pennsylvania, snow, sleet, freezing rain in new england. cars and trucks colliding. ice covered roads and white knuckle driving. >> take your time. leave enough space between you and the car in front of you. give yourself enough time to break. >> ginger: accidents littering the highway. this tractor trailer toppled. in pennsylvania, trucks and cars stranded, ice encasing trees and taking down power lines in virginia. and now, another round of winter weather from the northern plains right through the northeast this weekend. the new jersey department of transport urging people to avoid unnecessary travel. winter storm warnings, through the rockies. it's minnesota where they're 20 inches below snow wise. also the winter storm watch for saturday night from new york city and trenton new jersey up through connecticut and even parts of new hampshire and vermont. we time it out here. saturday morning it will be o claire to green bay with the heaviest snow, 3 to 5 or 7 inch. here it starts to build up with

that moisture. the iciness will go through appalachian again, blue ridge mountains. watch for that. look at 11 p.m. it really gets going. you'll see snow in new york and philadelphia for the afternoon of saturday, but it's not until late night that it becomes thick. we're talking from the catsgills to berkshires. we could be seeing 6 to 12 inches when this hit. this is a really active pattern. next week more snow. >> george: okay. >> linsey: significant winter wallop there. okay, ginger. now the regional train that went up in flames. roughly 350 people forced to evacuate when a plane from philadelphia to wilmington caught on fire. stephanie ramos is here with that story. good morning, stephanie. >> reporter: good morning. it was quite the scene. the fire on that six car train happened around 6 p.m. last night. the flame weres so intense you could see smoke billowing out of the windows. overnight, a train suddenly erupting into flames. >> confirming the train on fire from amtrak eutsz.

they're reporting they believe the train is still occupied. >> reporter: the train, packed with hundreds of riders during the heavy evening commute. >> they're fighting the fire from the other side of the tracks. >> reporter: emergency crews arrived on the scene outside philadelphia to battle the flame. >> the first car of the train was engulfed in flames. >> reporter: the six car train caught fire around 6 p.m. passengers noticing a strange odor a short time before. >> i kind of smelled like this weird kind of smoke, like a sulphur smell. it was getting strong. >> people were starting to notice it. people were starting to panic. people were looking out the window. >> reporter: the 350 passengers were advised to move to the back of the train, finally able to evacuate and get to safety. crews towed that damaged train away. they haven't determined how the fire started. luckily there were no serious injuries. service was halted for several hours before it resumed just after 11 p.m.

passengers were saying they were grateful that the crews got them out quickly. >> rebecca: so grateful for those workers. all right, stephanie. thank you. we turn now to president trump and elon musk drive to reshame and slim down the federal government. hours before a midnight deadline a judge temporarily blocked the buyout that's been offered to some federal employees. senior political correspondent rachel scott is tracking this from the white house. good morning, rachel. >> reporter: rebecca, good morning to you. at least 60,000 people opted in to this buyout program from the federal government. but this morning a judge putting that on pause right before the deadline is prompting widespread confusion for those who want to resign and those who want to stay on the job. this morning widespread confusion for federal workers. it's been just over a week since 2 million federal employees received this e-mail with a stark choice, resign now and be paid through september or run the risk of being laid off. >> it's just all kind of a mess. >> reporter: mother of two in

kentucky works for the department of veterans affairs. she took the offer but hasn't gotten any clarity since. >> everyone is just, they're all shaken u and all scared. it was very much a scare tactic. it definitely worked. >> reporter: the offer now on hold until monday, as a legal challenge plays out. unions calling it arbitrary and unlawful. but the administration saying the program is not being blocked or cancelled. >> we encourage federal workers in this city to accepted the very generous offer. >> reporter: a civil rights attorney at the department of education said the offer is flat out insulting. >> it would be hard to give up our career, give up our commitment to the public in a week's time with very conflicting and often at times erroneous information given to us. >> reporter: the e-mail's title fork in the road. same one billionaire elon musk used when he slashed the work force at twitter. now musk, who last night posted

