condition. >> rebecca: we begin with the flooding emergency. heavy rain sparking deadly flash floods in kentucky, with more than 1,000 people rescued from the rising waters. alex perez is in louisville for us. good morning, alex. >> reporter: good morning, rebecca. i want you to take a look behind me. you can see just how swollen the banks of the ohio river are. this walkway completely under water. it's been a long weekend of round the clock rescues. residents struggling to keep up with the rising waters. this morning scenes of deadly and devastating flooding across the southeast. rescue operations under way in hard hit kentucky after at least nine people were killed, including one child, when more than 8 inches of rain battered parts of the state. >> every time we get a good rain it floods. every time. >> reporter: prompting more than 1,000 water rescues. >> water is close to going over the bridge. >> reporter: you can see those high waters creeping up to this

bridge in kentucky. >> oh, no. this is never gonna get fixed. >> reporter: in pikeville, flooding tearing apart road, an suv washing off the road into a ditch. in jackson, cars left abandoned, the storm leaving them submerged in water. >> this is one of the most serious weather events we've seen in at least a decade. >> reporter: president trump approving an emergency declaration for the state. in rives, tennessee, these aerial videos showing the massive scope of the damage. >> about four hours in the water. >> reporter: two residents had to be taken to safety by boat before driving themselves to union city, tennessee. they spoke to abc news from their hotel room. >> we're fortunate enough that we can stay at a hotel tonight, but what's gonna happen tomorrow, the next night, the next night? we don't know. >> reporter: they are not in the clear just yet. they are bracing across the area for snow and plummeting temperatures as we head into the week.

linsey? >> linsey: another cold one on tap. all right. thanks so much, aeult lection. ginger is here with the forecast for the forecast as well as the developing storm set to hit later on this week. feel likes ground hogs day. >> ginger: when we are saying active patterns, this is what we mean. let's start in new york city. it's quite windy out there. really windy. a bumpy camera from the statue of liberty looking at manhattan. we'll not only have wind advisories that have gusts up to 50, but if you go to scranton, or binghamton, new york, you've got warnings for up to 65 mile per hour winds. that could take down tree, even power lines. there are warnings in kentucky, southern eupbdz indiana, west virginia. that's because the rivers are up. you're gonna get snow later this week. it's gonna come from the snow where we've got winter storm warnings from kansas to arkansas. let's time out that next storm. it all starts tuesday. kansas getting hit there. oklahoma city maybe freezing. same thing for little rock tuesday. the heaviest snow looks to fall in the ozarks and makes its way across nashville and through the

mid-atlantic, like virginia and north carolina. looks like it stays off into the ocean but we'll be watching that one when it develops. that's when the heaviest snow will fall. behind that, we're talking about dallas could see wind chills close to 10 below zero. we could break dozens of record lows this week. >> rebecca: thank you, ginger. i felt that air in new york. it just blew the car door closed this morning. you've also got this flooding and the snowstorm that slammed the northeast, creating a travel mess on the roads and the air on this holiday weekend. our transportation correspondent, as luck would have it, right here, gio. break it down for us. this is messy. >> gio: it really is messy. the biggest issue are people on flights that were cancelled yesterday. they're trying to get on new flights today. there were a lot of them. take a look at this. on sunday more than 1,800 flights cancelled in the u.s., 10,000 delays. hundreds more cancelled and delayed today. if you're in the northeast, those are the airports hit the hardest. new york, boston, philly, d.c. all hit hard by snow and sleet.

winds may cause even more issues so have that airline app downloaded on your phone and ready to make any last minute changes. of course, today is president day and people will look to be hitting the roads after the long weekend. watch out for icy roads. after this wet weekend in the northeast, some areas are below freezing and that is the perfect recipe for black ice. bottom line, take your time if you're flying. try to make flight changes immediately on your app so you can get that done right away. >> rebecca: always have the app. >> gio: absolutely. while we're talking about these flight changes and emergencies, we have a travel emergency that happened over the weekend. a united flight diverted and grounded for days. trevor ault is following that. hey, trevor. >> good morning, guys. this is horrific luck for these passengers. they were trying to get to dublin. they had a medical emergency, then days of severe weather. it left everyone stuck in a canadian blizzard, some with only the clothes on their back. over the weekend, a nightmare stretch of chaos and confusion. passengers on a united flight to ireland were diverted to canada

and stranded for multiple days. >> united 23 cleared to land runway 10. >> reporter: united flight 23 from newark to dublin, instead landed at st. john's international airport in newfoundland canada because of a medical emergency. then severe weather kept them there for several more days. cardinal timothy dolan, the archbishop of new york, was on board. >> about halfway over the atlantic there was a medical emergency and we ended up with you. we're still here. >> reporter: he still presided over sunday mass in canada. >> we are sure grateful, very grateful for the hospitality that you all have shown to us. >> reporter: the airline says they needed to address a medical issue with a passenger on board. >> basically the next 3 1/2, 4 hours we sat there on the tarmac with almost no information from united. >> reporter: the passengers were taken by bus to a nearby hotel. they were then told to return to the airport saturday at 4 a.m. only to find out five minutes

