all happening right now this weekend. good evening. thanks for joining us. i'm dan ashley. >> and i'm ama daetz. it is shaping up to be a very busy weekend in san francisco. and tonight we have abc seven news team coverage. >> sports director larry beil is at chase center, where one of two nba all-star events is already underway. >> and reporter suzanne fawn joins us live from union square, where crews are putting the finishing touches on the chinese new year parade. >> suzanne. >> and you can really feel the energy picking up out here. i can tell you that there are several crews to my left and right. we see families walking by with their basketball jerseys on. everyone is super excited about the parade this year. this year, this parade kicks off and it wraps up two weeks of festivities for the lunar new year. the celebration is all about, of course, the year of the snake. now there's still a lot of work to be done to get ready for this huge event. the chinese new year parade barricades are out, rows and

rows of bleachers are going up, and hundreds of thousands of people are expected to turn out to celebrate. expect floats, elaborate costumes, festive fireworks. the much loved and much anticipated chinese new year parade will include about 5000 participants, and abc7 news will be there as the official broadcast partner. are you going? >> we are going to go, yeah, right. if you're an sf and the parade is on, why not? right. yeah. so i feel like the parade really offers that. >> cultural sense to the neighborhood. so i really enjoy that. >> it's loud, tons of firecrackers, but overall it's very colorful, amazing. it looks like they spend a lot of time practicing and like. >> and this year, the chinese new year parade is going to be extra special. it coincides with another big, bold event, the nba all-star weekend. it's a double win for san francisco chinatown. san francisco is celebrating with two newly unveiled murals, including this one with a snake and basketball. it's the nba all-star chinese new year mural overlooking portsmouth square, and another one nearby is that

willie woo woo wong playground. it is a kobe bryant tribute called mamba spirit. year of the snake mural. back here live now, there will be a grand finale fireworks show here at union square, and organizers suggest that you get here early. they're saying maybe as early as three. definitely no later than four, because there's going to be so much traffic in the area. as you can imagine, with both the nba all-star weekend events and the parade. and they say, bundle up, it's going to be cold. that's the latest live here at union square. suzanne phan back to you. >> great, suzanne, thanks a lot of fun. a lot of traffic, but a lot more fun. of course, several streets will be closed and bus routes are altered in chinatown and around the chase center because of these two big events. here's a look at the parade route, which starts on market street, goes around union square, ending at kearny and columbus. expect delays and you should plan alternate routes. >> the nba all-star festivities are already underway on both sides of the bay with the celebrity game, as well as some of the league's brightest young stars taking the court at chase

center. and that's where we find abc7 news sports director larry beil. hey, larry. >> hi. how are you doing? in about an hour, the rising stars will begin playing behind me. but last year was maybe the worst all star game ever played. let's just, you know, tell it like it is. nobody played any defense. the players really didn't seem to care that much. and the winning team scored over 200 points. the nba said no no no no no we're not running this back again. we're not doing this. so they decided they would change the format rather dramatically, so dramatically i would rather explain the pythagorean theorem to you than go through this format. however, we're going to give it a try here. so let's start with the rising stars. these are rookies and second year players along with the g league all star team. you got four teams, eight players per squad. the first team to 40 points advances. so how does this go? team one plays team two. then three plays four. and then the two winners meet to

determine the rising stars squad that makes the final four on sunday. and that's when the regular all stars join the competition. steph curry team. it's so loaded it's unbelievable. he's got lebron and kevin durant as his teammates. the goal here obviously is to bring some new energy with a new format. >> i'm very excited. just adds a new depth and new element to the rising stars game. i think we're all going to come out and compete and it's going to be a lot of fun. all of us freshmen and sophomores are. our goal is to be an all star one day. and so to have this kind of mini opportunity of playing in the all star game without being an all star, i think us just bringing that competitive spirit will make the guys that have been all stars, you know, 10 or 15 times, you know, play harder. and i think that's just what everybody wants to see on sunday. i think the vets obviously they don't want to lose. and if we play them, i know we're going to be playing pretty freaking hard. so i think they'll they'll try to take it to us a little bit. they might

