4:00 pm
at union square with a look at the final preparations going in. suzanne. we're almost here. >> yes, dan. kristen. things are really starting to come together out here. i see the banners up, the barricades are out. and so with the bleachers now, there's a lot of people really excited about this chinese new year parade this year, because it falls on the same weekend as the nba all star event. now, a lot of celebrations underway over the past two weeks. this caps off two weeks of festivities and again, it marks the year of the snake. a new lunar year brings new promise for the city of san francisco. >> this is the year of the snake. >> on this friday, crews are working fast to get everything set up, putting up bleachers and barricades along the parade route. people from all over are excited to celebrate and turn out for san francisco's well-loved and much anticipated chinese new year parade. >> it's loud. tons of firecrackers. >> i love the dragons and the lions and mostly the marching
4:01 pm
bands. >> it just highlights chinatown's community. >> it's the biggest parade outside of asia. highlighting colorful chinese traditions and culture. >> this parade is basically started back with the chinese arrived in america, and we want to show our chinese culture. lion dance, dance, dance uh- kung fu demonstration. >> this year. abc seven news is the official parade broadcast partner. our anchors will be sharing all the exciting and colorful events as they happen from union square, the parade grand marshal. none other than the well known actress and producer and san francisco native joan chen. as always, hundreds of thousands of people are expected to turn out, and small businesses throughout chinatown are expecting a big boom that includes rnt lounge and kearny street, which is known for its salt and pepper crab and other authentic cantonese dishes. >> we made sure we have enough staff members. we loaded our bar. we have our lunar new year menu. we're ready to handle.
4:02 pm
>> it this year. the chinese new year parade is going to be extra special. it coincides with another big, bold event the nba all-star weekend. noah and kyra are visiting from sydney, and they're admiring one of the newly unveiled murals, this one overlooking portsmouth square. do you know what year this is? year of the snake. >> year of the snake? yeah. >> what do you think about that? >> uh. the mural is stunning. yeah. it's sick. and you also got the basketball in there for the nba all star weekend, which is really cool. >> traffic is going to be a jam. it's going to be huge. >> it will be packed. but it's festive, fun filled and a huge celebration like no other. and sonny fila, now there will be a grand finale fireworks show here at union square. organizers suggest that you get here to the parade route early, maybe as early as 3 or 4 p.m. and again, one more thing to keep in mind from years past. it's a long parade. it's a super fun parade. but also it gets to be reallyde. chilly out here. so you got to bundle up. that's the latest
4:03 pm
live here at union square suzanne phan abc seven news. >> all right, suzanne, thank you so much. so exciting. and the 2025 san francisco chinese new year parade can be seen right here on abc seven. you can watch the live parade tomorrow evening starting at 6:00, right here on abc seven. and wherever you stream abc seven news. >> hundreds of thousands of people are going to be down there. and if the parade wasn't enough, san francisco is also playing host to the 2025 nba all-star game. >> the festivities are getting underway right now tonight, and abc seven sports director larry beil joins us live from the chase center. larry. >> kristen. dan. behind me will have the rising stars challenge that will tip off at 6:00. but let's talk about the business ramifications, because the nba, the all-star game coming here is one of three major sporting events that the bay area will host in the next year and a half or so. so you got nba, and then you'll have the super bowl at levi's stadium and then the world cup in the summer of 2026.
