triggering wharf closures in capitola and santa cruz. >> now the rain is only getting more intense tonight, with powerful winds arriving soon. abc seven news meteorologist sandhya patel leads off our coverage tonight with a closer look at live doppler seven. sandhya. >> yeah. dan and ama be. >> prepared for a stormy morning ride. take a look at live doppler seven. it is all lit up. we are seeing pockets of downpours. santa cruz county already getting hit right now. you can see from scotts valley heading up towards san jose. milpitas. we are seeing some downpours at this time. a flood advisory has been issued for santa cruz county, where minor flooding is already underway. seeing some pockets of rain around dublin 580. tassajara. as we widen the picture here, this is a strong level three storm with an atmospheric river, and it is going to bring damage as we head towards tomorrow. take a look at the hourly forecast. 2 a.m. pounding rain, strong winds 4 a.m. the start of the commute is going to be a mess at 7 a.m. watch out for downed trees and ponding on the roadways. could be some power outages as well and some scattered downpours at

tragic case. >> police are investigating what role alcohol and drugs played in the crash that killed three college students in piedmont last year. toxicology reports released wednesday show the victims all had alcohol, marijuana and cocaine in their systems when they died. the reports were first obtained by our media partner, the san francisco standard. >> i just feel for their families. i feel for the community. i can't imagine what these parents are going through. >> the crash happened the night before thanksgiving, when the 2023 piedmont high school graduates were visiting home during the holiday break. the cyber truck slammed into a retaining wall and tree and burst into flames. police and the highway patrol are still investigating the moments leading up to the crash. they said this back in november. >> that more than likely may include a complete review of maybe any electronic information that's in the car, anything else related to the car, and then some of the crash dynamics.

>> wednesday, we spoke to santa clara university psychology professor thomas plant. >> it's tragic in every way, in every way, and it makes it even more challenging. when it was influenced by drugs and alcohol. >> plant says for people not directly impacted by this crash, it may be easy to be judgmental. >> there's a lot of people that can very easily wag their finger and say, you know, don't do that. lives were lost, families are in terrible grief. >> mothers against drunk driving is advocating for the federal hall drunk driving act, a possibility that would create anti-drunk driving technology in all new cars. tara ripka flores is a national ambassador. her own son was killed by a drunk driver while walking to school. >> i think the way we need to be talking about driving under the influence is that it's something that we all have a role in making sure doesn't happen.

>> the highway patrol says they expect their investigation to wrap up in the next few weeks. in piedmont. lauren martinez, abc seven news. >> we are getting new reaction tonight from san francisco's police chief following a police chase that ended with a vehicle plowing into a parklet in the mission district. a total of six people were hurt in the crash on sunday. the suspects were wanted for a series of thefts and were spotted over by stonestown galleria. officers began the pursuit after the driver refused to stop chasing the car for more than 20 minutes across the city. it has raised questions about san francisco's new policy on chases, something the chief addressed at tonight's police commission meeting. >> this whole thing is about balance. i mean, pursuits are dangerous and accidents or collisions will happen whether you have a restrictive policy or not. that's going to be really a fact of life. >> the chief added the department is reviewing whether the officers followed the pursuit policy. >> in the north bay. it was a big turnout for tonight's santa rosa city schools board meeting. the school board voted to lay off a number of employees trying

to fix a budget deficit. declining enrollment is driving the school board to consider closing multiple schools. dozens of parents, teachers and students were there to demand all schools stay open. >> sadly, in these past few weeks, unity is something that i feel we've lost sight of recently in light of school closures, schools have been pinned against each other. what happened to the community? that is the santa rosa city school district? we need to unite as one to get through this dark period. >> the board is expected to make its final decision next week. >> sonoma state university is also facing a budget crisis. and tomorrow, students will ask their president to call off massive cuts. the university is ending all athletics and several degree programs. the broken budget is prompting a valentine's day themed protest and growing pressure from local leaders. abc seven news reporter tara campbell spoke to student organizers and sonoma county officials fighting the cuts.

