lauren taylor, and former chief of staff sheng tao renea webb, sharing their visions for a city facing serious challenges, a budget crisis fueling widespread cuts, chronic crime problems and a city hall corruption scandal. following the last mayor out of office. abc seven news reporter j.r stone spoke with three of the major candidates hoping to lead the town. >> former congresswoman barbara lee, former oakland city councilman loren taylor and former shengtao chief of staff renea webb, all running for oakland mayor. lee and webb addressing public safety first and foremost tuesday night. >> i want to make sure that our public safety issues measure in in becomes the reality of a public safety strategy, a comprehensive public safety approach. >> we have to get control of this crime, of the dirtiness in the street. you know, we all deserve to live in safety and in peace.

>> taylor lost the last mayoral election to the now recalled sheng tao by less than a thousand votes. he's running for mayor again. >> as an oakland resident, frustrated and angry that mayor tao was not only failing the city, but demonstrating the corruption that at least is alleged through her actions. we have to restore trust in government. >> webb, who is an elementary school educator, served as chief of staff for a year and a half. she says her time in that position ended the day tao was sworn in. she says she has been called the whistleblower by some. >> when people try to associate me with shame, i say, great, go ahead, because i'm the one that stood up to her and said, i'm not going to be corrupt and i'm not going to sell out oakland. >> lee throwing out a possible approach to homelessness. if she is elected. >> i would like to look at piloting a project or two here with regard to what other communities have done, and that's providing for universal basic income for unsheltered

people who need a job. >> taylor calling for change. >> what we need right now is someone who can fix things. that's what i've been doing outside of city hall and inside of city hall. >> these three candidates will be busy. the special election for oakland mayor is in less than two months on april 15th. in oakland, j.r stone, abc seven news. >> happening now. monterey county officials are warning of new smoke coming from the battery facility that caught fire weeks ago. they are urging residents to keep all windows and doors closed. this is video from the original fire at the moss landing facility. it lasted several days, prompting evacuations. monterey county officials say fresh smoke was first spotted at about 630 tonight. it's unclear what is causing it, though. they say it's coming from an area that previously burned. crews are monitoring air quality and using drones to keep an eye on that area. we'll keep tabs on it for you as well. well, now to an

unusual crime in the north bay. novato police say they arrested three people who kidnaped a patient from a medical facility trying to get control of their finances. it happened saturday morning. police say the suspects abducted the patient, assaulted a nurse who tried to stop them, then took off. law enforcement caught them within 20 minutes. police believe the suspects planned to fraudulently take over the victim's conservatorship, a court ordered arrangement giving someone else control over a person's finances and care. very strange new developments tonight in the deaths of four family members in santa rosa last month. police now confirming the case is being investigated as a murder suicide. 67 year-old clive guth and his ex-wife donna were found dead inside a home on january 8th. also inside were the bodies of reina and cameron guth, their daughter and son. all four died from gunshot wounds in the east bay. a school building caught fire tonight in oakland. this happened just before 8 p.m. on

18th street. the building is being used by california's children's services. it's right next door to ralph bunche high school. the firefighters kept the flames from spreading. no one was hurt. the cause, though, is of course, under investigation. >> not guilty. >> emotional moments in a los angeles courtroom tonight. hip hop star asap rocky diving into rihanna's arms as a jury finds him not guilty of assault. the grammy nominated rapper faced two felony charges accused of shooting at his friend during a fight. abc news reporter zohreen shah, on the dramatic end to this case. >> we, the jury in the above entitled action, find the defendant, rakim mayers, not guilty. >> tonight, a stunning scene in an l.a. courtroom. asap rocky found not guilty of two felony counts of assault with a semiautomatic firearm. the

courtroom erupted in cheers. asap rocky jumping over the barrier to embrace loved ones seated directly behind him in the gallery. >> that was raw emotion. >> that was happiness. you know, there was a moment where before we heard the words from the clerk, you know, he didn't know if he was going to be spending the next two decades in jail or going home. >> moments later, asap and his partner rihanna swarmed by paparazzi. >> this whole experience has been crazy for the past four years, but i'm thankful nonetheless. i'm thankful, and we're blessed to be here right now, to be a free man. talking to y'all. >> the rapper, whose real name is rakim mayers, was accused of shooting friend and fellow rapper terrell effron, also known as asap. l.a. prosecutors say rocky fired two shots from a handgun. last week, the defense rested its case and also did not dispute the incident happened at the center of the case, whether rocky fired real bullets or blanks. rocky's prosecutors claim the rapper fired blanks from a prop gun that he used for a music video, which features

