inside the delta flight that flipped on the runway in toronto. passengers, you see them here hanging upside down, strapped into their seats. what officials have revealed about the investigation into what went wrong earlier this week. >> good morning. it's wednesday, february 19th. >> yeah. first we're going to turn to drew for a look at that weather. it's supposed to heat up this weekend. >> it is especially heading into saturday and sunday. it feels like spring this morning. it's quiet out there. here's a live look from our east bay hills camera showing you great visibility. what we are trackin, though, is the cold front. we had been advertising this a lot yesterday. this front is bringing some rain to eureka points to the north around oregon and washington. we're really just on the very end of this front, so at best we'll find some drizzle working through the north bay before noon today. outside of the north bay, it's just a partly sunny day. temperatures are very pleasant once again. will go into the 50s and 60s for daytime highs. right now for most of us, we're starting out our wednesday

in the 40s under really calm conditions, light winds, and really good visibility. so here's a look at future weather. by 830, we'll track that chance of some drizzle in the north bay and then this thing just falls apart. but at noon you notice an increase in cloud cover. so we will be in and out of the clouds all day today. but temperatures, very pleasant, will go into the low and mid 60s for daytime highs. let's check in with sue hall, see how we're doing on the roads this morning. >> good morning drew. good morning everyone. it's wednesday. where don't you love a short workweek? we're halfway there already. we do have metering lights on at the bay bridge toll plaza, with a very minor backup. and your drive from hercules towards san francisco at a mere 35 minutes. right now, to walnut creek we go. this is both directions of 680, right near the 24 interchange. we do have reports of an accident, this one in mountain view. it is northbound 85. they have just issued a sigalert. it's blocking a couple of lanes. there are injuries involved. they need to get an ambulance on scene. so you're slow from el camino real north towards 101.

>> drivers in san francisco be warned you are step closer to cameras, clocking your speed and automatically sending you tickets. the first speed camera has gone up in the city's richmond district, and more on the way. abc seven news reporter gloria rodriguez is here. with how soon those cameras are going to be turned on, and when you could face a fine gloria. >> very soon, reggie, because the cameras are expected to be turned on next month, there's one that's already installed at the intersection of geary boulevard and seventh avenue in the richmond district. and we have a map that shows you the 33 intersections around the city where the speed cameras will be going up. the locations were chosen because they are high injury streets. they're in school zones or on streets with a history of sideshows. now your back license plate will be photographed if you're driving 11mph or more over the posted speed limit, and then you will be getting a citation in the mail, you can be fined between $50 and $500, but the city will not be imposing those fines for

the first two months the group walked san francisco, and traffic victims say that this will help prevent crashes and speeding. and this morning, they are gathering in the richmond district. they are celebrating the cameras. live in the studio. gloria rodriguez, abc seven news. >> thanks, gloria. in the east bay, several community groups in oakland are fighting to save their own funding as the city faces a multi-million dollar budget deficit. they're calling for their organizations to be spared from financial cuts. the city of oakland has begun begun terminating community grants to save an estimated $2.6 million. the cuts would impact more than a dozen nonprofits who rely heavily on city funding. interim city council president noel gallo says he's ready to take drastic measures to help. >> i'm willing to give up my salary. my salary as a council member, to support the senior programs that are currently occurring. >> oakland's budget deficit ballooned to $130 million last year, resulting in widespread cuts. however, last week, the

city council found $8 million in funding to restore service to seven fire stations that were set for closure. >> the race for oakland mayor is well underway, and last night, the major candidates vying to replace recalled mayor shang tao. spoke with voters in a public forum. they talked about everything from the city's budget crisis to crime and corruption at city hall. abc seven news reporter jared stone spoke with all three candidates hoping to lead the town. >> former congresswoman barbara lee, former oakland city councilman loren taylor and former shengtao chief of staff neil webb, all running for oakland mayor. lee and webb addressing public safety first and foremost tuesday night. >> i want to make sure that our public safety issues measure n n becomes the reality of a public safety strategy, a comprehensive public safety approach. >> we have to get control of this crime of the dirtiness in the street. you know, we all

deserve to live in safety and in peace. >> taylor lost the last mayoral election to the now recalled sheng tao by less than 1000 votes. he's running for mayor again. >> as an oakland resident, frustrated and angry that uh- mayor tao was not only failing the city, but demonstrating the corruption through that at least is alleged through her actions. we have to restore trust in government. >> webb, who's an elementary school educator, served as his chief of staff for a year and a half. she says her time in that position ended the day tao was sworn in. she says she has been called the whistleblower by some. >> when people try to associate me with shame, i say, great, go ahead, because i'm the one that stood up to her and said, i'm not going to be corrupt and i'm not going to sell out oakland. >> lee throwing out a possible approach to homelessness if she is elected. >> i would like to look at piloting a project or two here with regard to what other

