morning, bringing heavy wind, gusty heavy rain, gusty winds and dangerous surf. a flood watch and high wind watch is in effect right now. >> a flash flood warning has been issued for san mateo and santa clara counties and the santa cruz mountains. we have live team coverage with drew. tracking the rainfall and the timeline of this storm. >> and gloria is keeping an eye on the road conditions and transit. and lena howland is driving to problem areas that we are seeing throughout the morning. >> a lot to talk about on this thursday, february 13th. >> yeah. let's get you prepared for your day and turn to drew. >> yeah, we're seeing many issues out there with water, especially on the roads this morning. and now we're starting to see some reports of some mudslides and landslides in the north bay. so here's live doppler seven this morning. we're looping this over the last six hours as you wake up. we have been in and out of the heavy rain all morning long. some areas have already picked up 2 to 3in of rain just in the past six hours. so it's been busy this morning as this atmospheric river just sits on top of us. here's the live view as the doppler sweeps around and

you can see we have scattered downpours this morning and that is leading to issues with water. we'll take you into the santa cruz mountains first, where a flash flood warning is in effect. this is an area that has seen several inches of rain this morning, and more heavy rain is falling as we speak. so we have to watch our smaller streams and creeks, and especially our roads very closely as water can rise very quickly. there's also the potential for shallow landslides and mudslides in this region. the wider view shows most of us are pretty much underneath a flood advisory, and what that means is that we've seen a lot of water this morning. there's a lot of issues on our roads with flooding, standing water, hydroplaning, spinouts, a big issue. winds are also quite gusty. we'll take you into our hills right now where numerous areas. winds are gusting well over 40mph this morning, so power outages are possible. a level three today is a strong storm. we have flooding rain occurring right now. we have strong damaging winds and dangerous surf along our coastline. so future weather this morning we'll be tracking this heavy rain. and then as we go into the afternoon we

transition to these downpours. and later this afternoon we may see 1 or 2 thunderstorms pop up. if we do, that could create some issues with lightning. we could hear some thunder and the flooding potential is still there all day long. let's check in with gloria. she's busy tracking all of the issues we have on our freeways this morning. good morning. >> good morning. busy is an understatement. it is just really busy for sure this morning because of the slick roads. so you want to give yourself a little bit more time if you're driving. this morning it was a big mess when i drove out there today. i definitely saw some ponding on the roadways. we're even getting reports of flooding in some areas. we're getting reports of spinouts hydroplaning, so we cannot stress enough just how careful you have to be this morning. it's also impacting our mass transit today. ace train one is on a 23 minute delay. had to leave a little bit later because of flash flood warnings and different things going on there. bart is also running trains at slower speeds because of the wet weather. caltrain is on time right now. we're going to get a live look right now at your bay bridge toll plaza

camera, and you can see the slick roads right there. it is pretty busy there at this time of the morning. the metering lights came on about 540. we are seeing that traffic start to back up to west grand avenue and looking live at our san jose 8-80 camera 101 camera, you can see that it is getting pretty busy as folks head into the san francisco direction, but really no major delays here. people are just driving a little bit slower because of the weather. >> gloria. thank you. now let's get live on the roads with abc seven news reporter lena howland. she's been showing us some of the standing water. and sadly, some of these drivers who are taking it at full speed, which seems foolish this morning. hi, lena. >> hey, reggie. that's right. we have seen all of that this morning, and the rain is definitely still coming down on us now here in the castro valley area. this is where they had multiple rain closures, multiple lane closures earlier this morning and a sigalert because of street flooding across three lanes of traffic. as you can see

here on our live look of the roads, all of those lanes of traffic have since reopened and that sigalert has thankfully been canceled. traffic is moving once again, but we are seeing this one stalled vehicle here to the right of us on the shoulder, so you will want to be mindful of that as you make your way down. 580 heading westbound here in the castro valley area. i want to go now to a look at the rain pounding santa rosa this morning around 2 a.m. this was taken near kerby avenue. you can also see just how windy it has been pushing those trees and flags around, as it appears to be raining sideways in the wind. also in the north bay, we're getting reports of mudslides near windsor on mark west springs road, so that is something we will continue to monitor throughout the morning. we have also seen spinouts reported multiple car accidents all over the bay area, and more street flooding reported in oakland, marin, alameda, redwood city and the san jose area. now, if you do have to be out in

