right now. >> so we know that these types of chases usually end up causing unintended consequences of people being injured or killed. oftentimes people who aren't actually the ones being chased. and so in terms of both roadway safety and public safety, you know, it would be much better for the city to not to be encouraging police chases like this one. >> tonight, there are questions
5:01 pm
once again about san francisco police pursuit policies after a chase ends with a crash into a restaurant parklet. good evening. thank you for joining us. i'm dan ashley. >> and i'm ama daetz. it happened yesterday in the mission district, leaving six people injured and ending in the arrest of two women. >> abc seven news reporter louis pena has the latest on the story. >> it was a san francisco police chase, the first minutes caught on camera by this driver on 19th avenue. minutes later, all ending here with the suspects crashing into the napper. tandy sports park parklet with multiple people inside watching the super bowl. >> any time there's people in the parklet, we know there's going to be a certain amount of individuals involved and the severity because of the vehicle. >> san francisco fire confirming six people, including a minor, were injured. this, as many saw the parklets roof collapse. now many are questioning the safety of parklets like this one that were first allowed in san francisco in 2021 to help many businesses survive with outdoor
5:02 pm
spaces during the pandemic. >> the parklets are usually built out of two by fours, which is common lumber and a lot of plexiglas for visibility for the patrons. >> according to the executive director of the golden gate restaurant association, the napper tandy parklet was in compliance with the city's improved safety guidelines. >> it was set back 33ft from the intersection, which is more than is required. actually, it's eight feet on the side that it is the exiting side for the daylighting, or 20ft if you're entering an intersection. so this parklet was set back like four x the required amount. >> the shared spaces program, a multi-agency program which approves the permits for these parklets, said safety remains the number one priority and added in light of the police chase, resulting in a tragic coalition over the weekend. agencies are working together to evaluate whether additional measures should be implemented to enhance safety. they are approximately 500 parklets in

san francisco, and many businesses still depend on them. this transportation advocate is urging the city to focus on the safety of police chases instead. >> this is the unfortunate consequence of a policy, you know, that was approved with proposition e to allow police officers to chase people in cars that we know make streets less safe for people. >> sfpd confirmed the arrest of two suspects in this crash, a 32 and a 29 year old, both women. as to the pursuit, they said the wanted vehicle was reported stolen out of richmond in san francisco. luz pena, abc seven news. >> in san francisco as well, there have been another big change over the state's new pedestrian safety day lighting law. the law went into effect this year, making it illegal to park within 20ft of a crosswalk. the sfmta announced it will not issue $40 citations to drivers who park at spots that are not
5:04 pm
painted red. instead, they will issue warnings to drivers found in violation of the law. trying to educate them about the law change drivers who park in marked red zones will still be fine. keep in mind the change comes after neighbors complained about confusion and the lack of red curbs. the city is speeding up the painting of red curbs all across the city. mta officials expect it should be done in about 18 months. >> oakland police say an arrest has been made after shots were fired at an officer overnight. the gunfire struck that officer's squad car and nothing else. that officer was investigating an incident on seminary avenue near macarthur boulevard just after midnight when someone opened fire. police say the officer was targeted by the shooter. this afternoon, police say a suspect was arrested. >> new developments tonight out of antioch as the police oversight commissioner resigns. it comes after the city says leslie may used several racist epithets to describe city leaders during a special meeting last month. the antioch police
5:05 pm
department has been plagued by scandals in recent years, involving both racism and corruption among officers. may says stepping down immediately is in the best interest of her safety and health. antioch is also looking for a new police chief. the city hopes to have the position filled by june. >> all right, turning now to the weather as we take a live look out at the conditions. right now it seems nice and sunny, but do not be fooled. getting ready for the chill. for the details, let's get to abc seven news meteorologist sandhya patel. sandhya. >> yeah, just a reminder, it's still winter and we felt that chill over the weekend, in the mornings and we're going to feel it again. here's a live view from our sutro tower camera, looking at a beautiful view of the golden gate bridge. soak up the sun while we have it, because 1 a.m. to 9 a.m. tomorrow, a frost advisory is going up for the inland valleys and hills. you will notice the temperatures dropping to 31 degrees. you will see frost forming. we have a freeze warning for solano county 10 p.m. tonight until 7 a.m.
5:06 pm
tomorrow. numbers as low as 30 degrees means frost and freeze could kill sensitive plants. and of course, you'll want to protect your pipes and your pets as well. so we go hour by hour. and while tonight it is still in the 40s and 50s, later on you will notice the temperatures dropping quickly, and then a few clouds start to roll in so the temperatures are not going down as low as we've seen in days past, but we certainly will be right down near freezing to below as we head towards the morning hours. on live doppler seven, there is a system that is developing and it's really to our north here. limited in moisture. it drops down and as it does, here's what you're going to see. so late tomorrow night i'm talking 11 p.m. some light rain arrives. snow begins to develop over mount hamilton going into wednesday morning, and those showers will be winding down pretty quickly. bigger storms coming. i'll be back with those details in just a few minutes. dan. >> it looks like it. brace ourselves. sandhya. thank you. in his first 100 days in office, president trump is trying to
5:07 pm
shrink the federal government. one of his plans is asking thousands of federal workers to resign. but it's facing challenge in court. a federal judge in boston is keeping a temporary restraining order in place after the trump administration gave workers the chance to resign with pay or risk being fired. more than 65,000 workers have accepted the deal. >> no judge should, frankly, be allowed to make that kind of a decision. it's a disgrace. >> in a statement, california senator adam schiff said ignoring court decisions will not. we don't, like put us on a dangerous path to lawlessness. meanwhile, another judge has blocked trump's executive order attempting to ban birthright citizenship. >> 22 state attorneys general, including california's rob bonta, have sued the trump administration over planned cuts to the national institutes of health. the trump administration has ordered capping indirect payments to research grants at 15%. those indirect payments include administrative and facility costs linked to research. the attorneys general