communities have done, and that's providing for universal basic income for unsheltered people who need a job. >> taylor calling for change. >> what we need right now is someone who can fix things. that's what i've been doing outside of city hall and inside of city hall. >> these three candidates will be busy. the special election for oakland mayor is in less than two months on april 15th. in oakland, j.r stone, abc seven news. >> ursula jones dixon is officially the new alameda county da. she was sworn in last night during the board of supervisors meeting. jones dixon was serving as an alameda county superior court judge. she replaces pamela price, who was recalled in november. >> the one thing i'm most concerned about here at the da's office is the cohesiveness. and this is not tom orloff's office. it's not nancy o'malley's office. it's not pam price's office. it's the alameda county da's office. and i just happen to be leading it now. the goal

is to make sure that we have lawyers who can do the work and do it well. >> she'll serve through next year. that position is up for election, and she plans to run to keep the job. >> new this morning, a decision on a controversial proposal to build a glamping site in napa has been delayed indefinitely. after hours of debate last night, council members decided to table a vote on the plan. developers want to turn the area in orange on this map near the silverado trail in hagan road, into a huge resort for dozens of high end camping trailers and tents. supporters say the timing is right, that it is well thought out and would provide an economic boost. opponents say there are a number of safety concerns, including when it comes to traffic and possible fire danger. during the debate last night, developers offered to alter their plan and reduce the size of the site. at one point, there was confusion among council members about what action should be taken. in the end, after midnight, the city attorney had to clarify exactly

what decision was being made. >> i just wanted to note for the public, the council took no action other than to basically deny the motion that was on the table, and so there was no action on the application tonight. >> there was nearly three hours of public comment on the issue. it's not clear when this will come back to the council for a decision. >> today is move in day at the largest interim housing community ever built in san jose. the complex on branham lane has room for more than 200 people who are working their way out of homelessness. the city of san jose is partnering with lifemoves, an organization that already has 26 shelter and service sites across the bay area. the new community has resources on site, including a clinic, case managers and a pet park. organizers say a quarter of the residents set to move in have been chronically homeless. >> recognizing the length of time someone has experienced homelessness, what other traumatic experiences they might have had growing up or as

adults. all of that impacts someone's ability to kind of settle and breathe and feel safe. >> to qualify to live in that new community, adults have to make 15% of the area median income. that is roughly $19,000 a year. there's also a community closet on site for residents in need of shoes or clothing. >> 609 this morning, live doppler seven, along with satellite is showing you. we do have a storm that is moving into the pacific northwest with heavy rain from seattle to portland. what's happening here locally? we are on the very edge of a cold front that is just supplying us with the chance of some light drizzle in the north bay. so here's live doppler seven the closer view. we do have some light showers falling around ukiah right now, some moving into cloverdale, but as this front will move to the south and east over the next few hours, a lot of this moisture is going to fall apart. so the best chance of any drizzle will be in the north bay this morning.

outside of the north bay, just anticipate a mix of sun and clouds throughout the day and very comfortable temperatures. so here's a live look at san francisco. you can see kind of in the background a little bit of low cloud cover trying to move in. right now. the early mornings will feature that north bay drizzle chance into the afternoon. we'll see partly sunny skies and that chance of drizzle is gone. so daytime highs will get you into the 50s and 60s later on today it will feel quite nice. looking at the next three days, we have that chance of some drizzle this morning. tomorrow we're back into full sunshine and then a warming trend really takes over here. by friday and into the upcoming weekend, it's going to feel a lot more like spring than winter. and in fact, once we get these warmer temperatures, they're likely going to stick around for much of next week. the climate prediction center look at this has placed much of california into above average temperatures. we're talking five, ten, even 15 degrees above average. a close look at the seven day guys coming up in just a few minutes amanda. >> all right drew thank you. president trump is defending the mass layoffs being carried out across the federal government.

