in danville. so that is the national weather service highlighted regions. but notice that 36 in palo alto and on the coast, awfully cold with 31 napa, sonoma, calistoga, santa rosa. so heading out, grab the heavier coat. it's going to be a cold start. we'll see increasing clouds throughout the day. we're staying dry through all of tuesday, but notice how the temperatures in the low 50s kind of bottom cap in the mid 50s. so we're not going to see those upper 50s. it was pretty mild yesterday with all the sun and the clouds not moving in, but they will today and as a result it's cooler. the rain is offshore. it moves in and it skirts the north bay and it focuses on the peninsula later on today. gloria. >> yeah. you know, so far it is looking pretty good out there on the roads. of course, we do have that traffic that's starting to build this time of the morning. but if you look at our map, mostly green, so no major incidents. but we do want to point out a couple that we are tracking this morning. we have over in oakland on eastbound 580

before macarthur boulevard. there's a multi-vehicle crash, and right now there is an overturned vehicle facing the wrong way. it's blocking all the left lanes, and traffic is only passing in the right lane. traffic is backed up to 106th avenue, so major delays in that area in oakland. and we have a live look at our bay bridge toll plaza camera. you can see it is very crowded out here. and the backup actually started a little bit earlier than usual because there was a crash on westbound 80 before fifth street that has cleared, but we are seeing some delays still across the span into the city, and you can see from highway four to san francisco it will take you an hour. reggie aqui. >> happening today, the city of fremont is taking a look at the way they've been addressing the homeless crisis, and they're considering a new approach. the proposal before the city council would ban sleeping on the street. but that's not the end of it. anyone who helps people at an encampment could face criminal charges. abc seven news reporter lena howland is live at fremont city hall this morning. lena, this is definitely facing some resistance.

>> yeah, that's right. it is definitely facing some pushback from homeless advocates now worried that handing out food or water could land them in jail. this evening, fremont city council members will vote on an ordinance that will make it illegal for encampments to be on most public property, including sidewalks and parks. violations would mean a $1,000 fine or jail time for six months. but it doesn't end there. the ordinance also contains a clause that prohibits aiding or abetting a homeless camp. we checked in with vivian juan, the ceo of adobe services, a homeless and housing services agency that works across eight bay area counties. >> we're never, ever going to support a ban because they don't work. but this is the most encompassing, the strictest ban that we've seen and that it gives the police complete authority. >> fremont residents are fed up with the encampments, have collected more than 1600 online signatures in support of the ban, according to the bay area

news group. and it's also getting support from the fremont police association. they put out a statement saying in part, it is merely a tool to be used in limited circumstances when unhoused community members refuse to comply with requests and reject assistance. city officials have also said their intent is not to arrest homeless people or nonprofit workers. the city council will take this up for a vote tonight at 7:00 here at city hall. live in fremont. lena howland, abc seven news. >> all right, lena, thank you. p-g-and-e's is facing criticism this morning for an open letter, basically blaming customers for rising utility rates. today, customers are being asked to send a message just ahead of valentine's day saying you are breaking our hearts. the letter from ceo patty poppy blamed energy conservation and solar for electricity rate hikes, though p-g-and-e's blamed them on the need to improve infrastructure. in filings with state regulators. now, clean energy and conservation advocates are rallying together. they're asking customers to

write non valentine's letters to p-g-and-e's during an event at the south berkeley farmers market this afternoon. the letters will be delivered to p-g-and-e's headquarters in oakland. the latest round of job cuts at san francisco schools is beginning to take shape. san francisco unified superintendent maria su is expected to present a plan to cut jobs and address the budget shortfall at a board of education meeting today. the district is looking at cutting 535 positions to save $114 million. according to our partners at the san francisco standard, many of the cuts are expected to impact the central office. >> in the north bay. we're getting an idea of the aftermath of last week's rain with more on the way. one sonoma county supervisor says the flooding and landslides caused more than $7.5 million in damage. now the community is coming together to help. last night, about 100 people showed up to an event in guerneville. numerous agencies were in one place so residents can find assistance. that's helped people like caitlin

and residents are stocking up on sandbags. >> the hillsides are going to get very tenuous, there's no question about that. they're likely to fall, and we're just going to have to be ready to scoop it up off the highways. >> officials say they'll be keeping a close eye on canyon roads throughout the week, and we've seen it happen time and time again after a wildfire or other natural disaster. looters target homes damaged or evacuated. and gloria, state lawmakers are now working to ensure anyone who preys on people during an emergency will face tougher consequences. >> yes, state lawmakers have just introduced a bill to toughen the penalties for looting or impersonating emergency personnel during and after a natural disaster, and under the proposal, looting would become a felony. the punishment would be increased from one year in prison to up to four years. impersonating a first responder would become an enhanced felony, and that can increase the amount of time that a person spends in prison if they're convicted. >> when theft occurs in a

