vallejo and 34 santa rosa. so upper elevations easily in the low 30s from mount diablo, mid 30s up around mount tam, 12 degrees colder in concord with fog in livermore this morning. you can see visibility there at a quarter of a mile. so with the sun coming up at 706, it is going to take a while to warm up 30s and 40s through 8:00 noontime. we're just in the low to mid 50s afternoon. highs near average, mid and upper 50s sunny skies stephanie. >> all right lisa thank you. in the north bay, people living along the russian river in sonoma county can now return home. the sheriff's office has downgraded the evacuation order to a warning. residents are advised to keep an eye out in case flooding happens again. sky seven shot this footage of at least one home still partially underwater. sonoma county officials released the names of two people who died during this week's storms. the victims were found in flood waters in separate parts of the county

yesterday and the day before. 61 year old john radich, from calistoga, was found wednesday night in a culvert on franz valley road in santa rosa. deputies say he was stuck in that flooded culvert. frank robinson, an 81 year old from sebastopol, was found in the floodwaters on sanford road. his bike was nearby. he had been reporting missing since wednesday night. a federal judge puts the trump administration's plans to buy out thousands of federal workers on pause. elon musk's role in the government is also under growing scrutiny this morning. here's abc news reporter nicole d'antonio. >> a federal judge paused the trump administration's plans to place over 2000 usaid employees on administrative leave on friday night. the judge issuing a temporary restraining order preventing president trump, elon musk and his new department of government efficiency from making the move. it comes as elon musk and his team plan to slash thousands of workers at

the agency, which provides food and medicine to close to 32 million children worldwide. the state department is still working to assist evacuating all usaid staff on foreign assignments around the world. the estimated cost to recall the employees nearly $50 million prior to the judge's decision. president trump praising elon musk for his efforts. >> elon is doing a great job. he's finding tremendous fraud and corruption and waste. you see it with the usaid, but you're going to see it even more so with other agencies and other parts of government. >> this is president trump addressed the limits of elon musk's power across government. >> is there anything you've told elon musk he cannot touch? >> well, we haven't discussed that much. i'll tell him to go here. go there. he does it. he's got a very capable group of people. >> musk's team is already working to make major changes to ten federal agencies. 2 million

federal workers have been offered to resign now to be paid the next seven months or risk being laid off. nicole deantonio, abc news, new york. >> meanwhile, san francisco is suing the trump administration over sanctuary city policies. the lawsuit challenges the president's executive order mandating federal agencies cut funding to local jurisdictions with sanctuary policies. >> since his first term, donald trump has tried different ways to coerce cities into doing the job of the federal government and carrying out federal immigration enforcement. >> santa clara county joined san francisco as plaintiffs in this lawsuit. the legal action comes a day after the justice department sued the city of chicago and the state of illinois over their sanctuary policies. bay area medical researchers are already bracing for the impacts after president trump's order to cut funding from universities and medical centers. on friday, trump announced the national

institutes of health will be cutting in direct costs payments to 15%. those funds cover everything from staff to labs and major research. it means that universities and medical centers will be unable to complete research like they have before. >> my patients, who are in clinical trials that are funded by the national cancer institute, are they continuing with their treatments? and like a lot of patients, as you can imagine, are quite anxious. >> experts are concerned that the lack of funding will have widespread impacts. the order is supposed to go into effect on monday. there's a call for change in california following president trump's executive order banning transgender athletes from womens school sports. a group of students, parents and organizations showed their stance in support of the ban at a california interscholastic federation council meeting. the cif is the governing body for high school sports across the state. >> be brave. stand up for girls.

save girls sports. >> i want to strongly exhort each and every one of you to stand up and protect these young girls who have been competing for years in their sport. >> every morning it's something else. so we we're in a lot of pain. i'm open to talking about the regulations to try to make sure there's a level playing field, but this is not what it's being used for. >> the cif announced that it's not wavering from a commitment for inclusion, despite the president's order. the federal highway administration is halting funding for states to install tens of thousands of electric vehicle chargers. the money was part of the bipartisan infrastructure bill that passed in 2021. now, transportation advocates say that with this uncertainty, cities need to focus more on things like public transit. >> i hope that this this news and these changes actually get our our city leaders, our state and regional leaders to focus on true sustainable transportation.

