mount diablo 30 there. 33 mount aluminum and right along the coast. upper. lower 30s. so anywhere from 4 to 14 degrees colder this morning. bundle up. it's going to take at least through the 11:00 hour until we get to near 50 degrees in the afternoon, near average, mid and upper 50s and even colder nights ahead. stephanie. >> all right lisa. thank you. in the north bay, people living along the russian river in sonoma county can now return home. the sheriff's office has downgraded the evacuation order to a warning. residents are advised to keep an eye out in case flooding happens again. sky seven shot footage of at least one home still partially underwater. sonoma county officials released the names of two people who died during this week's storms. the victims were found in flood waters in separate parts of the county yesterday and the day before. 61 year old john radic from calistoga was found wednesday night in a culvert on franz

valley road in santa rosa. deputies say he was stuck in that flooded culvert. frank robinson and 81 year old from sebastopol was found early yesterday in floodwaters on sanford road. his bike was nearby. he had been reported missing wednesday night. a federal judge puts the trump administration's plans to buy out thousands of federal workers on pause. elon musk's role in the government is also under growing scrutiny this morning. here's abc news reporter nicole d'antonio. >> a federal judge paused the trump administration's plans to place over 2000 usaid employees on administrative leave on friday night. the judge issuing a temporary restraining order preventing president trump, elon musk and his new department of government efficiency from making the move. it comes as elon musk and his team plan to slash thousands of workers at the agency, which provides food and medicine to close to 32 million children worldwide. the state department is still working to assist evacuating all

>> san francisco is suing the trump administration over sanctuary city policies. the lawsuit challenges the president's executive order mandating federal agencies cut funding to local jurisdictions with sanctuary policies. >> since his first term, donald trump has tried different ways to coerce cities into doing the job of the federal government and carrying out federal immigration enforcement. >> santa clara county joined san francisco as plaintiffs in that lawsuit. the legal action comes a day after the justice department sued the city of chicago and the state of illinois over their sanctuary policies. bay area medical researchers are already bracing for the impacts after president trump's order to cut funding from universities and medical centers. on friday, trump announced the national institutes of health will be cutting in direct cost payments to 15%. those funds cover everything from staff to labs and major research. it means

that universities and medical centers will be unable to complete that research like they have before. >> my patients, who are in clinical trials that are funded by the national cancer institute, are they continuing with their treatments? and they can. a lot of patients, as you can imagine, are quite anxious. >> experts are concerned that the lack of funding will have widespread impact. the order is supposed to go into effect on monday. there's a call for change here in california following the president's executive order banning transgender athletes from womens school sports. a group of students, parents and organizations showed their stance in support of the ban at a california interscholastic federation council meeting. the cif is the governing body for high school sports in the state. >> be brave. stand up for girls. save girls sports. >> i want to strongly exhort each and every one of you to stand up and protect these young girls who have been competing

for years in their sport. >> every morning it's something else. so we we're in a lot of pain. i'm open to talking about the regulations to try to make sure there's a level playing field, but this is not what it's being used for. >> the cif announced that it's not wavering from a commitment for inclusion, despite the president's order. well, the federal highway administration is halting funding for states to install tens of thousands of electric vehicle chargers. the money was part of a bipartisan infrastructure bill that passed in 2021. now, transportation advocates say that with this uncertainty, cities need to focus more on things like public transit. >> i hope that this this news and these changes actually get our our city leaders, our state and regional leaders to focus on true, sustainable transportation locally. >> san francisco was set to receive $15 million and san jose $12 million. environmental

advocates expect california to be less impacted than other states due to the state's own aggressive plans to expand ev infrastructure separate from any federal plans. the man convicted of second degree murder for the stabbing of tech exec bob lee will be sentenced in may. nima momeni refused to appear in court yesterday, though three of his attorneys and his mother were present. jurors returned the verdict in december. >> do you know why he refused to come into court? >> i have no idea. did that surprise you? no. listen, it's a procedural hearing just to set a hearing date. not a big deal. >> is he going to be changing attorneys anytime soon? >> yeah. at this point, the only attorneys would be for appellate purposes. >> bob lee's family is expected to speak in court prior to his sentencing on may 16th. second degree murder carries a sentence of 15 years to life. we're following new developments. former 40 niners star dana stubblefield is set to be a free

