back in. after the sun goes dow, you will see some light rain returning to the forecast. it will intensify early tomorrow morning. so today is a good day to get those storm preps completed. especially make sure those drains maybe near your house, your building are free of debris. that causes a lot of issues. when we see heavy rain come, it could create some flooding on roads temperatures in the 50s and low 60s. so tomorrow is a level three, a strong storm, heavy rain, damaging winds. we have flood watches posted, a high wind, watches posted and a high surf warning in effect along the coast. a close look at these details coming your way in seven minutes. let's check in with gloria though. see those drive times? >> yeah. you know, the roads are dry right now, so the rain that shouldn't impact your morning commute today like we're expecting it tomorrow. you can see our map here. we do have a lot of green, which is what we like to see. no major slowdowns other than altamont pass and a couple of incidents that we are tracking. one of those is in los gatos on northbound 17 before idlewild road. there's a three vehicle crash and a separate crash, and they are blocking the

right lane, causing a minor delay all the way to madrone drive. and looking live at our emeryville camera. definitely getting busier out there. west of the eastshore freeway, you can see those headlights heading towards the bay bridge. if you are driving from highway four to san francisco, it will take you 50 minutes and looking at your overall drive times. tracy to dublin 46 minutes san rafael to san francisco 16 minutes antioch to concord 18 minutes. amanda. >> gloria. thank you. new this morning a controversial plan to address homelessness in fremont is moving forward. after hours of debate and public comment. late last night, the city council voted to approve the proposal that bans people from camping on public property. abc seven news reporter lena howland is live in fremont. and lena. the decision came after council members received some clarification about the most controversial part of the plan. >> yeah, amanda. that's right. and this five hour meeting wrapped up just before midnight last night after council got some clarification about a clause prohibiting aiding or

abetting homeless encampments. some nonprofits worried they could be arrested just for handing out food or water. a few council members were on the fence about approving the proposal. just because of that cause, just because of that clause. rather, after getting clarification from city officials who said the clause would only apply to people giving out camping supplies like a tent. more council members were swayed to vote yes. >> that it says that you can't camp on public property, and that you cannot store your property on public property. so those are the violative acts. >> okay, now i get it correct. >> so if you aid and abet those acts, then you could be subject to penalty under this ordinance. >> this is not a solution. we have no solution with this. all we are doing is moving them around and moving them from place to place. >> the pushback to this ban also came from nonprofits like adobe services, a homeless and housing services agency working across eight bay area counties. they say this is the most

encompassing, strictest ban they've seen so far, giving police complete authority. any violations of this ordinance could result in six months in jail, a $1,000 fine, or both. live in fremont. lena howland, abc seven news. >> thank you. lena. new developments at belmont. city council voted unanimously in support of measure a. that's a ballot initiative that's part of a wave of action against san mateo county sheriff christina corpus. she's accused of corruption, nepotism and retaliation within the department. corpus denies those allegations. the council had a had a meeting last night with public comment on the ballot measure. >> it's time for belmont to take a stand. sheriff christina corpus has failed san mateo county, and her continued leadership threatens not just the integrity of the sheriff's office, but the safety and well-being of every resident in this county. >> measure a asks voters if san mateo county supervisors should have the authority to remove the sheriff from office. a special election will be held march 4th. three cities have cast votes of

no confidence in sheriff corpus san mateo, millbrae and san carlos. the sheriff's office provides law enforcement in each of those cities. sheriff corpus spoke directly and exclusively with abc seven news i-team reporter dan noyes about her fight to stay in office. her chief of staff also spoke with dan. you can see those exclusive interviews on our website, abc seven news.com slash i-team. >> happening today. we're expecting to hear from former forty-niner dana stubblefield. gloria. he's set to speak for the first time since his release from prison. >> yes. dana stubblefield and his attorneys are planning a news conference later today, just days after he was released from prison. stubblefield had served about four years of a 15 year sentence for rape. the conviction was overturned in december. an appeals court ruled that prosecutors made racially discriminatory statements during the trial, a violation of california's racial justice act. however, stubblefield remained in prison because a lower court judge said he did not have jurisdiction to grant bail or

release. that came last week, when a judge in santa clara county made the order for him to be freed. the santa clara county district attorney's office has said it plans on refiling the charges against him. >> reggie aqui concerning new details this morning about the recent fire at an east bay refinery, according to a new report from contra costa county health officials. the chemicals released during the massive fire at the martinez refining company earlier this month can be cancer causing. health officials say the chemicals in that massive smoke plume can also cause heart and lung disease. however, the county's health officer says the community was lucky that the wind blew most of that toxic smoke north away from populated areas. martinez refining company has said they'll also investigate the incident. renowned environmentalist erin brockovich is leading the charge for answers after a massive fire at the moss landing battery plant. law firm singleton schreiber filed a lawsuit against plant operator vistra and three other companies. the

