very young children is under arrest. plus, the problems in one san francisco neighborhood seem to be spilling over into another. an unexpected consequence of the crackdown on drug use in one part of the city. and san francisco unified school district might not be closing schools, but now we're learning that hundreds of jobs could be eliminated. good morning to you. it's saturday, february 22nd, i'm zach fuentes. let's start with a look at the weather with meteorologist lisa argen. good morning. >> hey zach good morning to you. it's not as cold as it has been out there. a couple degrees milder. we have some clouds and no fog really to speak of, but there are some patchy low clouds along the shoreline. it's 43 in fremont, 50 in los gatos, with 41 in livermore. and even up in the north bay. we've got low 40s from napa to sonoma at 40. so compared to yesterday, a couple degrees milder, four degrees milder today. and we'll continue with that theme as we go through the afternoon. 9:00 we're in the low 50s. it's a partly cloudy

day with some increasing clouds in the north bay. 1:00 look at the numbers. 60s to near 70. low 70s in the south bay. increasing clouds in the north bay could see a few showers throughout the weekend in the north bay. i'll talk more in detail about that coming up. zach. >> lisa. thank you. and we do start with that troubling story out of antioch. a mother is under arrest, accused of leaving four children home alone in poor conditions. the house is on spruce way, and police made the discovery after someone reported seeing a two year old running around unattended. abc seven news reporter lauren martinez has been following the developing story. she spoke with neighbors who say they were shocked to learn what happened. >> this is the first time ever happened. so far is so many police officers. >> antioch police found four young children living in poor conditions. this cell phone video was taken by david sarkar, who lives across the street. >> the kids were taken by the ambulance one this way and one

the other. >> it was on thursday evening when officers responded to the home after someone reported finding a two year old child outside. when officers arrived, they found three additional children inside with no adults around. police said when their 36 year old mother arrived back home, she was placed under arrest for child abuse related charges. >> i was really surprised it never happened before and as i said, i haven't seen that many officers around here, even the ambulances and other cars. >> on friday, investigators went back to the home. the contra costa fire department hazmat team said the home was uninhabitable. officials boarded up the front door and the city code enforcement tagged the home. we knocked on neighbors doors to ask if they knew the family or knew what happened. >> you guys are the ones that told me. i'm surprised about it. >> richard arnold said it's usually a quiet area and neighbors stay to themselves. he was sad to learn children were involved.

>> i just really hope that everybody gets better. >> the children's ages two, two, five and eight were taken to nearby hospitals for evaluation before being placed into the custody of child and family services. >> i'm so sorry about that, but especially for the young kids. >> the tags on the garage and the door say there's no power in the home is unsafe to enter. the mother is being held on over $400,000 bail. in antioch. lauren martinez abc seven news. >> and new details. we've known about san francisco unified school district's budget troubles for a while, and now we're finding out that it's going to vote on tuesday to move forward with layoffs. this is the first step in the process and could lead to hundreds of jobs being eliminated. staffing accounts for about 80% of the district's budget, and the proposal would send out preliminary notices to 395 certificated positions and 164 classified positions. now, the district would then have to determine which employees to send notices to by march 15th.

it does have the ability to rescind notices in the final. notices would go out by may 15th. california college of the arts in san francisco has successfully raised nearly $45 million to help secure its future. half the money came from nvidia's ■co-founder and ceo jensen huang. he is the world's richest man and it's the first time he's helped the college. ca was facing a budget shortfall, layoffs and declining enrollment. huang's donation is the largest in the school's history. new developments on school closures in santa rosa, as the district there deals with a $20 million deficit. the school board went back at it friday after a meeting earlier this week, went on for hours and ended without a final decision. a total of four schools were in the board's crosshairs. elsie allen high school drew the most pushback when it was discussed wednesday night. this morning, some relief for that high school community, as the board voted to only close the three middle schools. abc seven news reporter tara campbell has the story.