>> locally, san francisco was set to receive $15 million and san jose $12 million. environmental advocates expect california to be less impacted than other states due to the state's own aggressive plans to expand ev infrastructure separate from any federal plans. the man convicted of second degree murder for the stabbing of tech executive bob lee will be sentenced in may. he refused to appear in court yesterday, though three of his attorneys and his mother were present. jurors returned the verdict back in december. >> do you know why he refused to come into court? >> i have no idea. >> did that surprise you? >> no. listen, it's a procedural hearing just to set a hearing date. not a big deal. >> it's going to be changing attorneys anytime soon. >> at this point, the only attorneys would be for appellate purposes. >> bob lee's family is expected to speak in court prior to his sentencing on may 16th. second degree murder carries a sentence of 15 years to life. new

developments former 40 niners star dana stubblefield is set to be a free man. a santa clara county judge granted the petition filed by his attorneys, allowing for his immediate release. in december, an appeals court overturned stubblefield's 2020 rape conviction, determining prosecutors made racially discriminatory statements during his trial, a violation of california's racial justice act. >> we knew this day was coming. we knew it the second that he had to go away, that he was going to come back because it was the most infected jury trial that we have ever been a part of professionally. >> prosecutors claim the former nfl star lured a woman to his home with the promise of a babysitting job. stubblefield said the interaction was a paid, consensual transaction. california's attorney general's office is appealing the overturned conviction to the state supreme court. happening today, a goodbye party for a san francisco cannabis shop, the vapor room. it's temporarily

(burke) shall we? ♪ camera. frigid temperatures are expected today across the bay area. lisa will have the latest for you coming up. the wreckage of the plane that went missing on thursday in alaska has now been found. the bering air caravan was found about 34 miles southeast of its destination city. all ten passengers on board are believed to be dead.

radar analysis showed that the aircraft had a sudden rapid loss in elevation, though officials are unsure what exactly caused the drop. multiple agencies are now investigating the incident. back here in the bay area, almost a year and a half after the city of hayward was hit with a cyberattack, thousands of people are now being told their information was leaked in a letter sent out to those impacted. the city says there's no evidence of identity theft, but as abc seven news reporter anser hassan tells us, some experts are skeptical. >> has any individual come to the city and said, we have concerns that our data was taken? no. almost a year and a half after hayward was hit by a cyberattack, the city is alerting almost 33,000 people that the data downloaded by the hacker contains users personal information. >> we have hired an outside consultant to essentially mine the data here in the city to try

to identify other, other areas that were potentially touched. >> on july 9th, 2023, the city detected a cyberattack. the outage lasted two weeks, also affecting the computer system used by police and fire. the city declared a state of emergency. now, a two page letter is revealing the outcome of the city's investigation. officials say they just learned on december 30th, 2024 that the compromised data includes names, date of birth and social security numbers. however, the letter specifically states, quote, we have no evidence that any of your information has been used for identity theft or to commit financial fraud. >> we know this to be true because at the conclusion of the major event that happened two years ago, there wasn't any major area discovered. >> but tech expert professor ahmed, who teaches engineering at san jose state university, says he isn't convinced. >> absolutely. i'm not convinced because this is gold mine for the hackers. i mean, they're

sitting on this data. either they can negotiate with the city of hayward by saying, we're not going to release it. you have to pay us, or we're going to put it in the dark web and sell it. >> professor bonafe says a class action lawsuit has been filed now that the city has admitted that data has been compromised, and as a result, victims may now start to come forward. but mayor salinas calls the lawsuit frivolous, saying it's safe to do business with the city. >> if there were and if there are names discovered that we will do everything we can to help them. >> in hayward, anser hassan abc seven news. >> the san francisco zoo has lost its only male gorilla, oscar jonesy. zoo officials say oscar died unexpectedly while recovering from anesthesia on thursday. the 43 year old silverback was undergoing a checkup for age related issues, including possible tooth decay. he did not show signs of illness during the procedure, they say. uc davis veterinary school staff will perform a necropsy on oscar

