over parts of the north bay. lisa has what you need to know as you start to plan your sunday. good morning everybody. it's sunday, february 16th. lisa, what a night in san francisco. >> yeah. still partying out there? i couldn't even get through to work this morning. a lot of action out there. i mean. >> the floats, the lion dancers. it's just the city really felt alive. >> yes, it looked really colorful and fun. all right. good morning everybody. we are starting out with live doppler seven, where you can see not only do we have the clouds, but the radar overlay overlaying that. and you'll notice why. because a close to home up in the north bay, some shower activity around santa rosa right now at the coast. highway 101 back towards point raise, marshall and dylan beach, looking at a few light showers and into yountville. highway 29. otherwise, it's cloudy and milder. 42 san jose 39. half moon bay 42, in sonoma, so the cloud cover keeping the temperatures up this morning from 2 to 9 degrees. and here's a look at the shower activity

throughout the morning hours. so by 6:00 it kind of moves over san francisco oakland and then really just falls apart. so we're left with cloud cover upper 50s today throughout the afternoon. and then notice more clouds will keep the temperatures up as we get to the early evening hours. so we have got that weak system today. another opportunity and much warmer weather headed our way to talk about coming up. steph. >> all right lisa thank you. well it certainly was a spectacle in san francisco last night over at chase center. it was nba all star saturday night where one of the contestants in the dunk contest put on a show. and there was a, of course, the chinese new year parade that you saw live here on abc seven for the first time ever. it's billed as the largest celebration of its kind outside of asia, and it was truly spectacular. here's abc seven news reporter tara campbell. >> reporter. from the faces to

the floats, dances and drums, the san francisco chinese new year parade taking the streets. >> okay, here we go. >> and a famous face kicking it off at union square. chinese american actor and longtime resident joan chen. this year's parade marshal. taking a moment to talk to our abc seven news team. >> it's a great honor. this is my city and this. this. i didn't expect that so many people turned up like it's crowd all the way around this. >> the largest lunar new year celebration outside asia. people have been packing onto these sidewalks in anticipation of catching this parade. we've met people from right here in san francisco as well as from around the world. >> this is my first time to come here to celebrate this festival with all of the san franciscans here. >> for ben wang, it's a reminder of home moving here from china. >> i realize i'm still in the hometown. yeah, because there

are so many people celebrate the same things with us. >> i do like photo video. so just to capture as well, like what's going on? i think it's an important time in sf. so to be able to capture that and make it last forever. >> it's so fun to see san francisco with so much people again. it's been a long time. >> i can't remember the last time i was in the city and saw this many people, and it feels like the city is coming back, and there's great energy here today and it feels really good. >> this parade is amazing. there's tens, if not hundreds of thousands of people. >> and san francisco mayor daniel lurie agrees. >> look at san francisco. we are showing off to the world. we got over 3 million people watching this parade. we have one of the largest, oldest chinatowns in north america right here in san francisco. you got to come out and see our great city. >> this is so exciting. happy new year. >> kara campbell, abc seven news. >> now, before the parade, people paid a visit to the community street fair. it takes

over several blocks of chinatown, and if you missed out yesterday, it will be back again today. in our next half hour, we'll give you a closer look at the fair and its impact. well, today, several streets will remain closed through 11 p.m. because of chinese new year related events. they include grant avenue between california street and broadway. pacific between columbus avenue and stockton street. jackson between stockton and kearny streets, as well as washington between stockton and kearny. we have a lot more coverage of the chinese new year parade and all the festivities over on our website, abc seven news.com. you'll find links and stories right there on the front page. san francisco's glide foundation is getting a sizable donation from nba legend charles barkley. he's pledged $250,000 to the organization. barkley has had a mostly light hearted beef with warriors fans over the years, many about his comments about the state of san francisco. now, he made that

donation pledge after spending saturday morning at glide shelter for the unhoused. meanwhile, fans flocked to chase center last night and it was packed. some people hoped to walk up and get a ticket, but it was completely sold out. the all star game is also doubling a chance for san francisco to show what it has to offer to visitors. abc seven news reporter anser hassan was there, and he found fans from all over. >> follow the fans and they will lead you here. thrive city at chase center. >> i enjoyed the set up. and you know, as a fan, even though you know it's a good experience. >> thousands showed up for the nba all star events and some for celebrity sightseeing. >> we actually got to go to a museum, but then we just saw athletes walking around the city, and then we had people following them, and then we actually got to go to the crossover event. so that was super dope to be a part of. >> i got a chance to see. >> shaquille o'neal. how was that? wow. it was, it was it's so surreal when you meet someone

