tonight on abc seven news at 11. >> always live abc seven news starts right now. >> a packed house of people facing devastating flooding aftermath in the north bay. millions of dollars in damage done in a matter of days. and there is more rain on the way. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. the storms in the forecast this week could bring more rain to rain spots already still drying out. a sonoma county supervisor says last week's heavy rain and wind caused landslides flooding. all of that totaled $7.5 million in damage. >> abc seven news reporter j.r stone spoke to people who lost their homes and shows us what the county is doing to help. >> we lost all of our furniture. we lost our beds, our dressers, our desks, most of my storage unit, that's right there, we lost all that. >> you can see caitlyn ellison and her kids lost pretty much everything. during the recent guerneville flooding, a nonprofit called the russian river alliance put them up in a

hotel for four nights, but they won't be able to go home for at least 4 to 6 weeks. >> so we have one more night there, and then our neighbor has a fifth wheel trailer with an extra room, she said. we could stay in there, which is. >> sounds like it's night to night. >> it's night to night. it's day by day. it's step by step, and it's horrifying. >> around 100 people showed up to this event in guerneville monday night, with numerous agencies and nonprofits to see how they can get help for a situation that did, in fact, come as a surprise. >> the national weather service was calling for about a 32 foot flood, which is, you know, 32ft just means flood stage. right? and so we were kind of expecting it to be a very, very minor flood. and unfortunately, the day before the waters were rising, that number jumped up to over 36ft. >> cleanup is already underway, but more rain is expected this week. >> we're sanding down all the walls right now and getting where any mold had started, so we're burning through masks like

nobody's business. >> ellison says she was unable to get renter's insurance because of where she lives, and now she is left without a home, just like others. >> and unfortunately, really, the new workforce, housing and the lower russian river are trailers and low lying areas. and so a lot of folks were, you know, trying to get their trailers out at the last minute. >> when my landlord came and told us that his insurance doesn't cover us. he says, when you're out, you're out. it's horrifying. it's horrifying not knowing where you're going to go when you have two kids relying on you. so it's really scary. and this is a phenomenal place to live. i mean, it's a beautiful place to live. the community is fantastic and it's worth living here if you can get through these hard times. >> j.r. stone, abc seven news. >> let's take a look now at the storms in the forecast. looking live out at san rafael tonight. but before the rain it's going to get cold. abc seven news meteorologist sandhya patel is tracking really a chilly night ahead. sandy. >> yeah. dan. tonight. tonight you'll want to bundle up and definitely turn up the heat.

take a look at this live picture from our emeryville camera right now. very few clouds out there and those temperatures are dropping already in the mid 30s in places like napa right now, 38 degrees in livermore on your way to colder morning until 7 a.m. solano county is under a freeze warning. temperatures as low as 30 degrees. we have a frost advisory for our inland valleys and hills. tomorrow morning, temperatures down to 31, and you can expect some frost. so here's a sampling of the winter chill in the morning. 30 degrees in santa rosa. you may be scraping that windshield a little bit with the ice. 32 in livermore, 31 in fairfield, 32 in morgan hill. here's a look at live doppler seven. we do have some rain coming our way, but initially it's not that impressive. you get a few showers beginning to develop at 10 p.m. tomorrow night, mainly near the coast and a little bit of snow activity over mount hamilton as we head towards wednesday morning. and then wednesday at 9 a.m, another batch of showers comes through. there is a stronger storm on the

way with an atmospheric river, and that is going to dump much more rain. i'll be back with a look at the forecast that includes more than just rain. dan. >> okay, sandra, thanks a lot. now stick with abc seven. as this rain returns, you can track the storms using the same live doppler seven tools that sandy and the rest of our weather team use. download the abc seven bay area app for the latest forecast and updates on the coming storm. >> on the peninsula. police say a mother was seriously hurt after being hit by a car, and her four year old daughter was found nearby on the roadway. surveillance footage shows the moment the vehicle slammed into parked cars outside midtown market saturday evening. the daughter suffered minor injuries, and police say bystanders stepped in to help her. the 71 year old driver was arrested and booked for dui, causing injury. >> the homelessness crisis is, of course, one of the top challenges in the effort to build a better bay area, and we're in the middle of a major shift in how cities approach this problem. tomorrow, fremont leaders are set to vote on a

plan that wouldn't just make it a crime to sleep out on the streets, it would also make it illegal to help people in encampments. and the first in the state policy is fueling some pushback from homeless advocates worried that handing out maybe food or water could get them arrested. here's abc seven news reporter lauren martinez. >> a controversial plan to ban homeless camps is being considered in fremont. for years, rigoberto robles lived at this encampment by the bart tracks off washington boulevard. on monday, he went to visit with his dog. >> to check on my friends to see if they have anything. basically, give me some food. have you? >> on tuesday, fremont city council members will vote on an ordinance that will make it illegal for encampments to be on most public property, including sidewalks and parks. violations would mean a $1,000 fine or jail time for six months. assembly member alex lee says this proposed plan goes a step too far. >> i can't say for certain. i know all the municipal codes of every city and how they dictate