4:04 pm
look, there's no secret here that the bay area's reputation has taken a hit in recent years. you know why we don't have to go over the whole thing again? so an organization called the bay area host committee was formed to help deal with event logistics, also to foster economic growth and remind everybody all around the world that the bay area is indeed a global destination. >> what a great week, right? we are showing the world who we are. i think with announcing a super bowl, doing the handoff with the commissioner, coming back here, kicking off an all star game week. it's a great time to be in the bay. it's a great time to be a bay area resident. >> to bring the world's best. and for the local kids and, you know, other people to be inspired by these performances and the stories. uh- it's going to leave a big legacy, i think, for the community. >> it is always great to see. kristi yamaguchi does so much for the community. of course, olympic gold medalist in figure
4:05 pm
skating. now, this is going to be the third time that the bay area will host the nba all star game. we're going to go into the archives, hit the wayback machine. the very first time was back in 1967, played at the cow palace in daly city. i just love looking back at all this old film footage. i mean, you got the greatest of all time playing. you got wilt chamberlain, bill russell, jerry west, warriors legends rick barry and nate thurmond. barry was the mvp. he scored 38 points and the coach, red auerbach, was thrown out of the all star game. to this day, he's the only coach ever to be thrown out of an all star game. now the game returned to the bay in the year 2000 at the oakland arena. probably best remembered for vinsanity vince carter going full vinsanity and the slam dunk contest. current warriors were asked where they were back in the year 2000. >> i wasn't born yet. my parents never even told me. >> i was not even thought about. >> i was not even a thought.
4:06 pm
i was four years old, was probably on the couch, sitting next to my dad, watching the game, watching vince carter dunk. >> i was a san antonio spur. definitely not at oracle. >> i was in the bay area. that was my i was that was one of my all star years. i was a sixth grader watching vince carter in the dunk contest and just going absolutely crazy over. i remember that. >> steph curry was 11 years old as he watched vince carter in the slam dunk contest. he will be 37 years old next month, so it's been a while. we won't see steph in any slam dunk contest. in fact, unfortunately he's not going to be in the three point shootout either. you know they had plans to try to replay or run back what they did last year with steph and sabrina ionescu and maybe add caitlin clark, but caitlin didn't want to do it. so
4:07 pm
it will just be the standard three point shootout. and the warriors will be represented in that by buddy hield. lots more to come throughout the afternoon. for now live at chase center larry beil abc seven sports. >> it is fun stuff larry. the game has a different format this year, right. walk us through what's changed. >> that might take an hour or two. it used to be just east or west and they played each other. the problem was, and the commissioner got really upset because these guys weren't playing any defense. so last year the winning team scored over 200 points. so they said, all right, we're done with that okay. now you're going to have four teams eight players on each team and they will play against each other. there's also a rising stars element to that. and one of the rising stars teams will play in the final four on sunday. you get you know, one versus two, three versus four. the two winners play. then you have a champion. easy peasy. right. yeah. yeah,
4:08 pm
exactly. you need a roadmap to figure. yeah, exactly. it's really confusing. i might have to talk to adam silver, the commissioner, about reformatting. reformatting for next year? >> yeah, yeah. you know what's not confusing, though, is if you take public transit to the festivities, that's probably the easiest way to enjoy the weekend. bart is encouraging fans to take trains to all star events at the oakland arena and all the events in san francisco at chase center, moscone center, and pier 48. and bart can also get you right to the chinese new year parade in downtown san francisco. the transit agency is adjusting train lengths to accommodate the extra riders. once you're in the city, muni is free all weekend. >> so that's nice. yes, of course. the big question a lot of people have is whether it's going to be raining. we've had such bad storms the last few days. right now the weather is spectacular, as you can see in this live picture from our camera in emeryville. >> meteorologist sandhya patel joins us live now with a first look at our weather. it better be spectacular, sandhya. i wouldn't have it any.