we are following up on the delta plane crash landing in toronto. the cockpit voice recorder and the flight data recorder from that flight are now in the hands of investigators. new video shows the plane moments after the crash with passengers hanging upside down in their seats. one passenger described what was going through their mind. >> absolute initial feeling is just need to get out of this. and so made sense of kind of where we were and being upside down and took my seatbelt off, which i had obviously left fastened for the landing. and as i took it off, crashed down onto the ceiling, which had become the floor because we were upside down. >> miraculously, all 80 people on board survived. investigators are going to be examining the plane for at least the next two days. two runways at the toronto airport will remain closed after 18 months of controversy. the center running bike lane on san francisco's valencia street is officially done. so yesterday,

crews began the process to move the lane to the side of the street. work started at 23rd street and will progress northbound to 15th street. the bike lane was supposed to create a safer path for cyclists, but a number of business owners fought to have it removed. they blame it for the decline in business. after about 70 parking spots were removed from the area. the executive director of the nonprofit streets forward believes the side running bikeway is an improvement, but there are still some safety concerns. >> my hope is that floating park will be converted to curbside parklets as soon as possible so that you know, there aren't any crashes or conflicts between people walking between the parklet and someone on a bike. >> in a statement, the sfmta says in part, switching to a curbside design demonstrates our commitment to the valencia community by responding to feedback and creating a safe bikeway. the valencia street bike lane has been a topic of debate in san francisco for

several years now. it all started in the summer of 2022, when outreach and planning for the center bike lane began. the sfmta board of directors approved the design the following april. installation started in the summer of 2023, and the center bike lane opened that august. then last february, the sfmta started exploring a new design for the side running bike lane that is being installed now. >> between nba all-star weekend and chinese new year celebration. san francisco leaders are looking to capitalize on a successful weekend. new legislation announced yesterday by state senator scott wiener and mayor daniel lurie aims to increase nightlife downtown. the proposed bill will provide 20 new low cost liquor licenses designated for the areas near yerba buena gardens and union square, two places where the city is focusing on hospitality. >> we want to put our best foot forward and guess what that is? that is our food and beverage. that is our nightlife. that is

the essence that makes san francisco so unique. that is our people, that is our culture, that is our innovation. >> mayor laurie says his administration is also working to streamline the city's permitting process to help new small businesses open. >> more good news for the city. it's been named the culinary capital of the us. san francisco earned the top honor in travel and leisure. the magazine says the city's food scene has a mix of michelin starred restaurants, legendary seafood spots and diverse global cuisine. >> a lot of people think about dining out as a fancy. we're going to do it on a saturday night. we're going to get dressed up. it's valentine's day. but a lot of the kind of dining that most of us do are the place around the corner where they may know our names, or they may know our child doesn't like tomatoes or that kind of thing that make it feel like home. and san francisco is full of those kind of restaurants. >> a total of seven california cities made the top ten, including oakland in second place and san jose ranked seventh.

temperatures starting to warm through the 50s. so here's a look at how much drizzle we could see over the next 5 to 6 hours. and again, where we find some of this moisture is mainly positioned in the north bay. could we have 1 or 2 spots sprinkles in oakland or the city? yes. it wouldn't be widespread. it would not last that long. and again, this is not getting a number on the storm impact scale. so looking at today, partly sunny skies, temperatures are really pleasant again this afternoon. we'll go for highs in the low and mid 60s later on today. overnight tonight we will see those clouds clear out of our region. we'll have mainly clear skies first thing tomorrow and lows in the 30s and in the 40. so behind this system warmer air really moves in here by friday well into the 60s. then over the weekend we'll have 70. in our warmest areas. the weekend is just going to be super nice. mostly sunny skies, perfect for the black joy parade in oakland on sunday. look at the forecast here. we'll have temperatures starting out in the 60s by noon. perfect for the parade. a mix of sun and clouds with mild temperatures. then by the afternoon we're approaching 70

and this is all associated with that cold front. so throughout the day we'll be in and out of the cloud cover, but it will be a mild afternoon. here's live doppler seven. you can see where that cold front is placed right in the north bay right now. let's zoom in a little bit tighter, and there we'll find the chance of some light drizzle. even a light shower from cloverdale, ukiah. areas to the north, even around fort ross right now. but as this cold front continues to track to the south and east, it's going to lose a lot of this moisture. and once it's outside of the north bay, we're just looking at dry conditions and a partly sunny sky. so looking at temperatures right now, we'll start you out here in the 40s and low 50s as we get you going. you don't need the rain gear if you're in the north bay at all this morning, you may find a hit or miss drizzle pocket, but outside of that, we're looking at a really quiet picture. so here's future weather showing you that chance of some drizzle as that front moves through. it just increases the cloud cover. daytime highs will be in the low and mid 60s. let's check in with sue. see how we're doing the roads this morning.

