now abc seven mornings live. >> now at 6:00. a troubling discovery inside a home in antioch, where the mother of four very young children is under arrest. plus, the problems in one san francisco neighborhood seem to be spilling over into another. an unexpected

consequence of the crackdown on drug use in one part of the city. and san francisco unified school district might not be closing schools, but now we're learning that hundreds of jobs could be eliminated. want to say good morning to you? it's saturday, february 22nd, i'm zach fuentes. let's start with a look at the weather with meteorologist lisa argen. good morning. >> good morning zach. we have had some really nice mild days and plenty of sunshine. we're starting out with some cloud cover. you can see the rain up to the north in the pacific northwest, where partly cloudy and 43. palo alto, fremont, 42, in san jose. good morning. sonoma dropped a degree there at 39 as well as santa rosa. and compared to yesterday, it's a little cooler in spots and a little milder. from morgan hill to half moon bay. we have some fog along the coast quarter mile. half moon bay up in novato. and as we go through the next couple of hours, 9:00 in the low 50s. partly cloudy throughout the afternoon, 1:00 well into the 60s to near 70.

increasing high clouds or some showers to the north. we'll talk about those more in detail coming up. zach. >> lisa. thank you. we begin with that troubling story out of antioch. a mother is under arrest, accused of leaving four children home alone in poor conditions. the house is on spruce way, and police made the discovery after someone reported seeing a two year old running around unattended. abc seven news reporter lauren martinez is following this developing story and spoke with neighbors, who say they were shocked to find out what happened. >> this is the first time ever happened. so far it's so many police officers. >> antioch police found four young children living in poor conditions. this cell phone video was taken by david sarkar, who lives across the street. >> the kids were taken by the ambulance one this way and one the other. >> it was on thursday evening when officers responded to the home after someone reported finding a two year old child outside. when officers arrived,

they found three additional children inside with no adults around. police said when their 36 year old mother arrived back home, she was placed under arrest for child abuse related charges. >> i was really surprised it never happened before and as i said, i haven't seen that many officers around here. even the ambulances and other cars. >> on friday, investigators went back to the home. the contra costa fire department hazmat team said the home was uninhabitable. officials boarded up the front door and the city code enforcement tagged the home. we knocked on neighbors doors to ask if they knew the family or knew what happened. >> you guys are the ones that told me i'm surprised about it. >> richard arnold said it's usually a quiet area and neighbors stay to themselves. he was sad to learn children were involved. >> i just really hope that everybody gets better. >> the children's ages 2 to 5 and eight were taken to nearby hospitals for evaluation before being placed into the custody of

child and family services. >> i'm so sorry about that, but especially for the young kids. >> the tags on the garage and the door say there's no power in the home is unsafe to enter. the mother is being held on over $400,000 bail. in antioch. lauren martinez, abc seven news. >> new details. we've known about san francisco unified school district's budget troubles for a while, and now we're finding out that it's going to vote on tuesday to move forward with layoffs. this is the first step in the process and could lead to hundreds of jobs being eliminated. staffing accounts are about 80% of the district's budget. now, the proposal would send out preliminary notices to 395 certified positions and 164 classified positions. the district would then have to determine which employees to send notices to by march 15th. now, it does have the ability to rescind notices. the final notices would go out by may 15th. california college of the

arts in san francisco has successfully raised nearly $45 million to help secure its future. half the money came from nvidia's co-founder and ceo jensen huang. he's the world's 11th richest man, and it's the first time he's helped the college. ca was facing a budget shortfall, layoffs and declining enrollment. huang's donation is the largest in the school's history. new developments on school closures in santa rosa, as the district deals with a $20 million deficit. the school board went back at it friday after a meeting earlier this week, went on for hours and ended without a final decision. a total of four schools were in the board's crosshairs. elsie allen high school drew the most pushback. it was discussed wednesday night. this morning, though, some relief for that high school community as the board voted to only close three middle schools. abc seven news reporter tara campbell has the story. >> after months of heated debate, the doors of elsie allen high school will stay open. >> this has been an alarm. this has been a huge alarm for our

