toronto. passengers hanging upside down, still strapped in their seats. what officials have revealed about the investigation into what went wrong earlier this week. good morning. it's wednesday, february 19th. >> yeah, let's begin with the check on the weather with drew. >> yeah. so this morning, there's a little bit of drizzle out there in the north bay. here's a live look outside as we look at our exploratorium camera. very quiet from this view. what we're looking at on live doppler seven is this cold front that we were advertising yesterday. we're just going to get the tail end of this front, some of these lighter showers on the edge of it. so here's live doppler seven, some very light mist and drizzle falling around. ukiah points to the north. and as this system slowly moves to the south and east over the next couple of hours, there's likely going to be some more drizzle in the north bay. this is an area that has the best chance of any moisture this morning. for most of us, it will just be a mostly cloudy day as this front moves through here. temperatures. right now we're in the 40s and in the 50s. good morning, san mateo, 48 degrees 49, in santa clara. the same in oakland in the north bay. a little bit cooler in sonoma

at 45. 48 is that current temperature in danville. so here's future weather as we go, hour by hour. 9 a.m. that moisture we showed you on live doppler seven, it really falls apart. but still, there's the chance of some drizzle in the north bay. for most of us, it's just a mostly cloudy day. pretty quiet temperatures, really comfortable again. we'll be back into the low and mid 60s, but from here on out the days ahead we do have warmer weather to talk about. we'll show you that coming up in a few minutes. let's check in with sue. see the roads are doing. >> thank you drew. good morning everyone. halfway through the workweek. and we're starting off pretty quiet this morning. we do have the commute ramping up out of the central valley, but take a look at the golden gate bridge. they had picked up the road work. it was four lanes in the northbound direction and two lanes in the southbound. due to that road work, that's just in the process of being picked up in the northbound direction. smooth sailing on 880 past the coliseum in oakland. if you're heading northbound towards oakland and the macarthur maze, it's looking great on your approach to the bay bridge so far. here is your

central valley commute building from 205 to 580, and we've got speeds down to below 20 miles an hour up and over the altamont pass. it's about a 40 minute drive now from tracy into dublin pleasanton. >> thank you sue. drivers in san francisco. you've been warned. you are a big step closer to cameras, clocking your speed and automatically sending you a ticket. the first speed camera has gone up in the city's richmond district. there are many more on the way. abc seven news reporter gloria rodriguez is here. with how soon the cameras are going to be turned on, and when you could face a fine gloria. >> good morning. reggie. cameras will be turned on starting next month. one is already installed at the intersection of geary boulevard and seventh avenue in the richmond district. but asin you mentioned, that is just one spot. the map shows 33 intersections around the city where speed cameras will be going up. the speed safety cameras will take a picture of the back license plate of cars going 11mph or more over the posted speed limit. violators will get citations in the mail,

but the city will not be imposing those fines. for the first two months, the group walked san francisco and traffic victims worked on legislation for six years to make this happen. they say this will help prevent crashes and speeding. and this morning, the group will gather at the geary and seventh intersection to celebrate what they are calling a milestone. locations for the cameras were chosen because of the high number of crashes and speeding in those areas. live in the studio gloria rodriguez, abc seven news. >> gloria. thank you. in the east bay, several community groups in oakland are fighting to save their own funding as the city faces a multi-million dollar budget deficit. they're calling for their organizations to be spared from financial cuts. the city of oakland has begun terminating community grants to save an estimated $2.6 million. the cuts would impact more than a dozen nonprofits who rely heavily on city funding. interim city council president noel gallo says he's ready to take drastic measures to help.

>> i'm willing to give up my salary. my salary as a council member, to support the senior programs that are currently here.ams that are currently >> oakland's budget deficit ballooned to $130 million last year, resulting in widespread cuts. however, last week, the city council found $8 million in funding to restore service to seven fire stations that were set for closure. >> the race for oakland mayor is well underway, and last night, the major candidates vying to replace recalled mayor shang tao. spoke to voters in a public forum. they talked about everything from the city's budget crisis to crime and corruption at city hall. abc seven news reporter j.r stone spoke with all three candidates hoping to lead the town. >> former congresswoman barbara lee, former oakland city councilman loren taylor and former shengtao chief of staff neil webb, all running for oakland mayor. lee and webb addressing public safety first and foremost tuesday night. >> i want to make sure that our