lawsuit claims residents have reported health problems after that fire. the suit also claims the corporate entities failed to implement adequate fire safety measures, and one of the major corporations listed is p-g-and-e's. >> we believe pg and e was involved in the design and development and implementation, and the day to day work at the vistra site. >> abc seven has reached out to pg and e for a response we have yet to hear back. pg and e has said in previous statements the fire was not at their facility, nor was it their incident. the law firm expects the defendants to respond in court in the next 30 to 60 days. >> we are tracking a school budget crisis in the bay area's biggest cities. school leaders in san jose and san francisco are facing multi-million dollar deficits with few easy solutions. first, san francisco unified has vowed school closures are off the table. at last night's board meeting, superintendent maria su laid out her plan to cut almost $114 million from the budget. the

budget issue stems from declining enrollment and loss of funding. district officials say it's focused on keeping the impact on students as minimal as possible. >> about 80% of s.f. usd's $1.3 billion budget is staff, and so unfortunately, there will need to be some positions that are reduced for next year. >> teachers have protested the planned cuts. some educators say the district needs to prioritize the classroom and move away from focusing on administrative tasks and costs. sfusd officials say layoffs will all be in accordance with the law and contracts they have with teachers unions in the south bay. a decision on school closures was postponed overnight by two weeks. the franklin-mckinley school district in san jose is looking at a list of six schools. the district appears to have settled on three to close, but they are looking for a total of five, and it was clear there wasn't a consensus at last night's meeting. the debate at times was fiery. >> if we don't do anything right

now, by january we will be bankrupt. we will not be able to pay our teachers by next january if we do nothing. >> the two weeks will give the board more time to reach a final decision. each closure could save the district around $1 million. >> 609 this morning we're looking at live doppler seven along with satellite. we are tracking our next storm. we had a warm front near us this morning. brought some very light showers right around midnight, 1 a.m. that feature is now down to our south during the day today. it's a mix of sun and clouds. tonight, light rain returns after the sun goes down. those showers intensify first thing tomorrow morning. so looking at the planner this morning, you notice it's relatively quiet. we'll see a mix of sun and clouds throughout the morning. temperatures in the 40s right now, kind of hovering there through at least noon today. so it will feel cool out there. then later on tonight, here's 8 p.m. the light rain is back here after sunset and then early tomorrow morning. look how the action really ramps up. this is 230 early tomorrow morning and

it's all out of here for saturday and sunday, just in time for the chinese new year parade in san francisco. saturday night conditions will be fantastic. nice and dry on saturday. today you can see during the day it's really quiet. we don't have any rain to talk about until about 4 or 5 p.m. later on this evening. then tonight we have that light rain becoming more area wide before it gets heavier. first thing tomorrow morning. we talk heavy. this is what we're talking about. here's future weather. this is 1 a.m. tomorrow morning and we have widespread heavy rain falling at that hour. here's 4 a.m. we are going to see issues with flooding on some of our roads, even the possibility of some landslides, as this heavy rain is just with us for hours in the morning. as you head into the afternoon, we transition to more scattered downpours. but heavy rain is still in the forecast throughout the evening and some gusty winds as well. looking at rainfall totals here tomorrow, many of us will see more than an inch of rain. i think some areas could pick up close to three inches of rain. those would be few and far between. but where those areas see heavy rain, we will certainly see issues when it comes to flooding. winds

i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements.

[skateboard sounds] 25 chinese new year parade. we are just three days away from the big event happened saturday night and one of the highlights of the parade the floats. abc seven news got a look at the work being done to get them ready to hit the streets since late december. a team of about 20 people with a company, the

parade guys have been working on 21 floats similar to the snake, which symbolizes rebirth and renewal. the parade guys went through some changes moving into this new space after previously working out of pier 54 for years. >> there's a lot of changes that have been happening in the city, in the world, in this parade. yeah, that resilience, that flexibility is really a good metaphor and something that we've been trying to embody. just being able to go with the flow and just roll with it. >> workers say it takes hundreds of gallons of paint, 60 truckloads of lumber and hundreds of pounds of glitter to get these floats ready for saturday. the parade covers more than a mile. you can see it here on the screen. it starts at second and market. it will go down geary loop around union square, then follow posts to kearny. the end of the route is at kearny and columbus. there are a lot of street closures surrounding the parade. warning signs that you can barely read like this one are up on the bay

threats calls itself students against nazi extremism and mailed a manifesto to the lost coast outpost. it claimed responsibility for the brick, as well as threatening tesla owners in rohnert park, hayward and seaside. in monterey county. the lost coast outpost didn't release the group's manifesto, but summed up its goal. >> so this is obviously a vendetta against musk. and they're their goal, they say, is to create a big stigma around owning a tesla. so they want the value of tesla vehicles to plummet. >> we've reached out to police in hayward and seaside, and they so far say they have not received any reports of vandalism or threats. >> for the first time, billionaire elon musk joined president trump in the oval office to address the media. musk has drawn criticism recently for his role in the trump administration. reporters pressed musk about accountability while heading up the department of government efficiency, known as doge. musk claims doge is being transparent by posting their work on its x page and website.

