as we go through the next several hours, we've got some high clouds that will mar the sunshine just a little bit, but that's going to assist in warming us up today and then for tomorrow. stopping this at 430, you'll notice that rain is knocking on our door. it's not the atmospheric river. not everyone is going to see it, and it won't be impacting the evening commute for everyone. so we'll talk about that in detail. wednesday. some showers and then the main event on thursday. gloria. yeah. >> while we don't have that rain this morning, it is pretty chilly out there. we have a frost advisory in effect for the bay area, so that could impact your commute in that you probably have to leave a little bit earlier, just, you know, kind of warm up the car a little bit longer because i know i had some ice on my windshield this morning. that might be the case for you as well. look at our drive times. highway four to the maze, 22 minutes. emeryville to san francisco 17 minutes and san francisco to sfo ten minutes. and looking live at our san jose 87 camera, we are starting to see a little bit more traffic on

northbound 87, heading towards the san jose airport and highway 101, but there are no major issues right now. and if you look live at our bay bridge camera there, upper deck starting to fill up, we still have those metering lights on and traffic does open up after treasure island. >> this morning, six people are recovering after they got hurt when an suv came smashing through a parklet outside a san francisco bar. this was happening at the napper tandy in the mission district while the super bowl was going on. police say it was the end of a chase that started near the stonestown galleria. officers responded to a call about a wanted vehicle. they say when they tried to stop the suv, the suspects took off and that's when the chase began. witnesses described the terrifying crash. >> and then we heard these tires break loose like someone was out of control in their car. the structure on the street, people were sitting totally exploded. car kept coming. i thought i was

about to die. >> police say two women tried to run after the crash. they were arrested. >> in the north bay. last week's storms have brought up new concerns for first responders and residents living near the russian river. gloria. the community is already preparing for potential flooding and landslides. >> that's right. the flooding of the river last week left plenty of work to do in the north bay this week, and we have some video of an rv that flooded, prompting rescues and evacuations as three feet of water took over the neighborhood. residents are worried that the area will be at risk of flooding again if water levels do not drop soon. there was a guerneville resort that was under water. now that flooding has receded, workers are drying out the furniture and they're trying to clean up. on top of flooding, first responders are worried about the possibility of another landslide in the north bay. >> this is the kind of stuff we're up against. and as you were asking earlier, if we get one more rain, we're going to have more and more of these. >> in forestville, an unoccupied

home was swept into the russian river by a mudslide. and in santa rosa, over a dozen residents remain under evacuation warnings after a landslide destroyed a home there. rain is supposed to pick back up on wednesday and with the ground already saturated, officials are on the lookout for future mudslides. amanda. >> all right, gloria, thank you. and this week, international leaders and top names in the tech world will meet to discuss what's next for the future of artificial intelligence. an international summit on ai regulation kicked off in paris this morning, and leaders from google spoke ahead of the summit about the challenges of regulating a technology that's just changing so fast. >> it's important to regulate ai, but it's important to get the regulations right, and that's hard when the technology itself is not fully understood and it's so fast moving. and it also needs to be international because ai is going to affect all countries, the whole world. and as a technology and it's know it needs to there needs to be sort of international cooperation around that. >> the summit aims to find common ground between the trump

administration, china and 100 other countries when it comes to regulating ai. >> today, a federal judge in boston will consider whether to block president trump and elon musk from carrying out their unprecedented plan to buy out tens of thousands of federal employees. this is coming as musk and his department of government efficiency continue to shrink. the federal government now closing the consumer financial protection bureau, the watchdog group, was established after the 2008 financial crisis to safeguard americans finances, according to an internal email obtained by abc news. employees were told to cease all activity. in an interview with fox news, president trump hailed musk's efforts. >> he's not gaining anything. in fact, i wonder how he can devote the time to it. he's so into it. >> yesterday, president trump made another surprise proclamation ordering the treasury department stop minting new pennies. he called them wasteful. it isn't actually clear if production will stop, because congress is the one that