>> after months of heated debate, the doors of elsie allen high school will stay open. >> this has been an alarm. this has been a huge alarm for our district. >> santa rosa city schools board of trustees voting on its fate friday. it and a handful of other schools have been on the chopping block as the district stares down a deepening deficit and declining enrollment. >> i do apologize that this meeting this afternoon is even necessary. >> the 5 to 1 vote comes on the heels of an impassioned nearly six hour meeting wednesday. hundreds of students, staff and family members rallying the majority in support of elsie allen, arguing closing it would disproportionately target the latino community. more than 90% of the students there are latino. >> trustee. karsten. yes. trustee de la torre. >> yes. >> friday, the board voted in favor of a plan to close three middle schools and transition four high schools to serve seventh to 12th grade students. also saying yes to restructuring

elsie allen into a specialized school focused on project based learning. >> it's a plan with accommodations that a lot of hard work has gone into in the last 48 hours to try and even see what was possible, because every single one of these trustees and the community was not comfortable with the options that we were looking at. >> starting next academic school year, santa rosa and herbert slater middle schools will close, and santa rosa and mongtomery high schools will start serving seventh through 12th grade students the following academic year. comstock middle school will close, while piner and elsie allen high schools open up to seventh through 12th grade. >> district's lack of transparency about how the seven through 12 model will actually look like is unacceptable. >> some teachers voicing their concerns during a brief public comment period ahead of the vote. >> our staff is the backbone of our success and separate us. separating us will have lasting and damaging effects. >> the board also voted on boundary changes friday, which

will be worked out in coming months with public input. tara campbell, abc seven news. >> today, students, faculty and cal state university system leaders will meet to discuss new ways to push back on program and faculty cuts, including a tuition hike that the system is imposing. csu officials have projected a massive budget deficit for the upcoming year. in response, several universities like sonoma and san francisco state have announced program and staffing cuts. organizers of today's meeting hope to plan two marches and rallies demanding the state rescind its planned cuts in tuition hike. today's conference will be held at sf state starting at 9 a.m. and now to the effort to save sonoma state's entire athletics program on top of 23 programs. sonoma state's head baseball coach wants lawmakers to reverse the decision. they visited campus friday for a legislative hearing, and it's been one month since the university announced the cuts.

>> if you want to, there's a way. there always is a way to find the money. >> we need to be able to see a comeback plan. it's up to the university and it's up to the csu system to develop that comeback plan. sonoma state is not corporate america. it's not tesla. simply cutting your way out of this isn't going to be successful. >> sonoma state's president agreed to legislators request to present a comeback plan within 30 to 60 days. in the south bay. a sunnyvale police officer won't face any charges for a deadly shooting last march. 19 year-old emmanuel perez becerra had called police on himself and was carrying a kitchen knife. body camera video showed him walking toward the officer as he was being ordered to stop. now, the santa clara county district attorney's office, in its report, cited a witness who said the officer had no choice but to open fire. perez becerra's family filed a wrongful death lawsuit last month. san francisco's crackdown on drugs

in the tenderloin is causing a migration to other areas of the city. the mission district is the latest community to see an increase in drug use and sales. mayor lurie has been very vocal about his mission to clean up sixth street two miles away. the so-called side effect is causing concern among residents and merchants. >> we've noticed an increase in drug dealing. use of hard drugs. folks blocking the entrance to our business. >> they have my commitment that i'm going to be relentless on going after it in the mission as well. i have done many walks. there's some streets. there are unacceptable. >> the castro is also attracting the spillover. these were photos taken yesterday. the mayor says the city is improving, but he's still not satisfied. today, supporters against the recall effort of district four supervisor joel engardio are holding a rally in san francisco's outer sunset neighborhood. supervisor engardio has garnered backlash over his support for prop k. that's a measure aimed at

i look from our emeryville camera this morning. a beautiful look at the bay bridge and the san francisco skyline as cars are getting out and about this saturday morning. all right. an update now on the menendez brothers case. the los angeles county district attorney made it clear this week he opposes a new trial for eric and lyle menendez. however, he did not rule out resentencing them for killing their parents. reporter anabel munoz with our sister station in los angeles, has reaction. >> for nearly 30 minutes, los angeles district attorney nathan hochman outlined the evidence his office has reviewed in the menendez brothers murder case. then he took a position on their petition for a new trial, saying new evidence filed does not meet the necessary requirements. >> which is why we conclude in our informal response that the court should deny the current habeas petition by the menendez brothers. >> hochman says one is an undated copy of a letter reportedly sent by eric menendez