4:09 pm
>> other way. all right, kristen and dan, let me show you a live picture right now from our exploratorium camera. beautiful blue skies here in san francisco. looking at the parade forecast, you will notice that at 4:00, it will be comfortable. upper 50. peeks of sun. dry skies for the parade at 6:00. mostly cloudy later on at night, and you definitely will need the jackets, because temperatures will be dropping by 10 p.m. into the upper 40s. it's also a big weekend for the all star nba all star weekend. partly cloudy tomorrow. 58 degrees on sunday. mostly cloudy with a light breeze. so if you're going to any of the events here in the city, always a good idea to pack that extra layer, especially in the middle of winter. i'll be back with a full look at your weekend forecast. coming right up. dan. >> excellent. nice work there, sandy. >> thank you. >> all right. caltrans crews are still working on clearing a rockslide. that happened last night in sausalito. the slide has completely closed lanes three and four on us 101. that's southbound. caltrans estimates the lanes will not be cleared
4:10 pm
until late tonight, so it's going to be a while. crews will temporarily install concrete barriers to keep any additional debris contained. an east bay woman says someone pretending to be her managed to take money out of her chase bank account from a teller at the bank, even though the suspect didn't have a bank card or a pin. >> can you believe that? it was a local branch that alerted the customers to the mistake, but then corporate denied her request for reimbursement. that is until seven on your side got involved. >> abc seven news investigative reporter melanie woodrow is here with the story. that's scary. >> it really is. and kristen and dan, i was able to get this viewer her money back. and of course, she was thrilled about that. but the whole incident raises questions about security protocols in place for this type of fraud. orinda police are now investigating. >> it's been absolutely ludicrous. >> after nearly two months of trying to get her money back from chase bank, catrina, who asked that we not share her last name, called seven on your side. back in december, a woman used a fake driver's license to make
4:11 pm
two withdrawals from a teller at the orinda chase branch, totaling $1,500. >> i have never been to the branch in my life. >> a banker later told catrina that the suspect didn't have a bank card or pin, just a fake driver's license. it was when she went to make the third withdrawal that the teller became suspicious. >> and they said, okay, i need you to confirm your identity via a code that will send to your cell phone. she said, oh, okay, i forgot my phone in the car. let me go get it. and that's when she never returned. >> the bank then called catrina. >> can you confirm if you were just here at the orinda branch? and i said no, i've been here all along. and he said, okay, there's been an incident. >> catrina filed a police report. the orinda branch also suggested she open up a claim with chase's fraud department. on january 10th. she received a response. >> we are denying your claim. >> in its letter, the bank determined that catrina authorized the withdrawals or that she had benefited from them. >> i was gobsmacked. even the branch the chase branches word was still not enough. >> undeterred, catrina reached
4:12 pm
out to seven on your side. >> i heard back with you. within less than 24 hours later. >> chase tells seven on your side investigates that it has identification checks in place when customers make transactions in the branch or online, but declined to share what they are. after my inquiry, the bank credited katrina's account for $1,500. >> i can't sing enough praises for seven on your side. chase definitely needs to bolster their security. i want to say do better. >> catrina also spent more than $200 on a lifelock identity theft protection subscription. the orinda police department says that the bank did provide video of the suspect, and the investigation remains open. >> wow. that's something. but at least you got her the money back. >> we were glad to be able to do that. >> good job. thanks. >> you're on the case. thank you. all right, just ahead. it is valentine's day, the perfect day for san francisco institution to show off its new digs. >> also, we examine why the trump administration has yet to target california over its immigration and sanctuary policies. >> and it's a blast. later, a

from its historic location. abc seven news reporter lena howland visited the new market and says shoppers give it flowery reviews.