decides specifications regarding our currency. the president also making headlines after seeming to double down on proposals to make canada the 51st state and to seize the gaza strip. >> i think that it's a big mistake to allow people, the palestinians or the people living in gaza to go back yet another time, and we don't want hamas going back and think of it as a big real estate site, and the united states is going to own it. >> the trump administration continues to push a series of policies focused on targeting the lgbtq community. leaders for san francisco pride say they are facing increasing threats, and now they're taking action to protect this year's pride events. plans are underway to increase security around san francisco. pride. last year, the organization spent $635,000 on security. this year will likely be more s.f. pride executive director suzanne ford, who is a transgender woman, says there has been increasing hostility

even in the bay area. >> i've had several death threats last year, and i think it's going to increase this year. i'm not too worried. i a rather tall trans woman and. yeah, i. i think about it once in a while and my wife reminds me and my, my son. they are concerned. >> ford says despite the threats, she plans to walk down market street this year at the front of the parade. >> three san diego county teenagers have died from the flu this season, according to the county's health department. none of them was vaccinated. the cdc says this is the most intense flu season in the u.s. in the past 15 years. health officials say it's not too late to get a vaccine to protect yourself. flu season typically runs from october through may. happening today, cal fire is expected to start updating its wildfire risk assessment for cities across northern california. this new

though, to 31. santa rosa below freezing, fairfield at freezing, and livermore. you've dropped significantly in the last hour at 30 degrees, so looking at the wider picture here, it's a cold start. we'll look for the temperatures to come up with the assist from the sun today. here's our first batch of rain tuesday night into wednesday night, bringing anywhere from a third to a half inch of rain. so a level one system late tuesday and then again late wednesday. and that moves through. we get a lull. and then as we get into thursday, this is our atmospheric river that will bring at least two inches of rain throughout the bay area and central coast as we get into the thursday morning thursday afternoon time frame. this helps out the east bay and the south bay, but not so much the north bay where we have some flooding concerns and 1 to 4ft of snow expected in the mountains. amanda. >> all right. lisa. thank you. coming up, relocating to texas. the company that just announced it's pulling its headquarters out of the bay area and moving to the lone star state. increased security. the san

live in santa clara. with the preparations already underway for the game. lena. >> yeah. amanda, good morning to you. now that super bowl 59 is over, all eyes are on santa clara as they take the reins and prepare to host the super bowl next year. now, this is something they have already been busy getting ready for over the past year and a half. now, in a ceremony that's just getting underway right now in new orleans, officials from the nfl and new orleans will pass the ceremonial football to a bay area delegation, including san jose mayor matt mahan. mahan is among the bay area officials who spent the weekend in new orleans for the game. his office says he spent time looking at other events in the city happening around the super bowl. this comes as levi's stadium is in the middle of a $200 million renovation to prepare, despite being 11 years old. that includes installing a new led field lighting system and new video boards that will be the largest 4k display in the

league. the bay area host committee estimates hosting the super bowl could have an economic impact of anywhere from 370 million to $630 million on the region, with up to 160 million of that just in santa clara county alone. now, today's handoff ceremony just started a few minutes ago. that's happening in new orleans. but mark your calendars. the next super bowl is happening on february 8th here at levi's stadium next year for now, reporting live in santa clara. lena howland, abc seven news. >> all right, lena, thank you. and overnight in philadelphia, eagles fans went wild over the team's super bowl win. they flooded the streets swarming downtown, climbing up poles even on top of garbage trucks and bus stops. at one point, fans even set a fire. police were able to eventually disperse the crowds in the early morning hours. so far, there haven't been any reports of serious injuries. and as you can imagine, celebrations in san francisco were a lot more tame. our cameras found local