in the coming days to help determine his exact cause of death. well, hundreds of people packed the san francisco city hall rotunda to mark the city's black history month celebration. >> we lift our hands in that sanctuary. we lift our hands to give you the glory. >> performances and speeches marked the event, focusing on this year's theme of african americans and labor. in his speech yesterday, mayor daniel lowery proclaimed that investing in the community is a core priority of his administration and that includes the fight against fentanyl. >> this crisis disproportionately affects african americans, as they make up 30% of the overdose deaths. this is not only an emergency public health issue, but this is an african american issue. >> lowery announced new,

dedicated investments in the city's young people, including summer work programs for african american youth. well, turning to weather now. let's check in with lisa. you're waking up to some frigid temperatures this morning. >> yeah, unfortunately, they're going to stick around and get even colder, encompassing the city in the next couple of days. so our air mass gets drier. but it's only temporary because by the time we get to about late tuesday and wednesday, we're seeing a return to the rain. in fact, an atmospheric river aimed to southern california will be affecting the bay area. there's a look at that cold air. you can see it moving into extreme northern california. the texture of the cloud cover there offshore, indicating how it's very cold. and look at mount tam, where that sun comes up at 706. so we get an early view as it gets up earlier and earlier, setting well after five. so ten hours and 35 minutes of daylight. 44 san francisco 41 in oakland, 37 in hayward. that's cold. as well as half moon bay

at 37. and from our roof camera just about getting light there. pretty view as well, where we're looking at all those temperatures in the 30s. 34 santa rosa, 37. petaluma. fairfield, 36. concord and livermore with quarter mile visibility in the livermore valley. so frost and freeze alerts this morning. it will be dry and sunny throughout the afternoon, several sunny afternoons to come, increasing clouds on tuesday, maybe a little rain tuesday, but more likely the widespread rain on wednesday. here's where we stand so far. no surprise. santa rosa 170% of average. san francisco at 110% of average over 15in of rain. but look at the list. it trails off considerably into the east bay and south bay, with about 59% of average 4.5in san jose and concord only over three inches of rain. so you need a little more for sure. a lot more snowpack 116%. northern sierra, central and southern sierra not

doing quite as well, 81% for the entire state. and here's a look at our atmospheric river as it takes. aim from san luis obispo, central california to southern california throughout the middle and latter part of the week. so we will get some rain. it's cold. we're going to get some snow as well. but notice the colors, those bright colors, the oranges and the reds from the central coast into southern california 4 to 6in here, while the bay area will pick up less in the north bay, more in san francisco and san jose for a change. even livermore getting into the act there. so that's some good news. you need the rain in the valleys of the east bay and the extreme northern part of california, not picking up much at all. so the jet stream splits, and we'll be seeing an interesting outlay of the precip throughout the middle and the end of the week. 57 in oakland, 59 today in san jose, and another round of frost and freeze alerts as temperatures drop off into the low to mid 30s for most of us, upper 30s along the shoreline. and the

news. well, the san jose sharks are celebrating black history month tonight with a special edition merchandise at their game. all fans who attend the game tonight will get a unique beanie with custom artwork. the team will also be auctioning off these black history themed sharks jerseys. funds from that sale will go to the palo alto high school black student union. the sharks will be featuring several black artists at the game as well. tickets are still available. a new art exhibit exhibition that is will open at sfo today. it's a collaboration between the airport and the national aids memorial. the new exhibition will highlight the history of the aids memorial quilt. the quilt has served as a reminder of the ongoing epidemic. it features nearly 15,000 panels dedicated to over 110,000 lives lost to aids related illness. you can see the quilt and learn more about the international terminal at sfo.

for joining us this half hour. it is chilly out there. >> it is really cold. and that view of southern california, well, they're going to get more rain this week. so that is not great news for the fire zones but for the drought situation. yes, we are in dry air mass right now and that's why we have our frost advisory, our freeze warning. temperatures are still potentially dropping below freezing. what a gorgeous view from mount tam there, where temperatures are ranging from the upper 30s on the coast. half moon bay, mid 40s, san francisco 36 in hayward and from our roof camera nice and clear 35 santa rosa borough with 35 in napa and that is anywhere from 10 to 12 degrees colder in our inland valleys. there's the fog, just a little bit of it, but it is dense in livermore, and as we go through the morning hours, it is going to take a while to reach those 40s. 8:00 hour will be in the mid 50s in the afternoon to a few upper 50s down around santa clara. so a another round,

