we'll talk about what's coming on live doppler seven. we have a lot of green on the screen. but so far none of this is reaching the ground. it's virga, so it's evaporating before it hits the ground later on tonight. that will change. now looking ahead, we have an atmospheric river heading our way and that's going to move in on thursday. it will become a level three tonight. it's a one. you'll see occasional showers developing late tonight. and here's a look at that timeline. so around 9 p.m. a few showers developing right along the coast line. mount hamilton starting to see it switch over to snow as we head towards the two 30 a m hours. still a few showers and then more rain comes in wednesday at 6 p.m. we do have a flood watch that is g up tomorrow at 10 p.m. until 10 p.m. saturday. the concern is there will be flooding possibility on streams, creeks and rivers, so keep that in mind. we have a high wind watch for all areas shaded in that darker tan. the other areas are under a wind advisory tomorrow night until friday

the department. corpus vehemently denies those allegations. measure a asks voters if san mateo county supervisors should have the authority to remove the elected sheriff from office. a special election will be held on march 4th. now, three cities have cast votes of no confidence in sheriff corpus san mateo, millbrae and san carlos. the sheriff's office provides law enforcement in each of those cities. >> happening tonight. the fight over school cuts to solve budget deficits. we're talking multi-million dollar shortfalls. let's begin in san jose. parents and others are rallying at tonight's board meeting for the franklin-mckinley school district, hoping to encourage the board to delay taking action. a school board committee has been working for months on a plan that could include school closures and teacher layoffs. the district has a total of 16 elementary and middle schools. tonight, san francisco unified superintendent is sharing an update with the board of education on the budget deficit, something that could lead to layoffs. abc seven news reporter

louis pena went to the district to get more clarity on what teachers and staff should expect. >> all eyes are set on the san francisco unified school district's meeting with the board of education. >> we're in the process right now of closing $113 millionht deficit for next year. and so we're looking at all of our spending throughout the district to make sure that we can submit a balanced budget by june. >> as the school district works to tackle the multi-million dollar budget deficit, closing schools now is off the table, but laying off staff later is not likely. >> will have to issue layoffs down the road. and there's a process that we go through to make sure that we follow state law for that. and it's a process that all school districts in california follow. >> according to sfusd, 80% of the budget is spent on staff. the school district tells me they will likely have to reduce workforce in a closed session. maria sue, s.f. usd's new superintendent, is set to update the board of education on the district's effort to develop a

2025 to 2026 budget. the teachers union wants transparency despite sues team confirming no layoffs will be voted on yet. >> we're talking about just keeping the lights on. well, what about social workers? what about counselors? what about nurses? >> sfusd is beginning the process by presenting three actions it calls routine one. notify temporary teachers that their one year contracts will end at the year's close. two notify credentialed staff whose probation period is ending that they're not returning next year. and three send preliminary letters of release or reassignment to central office certified administrators and assistant principals. how many people could potentially fall under those three categories? >> so we haven't issued any names. that's not public information that the board will be considering tonight. it would be about 300 employees. >> united educators of san francisco, which represents over 6000 people working for the district, is hoping to be

notified of any changes before the march 15th deadline. >> there's so little transparency around what actually is happening with the school district budget. >> in san francisco. luz pena, abc seven news. >> mayor daniel lurie has announced his pick to lead the city's health department. daniel tsai will be a key partner in lurie's plan to address the opioid crisis. he is not a medical doctor, but has years of experience in health care administration. tsai led medicaid at the centers for medicare and medicaid services under former president biden. before that, tsai was the medicaid director for the state of massachusetts and was a partner at the consulting firm mckinsey in their health care and public sector practices unit. >> i've spent my entire career trying to make health care better and to better serve people that would otherwise fall through the cracks. and i've spent the past decade in public service at the national and state levels, and this work excites me. it gets me up in the

morning. >> last month, grant colfax resigned as san francisco's public health director. >> today, president trump signed an executive order enforcing elon musk's work for the department of government efficiency, better known as doge. it gives the richest man in the world even more power when it comes to managing the federal government. >> abc seven news political reporter monica madden is here now, and monica musk made really a rare public appearance today inside the oval office. >> right, dan? and what was even more rare was that he made more comments than the president, who hardly spoke throughout the 30 minute exchange. as musk explained their vision for revamping the federal government. the white house has classified musk as a special government employee, but there have been questions about to whom he reports. other than trump. the richest man in the world pushing back against criticism of his department of government efficiency. >> i don't think there's been i don't know of a case where an organization has been more transparent than the doge organization.