their language, but i can tell you for a fact that this ordinance, the way it is written, literally, literally criminalizes sleeping outside. >> the ordinance also contains a clause that prohibits aiding or abetting a homeless camp. vivian juan is the ceo of abode services, a homeless and housing agency that works across eight bay area counties. >> we're never, ever going to support a ban because they don't work, but this is the most encompassing, the strictest ban that we've seen and that it gives the police complete authority. >> last week, the fremont police association released a statement expressing their support, saying in part, it is merely a tool to be used in limited circumstances. when unhoused community members refuse to comply with requests and reject assistance. >> so basically, it gives us the enforcement authority. >> fremont mayor raj sawant said their intent is not to arrest homeless people or nonprofit workers. >> you want to help them in any way, provide services. then by all means, we would love to get

your help. however, if you're building structures like treehouses or over waterways or in our parks, those are not safe. >> on tuesday, sarwan said city council members will have a second reading of this proposed ordinance and can clarify concerns with the community. >> our city attorney drafted the ordinance based on other ordinances. >> in fremont. lauren martinez, abc seven news. >> a changing approach to homelessness policy is also on the agenda in san jose. mayor matt mehan wants to shift more funding from affordable housing projects to homeless shelters. mahan's budget proposal would reshape how the city uses tax dollars to measure e. the measure enacted a tax on multi-million dollar property sales. instead of being spent mostly on affordable housing. the mayor wants the majority of the taxes to go toward building homeless shelters and short term housing. but many housing and homeless advocates who say building affordable housing is crucial. more than 35 years after a mom from berkeley

disappeared on halloween night, investigators finally know where she went. today, detectives in placer county announced they've identified the remains of wendy abrams nishiki. it's a huge break in a case that's been cold for decades and a relief to her family. >> it's like my first time in 35 years to be able to begin to grieve. >> reporter roxanne elias, from our sister station in sacramento, explains how investigators found answers. >> down this remote and quiet path of yankee jims road in colfax is where the remains of a 21 year old berkeley mother were found off an embankment back in 1990. >> her name was wendy abrams nishiki, and we know that the last time she was ever seen was on halloween night, october 31st of 1989, in berkeley. and so at that time, a missing persons case was opened with the berkeley police department. >> elise sylvia, with the placer county sheriff's office, says

they searched for her until the case went cold. then, in february of 1990, her remains were located by target shooters in colfax. investigators tried to identify her, but she was classified as a jane doe. the case went unsolved until 2023, after the placer county sheriff's office cold case investigations team was formed and they reopened the case, focusing on technology and forensic genealogy. >> this was one of the cases that those investigators began looking into, and we did have some of those remains. we actually sent off some fingernails to the doj in richmond. and so they ran for a dna check, and they did get a hit back for a family match. >> then in january this year, wendy abrams nishiki was officially identified after doing dna comparisons with family members. we spoke to her older brother, dale abrams, over the phone on monday, he says. for decades, the family has lived with the absence of closure and what that meant was

suspended grief. but now they can at least start to begin the process of grieving, and it's a huge relief knowing where she is. sylvia says they are still investigating what exactly happened to the mother of one, and they're asking people to come forward if they know anything. >> identifying her is a huge step in moving toward now, figuring out what happened and who is responsible. so it is believed that somebody killed her. and so now we are investigating and trying to determine who may be responsible for her death. >> in placer county. roxanne elias abc ten. >> a rock star's plane crashes into another jet on the runway. new details about what caused this deadly collision. >> a weight loss drug advertising battle. from the super bowl to the pages of major newspapers. >> and a rough turn of events for a legendary competition. why this year, there may not be a world's ugliest dog. >> first, a look at what's coming up tonight on jimmy kimmel live! right after abc

when it veered off the runway and struck a parked gulfstream. the band says neil was not on board. initial reports suggest part of the learjet's main landing gear failed. the national transportation safety board is taking over the investigation. new details tonight about that deadly plane crash out of alaska. last week. one of the ten people killed was a 30 year old man who lived in santa rosa most of his life before moving to alaska in 2022. according to the press, democrat andrew gonzalez had been traveling for work at the time of the crash. all of the bodies have been recovered and identified. the cause is still being investigated. >> the justice department is telling federal prosecutors to drop its corruption case against new york city mayor eric adams. the doj claims adams indictment is limiting his ability to cooperate with president trump's immigration crackdown. adams has sought out a closer relationship with the president in the months since he was indicted on bribery charges. the doj's order calls for the case to be dismissed

