confetti has fallen. and now the eyes of the football world turn to the bay area. >> from louisiana to levi's. now it's our turn to show what we've got. >> it's time to turn to san francisco bay area super bowl 60. >> we will make super bowl 60 the best super bowl in history. >> with the handoff from new orleans brass. the bay area host committee is on the clock as it ticks towards super bowl 60 at levi's stadium. ten years after santa clara played host to super bowl 50, the big game returns to the moscone center is being targeted once again as the site for events like radio row and the super bowl experience. in 2016, san jose and the sap center hosted super bowl opening night, but most of the other events centered in san francisco. but this time, the bay area host committee's president says all parts of the bay area will be more involved. >> music festivals. parties, food festivals, things that the residents of the bay area can actually take advantage of as

well. hitting a more diverse population. attracting a different demographic, allowing for more people to see and enjoy the sport in the game of football. >> and that work has already started. the host committee and san jose mayor matt mehan spent time in new orleans this week, learning from the team there to see exactly what it will take to bring the big game here. >> i was looking at things like street closures and outdoor, you know, block parties, the public art and live music scene. it was an incredible experience to walk around for a couple of days and see how they tied it all together. >> 40 niners ceo jed york says the bay area has gotten a lot of negative press as of late, but with the world cup and the super bowl coming to town, it's an opportunity for our area to shine. >> we're going to show you what the future is and why the bay area is the greatest region in the world. we had a great super bowl and super bowl 50. this is going to blow the doors off. >> and only 363 days to go. but who's counting in the south bay? dustin dorsey, abc seven news.

>> the big game for all star weekend happened sunday at chase center in san francisco, but across the bay, oakland arena is hosting some of the lead up events. that's a big deal. and the city and its community partners are trying over the long haul to beautify that area around the old coliseum. abc seven news reporter leslie brinkley checked out how things are going. >> oakland's hegenberger. >> corridor is putting out the welcome mat for the likes of steph curry, lebron james and kevin durant. >> it's one of those things where you know you got company coming over. so you want to make sure everything looks perfectly clean. i think that the community came together along with the mayor's office, with p-g-and-e's, with cana, with even some of the wise guys motorcycle club, literally several community organizations came together and we did a full clean-up this saturday of the area surrounding the coliseum and up hegenberger. >> another cleanup is set for thursday to pull weeds and pick up litter. already 32 long

burned out street lights along hegenberger shine brightly with new bulbs. >> we lost the raiders. we lost the a's. we lost the warriors. but now we have we have this. the oakland is hosting the nba all star with celebrity game with the hbcu classic. the women right here. people are excited because we're showcasing now. >> over the last year, businesses have closed along hegenberger over safety concerns, and city officials are determined to turn it around. >> even this past week, i had another hotel that approached me about considering leaving, and so we want to make sure hagenberg is a clean, safe street. but at the same time that the entertainment at the coliseum and at the arena returns to oakland. >> officials say oakland police teaming up with the sheriff's department, chp and bart should begin to make a difference. >> oakland is on the comeback.

you people are proud. >> i'm leslie brinkley, abc seven news. >> fun to see that excitement. >> yeah. it is. all right. looks like our weather won't be cooperating with those clean up efforts. >> no storm is on the way. meteorologist sandhya patel is here with your first forecast. sandy. >> yeah, and dan and ama, that storm gets here late tomorrow night going into the following morning. but first, we've got to track the chill. this morning it was down to 29 in napa and livermore, 31 degrees in redwood city. a freeze warning is going up r solano county. 10 p.m. tonight until 7 a.m. tomorrow. temperatures down to the low 30s. and that means you're going to have frost and freeze. so protect your pets, pipes and plants. frost advisory for the inland valleys 1 to 9 a.m. tomorrow. temperatures down to 31 degrees. we are expecting frost going hour by hour, those numbers dropping into the 30s by 920 for our coldest locations. and you will notice by morning you're right down near freezing, even below in a few locations. a storm system is moving in from our north and

