and performers finalizing last minute preps ahead of the chinese new year parade. good morning to you. friday, february 14th. it's valentine's day. >> yeah. and we are talking about how different it has been compared to yesterday. >> yeah. yesterday we had all that heavy rain. that rain is moving out that is going to set us up for a nice afternoon today and a really calm weekend ahead. but look at live doppler seven along with satellite across california. it still is pretty active in many areas. our atmospheric river soaked la yesterday with very heavy rain. they had mudslides over the burn scars. unfortunately, that is now pushing out and we are in the final few minutes of showers here locally. in fact, live doppler seven just showing you it's the south bay right now that is just seeing a few light showers. once this line is moving through the south bay over the next 30 minutes, that is it really for the wet weather. so we are drying out today and throughout the afternoon. we do expect a lot of sunshine later on, but temperatures will be cool in the 50s. winds are breezy. probably

heard that. you'll notice that when you step outside those winds gusting 20 to 30mph, and they will remain pretty active all day long, so it will be a bright but breezy valentine's day. here's future weather as we get into the morning hours. by about 8:39 a.m. any of the showers you saw on live doppler seven? they are gone, so we find increasing sunshine today. any plans this evening? clear skies. we're dry, but it gets chilly pretty fast. temperatures quickly dipping into the 40s after the sun goes down. so highs today. expect increasing sunshine mid to upper 50s later on this afternoon. let's check in with gloria. that commutes a lot easier today than yesterday. >> it really is a lot easier i know yesterday we were tracking a lot of incidents because of the rain. much different story today. but we do want to get you ready for the weekend as well because of course it's going to be very busy in san francisco. we have the nba all-star weekend. a lot of events for that chinese new year parade. so you might see signs like this around san francisco area just reminding you about all of these events. and there will be different offerings. so for

example, sfmta is going to offer free sf muni service, and they're also encouraging fans to use bart if you can. so you avoid some of the traffic driving in and out of the city for those events. now, if you take mass transit, monday is a holiday, presidents day, so ace, bart, and caltrain are all going to be operating on modified schedules. so keep that in mind. and we're also continuing to follow this sigalert that's in san leandro on northbound 238 on the connector ramp to northbound 880. and right now we are still getting reports that the right lane is blocked there because of that big rig and oil spillage. so we will keep you updated on that throughout the morning. >> now let's look at the aftermath of the storm that swept across the bay area. crews have been working all night to clean up this big mess on southbound highway 101 in marin county. so if you're coming into san francisco this morning, make sure that you're ready for possible delays. two lanes are blocked. while that work wraps up, the chp says they hope to have all the lanes reopened by 8

a.m. >> in sonoma county, crews are dealing with flooding and mudslides. for the second week in a row, we watched several cars drive through flood waters on green valley road in sebastopol. last night, more than a dozen roads were closed in sonoma county because of the storm, and several more still haven't reopened after last week's rain. >> and now a live look from our santa cruz cam. there is a high surf warning in effect and the wharf is closed today. it likely won't reopen until tomorrow. a huge section collapsed right before christmas during a storm. then capitola has also been keeping a close eye on the conditions during the latest storm. its wharf was heavily damaged in 2023. as a precaution, the wharf closed yesterday and will remain closed through tomorrow. several businesses also aren't taking any chances. they put out sandbags to keep the water out. >> it is not quite like december, but it is nonetheless big and dangerous and the words life threatening have been used, which is why you see so many closures. i think santa cruz has closed a number of beaches, state parks, has closed a number

reopen. abc seven news reporter luz pena explains that good news could be a bad sign about how the city finances, or how the city manages its finances. >> a shocking discovery for a city facing a $129 million budget deficit. millions of dollars of excess funds found after oakland city officials made deep cuts to services, including closing multiple fire stations this year. >> we've had fires where it took nearly 20 minutes for the entirety of the engines and trucks to get there. we've had cpr calls where the closest firehouse was nowhere near. >> today, three oakland council members announced a proposal to use this money and reopen closed fire stations and prevent the closure of four others. how much money was your team able to find, and where is this money coming from? >> it's been a troc. it's approximately $8 million. and i say that because there's a couple of dollars and cents that