rihanna to scare off possible attackers during the three week long trial. jurors watched from a surveillance video from three years ago. the prosecutors say, is asap rocky in a fight with relli while holding a gun and later shooting at raleigh. raleigh says the bullets grazed his knuckles. but rocky's lawyers called raleigh a perjurer and criminal, claiming he was only trying to get millions of dollars from rocky. zohreen shah, abc news, los angeles. >> all right. wet weather is back in the forecast tomorrow. we're tracking spotty showers for your morning drive. abc seven news meteorologist sandhya patel is here with a look at where you're likely to see the most rain. sandy. >> yeah, dan, it's not going to be much, but the north bay has the highest likelihood. let me show you live doppler seven in just a moment. first, a beautiful view from our mount tam cam as we look at san francisco and taking a look at live doppler seven, you will notice some moisture is showing up just off our coastline. clouds have already thickened up. we do have some rain showers off the northern california coast and some moving inland

along with some snow showers. wider perspective showing you that the energy is going into the pacific northwest and northern california. here's a look at our timeline. you will briefly need those wipers at 8 a.m. in the north bay. the showers start to cross san francisco by 11 a.m. in parts of the east bay by noon, so just have the umbrellas handy. this is not going to last very long. i'll be back with a full look at the forecast, which includes some big changes for the weekend. dan. >> okay, sandy, we'll see you in just a couple of moments. we have several breakthroughs to share tonight in the effort to build a better bay area. first, a jam packed weekend in san francisco is driving a post pandemic record for bart. bart had its highest ridership day for a saturday in more than six years. the nba all-star game and chinese new year parade were big factors in attracting more than 139,000 riders in a single day. bart says it only sees 92,000 riders on an average saturday. the previous post pandemic record for saturday was last

february, the day of the 2024 chinese new year parade, by the way. well, the other breakthrough to focus on tonight is in the south bay. san jose is about to open its largest interim housing community. the complex on branham lane will have room for hundreds of people getting out of homelessness. abc seven news reporter lauren martinez explains how this project, years in the making, is paying off. >> the bay area's largest city is opening its largest interim housing site. branham lane in san jose will be home to more than 200 adults in need. marissa carino, a case manager, experienced homelessness herself. ten years ago. >> i needed somebody to believe in me when i couldn't believe in myself. and lifemoves gave me that. it gave me hope. >> life moves and the city of san jose are behind this project. it's meant to help people out of homelessness, including creating housing for multigenerational families. >> they're just as much as they've been able to experience such a horrific, horrific thing. they also get to experience such a beautiful thing where they get

to grow and make something of themselves in such a safe and beautiful environment. >> this interim housing community will have resources on site, including a clinic, case managers, a serenity room, a pet park and more. >> there are no time limits to how long somebody can stay here. we want to work with folks for as long as they need, and that they're working to partner with us. >> anat leonard oversees day to day operations at 26 lifemoves sites that stretch from daly city to san jose. to qualify to live here, adults must make 15% of the area median income, which is roughly $19,000. a quarter of the residents have been chronically homeless. leonard said it's about building relationships and reducing isolation. >> and so, recognizing the length of time someone has experienced homelessness, what other traumatic experiences they might have had growing up or as adults. all of that impacts

someone's ability to kind of settle and breathe and feel safe. >> there's a closet on site, so for clients in need of shoes or business casual shirts, they have access to this at any time. move in. day for life moves. brannan lane is wednesday morning in san jose. lauren martinez, abc seven news. >> there is a lengthy debate tonight going on in napa over a plan for glamping. the proposal would turn the area shaded in orange there, near the silverado trail and hagen road, into a huge resort for dozens of high end camping trailers and tents. supporters say the timing is right. it is well thought out and would provide an economic boost. however, opponents believe there are a number of safety concerns, including traffic. >> this project is designed to fit the land, not the other way around. that we've waited a long time for the right kind of proposal to come forth. and i believe it's before you tonight. >> it's not safe because you're going to have drivers and

a lab. the cockpit voice recorder and the flight data recorder from the delta plane that crashed and flipped as it landed in toronto. new video shows the plane moments after the crash yesterday, with passengers hanging upside down in their seats. listen to this passenger on what was going through his mind. >> absolute initial feeling is just need to get out of this. and so made sense of kind of where we were and being upside down and took my seatbelt off, which i had obviously left fastened for the landing and as i took it off, crashed down onto the ceiling, which had become

the floor because we were upside down. >> drop it. >> miraculously. thankfully, all 80 people on board survived. two runways at the toronto airport will remain closed for the time being. as the investigation really moves forward rapidly now. today, president trump signed an executive order meant to make in-vitro fertilization more affordable. ivf can often cost families thousands of dollars out of pocket. the order calls for the federal government to come up with solutions to bring down the cost of those treatments. the president has pledged to make ivf more accessible, but republicans in congress have stopped short of guaranteeing nationwide access. a federal judge will not block elon musk and the new department of government efficiency doge from accessing government data systems or laying off workers. 14 democratic states, including california, had filed a lawsuit challenging elon musk and doge's power. doge is tapping computer systems from multiple federal agencies searching for waste.

