d.c. neighborhood streets a little more snow packed. parts of d.c. received around half foot of snow. that snow sticking to the road making for treacherous driving conditions. this morning more than 1 million americans waking up to an onslaught of snow and ice after a blitz of winter storms ravaged several states. >> we've never seen this much snow ever. >> reporter: more than a foot falling in parts of virginia, slowing travel. reduced visibility on roads. drivers left stranded along the interstate. the governor forced to declare a state of emergency. more than 800 crashes reported across the region. >> vdot is preparing roads. we have additional troopers on the roads just to be there for additional assistance and to monitor driving and be on hand for motorists as they need it. >> reporter: snow covering the nation's capital. some parts of the d.c. region topping 5 inches overnight. students at georgetown university trading in their

books for snow balls. from iowa to new hampshire, communities clearing the streets in anticipation of the coming storm. shelters in washington state opening their doors. >> it was really cold last night. i just got out of the hospital for pneumonia. >> reporter: and in arkansas, freezing conditions leaving power lines covered in ice. trees weighed down and threatening to snap. so much snow has fallen here in d.c. yesterday that you couldn't even see the washington monument behind me. much clearer this morning, but another system is on the way. that one bringing rain to d.c. robin? >> robin: looks like a winter wonderland. thank you. we're gonna bring in ginger with the track and timing of this second storm. good morning. >> ginger: lot of people are saying, can i do the lazy snow removal and let the rain take care of it tomorrow? in some places that will work. but look what's happening this morning already. this is des moines, iowa. that's the second storm. it's already wrapping up. they had an inch or two. they'll look for another 4-7 inches. same one in kansas city and will in chicago with what could be their biggest of the season.

they're looking for 3 to 6. parts of michigan will also get it. we've got all the warnings on there. i want to take you through the timing. it's through the day today. i saw lot of people writing in, are we gonna get out of chicago? we've got flights. i think that will be tough. it will be tough to do some operations there. but then it turns over to rain. after frozen precip tonight, it will go into rain in the overnight hours. yes, there are some places that will wash away what we've got. on the southern side of it, it is about the severe stores and rain. biloxi, new orleans, birmingham, alabama, has a shot at tornados. we'll be watching that this afternoon and evening. michael, we've got to talk about the california storms coming up. >> michael: lot going on in the weather, ginger. thank you so much. we're going to turn to breaking news overnight. an american teacher back on u.s. soil after being detained in russia for more than three years. marc fogel was welcomed home by president trump at the white house. our chief global affairs correspondent martha raddatz has the latest for us. good morning, martha. >> reporter: good morning.

this came as a complete surprise after weeks of secret negotiations by president trump's billionaire friend and special envoy steve whitcoff. arriving in moscow on his private jet to whisk marc fogel home to a reception by the president himself. this morning american teacher marc fogel back on u.s. soil, kissing the ground, thankful to be home. [ applause ] with an american flag draped around his neck the 63-year-old from pennsylvania, met by president trump overnight at the white house. >> we got him home. he's healthy. looks good actually. to me, you look damn good. >> i think the expectations are low. >> reporter: the emotional home coming years in the making. >> i feel like the luckiest man on earth. never has one meant so much to so many. >> reporter: lost for words as he expressed his gratitude thanking the president and members of his administration

who helped bring him home. >> i'm a middle class school teacher who's now in a dream world. >> reporter: fogel recounting the deplorable conditions he suffered during his 3 1/2 years in a russian prison. >> there were times when it was extremely trying. there were times when i could manage it. >> reporter: his 95-year-old mother, his most fervent advocate reaching out to president trump during the campaign with a plea to bring her son home. >> i had to get him back home because i would have had big trouble with his mother. >> reporter: fogel calling his mother tuesday telling his mother he had finely been released. >> it was such a shocker and such beautiful shocker. we just need to get him home and hug him and hold him. >> reporter: the white house says fogel was freed as part of what they call a very fair exchange with russia, but would