in person. >> of course not everybody made it inside for the sell out events, but there were other events to keep everybody busy. >> we were doing three on three and our team won, so we got to keep the shoes. >> and the fans. they poured in from across the country. sanchez mcnatt is from south carolina. this is his first time visiting the bay area. he went to the oakland coliseum for events on friday. here today for the dunk contest. but the big takeaway? the city of san francisco. how san francisco been as a host. >> oh, man, it's been lovely. food is delicious, man. i'm literally stuffed now. like. no lie. oh, impressed. oh, i love it. i'm coming back. i'm coming back. >> even some locals are feeling the buzz. >> it's awesome. >> it's so awesome. and i think it's done a lot for the city. it just feels like it's revitalizing and bringing the energy back to san francisco. it's been missing for a long time. >> i would say san francisco step up the notch when it comes to like, security, especially

with what happened in the previous events. everything is, you know, tight and locked in. >> the all star weekend comes to an end with the all star game on sunday in san francisco, anser hassan. abc seven news. >> well, multiple streets are closed through midnight tonight because of all the all star events. they are 16th street between third and terry a francois boulevard warriors way between third and bridgeview way and southbound terry a francois boulevard between 16th street and mission bay. now, with so much going on, san francisco's emergency operations center has increased its activation status for the weekend. the eoc monitors potential threats to citywide activities and events. one of the protective measures in place are texts from alert sf that will be used to inform subscribers of significant nba all star related impacts to city services, such as transit disruptions and other emergency related.

>> just making sure that we keep people safe, whether they're going to the lunar new year parade, whether they're heading to chase and thrive city, or just down on powell street, which is packed right now, it is hopping around the city. people are out having a great time. >> the agency is urging the public to be aware of your surroundings, and if you see anything suspicious, immediately let the police or event staff know. well, new this morning san francisco fire crews have been searching all night for a man who went missing in the bay. a man and a woman fell into the water between embarcadero and bryant street late last night. the woman was rescued and taken to a hospital, but the man still remains missing. crews have been searching between piers, 30 and 32, where the victims originally fell into the water. they have since extended that search overnight. officials don't know how the man and woman fell into the water, but it was where last night's drone show launched in the south bay. an update on a

stabbing we first told you about on friday. it's now turned into a homicide investigation. the stabbing happened just after seven friday night on santana row, san jose. police say the victim died in the hospital. police have not released any information about possible suspects. fire crews are investigating what caused a house fire in san mateo county. it started early saturday morning on canyon road in the burlingame hills. everyone inside was able to safely make it out and thankfully, no one was hurt. fire crews say there were many boxes inside this house, though, and they're warning people about keeping too much cardboard in your home to help prevent flames from spreading easily. all right, let's check on conditions outside with lisa. good morning. >> good morning. it's certainly milder out there with all the cloud cover. a pretty view right now from our sportatorium camera, where you could see a few sprinkles around just in the morning hours. but we're going to be left with a lot of cloud cover, not only today, the next

delhi railway station just around ten last night. nine women and five children were among the 18 victims. authorities say the stampede started when delays to two train services and a rush of passengers led to significant overcrowding. israeli prime minister benjamin netanyahu is figuring out israel's next move after yesterday's six hostage exchange. three israeli hostages, including a 36 year old american-israeli man, were released from gaza. more than 360 palestinian prisoners were freed in return. there are just over two weeks left in the initial phase of the ceasefire. the bay area jewish federation released a statement saying they're relieved to see the agreement holding. but they add, quote, we will not forget the remaining 70 hostages who have languished in gaza for 498 days and are awaiting their release. the federation will continue its advocacy for these hostages until every last one of them is