several rounds of some frosty temperatures to come still this week. stephanie. >> all right lisa thank you. it's hard to think about wildfires when it's raining or cold outside, but we all know fire season in california is year round. los angeles burned in january this year. paradise burned in november of 2018. abc7 news reporter dustin dorsey has a look at what state lawmakers are doing to make sure fire crews have the tools they need. >> the january southern california firestorm highlighted a chilling truth and the daetz of other cal fire wildfire declarations hammer it home. there is truly no longer a wildfire season here in california. >> in southern california, it is year round now. when you look at their graphs and their data, their long term data in northern california, it's getting longer and longer. it's not quite year round yet, but maybe if we have some sort of extended extreme drought, it could become even longer. >> state senator dave cortese says as the fire season

lengthens, the help needs to expand as well. the fight for firefighters act, cortese coauthored would do just that. >> seasonal firefighters that are home watching the super bowl this weekend will suddenly have a job again. >> the proposal would allocate $175 million annually to make more than 3000 seasonal cal fire firefighters full time, providing protection to all corners of the state. >> there's nothing worse than, you know, having a fire break out in in a place, you know, 25 miles, you know, from an urban area, and be right in the middle of cal fire's jurisdiction, you know, only to have no personnel in that station. >> vegetation management crews would also go full time. and assistant professor kate wilkin, with san jose state's wildfire interdisciplinary research center, says this could allow for more prescribed burns to prevent fires from growing or even starting. by restoring prescribed fire in the landscape. it could be really vital to our future in terms of resilience to climate change and fires. >> cal fire 2881 president tim

edwards said seasonal firefighters can only watch fires burn in the three months they are off. at a press conference tuesday with california senate democrats, edwards said they can now make a difference. >> in the months that our seasonals are laid off. we have burnt over 507,000 acres, we have burnt down 38,000 homes and lost 118 lives. california. it's time to do what's right. it's time to staff cal fire appropriately. >> a 365 day approach to combating a year round issue in the golden state. dustin dorsey, abc seven news. reporter. >> police department. department. >> this morning, we're getting a new look at the intense effort by police to evacuate citizens as last month's destructive wildfires spread across southern california. this new video comes from the pasadena police department, and it shows officers going door to door to

alert people as the eaton fire raged around them. >> these doors open. >> yes. you have to push it. >> buildings on fire. man, we gotta go, go go go. what's the best way? >> please don't. under the armpit. >> the video also shows officers inside a nursing home, waking up residents and in some cases, placing masks on them and wheeling them to safety. there's also dash cam footage showing the tense drive through smoky, burning streets just to get to the homes in jeopardy. the eaton fire destroyed thousands of homes and other structures and left at least 17 people dead. altadena residents displaced by the eaton fire are one step closer to recovery this week. the u.s. army corps of engineers officially began phase two of wildfire debris removal across the city. now they have crews working at two pasadena schools ravaged by the fires. los angeles county mayor karen bass said at a news conference today

that the hazardous cleanup should be completed by the end of the month, followed by residential debris cleanup. she made that statement yesterday. yesterday also marked one month since the start of the wildfires that devastated southern california, and we are taking action together for the one california so cal fire relief, abc seven and our sister stations here in california are coming together for that one day fundraiser to help our neighbors in need. our parent company, disney, has committed $15 million for initial and immediate response and rebuilding efforts. your donations can help groups including the american red cross provide meals, shelter and hope to these families. go to red cross.org/abc or scan the qr code right on your screen. your support is critical and so appreciated. meanwhile, the rainfall and flooding are boosting the north bay's long term water supply as we head into spring and summer. but the

rest of the bay area still needs much more weather like we had this past week. abc seven news reporter cornell bernard has a look at some of the numbers. >> water is almost everywhere you look in marin county. lots of cascading waterfalls. no surprise, after a week of winter storms and epic rainfall, our abc seven meteorologists say up to 18in of rain fell on mount tam since january 31st. all that water is good for the local water supply. now above average. nicasio reservoir is releasing water down its spillway for flood control. marin water says six out of its seven reservoirs are now at 100% capacity. >> we've had a lot of rain already. >> andrea rodriguez from sonoma water says it's two reservoirs. lake sonoma and lake mendocino, are now essentially full. water releases are happening at a rapid rate to make room for more rainfall from future storms. >> each reservoir at lake mendocino and lake sonoma have entered the flood control pool,