it gets here late tomorrow night. so as we look at the timeline, 11 p.m. is when the rain starts to move towards the coast. you will notice that this is not going to be a north bay event. it's going to skirt the coast and head south of us, but it will produce some wet weather and even the possibility of some snow over mount hamilton. as you can see, showers will continue early wednesday morning. there is another storm on the way. i'll be back with that in just a few minutes. stan. >> okay, sandhya, thanks a lot. now, when the rain returns this week, you can track it with the same live doppler seven that our weather team uses every day. just download the abc seven bay area app to get the latest forecast. >> new developments tonight out of antioch as the police oversight commissioner resigns. it comes after the city says leslie may used several racist epithets to describe city leaders during a special meeting last month. the antioch police department has been plagued by scandals in recent years, involving both racism and corruption among officers. may says stepping down immediately is the best in the best interests of her safety and

health. antioch is also looking for a new police chief. the city hopes to have the position filled by june. >> oakland police have made an arrest after shots were fired at an officer overnight. the gunfire struck that officer's squad car, nothing else. thankfully, that officer was investigating an incident on seminary avenue near macarthur boulevard just after midnight when someone opened fire. police say the officer was targeted by the shooter. this afternoon, police say they arrested a suspect. >> is it safe to eat in one of san francisco's 500 parklets? that's the question being asked after a car that was being chased by police plowed into one of them, injuring six diners. the collision injured super bowl fans, taking in the game outside a mission district sports bar sunday afternoon. according to the executive director of the golden gate restaurant association, the napper tandy parklet was in compliance with the city's improved safety guidelines. >> it was set back 33ft from the intersection, which is more than is required. actually, it's

eight feet on the side that it is the exiting side for the daylighting, or 20ft if you're entering an intersection. so this parklet was set back like four x the required amount. >> the two people inside the car were taken into custody by police. the car they were found in was stolen out of richmond. >> san francisco's mta is pausing, citing some drivers who violate the state's new daylighting parking law. that pedestrian safety law went into effect this year, making it illegal to park 20ft near a crosswalk. the change has ruled drivers as while drivers in san francisco, many were being hit with $40 tickets for parking at curbs that are not painted red, they just didn't realize this was the case. the sfmta says those drivers will get a warning instead of being fined. drivers who park in marked red zones, however, will still be ticketed. the agency has also promised to speed up the painting of red zones citywide, complying with the new day lighting law. it

taken by sky seven over san francisco bay just a few hours ago. look at this thing. you're looking at the 80 year old philippine mars flying boat taking off from california on its retirement flight to arizona. the world war two era water bomber was one of only seven built for the u.s. navy. the bay area was the halfway point between its former home in british columbia and its future place at the pima air and space museum. that's where it will go on static display. and look at this now, just really an incredible view of the flying boats final trip out of the golden gate, as she has done so many times before, flying troops and supplies across the pacific. the philippine mars overnighted at alameda's seaplane lagoon. it's the former naval air base where this very airplane called home during the 1940s. we're told the plane has safely arrived in arizona. staying

climate ready often means keeping an eye on our environment all around us. but now, a team of young researchers believes there's an easier way to do that, and they're hoping it will help us better understand the behavior of sharks and other marine life. abc seven news meteorologist drew tuma has the story. >> if you're lucky enough to score a diving trip to costa rica, who wouldn't snap a few pictures or take a few videos? but a team of student researchers from stanford's robotics believe their images offer a powerful technique for expanding shark conservation. >> we took our drones to santa elena bay, a marine protected area in costa rica, to study and tag endangered pacific nurse sharks. >> the team tracked their fieldwork during an expedition and assembled it into a video. they're hoping to document the power of drone photography, coupled with artificial intelligence. we assembled the shark chasers back at stanford to take us behind the scenes. field team member dakota riemersma says the computer

science is as important as the drone hardware. >> one of the strengths of the model and incorporating machine learning and ai is that it is generalizable, and that it's also kind of infinitely specialized. >> reporter. the targets varied from the habitats around santa elena bay to the marine life, like nurse sharks that inhabit it. to test their drone powered platform, the team first hit the water to survey the area up close. then they compared that data to images they collected with the drone footage in a sort of 3-d viewing model. mark leone says they're advancing recognition technology could give the aerial technique even more capabilities. >> to actually automatically detect and track the sharks in the imagery. >> a sort of facial to fin recognition, including size, motion and potential behavior. chinmay lalgudi says the platform could work with multiple drone models or other

