believe that a judge could say, we don't want you to do that. >> the president continues to support all the moves that musk is making. good afternoon. thanks for joining us. i'm larry beil. >> and i'm kristen z. for the first time today, musk answered reporters questions in a joint appearance with president trump in the oval office. and musk four year old son x, that is the name of his son and the social media platform that he owns. he was two. >> reporters pressed musk about his efforts to slash government spending, as his influence over federal agencies continues to grow. abc seven news political reporter monica madden joining us live now. so what else happened during the press conference? and a little snippet of what we saw? >> there was a lot, larry, and most importantly, president donald trump signed an executive order reinforcing musk's work for the department of government efficiency, better known as doge. this gives musk, the richest man in the world, more power when it comes to laying off federal workers. the white house has classified musk as a special government employee, but there have been questions about to whom

he reports to other than trump. abc news pressed musk about this. the billionaire described himself as an open book and said that his actions have been, quote, fully transparent. now, dogs already hit roadblocks after a federal judge temporarily stopped his department from accessing sensitive information in the u.s. treasury. democratic leaders are vowing to fight back, with senate minority leader chuck schumer saying they will use congressional oversight powers to probe the impact of trump and musk's actions. but top republicans have criticized the courts, including house speaker mike johnson, who said today the courts should step back. as for his cuts, musk says there are good federal workers, but claims that there are more bureaucrats who got to be held accountable. take a listen. >> we have this unelected, uh- forth unconstitutional branch of government, which is the bureaucracy, which has, in a lot of ways, currently more power than any elected representative. the people voted for major

government reform, and that's what the people are going to get. they're going to get what they voted for. >> it was a split screen moment as outside of the capitol, hundreds of service workers and activists protested against musk, drawing attention to the fact that the person making these critical decisions was not elected. as for potential conflicts of interest, since musk's companies have received billions in government contracts, musk says his actions are all public and that he is not the one filing those contracts. so busy, busy news day out of washington. >> there have been a lot of lawsuits, and some of the federal judges have put some of trump's plans on hold, leading him to say, hey, judges, back off. some experts are calling this a constitutional crisis. why? >> because this is, you know, part of the typical checks and balances of the government. we have an executive branch that is allowed to make decisions of its own. but at the same time, the judicial branch is supposed to view whether or not this is in conflict with the u.s. constitution. now, trump and musk are pushing about this back against this, saying that, you know, the president can do whatever he wants. but of

course, we'll see what the judicial system says. typically, that's where you have those checks and balances. and that's why a lot of attorneys and constitutional law experts have concerns. >> i feel like i'm back in my old uh- us history 101 class. here we have these checks and balances, and here's how it's supposed to work. except now none of that. >> professor madden, thank you. >> thank you. yeah. >> important lesson for all of us. >> of course i try my best. >> thank you. >> all right. tonight's san francisco unified school district superintendent is sharing an update with the board of education about the budget deficit, something that could lead to layoffs in the future. abc seven news reporter luz pena went to the district to get more clarity on what teachers and san francisco school district staff should expect. >> all eyes are set on the san francisco unified school district's meeting with the board of education. >> we're in the process right now of closing $113 million deficit for next year. and so we're looking at all of our spending throughout the district to make sure that we can submit a balanced budget by june.

>> as the school district works to tackle the multi-million dollar budget deficit, closing schools now is off the table, but laying off staff later is not likely. >> will have to issue layoffs down the road. and there's a process that we go through to make sure that we follow state law for that. and it's a process that all school districts in california follow. >> according to s.f. usd, 80% of the budget is spent on staff. the school district tells me they will likely have to reduce workforce in a closed session. maria sue, s.f. usd's new superintendent, is set to update the board of education on the district's effort to develop a 2025 to 2026 budget. the teachers union wants transparency, despite sue's team confirming no layoffs will be voted on yet. >> we're talking about just keeping the lights on. well, what about social workers? what about counselors? what about nurses? what about even assistant principals? all these folks who relate to our children beyond just the teachers?