than any elected representative. >> the billionaire is no stranger to splashy media moments. in 2022, he carried a kitchen sink into twitter's san francisco headquarters. after acquiring the social media platform, musk went on to cut 80% of twitter's workforce, first by telling staff they need to return to the office full time. here's an exclusive audio excerpt obtained by abc news from an all staff meeting at twitter in 2022. >> let me be crystal clear. if people do not return to the office when they are able to return to the office, they cannot remain at the company. end of story. >> days later, emails were sent to twitter employees giving them the option to resign with three months of severance pay. both tactics already mirrored in recent orders from the trump administration and musk. companies have received billions in government contracts. think tesla right here in the bay area and spacex in southern california. as for conflicts of interest, the billionaire says his actions are all public and that he is not the one filing

those contracts. so plenty to watch in the coming days on this. >> all right. >> for sure. thanks very much, monica. >> governor newsom was in southern california today celebrating a milestone in the process to remove debris from the neighborhoods destroyed by last month's wildfires. reporter rob hayes, from our sister station in los angeles, explains how people are finding joy in the devastation. >> her home is in ruins, burned to the ground, but margo stuber is now looking through the smoke and rubble to a brighter future. >> this is my first happy day since 30 something days. >> she's happy because her property will be the first of the homes destroyed by the eaton fire. to have the army corps of engineers begin removing debris from. governor gavin newsom on hand to mark that milestone, which he says is record time. just 36 days after the fire started. >> this is twice as fast as the woolsey fire debris removal. the fire in 2018. faster still, even compared to paradise.

throughout the parade. abc seven news anchor dion lim got a preview today. >> the final touches are being put on this year's chinese new year parade floats here at pier 19. and for the parade guys who put all of these floats together, it takes an awful lot of elbow grease and. glitter. >> yeah. so come on in. this is this is where it gets exciting. >> step inside the chain link fence and into a world of color and wonder. >> hundreds of gallons of paint, 60 truckloads of lumber. hundreds of pounds of glitter. >> since late december, a team of about 20 fabricators with the parade guys have been working on 21 magnificent floats. >> we've got great bank of america, alaska, toyota, us bank, hyundai, thunder valley. >> all have a theme of the year of the snake, which has allowed the artisans to flex their creative muscle. >> a lot of the other animals, like the pig or the rabbit, they belong on the ground, right? but we're able to make it look like he's kind of like flying through

the air. >> similar to the snake, which symbolizes rebirth and renewal. the parade guys to went through some changes moving into this new space after previously working out of pier 54 for years. >> there's a lot of changes that have been happening in the city, in the world, in this parade. yeah, that resilience, that flexibility is really a good metaphor and something that we've been trying to embody. just being able to go with the flow and just roll with it. >> while everyone has their specialty. >> my jabbawockeez is doing like the bases. you know, the woodwork. i'm a carpenter. >> they all agree. >> it makes me proud to see our work going down the road and everybody really appreciating it. >> so while the job of making massive designs come to life in just weeks has its challenges. >> sometimes it's stressful. sometimes, you know, it's i pull my hair out a little bit. >> the parade always goes on. and the final result? pure new year magic. >> it's the feedback that we get from the community and seeing everybody that lights up when

they see our work, that's that's what makes it all worth it. >> in san francisco. dion lim, abc seven news. >> i love that last snake there. it's beautiful. the parade covers more than a mile. starts at second and market street. you can see it on this map. it will go down geary loop around union square, then follow post to kearny and the end of the route is at kearny and columbus. and there are a lot of street closures around the parade area. warning signs are already up like this one you see displayed on the bay bridge. it reads parade slash nba event february 15th saturday, 11 a.m. to 11 p.m. and that nba event is all star weekend. san francisco is the host city with events at chase center and moscone center. events start friday, which is also valentine's day. just fyi. all right, well, the all star tipoff party is scheduled for thursday night at chase center. just got canceled. >> yeah, it's because of heavy rain in the forecast. here's abc seven news meteorologist sandhya patel with a look at the storm