to his cousin in 1988, discussing sexual abuse he experienced perpetrated by his father. the second, a declaration by roy rossello, who says he was sexually abused by jose menendez, the father of eric and lyle menendez. hochman argues that those pieces of evidence are either not admissible, not credible, or that there was a substantial delay in bringing them forward. he also argued that the menendez brothers lied at different markers before, during, and after killing their parents, and also said that while sexual abuse may have been a motivation, it does not constitute self-defense. the family of eric and lyle menendez released a statement saying in part, he opened the wounds we have spent decades trying to heal. he didn't listen to us. we are profoundly disappointed by his remarks, in which he effectively tore up new evidence and discredited the trauma they experienced. to suggest that years of abuse couldn't have led to the tragedy in 1989 is not only outrageous, but also dangerous. they also called on hochman to, quote, follow the law and issue a sentencing

recommendation. >> with respect to resentencing. we have not finalized where we're going to end up because it's not just the trial analysis. it requires an additional substantial analysis on the rehabilitation factors and other factors that are very unique to the resentencing statute. >> anabel munoz abc seven news. >> governor newsom's office issued a statement in response to the decision, saying he respects the role of the district attorney in ensuring justice is served. the governor will defer to the da's review and analysis of the menendez case prior to making any clemency decisions. los angeles mayor karen bass terminated fire chief kristin crowley friday, blaming her for improper staffing during the palisades and eaton fires. tensions between the two formed soon after those tragic fires began. mayor bass was in ghana when the flames broke out, and criticized the department for failing to warn her of the dangerous fire weather conditions. she also

says crowley sent firefighters home when they could have been on the front lines. crowley, meanwhile, criticized the city for underfunding the department. >> we took a $17 million budget cut. the fire department needs help. we do not have enough firefighters. >> we all know that a thousand firefighters that could have been on duty on the morning the fires broke were instead sent home on chief crowley's watch. these actions required her removal. >> retired lafd chief deputy ronnie villanueva will take the role of interim fire chief for the time being. back here in the bay area, some good news about the environmental impacts of the moss landing battery plant. fire. soil, sediment and water testing in santa cruz county show there are no elevated metal levels related to the fire. the county says there is also no sign of any public health or food safety concerns. the results are consistent with similar tests that were taken more than a week ago in the east

bay. a two year project to renovate nine mini parks throughout oakland is now complete. the project updated recreation spaces in historically underserved communities. >> this represents families being able to go to a safe place, take their kids to a safe park, and have memories in oakland, uh- that they will cherish for the rest of their lives. i'm looking around this park and i look just how beautiful it is, how stunning it is. >> the project resurfaced play areas and added furniture, accessible seating and barbecue pits to on nine parks and six parks. got new play equipment. dozens of shade trees were planted and parks received new lighting and fences. so a lot of new things for people to enjoy. and it's really perfect timing too, because our weather is expected to be so nice. pretty nice to go out to the park this weekend, right, lisa? >> oh, yeah. absolutely. in fact, it feels like everything has changed from the overnight lows, the afternoon highs really mild. we had plenty of sunshine,

some clouds entering the picture today and certainly into your sunday. and we have a pretty strong system headed to the north. but right now we are looking at temperatures on the cool side in the 40s, but not as cold as it could be that danville stands out, doesn't it? 39 so chilly there. 43 in vallejo with 40 up in sonoma and low 40s from palo alto to hayward and gilroy. this morning there is fog from santa rosa, visibility reduced to a half mile, and you can see that half mile half moon bay as well. so some low clouds coming into the picture and also looking at some radiational cooling as we look at our forecast headlines, mild and temperatures above average for the upcoming work week. as we get into the middle of next week, that's when we could look at some temperatures well above average, perhaps a few records, and then looks like rain could be returning for the end of the month into early march. so as we get going here, you'll notice that into saturday we've got partly cloudy conditions. so