4:16 pm
>> after six decades of business, a breath of new life has been given to the san francisco flower market as they mark their first valentine's day in their new space. >> it's a relief, actually. >> jeannie taggart serves as executive director. they just moved in between christmas and new years, bringing 22 vendors with them from their former space in the soma neighborhood. she says valentine's day, combined with nba all star weekend and lunar new year celebrations, have been a great first test of the facility. >> we worked hard on planning this this building. we have true color lighting overhead so the designers can see exactly the shades of every flower, which is a huge improvement from our old space. >> flower designers like michael dagan, who runs a century old third generation family business, have taken notice. >> it's easier. for one thing. it's a lot. it's new, it's nice and shiny, and the facility is great. they have great refrigeration so they can keep
4:17 pm
the flowers in good shape. >> there's just a big open layout that gives you a fresh array of all the flowers available. yeah. no, it doesn't compare. it's phenomenal. >> for emily mondragon, she's not just here for valentine's day, but rather the last intimate moments as a family of three. >> today i'm being induced with our second baby girl. yeah, we go to the hospital this evening, but we thought, what better way to christen the day than getting some fresh flowers for our daughter and for the delivery room. >> hoping the scents of the familiar, colorful collection she's picking out with her first daughter might even help induce labor. >> we're just so full of love. we're incredibly lucky. and i used to work for the san francisco flower market, so it's especially nostalgic for me to be here at this new location. it's absolutely gorgeous. >> the flower market says they are relatively busy this valentine's day, but they say their biggest day of the year is actually on mother's day. coming up in may in san francisco, lena
4:18 pm
howland, abc seven news. >> a parade of lovers streamed through san francisco city hall this morning for a marathon session of valentine's day weddings. usually, about 25 people get married each day at city hall. today, ten times that many got married. that's 253 couples. deputy marriage commissioner has volunteered to officiate, and so did mayor daniel lowery. he married a few couples this morning, including this happy couple. >> it's fun. i love just the energy in here with all the other brides and families together. and everyone's fighting. >> everyone's just super excited about this day. it's great. >> laura officiated a wedding before he played matchmaker for some friends a decade ago, and then officiated their wedding. >> how cool is that? >> yeah. >> that's nice. and what a beautiful day to get married indoors and outdoors. what i really. >> love is in the air. and thankfully, no rain in the air. finally. >> that's right. and so if you do have valentine's day plans
4:19 pm
this evening, it is going to be dry. dan and kristen, good afternoon everyone. let's take a look at the valentine's day planner. perhaps you're getting off of work and heading out. 6:00 breezy this evening. temperatures in the 50s. it's going to be clear and cooler and getting chilly by 10 p.m. partly cloudy by midnight, mid 40s, so definitely grab the jacket. looking at live doppler seven. yes, that storm came through. it dumped a lot of rain, brought the sierra snow, but everything's winding down. southern california has been slammed by not only heavy rain, but mudslides and flash flooding as well. in the sierra, we just have a few light snow showers remaining over blue canyon. that winter storm warning was dropped. waves t now have been building. this is a live view from santa cruz where we do have a high surf warning going for the entire coast right now. point arena, 17 footers, bodega bay 15 until 3 a.m. tomorrow. that warning is going up to 45 foot west facing beaches. breakers will be bringing life threatening conditions, so just be careful out there. as you look at live doppler

4:21 pm
forecast. and the all important parade is tomorrow. and as people are parading around or watching the parade, it is going to be dry. a chance of a few showers in the north bay on sunday morning. presidents day right now is mostly cloudy and dry. slightly milder weather throughout the work week. almost springlike by the end of the work week next week, and there's one chance of showers on wednesday. so kristen and dan, we just have one little opportunity on sunday. but that's going to be the north bay. so for the parade you're good. >> well none of it matters as long as tomorrow is good. >> tomorrow you're good. just bundle up. >> you delivered. >> thank you. sandhya. >> all right. coming up, nba all-star weekend isn't only for the world's best players. up next, a live report on the not so spectacular players getting into the act tonight in oakland. >> and it's a whale of a tale. later, the kayaker getting scooped up by a hungry humpback and actually liv i mean, i know how the fire affected me,
4:22 pm
