doesn't actually apply to parts of altadena devastated by the eaton fire. it also doesn't apply to much of santa rosa, including the coffey park neighborhood that burned in 2017 during the tubbs fire. the state is in the middle of reassessing the risk map, adding nearly 1.5 million acres to the red and pink very high risk category. it can be sometimes hard to think about wildfires when it's raining outside, but the growing reality is that fire season in california is year round. la burn in january this year, paradise burn in november of 2018. abc seven news reporter dustin dorsey has a look at what state lawmakers are doing to make sure firefighters have the tools and resources they need. every month of the year. >> the january southern california firestorm highlighted a chilling truth and the daetz of other cal fire wildfireaetz declarations. hammer it home. there is truly no longer a wildfire season here in california. >> in southern california, it is year round now. when you look at

their graphs and their data, their long term data in northern california, it's getting longer and longer. it's not quite year round yet, but maybe if we have some sort of extended extreme drought, it could become even longer. >> state senator dave cortese says as the fire season lengthens, the help needs to expand as well. the fight for firefighters act, cortese coauthored would do just that. >> seasonal firefighters that are home watching the super bowl this weekend will suddenly have a job again. >> the proposal would allocate $175 million annually to make more than 3000 seasonal cal fire firefighters full time, providing protection to all corners of the state. >> there's nothing worse than, you know, having a fire break out in in a place, you know, 25 miles, you know, from an urban area, and be right in the middle of cal fire's jurisdiction, you know, only to have no personnel in that station. >> vegetation management crews would also go full time. and assistant professor kate wilkin, with san jose state's wildfire

our winter radar. live doppler seven showing you snow is still falling underneath a winter storm warning until noon. just look at chain controls. every road leading to tahoe has chain controls in effect. caltrans has said they believe we can improve conditions this afternoon for a nice ride getting up there this evening, but certainly this morning it is messy. rainfall back here at home over the last 24 hours, pretty much where we thought it would be between about a half of an inch and an inch of rain over the last 24 hours. we're now on the tail end of this system, but still, we are tracking some isolated downpours, most of us not seeing any wet weather. but what we do have, some of these quick moving showers. it does bring us a brief period of some. heavy rain doesn't last all that long, maybe less than five minutes, but it does drop visibility and it does create some slick roadways out there. again, this is with us until about 9 a.m. this morning, and then we're pretty much done with the action. so by noon we're pushing this system out of here. and the afternoon is going to be very nice. but on the cool side for this time of the