district. >> santa rosa city schools board of trustees voting on its fate friday. it and a handful of other schools have been on the chopping block as the district stares down a deepening deficit and declining enrollment. >> i do apologize that this meeting this afternoon is even necessary. >> the 5 to 1 vote comes on the heels of an impassioned nearly six hour meeting wednesday. hundreds of students, staff and family members rallying the majority in support of elsie allen, arguing closing it would disproportionately target the latino community. more than 90% of the students there are latino. >> trustee. karsten. yes. trustee de la torre. >> yes. >> friday, the board voted in favor of a plan to close three middle schools and transition four high schools to serve seventh to 12th grade students. also saying yes to restructuring elsie allen into a specialized school focused on project based learning. >> it's a plan with accommodations that a lot of

hard work has gone into in the last 48 hours to try and even see what was possible, because every single one of these trustees and the community was not comfortable with the options that we were looking at. >> starting next academic school year, santa rosa and herbert slater middle schools will close, and santa rosa and mongtomery high schools will start serving seventh through 12th grade students the following academic year. comstock middle school will close, while piner and elsie allen high schools open up to seventh through 12th grade. >> district's lack of transparency about how the seven through 12 model will actually look like is unacceptable. >> some teachers voicing their concerns during a brief public comment period ahead of the vote. >> our staff is the backbone of our success and separate us. separating us will have lasting and damaging effects. >> the board also voted on boundary changes friday, which will be worked out in coming months with public input. tara campbell, abc seven news. >> today, students, faculty and

cal state university system leaders will meet to discuss ways to push back on program and faculty cuts, including a tuition hike that the system is imposing. csu officials have projected a massive budget deficit for the upcoming year, and in response, several universities like sonoma and san francisco state have announced program and staffing cuts. organizers of today's meeting hope to plan two marches and rallies demanding the state rescind its planned cuts in tuition hike. today's conference will be held at sf state starting at 9 a.m. and now to the effort to save sonoma state's entire athletics program on top of 23 academic programs. sonoma state's head baseball coach wants lawmakers to reverse the decision. they visited campus friday for a legislative hearing, and it's been one month since the university announced the cuts. >> if you want to. there's a way. there always is a way to find the money. >> we need to be able to see a comeback plan. it's up to the university and it's up to the csu system to develop that comeback plan. sonoma state is

not corporate america. it's not tesla. simply cutting your way out of this isn't going to be successful. >> sonoma state's president agreed to legislators request to present a comeback plan within 30 to 60 days in the south bay. a sunnyvale police officer won't face any charges for a deadly shooting last march. 19 year-old emmanuel perez becerra had called police on himself and was carrying a kitchen knife. body camera video showed him walking toward the officers he was being ordered to stop. the santa clara county district attorney's office, in its report, cited a witness who said the officer had no choice but to open fire. perez becerra's family filed a wrongful death lawsuit last month. san francisco's crackdown on drugs in the tenderloin is causing a migration to other areas of the city. the mission district is the latest community to see an increase in drug use and sales. mayor lori has been very vocal about his mission to clean up sixth street two miles

away. the so-called side effect is causing concern among residents and merchants. >> we've noticed an increase in drug dealing. use of hard drugs. folks blocking the entrance to our business. >> they have my commitment that i'm going to be relentless on going after it in the mission as well. i have done many walks this some streets there are unacceptable. >> the castro is also attracting the spillover. these photos were taken yesterday and the mayor says the city is improving, but he's still not satisfied. and today, supporters against the recall effort of district four supervisor joe guardia are holding a rally in san francisco's outer sunset neighborhood. supervisor engardio has garnered backlash over his support for prop k. that's a measure aimed at turning a section of the upper great highway into a park. according to the stand with joel campaign, they're looking to support car free spaces, safe streets and transit. the campaign kickoff starts at 10 a.m. at the united irish cultural center near the san