before boarding that flight had been cancelled due to severe weather. >> the airline's communication with passengers have been sparce to nonexistent which is frustrating. at the same time, it'd be nice if the airline was communicating with us openly. >> this flight was finally able to make it to ireland yesterday but it impacted more than 250 passengers on board. >> gio: wow. just fascinating, cardinal dolan was on that flight. leading mass from canada. >> linsey: that would make me feel a little safer. [ laughter ] >> watching over everybody. >> rebecca: thank you so much, trevor. we appreciate it. we turn to the overhaul of the federal government. president trump taking a lap around the daytona 500 on sunday as government agencies and workers scramble amid mass layoffs. senior political correspondent rachel scott is in washington with the latest. good morning, rachel. >> reporter: rebecca, good morning to you. these layoffs are widespread, touching every corner of the federal government. and this morning, we are learning that elon musk and his team are targeting the irs,

looking to gain access to sensitive information. this morning abc news learning elon musk and his team at the department of government efficiency are looking to gain access to an irs data system that retains the personal tax information of millions of americans. it comes as musk and the administration are targeting roughly 200,000 federal employees who have been on the job for less than a year. sources say 15,000 workers at the irs facing potential layoffs in the middle of tax season. over at the faa, one union says several hundred probationary workers began to receive firing notices friday night. others could be barred from entering faa buildings tomorrow. the move comes just three weeks after the deadly midair collision over washington, d.c., and an on going shortage of air traffic controllers. immigration judges also part of sweeping cut, with 13 who were about to be sworn in, fired on friday. and two current judges were removed without cause. at the department of energy, at

least 2,000 workers let go, more than 1,000 fired from veterans affairs and another 1,000 from cdc. among them half of the agency's so called disease detectives, doctors and scientists who span out across the country and the world to stop outbreaks. despite concerns from critics, the president is showing no signs of slowing down. >> we want to downsize government but make it better. run it better, but downsize. >> reporter: nick detter worked as a natural resource specialist helping farmers reduce soil and water erosion. he was fired thursday. despite already accepting a buyout offer to be paid through september. >> i would never say there's no room for improvement and efficiency in the federal government, but in my experience over the last month with this whole thing, that's not what this has been. this has just been slash and burn. >> reporter: the administration says some terminations were sent in error to employees who accepted the buyout offer. confusion stretching to the national nuclear security administration, the agency that maintains america's nuclear stock piles. up to 300 employees were fired.

officials frantically trying to hire them back writing to employees, the termination letters for some probationary employees are being rescinded. we do not have a good way to get in touch with those personnel. so elon musk and his team promise to update their website by valentine's day with information about how much they are saving the federal government. but as of this morning that page is still blank. meanwhile the administration is facing a series of legal challenges. this morning we are learning the president's fight to fire an independent watch dog is reaching the supreme court. congress limited president's power to fire a leader without cause. the high court is expected to weigh in over the next few days. >> linsey: all right, rachel. thank you. now to negotiations to end the war in ukraine. secretary of state marco rubio and others are meeting with top russian officials as ukraine and europe fear they are being side lined. our senior national correspondent terry moran has more. good morning, terry. >> reporter: good morning, linsey. this morning

president trump is sending those top officials to saudi arabia to meet face to face with russian negotiators for talks aimed at ending the war in ukraine, but ukraine isn't even invited to these talk. america's european allies aren't either. overnight the president's team arriving in saudi arabia to meet with vladamir putin's emissary. their mission, find a path to end the war in ukraine, almost three years after russia's brutal invasion began. >> we're moving along. we're trying to get peace between russia and ukraine. we're working very hard on it. it's a war that should have never started. >> reporter: but there are already concerns that russia has the upper hand in these talks. just days ago, president trump had a 90-minute call with putin. asked if the u.s. will call on ukraine to surrender sovereign territory now held by russia, white house official envoy steve whitkoff wouldn't answer. >> i'm not dismissive of the details. they're important. the beginning is trust building.

>> reporter: vladamir zelenskyy declaring his country will not accept a deal it did not help negotiate, and he delivered a stark warning if the u.s. pulls out of nato. >> the risk that russia will occupy europe is 100%. >> reporter: the strains in the transatlantic alliance were front and center in munich where vice president vance stunned european leaders in a speech rebuking them for trying to supress far right political parties. >> you cannot win a democratic mandate by censoring your opponents or putting them in jail. >> we just learned that president zelenskyy will be going to saudi arabia tomorrow. this is a preplanned trip. he will be speaking only with saudi officials. meanwhile marco rubio is also continuing the trump administration's efforts to find peace in gaza. trump's proposal that the u.s. should take over gaza and palestinians should be resettled has hit a dead end with arab nations. rubio is expected to press the

saudis to offer their own alternative. linsey? >> linsey: all right, terry. thank you. >> gio: now to the deadly terror attack in austria. a teen killed and five people injured after being stabbed. britt clennett joins with us more on what we know now. good morning. >> reporter: good morning. authorities now saying the suspect behind that horrific knife attack in austria was inspired by isis. officials saying a 23-year-old man from syria used a folding knife in the main square of the city in the south. he started stabbing indiscriminately killing a 14-year-old boy and injuring five others three of them are in intensive care but stable. many are praising a food delivery driver for stopping the attack by ramming his car into him, allowing police to make that arrest. the interior minister is saying the suspect has links to isis and radicalized himself online. he is charged with murder and multiple attempted murders. this is the second suspected isis inspired attack in austria in recent years. and in july, taylor swift was

