spots this morning. still relatively light out there. we've got your usual early morning drive at about 50 minutes. five zero 50 minutes from tracy, up and over the altamont and again slow on the east shore, approaching emeryville, reggie aqui. >> breaking news overnight between about the meeting between the u.s. and russia, secretary of state marco rubio just announced each country will restore embassy staffing in washington, d.c. and moscow. both countries will also create missions to support ukraine peace talks. no ukrainian officials were present at this meeting in saudi arabia overnight. president zelenskyy said his country will not accept any outcome from this week's talks if kyiv doesn't take part. the talks represented a major change in american foreign policy under the trump administration. this morning we are tracking developments out of toronto, where that delta airlines flight flipped upside down on the runway during landing. the faa and ntsb both helping canadian authorities to investigate exactly what went wrong. >> and the incredible news is all 80 people on board this

flight survived, but at least 18 people were rushed to the hospital, including children. the flight took off from minneapolis yesterday. it was cleared to land in toronto. an audio recording showed the control tower warned the pilots of a possible air flow bump on approach. the airport fire chief says the runway was dry and there were no crosswind conditions at the time of the crash. what caused the plane to flip and catch fire is now under investigation. >> we are very grateful that there was no loss of life and relatively minor injuries. >> there's snow on the runway. we don't know what happened, but it likely happened at touchdown because there was no mayday call prior to touchdown. >> this is the fourth major aviation accident in north america in just the past three weeks. the last major crash at the pearson airport in toronto was in august 2005, when an airbus landing from paris skidded off the runway and burst into flames during stormy weather. >> hundreds of faa workers

recently fired as part of the trump administration's cost cutting efforts, could be locked out of facilities as soon as today. the transportation department says the cuts do not impact air traffic controllers or anyone in critical safety roles. however, the drastic changes are raising safety concerns. we spoke to aviation consultant and former director of community affairs at sfo, mike mccarron, about the potential problems. >> the aviation industry has an incredibly great safety record, and it's right because we have people in place to make sure things happen properly and to take a meat cleaver more or less and start whacking away at the system may not be the best solution. as far as trying to find ways to pare down the costs. anytime you're dealing with a systems that are advanced warning systems, it gets a very delicate issue, and it'd be better to go a little slow, a little more prudent before we just start whacking away at some of these programs with not knowing what they're going to impact. >> the agency was already facing a shortfall of controllers with

overworked and understaffed air traffic control systems. >> a judge could rule as soon as today if elon musk's team at the department of government efficiency can continue to fire thousands of federal employees. the ruling comes as there are new questions about the type of information the doj's team is trying to get. after it was revealed they asked for access to the system that contains tax filings and bank statements of millions of americans. top trump administration officials insist this does not mean musk and his team will go through people's private tax returns. >> i can give absolute 100% insurance. i give you complete and total assurance on that point. >> in a new court filing, the white house says that elon musk is not the administrator of the doge team. however, the white house did not say who actually is leading the group. a judge is considering whether to block doge from firing government employees and accessing data from certain departments. a

ruling is expected as soon as today. more than a dozen republican lawmakers here in california are backing president trump's federal investigation of the state's high speed rail project. they drafted a letter last week stating their support for the investigation. the letter comes after the high speed rail inspector general issued a report earlier this month. the inspector general found the authority had not completed a risk analysis to determine whether its plan for completing the merced to bakersfield segment was realistic and achievable. it found the central valley segment of the project was unlikely to be finished by the 2033 deadline. >> the san francisco municipal transportation authority is facing cuts and struggling to balance its budget, and now there's a new item on the chopping block that could impact children on their way to school. abc seven news reporter gloria rodriguez joining us live in san francisco with more on what the agency is going to consider today. gloria. >> good morning. reggie. the board is discussing some short term options today. probably the

most controversial of all of these is cuts to the school crossing guard program. sfmta is facing a $50 million budget deficit in the next fiscal year, and the agency says that they have figured out where $35 million will come from, but they still need to secure the remaining 15 million s.f. mta says it's ruled out charging for metered parking later on evenings or on sundays, but it is considering three other options, and they are muni service cuts. other agency wide cuts, including to the school crossing guard program and maintenance and bus stop lighting projects, or spending $15 million in reserve funds. seiu local 1021 is the union that represents employees, including at schools throughout northern california, and they sent a press release saying that crossing guards are essential to san francisco's vision zero plan to eliminate traffic deaths. and they're wondering why they're on the chopping block, saying that this program is already short

staffed and that they should be hiring more crossing guards, not getting rid of them. the meeting today is at 1:00, and they're expecting a decision by march 4th. and today we will be talking to some crossing guards to get their point of view on this. live in san francisco. gloria rodriguez, abc seven news. all right, gloria, thank you. >> happening today, alameda county is swearing in its new district attorney, judge ursula jones. dixon will take over the da's office. the board of supervisors selected her after voters recalled pamela price. judge jones dixon will take over a department struggling with a huge case backlog. facing criticism from families of crime victims. she will serve until at least next year, when voters will elect a da. leaders in napa will weigh in on a controversial proposal for glamping. today, it's getting strong pushback from residents. the plan calls to turn this area shaded in orange, near the silverado trail and hagen road, into a massive resort. the grange campground