types of photo survey technologies, with the potential to fast track field research and make it easier to work in remote areas. >> where now you don't need all this human expertise and effort and time it takes to annotate this data. instead, you could directly apply our pipeline and a future version of our pipeline to then automatically detect marine organisms, from sharks to whales to etc. >> the team believes it all holds the promise of unlocking secrets by being in the right place at the right time, with airborne algorithms that can recognize what they're seeing. team member jaden clark. >> and then it goes out, finds a very rare animal, kind of observes this behavior, and then goes back and redox itself and then continues the survey later. i think that's really a pie in the sky idea that a lot of ecologists have that are using drones. but i think we're on the way to getting there. >> dreaming big with a project that could someday help accelerate our understanding of the marine environment around us. at stanford. drew tuma, abc seven news.

>> and the expedition itself was funded by a grant from the stanford woods institute for the environment. >> all right. cool to see. all right. cool. cold. freezing. maybe not quite freezing. >> yeah. not quite freezing, but darn close. meteorologist sandhya patel is here. sandhya? >> yeah. you know what? dan and ama. it was freezing this morning and we are expecting temperatures to drop once again. below freezing for some locations. let me show you a live picture from our mount tam cam. hey, bundle up everyone, because it is going to be a cold night. a beautiful view from our mount tam cam as we look at a clear sky. tomorrow morning there will be a few more clouds around so temperatures are going to drop, but not quite as low as they did this morning. so as we look at live doppler seven, there is a system that is developing to our north. it's going to drop in here, but most of the energy is going to stay off the coast and head towards southern california. here is our next storm. this one has an atmospheric river component. it's due in here on thursday. so let's go hour by hour. first looking at live doppler seven.

and then we'll talk about what's ahead. a beautiful view from our san jose camera. it is clear temperatures in the 50s from san francisco to oakland, san jose right now 48 and half moon bay. a live view from our emeryville camera and things will be changing. this view will look different come wednesday into thursday. 51 in santa rosa. it's getting chilly already. petaluma, napa, fairfield in the 40s. concord and livermore. low 50s. gorgeous view from our exploratorium camera of san francisco overnight tonight. cold with frost again. late tuesday night into wednesday. we're expecting a rain snow mix. snow is on our higher peaks, of course, and thursday a stronger storm arrives. so let's first talk about the frost advisories. north and east bay valleys, south bay valleys and hills. and then we have a freeze warning for solano county. it's going to be cold enough, temperatures dropping slightly below freezing. coldest locations 30 in santa rosa 32 degrees livermore, 31 in fairfield, 32 napa, upper 20s to our north. and you will notice it's going to be chilly with

a few clouds around tomorrow afternoon. it is a cloudier sky. temperatures will be in the 50s. now, as we look ahead to what's coming our way, rain moves in late tomorrow night though, it's 11 p.m. that it's barely touching the coastline, san francisco, the peninsula, and it switches over to snow over mount hamilton as we head towards wednesday morning. scattered showers continue, but this is a quick mover. 4 to 6 a.m. and then here comes 9 a.m. a few more showers, and then this system starts to basically go down towards southern california. and then another storm develops. so rainfall totals with this is going to measure anywhere from nothing to about a half an inch in ben lomond. and the winds are going to come up, especially thursday ahead of that stronger storm over 30 miles an hour along the coastline, even topping 40 heading into 7 a.m. so those gusty winds expected in the sierra. this is a winter storm watch wednesday evening to friday evening, 2 to 4ft above 6000ft. with those gusty winds, it's going to be tough to get up there. i do want to show you