public safety issues measure n n becomes the reality of a public safety strategy, a comprehensive public safety approach. >> we have to get control of this crime of the dirtiness in the street. you know, we all deserve to live in safety and in peace. >> taylor lost the last mayoral election to the now recalled sheng tao by less than a thousand votes. he's running for mayor again. >> as an oakland resident, frustrated and angry that uh- mayor tao was not only failing the city, but demonstrating the corruption through that at least is alleged through her actions. we have to restore trust in government. >> webb, who is an elementary school educator, served as his chief of staff for a year and a half. she says her time in that position ended the day tao was sworn in. she says she has been called the whistleblower by some. >> when people try to associate me with shame, i say, great, go

ahead, because i'm the one that stood up to her and said, i'm not going to be corrupt and i'm not going to sell out oakland. >> lee throwing out a possible approach to homelessness if she is elected. >> i would like to look at piloting a project or two here with regard to what other communities have done, and that's providing for universal basic income for unsheltered people who need a job. >> taylor calling for change. >> what we need right now is someone who can fix things. that's what i've been doing outside of city hall and inside of city hall. >> these three candidates will be busy. the special election for oakland mayor is in less than two months on april 15th. in oakland, j.r stone, abc seven news. >> ursula jones dixon is officially the new alameda county da. she was sworn in last night during the board of supervisors meeting. jones dixon was serving as an alameda county superior court judge. she replaces pamela price, who got recalled this past november.

>> the one thing i'm most concerned about here at the da's office is the cohesiveness. and this is not tom orloff's office. it's not nancy o'malley's office. it's not pam price's office. it's the alameda county da's office. and i just happen to be leading it now. the goal is to make sure that we have lawyers who can do the work and do it well. >> this is a short term. she only serves through next ye. that's when the position is up for election. she does plan to run in that election. >> new this morning, a decision on a controversial proposal to build a glamping site in napa has been delayed indefinitely. after hours of debate last night, council members decided to table a plan or a vote on the plan. developers want to turn the area in orange on this map, near the silverado trail and hagan road, into a huge resort for dozens of high end camping trailers and tents. supporters say the timing is right, that it is well thought out and would provide an economic b.

opponents say there are a number of safety concerns, including with traffic and possible fire danger. during the debate last night, developers offered to alter their plan to reduce the size of the site. at one point, there was confusion among council members about what action should be taken. in the end, after midnight, the city attorney had to clarify exactly what decision was being made. >> i just wanted to note for the public, the council took no action other than to basically deny the motion that was on the table, and so there was no action on the application tonight. >> there was nearly three hours of public comment on the issue. it's not clear when this will come back to the council for a decision. >> today is move-in day at the largest interim housing community ever built in san jose. the complex on branham lane has room for more than 200 people who are working their way out of homelessness. the city of san jose is partnering with lifemoves, an organization that already has 26 shelter and that service sites across the bay

area. the new community has resources on site, including a clinic, case managers and a pet park. organizers say a quarter of the residents set to move in have been chronically homeless. >> recognizing the length of time someone has experienced homelessness, what other traumatic experiences they might have had growing up or as adults. all of that impacts someone's ability to kind of settle and breathe and feel safe. >> to qualify to live in the new community, adults must make 15% of the area median income, which is roughly $19,000 annually. there's also a community closet on site for residents who need shoes or clothing. >> 5-10. we're looking at live doppler seven along with satellite. it is busy on radar, but the action is really to our north. we're seeing a cold front slam into the pacific northwest. you can see that low pressure spinning right there. what is occurring here locally is that we're just on the very edge of

this cold front. so we're starved for moisture. overhead drizzle at best in the north bay. for most of us you'll just notice a partly sunny day as some of these clouds move through your neighborhood. here's live doppler seven. just zoom in a little bit closer into the north bay. we're talking areas around ukiah points to the north right now, fort bragg, even farther north into eureka. that is where the moisture is. as this front continues to move to the south and east over the next couple of hours, drizzle very likely around santa rosa, close to 7:00 this morning and then outside of the north bay. it's just a dry day with mostly cloudy skies, so a live look outside from our sutro tower camera this mor. it is calm in san francisco. you can see the east bay hills in the background. so early on that north bay drizzle will occur right around 7 a.m. we will find throughout the day kind of a mix of sun and clouds. partly sunny right around noon, and then later on in the afternoon a bit more sunshine. those temperatures feeling very nice. similar to yesterday. we'll be in the mid and upper 50s along the coast. away from the coast will go into the 60s. i wouldn't take your