the judge says there are legitimate questions about musk's authority, but there isn't enough evidence. doge's actions are harming the states that sued. new developments tonight after a bengal was burgled, along with several other pro athletes. federal prosecutors have charged seven men who they say are from a south american theft ring. one of the suspects is linked to a burglary at bengals quarterback joe burrows home. the others are accused of taking part in the break ins at the homes of patrick mahomes, travis kelce, along with other nfl and nba players too. prosecutors say the heists netted more than $2 million in stolen stuff. a bay area lawmaker is taking another stab at banning children from buying anti-aging skincare. it comes as social media trends are leading young children to buy skin products made for adults. south bay assembly member alex lee is introducing a bill, therefore, to ban all children under the age of 18 from buying anti-aging products, suggesting

that stores ask young people for ids at the register. lee introduced a similar policy last year, setting the age at 13, but that failed. dermatologists say young kids using products meant for adults can end up with serious skin problems. >> you know, simplifying a regimen is really, really important. and if you don't do that, the irritation can be something that can last months and months. >> in a statement responding to last year's bill, the personal care products council, whose members include sephora and ulta, say in part, quote, safeguarding pre-teens from the pressures of social media and the inappropriate use of cosmetics is extremely important to our member companies. this bill would not provide such safeguards. end of statement. a controversial plan that could raise gas prices to fight climate change is now on hold. a state office is rejecting the new fuel standards approved late last year. the plan requires the gas that we get to put less pollution into the air. cleaner

fuel is likely to cost more at the pump. state regulators originally estimated the rule change could raise prices by as much as $0.47 a gallon, though they later walked that back a bit. the state's office of administrative law says the policy was not clear enough for the public. happening tomorrow. p-g-and-e's is announcing a new plan to bury power lines underground in south san jose. p-g-and-e's will be moving a little more than a mile of power lines near albany expressway and camden avenue. the utility says settings to prevent its equipment from sparking wildfires are causing extra power outages in the area. burying those lines will remove the wildfire risk and keep the lights on. farmers and beekeepers are buzzing about a growing problem. talking about stolen beehives. the pilfered pollinators are critical to california's almond harvest, and thieves are. thefts are reaching record highs. now, the state

northwest. northern california gets a piece of the energy we get really the tail end of this front. so it's not going to amount to a whole lot. but right now, as we look at live doppler seven, there's a lot of cloud cover and there's some moisture off the coastline. looking at those temperatures at this hour, they're pretty much in the 40s and 50s. so the cloud cover is insulating us a bit. a live view from our east bay hills camera right now. visibility is all right tomorrow. scattered showers thursday. gusty in the hills and near the coastline. and then your weekend outlook will be springlike warmth coming your way. wanted to preview it for you in case you're trying to make outdoor plans. saturday. mainly sunny. feeling like spring, mid 60s to low 70 and by sunday even warmer than that. mid 60s to mid 70s. so temperatures are going to be a good 1012 degrees above average before we get to that tomorrow morning. we've got a few showers coming in 7:00 in the north bay as we head towards 10 a.m, starting to cross san francisco, parts of the east bay, as you can see. and then as we head in towards the 1130 noon hour, a

few may make them make their way down into the south bay, but this is not going to last long. it's just enough to dampen the grounds. maybe you need to just pull out the umbrella briefly, so just carry it with you. some areas will measure rain and some areas looking at only up to about 707 inch there in ukiah. your morning temperatures will be in the 40s. it's not going to be as cold thanks to the extra cloud cover. tomorrow afternoon's a cooler day, upper 50s to the mid 60s. you will see some sun breaks in the afternoon and here comes friday. upper 60s for our warmest locations, look at saturday. you start to notice those low 70s inland right around san jose. and sunday we bump you up into the 74 degree range for san jose in time for the black joy parade in oakland on sunday. perfect weather for you. low 60 at noon. a mix of sun and clouds in the afternoon. and look at that. it's going to be warmer, 70 degrees at 4:00 and then cooling off later on in the evening. your accuweather seven day forecast after those spotty showers tomorrow. it's a dry pattern all the way through