home. meanwhile, gaza is not for sale. that's the message to president trump from pro-palestinian demonstrators here in san francisco. the protest was held outside the powell street bart station saturday afternoon. demonstrators accused the white house of sabotaging the ceasefire in place in gaza by calling for millions of palestinians to be moved out of the area. >> i would like to see a cessation of fire and the ability of palestinians to have dignity, and for them to have uh. the what i'm looking for is sovereignty on their land. >> trump said last week he wants the u.s. to take over the gaza strip, send the palestinians elsewhere and redevelop that land. israeli prime minister benjamin netanyahu said it was, quote, worth listening carefully to that idea. back here at home, napa's wine industry could be impacted by the layoffs of

federal workers. north bay congressman mike thompson says elon musk has ordered the department of agriculture to fire uc davis researchers who are studying how smoke impacts grape crops. he said, quote, in firing the only two smoke exposure researchers in our region. elon musk and his republican enablers are not only throwing out a decade of research progress, they are making it harder for our agricultural producers to recover after wildfires strike down south. part of the pacific coast highway remained closed yesterday from malibu to the pacific palisades due to the mudslide cleanup. a powerful storm on thursday dropped about two inches of rain. that's according to the national weather service. the first slide was recorded around 130 on thursday afternoon, and crews have spent the past couple of days cleaning all that up. meanwhile, the santa cruz wharf has reopened after waves pounded the central coast on friday.

large swells were predicted to be more than 30ft high in some areas. the harbor master explained the decision to close the jetty to visitors. >> one thing we like to do during swells like this is close off the jetties. so we did close off the west jetty and this morning there were waves breaking over it. now that the tide is dropping, we're not seeing that as much. >> lifeguards and first responders patrolled the beaches on friday, positioning jet skis in case of a water rescue. officials said the high surf warning did little in terms of coastal flooding or damage. nothing like what they saw in december that led to the wharf partially collapsing. that storm shut the wharf down for nearly two weeks. meanwhile, our forecast here at home has been a lot calmer in recent days. but do we have a chance of any moisture coming up? >> yeah we do. we have a few sprinkles to the north of us. we're watching them and they will be moving out of the bay area after about 7 or 8:00 and

maybe a dusting of snow. so mount shasta, extreme northern california, looking at the rainfall. very light rainfall and perhaps a maybe a couple hundredths up towards santa rosa and down through marin county. the coastline will give you a tour. here is live doppler seven. you see that lightning strike offshore, but we are looking at the light rain from cloverdale to santa rosa. highway 101 and right along the coast there, the marin county coast will go in closer from point reyes around marshall highway one, inverness. this is just a lot of farm country here. and also looking at olema, maybe a few sprinkles as we get into vacaville and i-80. so most of this north of i-80 moving into sacramento and just kind of fizzling out. so with the cloud cover, we have temperatures from the low 40s in livermore to the mid 40s from san rafael, 48 though downtown, all that cloud cover insulating us. so morning showers today looking at partly cloudy. a lot of clouds around

monday and tuesday, but we will be dry. our next opportunity for rain comes in on wednesday and it's another slight chance. and then we'll be looking at those showers once again, maybe a 10th to 2/10. here's a look at how what's going to play out today. so you notice through 6:00 it remains in the north bay. maybe a sprinkle over to the east bay. 8:00 you could see a few sprinkles just kind of moving through the bay shore. otherwise we're left with the clouds around and a somewhat mild afternoon. here's a look at the rainfall amounts. anywhere from a couple of hundreds there to a 10th up in santa rosa. so light activity throughout the early morning hours, and then we're left with a good deal of cloud cover. we take you out to the next seven days, and you'll notice that perhaps san francisco picks up a quarter of an inch upwards of a half inch in in santa rosa, and then maybe a 10th down in san jose. so no big impacts this week, just some light rain shower chances today. then again on wednesday, mainly

are warning of an increase in flu cases and hospitalizations. the california department of public health says more than 26% of flu tests were positive last week, which is considered very high. they also report 11 children in the state have died from the flu. vaccination rates remain lower in california compared to years past, which is why the state is urging all californians who are six months and older to get vaccinated. we're tracking a school budget crisis across the bay area's biggest cities. school leaders in san jose and san francisco are facing multi-million dollar budget deficits, with few easy solutions for san francisco, unified has vowed school closures are off the table. at this week's board meeting, superintendent maria su laid out her plan to cut almost $114 million from the budget. the budget issue stems from declining enrollment and loss of funding. district officials say it's focused on keeping the impact on students as minimal as possible.