argued that cap will harm life saving research, cost hundreds of thousands of jobs, and hurt the american economy by billions. >> president trump has also ordered the u.s. department of treasury to stop minting pennies. so what does that mean, exactly? abc seven news reporter monica madden has the story. >> collecting coins has been an obsession for seth chandler his entire life. >> i started collecting when i was four years old. >> and with some good fortune. he's made a career out of it. >> so he can actually hold history in your hand. >> but even as passionate as he is. >> this one's worth probably like $5,000. yeah. yeah, it's a nice one. see. >> chandler can't seem to find the value in a penny. >> we all start collecting pennies and cents as kids. you put them in the blue little albums one at a time. but enough is enough. >> his $0.02. get rid of it. >> do you use pennies at all? i mean, i like to look at them, but i'm not going to collect them. we don't really use them for commerce anymore. >> in a social media post, president donald trump calls making pennies wasteful. it's unclear if trump alone can end
5:09 pm
the mintage of a coin, since the u.s. treasury derives its authority from congress. >> it's been alleged in recent days that it costs the government about $0.03 to make a $0.01 and that, of course, is a money losing proposition. >> the u.s. mint reported losing $85 million in the 2024 fiscal year on the nearly 3.2 billion pennies it produced. >> really expensive in terms of time and effort, both for businesses and for spenders, to deal with these pennies that convey very little value. >> experts say don't expect that to change if the coin stops being made. >> it's unlikely that it will be a very good investment strategy to hoard pennies in the hope that their value will go up. if, in fact, pennies disappeared, it would probably make actually an awful lot of business life and transactions easier, not more difficult.
5:10 pm
>> pennies or not. >> that's what's called a 1909 svb's was made right here in san francisco in 1909. >> fanatics like chandler are just happy to talk change. >> if you're not into collecting pennies, looks like we may eliminate them. there's other dozens of really cool coins that we made, especially right here in san francisco. >> monica madden, abc seven news. >> coming up, it's still 363 days away, but preparations are already underway for super bowl 60 here in the bay area. what you can expect when levi's stadium hosts the big game. >> plus, expanding shark conservation with the help of a robotics team from stanford. we'll tell you about the technology being used when abc

committee is on the clock as it ticks towards super bowl 60 at levi's stadium. ten years after santa clara played host to super bowl 50, the big game returns to the moscone center is being targeted once again as the site for events like radio row and the super bowl experience. in 2016, san jose and the sap center hosted super bowl opening night, but most of the other events centered in san francisco. but this time, the bay area host committee's president says all parts of the bay area will be more involved. >> music festivals. parties, food festivals, things that the residents of the bay area can actually take advantage of as well. hitting a more diverse population. attracting a different demographic, allowing for more people to see and enjoy the sport in the game of football. >> and that work has already started. the host committee and san jose mayor matt mehan spent time in new orleans this week, learning from the team there to see exactly what it will take to bring the big game here. >> i was looking at things like street closures and outdoor, you