this photo in the oval office, and his team on a blitz through federal agency, looking to cut costs. sources tell us usaid the relief agency that brings food, water and health care to victims of natural disasters will soon have its global work force reduced from roughly 14,000 people to fewer than 300 employees. an internal e-mail shows just 12 employees to be assigned to the entire continent of africa and only 21 to the whole middle east. it's an agency whose work the first lady praised in 2018. >> we care and we want to show the world that we care. i partnered and working with usaid and that's what i want to show, that we care. >> reporter: and this morning "the new york times" identified more than 30 studies that have been frozen, from trials for malaria treatment for children to nutritional help for children in ethiopia. a 25-year-old staffer connected to musk's department of government efficiency has resigned after the wall street journal reached out to the white

house about social media posts they described as racist. abc news has not independently verified those post, but are learning that staffer did have access to sensitive information at the treasury department. so now all of this once again prompting questions about who exactly is working for elon musk and what they have access to, george. >> george: and whether what they're doing is legal. latest in a series of personnel moves that appear to be illegal on their face. the president moved to dismiss the chairman of the federal election commission? >> reporter: yeah, george. the fcc was created by congress to be an independent watch dog over our election system. overnight the chair said that she was fired by president trump in a letter. she is a democrat. this is a bipartisan commission. under law, the president is supposed to first nominate her replacement. in a statement on social media, she says there is a legal way to remove her and this is not it, george.

>> george: rachel scott, thanks very much. now the faa, announcing a review of busy airports after last week's deadly collision. trevor ault has the details. >> reporter: good morning. the faa has been restricting helicopter khafbg over the potomac river since the day after this crash. we now know the agency is reviewing not just reagan airport, but several others that all have a high volume of mix traffic between helicopters and airplanes. want to determine the risk at those airports. the chopper was relying on radar which is less accurate. a one senator said there was no reason to switch that navigation system off. they confirmed the black hawk crew was wearing night vision goggle, it would have made flying over the bright lights of dc a lot more difficult.

completely destroyed. we were there as one turned to ash. this is an assisted living facility. they had to evacuate people in wheelchairs and beds and run them up the road to safety, an utterly heroic moment. >> that was such a scary morning that day. and while the cause of this fire that laid waste to 9,000 structures and killed 17 people is still under investigation. socal edison not taking responsibility for the fire, but they are revealing irregularities in their equipment near the fire start. rebecca? >> rebecca: a lot to keep following there as those families continue to grapple with this. thank you. we turn now to the alleged egg heist in pennsylvania, as prices soar. elizabeth schulze spoke exclusively with a ceo of a company who said he had about 100,000 eggs stolen. good morning, elizabeth. >> reporter: good morning, rebecca. the ceo of pete and jerry's eggs tell us they are fully cooperating with law enforcement as authorities try

to unravel the mystery of how nearly 100,000 eggs disappeared from the back of a trailer. this morning the ceo of pete and jerry's organic eggs speaking out in a gma exclusive, telling us the company is beefing up security in the wake of that brazen heist of nearly 100,000 eggs worth $40,000 at one of its facilities in pennsylvania. >> if it happened once, it could happen again. so we are putting additional measures in place. >> reporter: what might that look like? >> additional security on the ground. it's making sure that we're just, that we have better lighting in our facilities. maybe some additional cameras. >> reporter: the theft happened just before 9 p.m. saturday night. 8,000 cartons of a dozen eggs stolen from the back of a distribution trailer in green castle, pennsylvania. >> it is where eggs come in from our farms, the network of farms we have in that area. they're processed there, graded, checked for quality, packaged and then shipped to our customers.

>> reporter: six days after the heist, state police are still struggling to crack the case. now digging through surveillance video and asking the public for leads on any suspects. the motive, police say, could be the extreme increased price of eggs. someone may have thought they could sell them. >> we're finding consumer interest for our product is greater than it's ever been. we only expect it to continue. >> now pete and jerry's organic eggs typically retail for about $7 a dozen. the ceo said with lower grade eggs topping that price, lot of customers are finding their premium eggs are a good deal. lot of unanswered questions. what did the thieves do with these stolen eggs? and how did they manage to keep them refrigerated? that's how eggs are supposed to be while they're on the move, guys. >> george: i can barely get a carton of eggs now.