♪ ♪ investors shake off president trump's latest tariff talk and financial markets moved upward today. the dow rose 167 points, the nasdaq posted an even bigger gain, and the s&p jumped 40 points. >> they're laying off people at meta headquarters in menlo park. about 5% of its global workforce is targeted. that's about 3000 people. the layoffs were announced in mid-january. a spokesperson says the company's lowest performers are being targeted in this round. the company plans to hire replacements by the end of the year, with a majority of roles

being machine learning engineering related. meta is the parent company of facebook, instagram and whatsapp. >> all steel and aluminum imports into the u.s. now face a 25% tariff approved today by president trump. he says the tariff goes into effect immediately, with no exceptions. it could impact the cost of everything from cans of soda to baseball bats to construction and transportation. the european union says the tariffs would be unlawful and economically counterproductive. the white house says they are designed to eliminate loopholes that have led some importers to game the system. 22 state attorneys general, including california's rob bonta, are suing the trump administration over planned cuts to the national institutes of health. the trump administration has ordered capping in direct payments to research grants at 15%. those indirect payments include administrative and facility costs linked to research. the attorneys general argue that the cap will harm lifesaving research and cost hundreds of thousands of jobs, and hurt the american economy by

>> it's been alleged in recent days that it costs the government about $0.03 to make a $0.01 and that, of course, is a money losing proposition. >> the u.s. mint reported losing $85 million in the 2024 fiscal year on the nearly 3.2 billion pennies it produced. >> really expensive in terms of time and effort, both for businesses and for spenders, to deal with these pennies that convey very little value. >> experts say don't expect that to change. if the coin stops being made. >> it's unlikely that it will be a very good investment strategy to hoard pennies in the hope that their value will go up. if, in fact, pennies disappeared, it would probably make actually an awful lot of business life and transactions easier, not more difficult. >> pennies or not. >> that's what's called a 1909 svb's was made right here in san francisco in 1909.

doubt you've seen people living on the streets struggling with mental health issues. >> tonight we're going to focus on something that's aiming to prevent that. it's called mental health diversion treatment, available for people with a mental illness who have committed a crime. >> abc seven news. building a better bay area reporter lyanne melendez is here with the pros and the cons of this program. >> that's right. now, this is law in california, by the way. it has been on the books since 2022, but programs that get someone into the right treatment are not really new. but it used to be that the person's attorney had to argue and argue that there was a connection right between the crime committed and

the mental disorder. now it's the other way around. the prosecutor has to say, hold on a minute, judge. the crime has nothing to do with this person's mental disorder. so what are we seeing, for better or for worse? more cases are being submitted to the department of homelessness and supportive housing estimates that more than half of the city's unhoused population suffers from some kind of mental illness. some can be easily identified just by walking around parts of san francisco. you've seen them. a few end up committing crimes a because of their mental disorder. so here's what happens next. rather than punish them by sending them to jail or prison, menlo park state senator josh becker came up with sb 1223. >> the reason it was done is because we've been warehousing mentally ill people in our jails, and our jails are not equipped to give them any kind of mental health treatment,

really. and mental health rehabilitation. >> attorney neil hallinan is currently petitioning for mental health diversion for six of his clients. >> you've been doing the work for a long time. it gets easier to identify who has diagnosable mental issues. i mean, not that i'm qualified to diagnose it, but you can tell when something's going on. >> so who would be eligible for mental health diversion? the courts typically use this book, called the diagnostic and statistical manual of mental disorders, typically known as dsm. now you would expect to find, of course, bipolar disorder, schizophrenia, ptsd. but also included is substance use disorder. >> addiction is a condition in which the person is literally unable to say no. >> to clarify, the medical community recognizes addiction as an illness rather than the result of bad judgment. but san

francisco's district attorney believes some people are using an addiction diagnosis as a get out of jail free card because a person's felony charge goes away after the person completes a treatment program that could take up to two years. >> we are now seeing people who simply have a drug addiction be able to use that as the conduit to entry into mental health diversion for committing crimes that have nothing to do with their substance abuse. >> many disorders listed in the dsm can make a person eligible for diversion, even adhd, so adhd. so explain a potential nexus between adhd and criminal behavior. >> it's not unfathomable that you can have someone who's had adhd. maybe it's an extreme form, maybe it's never been treated and the person has all sorts of particular impulses that they never learned how to control. >> the only people excluded from pursuing mental health diversion are those who committed a murder