eagles fans watching the game at north star cafe. this is in north beach. the eagles beat the kansas city chiefs 40 to 22. >> i'll ride in this life with you. i won't let go till the end. >> before the game, there was a touching tribute for the victims of recent u.s. tragedies. nfl legend tom brady and gma's michael strahan introduced lady gaga in a solo piano performance in bourbon street. gaga sang hold my hand. the tribute recognized those impacted by the new year's truck attack in new orleans. the los angeles wildfires and the plane crash in washington, d.c. >> seven time grammy award winning singer songwriter jon batiste was tapped to sing the national anthem. batiste is a louisiana native. in an interview before the performance, he told reporters he wanted to honor his late grandfather, who served in the military. president trump was in attendance for the game. he becomes the first sitting president to attend a super bowl. he was only shown on tv once, standing at attention

during the singing of the national anthem. now let's get to that halftime show. >> you really about to do it? yeah, they tried to rig the game, but you can't fake influence. kendrick lamar performed a medley of hits from across his five studio albums, and the performance was full of cameos. first, samuel l jackson called himself uncle sam. he helped to introduce kendrick. sza joined the performance for two songs. she and lamar are about to kick off their grand national north american tour. also seen during the performance serena williams. she's right there dancing on stage and of course, dj mustard. then the movement, the moment everyone was waiting for. kendrick did perform his hit diss track not like us. many thought he wouldn't do to a threat of a lawsuit from drake, but kendrick teased it throughout the performance and in the end, performed it. and this is the first time a solo rapper headlined the super bowl, right? >> because kendrick was involved in the multi-artist event that

windy. unfortunately, thursday and friday there's a live look outside. sparkling cold 42, san francisco 36. in oakland, hayward, you're at 33. it is 34, in redwood city. good morning, half moon bay, 36 on the coast. that's cold. 35 san jose. and we still have that 27 petaluma freezing in fairfield below freezing for you in livermore, petaluma, santa rosa. and we are looking at temperatures continuing to drop off after sunrise, which is just after 7:00. so after 8:00 we'll get into still 30s, not the 40s, until probably after 9:00. there's a lot of cloud cover, high clouds today, mid-level clouds tomorrow. there's the rain. not in time for the tuesday evening commute, but more like the evening. and with the cold air in place, upper elevations will see that mixed precip from mount hamilton, mount saint helena that moves out. and then wednesday morning we're dry. another evening rain as we get into 8:00 wednesday night. and then thursday is the

day we'll be really watching for the rivers to rise. perhaps some shallow landslides in the north bay. this first batch of rain anywhere from a 10th of an inch. brentwood and fairfield to 4/10 oakland, maybe over a half inch half moon bay, three quarters of an inch to the santa cruz mountains. we add in this thursday rainfall, we are well over two and three quarters san francisco. look at that two inch plus in livermore and san jose. so the emphasis is from san francisco on south san luis obispo, los angeles and the snow. keep it coming right with 1 to 3, even four feet expected there and the snow levels quite low. so that's the good news. obviously. 57 fremont, 60, in san jose today. the accuweather seven day forecast level one late tuesday. then again late wednesday with that mixed precip. level two with the rain and gusty winds possible flooding concerns for thursday, friday, the chance of thunderstorms and we are dry for the chinese new year parade. saturday and sunday is looking dry as well.

officials say the fake costco email is actually an attempt to steal financial information or gain access to computers. they recommend checking the sender's email address to verify the email. realtor.com is pulling its headquarters out of santa clara and moving to austin, texas, and a news release. the company ceo of news called texas the heart of innovation and inspiration. a new report from realtor.com found texas is the fastest growing state, and is forecast to overtake california as the most populous state in 2045. according to the report, top reasons people move to texas are jobs, affordable housing and a different climate. well, it's certainly is. different. as someone who used to live in houston, we're now less than a week away from san francisco's chinese new year parade. this year, you'll see extra police on watch. over the weekend, police chief bill scott spoke about increased parade security. chief scott says this year, the challenge is that the parade is the same weekend as the nba. nba all star game. >> deployment wise and personnel