might have to move around, but it is ballpark $8 million, and it's come from a number of places. but the biggest source of funding that it's coming from is the coliseum jpa. >> the oakland coliseum fund is about $2.6 million. the rest of the money is coming from the city's self-insurance liability fund and measure b, a local transportation sales tax fund. but how did this happen? we questioned the city's new finance committee chair. >> this is a few years of, in my opinion, poor fiscal decisions. >> seth olear, vice president of the oakland firefighters local 55 union, has been urging the city to find solutions. does it concern you that the first type of approach was to close fire stations, instead of actually looking for these funds to begin with? >> 100%. and that's something we've been saying all along. >> now, this is not a done deal. at least five city council members have to vote yes on march 4th to prevent the closure

all-star weekend officially kicks off in the bay area. we've got the scoop on all the events fans can enjoy. good morning everyone. it is valentine's day, february 14th. >> and we're going to see lena howland dunk. >> i cannot wait. >> so get ready for that. first here's a look at the weather from drew. >> you would think with my height i could dunk. i've never been able to. it's just one of those things that's elusive for me. here's live doppler seven, along with satellite. it has been busy across california the last 24 hours as this atmospheric river just slammed into us. but really heavy rain yesterday. that heavy rain is now in southern california, still snowing heavily in tahoe. that winter storm warning continues until 10 p.m. this evening. locally, we'll switch it on over to live doppler seven. really? just a few showers working through the south bay. once these exit in the next 30 minutes, we are done with the rain. so much of your valentine's day is going to be rather quiet, but roads are still a little damp out there this morning. just be aware of that. we'll dry out as we go through the day today. so taking

morning. beautiful shot as the sun is rising here on this valentine's day and you can see the upper deck, there is starting to get pretty busy as folks head into the city. the metering lights are on, but we're not seeing any major delays at this time, so that's some good news. friday traffic is always a little bit lighter. we do have a sigalert in san leandro that we're continuing to monitor this morning. the right lane is still blocked on the northbound 238 connector ramp to northbound 880, and traffic is heavy all the way to 580. so we'll keep tracking this for you throughout the morning. and we have a live look here at our san jose 101 8-80 camera. you can see that there are those folks heading into the san francisco direction, but it's a pretty easy drive from the south bay into the peninsula. you won't have any issues there. amanda. >> all right, gloria, thank you. now to the aftermath of the storm that's moving out in the south bay. heavy downpour caused uvas creek to spill over its banks. gilroy officials shut down silvas crossing because of flooding. that area remains shut down this morning. it forced

people on the other side of the creek to find a different route. locals say when heavy rain falls, it's common to see this roadway shut down. a silver lining amid this week's stormy weather, california reservoirs are filling up. water levels in santa clara county are now at 82% of normal. one of california's largest reservoirs, shasta lake, is now 82% full. shasta lake and oroville lake are both above normal for this time of year, according to santa clara county. water experts and officials expect those numbers to go up with snowmelt and runoff. >> the last snowpack survey that they do in april really is the telltale sign of how we're going to do for our water year, so we'll wait for that before we decide on whether or not we had a really good season. >> despite a dry start to 2025, officials say the bay area is at a good place right now. >> winds on the coastline have been consistent since yesterday morning. some of the strongest winds have been recorded on the peninsula coastline. cities in san mateo county have been

prepping for the storm and high wind speeds. trees were knocked down, power cut off in some areas as crews worked to clear debris. >> wind can cause otherwise healthy trees to uproot. it can break branches and have them fall into our lines. debris flies through the air and can make contact with power lines, especially in areas like half moon bay. it may take a little while to get equipment there from other parts of the peninsula. >> while the wind won't be as strong today, a high surf advisory does remain in place for the coastline this morning. southern california is also dealing with the aftermath of yesterday's storm. gloria brought mudslides and debris flow in areas that were burned by last month's fires. >> it did, and los angeles got the most rain it's seen in a year. this week we have some video here that shows you just the big mess there. the rain triggered slides that have sent mud filled with ash and debris right into the ocean. and yesterday, an l.a. firefighter was caught in these conditions. his car swept to the sea. luckily, he did survive.

overnight, a well-known restaurant called duke's in malibu was flooded when a wall of mud came rushing down a hillside with more than six inches of rain expected in some areas. residents and crews had been preparing for days before the storm hit. >> we are getting a little concerned. we thought we kind of like ride it out, but i think we're probably going to head out. >> in the altadena area. crews set up basins near the eaton fire burn zone to save homes from debris flows. several neighborhoods have been under evacuation orders and back in the malibu area. caltrans says that parts of pacific coast highway will remain closed until further notice. amanda. >> all right. gloria, thank you. >> vice president jd vance is threatening sanctions and military actions against russia. in an interview with the wall street journal, vance says both options are on the table. if a deal to end the war in ukraine does not include ukraine's long term independence. here's abc news reporter perry russom. >> this morning in an interview