and this is where the u.s. army corps of engineers really takes over control of those reservoirs to make sure that releases are made and nothing gets flooded. >> heavy rain did bring flooding along the russian river near guerneville this week, prompting some water rescues. the post storm water picture is not quite as quenching for other parts of the bay area. data from east bay mud shows its water supply at 79% of capacity. valley water is only at 21% of capacity, according to online figures, but winter is not over yet. water supply in northern california has always been feast or famine. don't forget, just two years ago, nicasio reservoir and others in the bay area were much lower due to our epic drought. this was lake sonoma back in the fall of 2022. pretty low. and here's how it looks today. >> so going into the summer with full reservoirs is a good indication, and especially if we get just a few more storms this winter and spring keeps

>> good morning everybody. jimmy butler is expected to play his first game for the warriors tonight in chicago. this trade is a really bold, expensive move. it could vault the warriors into the playoffs, but only if everybody stays healthy. and that's the key here. butler is 35. draymond green is going to be 35 next month. steph turns 37 next month. older players get hurt more easily. it takes them longer to recover generally, but adding butler helps the warriors in some key areas. this guy brings intensity every single game. loves to win, hates to lose. plus, if teams want to try to double team steph curry at the end of games, butler will punish them. he will drive to the basket, score and draw fouls. >> i think i'm going to fit right in. uh- it's all about winning, so whatever happens, happens. but at the end of the day, if it's for the right reasons and it's to get a w in that column, what else really matters? i think our personalities are going to be fine. i would like to say that i am a winner. i haven't won it, but i would like to call myself

until wednesday. here's the cold air it is pushing into california. and it's going to just stay here and get even drier. the atmosphere as we go through monday, sunday into monday should be the coldest mornings. and that will include san francisco, which right now is at a balmy 44 degrees compared to these upper 30s redwood city and half moon bay. it's 36 in hayward. that sun coming up at 706, we get our coldest temperatures about an hour after sunrise, so it won't be until about 9:00 when we see more 40s, still some 30s lingering, though i think through about 9:00 34 santa rosa. it is 37 in petaluma, and with a very light wind, these temperatures feel like they're at or below freezing. so bundle up out there, clear sky, the golden gate bridge, frost and freeze alerts right on through wednesday sunny afternoons. temperatures near average mid, maybe some upper 50s down towards santa clara. return to the rain throughout the middle of the week. the emphasis will be in southern california, but

we need more. we're going to get more. not so much in the north bay, where we're 170% of average san francisco, 110%. but notice, as we get into our east bay, we're below average. and also in san jose, actually san jose doing better than concord at 33% of average. our snowpack is not bad. the northern sierra the best at 116% of average, central sierra 75% of average. so you're going to get snow in the southland. but that rain, that atmospheric river aiming into southern california unfortunately. so that will provide not only mudslide potential. and you can see as we get into wednesday, the emphasis is south of san francisco. so this will take us through friday. still a little uncertainty because there's a couple slugs of moisture headed our way. but it looks like from san luis obispo to southern california, anywhere from 3 to 6in of rain potentially, and

more rain for a change in san jose than santa rosa. look at that. even livermore 0.88 for the next seven days, while lesser amounts will be in parts of the northern part of the state, so about an inch expected in san francisco. so prepare for that. the middle to the second half of the upcoming workweek. today, though, it's all about the cold, sunny afternoon northwesterly winds keeping it on the cool side. 57, san mateo, 59, in san jose. and then overnight tonight, we've got more low 30s in the north bay, mid 30s to low 30s in our inland east bay, even some upper 30s along the shoreline. the accuweather seven day forecast. so dry and sunny with those frosty cold mornings right through monday and tuesday and then tuesday increasing clouds. you can see several days of rain wednesday, thursday and friday. >> so we get a little break beforehand, but then more to come. >> yeah, we kind of need it. >> do. yeah. thanks, liz. well, still to come, the seven things