>> efforts are mounting to save sonoma state university from crippling funding cuts. last month, the university's interim president announcing it's slashing 23 of its academic programs and doing away with the entire athletics department. >> we're in a fight for our lives. >> marcus ziemer is among the coaches leading the charge, pressuring the school's president to reverse course with a special plan ahead of valentine's day, banning, together with unions on campus and other groups. >> it's a broken heart day, obviously, for obvious reasons, and we've collected over 10,000 signatures on petitions and we're going to hand-deliver them to her. >> but this battle is one that goes far beyond one day or even one school. the california state university system is facing a $375 million funding cut in governor gavin newsom's next budget, on top of a budget shortfall upwards of $800 million. csu board of trustees sounding its own alarm in a

watch closely. new video tonight shows the moment a fighter jet took a nosedive, crashing into the san diego harbor. this was earlier today. the navy says the two pilots on board ejected. they were rescued by two fishermen before being picked up by the coast guard. the pilots are okay, but are being monitored at a hospital as a

with my family and friends. we all take the time for granted, but i won't. >> the santa clara county district attorney's office is considering refiling charges. the state attorney general's office is appealing the overturned conviction in december. an appellate court ruled prosecutors violated the state's racial justice act. >> the california interscholastic federation, which oversees high school sports in california, is under federal investigation for its transgender athlete policy. the department of education said the cif, quote, announced plans to violate federal anti-discrimination laws related to girls and women's sports. the cif is not commenting on this federal investigation, it has said in the past. it is going to follow california law, which allows for students to compete in sports consistent with their gender identity. >> the u.s. is releasing a russian cyber criminal who called the alameda county jail home. up until this week, there was a court hearing held for

that atmospheric river. so let's get you in to a closer view right now, and i'll show you where the heavier rain is falling right around the livermore valley, 580 dublin area. you will notice some moderate to heavy rain falling around napa street level radar old sonoma road. watch out. this is a level three. now i do want to tell you that the san lorenzo river at big trees currently is just over 4.5ft. flood stage is 16.5. tomorrow at 8 a.m, it's expected to reach closer to flood stage. so it's going to be at action stage just over 14ft. pay attention to your officials. obviously, if you're told to get out, get out. here's a look at santa cruz camera right now where it is windy and it is raining and it is dumping in the mountains. this is from zephyr cove. at this hour, chain controls on all roads except state route four. here's a look at the sierra where the snow is starting to pick up a winter storm warning until 10 p.m. friday. above 4500ft, this is going to bring significant snow

2 to 5ft above 6000ft. it is going to be very difficult travel. temperatures right now in the 40s and the 50s. here's a look at the storm impact scale. it is a strong level three overnight into tomorrow. flooding. rain. thunderstorm chance, strong damaging winds and dangerous surf as we go. hour by hour 2:00 in the morning. watch out as we see downpours across the region. you're going to notice ponding on the roadways as the ground gets saturated. could see some trees toppling, so multiple hazards during the morning commute. this is 4 a.m. drew tuma will be here tomorrow morning tracking this storm as we head into 630. pounding rain across the east bay, the peninsula, the santa cruz mountains. at noontime, you're seeing those scattered downpours and then more heading into the late night hours. you will notice that continues well into 11 p.m. rainfall will measure in inches for most areas, about an inch and a quarter in san jose, three and a third in ben lomond. you'll notice 1 to 2, 2.5in, but

on the run in alameda is safe tonight after trying to make a swim for it. this spooked dog had dodged a number of sightings for about a week, and then after one sighting, she jumped into the water at seaplane lagoon in alameda. alameda police say she swam for about 20 minutes before being trapped on some rocks. people with the friends of alameda animal shelter hopped into kayaks and helped an animal control officer bring her to shore. police say she was warmed up and enjoyed a nice meal, and had her paw pads treated for minor scrapes. she's now at the shelter, where staff says she's coming out of her shell and on the mend. nice that. >> she could swim. i know, goodness. thank you. all right. well, the warriors going for a three game winning streak since acquiring jimmy butler. >> it's been looking good. >> yeah. >> on board sports director larry beil is here. larry. >> dan. the warriors in dallas tonight. they gave us steph versus klay. splash brother