morning, it will bring some very heavy rain with it. so today, ahead of that warm front, it's really quiet, a mix of sun and clouds throughout the day. late tonight is when the rain begins to return. here. here's 8 p.m, 9 p.m. and then first thing tomorrow morning, that rain really intensifies as the warm front begins to move through here. so today it is dry, but tomorrow we have a level three on our storm impact scale. this is a strong storm. it's going to bring heavy rain, the potential for flooding, some very strong damaging winds and some high dangerous surf along our coast. so flood watches are posted for most of us, where we could see several inches of rain throughout the day tomorrow. there's a potential not only for flooding on our roads, but also we could be dealing with some shallow landslides once our soil gets saturated throughout the day, winds widespread and they will be quite strong from time to time. we could see some winds gusting over 60mph, so that could bring trees down. some power outages throughout the day on thursday, then tomorrow night into friday, high surf becomes a

is under arrest, accused of having a slew of illegal guns and bomb making materials inside his home. officers made the discovery on monday when they were called to a house on cordell avenue. police say the man believed someone was trying to break into his home. they later discovered he was hallucinating and that he was armed. so investigators got a search warrant and went through the house. >> during the course of the search, officers located additional firearms as well as explosive precursor materials and body armor. >> as jpd says, several of the guns were similar to machine guns, others were reported stolen and some had their serial numbers changed or removed. police also discovered what they believe is a fentanyl is fentanyl inside the home. the man was booked into the santa clara county jail and a separate case in san jose. another man is under arrest accused of sex trafficking, a minor. the victim is 16 years old. police rescued the teen and arrested the suspect, but say there may be

more victims. that investigation is ongoing. >> in the east bay. safety continues to be a top priority in oakland, and there's now an unprecedented idea on the table. northeastern university wants to create its own police department that can also patrol off campus into parts of east oakland. the department would be funded by the university and have all the powers of a city run police force. the idea is getting a lot of reaction from the community. >> these can't thrive. they can't expand. you can't really have a good quality of life if it's too dangerous to go outside. >> we have the oakland police department, we have the california highway patrol, and occasionally we have the sheriff's. and yet the kinds of things that oaklanders in east oakland are concerned about keep happening, right? carjackings, home invasions, robberies, etc. those things keep happening despite the fact that east oakland is literally flooded with police departments. >> the university submitted a memorandum of understanding, or mou, to the city. the oakland city attorney tells abc seven news the mou was rejected because there are questions

about the legality of the proposal. however, the city is still open to figuring out a partnership. we reached out to northeastern about the plan. we have not received a response. >> oakland city workers who are set to be laid off are now taking a stand. dozens who received layoff notices gathered on the steps of oakland city hall yesterday in protest. oakland has approved major job cuts to help close a historic $129 million budget deficit. on the chopping block. our crime analysts, neighborhood watch teams, recreation center workers, graffiti removal crews and 19 positions within the police department. >> instead of tackling our financial problems head on, the administration is choosing to balance the budget on the backs of the very workers who keep our city running. >> the city administrator decided which jobs would be cut, and the city council approved them in december. layoffs are scheduled to begin on february

about and some rough surf along the coast. this is all out of here for the weekend. the weekend is looking a really nice. just in time for the chinese new year parade in san francisco saturday evening we will have dry skies and some cool temperatures. let's look at our rain chances today. during the day it's really quiet. we don't expect any showers moving through your neighborhood. tonight though, it is a different story. you can see those chances really increase late tonight with light rain moving through and then those showers really intensify first thing tomorrow morning. so here's a look at 1 a.m. on your thursday. widespread heavy rain and this heavy rain will continue for several hours tomorrow morning. here's 4 a.m. we're still tracking heavy rain. that's why the flood watch is in effect tomorrow for the potential for flooding. with these showers into the afternoon, we transition to scattered downpours and we'll track those scattered downpours throughout the evening as well. rainfall. most of us will likely pick up more than an inch of rain, some of us more than two inches. a few spots could see more than three inches of rain through tomorrow, and that will