so varying temperatures around the bay area. but you know it's cold out there with 33 in hayward, 34 redwood city. gorgeous view from our roof camera. we've got 28 petaluma, 31. santa rosa freezing fairfield 30 livermore. so as we get into the afternoon, we'll see some high clouds. but this is the coldest morning by about 2 to 4 degrees that we have seen in the past few days. so 830 we're still in the 30s in our inland valleys, low 40s san francisco. it's in the afternoon where we see the 50s again, but some high clouds throughout the day. we're staying dry mid and upper 50s for your monday afternoon and then tuesday. most of it is dry. we'll talk about tuesday night when we bring in the rain in a few minutes. gloria. >> yeah. you know, it seems like a lot of people slept in after the super bowl, because today we saw that the metering lights came on a little bit later today, and overall traffic volume is down just a little bit. so if you take a live look here at our bay bridge toll plaza, camera metering lights came on a little later than normal. 5:44 a.m. and we do have

quite a bit of traffic, but again, it's not as heavy as it normally is right now. traffic is backed up to the maze and the carpool lanes. those are dashing right on through highway for to san francisco. 52 minutes and looking at mass transit. if you take bart, ace or caltrain, all are on time right now. you won't have any delays there. and looking live at our richmond bridge camera, it is a little slow on westbound 580 between castro street and the mid span, which we usually see this time of the morning. amanda. >> all right, gloria, thank you. this morning, president trump is promising to announce a new round of tariffs, this time on steel and aluminum coming from any country. and there could be more on the way. it comes as his administration is now targeting the government agency charged with protecting americans from financial fraud. here's abc news reporter perry russom. >> this morning, questions about the future of the consumer financial protection bureau. after the trump administration ordered the bureau to cease all supervision and examination

activity. abc news has learned the bureau's offices will be closed all week. the regulatory agency was created after the 2008 financial crisis to protect american consumers finances. republican senator bill hagerty defending the move on cbs. >> it's been basically a reckless agency that's been allowed to go way beyond any mandate that i think was originally intended, so it's time to rein it in. >> democratic senator elizabeth warren says the bureau returned more than $21 billion to families cheated by wall street. she now says big banks and giant corporations will have the green light to scam families. it comes as president trump searches for ways to cut government spending. trump says he directed the treasury to stop creating new pennies. calling the coin wasteful, federal judges have temporarily blocked some of trump's agenda, including his mass federal buyouts and the order putting usaid workers on leave. trump and others openly questioning the judiciary's authority. >> we're going to see what happens. we have a long way to go, and we're talking about

messages. when you got a good look at what they were actually thinking and saying. >> the application process will close at the end of this month. residents can take part through a community survey on the city's website. the city hopes to have a new chief in place by june. >> the start of construction on the controversial bike lane in san francisco's mission district has been delayed. the sfmta planned to begin moving the center running bike lane to the side of valencia street starting today, but the rain is forcing city crews to push the project to at least next tuesday, february 18th. the project is expected to cost more than $1 million and take 2 to 3 months to complete. >> supporters of one of san francisco's oldest cannabis shops came out to say goodbye over the weekend. the vapor room is closing down as the owner recovers from a violent attack last month. martin olive was shot seven times outside his soma district shop. the shooter was killed in a standoff with police and a motive has not been

napa, santa rosa and livermore with concord sitting at 35. and we'll look for these temperatures to stay in the 30s and pretty frosty through about 8:00. and then the next two days increasing high clouds. rain arrives late tomorrow. then we get a break. another batch of rain late wednesday, and that atmospheric river arriving on thursday. so sunny to start. then the high clouds move in throughout the day. this is tuesday night. the evening commute should be dry, but then by 8:00 9:00 we've got some light shower activity. but since it's so cold, it won't be hard to wring out a few areas of light snow above 2000ft. then we get a break into your thursday morning commute and thursday night more rain. it intensifies into thursday morning, so the first batch of light rain is anywhere from about a 10th of an inch in our inland east bay, to about a third to 4/10 around the bay shore and upwards of a half inch half moon bay, three quarters of an inch. the santa cruz mountains, we add in this rainy, windy thursday and over