update now on the menendez brothers case. the los angeles

county district attorney made it clear this week he opposes a new trial for eric and lyle menendez. however, he did not rule out sentencing them for killing their parents. reporter anabel munoz, with our sister station in los angeles, has reaction. >> for nearly 30 minutes, los angeles district attorney nathan hochman outlined the evidence his office has reviewed in the menendez brothers murder case. then he took a position on their petition for a new trial, saying new evidence. fillled does not meet the necessary requirements. >> which is why we conclude in our informal response that the court should deny the current habeas petition by the menendez brothers. >> hochman says one is an undated copy of a letter reportedly sent by eric menendez to his cousin in 1988, discussing sexual abuse he experienced perpetrated by his father. the second, a declaration by roy rossello, who says he was sexually abused by jose menendez, the father of eric and lyle menendez. hochman argues that those pieces of evidence are either not

admissible, not credible, or that there was a substantial delay in bringing them forward. he also argued that the menendez brothers lied at different markers before, during, and after killing their parents, and also said that while sexual abuse may have been a motivation, it does not constitute self-defense. the family of eric and lyle menendez released a statement saying in part, he opened the wounds we have spent decades trying to heal. he didn't listen to us. we are profoundly disappointed by his remarks, in which he effectively tore up new evidence and discredited the trauma they experienced. to suggest that years of abuse couldn't have led to the tragedy in 1989 is not only outrageous, but also dangerous. they also called on hochman to, quote, follow the law and issue a sentencingdatio. >> with respect to resentencing. we have not finalized where we're going to end up because it's not just the trial analysis. it requires an additional substantial analysis on the rehabilitation factors and other factors that are very

unique to the resentencing statute. >> anabel munoz, abc seven news. >> and governor newsom's office issued a statement in response to the decision, saying he respects the role of the district attorney in ensuring justice is served. the governor will defer to the da's review and analysis of the menendez case prior to making any clemency decisions. staying in southern california, los angeles mayor karen bass terminated fire chief kristen crowley friday, blaming her for improper staffing during the palisades and eaton fires. tensions between the two formed soon after those tragic fires began. mayor bass was in ghana when the flames broke out, and criticized the department for failing to warn her of the dangerous fire weather conditions. she also says crowley sent firefighters home when they could have been on the front lines. crowley, meanwhile, criticized the city for underfunding the department. >> we took a $17 million budget cut. the fire department needs help. we do not have enough firefighters. >> we all know that a thousand

firefighters that could have been on duty on the morning the fires broke were instead sent home on chief crowley's watch. these actions required her removal. >> retired lafd chief deputy ronnie villanueva will take the role of interim fire chief for the time being. and back here in the bay area, some good news about the environmental impacts of the moss landing battery plant. fire. soil, sediment and water testing in santa cruz county show there are no elevated metal levels related to fire. the county says there is also no sign of any public health or food safety concerns. those results are consistent with similar tests taken more than a week ago in the east bay. a two year project to renovate nine mini parks throughout oakland is now complete. the project updated recreation spaces in historically underserved communities. >> this represents families being able to go to a safe place, take their kids to a safe park, and have memories in

oakland that they will cherish for the rest of their lives. i'm looking around this park and i look just how beautiful it is, how stunning it is. >> when the project resurfaced, play areas and added furniture, accessible seating and barbecue pits to all nine parks. six parks got new play equipment, dozens of shade trees were planted and parks received new lighting and new fences. so just a lot of new, exciting features at these parks. and guess what? they're going to have some pretty amazing weather to go along with this. let's check in with meteorologist lisa argen, who is tracking our forecast. >> hi zach. good morning to you. yes, we have temperatures well above average 5 to 10 degrees today. tomorrow we will be visited by some high clouds at times more so on sunday. look how pretty that is. our sunrise just ten minutes before 7:00. the view from mount tam. sunsets at 556. so getting a little bit later there. and we spring ahead. in case you're wondering. march 8th, 47, san francisco,