and there's always a constant fear that who's to say something like that won't happen again? that's fair. we committed to underground, 10,000 miles of electric line. you look back at where we were 10 years ago and we are in a completely different place today, and it's because of how we need to care for our communities and our customers. i hope that's true. [joe] that's my commitment. [ambient noise]
4:23 pm
4:24 pm
ago, but the town isn't being left out of the all-star festivities. >> not at all. the celebrity game is being held there, with bay area greats barry bonds facing off against jerry rice. >> abc seven news sports reporter sarah hodges is there for us. hey, sarah. >> what's going on, guys? look, i can confirm that rural cool is certainly alive and well. the fans bringing the vibes back to oakland. the celebrity game is
4:25 pm
all about having fun, right? you have actors, actresses, comedians, songwriters all showing what they got on the hardwood. but the nba, they got it right by pinning two bay area legends against each other. jerry rice has won coach barry bonds as the other. so there's certainly bragging rights on the line. and you already know that i had to stir the pot a bit. so barry said that he's the bigger bay area legend. what do you got to say about that? >> oh he did. i want barry to know. i came here for the chili. i came here for the trophy. i came here for the chili. if you didn't come here for the chili, why did you come here and stuff like that? so, look, we're taking out barry bonds. we're taking out two chainz. it doesn't matter. my team is ready to go. >> both of my guys. but i got to go with b bonds. jerry is my guy. guy, guy. but i'm going to go with b bonds, man. i'm gonna see what his team does. >> jerry rice man i mean,
4:26 pm
you know, you don't you don't measure greatness. it's hard to measure greatness at that capacity. so we'll call it a tie. >> that's a good question. oh that's that's a good that's a good question right there. oh. >> are you scared to answer. >> no i mean, because barry is great in his own right. jerry is great in his own right. that's that's a tough one. that would be a good poll question for the news. >> you got. you guys already know i had to have some fun with it. it was so much fun out there. but jerry rice and barry bonds having some great commentary before the game tipped off. and barry was like, you're not even from the bay. you're borrow. and jerry was like, well, i brought the bay more ring. so it was just so much fun to watch. the guys are having a great time and currently right now forwarded to bonds team. so we'll see. >> all right sarah, it's fun to see the trash talking ends up being performance on the field. the competition. >> makes it good fun. well the trump administration is cracking down on states across the
4:27 pm
country for their immigration and sanctuary policies. >> but that's not the case in california. we look into why the golden state hasn't been targeted, at dave's been very excited about saving big with the comcast business 5-year price lock guarantee. five years? -five years. and he's not alone. -high five. it's five years of reliable gig speed internet. five years of advanced securit. five years of a great rate that won't change. it's back. but only for a limited time. high five. five years? -nope.
4:28 pm
comcast business 5-year price lock guarantee. powering five years of savings. powering possibilities. comcast business.
4:29 pm
administration. california led the resistance, if you will, against many of the president's policies. but this time the feeling is different. >> for one thing, governor newsom is vowing to veto a bill that would prevent state prison officials from working with ice agents directly. abc seven news reporter monica madden is here. and you know, monica, this comes as u.s. attorney general pam bondi announces legal action against illinois and new york over laws she believes are really skirting federal
4:30 pm
immigration policy. >> that's right, dan, and these are laws that are similar to california laws. but go a little bit further. however, it's california that historically has been the foil for conservative policies. so why haven't we seen our sanctuary laws being challenged yet? >> we want people to comply with the law. >> in her first lawsuit as u.s. attorney general, pam bondi is targeting states she says are resisting federal immigration law. >> new york has chosen to prioritize illegal aliens over american citizens. as you know, we sued illinois. new york didn't listen. so now you're next. >> could the golden state face similar action? we asked our sister station, wabc in new york, about that state's law that the trump administration is targeting. >> people who don't have the proper documentation, perhaps, to be in this country, can present themselves to a dmv office and get a driver's license. one of the rationales for going after these green light laws, because they they prohibit the state from sharing
4:31 pm