disaster zone in a state of emergency, it needs to be charged appropriately, fairly, and it needs to represent the conduct of the crime. >> the bill, ab 469, would also extend protections into the rebuilding process to ensure that disaster survivors and their property remain safe. if passed, the law would go into effect in january. lawmakers say they are working closely with governor newsom to move the bill through the legislature as quickly as possible. reggie. >> all right. thanks, gloria. there's new help arriving for people in the altadena area, beginning the long cleanup process from the eaton fire this week. fema crews are going door to door offering assistance to residents. the goal is to reach people who may not have been able to get to help centers. workers can help people apply for resources to clear their property and rebuild or repair their damaged homes. >> it's fantastic. i had found them, but if i hadn't, they came and found me. it really shows how much they care and how much they care, how much effort

new this morning, pope francis has issued a major rebuke of president trump's mass deportation of migrants. he warned in a letter to u.s. bishops overnight, forcefully removing people purely because of their legal status deprives them of their dignity. he also said the policy will, quote, end badly. this isn't necessarily a surprise from pope francis. he has long made caring for migrants a priority, demanding countries welcome, protect and integrate people escaping conflicts, poverty and disaster. as of this morning, google maps has officially changed the gulf

of mexico. now you'll read it as the gulf of america. this is, of course, after president trump made an executive order. google says it's their policy to change names when they have been updated by the government. now, important to note users in mexico will still see the gulf of mexico, and other users outside the u.s. will see both names. 22 state attorneys general, including california's rob bonta, are suing the trump administration over planned cuts to the national institutes of health. the trump administration has ordered capping indirect payments to research grants at 15%. those indirect payments include administrative and facility costs linked to research. the attorneys general argue the cap will harm life saving research costs hundreds of thousands of jobs and hurt the american economy in the billions. the justice department is telling federal prosecutors to drop their corruption case against new york city mayor eric adams. the doj claims adams indictment is limiting his

ability to cooperate with president trump's immigration crackdown. adams has sought out a closer relationship with the president in the months since he was indicted on bribery charges. the doj's order calls for the case to be dismissed without prejudice, meaning it could be refiled later. the former illinois governor rod blagojevich probably name you haven't heard of in a while is getting a pardon from the president. blagojevich was convicted on charges including trying to sell an appointment to a senate seat and trying to shake down a children's hospital. president trump commuted his 14 year sentence in 2020. yesterday, trump called the political corruption case a, quote, terrible injustice and said blagojevich deserves to live a normal life. >> the danes have responded to president trump's repeated threats to seize greenland with a petition to buy california. nearly 200,000 danes have signed the comedic petition, which says the purchase would benefit both danes and californians. it claims the danish would get more

sunshine and avocado toast. meanwhile, californians could enjoy bike lanes and universal health care. the annual fair in petaluma is set to return this year, but likely without the world's ugliest dog contest. according to the petaluma argus, courier courier, the city of petaluma is now running the fair and does not have the licensing for the iconic contest. the fourth district agricultural association holds the rights to it. the group told the paper they hope to bring back the ugliest dog contest eventually, but they don't know when. the city of petaluma says the fair will now be called petaluma fair instead of the sonoma-marin fair. and we are just days away from valentine's day. and let's say you recently had a breakup. maybe you aren't in the mood for a romantic date. >> one san francisco restaurant has an alternative. instead of getting flowers or candy, you can celebrate by shredding a photo of your ex. according to eater, the pasta supply company

a multi-vehicle crash on eastbound 580 before macarthur boulevard. there are some very heavy backups in this area, and we're told that it is blocking all the left lanes. traffic is only passing in the right lane, and traffic is backed up to 106th avenue. and in benicia, we are tracking on northbound 680 before lake herman road, a crash that's blocking the left lane and traffic is backed up to bay shore road in that area. and looking live at our bay bridge toll plaza camera, you can see that there is very heavy traffic here. we also have a three car crash that's been reported. it's blocking the left lane after the tolls, and the backup is through the maze from highway four to san francisco. it will take you one hour. >> all right, gloria, thank you. today, a controversial plan to address the homeless crisis in fremont goes before the city council. city leaders are considering a ban on encampments, but they are taking it a step further. that's what has some advocates really concerned. abc seven news reporter lena howland is live outside fremont city hall, with details of this proposal, and

why there is so much pushback. lena. >> well, a man, this amanda, this plan wouldn't just make it a crime to sleep on the streets, but it would also make it illegal to help people living in these encampments. to give you a better idea of this issue, based on the latest counts last year, fremont has an estimated 802 homeless residents, according to our media partners at the bay area news group. about 600 live on the streets, but the city's own. but the city's shelter only has space for 45 people. if approved, the ordinance will make it illegal for encampments to be on most public property, including sidewalks and parks. violations would mean a $1,000 fine or jail time for six months, but the ordinance also contains a clause that prohibits what they call aiding or abetting a homeless camp. assembly member alex lee says this proposed plan goes a step too far. >> i can't say for certain. i know all the municipal codes of every city and how they dictate the language, but i can tell you for a fact that this ordinance,