46, in oakland. it is 42, in redwood city, so temperatures all in the 40s. we have a few upper 30s in some of our inland valleys, from napa to fairfield and santa rosa. also a little bit of fog. a pretty view here from our exploratorium camera. the bay bridge. 44 concord. 40 in livermore. so there has been fog. the low clouds along the shoreline. visibility has increased now. half moon bay at six miles. but you can see it's foggy up in novato. otherwise, another gorgeous view from sutro. mild days above average temperatures for the weekend. as we get into the middle of next week. the warmest day could be wednesday, but we're going to stay mild all week long. high pressure is going to build in stronger after monday. and so that's why with more sun, we'll easily reach some mid 70s around the bay. and for the end of the month into early march. looks like we could see a return to some rain, so we don't want to say goodbye to it too soon. as

we look at our 7:00 futurecast, you'll notice that we've got plenty of sun around, but we will have highlouds from time to time throughout the day. and then by the late evening hours, there's rain and wants to slip down into extreme northern california. 8:00 tomorrow morning it's well to the north, but we can't rule out a sprinkle. here it is sunday, 730, and as we go through monday, still looking at the possibility of a few sprinkles up here in the north bay. they get a little bit further south and then kind of dissipate. and this is when we see an end to all that cloudiness late monday into tuesday. so we could look at anywhere from a couple hundredths from yountville up towards santa rosa through monday evening. you look at ukiah though a third of an inch. so that line well to the north, but close enough that we could see a few areas of drizzle, a light shower and the cloud cover. skipping ahead to wednesday. look at all the widespread 70 only locations in the 60s will be at the immediate shoreline. so very mild. in

fact, those offshore winds allowing for the temperatures to stay elevated into thursday. so above average and even into friday, temperatures begin to slip a little bit. or this is saturday, but still looking at some very mild conditions in the south bay today. 70 returning for you with 72 morgan hill and san jose, milpitas in the upper 60s. partly cloudy skies from palo alto to mountain view 68 for both cities into the mid 60s, with some clouds from san mateo. it was in the mid 60s yesterday. san francisco will keep that theme going and the coolest numbers right along the shoreline. 67 in sonoma. partly cloudy to the north with 67. san leandro fremont upper 60s heading inland. we've got about 70 today in livermore. black joy tomorrow with the low 60s. noontime, mid 60s in the middle of the afternoon. and then we'll be looking at temperatures dropping off into the upper 50s late in the evening. the accuweather seven day forecast. we've got mild weather today, tomorrow for the parade and then

and the principal wrote in a message it, quote, found no findings. the nationwide shortage of ozempic and wegovy is over. that's according to the food and drug administration. it says the weight loss and diabetes drugs are no longer in short supply. increased demand led to a shortage since 2022. the drug maker novo nordisk says it's meeting or exceeding nationwide demand. the company also warned about knockoff versions of the drugs. now, when the drugs are in short supply, certain pharmacies are allowed to fill the supply gaps with copy versions. the fda says it doesn't plan to change that for 60 to 90 days. tesla has recalled nearly 380,000 of its vehicles due to a power steering assist failure. that raises the risk of a potential crash. the recall comes after a year long investigation by the national highway traffic safety administration, after some tesla owners reported the problem. in the filing, tesla said some 2023 model three sedans and model y crossovers running older software are at risk of facing

voters in red districts furious over the cuts. some speaking out during a town hall hosted by republican congressman rich mccormick. >> we are all freaking off about this. you're going to hear it and feel it. >> this as president trump defends the work being done by elon musk and his department of government efficiency. but polls show voters are concerned about trump's handling of one of their top issues, inflation, and his campaign pledge to bring down prices on day one. a washington post ipsos poll shows 53% of americans disapprove of how the president is handling the economy. and a new cnn poll shows 62% say trump has not done enough to bring prices down. friday, the president responding. >> i have today the highest poll numbers i've ever had. that's what i was just told. and they like the job that we're doing. they like the job that elon is doing. he's doing something that a lot of people wouldn't have