firefighters were notified that a person might be inside the home when they went in. they found a man dead inside. >> this is a this is a well seated fire. this had been burning for a while. and this is a large home. the fire was uh- all the way into the attic from the garage. we managed to hold it to the second floor. >> the cause of the fire is under investigation. >> this morning we have new details about the crash that killed three college students in piedmont late last year. our media partners at the sf standard obtained toxicology reports showing the students had alcohol, marijuana and cocaine in their systems when they died. they were home for thanksgiving break when the truck they were in hit a retaining wall, then a tree, before bursting into flames. abc seven news spoke with santa clara university psychology professor doctor thomas plante about how these new details impact the case. >> it's tragic in every way, in every way. and it makes it even

more challenging when it was influenced by drugs and alcohol. there's a lot of people that can very easily wag their finger and say, you know, don't do that. lives were lost. families are in terrible grief. >> the highway patrol says its investigation into what happened should wrap up in the next few weeks. >> the suspects facing charges after crashing a vehicle into a parklet in san francisco's mission district, are expected to be arraigned today. the crash happened after a police chase. san francisco police chief bill scott is weighing in on the chase. a total of six people were hurt in the crash on sunday. the suspects were wanted for a series of thefts and were spotted over by stonestown galleria. officers began the pursuit after the driver refused to stop. they chased that car for more than 20 minutes across the city, raising new questions and concerns about the department's new policy on chases. >> this whole thing is about

balance. i mean, pursuits are dangerous and accidents or collisions will happen whether you have a restrictive policy or not. that's going to be really a fact of life. >> the chief added the department is reviewing whether the officers followed the pursuit policy. >> sonoma state university's broken budget is prompting a valentine's themed protest. today on campus, students are calling for their president to stop the massive cuts impacting their athletics and several degree programs. abc seven's gloria rodriguez is at the live desk this morning with more on the protest. >> yeah, the protesting in a very unique way. reggie aqui this afternoon, faculty, students and staff are planning to create a broken hearts valentine, and it's meant to show how the budget cuts that were announced last month have caused them pain. now, you may remember the cuts are drastic. the entire athletic department is being eliminated, as well as 23 academic programs. university officials say it's necessary to close a nearly $24 million

deficit, but the announcement has been met with protests. sonoma state is not the only csu campus that's dealing with budget issues. the system is facing a $375 million funding cut, on top of a budget shortfall of over $800 million. their board of trustees is concerned. >> so important that this board the chancellor, the entire csu community and stakeholders come together for a show of strength, solidarity to remind californians what is at stake. >> after making that broken heart valentine today, faculty, staff and students plan to deliver a petition to administrators asking them to reverse the cuts. now, one coach told abc seven news the petition already has over 10,000 signatures. now let's talk about that rain this morning. it is slick out there. if you're driving today, andrew, it looks like it's going to happen all day today right? >> yeah that's right. the

accuweather alerts in effect for heavy rain this morning. strong winds. here's live doppler seven along with satellite. you can see our atmospheric river just on top of us. we've had many hours of heavy rain this morning and we'll see more downpours this afternoon. a closer look at live doppler seven. you can kind of see a back edge of where we have some drier air moving in. we'll see heavy rain throughout the morning between 8 and 10 a.m. we may see a little bit of a break in the water, but by 11 a.m. we're back into the downpour. so we have numerous storm reports this morning. a lot of these are for roadway flooding out there. standing water flood advisories are in effect. but i do want to take you into the north bay. we're starting to see numerous storm reports from mudslides and landslides. i'll take you to near windsor this morning. this one just came in here for a debris flow. mud, dirt, rocks reported near mark west springs road and porter creek road so we could see more of this. as the morning goes on, the soil gets loose as that heavy rain falls, and that allows the soil to dislodge and it can fall onto some of our roads. this morning