>> good morning. good morning everyone. it's wednesday and we've got the metering lights on as of 537 this morning. look at the sky at the bay bridge. it's a gorgeous if you're stuck in that backup, your rear view mirror has a beautiful sunrise this morning with the clouds and the mix of all kinds of good stuff. and yes, a little slow. that's the problem coming into the bay bridge and into the city. once you're on the span, you do have brake lights and take a look at your drive time from hercules all the way into the city. it's increased now to almost one hour. couple of problems we have in mountain view. we had an earlier accident with a sigalert. it looks like that has been cleared out of lanes. it was north 85 at evelyn. and then we have a bus, an ac transit bus that is stalled out in the two left lanes, westbound 80 near appian way. they are trying to get another bus there to get the passengers unloaded onto that bus, but you will see very slow traffic from rodeo all the way to just about el sobrante. >> if you're driving in san

parts of unincorporated gilroy and morgan hill. the change comes after supervisors voted to end their contract with cal fire. tonight at 6:00, south county officials are hosting a public meeting in san martin to share more information about that change. >> monterey county officials are warning nearby residents of new smoke coming from the battery facility that caught fire weeks ago. they are urging anyone living nearby to keep all windows and doors closed. this is video from the original fire at the moss landing facility. that fire lasted several days and prompted evacuations. monterey county officials say fresh smoke was first spotted just last night. it's unclear what's causing it, though. they say it's coming from an area that previously burned. crews are monitoring air quality and using drones to keep an eye on the area. >> paul pelosi, the husband of san francisco congresswoman nancy pelosi, is recovering this morning after a kidney transplant. according to a statement from the congresswoman's office which released this photo. paul's transplant happened friday at

comment came a day after trump made a series of claims, including that ukraine was responsible for starting the war. we're also tracking the situation with the mass layoffs hitting the federal government. president trump and elon musk are defending the layoffs as we learn. musk's dodge team could be preparing for layoffs at the pentagon, officials say. dodge employees received lists of probationary employees at the pentagon this week. it's unclear if all probationary employees would be let go, or if the layoffs would be focused on civilian workers and exempt non uniformed military personnel. >> i just want to point out this is a very important thing because the president is the elected representative of the people. so he's representing the will of the people. and if the bureaucracy is fighting the will of the people and preventing the president from implementing what the people want, then what we live in is a bureaucracy and not a democracy.

>> meanwhile, sources tell abc news a decision to terminate roughly 10% of nasa's workforce has been put on hold. officials have also started rehiring staff from the national nuclear security administration. more than 300 workers were fired last week. >> now it's our abc seven mornings, where we highlight some things happening in the day ahead here in the bay area. >> first, federal workers in san francisco plan to protest elon musk's role in the trump administration today. they'll protest at the tesla showroom at van ness and o'farrell this afternoon. of course, musk is the ceo of tesla, and his car brand has been facing protests in recent weeks, and some people have even been selling their cars. in response to his role in firing thousands of federal workers. >> today, the council on american islamic relations, otherwise known as care, plans to formally designate stanford university as a hostile campus. care is the largest muslim civil rights group in the country. the group says the decision was made because stanford has repeatedly

some light drizzle before noon. outside of the north bay, it's just a dry mix of sun and clouds throughout the day. there you can see some of the clouds from our south beach camera from the cold front as it gets closer to us. so looking at the morning planner, some drizzle in the north bay early on and that's just partly sunny for the rest of the afternoon. and temperatures are pleasant just like yesterday away from the coast. we'll get you into the 60s. so the next three days we get rid of this drizzle today. tomorrow we're back in full sunshine and then warmer weather starts to move in here. and by the weekend, it feels a lot more like spring than winter. and in fact, once we get into next week, we keep this warm air above us. the climate prediction center has placed much of the western half of the country into some warmer than average temperatures. in fact, some of the warmest air is going to be centered over california as we head into next week. so we'll take san jose, for example. average high this time of year, right around 63 degrees. we will remain above average the next ten days. over the weekend and into next week. we will have several days well into the 70s.

were found dead inside a home on january 8th. also inside, the bodies of reina and cameron guth, their daughter and son. all four died from gunshot wounds. >> in the east bay. a school building caught fire last night in oakland. this happened just before 8 p.m. on 18th street. the building is used by california children's services. it's right next door to ralph bunche high school. firefighters kept the flames from spreading and no one was injured. the cause is still under investigation. >> heads up for drivers in the north bay. a portion of highway 101 in santa rosa will close a day earlier than planned, because of construction for the material for the project arrived early. that means the work will start tonight. all north and southbound lanes will be closed between yolanda street and baker avenue from 11 p.m. to 5 a.m. tomorrow. caltrans has detours planned for both directions of traffic. across the pacific, a desperate rescue effort is underway in tasmania. a large pot of false killer whales is

stranded on a remote beach. officials say unfavorable ocean and weather conditions have made it difficult to get the 157 whales back into the water. and time is running out to save them. dozens have already died, and it's not clear what caused the whales to beach themselves. scientists plan to examine the dead whales to see if they can find clues about the cause. >> farmers and beekeepers say beehive thefts are on the rise. the state beekeepers association says hives are being stolen daily and it's getting so extreme. beekeepers are now partnering with private detectives to investigate hive thefts. bees are critical to california's almond harvest. california farmers rent millions of beehives this time of year, when almond pollination season is at its peak. >> now it's your morning money report. president trump plans on implementing tariffs of about 25% on cars, computer chips, computer chips and pharmaceuticals. the tariffs could start as early as april.

