a live look past the coliseum north and southbound. the nimitz moving very well. we do have a little bit of slowing up and over the altamont pass speeds of just under 20 miles an hour at the top of the pass. then you pick up rapidly into livermore. in fact, we'll take a look at some of your drive times here as you get up and at them this morning. 680. highway four to walnut creek is a breeze. then walnut creek to 580. not bad at all. and there's your central valley to dublin pleasanton drive just under 40 minutes. >> thank you. sue. california's high speed rail may be facing another delay. the trump administration is taking aim at the project that has already faced a lot of delays, cost overruns and lawsuits. yesterday in los angeles, transportation secretary sean duffy announced a compliance review of the project. he said this has been mismanaged. he wants an accounting for where $4 billion in federal funds has been spent. >> this is going to help determine whether billions of dollars in taxpayer money should

remain committed to california's high speed rail. >> state senator jim acosta of fresno defended the project. >> the delays and cost overruns have been a direct result of people who wanted to kill the project, who have litigated the project, who have delayed the project, that have added additional costs. so let's be clear about that. >> the rail authority's ceo told abc seven news they welcome the investigation and have every dollar accounted for. >> elon musk waved a chainsaw in the air while boasting about his effort to fire thousands of federal workers and shrink the size of the government. he appeared at a conservative conference yesterday, hours after nearly 6000 irs workers were notified they were being fired in the middle of tax season. officials with the trump administration claim the layoffs will not affect the processing of tax returns. laid off workers are concerned there will be delays. >> you can only imagine with so many people being let go and so

much kind of like information and potential being lost, people probably expect some disturbances. >> whether you're getting a tax refund. musk is now suggesting every american should be getting a check from the government. he's pitching a $5,000 payment funded by the cuts made by his dodge group. san francisco groups are joining a lawsuit over the removal of public health web pages, removal of government data, and policies targeting dei programs. several groups, including lambda legal and the sf aids foundation, are challenging. the executive orders they say are threatening important programs and services. these groups are worried that federal funding they rely on to serve marginalized communities will be taken away. >> these organizations rely on federal funding to provide life saving and life affirming services. yet under these executive orders, their funding is being threatened or outright revoked simply because they acknowledge the reality of the people they serve.

>> the san francisco aids foundation is the leading plaintiff in this nationwide lawsuit, and it's not the only suit the trump administration is facing. >> happening today, the topic of school closures back on the table in the north bay, santa rosa city schools will hold a special board meeting to try and hash out a closure plan. wednesday night's meeting went on for hours, with a contentious debate over the possible closure of a high school. ultimately, the board didn't reach a final decision. we know for sure three elementary schools are closing albert bella, brook hill and steel lane. the district is dealing with a $20 million shortfall. today's meeting starts at three. it's going to decide the fate of several middle schools and a high school. the district says its goal is to avoid extensive layoffs. >> two schools are slated to close in the vallejo city unified school district, as the district deals with declining enrollment and a budget deficit. this week, the school board voted to shut down mare island health and fitness academy and loma vista elementary science academy. a decade ago, vallejo

had nearly 14,000 students in their district. today, they have fewer than 9000. the district also faces an almost $36 million budget deficit over the next two years. >> it's a significant loss roughly 400 kids a year. when you can, you think about that. 400 kids is about a school. it's a small elementary school. so losing a small elementary school for years and then not shifting or making the decision to close schools, it's hitting all at the same time. >> the superintendent says these closures only make up a fraction of the deficit. so more closures may be necessary in the future. a charter school is planning to move into the mare island academy campus when it leaves this summer. >> a judge has ordered former san francisco nonprofit exec john jacobo to stand trial on rape and other sexual assault charges. jacobo is accused of assaulting a housing rights activist. he resigned from his job last april over the allegations. during yesterday's hearing, the judge allowed the prosecution to submit into evidence a 25 minute video that

showed instagram messages between jacobo and the alleged victim. also, a motion by jacobus attorney to have the alleged victim testify got thrown out. his attorney claims the charges are politically motivated. embattled san mateo county sheriff christina corpus has been asked not to attend an upcoming san francisco police officers association event, the chronicle reports. corpus was sent a letter saying she is, quote, not welcome at the event, which will celebrate 50 years of service by female sfpd officers. corpus is at the center of a misconduct investigation. she is accused of using racial and homophobic slurs to degrade colleagues, and of having an inappropriate relationship with her chief of staff. in a letter from sfo president, the organization says, quote, these women honor the badge, honor the profession and serve as role models for young girls who wanted to go into law enforcement to serve their communities. your presence is an affront to their legacy. a rough landing last night for a small