the courage to do. >> johny fernandez, abc news, new york. >> the trump administration is backing off a plan to eliminate seasonal national park service workers. this is going to let the system bring in people to help maintain and run the parks as we head into the summer months. up to 7700 workers could be hired. now, the probationary employees who were let go earlier this week were not mentioned in that announcement. developing news the human remains of former hostage sherrie bibas have been returned to israel. bibas was expected to be among the four hostages returned by hamas this past thursday, alongside her two young sons. forensic tests by israeli authorities revealed that the fourth body was not bibas, nor did it match any other israeli hostage. that reveal prompted outrage. hamas said that her body may have been mixed up with a body killed in the same 20-23 airstrike that bibas was a victim of. they also promised to look into the mix up. and this morning, hamas released six hostages. the final living captives who were part of

the cease fire agreement. five have already been released to the red cross. the sixth is expected later today. hundreds of israelis are gathered in tel aviv to watch the release of the hostages. hamas said it expects israel to release over 600 palestinian prisoners in exchange. israel and hamas are holding indirect negotiations to extend the ceasefire, as the city of oakland faces a budget deficit of $129 million this year, an audit has found. more than a million and a half dollars in overpaid overtime pay. that money was paid out over the last six years, but the problem could be bigger. here's abc seven news reporter suzanne phan. >> overpaid for overtime. an audit finds the city of oakland overspent and paid more than $1.6 million in overtime to hundreds of department of transportation and public works employees. the oakland city auditor says the investigation covered a six year period from january 2018 to may 2024.

>> we concluded that it was clearly a wasteful practice, and but we you know, we know that it's been in place for quite some time. >> the reason behind it. the city used a different method to calculate overtime than is required by federal law. we asked city auditor michael houston why. >> we don't know exactly when the problem started, and we don't know whether or not it was intentional or if it was by accident. >> houston says he's reported the information to the city administration and more departments could be investigated. interim mayor of oakland kevin jenkins, exasperated when asked about the findings. >> it's absolutely frustrating. that's $1.6 million that could go to supporting parks like this, and that's $1.6 million that could go to supporting beautiful festivals that are going on this weekend, including black joy parade, including other festivals. so that's money that could be spent in other places that promote the good in oakland. >> the city of oakland faces a budget shortfall of $129 million

this year. it will face an additional $280 million shortfall in the next two years. >> at this time, we are you know, the city is drowning out fire stations. there's cuts to all kinds of services, some of them critical services. employees have impacted been impacted. there have been layoff notices and expenditure freezes. >> the vice chair of oakland's budget advisory commission also weighing in. >> what we're learning from this report is that the city continues to have issues with managing overtime. in addition to these two departments, we're also seeing that police overtime is significantly over budget, and that's going to continuing trend. so at a time when every single dollar to the city matters more than ever, we really need to get to the bottom of how overtime is being accounted for across departments. >> that was abc seven suzanne phan reporting. now the mayor plans to sit down with the city auditor and city administrator

to determine what to do next about the overpayments. an investigation may continue into more departments. we're republican assembly member bill azali says he's going to introduce a bill he says will create the california american freedmen affairs agency. an effort to create that agency failed last year, along with another reparations bill. the agency would have been responsible with implementing reparations and determining eligibility. azali opposes cash payments for reparations and has said in the past he wants democrats to take a recorded vote on the issue. while we're just a day away from the eighth annual black joy parade in oakland, i'm going to be hosting tomorrow's parade along with abc seven news anchor julian glover and also community host taylor crenshaw. taylor, give us a peek at what people can expect. >> the black joy parade does a really good job at getting the overview feel o feel o feel of e blackness, but also dives into those niche areas. so we're going to have a dance battle where people win $2,000. we got