this comes as the president pushed a 10% tariff on all goods from china, and 25% tariffs on all steel and aluminum imports. the president says he plans to increase these even more. however, he did say he wants to give companies a chance to bring their manufacturing to the us so they can avoid these penalties. postmaster general louis dejoy is resigning. dejoy has held that job for five years, leading the post office through the pandemic, surges in mail in ballots and major cost cutting efforts. he has been criticized by both democrats and republicans, who say his changes had a negative impact on americans. in a letter to the postal service, dejoy said he would be as helpful as possible during this transition. now we take a live look at the new york stock exchange as training gets underway this morning. you can see that we're down about 141 points. >> rock and roll hall of famer paul simon is returning to the stage with a quiet celebration

you notice there is not a ton of moisture to work with with this cold front. and as it continues to move to the south and east, it's going to lose most, if not all of this moisture. so for folks working or playing today outside of the north bay, you will be dry, but just be aware of that. in the north bay we have drizzle before noon today, increasing cloud cover throughout the day as this cold front progresses through. temperatures right now we're in the 40s, will climb into the 50s by about 9 a.m. kind of hang there through noon today. so looking at the drizzle chances there, you can see where we do find some of this moisture. the best chance would be in the north bay. and it's a very light not even getting a number on the storm impact scale. so looking at highs today we'll get those daytime numbers into the low and mid 60s. so it feels nice despite not having full sunshine out there. it's partly sunny throughout the day, but those clouds do depart tonight. so we have clearing skies and that allows us to cool off into the 30s and low 40s as we get you into thursday. now, warmer weather really moves in by the end of the week. here's friday, look at those temperatures in the 60s and over the weekend we have 70 starting to appear in

her contributions to the community and to education. lee brown was honored by state superintendent tony thurmond in a ceremony at brookfield elementary. 40 years ago, brown made a pledge to a class of 23 first graders that she would pay for each of them to go to college if they stayed in school and graduated high school. brown went on to serve more than 160 students, not just paying for their college education, but also through tutoring, mentoring, and field trips. >> lived in batesville, mississippi, picking cotton for $2 a day, and i survived off of that. and so when god blessed me to leave there, it's nothing that he will not ask me to do that i won't do it. >> some of brown's former students were in the audience for that ceremony. >> this weekend. the black joy parade is returning to oakland, and abc seven is proudly broadcasting the parade for a third year in a row. the annual parade is an opportunity for the community to come together to

things you need to know this morning. number one, we have the chance of light showers and drizzle in the north bay. there you can see live doppler seven tracking that cold front. now, as this front makes its way to the south and east across the rest of the region, this moisture is really going to fall apart. so outside of the north bay today, it is dry. it's a mix of sun and clouds throughout the day. in fact, you see some of that cloud cover moving in from our exploratorium camera. so the forecast will call for that drizzle first thing in the north bay, a mix of sun and clouds throughout the afternoon. temperatures are back into the 60s away from the coast. >> number two. overnight, the vatican revealed that pope francis has been diagnosed with double pneumonia. the 88 year old has been hospitalized with a respiratory infection since friday. all public events have been canceled until at least sunday. >> number three a potential new problem after this fire at the moss landing battery storage plant a few weeks ago. last

night, people nearby were told to keep their windows and doors closed after smoke was seen coming from the facility. >> number four a proposal to build a new glamping site in napa has been delayed indefinitely. the decision came after a long debate at last night's city council meeting that lasted until after midnight. >> number five a look at san francisco's first speed camera. it just went up at seventh and geary in the richmond district. drivers will begin getting warning tickets sometime next month if they are caught going at least 11mph over the speed limit. today, advocates are planning to celebrate its installation. >> and number six. well, we've got the bay bridge backup. yes, that happened at about about 537 this morning with the metering lights being turned on. it's just under an hour to get from hercules all the way into the city. and just across town you can see the golden gate bridge is shrouded in fog. we still have this problem with an ac transit bus blocking two lanes at appian way. westbound 80 there waiting for a replacement