plane in concord. the plane came down without its landing gear at buchanan field airport. you can see the belly of the plane resting on the runway. the airport tells us no one was hurt. california's petroleum watchdog is keeping track of how the martinez refinery fire is impacting gas prices. the state's division of petroleum market oversight says the site does nearly 10% of all of california's crude oil refining, but operations are offline for the foreseeable future. a letter from the watchdog says the company couldn't even begin to assess the damage until late last week, due to an ocean investigation. northern california gas prices have increased by $0.42 per gallon since that fire. california does have the highest average gas price in the country, according to aa. the average price per gallon in san francisco. 516. it's five bucks in san jose. the national average only 316. >> as oakland faces a massive budget crisis. a city auditor has found the city has been

overpaying some employees for overtime. acting on a tip. an investigation was launched into the departments of transportation and public works. it discovered between january 2018 and may 2024, the city paid more than $1.6 million in excess overtime. the reason behind it? the city used a different method to calculate overtime than is required by federal law. the report suggested it is possible excessive pay for overtime happened with other city departments. today marks eight years since devastating floods in the south bay, and work is almost finished on a project that could keep it from happening again. valley water and local lawmakers say they're almost done with phase one of the flood protection work along coyote creek. crews built flood walls along a four mile stretch between old oakland road and interstate 280. >> in this specific area, the water would be up, but in the reslience around the area, you wouldn't have any flooding. so basically, if this project was

here, then you wouldn't have seen the impacts that you saw, at least in this area. now, the other phase of the project is required to protect the rest of the community against the 20-17 flows. >> phase two will extend along coyote creek from montague expressway to tully road. construction is expected to begin in 2026. >> 610 this morning, we'll begin with live doppler seven along with satellite. show you the story we'll be tracking for the next several days. we have high pressure just anchored right off our coastline this morning, and that is going to bring us the ample amount of sunshine, not only today through the weekend. there is a storm to our north. you can see some rain starting to move into seattle, portland, vancouver right now. this high is going to block any moisture from entering california, but from time to time, some of the clouds will rotate around this high for partly cloudy conditions through the weekend, but this high will keep us nice and mild, feeling a lot more like spring. in fact, across the state today it will be warm in southern california will be in the 70s and 80 under mostly

two home insurance companies, the green light to raise their rates in california, and that impacts 660,000 customers. mercury general's policies are going up an average of 12% for homeowners. that will happen in late march. a spokesperson says the rise is due to higher construction costs, not wildfires. and the chronicle reports policyholders insured through safeco, a subsidiary of a subsidiary of liberty mutual, will see an average increase of 7.2% that will be in may. the late steve jobs will be the new

president trump was canceled this week, after trump referred to ukraine's president as a dictator. >> trump is obviously very frustrated right now with president zelensky. the fact that uh- that he hasn't come to the table, uh- that he hasn't been willing to take this opportunity that we have offered. >> earlier this week, trump falsely claimed that ukraine started the war. >> the trump administration's effort to drastically shrink the federal government is also taking aim at federal buildings in san francisco. we first told you yesterday morning the white house wants to sell the nancy pelosi federal building on seventh street, a building at 50 united nations plaza, and another in san bruno. now we're learning the government would instead lease office space for federal agencies. former congresswoman jackie speier says that doesn't make sense. >> the lease is going to keep going up, and you're going to be paying the property taxes, ironically, of the lessor, whereas you don't pay any

property taxes when you are federal government. >> the federal building in san bruno stores national immigration archives. the building is named after congressman leo ryan, who was killed during the jonestown massacre in 1978. at the time, of course, former congresswoman jackie speier was his aide. today, several southern california lawmakers are expected to introduce legislation to overhaul california's sanctuary state law. they're backing a bill that would prevent local jurisdictions from passing sanctuary city measures stronger than current law. the legislation would also require law enforcement to cooperate with immigration and customs enforcement regarding violent offenders and specific crimes. >> sonoma state students and supporters fighting drastic spending cuts at the university will have another chance to express their concerns today. a hearing to address the cuts is scheduled to take place on campus this afternoon. protesters plan to hold a rally ahead of the hearing. sonoma state administrators are