umbrella. if you're not going to be in the north bay this morning, because it's just cloudy in the north bay. you may feel 1 or 2 drops on you in the form of drizzle throughout the morning hours. so looking at today, we'll have 60 in san francisco, the same in napa, 61 in fremont, about 64 in san jose, 62 in santa rosa. hit about 63 in antioch. so the three day forecast shows you north bay drizzle this morning. tomorrow, sunshine back in a big way and a warming trend gets underway here. the weekend looking fantastic. even warmer weather. next week we'll show you the seven day coming up in a few minutes. >> drew thank you. president trump defending the mass layoffs being carried out across the federal government this morning. we're learning even more jobs are being cut and these could impact the military. >> plus more changes happening along valencia street. >> i wish the city would think of ideas that are better than getting rid of more parking. >> we are hearing from people who work and live nearby. as crews begin work on transforming the controversial center bike

we are following up on the delta plane crash landing in toronto. the cockpit voice recorder and the flight data recorder fromd that flight are now in the hands of investigators. new video shows the plane moments after the crash. you see it there? passengers hanging upside down in their seats. one passenger described what was going through his mind. >> absolute initial feeling is just need to get out of this. and so made sense of kind of where we were and being upside down and took my seatbelt off, which i had obviously left fastened for the landing and as i took it off, crashed down onto the ceiling, which had become the floor because we were upside down. >> yeah. remarkably, all 80 people on board survived. investigators are going to be examining the plane for at least the next two days. two runways at the toronto airport will remain closed.

>> after 18 months of controversy. the center bike lane along valencia street is closed this morning. the construction project is now going to shift from the center lane to a more traditional side location along valencia. work started at 23rd street yesterday. it will progress northbound to 15th street, but i just want to make it very clear there is no bike lane right now. you have to just ride with the cars. the intention is to make this a safer pathway for cyclists. but a number of business owners fought for that center bike lane to get removed. they blame it for the decline in business. after about 70 parking spots got removed from the area. the executive director of the nonprofit streets forward believes the side running bikeway is an improvement, but there are still safety concerns. >> my hope is that floating parklets will be converted to curbside parklets as soon as possible so that you know, there aren't any crashes or conflicts between people walking between the parklet and someone on a bike. >> in a statement, the sfmta said in part, switching to a

curbside design demonstrates our commitment to the valencia community by responding to feedback and creating a safe bikeway. the valencia street bike lane has been a topic of debate in san francisco for several years now. it all started ie summer of 2022, when outreach ie and planning for the center bike lane began. the sfmta board of directors approved the design the following april. installation started in the summer of 2023, and the center bike lane opened that august. then last february, sfmta started exploring a new design for the side running bike bike lane that is now being installed. >> between nba all-star weekend and chinese new year celebrations. san francisco leaders are looking to capitalize on a successful weekend. new legislation announced yesterday by state senator scott wiener and mayor daniel lurie aims to increase nightlife downtown. the proposed bill will provide 20 new low cost liquor license designated for the areas near yerba buena gardens and union square, two

places where the city is focusing on hospitality. >> we want to put our best foot forward and guess what that is? that is our food and beverage. that is our nightlife. that is the essence that makes san francisco so unique. that is our people, that is our culture, that is our innovation. >> mayor lurie says his administration is also working to streamline the permitting process to also help new small businesses open. more good news for the city. it's been named the culinary capital of the us. san francisco earned the top honor in travel and leisure. the magazine says the city's food scene has a mix of michelin starred restaurants, legendary seafood spots and diverse global cuisine. >> a lot of people think about dining out as a fancy. we're going to do it on a saturday night, we're going to get dressed up. it's valentine's day. but a lot of the kind of dining that most of us do are the place around the corner where they may know our names, or they may know our child