you'll notice the high clouds. and then as we get through the second half of the day, they'll continue to thicken. and this is where we're looking at a lot of rain. that cutoff north of ukiah where that atmospheric river is just pounding the pacific northwest into sunday morning, looking at a few light sprinkles well to the north and then stopping this again into sunday evening. we're cloudy. how about monday? midday, mid morning looking perhaps. maybe a few sprinkles. but overall the clouds dominating somewhat the next couple of days until we really see that stronger ridge building by midweek. here's a look at what we could see in terms of rainfall, mainly sunday into monday, a couple hundredths overall. the south half of the bay san jose, cupertino looking at much more sun. in fact, temperatures in the 70s even throughout uh- today and tomorrow. here's a look at wednesday. this is when we could see not only temperatures near 70 in san francisco, but look at those mid 70s mountain view and

san jose. so temperatures here could be a little bit conservative. looking at numbers coming up through the end of the week as well. looking at thursday. low 70s, very mild conditions and then by friday cooling off just a few degrees. but this certainly still will be above average. in fact today looking at highs anywhere from 5 to 10 degrees above average, despite some of the clouds increasing here in the north bay. so along the coast, cooler, low 60s mid 60s from the peninsula. how about 65 san mateo 68 in palo alto with low 70s in san jose and then into the north bay a little bit thicker. cloud cover. the black joy parade tomorrow, featuring partly to mostly cloudy skies, still mild, 60s to near 70. morning. low clouds. afternoon. more cloud cover on monday and this is where we look for more sun and temperatures well above average by wednesday of next week into the 70s. pretty much everywhere except at the

shopping. >> get some diamonds. >> yeah. >> why not? >> a salinas high school math teacher was back on the job friday after students accused him of selling what he called test enhancing pills. the teacher was put on leave while he was under investigation. parents found out from students and one of them texted that teacher claimed that they needed to take 15 pills a week. when asked what was in the pills, the teacher said it was a secret. a mother is outraged. >> to put that on. two teenagers who are still learning. their brains are still developing, and you're normalizing drug use within a classroom in the middle of a fentanyl crisis. it's absurd. the lack of judgment, to me is astounding. >> now, it's unknown if any kids bought the pills and police are still investigating. the school conducted its own investigation, and the principal wrote in a message it, quote, found no findings. the nationwide shortage of ozempic and wegovy is over. that's according to the food and drug administration. it says the weight loss and

diabetes drugs are no longer in short supply. increased demand led to a shortage since 2022. the drug maker novo nordisk says it's meeting or exceeding nationwide demand. the company also warned about knockoff versions of the drugs when the drugs are in short supply. certain pharmacies are allowed to fill the supply gaps with copy versions. the fda says it doesn't plan to change that for 9060 to 90 days. and the fda news triggered a reaction on wall street yesterday. hims crashed and lost about 25% of its value, closing at around $49. people turned to the website, making it a popular alternative because of the shortage. it offers a compounded version of a weight loss drug. tesla has recalled nearly 380,000 of its vehicles due to a power steering assist failure that raises the risk of a potential crash. the recall comes after a year long investigation by the national highway traffic safety administration, after some tesla owners reported the problem. in the filing, tesla said some 2023

voters in red districts furious over the cuts. some speaking out during a town hall hosted by republican congressman rich mccormick. >> we are all freaking off about this. you're going to hear it and feel it. >> this as president trump defends the work being done by elon musk and his department of government efficiency. but polls show voters are concerned about trump's handling of one of their top issues, inflation, and his campaign pledge to bring down prices on day one. a washington post ipsos poll shows 53% of americans disapprove of how the president is handling the economy. and a new cnn poll shows 62% say trump has not done enough to bring prices down. friday, the president responding. >> i have today the highest poll numbers i've ever had. that's what i was just told. and they like the job that we're doing. they like the job that elon is doing. he's doing something that a lot of people wouldn't have the courage to do.