oakland police have arrested a 33 year old man suspected of killing shaw. shaw was gunned down last month in an industrial part of the city. police say a group of suspects tried to ram through the door of an apparent cannabis business. shaw confronted the group and was shot to death. the man suspected in the killing will be in court next week. >> san francisco sheriff's department confirms people impersonating department of government efficiency officials were at city hall today. the three men, dressed in doge shirts and maga hats, and they entered several offices just after noon. they demanded digital information related to alleged wasteful government spending and fraud. employees refused and called sheriff's deputies. the people then just took off. the sheriff's office is reviewing surveillance and using other investigative tools to work on finding some leads. >> in san francisco's japantown. today, there was a call regarding history and being certain not to repeat it. that's amid concerns over the mass deportations facing immigrant communities. abc seven news reporter luz pena went to the

national japanese american historical society, where concentration camp survivors honored the bay area day of remembrance. >> it's been 83 years since florentino miller's life changed forever. she was six years old when she and her family were forced into a concentration camp in february of 1942. >> i was a child, and so i feel that i was protected by my mother. >> saburo fukuda was seven years old when he saw fbi agents take his dad at church. >> and we were forced to live in a horse stalls at tanforan assembly. we were all enclosed in a one room barrack. >> their lives will forever be marked by the signing of executive order 9066, which allowed for the mass incarceration of japanese americans. nearly two months after the pearl harbor attack. this was president franklin

roosevelt's effort to address the fear of potential espionage. over 100,000 japanese americans were forced to live in camps through most of the war. this week, they're remembering that painful history. >> it's an important time for our community, because it's a time where we gather together to remember our collective history, especially the dark days. >> almost immediately after the incarceration, president roosevelt invoked the alien enemies act of 1798, which allowed for the deportation of german, italian, and mostly japanese immigrants. during his campaign, president donald trump vowed to invoke that same act to target migrant criminal networks operating in the u.s. this has brought back the history many japanese americans experienced. >> we are angry that this current administration is actually using the template of japanese american forced removal and mass incarceration as the

>> i got one recently. abc seven news reporter tim johns looked into the scam for us and has the story. >> a warning to local drivers about an ongoing scam involving fastrak all around the bay area. people have been getting texts just like this one, warning them they owe money for an overdue toll. some of the messages even saying drivers could face penalties like a suspension of their vehicle registration or legal proceedings if they don't pay up. john goodwin is a spokesperson for the metropolitan transportation commission, the organization that runs fastrak. >> neither we with the fastrak operation here in the bay area nor any other legitimate toll operator is going to seek to collect payment from customers by sending a text message with a link to a website. >> goodwin says this scam has been ongoing for about a year, and over that time period, it's evolved continuously to try and trick more people. >> this is the second iteration of messages that we've received

this calendar year that we've been made aware of. >> on the streets of san francisco, we met donald gable, who told us both he and his wife have been getting the scam text messages for months. >> actually, i just got one this morning. >> gable showed it to us, saying he can see why some people would fall for the scam. >> it's pretty precise and clear. concise. excuse me? and it just says what you need to, why it's being sent and what you need to do to rectify the problem. >> fellow san francisco resident jeremy fortes says he, too, has gotten the messages. while fortes knows not to fall for them, he says he worries that older friends or family members might get confused. >> when i see them, i always know, like, wow, i bet you this is working for a lot of people. >> fastrak officials say they're actively working to try and get the scam shut down. >> we have employed a domain shutdown service to try to stamp these out. but, you know, it's a bit of a it's a bit of a whack a

is denied state farm's latest request for an emergency rate hike. state farm wants to raise its homeowner policy rates by up to 22%. the company cites its dire financial situation in the wake of the los angeles county wildfires. but the insurance commissioner says the company must first provide clarity on the company's financial condition and show the increases are necessary and not excessive. prior to the fires, state farm was seeking a rate hike of up to