47, police in indianapolis say they stopped a school shooting plot. the 18 year old suspect claimed to have planned the attack for a year. investigators say the suspect was obsessed with past mass shootings, and even had a heart necklace containing a picture of the school shooter responsible for the parkland shooting. >> it's very disturbing. i mean, we're a small community, we're a small department, and a lot of

us, including myself, have family that go to mooresville high school. to think that one of them could have been taken in this is very disturbing. >> records say the suspect sought help for mental illness and bullying. the 18 year old now faces charges of conspiracy to commit murder and conspiracy to commit an act of terrorism. the national park service has removed any mention of transgender people from its stonewall national monument website, and now only refers to people who are lesbian, gay and bisexual. the stonewall uprising in 1969 is widely considered the beginning of the modern gay rights movement, and that movement was notably led in large part by trans women. the national park service has not commented on the change. it comes amid a series of anti-trans policies from the trump administration. the monument's organizers promised to fight for trans representation to be restored on the website. >> robert f kennedy jr is now the health and human services secretary. the senate vote was

52 to 48. kentucky senator mitch mcconnell was the only republican to vote no. kennedy is a known vaccine skeptic, but has vowed to make america wealthy again and reform the nation's public health agencies. a new federal study says bird flu infections may be spreading more widely than testing is currently capturing. the cdc says blood samples from veterinarians show evidence of past bird flu infection, even though they did not treat animals known to be infected since last march. there have been 68 confirmed bird flu infections in humans. the new study is one of two on bird flu that were delayed after the trump administration issued a pause on outside communications from federal health agencies last month. the other study still hasn't been released. >> this morning, a new twist in the tiktok saga. gloria. the app is now available again in the apple and google app stores. >> it is reggie, and it's interesting because if you look at your app stores, you will see

tiktok is back there. so that means that you can download it if you don't already have it, or you can update it if you do already have it. now, this comes nearly a month after it was removed by the country's biggest app stores. apple and google removed the app from the app stores on january 18th, just before a law banning the app started. when president trump took office, he signed an executive order saying that he would not enforce the law for 75 days. the companies appear to have enough assurances from the justice department that they will not be facing fines, making the app available again. it comes as tiktok ceo is reportedly working closely with the administration to determine the best course of action for the app. yesterday, the president said that he believes china will allow a sale to go through, which is required by law for the app to remain available long term. >> i think it will be to china's advantage to have the deal be made. we have a lot of people that are interested and a lot of people, i think china will be interested because it's to their benefit to. >> now, of course, all of this

started because congress said tiktok poses a national security threat because its owner, bytedance, has close ties to the chinese government. bytedance has denied that it's a threat and says it does not share data with the chinese government. >> now to morning money report p-g-and-e's shattered profit records for the second year in a row. yesterday, the utility announced it made $2.47 billion in profits last year. over that same time, state regulators agreed to six separate rate increases. east bay state senator aisha wahab is proposing a new plan to limit utility companies to only one rate increase a year. p-g-and-e's says it is taking action to stabilize bills. >> the oakland marriott city hotel, which is the largest in the east bay, has defaulted on its $100 million loan. that's according to reporting from the mercury news. now, the hotel is owned by the hong kong based real estate private equity company gaw capital. invesco cmi investments bought the loan for

but we do have concern along our coastline. we have a high surf warning currently in effect, where we could see waves 30 to 45ft high over the next 36 hours. the weekend outlook we're totally dry on saturday. on sunday, in the morning in the north bay, we could have some pockets of drizzle. we'll show you that in one second. here's live doppler seven. over the last 30 minutes we had some showers in the south bay. they're now exiting to the south and east, so the showers are ending. in the next 30 minutes. we'll find increasing sunshine throughout the day, so it's looking very nice on our friday. waves are increasing wave heights right now in some areas 16 18ft high. so that's why we have the high surf warning currently in effect, where we could see those waves higher than 30ft along our coast throughout the day today. just be aware of that. look at the forecast today. the showers are ending. it is breezy out there. winds will gust about 20 to 30mph at times. temperatures today will be in the mid and upper 50s. we do have a dry evening ahead but it does get chilly later on tonight. frost advisory has been posted for the