not give any details. fogel was arrested in 2021, according to russian authority. this surveillance video shows fogel at a russian airport trying to enter the country for a teaching assignment where his family said he was carrying a small amount of medically prescribed marijuana in his luggage. but russia charging him as a large scale drug smuggler, sentencing him to 14 years in a penal colony. the state department declaring fogel wrongfully detained last october. tuesday, officials sharing this photo of fogel's flight to freedom, the first image of him finally free. and this morning the russians revealing what the white house did not. they say a russian now in a u.s. prison will be returned to moscow in the coming days as part of the exchange for the release of marc fogel. george? >> george: okay. now to elon musk. he took questions for the first time from reporters about downsizing the federal

government and conflict of interests. senior political correspondent rachel scott has the latest. good morning, rachel. >> reporter: good morning. this morning the president is handing his most powerful adviser, elon musk, even more power, directing all federal agencies to work with musk and his team to cut staffing and limit hiring. in a striking moment, president trump inviting cameras into the oval office, turning over the floor to elon musk for 30 minutes. >> you couldn't ask for a stronger mandate from the public. >> reporter: musk, standing with his young son, responding to criticism from democrats that he's orchestrating a hostile takeover of the government. >> the people voted for major government reform. >> reporter: he offered little to no evidence of claims of waste and fraud. musk himself has billions in federal contracts for his companies, including space x. is that a conflict of interest? >> at the president's request. >> reporter: does that present a conflict of interest? >> no. you have to look at the

individual contract. first of all, i'm not the one with the contracts. it's people as space x. >> reporter: musk isn't bound to the same ethics as other federal workers. his financial disclosure will remain confidential. weeks ago the president fired more than a dozen inspectors general, independent watch dog. we asked, who has oversight over musk? does that mean you are, in effect, policing yourself? what are the checks and balances in place to ensure there's accountability and transparency? >> well, we actually are trying to be as transparent as possible. in fact, our action, we post our actions to the doge handle on x and to the doge website. so all our actions are transparent. i don't think there's been -- i don't know of a case where an organization has been more transparent than the doge organization. >> reporter: department of government efficiency posts updates on x, which musk also own, the government website has no information. musk is the world's richest man.

most of his efforts now facing legal action, including his push to out thousands of staff at the humanitarian agency usaid, which has provided aid to some 32 million children. do you see it as a worthy cause, usaid? >> i think there's some worthy things. but overall if you say what is the bang for the buck? i would say it's not very good. >> reporter: j.d. vance openly questioned the court's authority, raising concerns the administration may defy the judge's order. president trump telling me, that won't happen. if a judge does block one of your policies, part of your agenda, will you abide by that ruling? will you comply with that order? >> we always abide by the courts. but then i'll have to appeal it. but what he's done is slowed down the momentum. >> reporter: overnight democrats taking on musk. >> elon musk has conflicts up the wazoo. he has all kinds of federal government contracts. he's running a business. and now he's rummaging around in the private data of americans.

>> reporter: and there in the oval office musk was asked directly about some false claims that he has amplified on his own platform x, with millions of followers. he says flat out sometimes he will say things that are incorrect and they should be corrected. michael, just one more thing. over on capitol hill, tulsi gabbard will face her final confirmation vote in just a few hours, even after receiving some tough questions from republicans during her hearing, it does appear that she has the support to get across the finish line. michael? >> michael: rachel, thank you. great job with those questions in the oval office. all right. we're gonna turn now to president trump. he stood by his plan for gaza, saying the u.s. will take over the territory. our chief white house correspondent mary bruce was also inside the oval office with the president. good morning to you, mary. >> reporter: good morning, michael. yeah, president trump digging into his plan to take over gaza, resettle palestinians and develop it, but still hasn't explained how it would work or where palestinians would ultimately live. now arab leaders are rebuffing the president's plan.