that's coming. sandhya. >> yeah, and it's not going to be just the heavy rain. dan and ama, it's going to be the gusty winds as well. so it's just as well that they canceled that part of it. let me show you what you can expect for the chinese new year parade. abc seven will be live streaming this at 6:00. and of course, abc seven team will be there. so go by and say hello. 4:00 mostly cloudy, light breeze, 56 degrees. the parade gets underway at 6 p.m. it's going to be 54. there will be peeks of sun, but it does get a little bit cooler and then chilly eventually down to the low 50s. so make sure you pack those layers if you are going to enjoy the parade. here's a look at the atmospheric river that is coming in thursday. and this is why we are expecting downpours at times. certainly the flood risk is increasing for thursday. here's a look at the excessive risk potential for that time period right now on live doppler seven. we have a lot of clouds. none of this is really reaching the ground yet, but we do have a little piece of energy that will result in some light rain later on

tonight for parts of the bay area. so once again, this is actually virga. it's not actually reaching the ground yet from our exploratorium camera. beautiful view of san francisco salesforce tower. it is chilly out there. 49 in san francisco and hayward this morning. we had some areas down to the upper 20s so it was cold. san jose, 50 degrees, redwood city, same thing. walnut creek camera right now we do have a few clouds out there. numbers in the 40s from santa rosa to petaluma, napa, fairfield, livermore, concord. you're at 50 degrees. and from our mount tam cam, those clouds are gathering late tonight into tomorrow. showers, snow on the peaks. level three. storm gets in here thursday. it's a stronger storm. and on friday, scattered showers with breezy conditions. so for tonight, going into tomorrow, it's just a one. we'll have areas of rain at times, snow on the higher peaks and breezy conditions in spots. we switch it over to a strong level three on thursday as heavy rain moves in gusty winds. possibility of thunder. certainly dangerous surf will be building and there is

potential for flooding and wind damage. we go hour by hour taking you through the entire timeline. 9:00 tonight you see the areas of rain snow over mount hamilton as we head into tomorrow morning. a few more showers and then some more rain. moving in tomorrow night at 7 p.m, but it's really early thursday morning, around that time that people start to commute, that we're going to see those downpours, but they develop at 230. you will notice heavy rain at times through thursday at 7 a.m. there is potential for a thunderstorm or 2:09 a.m. just pounding parts of the east bay, and then we'll have some pockets of downpours later in the afternoon, but nothing like what we're expecting in the morning hours. so that's 4 p.m. 7 p.m. you will notice more scattered and into 11 p.m. on thursday when all is said and done, adding all the rainfall through early friday. we're talking over four inches in ben lomond. many areas will be between 1 and 3 quarters to about 3.5in, but some of the rain

powering possibilities. comcast business. in oakland. can it build a better bay area, and at what cost? one university wants to create its own police force to patrol not just its campus, but also the surrounding community of east oakland. >> the proposal is raising concerns about overpolicing and even if it's legal. abc seven news reporter anser hassan has the story. >> safety is a concern for many students at northeastern university in oakland. some, like the idea of the university having its own police force.

>> oakland is not safe, and it would be nice to have, you know, that extra amount of safety. >> since its merger with mills college, northeastern has upgraded safety and security services. but in a memorandum of understanding, or mou submitted to the city of oakland, the university is seeking to create and pay for its own police department with all the powers of a police force, and to be allowed to patrol off campus in parts of east oakland. >> communities can't thrive. they can't expand. you can't really have a good quality of life if it's too dangerous to go outside. >> stephanie hayden is with the group east oakland neighbors. she acknowledges the socioeconomic issues that have historically plagued east oakland, but the group thinks extra officers will make a difference. but the mou was rejected by the city. in a statement to abc seven news, city attorney ryan richardson says there are several private universities that do have their own peace officers, but those are tied to some city or jurisdiction or have limited powers. richardson says there is no precedent with what northeastern is proposing and,

quote, no support for it in california law. therefore, the oakland city attorney's office was not able to sign off on the mou that was presented by the university due to its form and legality. cat brooks, founder of the anti-police chair project, says more police doesn't lead to safer streets. >> we have the oakland police department, we have the california highway patrol, and occasionally we have the sheriffs. and yet the kinds of things that oaklanders in east oakland are concerned about keep happening, right? carjackings, home invasions, robberies, etc. those things keep happening despite the fact that east oakland is literally flooded with police departments. >> still, the group east oakland neighbors wants this to be an issue in the upcoming mayor's race and will start sending out surveys to solicit community feedback. >> getting public safety right means making sure that people are informed, and they have an opportunity to help shape the proposals. >> the university did not respond to requests for comment. the city says it remains open to a partnership with the