would include up to 100 high end camping trailers, tents, a pool, and five permanent buildings. neighbors are raising concerns about traffic and safety. they say the area floods when it rains and are worried about fire pits in an area with a high wildfire risk. >> it's going to end up in litigation unless they can somehow prove that this is not dangerous. >> but the city of napa says the proposal complies with city code and state law. local residents started a petition and raised more than $16,000 to fight the project. >> 610 this morning in the accuweather forecast, we'll look at live doppler seven along with satellite. and what you notice is that we have some clouds off to our north. they're kind of rotating around an area of high pressure that's anchored off our coast line that high, keeping us nice and quiet. today also brings us a bit of a warm up this afternoon. eventually, that high will get pushed down to the south tomorrow, and that will allow for a cold front to bring a light shower to the north bay

first thing tomorrow morning. so looking live at our richmond camera, you can see we have mostly clear skies from this view. we will keep it pretty nice. pretty quiet early on. you'll notice throughout the afternoon though we'll find some increasing cloud cover. so later on today it's a blend of sun and clouds. but temperatures will be warmer than yesterday. we'll go into the 60s away from the coast. sunrise here very shortly at 655 this morning. highs today. it's mild if not warm in the south bay. 66 for a high in san jose, 60 in the city we'll hit about 62 in oakland, 65 in walnut creek. so looking at the next several days, today we have that warmer afternoon, partly sunny skies later on today. tomorrow, though, it's overcast with a chance of a light shower in the north bay. it's so light and so limited, we're not even giving it a number on the storm impact scale. sunshine back in a big way on thursday and we have a warming trend by the end of the week. so here's future weather. notice that most of the moisture well to our north, we're just getting clipped by the tail end of a cold front. tomorrow. a light shower in the

we're learning new details about the 15 year old boy killed at san jose's santana row friday night. he was stabbed to death during a date on valentine's day. abc seven news reporter j.r stone spoke with people who knew him. >> this is 15 year old david gutierrez, a young man who was stabbed to death at santana row last friday, valentine's day. his family says he was on a date with his girlfriend to celebrate when he was attacked by a group of teens. monday night, family members issued a statement about david's death, saying our precious young boy is an amazing young man whose life was taken too soon at the age of 15. he was enrolled in college bound classes to help him prepare for college. he was active in the community church activities. he was also active here at

gladiators boxing gym in redwood city. >> he was a good kid. he was outgoing, friends with everybody here, everybody here, all these young guys here. you see, everyone was a friend of his. somebody so young and devastating how it went down and all that. >> that's david's boxing instructor, berto baretta. he says the teen never voiced any concerns about his safety. he just liked being at the gym. >> he's doing because a lot of his friends would come here, too. and he just wanted to say, yeah, just be with his friends and hang out and box. >> police have not arrested or charged anyone in connection to david's death. online community members are now helping the family. more than $20,000 has been raised for his funeral on this gofundme page. david's family says he was kind, empathetic, with a gentle demeanor. he was his family's happy energy. whenever he walked into a room, it simply lit up as to why someone or a group of people would want to attack him and kill him. police have not

said. family members say we are at a complete loss in trying to process this incomprehensible act of violence. j.r stone, abc seven news. >> in the east bay. this is the damage left after burglars rammed a car through the front of berkeley's looking glass camera shop. this happened early sunday morning. the whole thing caught on surveillance. owner says in addition to the tens of thousands of dollars in damage to the store itself, there was also a significant amount of merchandise stolen. unfortunately, insurance won't cover all of the loss. now she's turning to the community for help and customers are responding. >> there are people that have offered to teach classes for free or bring back inventory that they haven't opened yet, just so we can resell it. and the fact that people are willing to do whatever they can, it just

makes us not feel like we're alone and that what we do actually matters. >> the business set up a gofundme, which has already raised more than $40,000. for now, the front of the store is boarded up. customers can still enter through the side. more than a month after the eaton fire first started, frustration is growing among evacuees still housed in southern california shelters. dozens of people staying at the red cross shelter at the pasadena civic auditorium were forced to move to a new shelter in duarte over the weekend. many are low income or face other obstacles to finding permanent housing. they've been trying to find assistance from local groups, but they say help is not coming fast enough. >> to turn around and have like our our worlds are wiped out. we have people in here that really, really need the help and we're on limited income. >> red cross officials say they cannot provide hotel vouchers or long term housing, but are helping people connect people

with other local groups who provide those services. they say there is a steady flow of people finding permanent housing. la county officials are trying to speed up the process by passing a motion to prioritize section eight vouchers for people who lost homes. >> the cost of your morning omelet keeps going up. eggs have now reached new record highs, and the u.s. department of agriculture says the ongoing bird flu outbreak means they'll continue to increase the price of wholesale eggs is up $0.40 in the past 30 days. distributors are now paying 7.4 for a dozen, and they are passing those costs on to all of us. you can expect to see the prices at the grocery store to keep creeping up in the coming weeks. the usda says the national average for a dozen eggs is up 53% in the past year. in the south bay, great america is holding a hiring blitz this week to fill hundreds of positions. but as the park ramps up for the summer season, there are new questions about its