doesn't like tomatoes or that kind of thing that make it feel like home. and san francisco is full of those kind of restaurants. >> a total of seven california cities made the top ten, including oakland in second place and san jose ranked seventh. >> i mean, this is incredible. i think we knew one of the best. i parts about living here is how much food we have everywhere. and to that woman's point, you know, my local restaurants are like, i don't have to say anything because i go there so often and it's right. they know exactly what you want, what you don't like, what's not put in. it's amazing. >> plus, we've got the whole wine country and that, you know, san francisco, but the bay area. yeah. >> so i was reading i was reading the article and they said, however, if you're looking for quality over anything else, vegas took the number one spot, saying they had the highest yelp rating, suggesting that the city's dining scene offers high quality experiences. that has not been my experience in vegas, to say the least. >> you know? >> i'm. >> i was like, quality. >> i mean, you have to think

average temperatures going into next week. and in fact, you look at some of the warmest air that will be over parts of california into next week. in fact, all of california is going to feel warm temperatures. and by that we mean 70 in the afternoon for several days, believe it or not. but this morning, we do have that chance of some drizzle in the north bay. there you can see the cold front seeing a few returns on live doppler seven. but this is not a big storm by any means. we're not even putting a number on the storm impact scale today. it's just the north bay has a chance of a few drops this morning. so looking at the morning planr there, you can see it's a mix of sun and clouds all day today. gets a little cloudier as that front passes by closer to lunchtime, but temperatures slowly climbing into the 50s after about 9:10 a.m. so here's a look at the drizzle forecast. again, it's really the north bay that could see any moisture outside of the north bay. it's just a pretty cloudy day. so looking at highs around the region it's going to be mild once again today. we'll get those daytime highs into the low and mid 60s for most of us. overnight tonight we'll start to see those clouds

everyone. it is wednesday, february 19th. >> we're going to start with a look on the weather. hi, drew. >> hey. good morning. so we do have the chance of a little bit of morning drizzle in the north bay as we track a cold front crossing the region this morning from sfo. all is calm and quiet here. dry skies. taking a look at our sky conditions, you can see it's a mix of stars and clouds out there, but for the most part we don't have too many issues. looking at live doppler seven, you can clearly see where that cold front is. well, to our north, we'll zoom on down into the north bay and it's areas cloverdale, ukiah that are seeing the drizzle as this front moves to the south and east. it really just falls apart. so it's just the north bay that has the chance of a little bit of light moisture before noon today. temperatures right now we're in the mid 40s to the low 50s. good morning san francisco 5150 in fremont and brentwood are down to 46 in saint helena. so here's future weather. we'll watch that line progress to the south and east. here's. 9 a.m. with those pockets of drizzle. and then as that front continues its track, it just falls apart. and what we'll notice, though, is that a fair amount of cloud cover

county fire department is expanding services into south county fire district, territory that includes san san martin and parts of unincorporated gilroy and morgan hill. the change comes after supervisors voted to end their contract with cal fire. tonight at 6:00, south county officials are hosting a public meeting to share more information about this change. >> monterey county officials are warning nearby residents of new smoke coming from the battery facility that caught fire weeks ago. they are urging anyone living nearby to keep all windows and doors closed. this is video from the original fire at the moss landing facility. the fire lasted several days and prompted evacuations. monterey county officials say fresh smoke was first spotted just last night. it's unclear what is causing it, though. they say it's coming from an area that previously burned. crews are monitoring air quality and using drones to keep an eye on the area. >> paul pelosi, the husband of san francisco congresswoman nancy pelosi, is recovering this

massive layoffs sweeping through the federal government. now, agencies are scrambling to hire some important employees back after they were let go. abc news reporter nicole deantonio has more from washington. >> this morning, president trump defending the mass firing of government workers. it comes as u.s. officials say staffers with the department of government efficiency were at the pentagon this week receiving lists of the military's probationary employees. it's unclear whether all probationary personnel would be let go. the affected personnel would likely include defense civilians who are still new to their jobs, not uniformed military personnel who are exempt. >> i just want to point out this is a very important thing because the president is the elected representative of the people. so he is representing the will of the people. and if the bureaucracy is fighting the will of the people and preventing the president from implementing what the people want, then what we live in is a bureaucracy and not a democracy.