university that is authorized by california law. in oakland, anser hassan, abc seven news. >> a san jose man is under arrest, accused of having a slew of illegal guns and bomb making materials inside his home. officers made the discovery yesterday when they were called to a house on cordell avenue. police say the man believed someone had been trying to break into his home. they later discovered he was hallucinating. the man was also armed. so investigators got a search warrant and went through the house. >> during the course of the search, officers located additional firearms as well as explosive precursor materials and body armor. >> sapd says several of the guns were similar to machine guns, others were reported stolen. some had their serial numbers changed or removed. police also discovered what they believe is fentanyl inside the home. the man was booked into the santa clara county jail. now, in a separate case in san jose, another man is under arrest accused of sex trafficking, a minor. the victim is 16 years old. police rescued the teen and arrested the suspect, but say there may be more victims. so

for nearly a decade. the king of jordan met with president trump at the white house today. among the topics they discussed, trump's plan to take over the gaza strip. abc news reporter christiane cordero has the details from washington. >> reporter today, two world leaders with conflicting views of the war in the middle east met behind closed doors in the oval office. president trump again said the u.s. would take over the gaza strip, uproot the palestinian population, even proposing jordan and egypt parcel off land for them. jordan and egypt have long supported a two state solution that would give palestinians their own country. >> king abdullah, what do you think about the u.s. taking over the gaza strip? do you want to see the us own the gaza strip? well. >> i think, as i said earlier, i'm the president is looking at egypt coming to present their plan. >> as he waits on egypt, the king announced a plan of his own to take in 2000 and sick palestinian children. trump called it a beautiful gesture. the gaza strip is home to more

than 2 million palestinians. under trump's idea to develop that land, he said, relocated palestinians would no longer have the right to return to it. >> some people say this is ethnic cleansing. you won't be able to force them to leave their land. they are moving them. >> to a beautiful location where they have new homes, where they can live safely, where they'll have doctors and medical and all of those things. >> trump has vowed the u.s. would not buy gaza, that his proposal would require no tax dollars or american troops. he has otherwise offered no details of his plan. the back and forth comes as hamas announced it's suspending its upcoming release of israeli hostages this weekend, accusing israel of violating its cease fire deal, to which trump offered this ultimatum. >> they either have them out by saturday at 12:00 or all bets are off. >> israeli prime minister netanyahu appears to agree with trump's assertion, saying if hamas does not meet that noon

deadline on saturday, the cease fire will be over. christiane cordero, abc news, washington. >> happening tonight, the city council of fremont could ban homeless encampments. an ordinance would make it illegal for encampments to be on most public property, including sidewalks and parks. violations would mean a $1,000 fine or up to six months in jail. it also contains a clause that prohibits aiding or abetting a homeless camp. city officials said there is no intent to arrest homeless people or nonprofit workers. the fremont city council meeting begins at 7 p.m. happening tomorrow. stars like simone biles, brittney griner and actress jane fonda will headline a big conference in the south bay. all three women will deliver keynote speeches at the fifth annual california conference for women in san jose. 5000 female leaders in business are set to attend the one day event. the conference features a lineup of speeches, panels, and topics focused on inspiration and skill building for women of all ages and in all stages of their careers. in-person tickets are still

just days away from the big event on saturday. you can watch it live right here and everywhere you stream abc seven. this year's parade grand marshal is a legendary actress and producer whose career has spanned more than 40 years. >> she's something. and abc seven news anchor don lemon sat down for a meal with joan chen to chat about her career and love of chinatown. >> every time i come here, i always order that crab. every dish is great. >> we met joan chen for a traditional banquet style meal at the longtime chinatown staple orange lounge, which has been serving up authentic cantonese food since 1985.

year event outside of asia. >> can you share. >> some of your thoughts about what you hope others will take away from the parade in chinatown and san francisco? >> people will learn that it's actually a very fun place. it's a fun place. i mean, it's got rich history. it looks very unique part of the city, different from any other parts of the city. okay. a break and we eat some. >> a food break. we'll take a food break. yeah, yeah. >> seafood symbolizes wealth and abundance. salted egg yolk crab is a popular dish eaten during the lunar new year. >> it's hands on time. >> oh my god. i didn't expect joan to just, like, pick up the crab and go for it. yeah, this is really nice. >> food is very, very important. i live to eat. >> the year of the snake symbolizes transformation. something joan has had to do many times in her more than 40 year career. >> not all the transformations