in the oval office, side by side with king abdullah of jordan, a key ally in the region, president trump insisting the u.s. won't have to buy gaza. they'll simply take it. mr. president, how is the u.s. going to own gaza? your white house has been clear taxpayer dollars won't be used. what money will you use to buy gaza? >> we aren't going to buy anything. we're going to have it, keep it and make sure there's peace. there's not gonna be any problem. nobody's gonna question it. >> reporter: the president pressed to explain. >> we're gonna take it. we're gonna hold it, cherish it. >> reporter: i asked him how. mr. president, taken under what authority? it is sovereign territory? >> under u.s. authority. >> reporter: the president is calling for egypt and jordan to take in the more than 2 million palestinians living in gaza, insisting they'll want to leave once given a safe alternative. but making it clear he doesn't think they'd have a right to return. but palestinians don't want to leave their homeland. egypt and jordan have fiercely

rejected calls to take them in, though abdullah did announce jordan will take in 2,000 sick and cancer stricken palestinian children from gaza. but in the oval office the king declining to comment further on trump's proposal. >> i think the point is how do we make this work in a way that is good for everybody? obviously, we have to look at the best of the united states, the people in the region, especially to my people of jordan. >> reporter: after the meeting though the king said he was firm that this is the unified arab position. rebuilding gaza without displacing the palestinians and addressing the dire humanitarian situation should be the priority for all. egypt is also sending a clear message. egypt's president was expected to visit trump at the white house this month. instead he's postponing his trip indefinitely. as the word works to decipher trump's plan, the cease fire deal in gaza is hanging in the balance. hamas said it is suspending its upcoming release of hostages, accusing israel of violating the terms.

the israelis say if all of the remaining hostages are not released in the coming days, the entire cease fire deal will be terminated, echoing trump, who has said all bets will be off. guys? >> robin: many anxious to see what's gonna happen this weekend with that. thanks to you. now to the westminster dog show. the top dog was crowned overnight, george. >> george: sure was. hundreds of dogs started out the contest. monty was in there. monty was the winner. >> i choose the giant schnauzer. [ laughter ] >> michael: i want you to get one high off the water. >> robin: that's right. i'm not scared. >> michael: it's all good. enjoy yourself. good exercise. gonna turn to the new twist in the investigation, as police work to uncover whether a super bowl reporter was drugged before he died. our senior investigative reporter aaron katersky has the latest for us. good morning, aaron. >> reporter: morning, michael. the images you are about to see are part of an investigation trying to determine whether a sports reporter visiting new orleans to cover the super bowl was murdered. as police work to find out whether a reporter was drugged before he died there's a new twist in the investigation. police in louisiana tell abc news they've been inundated with calls about other cases allegedly involving a woman being called the bourbon street hustler. she is seen in these images obtained by daily mail.com showing the kansas city reporter

adan manzano entering his hotel at 3:46 a.m. last wednesday. colbert is believed to be the last person to see him alive. for now she's charged with using manzano's credit card after his death. police say that could change depending on the evidence. >> if the autopsy results come back that indicate any kind of narcotics that were involved, we will go where the evidence lead us and these charges could include homicide charges. >> reporter: police say colbert has a history of drugging men to steal their credit cards and cash. >> there have been other cases that she was involved in where narcotics was used to make the men either unconscious or unaware of their surroundings. >> reporter: colbert has been found guilty of theft and fraud charges in louisiana. she was ordered to pay $50,000 restitution in a prior case. police are still investigating how and where she met manzano. he was in new orleans covering the super bowl. the mexico city native moved to topeka to work as a reporter. he spoke with abc affiliate ktka