beach. officials say unfavorable ocean and weather conditions have made it difficult to get the 157 whales back into the water. and time is running out to save them. dozens have already died. it's not clear what caused the whales to beach themselves. scientists plan to examine the dead whales to see if they can find clues about the cause. >> farmers and beekeepers say beehive thefts are on the rise. the state beekeepers association says hives are being stolen daily. it's getting so extreme. beekeepers are now partnering with private detectives to investigate hive thefts. bees are critical to california's almond harvest. california farmers rent millions of beehives this time of year, when almond pollination season is at its peak. a ban on cell phones and other smart devices in the classroom is now in effect ine the state's largest school district. students in la will now have to put their phone, watch or smart glasses in a special pouch when they arrive

>> what i'm seeing more and more young people who are coming in with skincare regimens that are ten times more complicated than mine, or many of my patients who are, you know, in their 20s up to their 80s. >> stanford's doctor, zakia rahman, said some products, like retinoids, are fda approved for ages nine and up. with a doctor's guidance, they can help with things like acne scarring. >> i don't think we want to get rid of the these tools, but i do think that there is a serious issue. >> those issues can come when young kids start combining ingredients that their skin isn't ready for potentially triggering serious allergy or irritation. >> you know, simplifying a regimen is really, really important. and if you don't do that, the irritation can be something that can last months and months. >> south bay assembly member alex lee has been working since last year to introduce legislation that would keep kids from being able to buy anti-aging products. >> children shouldn't be worrying when they're 12 years old or 11 years old about fine lines, wrinkles or being old. >> lee first introduced the bill

last year that would ban kids under 13 from buying the products. it ultimately did not pass. this new bill bans kids under 18 from being able to buy the products. >> or could ask for their license, id, or of course, their date of birth. very much like many other products are done when they're age restricted to adults. >> in a statement responding to last year's bill, the personal care products council said that it was unrealistic. the council has big members like sephora and ulta. it said that every ingredient targeted is safe when used as directed and at the appropriate age. the statement said, in part, safeguarding preteens from the pressures of social media and the inappropriate use of cosmetics is extremely important to our member companies. this bill would not provide such safeguards. the bill still has to go through committees. if it passes, it would be signed into law around october and take effect in 2026. in san jose, zach fuentes, abc seven news. >> one of california's most beautiful and historic landmarks has new caretakers, danielle and rachel, both from santa barbara, will run the east brother light

our east bay hills camera. the accuweather headlines looking for the chance of some drizzle in the north bay, with the best chance of that occurring before noon today. otherwise, for most of us, it's just a partly sunny sky and temperatures are very pleasant in the 60s. now tomorrow a warming trend will begin here and it accelerates as we head into the weekend. the weekend is going to feel a lot more like spring than winter, and once we get these warm temperatures overhead, it looks like they'll stick with us even for much of next week. believe it or not. so here's live doppler seven this morning. the story for the north bay is that chance of drizzle as we zoom in a little bit closer. here's that front. it's really trying to make its way to the south and east. but as you notice, as it moves to the south and east, it's really just kind of falling apart. so before noon is the best chance of any drizzle in the north bay. looking at the morning planner, as this front moves through, you will notice an increase in cloud cover throughout the morning across the bay area. temperatures in the 40s right now will climb into the 50s after 9 a.m, and any drizzle is extremely light.

so you look at those estimates this morning and there you can see just a few hundredths of an inch as this front moves through. outside of the north bay it's just really quiet. so not anticipating any widespread wet weather today. partly sunny skies, temperatures very pleasant. we'll go into the low and mid 60s for daytime highs. so pretty close to average for this time of the year. overnight tonight we will find this cloud cover racing out of here. so we'll have clearing skies overnight lows a bit cooler than where we are right now. upper 30s to the mid 40s. heading into thursday. so tomorrow sunshine is back in a big way. warmer weather starts to move in here by the end of the week. look at the weekend though. we'll track 70 in some of our warmer areas away from the coast, and then even warmer on sunday. and then even next week it gets even warmer than that. so this is great news for the black joy parade in oakland on sunday. we will have just perfect conditions for parade. anything to do outside this weekend? you're looking fantastic! so it's a mild mix of sun and clouds at 2 p.m. with temperatures in the upper 60s. by 4 p.m, we're verging on 70 degrees