temperatures mainly in the mid and upper 40. so not terribly chilly. and you notice on our map we're beginning to see some showers entering the north bay first thing tomorrow morning. so here's future weather in fact showing you here's 730. i mean this is very limited in terms of moisture. a light sprinkle at 730 in the north bay. as this system progresses to the south and east, it just loses all of its moisture by the time it hits about 10:11 a.m. so outside of north bay, just expect overcast skies and just a calm day tomorrow with that light shower. only in the north bay. really. here's a look at the drizzle, if not rainfall estimates. where we find those showers. it will be very light tomorrow morning. a little bit of snow coming to tahoe. no winter weather advisories in effect, but our highest peaks could see anywhere from 5 to 6in of snow as this front moves through. then behind the front, it starts to get warmer by the end of the week and into the upcoming weekend. look at this by saturday, our warmest areas will be in the 70s. that's going to feel very nice. so here's the accuweather seven day forecast. warmer afternoon today. tomorrow a

picketing outside tesla dealerships angry over ceo elon musk's action. it's in washington, dc. now they say they're disgusted by what they describe as a power grab by musk, who leads president trump's effort to reduce the size of the federal government. they're urging tesla owners to sell their vehicles. one protester gave his up a year ago. >> i own a tesla for three years and enjoyed it as a car, but what it now stands for is very different for me. i think it's an important statement. you know, we need to figure out ways to put pressure on these guys so they recognize that not everybody believes on this president day that trump represents them. >> and across the country yesterday, thousands joined demonstrations against the trump administration and what was called the no kings on presidents day demonstration. >> common themes include anti elon musk sentiments plus concerns about democracy and human rights. abc seven news reporter monica madden caught up with protesters here in the bay area. >> president no way.

jackson was arrested for the january 29th shooting. police say wayne shaw was shot and killed in what appears to have been a robbery in the area of 49th avenue and east 12th street. they say shaw walked out and confronted the suspects who shot him as they ran away. >> today, san francisco officials are expected to roll out a new plan to boost the city's economic recovery after hours. the new legislation is designed to increase nightlife downtown. this is in addition to the recent entertainment zone designations that allow businesses in some areas to sell alcohol to go during certain events. the city has two sanctioned entertainment zones so far. one along front street, the other at thrive city outside chase center, and there are more to come. >> construction for a big bike lane change in san francisco's mission district is set to begin today. a center running bike lane was installed on valencia street from 15 to 20 third. more than a year ago, city transportation officials will begin the process of moving the lane after backlash from local

creek, a live look outside. here's how the day shapes up. sunrise almost here at 655. we'll have partly cloudy skies early on. then throughout the afternoon you'll notice an increase in cloud cover. so by 4:00 pm it's partly sunny, but temperatures will be warmer than yesterday with a nice south wind getting into the 60s away from the coast. so not too chilly even later on this evening with temperatures by 8:00. we're still in the 50s. so looking at the forecast today, 60 in the city will hit about 62 in oakland, warmer in the south bay, san jose coming in at 66 degrees. walnut creek, very pleasant today at 65. so the next couple of days we have some changes to the forecast. today it's a warmer afternoon. tomorrow it is overcast with cloud cover, the chance of a light shower in the north bay. it's so light and limited. there's no number on the storm impact scale tomorrow. behind that system, sunshine is back in full force with a warming trend for the upcoming weekend, so future weather shows you getting scraped by the tail end of a cold front tomorrow morning. most of the moisture well to our north, but a closer look at the shower. chance on future weather

alameda county sheriff's office says the suspect fired a gun at officers sunday night. three san leandro police officers shot back. the suspect was not hurt and was arrested. investigators say he was wanted earlier for some sort of car crash. the officers were also not hurt. ne. this morning, a large affordable housing development meant for educators and marin county workers is facing a more than $17 million budget shortfall. the village at oak hill in marin would be located right off sir francis drake boulevard, about a mile away from san quentin. according to the marin ij, a plan to close the deficit by having the county and school districts guarantee the rental income of the 135 units has been put on hold. this plan would lower interest rates on bonds in order to finance the project. units would be priced for households earning between 50% and 80% of the area's median income, for a household of three, earning more than 88,000

per year in marin is at that 50% mark. >> now is your morning money report. southwest airlines, cutting 15% of its corporate workforce. that's more than 1700 people. and it marks the first time they've had a mass layoff in the company's history. the company says the cuts will start in april. they include 11 senior leadership positions. the layoffs are expected to save the company $510 million between this year and next. the ford f-150 is no longer america's favorite car. after 42 years holding the place as the number one vehicle in the country, according to jato dynamics, the toyota rav4 is now in the top spot. that hybrid choice marks a shift in the us market toward suvs and electric vehicles. now, the lineup has the rav4 in first. the ford f-150 in second. then honda cr-v. then tesla model y and chevy silverado 1500. and speaking of cars filling up could drain your wallet a bit more. gas prices