we're taking you to the winter radar. it is snowing in tahoe. chain controls in effect on all of our roads leading to tahoe. a winter storm warning is currently in effect. we're talking several feet of snow will fall today above about 6000ft. back here at home, we have heavy rain through about 8 a.m. then later on this afternoon, we transition to scattered downpours. underneath these downpours, we could not only see more nuisance flooding, but also the potential for thunderstorms throughout the day. today, temperatures will mainly be in the 50s. winds are active all day long. high wind warnings are in effect along the coast. wind advisories elsewhere just means we could have the potential for trees coming down, and also isolated power outages throughout the day. we'll take a closer look at this storm timeline once it exits. we do have a nice weekend on the way, reggie, but we'll talk about that in the seven day in a few minutes. >> drew. thank you. preparing for as much as eight inches of rain. the warning in santa cruz county from the mountains to the coast. plus it's going to be a busy weekend in san francisco. how the city is getting ready to welcome hundreds of thousands of

gloria rodriguez is tracking the roads, and we'll check in with them in just a couple of minutes. despite that stormy weather, the warriors are ready to kick off. nba all star weekend at ten this morning, the hosts a ribbon cutting for the union square pop up activations. i hope they have umbrellas. that area will have a basketball court and pop up stores through the weekend. also at ten, footlocker is hosting a heart of sneakers event where there's exclusive sneaker drops, games and giveaways. you'll even have the chance to see a few nba stars at 4 p.m. you can challenge world champion foosball player dana mar at sfmoma and across the bay tonight at seven is the hbcu alumni cocktail party at oak stop in oakland. mayor daniel lurie is hoping this weekend will show that san francisco is open for business. that was his message at chase center last night. the bay area host committee organized the event that included hundreds of people interested in not just the nba all star game, but the other events coming to the bay area. that includes an 11 year old soccer enthusiast and poet who

warning is in effect. the heaviest snow is just getting underway. we're talking several feet of snow, so do not try to travel to tahoe today or tomorrow. wait until saturday morning once the storm clears out because watch these numbers just add up in dramatic fashion. several feet of snow will fall on our highest peaks lake level. probably 1 to 2ft of snow, with the north side of the lake seeing the higher totals. back here at home, it's all about liquid and it's causing some issues. this morning a flash flood watch is in effect, or i should say, a warning for the santa cruz mountains and what this means, this area. already this morning has seen 2 to 4in of rain. we have heavy rain continuing to fall so we could see rapid rises on our smaller streams and creeks, and even on our roads. we could even see a shallow landslides and mudslides in this area. the wider picture shows you. live doppler seven over the last six hours has been tracking rounds of heavy rain. the heavy rain does continue. some of the heaviest right now is falling from san francisco points to the south, with lighter showers in the north bay at this hour. but our big

concern this morning is all this water is creating issues on our freeways. there's a lot of standing water out there that's creating spinouts, that's creating hydroplaning. winds are gusty, trees could come down, power outages are possible. and we're already starting to see this in parts of the north bay. and that threat continues throughout the afternoon for mudslides and landslides as the soil gets even more saturated as heavy rain continues to fall, that could dislodge some of our soil. so today, we're at a level three for flooding rain. this afternoon we have the chance of thunderstorms. we have strong, potentially damaging winds out there throughout the day and surf becomes an issue later on this afternoon, so the rain chances are elevated all day today. we're pretty much in and out of the downpours through the evening, so do anticipate for the evening commute to be just as messy as it is out there right now, with more areas of standing water, because we still have more than an inch of rain coming our way in some areas. so that is why the flood watch continues. we have flood advisories issued for most of us. for all that standing water. the winds remain busy all day today. high wind warnings are in

effect along the coast. the winds don't back off until tomorrow morning. surf is beginning to rise. we have a high surf warning kicking in later this afternoon, but some of the highest waves will occur tomorrow. we're talking waves in excess of 30ft. we could see waves up to 45ft along our coast. the accuweather seven day rain wind we have flooding out there this morning. we start to dry out tomorrow and then for the weekend it will be nice dry for the chinese new year parade in san francisco saturday evening. gloria. >> well, right now it is messy out there. it's a sloppy commute. >> we are getting reports of hydroplaning, spinouts flooding on the roadways, ponding. so be very careful when you're driving today. leave a little bit earlier, drive a little slower. and not only do you have to deal with the rain now, you also have to deal with the wind because we have wind advisories in effect for the golden gate bridge, the bay bridge and the san mateo bridge. so we always want to remind you when you are driving, when it's windy, keep both hands on the steering wheel and drive a little bit slower. now the