man. a santa clara county judge granted the petition filed by his attorneys, allowing his immediate release. in december, an appeals court overturned stubblefield's 2020 rape conviction, determining prosecutors made racially discriminatory statements during his trial. a violation of california's racial justice act. >> we knew this day was coming. we knew it the second that he had to go away, that he was going to come back because it was the most infected jury trial that we have ever been a part of professionally. >> prosecutors claim the former nfl star lured a woman to his home with a promise of a babysitting job. stubblefield said the interaction was a paid, consensual transaction. california's ag is appealing the overturned conviction to the state supreme court. happening today a goodbye party for a san francisco cannabis shop, the vapor room. it's temporarily closing as the owner, martin olive, recovers. he was shot multiple times outside the shop

sleepy saturday morning for these sea lions all cuddled up together from our pier 39 camera. as we're seeing these frigid temperatures outside. it's 512. despite a community effort to save an essential grocery store. the safeway in san francisco's fillmore district is now closed for good. the store's inventory ran out days ago, but the pharmacy was open until yesterday. a private developer wants to turn it into market rate housing, but a public hearing on monday revealed that most people are upset about having nowhere else around to buy food or pick up medication. all employees were offered to be reassigned to other safeways. almost a year and a half after the city of

hayward was hit with a cyber attack, thousands of people are now being told their information was leaked. in a letter sent out to those impacted, the city says there's no evidence of identity theft. but as abc seven news reporter anser hassan tells us, some experts are skeptical. >> has any individual come to the city and said, we have concerns that our data was taken? no. almost a year and a half after hayward was hit by a cyber attack, the city is alerting almost 33,000 people that the data downloaded by the hacker contains users personal information. >> we have hired an outside consultant to essentially mine the data here in the city to try to identify other, other areas that were potentially touched. >> on july 9th, 2023, the city detected a cyber attack. the outage lasted two weeks, also affecting the computer system used by police and fire. the

city declared a state of emergency. now, a two page letter is revealing the outcome of the city's investigation. officials say they just learned on december 30th, 2024 that the compromised data includes names, date of birth and social security numbers. however, the letter specifically states, quote, we have no evidence that any of your information has been used for identity theft or to commit financial fraud. >> we know this to be true because at the conclusion of the major event that happened two years ago, there wasn't any major area discovered. >> but tech expert professor ahmed bonafe, who teaches engineering at san jose state university, says he isn't convinced. >> absolutely. i'm not convinced because this is gold mine for the hackers. i mean, they're sitting on this data. either they can negotiate with the city of hayward by saying, we're not going to release it. you have to pay us, or we're going to put it in the dark web and sell it. >> professor bonafe says a class action lawsuit has been filed now that the city has admitted that data has been compromised,

and as a result, victims may now start to come forward. but mayor salinas calls the lawsuit frivolous, saying it's safe to do business with the city. >> if there were and if there are names discovered that we will do everything we can to help them. >> in hayward, anser hassan abc seven news. >> well, the san francisco zoo has lost its only male gorilla, oscar jonesy. zoo officials say oscar died unexpectedly while recovering from anesthesia on thursday. the 43 year old silverback was undergoing a checkup for age related issues, including possible tooth decay. he did not show signs of illness during the procedure, they say. and uc davis veterinary school staff will perform a necropsy on oscar in the coming days to help determine his cause of death. after 80 years of uncertainty, a world war two airman declared missing in action was finally laid to rest here in the bay area. sergeant ian hop was 20

years old when his plane was shot down during a mission in germany. his family searched for answers for years and finally got them last june. sergeant hop was identified through dna and a 2013 match of information on three captured airmen at a cemetery in germany. his flag draped casket arrived at sfo last friday after a service in daly city. yesterday he was taken to his final resting place at golden gate national cemetery. hundreds packed the san francisco city hall rotunda to mark the city's black history month celebration. >> we lift our hands in that. sanctuary. we lift our hands to give you the glory. >> performances and speeches marked the event, focusing on this year's theme of african americans and labor. in his speech yesterday, mayor daniel lowery proclaimed that investing in the community is a core priority of his administration