that information with federal law enforcement. of course, state officials say that's actually not true. >> california's dmv law is similar but does not go as far. the golden state's sanctuary state law did get in the judicial crosshairs of trump's first term and survived a court challenge. some democrats in the state legislature want to take immigration protections a step further, and are proposing to limit state prisons cooperations with ice officials. the governor's office tells abc seven news that newsom has always been opposed to protections for immigrants who were convicted of felony offenses or serious misdemeanors. >> not taking a chance and not taking that opportunity to punch california around. immigration in particular, is something that, you know, it really comes out of this attempt, i think, by newsom to placate, you know, the president on all these levels. >> political consultants like jim ross note newsom is making a calculation based on the state's need and perhaps his own ambition. >> i think that he believes that
4:32 pm
to get elected or to run and be effective running for president, california has to do well. and for california to do well, it needs support from the federal government. >> it doesn't mean california is in the clear, with trump officials vowing to go after anyone who gets in the way of promises for mass deportations. it's worth noting that california hasn't been exactly silent in challenging the trump administration. that responsibility has largely been on attorney general rob bonta, who has promised to sue trump wherever he sees violations of the law or if he sees violations of californians rights. >> all right, monica, thank you. >> all right. demonstrators rallied at the stonewall national monument in new york city today after the national park service removed references to transgender and queer people from its website. >> shame, shame shame, shame. >> protesters say removing the words is an attempt by the trump administration to marginalize the transgender community. the monument's website has been altered to only reference lgbt
4:33 pm
individuals. that's lesbian, gay and bisexual people. the t for transgender and q for queer have been deleted. president trump has signed executive orders restricting transgender rights. >> ukrainian president vladimir zelensky is insisting on security guarantees before agreeing to any plan that would end the war in ukraine. during a meeting with vice president j.d. vance, zelenskyy said ukraine must be part of any peace plan negotiations. president trump says ukraine would likely have to give up some of the territory seized by russia as part of a potential peace deal. the u.s. ruled out nato membership for ukraine. >> the 44 is next. we have a kayakers unbelievable encounter with a humpback whale. this one's hard to swallow. and one man's extraordinary search to find a lost bitcoin. you probably go to great lengths to when
4:34 pm
4:35 pm
4:36 pm
orland and sandy are joining us today. and let's begin with a kayaker's unreal encounter at sea. look at this. this is video of a 24 year old getting scooped up. ooh. and then later spit out by a humpback whale near the strait of magellan in southern chile. the video was shot by the man's father. let's watch it again because it's so unbelievable. the man said he
4:37 pm
thought he was going to die, but thankfully his life vest pulled him back to the surface. marine biologists say there was no threat to the man being swallowed. whales throats are pretty small, only about the size of a fist. >> not their mouths. call me ishmael. that is crazy. >> oh, my god, it's pinocchio all over again. >> i know. >> you know i'm the whale expert. because, you know, i went to tonga in august. and let me tell you something. that's right. i mean, they these creatures are humongous. and. but one thing that kind of, you know, put me at ease was the fact that you have to kind of stay behind them when you're, you know, snorkeling because really, they don't go in reverse. so that really kind of calmed me because i'm like, okay, if i stay close to the tail, i'm okay. yeah. and they're so huge and intimidating they can't really turn around. >> and it's like the titanic. >> correct. >> yeah.
4:38 pm
>> so fun fact if you ever being chased by an alligator or a crocodile, zig zag because they can't turn sharply, but they can outrun you straight on. >> well, this is such a useful segment, you guys. >> survival. >> you say? >> well, let's go from whales with an h to the other whales. the country in the united kingdom, that's where a man named james howell is looking to buy this landfill. all right. why would he do that? because he believes it's home to a hard drive he accidentally threw away 12 years ago that contains a bitcoin now valued valued at $800 million. howell has tried almost everything to access the landfill over the years, including offering the city council more than $70 million for permission to dig up the site. now he's considering buying the whole thing all together. sandy. that would be heartbreaking if you thought you had $800 million under all of that. >> yeah. no kidding. but, dan, how sure is he that it is right there? i mean, after all of that, right? >> no. >> you know, and leanne, i still don't fully understand bitcoin. >> who's going to help him. you
4:39 pm