>> reporter: good morning, michael. with the trump administration vowing mass deportations and crackdowns along the border, the u.s. coast guard has been ramping up operations. this is the helicopter that we flew over the maritime border here with mexico yesterday. it's part of that search. in the air and on the water, we spent the day with the coast guard as they patrolled the u.s./mexico border in san diego. the air of operation fast. >> there's still a lot of water. it would be very difficult to identify vessels. >> reporter: the border wall between the u.s. and mexico. you can see it jutting out into the ocean. this is part of the daily patrol of the u.s. coast guard as well. by far the most dangerous way to cross from mexico to the u.s. is over the ocean. over the last several weeks the u.s. coast guard finding dozens

of migrants in these small vessels. >> hands up! hands up! >> reporter: the coast guard encountering about 350 migrants a month off san diego. >> almost all these pursuits and encounters take place pitch black off shore. >> reporter: and to ensure they can do it safely, the coast guard practices these encounters. incredible how close these boats get when they make those turns. sirens screaming. the boats turning those cork screws in the san diego bay. they're trying to make this as real as possible. what's going on now is they're chasing that boat which is nonresponsive. they're trying to get in front of it. it's basically a dog fight on the water. they fire warning shots. then use a paint ball gun and practice hitting the engines. then they board.

>> the operators of the vessels have little regard for their safety or the safety of the people on board their vessel. >> reporter: now, overall, across the u.s. border with mexico in 2024, encounters with migrants were way down. not so much in this sector. as the rest of that border continues to be sealed up, there is concern in the coast guard that it could cause a so-called balloon effect, pushing more migrants to try the incredibly perilous journey to the u.s. by sea. guys? >> michael: very legitimate thing there, matt. thank you. robin? >> robin: okay, michael. now to a gma exclusive and the lead up to valentine's day. meta is announcing new protections against romance scams. becky worley is back with how you could protect yourself. good morning, becky. >> reporter: robin, it is truly heart breaking. the ftc says americans lost more than $1 billion to romance fraud in 2023. so meta rolling out new tools on instagram, facebook messenger

and what's app to combat the fraud, restricting accounts engaging in suspicious behavior like messaging excessive numbers of people, using fake profile pictures, fraudulently acting as a dating agency. one of the newest trend, posing as military members. facebook says they've already taken down more than 500,000 accounts and pages that are allegedly engaged in this type of fraud. and now potentially suspicious accounts or links are identified in messages to you, you may get a popup warning and details about precautions you should take. i really like the advice that meta is giving to users. be politely paranoid about any unsolicited messaging request. i would add be extremely paranoid about any online request for personal information or money. guys, not that anyone's ever accused me of being a romantic, but happy almost valentine's day and watch your back. >> robin: you romantic you, becky.

thank you. you gave us some great advice that people need to heed. thank you, as always. send me the e-mail about the tv. michael wants one, too. okay? >> i got you guys. >> robin: i know. you always do. you always do. now some not so sweet news ahead of valentine's day. chocolate prices are spiking. rebecca is back to break down. and some bitter news also when it comes to our morning coffee? >> rebecca: yes, yes. robin, guys, you're seeing prices go up across the board. part of it is coffee prices are near record highs because of a shortage in coffee beans. analysts are predicting costs could go higher this year. friday, arabica beans reached an all-time high above $4.30 per pound. that is up by 120% over the last year. the coffee bean shortage may get worse due to some bad weather later this year, because coffee is grown in relatively few places. brazil, vietnam, colombia and ethiopia.

that's a concentration that makes it vulnerable to bad weather. but there are ways to save. you can start off by buying whole beans, grind them at home. store beans in a sealed bag for up to a year. and be sure to make only what you'll drink. you can make instant coffee. you can try a coffee alternative. i hate to say a coffee alternative. as a coffee drinker, i know how hard it is to go there. tea prices are down. tea is going lower because there are 7.5 billion cups of tea in a glut. they're not all brewed at this point. but there's enough of the tea leaves to brew that much. >> robin: it's the supply. another cost going up we hear is cocoa. it's like doubled in a year. so what's the reason for the rise and what can we do to save? >> rebecca: same issues happening in the environment, weather issues with cocoa supply. there are ways to save on valentine's. those heart shaped boxes will

cost you a little more this year. it's not just inflation. you have these weather patterns. things that you can do, first of all, you can buy them at your grocery store. you can buy them at your local drug store. you can try treats that aren't 100% cocoa. skip the big brands. as i like to do, celebrate valentine's on february 15th when the candy is half off.