without prejudice, meaning that it could be refiled later. today, president trump pardoned former illinois governor rod blagojevich, five years after cutting his prison term short. blagojevich was convicted on charges including trying to sell an appointment to a senate seat and trying to shake down a children's hospital. president trump commuted his 14 year prison sentence in 2020. today, trump called the political corruption case a, quote, terrible injustice and said blagojevich deserved to live a normal life. >> a san francisco health company is facing backlash and scrutiny from lawmakers over its super bowl ad. they're selling the same kind of weight loss drug as big pharmaceutical companies, but without the same manufacturing and advertising regulations. >> obesity is america's deadliest epidemic. a 62nd super bowl ad setting off a debate that could change what you see on tv and online. >> the spot by hims and hers frames obesity as an american

industry before promoting the company's weight loss drugs. >> it's wrong on so many levels. i really find it to be deceptive and i find it make an attempt at destigmatizing obesity in a way that does the opposite. >> hims and hers is a san francisco based telehealth company making compounded semaglutide. this is allowed by the fda, but the agency doesn't monitor how the drug is made or advertised. stanford doctor dan azagury says there are several risks for customers. >> it's a real drug. it has some real potential side effects, and nobody is controlling that. so you're putting your health into the hands of the company and trusting them that however they source that compound was safe. >> today, novo nordisk, which manufactures fda approved semaglutide, put out this ad in some major newspapers, and two lawmakers are vowing to change the advertising rules for compounded drugs. but some say companies like his and hers are

making weight loss medications more accessible. >> i completely agree that we need more affordable weight loss drugs. taking risk on health in order to access the drug. to me, does not justify. >> the hymns, and hers ad does have a small print disclaimer at the end saying the fda does not evaluate its product. in a statement, it adds if a customer is prescribed medication by a provider through our platform, there is ongoing communication around their medication and treatment plan. >> in the east bay, nurses are upset that the saint rose hospital is closing its family birthing center. they held a protest today in hayward. saint rose hospital says the closure is temporary, temporary and will last 12 to maybe 18 months starting next week. nurses, though, argue the closure will harm expecting mothers and their babies. >> labor can go downhill. people who have been through maternal ob emergencies know that it can get bad. we we've been there.

it'll be great until it's not. and when they're not ready, that's when it counts. >> in a statement, saint rose hospital says the number of births at the hospital have been consistently declining and their birthing center currently sees, on average, less than one birth per day. they will take the next year to quote, reimagine their birthing services. >> the annual fair in petaluma is set to return this year, but likely without the world's ugliest dog contest. according to the petaluma argus courier, the city of petaluma is now running the fair and does not have the licensing for the iconic contest. the fourth district agricultural association holds the rights to it. the group told the paper it hopes to bring back the ugliest dog contest eventually, but it doesn't know when. the city of petaluma says the fair will now be called petaluma fair instead of the sonoma-marin fair. >> i think they all look cute. >> i know they're, you know,

about mount hamilton. thursday that stronger storm arrives and that's going to make its presence known. but by the time the chinese new year parade gets underway on saturday, we are expecting great looking weather. partly cloudy, a light breeze. upper 50s at 4 p.m. 6:00. the parade starts and it will be in the mid 50s. abc seven will be broadcasting it live. many of the team members from here will be going there at 8:00, cooling more clouds and mostly cloudy by 10 p.m. numbers will be in the low 50s, but you're in between storms at that point. temperatures first thing in the morning, upper 20s to the mid 40s. definitely bundle up out the door because it will be chilly. hang on to the extra layer. temperatures will be in the 50s tomorrow. mostly cloudy skies. now here comes the first system. it's going to bring in some rain late tomorrow night. i mean, we're talking 10:00. possibility of some snow over mount hamilton as we head towards 130 in the morning. but notice there's not a whole lot happening in the north bay. this is on wednesday, 9:00. you still have some showers tagging the

coastline and then scattered as we head into wednesday early evening. rainfall totals through wednesday at 6:00. anywhere from nothing measurable in some areas to about a half an inch in ben lomond. winds are going to start coming up on thursday ahead of the next storm system, and that one is going to make its presence known close to 38 miles an hour there. point reyes, 36 half moon bay, and then topping that at 7:00 thursday 43, redwood city, 41 and half moon bay. not only gusty winds, but heavy snows coming to the sierra. 10 p.m. wednesday until 10 p.m. friday. a winter storm watch has already been issued above 4500ft, so we're expecting 2 to 4ft above 6000ft. very difficult travel during this time period i would just hold off. there's the atmospheric river. it moves in here thursday and starts dumping some rain on the bay area. sierra gets snow and it's certainly going to be dicey. there might be a slight possibility of thunderstorms, scattered showers on friday, and then saturday you get that break. so rainfall with the thursday friday system anywhere