planning cuts to education that would include the layoffs of about 60 faculty and staff members. the university is also considering discontinuing all athletics programs at the schools. major changes in south santa clara county's fire response has left many residents concerned and some confused. last night, the county's board of supervisors voted to switch fire response from cal fire to the santa clara county fire department. according to the san jose spotlight, the change would end an $8 million contract between cal fire and the district. the district has been struggling to financially support its current level of service with cal fire. supporters of the change say it will ensure stability for all residents and could improve response. 9-1-1 fire calls will now be handled by county dispatchers instead of statewide dispatchers. residents at last night's meeting were confused by the process. >> no, i think the meeting was more labor versus management issues. and we were the

residents were sort of the spectators. >> the firefighters union is concerned the change could leave cal firefighters without a job. it could also force the county to build a new fire station. officials have not shared a timeline for when the change will kick in. the stabbing death of a cal fire captain in san diego county has taken a turn. rebecca was found dead in her home monday. investigators identified the suspect, her wife, 53. year-old yolanda moroti, as. and apparently she has done this sort of thing before. law enforcement sources tell abc news that she pleaded guilty to voluntary manslaughter for stabbing her then husband to death. this was back in 2000. moroti got out of prison in 2015. now, san diego county authorities are trying to track her down. >> happening today. the man accused of killing a health care ceo in december is due back in court in new york. this will be luigi mangione's first appearance since his arraignment. a judge is expected

to ask about whether evidence has been exchanged and could possibly set a trial date. mangione is accused of gunning down united healthcare's brian thompson in what police called a targeted attack. he's pleaded not guilty, but also faces federal charges which could lead to the death penalty. video of that infamous killing is now being used in advertising advertisements for a new app called protector. it lets people book. armed bodyguards became available this week in los angeles and new york. users can choose the type of bodyguard, how they should dress, and even the type of transportation. they're either active or veteran members of the military or law enforcement. the company says everyone is vetted. >> we're trained in tactical combat, casualty care, risk assessment, risk mitigation, and assessment. >> they have to be fully licensed in the state of california. bcis bureau of services and investigative services has to license you. you have to have what's called a guard card to do this type of business. then you also have what's called a firearms permit, which allows you to carry a

weapon. >> the service doesn't come cheap. it costs a thousand bucks an hour. there's a five hour minimum. >> a woman living in a soon to be closed rv site is suing the city of san francisco to keep it open. the bayview vehicle triage center is a safe parking site for people living in vehicles. the city plans to close it on march 3rd. ramona mayhan requested a court to stop the closure until the city holds a public hearing. the safe parking site has faced issues since the start, like flooding rats and a lack of electricity. but the decision to close came just weeks after millions of dollars and years of effort to hook up permanent power were finally successful. the san francisco city attorney's office says it has not been served with a lawsuit yet. >> just a few hours, an iconic san francisco donut spot is opening a new location. but don't worry. bob's donuts is going just right down the street. they're going to have a soft opening at 10 a.m. so this is at poke street, about a block away from the original store. the owners announced last year

>> good morning. yeah, we've been getting a sneak peek all morning long. and right now we have sidney barrere, who is performing in the show. so thank you for joining us bright and early today. >> yes. thank you for having me. >> tell us, what do you do in the show? >> uh- in disney on ice presents magic in the stars. i portray the role of raya from ryan the last dragon. >> oh, okay. that sounds like a really cool character. and i know that you have been traveling with the show for some time. tell us about your experience traveling. >> yeah, i've been traveling with disney on ice for about six years now. and you know, with the role of raya, i get to portray a super cool role that brings us to the world of kumandra. and i get to also fly on one of our specialty acts, which is the acropole, which is a super cool act that you have to come see. >> wow. and i know that you're from minnesota. you were saying you started skating when you were three years old? >> yes. for sure. started skating was three. and it's been such a cool experience. a long journey to get here, but super excited to be able to show off all my skating prowess and, you

know, show the audiences what we can all do. >> yeah. and i know you got to travel all over for the show. this is the first time this specific show is coming here to the bay area. so that's really neat. and cindy is going to give us a little preview of some of the costumes that are used. so first of all, i know you have one that's used in the opening number. >> yes. we have a super exciting costume which is our opening number costume. it has kind of a disco ball esthetic. it's supposed to represent, you know, the stars and the stories that we light up and, you know, the stars of many of our 12 over 12 disney stories that you know and love of your favorite disney movies, for example, this one for our opening number, you know, has some cool decals and such to, you know, make sure we light up and show up on the ice, as well as just super cool design, as well as some black or some automated lighting. spot tracking so that we can be seen throughout the ice. but yeah, this one's a super cool one and super high energy number to