>> johny fernandez, abc news, new york. >> and the trump administration is backing off a plan to eliminate seasonal national park service workers. this will let the system bring in people to help maintain and run, run the parks as we head into the summer months. up to 7700 workers could be hired. now, the probationary employees who were let go earlier this week were not mentioned in that announcement. developing news the human remains of former hostage sherri bass have been returned to israel. bass was expected to be among the four hostages returned by hamas this past thursday, alongside her two young sons. forensic tests by israeli authorities revealed that the fourth body was not b-boss, nor did it match any other israeli hostage. that reveal prompted outrage. hamas said that her body may have been mixed up with a body killed in the same 2023 airstrike that she was a victim of. they also promised to look into the mix up. and this morning, hamas released six hostages. the final living

captives who were a part of the cease fire agreement. five have already been released to the red cross. the sixth is expected later today. hundreds of israelis are gathered in tel aviv to watch the release of the hostages. hamas said it expects israel to release over 600 palestinian prisoners in exchange. israel and hamas are holding indirect negotiations to extend the cease fire, as the city of oakland faces a budget deficit of $129 million this year, an audit has found more than a million and a half dollars in overpaid overtime pay. that money was paid out over the last six years, but the problem could be bigger. here's abc seven news reporter suzanne phan. >> overpaid for overtime. an audit finds the city of oakland overspent and paid more than $1.6 million in overtime to hundreds of department of transportation and public works employees. swease, the oakland city auditor, says the investigation covered a six year period from january 2018 to may

this year. it will face an additional $280 million shortfall in the next two years. >> at this time, we are you know, the city is browning out fire stations. there's cuts to all kinds of services, some of them critical services. employees have been impacted, been impacted. there have been layoff notices and expenditure freezes. >> the vice chair of oakland's budget advisory commission also weighing in. >> what we're learning from this report is that the city continues to have issues with managing overtime. in addition to these two departments, we're also seeing that police overtime is significantly over budget, and that's going to continuing trend. so at a time when every single dollar to the city matters more than ever, we really need to get to the bottom of how overtime is being accounted for across departments. >> that was abc seven suzanne phan reporting. the mayor plans to sit down with the city auditor and city administrator

assistant head coach brandon staley is heading to new orleans to be the saints defensive coordinator. his stint here in the bay brief just one season before the 40 niners, he was the la chargers head coach for three years. the saints new head coach kellen moore, who served as staley's offensive coordinator back in 2023. so the two are very familiar with one another. we got action coming back to the pitch. the san jose earthquakes kick off their season tonight against real salt lake city. there's a lot to be excited for because the quakes have the most winningest coach in north american history, bruce arena, taking the reins and the first year head coach has acquired some serious firepower to complement. we'll get our first live look tonight at 730. that's going to do it for morning sports guys. >> all right. the oscars are about a week away, and bay area movie theaters are getting in on the action leading up to the big award show. cinemark plans to bring back its movie week at 20 locations here in the bay area. so the theaters are going to screen all ten films nominated

but parking in san francisco's golden gate park could cost you going forward. starting next year, visitors may have to pay up to $3 an hour to park on surrounding streets. the fees are being proposed to help meet the city's $876 million budget shortfall. all departments have been told to expect cuts, and the city's recreation and park commission approved the measure at a meeting this week. they're hoping to offset a deficit which could reach $15 million by 2027.

while the auto industry is shiny, new vehicles are on display in one place this weekend. it's the silicon valley auto show. i got a preview of a futuristic car that can both drive and fly, and it's still a whole lot of the spotlight in santa clara this weekend. the cars and now the crowds have all arrived at the silicon valley auto show. >> the consumer can come here and experience many different vehicles all in one place. >> there's no shortage of impressive looking cars here with all kinds of innovative technology. but one of the ones getting the most attention at this auto show is the flying car. >> it's regular electric vehicle with one more function, which none of the cars here have. it can actually vertically take off and fly forward. >> the san mateo based company said it conducted a successful test of its flying car in a city environment this month. >> people do not believe it's a video. people think it's a cgi. people think it's ai generated. that's why actually we had like some cruise like television crews should it live, because