>> sfusd is beginning the process by presenting three actions it calls routine one. notify temporary teachers that their one year contracts will end at the year's close. two notify credentialed staff whose probation period is ending that they're not returning next year, and three send preliminary letters of release or reassignment to central office certified administrators and assistant principals. how many people could potentially fall under those three categories? >> so we haven't issued any names. that's not publicany information that the board will be considering. tonight. it would be about 300 employees. >> united educators of san francisco, which represents over 6000 people working for the district, is hoping to be notified of any changes before the march 15th deadline. >> there's so little transparency around what actually is happening with the school district budget. >> in san francisco. luz pena, abc seven news. >> oakland city workers are set

to be laid off, are now taking a stand. dozens who received layoff notices gathered on the steps of oakland city hall today in protest. oakland has approved major job cuts to help close an historic $129 million budget deficit. on the chopping block. our crime analyst neighborhood watch teams, recreation center workers, graffiti removal crews and 19 positions within the police department. >> instead of tackling our financial problems head on, the administration is choosing to balance the budget on the backs of the very workers who keep our city running. layoffs will have a direct impact on our ability to provide timely and high quality services to everyone in oakland. they should be a last resort. >> the jobs being eliminated. that was the decision of the city administrator, and the council approved them back in december. layoffs are set to begin on february 28th.

>> happening tonight on the peninsula, belmont city council plans to vote on a resolution to support uh- to support san mateo county measure a measure a asks if voters if san mateo county supervisors should have the authority to remove the sheriff, cristina corpus, from office. she's accused of corruption, nepotism and retaliation within the department. corpus denies those allegations. a special election on measure a will be held on march 4th. now, tonight's vote in belmont makes it the fourth city in san mateo county to consider resolutions expressing no confidence in corpus. san mateo, san carlos and millbrae city councils have approved similar resolutions. >> a new storm is expected to bring more rain to the bay area, possibly starting tonight. >> yes, spencer christian is here now in the weather center with a look at what we can expect, and we're getting closer and closer to the chinese new year day parade, as well as all star weekend for the nba. >> that. yeah, larry you're right. we're looking at when the rain may end, hopefully before the festivities on saturday.

here's a look at the satellite radar composite image. the rain is getting close. or at least the moisture content in the atmosphere is. you can see this long plume of moisture that will be bringing us wet and stormy weather over the next two days at least, perhaps three. the approaching storm for tonight and tomorrow on the exclusive abc seven storm impact scale is a light level one storm producing areas of rain and snow in the higher peaks and breezy conditions in spots. here's the forecast animation starting at 8 p.m. between eight and midnight, we'll see the arrival of that first wave of rainfall and some snow on the east, santa clara hills on the peaks there. so some of the snow levels will be dropping down to about 2500ft area wide. then we get a brief break tomorrow morning, and then that will be followed by another surge of moisture ahead of the second storm, the stronger one. so we see that first surge coming in tomorrow afternoon, just in time for the evening commute. and then we get the heavy downpours and the strong gusty wind overnight tomorrow night into thursday morning. thursday morning commute is likely to be a washout, and that we'll get another wave of that thursday afternoon for the

thursday evening commute. so i'll give you all the details on our flood watch, our high wind advisory, and the complete accuweather seven day forecast in just a few minutes. >> kristen spencer, thank you. although rain might be in the forecast, wildfires remain a very real concern e in the bay area as part of building a better bay area. officials in the east bay are taking action now to make things safer before fire season ramps up. they are working to remove trees up and down the east bay hills, specifically around lake chabot. abc seven news reporter leslie brinkley traveled deep into chabot regional park to see firsthand the work being done. >> chainsaws and heavy equit took down massive eucalyptusquit trees near lake chabot today. >> this is a fire emergency for us. we're doing proactive work before actual incident occurs. this is an unmanaged eucalyptus forest in the middle or between oakland, san leandro and castro valley. if it was to catch on fire, it could be catastrophic. >> the devastating fires in southern california are still on

everyone's mind as officials here move forward into the third phase of removing combustible trees. thinning out the forest means it will end up looking more like this stretch of road. so far, over $11 million have been spent to remove 13,000 tons of fuel. >> when we started seeing a lot of tree die off and stress in the forested areas during the towards the end of the 2020 drought, this area was identified for getting a lot of funding for fuels reduction work to prevent catastrophic wildfire. here in tilden park. work is also underway to clear a fuel break along the grizzly peak ridge line. the hope is that fuel management, along with quick suppression, will equal smaller, more manageable fires nearby. urban crime has an impact on this rural parkland as well. in the last nine months,