the national weather service has issued a flash flood warning for south central santa clara county, southeastern santa cruz county until 9:15 a.m. pacific time. at 3:20 a.m. pacific time, doppler radar indicated heavy rain across the warned area. between 1 and 3in of rain have fallen. additional rainfall amounts of 1 to 3in are possible in the warned area. flash flooding is ongoing or expected to begin shortly. flash flooding could occur on small creeks and streams, urban areas, highways, streets and underpasses, as well as other poor drainage and low lying areas. some locations that will experience flash flooding include santa cruz. watsonville, corralitos, capitola, live oak, aptos, eureka, canyon road, rio del mar, brown valley road, and msd. freedom. uvas canyon park,

hall yesterday. he signed his emergency fentanyl ordinance. then he announced his first goal. the city is transforming a vacant building on geary street into a behavioral health crisis center. previously, the mayor would need approval from the board of supervisors. now, his office can start helping people get off the streets faster. advocates say this change would. this would be a game changer. >> so this is a huge, huge step in the right direction for us to get resources out there on the street quickly to help reduce those open drug scenes. this ordinance allows the city to kind of filter through some of those would be bids and actually look at those orgs that can do that and get things going quickly. >> the new center will offer medical and psychiatric care. for now, the building will treat roughly 25 people a day. and by the way, today mayor lori is going to be on gma3. you can watch it at noon on abc seven right after midday live. >> another business in san francisco, center mall, is making the decision to close. burke williams day spa is shutting down april 28th after

showers, and that can create some rocks falling on our freeways. we also have a lot of issues with water on our freeways. this report coming in from redwood city on 101 south. we have about a foot of water across all four lanes, so that is certainly going to create issues with hydroplaning spinouts. you want to take it slow this morning as these heavy showers move through. so future weather we're in and out of the rain all day long. here's noon and we will have the chance later on this afternoon of finding some thunderstorms popping up in the risk of more flooding on our roadways. daytime highs mainly in the 50s. looking at the wind, it stays active all day long. remember, we have a high wind warning in effect along the coast. wind advisory for everybody else. and what that means the strong wind gusts could create trees coming down and also some power outages throughout the day behind this storm. we do have a nice weekend. we'll show you that on the seven day coming up in eight minutes, but we will be right back. >> you wish upon a star makes no

and this winter storm is just getting started. we have a winter storm warning in effect this until tomorrow, so do not try to go to tahoe today or even tomorrow. wait until saturday because we have feet of snow coming. it's going to take time to clear some of the snow from our roads. so take a look. look at these impressive numbers we have coming our way. this is likely the biggest snow storm of the season. you'll notice a snowfall totals measured in feet on some of our highest peaks like donner and kirkwood. snowfall levels are fluctuating around five 6000ft, so even blue canyon could get close to a foot of snow lake level. we're talking 1 to 2ft of snow back here at home. live doppler seven is showing you we have just been in out of the heavy rain all morning long. we've seen 1 to 4in of rain already. that is causing a lot of issues out there when it comes to standing water on our roads, and even the potential for flash flooding in the santa cruz mountains. that's where we have a flash flood warning in effect this morning. this area, shaded in red, has seen 2 to 4in of

rain already. just this morning, with heavy rain continuing to fall, we could see some rapid rises in our smaller streams and creeks and even some flooding on our roads. and certainly the potential is there for shallow mudslides and landslides this morning. so the storm concerns we have the highest one is for flooding. we have this this morning on our roads. we're seeing spinouts. we're seeing standing water across multiple lanes on 101. in some areas, even five 8-80 trees and power outages. we could see some trees come down today as the winds can remain active and we'll be on the lookout for more mudslides and landslides as this heavy rain falls. so level three today it's a strong storm as this atmospheric river moves through. we're in and out of the rain all day today. so looking at your rainfall chances, it remains active through the evening and later on today, once we get a little bit of daytime heating and a cold front moves through here, we could have 1 or 2 thunderstorms popping up. so additional rainfall here, we could see another inch in some areas. so that would certainly cause more nuisance flooding. as the day goes