>> about 80% of usd's $1.3 billion budget is staff, and so unfortunately, there will need to be some positions that are reduced for next year. >> teachers have protested the planned cuts. some educators say the district needs to prioritize the classroom and move away from focusing on administrative tasks and costs. s.f, usd officials say layoffs will all be in accordance with the law and contracts they have with teachers unions. in the south bay, a decision on school closures has been postponed by at least two weeks. the franklin-mckinley school district in san jose is looking at a list of six schools. the district appears to have settled on three to close, but they are looking for a total of five, and it was clear that there wasn't a consensus at the district's last meeting. the debate at times was heated. >> if we don't do anything right now, by january we will be bankrupt. we will not be able to

pay our teachers by next january if we do nothing. >> the two weeks will give the board more time to reach a final decision. each closure could save the district around $1 million. across the nation, amazon workers in north carolina won't be unionizing anytime soon. the warehouse workers overwhelmingly voted against the effort to form a union yesterday. in fact, more than 2400 workers voted against it. nearly 830 workers voted in favor of a union, which was only 25% of the vote, according to the national labor relations board, at least 30% of workers need to sign cards or petitions saying they want to unionize to be granted an election. well, if you're looking for a mood boost, it might be time to book your next trip. and as abc news reporter reena roy tells us, you don't have to wait until your travel dates to feel the effects. >> feeling those winter blues. although retail therapy can give us a quick rush, there might be a better way to spend your money

you're watching abc seven mornings live. >> good morning everybody. we're starting this half hour with a look at the weather and some changes, potentially for the north bay. >> yes. that's right. you know, we could even see a few showers sneak into the east bay, san francisco in the next couple of hours as a weak cold front moves down from extreme northern california, really impacting i-80 northward. and you can see how we've got the wet weather from santa rosa north into cloverdale, saint helena, we take you to the coast there by point reyes and even marin county. not really wet yet. and vacaville 80, yountville 43 with the cloud cover in fremont, 42 there in gilroy with low 40s up in sonoma. so we have been mild due to the cloudy night and we'll get into a cloudy afternoon. but between now and then there is a chance of showers. notice how 6:00 could see a few sprinkles into 8:00

over, perhaps into the san ramon valley. and then we're left with the clouds today. stephanie. >> all right, lisa, thank you. from giant pandas to celebrity guests, the chinese new year parade had it all. let's take a look at some of the highlights. grand marshal joan chen had the honor of lighting the traditional firecrackers to commemorate chinese new year. the actor and producer shared her hope for the new year. >> i think it's a new beginning for our city, with our new mayor, with our new civic leaders, and i feel the year of snake is going to be a great year. >> tens of thousands of people filled the streets to see dragon dances, martial arts demonstrations, and more celebrations of chinese culture. the parade capped off about two weeks of celebrations to ring in

the year of the snake. well, it's a huge weekend with not just the chinese new year parade, but the nba all-star game as well. with the big crowds should come a big financial boost for san francisco. abc seven news reporter suzanne fawn shows us what the buzz is all about. >> fun, festive and outpouring of timeless traditions. the two day chinese new year community festival in chinatown, san francisco, celebrates a new lunar year. >> the year of the snake. >> and this year, there's a very special convergence with the chinese new year parade and the nba all star weekend in san francisco. so that means lots of basketball fans. >> i love basketball, diehard fans. >> and even celebrities. >> i'm a former nba player, assistant coach of the miami heat. >> are packing into san francisco's chinatown. bo hong and little caleb are visiting from l.a. >> now is caron butler. he used to play on the lakers, by the way. it was cool to see.

>> him in chinatown. two special murals connect the year of the snake and the nba, including this one at willie woo woo park where there are plenty of hoop dreams. malcolm young is the executive director of chinatown community development center. he says the chinese new year parade and the all-star event are a dynamic duo, shining a light on the city of san francisco. >> i think these two events coming together is really showing the best of san francisco. it's highlighting the culture of the city, which is grounded and rooted in immigrants. you know, writ large. immigrants have made this city in many ways. >> in union square, cable cars on the streets are filled with visitors, many of them eager to spend big. this guy definitely scoring a lot on merch this weekend. >> early release flu game. >> these two major events are a big win for the city. this weekend alone could generate $350 million for san francisco, for sure. san francisco is winning. >> the all-star game and you know, chinatown chinese new year's parade coming together at the same time, i think is a really, really wonderful thing.