know, block parties, the public art and live music scene. it was an incredible experience to walk around for a couple of days and see how they tied it all together. >> 40 niners ceo jed york says the bay area has gotten a lot of negative press as of late, but with a world cup and a super bowl coming to town, it's an opportunity for our area to shine. >> we're going to show you what the future is and why the bay area is the greatest region in the world. we had a great super bowl and super bowl 50. this is going to blow the doors off. >> and only 363 days to go. but who's counting in the south bay? dustin dorsey, abc7 news. >> i think we're counting after a beautiful weekend and start to the week. we're also counting down to when things are going to get cold and rain is back in the forecast. you can see from this live picture that it's not here just yet. you see the sun setting there, but we're going to check in with abc7 news meteorolog

an eye on our environment all around us. but now a team of young researchers believe they have found an easier way to do that, and they're hoping it will help us better understand the behavior of sharks and other marine creatures. abc seven news meteorologist drew tuma explains. >> if you're lucky enough to score a diving trip to costa rica, who wouldn't snap a few pictures or take a few videos? but a team of student researchers from stanford's robotics believe their images offer a powerful technique for expanding shark conservation. >> we took our drones to santa elena bay, a marine protected area in costa rica, to study and tag endangered pacific nurse sharks. >> the team tracked their fieldwork during an expedition and assembled it into a video. they're hoping to document the power of drone photography, coupled with artificial intelligence. we assembled the shark chasers back at stanford to take us behind the scenes. field team member dakota riemersma says the computer science is as important as the

drone hardware. >> one of the strengths of the model and incorporating machine learning and ai is that it is generalizable, and that it's also kind of infinitely specialized. >> reporter. the targets varied from the habitats around santa elena bay to the marine life, like nurse sharks that inhabit it. to test their drone powered platform, the team first hit the water to survey the area up close. then they compared that data to images they collected with the drone footage in a sort of 3-d viewing model. mark leone says they're advancing recognition technology could give the aerial technique even more capabilities. >> to actually automatically detect and track the sharks in the imagery. >> a sort of facial to fin recognition, including size, motion and potential behavior. chinmay lalgudi says the platform could work with multiple drone models or other types of photo survey

technologies, with the potential to fast track field research and make it easier to work in remote areas. >> where now you don't need all this human expertise and effort and time it takes to annotate this data. instead, you could directly apply our pipeline and a future version of our pipeline to then automatically detect marine organisms, from sharks to whales to etc. >> the team believes it all holds the promise of unlocking secrets by being in the right place at the right time, with airborne algorithms that can recognize what they're seeing. team member jaden clark. >> and then it goes out, finds a very rare animal, kind of observes this behavior, and then goes back and redacts itself and then continues the survey later. i think that's really a pie in the sky idea that a lot of ecologists have that are using drones. but i think we're on the way to getting there. >> dreaming big with a project that could someday help accelerate our understanding of the marine environment around us. at stanford, drew tuma, abc7 news. >> really interesting work. and

the expedition itself was funded by a grant from the stanford woods institute for government and environment. >> all right, let's get a check on our weather. things are changing again drastically. >> meteorologist sandhya patel is here with a forecast that includes a good bit of rain. sandhya. >> it does indeed. and you know what? we'll get it later on this week. but tomorrow will get kind of a little taste of winter once again. right now. dan, let me show you a live picture. good evening everyone. this is from our sky star camera at fisherman's wharf. giving a view like no other. this is from that skystar wheel. it is absolutely clear right now, but that is why we are expecting the chill. a system is going to drop in from the north. it doesn't have a whole lot of moisture with it. so that's late tomorrow night into wednesday. this next system here is an atmospheric river, and it certainly will bring us wet, windy conditions heading into thursday. so let's look at live doppler seven. right now some clouds are gathering. here's a live view from our golden gate bridge camera. absolutely beautiful view. mid 50s from oakland to hayward to