we have a dry air mass now several days to dry out. but it's going to get even colder as we look at that lack of moisture until things turn around the middle of the week, and we're looking at a return of rain. definitely. wednesday could it could be tuesday in some areas. so that gives us, you know, three, four days perhaps to dry out. live doppler seven right now looking at the clear conditions. and that is going to allow for more enhanced radiational cooling throughout the days ahead. it is 33 right now in danville. that is cold. and we have livermore and we have livermore with not only ■35 but some fog there, 34 sonoma and temperatures continue to drop. that sun coming up at 706. so we'll get even colder by about 8:00 and 9:00 still in the 30s, and plenty of 40s right on through ten. and by about 11:00, maybe those 50s. so frost and freeze alerts this morning, throughout the weekend, we've got the cold mornings, the sunny

afternoons and then the rain returning. the activity looks to be in southern california, the heaviest rain. we'll show that to you in just a moment. so notice that for much of the extreme northern california, not a whole lot here, but we go to the next seven days and we could see three quarters of an inch of additional rain in santa rosa. and notice the higher totals from san francisco to san jose. so this takes us out seven days. and then it's also a pretty cold air mass. we can count on some more mountain snow as well, but into the southland we could see anywhere from 4 to 6in of rain here, which could definitely bring some problems with some mudslides in the southern part of the state. so we'll keep you posted on that. but in the short term, we're looking cold, we're looking dry, and temperatures are about average today. so numbers ranging from the mid 50s at the coast to the upper 50s in oakland, we are certainly above average in rainfall here in parts of the north bay and san

us this half hour. it is cold out there. we saw all those sea lions bundled up. >> yeah. it's like if it's not raining it's freezing right. yeah. so we're in the freezing mode with frost and freeze advisories. not only today, but they're probably going to take us right on through monday. so here are the highlighted areas. the darker color indicating temperatures that could drop as low as 28. and elsewhere. those lighter colors as low as about 3137. in fremont it's 35 with fog in livermore, 33, danville 39. half moon bay with 35. vacaville, napa, vallejo and santa rosa is at 34. so we're looking at upper elevations right around 30 for mount diablo, 32 along the northern coast there, and mount umunhum just at 33. so this is a lot colder than yesterday, 10 to 13 degrees colder. oakland and concord. there's the fog out in the livermore valley. and look how long it's going to take to warm up by 8:00. we're still in the 30s along the north and south end of the bay, low 40s elsewhere. and it's 11:00 when

we just hit about 50 degrees. afternoon highs mid and upper 50s, a lot of sun near average. and we'll talk about a return to the rain in a few minutes steph. >> all right. >> speaking of that, the rainfall and flooding are boosting the north bay's long term water supply as we head into spring and summer. but the rest of the bay area still needs much more weather like we had this past week. abc seven news reporter cornell bernard has a look at some of the numbers. >> the water is almost everywhere you look in marin county. lots of cascading waterfalls. no surprise, after a week of winter storms and epic rainfall, our abc seven meteorologists say up to 18in of rain fell on mount tam since january 31st. all that water is good for the local water supply now above average. nicasio reservoir is releasing water down its spillway for flood control. marin water says six out of its seven reservoirs are now at 100% capacity. >> we've had a lot of rain

already. >> andrea rodriguez from sonoma water says its two reservoirs, lake sonoma and lake mendocino, are now essentially full. water releases are happening at a rapid rate to make room for more rainfall from future storms. >> each reservoir at lake mendocino and lake sonoma have entered the flood control pool, and this is where the u.s. army corps of engineers really takes over control of those reservoirs to make sure that releases are made and nothing gets flooded. >> heavy rain did bring flooding along the russian river near guerneville this week, prompting some water rescues. the post storm water picture is not quite as quenching for other parts of the bay area. data from east bay mud shows its water supply at 79% of capacity. valley water is only at 21% of capacity, according to online figures, but winter is not over yet. water supply in northern california has always been feast or famine. don't forget, just two years ago, nicasio reservoir and

others in the bay area were much lower due to our epic drought. this was lake sonoma back in the fall of 2022. pretty low. and here's how it looks today. >> so going into the summer with full reservoirs is a good indication, and especially if we get just a few more storms this winter and spring keeps everything nice, dry and tops it off, i think we'll be in good shape heading into a beautiful summer. >> in the north bay. cornell, bernard abc seven news. >> police department. department. >> this morning we're getting a new look at the intense effort by police to evacuate citizens as last month's destructive wildfires spread across southern california. this new video comes from the pasadena police department. it shows officers going door to door to alert people as the eaton fire raged around them. >> do these doors open? >> yes. you have to push it.