look out the beautiful look out t bit hazy, but of course, should change as the morning progresses here. and look, it may be free now, but parking in san francisco's golden gate park could cost you going forward. starting next year, visitors may have to pay up to $3 an hour to park on surrounding streets. the fees are being proposed to help meet the city's $876 million budget shortfall. and all departments have been told to expect cuts. the city's recreation and park commission approved the measure at a meeting this week, and they're hoping to offset a deficit which could reach 15 million by 2027. beer week kicked off last night in san francisco, and there's a whole lot of events this weekend to get things going. a brews and bites pairing was a part of the official opener held at 21st amendment brewery. today's main attraction is going to be the sf beer week festival at salesforce park from noon to 5 p.m. people can hop around to a variety of participating breweries and restaurants every day until march 2nd. there's a jam packed

we go with a look at our satellite picture. you can see in the upper top of the frame there, the rain moving into seattle and portland. while we will see some high clouds, but piece of that energy is going to be into northern california later today and tomorrow. but first things first, a nice view from, well, from the city here. looking at the bay bridge 47 downtown. it's 46 in oakland with 42 san jose and redwood city. and temperatures are also on the cool side in our inland valleys, still in the upper 30s. petaluma though 3638. santa rosa, upper 30s in napa and fairfield. you can see some haze here from mount tam, with 44 in concord, 40 in livermore. so there is fog from novato. we have visibility increasing half moon bay and elsewhere. not an issue. look out towards the golden gate bridge. very light winds out there. so mild days above average today and

tomorrow. by the middle of next week, we'll have that springlike warmth and allowing for temperatures well into the 70s. perhaps wednesday we could see records around here, maybe lasting into the end of the work week, a couple of 70 days, 70 degree days. not out of the question for san francisco next week, and then a return to perhaps some light rain as we get into early march. there's a look at today as we go through the next couple of hours. you can see the low clouds offshore, increasing high clouds from time to time. but a nice day out there. temperatures once again easily in the mid 60s. downtown up to the north. a few scattered showers from ukiah to clear lake. and we'll keep that theme with the rain far to the north into early tomorrow. but a couple of pieces of energy. some models want to have a few showers slip south, but you notice the clouds increase for sunday into monday. and there we are at 930 and you can see maybe a few sprinkles into 1130. so rainfall estimates one forecast

model allowing for that third of an inch in ukiah, a couple hundredths as you get closer to santa rosa and yountville. nothing else for the rest of us. so as we get into the middle of next week, look at the widespread 70. so right now we're 5 to 10 degrees above average, even warmer as we get into the middle of the week and then into thursday looking at more 70 holding inland and then skipping ahead into the weekend. we've got some cooler weather with a return to that sea breeze. highs today in the south bay. just as mild as we've seen. 72 in san jose, 69 in milpitas and along the peninsula you have some low clouds with temperatures still mild though. 68 redwood city, low 60s for you in pacifica, san francisco once again in the mid 60s from south city. the airport there san bruno upper 60s as you head up towards santa rosa, maybe some thickening clouds. we'll probably get those thickening clouds in a sprinkle. if you're north of santa rosa and into the

if you're just joining us, here are the seven things to know this morning. number one, san francisco unified school district is set to vote tuesday on moving forward with layoffs. this could lead to hundreds of jobs being eliminated. preliminary notices would be determined by march 15th. final notices would go out by may 15th. number two students, faculty and cal state university system leaders are meeting to push back on program and faculty cuts hitting the system. the group hopes to plan two marches and rallies demanding the state rescind its cuts and 30% tuition hike. number three despite rising backlash, the president is defending the massive federal cuts doges imposed. recent polls show over half of americans disapprove of the way the president is handling the economy. number four, five of the six hostages hamas promised