six vehicles were intentionally set on fire in chabot. they were all extinguished. >> really just thinning the area with the goal that if we do have a fire, the flame lanes will be under six feet. the fire won't creep into the tree tops and start a crown fire, or potentially send embers that can go for miles miles away. >> another 221 acres will be thinned out by the summer of 2026. in the east bay hills, i'm leslie brinkley, abc seven news. >> the areas ravaged by the southern california wildfires are preparing now for the potential of flooding and landslides from the next round of storms. governor newsom was in altadena today, and that's where the fire burned. he took a tour of the area to see the massive debris removal effort that is underway. the army corps of engineers is now moving in and will start clearing some of the properties. the governor touted having the support of president trump. >> i am resolved, as is the president of united states, to

health director doctor grant colfax announced his resignation. his last day was february 7th. >> a san francisco group is calling for some major changes to the state's home insurance market. the urban policy think tank spur is laying out recommendations on how to make home. the industry. the industry that insures homes sustainable while remaining affordable. one highlight came in the context of the l.a. firestorm and the need to help homeowners protect their homes from fire risks. >> it wasn't forest trees and stuff like that that caught on fire. the houses caught on fire, which caught the next house on fire. and then the winds picked up the embers and threw them nine i mean, three miles down the way that caught another house on fire. >> other recommendations include requiring insurers to consider mitigation efforts when setting rates and improving access to insurance information. >> the city of berkeley is celebrating the grand opening of a new public restroom. a ribbon cutting happened this morning.

the restroom is in a high traffic area at the corner of telegraph avenue and channing way. it is very artistic and it's designed to be accessible to all users. berkeley's public works department says the restroom is part of the city's efforts to improve sanitation in outdoor spaces. uc berkeley is celebrating the return of the newts with newt palooza at its botanical garden. the garden is home to two newt species the california newt and rough skinned newt. experts say their winter migration is triggered by rain. hormonal changes cause their unstoppable urge to go to the water. the best time to see the newts yourself at the botanical garden is now through early march. >> well, these newts are going to be really happy later in the week. >> those hormones are going to be going crazy. >> it's going to be nuts. >> for the newts. >> yes. >> i hope they love the weather that's coming their way and our way as well. here's a look at the satellite radar composite image. and as you can see, the storm that we've been talking

about is getting rather close. in fact, we will probably have at least a couple of days of stormy weather. let me call your attention to the flood alert here. this is a flood watch in effect for the entire bay area except the east bay, inland valleys and the santa clara valley. that's in effect from tomorrow night into saturday night. flooding is likely on roads, streams and creeks because of the excessive rainfall coming our way. we also have a high wind watch that will be in effect for virtually all of the bay area from 10:00 tomorrow night to 10:00 friday morning. this we during this period of this watch will have sustained winds out of the southwest at about 35 to 40mph, gusts up to 70 or 80mph, especially in the higher elevations. and of course, there's the possibility of downed trees and power outages with winds that strong. so the approaching storm is a level one storm on the exclusive abc seven storm impact scale for later tonight and tomorrow. we expect areas of rain. there will be snow in the higher peaks. it will be breezy in spots. here's the forecast animation starting at 8 p.m. between 8 p.m. and midnight, we'll see the first wave of rain surging onshore with some snow in

the higher elevations over there in the east santa clara hills. a little bit of a break tomorrow morning, but then in the afternoon we get another surge of rainfall coming in. then tomorrow night into thursday, we get that stronger storm, that level two storm that will bring heavy downpours indicated by the darker, more vivid colors here of the orange and red and yellow that will produce heavy rain, strong gusty winds. the morning commute thursday is likely to be a washout, as will the evening commute when we get that second surge in that same storm. then it starts to break up into lighter showers going into friday. rainfall totals by friday morning, we project will range from two inches of rain to nearly four inches of rain in the wettest locations. so let's take a look at current conditions. it's getting breezy right now, but not very gusty. we have 15 to 20 mile per hour winds near the coast and around the bay shoreline. 49 degrees in san francisco right now. low 50s at oakland, hayward, san jose, redwood city and half moon bay. looking up towards the golden gate, 50 degrees right now at santa rosa and napa. petaluma down to 46 degrees 49 in livermore. low 50s at fairfield and