the way it is written, literally, literally criminalizes sleeping outside. >> you want to help them in any way, provide services. then by all means, we would love to get your help. however, if you're building structures like treehouses or over waterways or in our parks, those are not safe. >> and that was the mayor of fremont who said their intent is not to arrest homeless people or nonprofit workers. this plan has gotten support from the fremont police association and about 1600 residents that have signed an online petition in support of this plan. city council will take this up for a vote tonight at 7:00 here at city hall. live in fremont. lena howland, abc seven news. >> all right, lena, thank you. a changing approach to homelessness policy is also on the agenda in san jose. mayor matt mehan wants to shift more funding from affordable housing projects to homeless shelters. mahan's budget proposal would reshape how the city uses tax dollars from measure e, the

measure enacted a tax on multimillion dollar property sales instead of being spent mostly on affordable housing. the mayor wants the majority of the taxes to go toward building homeless shelters and short term housing. but many housing and homeless advocates say building affordable housing is crucial. >> also in the south bay, budget talks are beginning at san jose city hall. the city faces a budget deficit of as much as $60 million, declining sales tax revenue and increasing costs as the city council seeing red, mayor matt mehan tells our media partner in the mercury news he wants to shift funding from affordable housing to interim shelters to help alleviate that shortfall. the mayor warns he cannot rule out layoffs of city staff, but is taking a stand against any cuts to public safety. >> and we have some breaking news about president trump's order giving immigration agents permission to enter churches and schools to make arrests. more than two dozen christian and jewish groups are challenging the order in federal court. the lawsuit, filed this morning, argues it infringes on their

religious freedoms. and we're also tracking other developments with the trump administration. today, president trump is hosting the king of jordan in the oval office. jordan is one of the countries trump is pressuring to take in palestinians from gaza. president trump has issued a 25% tariff on steel and aluminum imports that could drive up the cost of everything from canned food to cars, and federal workers are protesting the closure of the consumer financial protection bureau. >> this is an agency that literally over the 13 years it's been out there working, has recovered more than $21 billion that these big financial institutions have cheated people out of and actually returned the money to the people that they cheated. >> so trump claims the bureau was set up to destroy people, and closing it was the right thing to do. the bureau was created after the 2008 financial

crisis to protect americans from bank and corporation fraud. new. this morning, the european union is responding to president trump's tariffs on steel and aluminum. the head of the european union says the eu will, quote, act to safeguard its economic interests. it's not exactly clear what kinds of countermeasures will be implemented. eu officials have said they would target republican states and traditionally strong u.s. exports. the union estimates the trade volume between both sides represents around 30% of the global trade market. >> there's a battle brewing over control of san francisco based openai. gloria, a group of investors led by elon musk, have offered to buy its parent company. >> yes, the group is offering about $97.4 billion to buy the nonprofit behind openai, according to elon musk's attorney. the plan is to keep the company as a nonprofit research lab. this all comes as openai ceo sam altman has been trying to convert the company to a for profit entity. altman has

mills, where animals are bred in questionable conditions purely for profit. advocates and lawmakers say there are essentially loopholes allowing animals to be imported from puppy mills outside california by people posing as local breeders. they want to put a stop to that. >> today is the birthday of the popular sauce and sirup maker torani, which is based in san leandro. torani is kicking off its 100th anniversary on national latte day. the company is also launching a brand new diamond sirup for the occasion. it's supposed to taste like champagne. 100% of the profits from the diamond sirup will be donated to nonprofits, including several bay area groups. >> also today, santa clara city council will be discussing their plans for the fifa world cup. during their weekly meetings. santa clara's levi's stadium will be busy next year, hosting both the 2026 super bowl and the world cup. part of today's meeting will include approving field improvements needed at levi's. the council will also direct the city manager on other

clean-up this saturday of the area surrounding the coliseum and up hegenberger. >> another cleanup is set for thursday to pull weeds and pick up litter. >> researchers may have found some hope for kids who have peanut allergies and a new study. children with a high threshold peanut allergy were provided gradual doses of peanut butter over the course of 18 months. researchers found that group of children was able to train their bodies not to be triggered by peanuts. 100% of the children were able to tolerate nine grams of peanut protein after the trial. >> millions of people are living today with food allergies, which is very limiting and in some situations, dangerous. this is offering us a great glimpse of hope for a lot of people out there, not just when it comes to peanuts, but a lot of other food allergies. >> many parents have been taught to expose their children to allergenic foods early, in hopes of avoiding food allergies. this trial was done with children who already had a peanut allergy. experts warn to not try this at