forced to cancel three concerts in vienna because of a planned terror attack at the venue. rebecca? >> rebecca: just horrific. all right, britt. thank you. we're gonna switch gears and go to the nba all-star weekend that was a revamped format with steph curry winning mvp. eva pilgrim has all the details. this is always a fun one. >> this is supposed to be a fun weekend, right? nba showing out for all-star weekend. it was in san francisco, home court for steph curry of the warriors, who sank -- see this here. from like way downtown, that three point. basically half court off one leg. that shot scoring him the mvp title, his team getting the win for the weekend. as you mentioned, rebecca, it was the first year of the revamped all-star game introducing this whole new format. basically a mini tournament of sorts. four teams playing for the one title. missing on the court, lebron james. he didn't play due to foot and ankle discomfort, ending his record streak of 20 straight all-star games started.

one of the fun parts of the all-star weekend, the slam dunk contest. it did not disappoint. marc mcclung winning for the third straight time. each of his tkufrpbs were more ridiculous than the last. jumping over a car, a friend. he's the first ever to win three in a row. the biggest winner doesn't even play in the nba. this guy. he's a college student named jared. he beat all star damian lillard in a three point contest taking home a cool $100,000. if you were a college student with $100,000 in your pocket what would you do? >> linsey: i happened to watch that. my son is obsessed with mr. beast. that was the moment. it felt like he wasn't going to make it. he had to get the one before the professional got three. finally it happened for him. it was exciting. >> and $100,000. >> gio: 100,000 bucks. pretty good.

enough rest. i hope that didn't happen. >> rebecca: an energy right there. we're going to turn to luigi mangione, breaking his silence for the first time since his arrest. the accused murder of united healthcare ceo brian thompson responding to messages of support. senior investigative correspondent aaron katersky join us with more. good morning, aaron. >> reporter: good morning, rebecca. like bonnie and clyde who captured the american imagination by giving the rich some of what thought many deserved, luigi mangione achieved notoriety after he was charged with premeditated murder of a healthcare executive. this morning accused killer luigi mangione is speaking out from behind bars in his first public statement since he was charged with the assassination style killing of united healthcare chief brian thompson. luigi mangione said he is overwhelmed by and grateful for everyone who has written me to share their stories and express their support adding, i look forward to hearing more in the future. the statement is part of a new website luigi mangione's attorney said they set up due to the extraordinary volume of inquiries and outpour of

limiting the ability for those farmers to rebuild their healthy flocks. those wholesale prices could take weeks to lag into stores for consumers to see them. consumers are already feeling the sticker shock. according to the consumer price index the average cost of a dozen eggs has hit $4.95 for consumers that's 50% higher than last year's price. we're now paying about $0.80 more than just last month. experts say prices are expected to increase by up to 20% in the coming months. when it comes to the health implications of bird flu, there have been 68 confirmed human cases of this virus. so far experts say most human infections appear to be mild but an elderly woman was hospitalized in wyoming over the weekend. thankfully, there is no evidence to suggest any human to human spread of bird flu. officials stress, though, surveillance of these outbreaks is vital to containing this virus, and any potentially more severe mutations.

our chief international correspondent james longman joins us from vatican city. good morning, james. >> reporter: good morning, linsey. pope francis has spent his third night in hospital where he's being treated for bronchitis. we did have an update. they are calling this a complex picture. he's being treated for a respiratory tract infection. they also say he has overcome his fever and has been prescribed essentially complete rest. so over the last few days he's been resting, reading and praying in the suites of rooms on the tenth floor of the hospital. he's also found time for a little bit of work. we called on friday and saturday the holy family parish in gaza, which he's done almost every day since the war there started to intensify. that underscores the problem here. pope francis does not want to stop working. he continues to battle his way through since his diagnosis last thursday. but doctors and officials say, no, you must go to the hospital. i think there was some concern because on two occasions over that week he did have to stop during public meetings to catch

his breath. this is an 88-year-old we're talking about, someone who had part of a lung removed when he was younger. so they are taking every precaution necessary. gio? >> gio: absolutely. glad he's feeling better and the world is praying for him. thanks so much, james. now jay-z speaking out after a woman who charged him of sexual assault withdrew the lawsuit. senior investigative correspondent aaron katersky is back with more on this. good morning. >> reporter: of all the civil lawsuits against sean diddy combs, the one from an alabama woman stood out because it alleged depraved conduct by combs and shawn jay-z carter that took place when she was 13. the woman whose identity remains secret dropped her suit after jay-z's attorney said there were glaring inconsistencies in her account. at first the woman's attorney stood by her allegation that was said to have occurred after the 2000 mtv video music awards. but on friday, without giving a reason, they dropped the case. they did so in such a way it cannot be filed again.