concord. let's check out our forecast headlines late tonight into tomorrow. rain with snow over the higher peaks wednesday night. tomorrow night into thursday. stronger storm arrives friday into sunday. periods of rain and showers and unsettled weather with a few breaks here and there. overnight lows will be mainly in the low 40s or low to mid 40s around the bay shoreline and near the coast, upper 30s inland and then highs tomorrow mid to upper 50s. and here's the accuweather seven day forecast. level one storm tomorrow. level two on thursday. level one storm again on friday with light rain and showers. unsettled conditions on saturday but it should be mostly dry and we are hoping so for the chinese new year parade. light rain returns on sunday and we're looking looking right now at the parade forecast. you can see 6 p.m. when the parade starts. we're expecting at least partial clearing and dry conditions and a temperature of about 54 degrees. >> okay. all right, we're ready. bring your coat. come join us. >> be ready. but do bring the coat and possibly an

been used to change and evolve seemingly by the minute. san jose state is keeping their longest standing rivalry intact over the next decade. abc seven news sports anchor chris alvarez joins us now with details on how san jose state and fresno state will keep the battle for the valley trophy alive. chris. >> hey, larry. yeah. college football. you know, it's changed so much. i'm still getting used to seeing cal and stanford in the acc. that doesn't seem right. all right. the seem partnership with our sister station in fresno, both san jose state and fresno state, giving our stations exclusive news of the two schools, will play football games into the 2034 season. the spartans and bulldogs, they're each other's longest standing rivals. they've been playing since 1921, and the rivalry continues today with the scheduling news. the spartans and bulldogs are going to play six more nonconference games between 2026 and 2034. now why this is important fresno state is set to join the pac 12 in july 26th, while the spartans

remain in the mountain west, so they had to schedule non-conference games to keep this traditional rivalry going for both sides. the battle for the valley trophy. it's an important one to keep. >> well, last year was my first time in it. and, you know, going up there, obviously you could see the rivalry there. and the fans there were pretty animated. so our guys are excited about it. >> a little bit of a bulls eye on it. there's a traveling trophy. it does create a little bit of a buzz in the locker room and in the community as well. >> it's the longest running rivalry that we have. it's the longest series that we have in football. we played them more than anybody else. they are a measuring stick and i think we are a measuring stick for them. so it just makes sense that the two institutions will further play. >> now, while this initial news applies just to footballal news matchups right now, in the future, the goal is to get the other sports in the mix to keep the rivalry going across the board, larry. but obviously you have to get a lot of hands involved and scheduling and all that stuff. but football for now, six more nonconference games coming up over the next decade. >> where'd you go to school again? >> i went to fresno state. oh,

where'd you go to school? >> hawaii. i'm not involved in this rivalry, but thank you nonetheless. you got it. all right, take care. chris. yep. >> the giants pitchers and catchers are reporting to spring training tomorrow, but another local team is opening up its roster to potential tryouts. we're talking about the oakland ballers, part of the independent pioneer league and mlb partner league. the team is back for a second season. and you. yes, you could maybe be on the field. me? yeah. if you have what it takes. >> it's about a five hour tryout. you know, depending on on your skill level, obviously. but they'll be able to show their skills. we'll have the whole coaching staff out there. we have about 6 to 8 players right now from the bay area, and we're going to try to continue that. but we've we've also got players from around the country. people have to understand the major league draft was cut down to 20 rounds, which is only about 600 players nationwide now. so a lot of the players that we're looking for are the players that didn't get drafted in the first 20 rounds, but still have a dream and a desire to go on and try to make the

was rattled by president trump's imposing 25% tariffs on all u.s. imports of steel and aluminum. here's abc news reporter reena roy. >> reporter. the u.s. stock market opening down across the board after president trump imposed 25% tariffs on all u.s. imports of steel and aluminum. >> its 25% without exceptions or exemptions. and that's all countries, no matter where it comes from. >> the american iron and steel institute, praising what they say is president trump's continued commitment to a strong american steel industry. but experts warn these tariffs could drive up prices for american consumers as much as 15 to 20% on things like appliances, cars and construction materials. some u.s. business owners, like michael howard, who makes and sells furniture, say they can't take on increased prices. >> and then what do we do? because i can't swallow a 25% increase in cost of goods. so that then gets passed on to my customers.