>> in san francisco. suzanne phan abc seven news. >> well, suzanne showed us the murals in san francisco. and here's a look at one across the bay in downtown oakland. it's at broadway in 22nd street, and it's called hoop dreams. it features a boy daydreaming in his room. his walls are painted with bay area basketball and music idols. a total of four murals are up across oakland and san francisco. they all combined bay area culture and basketball and were designed by local artists. beautiful. well, muni is free for the rest of the weekend because of the parade and the all star events. fares on all busses and trains are being waived through midnight, so you will still have to pay to ride cable cars. but all the regular fares will be free. to washington now, where the pentagon and the internal revenue service could be the next federal agencies to see personnel cuts. this comes as

president donald trump and elon musk's department of government efficiency, or doge, works to reshape the federal government. here's abc news reporter chuck sivertsen. >> president trump continues to carry through with his plans to trim the size of the federal government. 15,000 irs workers facing potential termination in the middle of tax season. sources telling abc news the cuts could come as early as next week. the potential impact is unclear. sources say the employees do not work directly on processing tax filings, but so much of the agency's work is connected to that central mission. it's the latest move in the ongoing and unprecedented purge of the federal workforce. >> we want to downsize government but make it better. >> these sweeping cuts first, targeting roughly 200,000 probationary federal employees across the government. at least 2000 workers fired from the department of energy. more than 1000 from veterans affairs and another 1000 from the centers for disease control, including half of the agency's doctors and

together. they're working to publish the study without the government's help. they say the national nature assessment would, for the first time, document both the challenges and opportunities we have with nature. it covers impacts from climate change to the economy to human health. >> as academics, this was the closest thing that we had to being able to give back to our country. but i think even more importantly, our communities. >> the group of scientists say they're looking for a platform that will publish the report and get national attention. meanwhile, in kentucky, people are experiencing dangerous rainfall and tornadoes as a storm sweeps across the east coast. hopkinsville first responders have already conducted nearly 30 water rescues today. water reached historic levels in kentucky on saturday. certain parts of the east show toppled trees, vehicles submerged in flood waters and inundated roadways.

it comes just two years after the deadly flooding that killed 43 people in the state. cleanup has resumed for the iconic dukes restaurant in malibu after it was inundated with mud during this week's storm. the eatery's front entrance was layered with mud and debris, forcing cleanup efforts to be halted on thursday. it comes after the famous restaurant escaped the palisades fires last month. workers were able to scoop up a lot of the mud saturday after the heavy rainfall cleared. duke's malibu has been open since 1915. originally known as las flores in. a teenager is recovering after falling inside a mineshaft in placer county. cal fire released video of fire crews rescuing the 16 year old boy you see here. they say on monday, he and his friends attempted to repel down a vertical section of the shaft using ropes. the rope snapped, causing the teen to fall about 30ft. fire crews had to use a

pictures or take a few videos? but a team of student researchers from stanford robotics believe their images offer a powerful technique for expanding shark conservation. >> we took our drones to santa elena bay, a marine protected area in costa rica, to study and tag endangered pacific sharks. >> the team tracked their fieldwork during an expedition and assembled it into a video. they're hoping to document the power of drone photography coupled with artificial intelligence. we assembled the shark chasers back at stanford to take us behind the scenes. field team member dakota reemtsma says the computer science is as important as the drone hardware. >> one of the strengths of the model and incorporating machine learning and ai is that it is generalizable, and that it's also kind of infinitely specialized. >> the targets varied from the habitats around santa elena bay to the marine life, like sharks that inhabit it. to test their

drone powered platform, the team first hit the water to survey the area up close. then they compared that data to images they collected with the drone footage and a sort of 3d viewing model. mark leone says they're advancing recognition. technology could give the aerial technique even more capabilities. >> to actually automatically detect and track the sharks in the imagery. >> a sort of facial to fin recognition, including size, motion and potential behavior. chinmay lalgudi says the platform could work with multiple drone models or other types of photo survey technologies, with the potential to fast track field research and make it easier to work in remote areas. >> where now you don't need all this human expertise and effort and time it takes to annotate this data. instead, you could directly apply our pipeline and a future version of our pipeline to then automatically detect marine organisms, from sharks to whales to. et cetera.