or rape. brooke jenkins says she's seen a spike in the number of attorneys pursuing mental health diversion for their clients, even in a recent case of child abuse. last september, a 22 year old man was charged with severely beating this four year old with a belt so badly. we can only show you these two evidence photos to illustrate the harm inflicted, jenkins and her team argued against mental health diversion. still, behavioral health services evaluated the man and found that he met the diagnostic criteria necessary for participation in mental health diversion because he was diagnosed with post-traumatic stress disorder and adjustment disorder. the judge in the case, michael benkhert, approved the treatment. here's what the public defender's office had to say about the program. quote, the courts continue to take extreme caution, time and effort to make weighted and careful

decisions about what is going to be the most effective route to promote public safety. senator becker says the program isn't perfect. >> and if there are cases where it's not working, we want to adjust it and get it right. >> but despite some controversial cases, an analysis by the rand corporation found people who go to diversion programs are doing much better than those who go to jail. >> 91% of the people that have graduated from l.a. counties court diversion program have not had new filing case filings since graduation. >> the problem is that in many cases, the process is not as speedy as 1st may want. take william eaton, who has been in court several times for burglary, destruction of property, setting things on fire and violating a restraining order. we've been following the case since last october. a counselor recently found eaton was eligible for mental health diversion. the legal system, however, has been slow to provide access to the treatment

eaton needs, and in the more severe cases where a person is not mentally competent, they may be referred to a state hospital because, of course, mental health diversion is obviously not for them. now, one thing, not everybody completes this program. >> it's interesting you talk about the success rate in terms of once they complete the program versus going to jail. what about like partway through as they're going through the program? >> that's right. i don't think anybody has that data. but i will say this. i have been to many courtrooms and all of the judges try very, very hard to make sure that they complete this program. so i found that there were 2 or 3 people who would say, the judge would say, well, you were supposed to attend five days a week, let's say, but you've only done two. i'm going to give you a second chance, sometimes a third chance. so they really want them to succeed them. correct. they want them to go through the program, take advantage of it and be successful.

>> all right. thanks, liane. it is good. thanks. >> well, san francisco's new mayor spent the day in sacramento. daniel lowry traveled to the state capitol to meet with officials advocating for ways to make san francisco safer, cleaner, and more prosperous. lowry has been the city's mayor for a little over a month since his inauguration. he ran his campaign on tough on crime policies, and also had one of the most expensive races for mayor in modern city history. the latest round of job cuts at san francisco schools is beginning to take shape. san francisco unified superintendent maria swease is expected tondent present a plan to cut jobs and address the budget shortfall. the district is looking at cutting 535 positions to save $114 million. many of the cuts are expected to impact the central office. >> in the south bay. budget talks are beginning at san jose city hall. the city faces a budget deficit of as much as $60 million, declining sales tax revenue and increasing costs have the city council seeing red in terms of income. mayor matt mehan tells the san jose mercury

behind a parade favorite. >> that's right, this one is said to bring good luck and fortune to parade attendees. >> everyone's prepped to see line dancing. kung fu, and dragon dancing. we're celebrating lunar new year. it's very exciting. >> you know, you have the drums going on, the music. >> our culture, our history, our experience, understanding where our martial arts, where our teachings come from, from our ancestors. everything is wishing good luck, good fortune. it's really exciting. >> the story behind how line dance came to be started with a rural village in china a long time ago, and they were being plagued by evil spirits. what the villagers did was they took paper mache bamboos, put it together to have it mimic the look of a lion.

>> the lions will kind of scare away bad spirits. >> they have put the mirror in the front. so the evil spirits would see their own reflection and get scared. it also ties into how the music plays in with the lion. they bang pots and pans back then to create loud noise to scare away evil spirits. and today that's why we play the drums and the cymbals. >> we're bringing all the good luck getting rid of all the bad luck from last year. >> we have small dragons which are acrobatic dragons. >> for dragon being a mythical creature using its movements to scare away evil spirits in terms of always seeing the head move around. so it's always looking where it's going, the tails always swooping. if there is something there, it's like hitting it away.
