helping ukraine resist. good morning. on this monday, february 24th. >> let's begin with a check of the weather with drew on the way here. foggy as ever. >> a lot of fog out there this morning and a lot of mist and drizzle as well. so take a live look outside our exploratorium camera. not as crisp and clear as it has been previously last week, so you're looking at a lot of low cloud cover underneath this cloud cover. we do have drizzle. we do have missed out there. you'll likely need the windshield wipers for a few minutes early on this morning. right now, current sky conditions pretty much overcast across the region and get used to the cloud cover. we're going to stay pretty cloudy all day long. take a look at visibility along the coast in the north bay parts of the south bay you do have reduced visibility. first thing this morning. be aware of that. temperatures though we are on the mild side. we're mainly in the 50s across the board. so we start out with temperatures in the 50s. and despite the cloud cover today, it will be an afternoon of above average temperatures. but here's future weather. get used to the gray looking conditions throughout the day. we'll keep it pretty cloudy all day long, even

into the afternoon. it's mostly cloudy. some spotty drizzle very likely. daytime highs will get you into the 60s and low 70s, thanks to a mild south breeze out there later on this afternoon. let's check in with gloria, see how the commute is going this morning. >> good morning to you drew. good morning to everybody at home. drew touched on this but it is foggy out there this morning. you can see right here live. look at our golden gate bridge camera. visibility is pretty low there. but you can see that it is smooth sailing on 101 between san francisco and the north bay. we do have an incident that we're tracking in san jose on northbound 880 before montague expressway. there's a semi truck crash. it's blocking all lanes, and there's a second crash that's also been caused there in the backup. and chp is on the scene. there's a tow truck there that's going to be clearing this out hopefully soon. so we will keep you updated on this. for now. you can use northbound 680 as an alternative route, but you could see speeds are down about 19mph, 59mph depending where you're at exactly in this area. but it

is pretty slow going here, so we'll keep you updated when they reopen this. as far as your drive times for this morning. tracy to dublin 39 minutes san rafaeo san francisco 17 minutes. antioch to concord, 14 minutes. >> reggie developing news in the north bay. grief counselors will be on multiple school campuses today after police in santa rosa say four teenagers overdosed this weekend. two of them died. here's what we know. police say saturday morning, two teenage girls were hospitalized for a suspected fentanyl overdose. also on saturday, a 16 year old and an 18 year old were found dead in a home on brookwood drive. investigators believe the victims did not know they were taking dangerous amounts of fentanyl. a man has been arrested. he's accused of selling the drugs to the teens who died. and separately, santa rosa police tell us they're investigating the deaths of a 19 year old and 21 year old. both have ties to santa rosa city schools, but those deaths seem unrelated to the

brookwood drive deaths. the school district sent a letter to families last night. it says in part, quote, our hearts are broken by the loss of these young lives. as a community, we must unite to support one another and find strength in our shared grief. and breaking news. overnight out of the south bay, there was a big response after a man became trapped in the middle of coyote creek. firstthe middle responders got the call near brandybuck way and torres road. that was before 10 p.m. they found the man stuck in waist deep water. >> we were trying to have him come and self rescue and remove himself from the creek. we were unable to do that, so we were under the impression he was disoriented in some way, in some fashion. >> once they pulled the man from the water, he was taken to the hospital. he is expected to be okay. >> the san francisco unified school board will vote tomorrow on whether to send out hundreds of preliminary layoff notices. it's part of the district's plan to fix a $113 million budget deficit without closing schools. abc seven news reporter lena howland is joining us live in

studio, with a closer look at the impact this would have on teachers and students in the district. lena. >> amanda. late in the day on friday, san francisco unified announced that the school board will be voting on whether to send out more than 800 preliminary layoff notices to staff members who may be let go, including both teachers and counselors, as the district works to close its budget deficit. they say 80% of the district's $1.3 billion budget is spent on staffing. if approved, the preliminary layoff notices would be going out to nearly 400 certificated positions and 164 classified positions, just to name a few. this is in line with state law, which says any layoff notices need to be given out by march 15th of each year to inform employees who may be released for the following school year. former sfusd superintendent matt wayne had a plan that would save money by closing schools. the new superintendent immediately

stopped that plan the day wayne left back in october. here's school board president phil kim. >> i know for a fact that we are looking at central office and the expenses and programs and people that we have there, in addition to our programs and in our schools. ultimately, end of the day, the 100 and i mean, $113 million will impact a lot of our programing. >> but even if the layoff notices go out, final decisions about layoffs aren't made until may. and some notices may be rescinded. kim says there has already been interest in early retirement plans among educators. before any notices go out, the district says they will process all separations from the district, including resignations, retirements and leaves. the district will then use a seniority list and other tiebreaker methods to determine which employees will be getting a preliminary layoff notice. live in studio lena howland, abc seven news. >> all right. thank you, lena. and it's not just san francisco

unified confronting a budget crisis. districts across the bay area have some difficult decisions to make this week. tomorrow, san jose's franklin mckinley school district is set to vote on whether to close five schools. fremont unified is considering laying off about 200 employees to help close a $30 million deficit. hayward unified has until friday to approve its fiscal solvency plan, which could include more than 100 job cuts. >> today marks three years since russia's invasion of ukraine. ae dozen leaders from europe and canada are in kyiv to mark the day and show their support for ukraine. leaders from france and britain will be in d.c. today urging president trump to keep supporting ukraine's defense. president trump has targeted ukraine's president with political attacks. he falsely called zelensky a dictator for not holding elections during the war, something ukrainian law does not allow. president zelenskyy said over the weekend he is ready to step aside if it means peace for his country or nato membership.

>> duck. >> if it guarantees peace for ukraine. if you really need me to resign, i am ready. >> to nato. >> i can exchange it for nato. >> overnight, the european union approved a new round of sanctions against russia. the european council announced yesterday it would convene an emergency summit of 27 eu leaders march 6th to discuss the war. we're seeing symbols of support for ukraine here in the bay area today. students at uc berkeley say the ukrainian national anthem will ring out from the campanile at noon. it's part of a bell ringing movement happening at colleges around the world. ukrainian americans and supporters gather for a rally in san francisco. protesters marched yesterday from harry bridges plaza by the ferry building to pier 39. they're calling on the trump administration in congress to facilitate peace and a lasting end to russian aggression. >> ukrainians need peace more than any other country in the

world, more than anyone in the world right now. but uh, we understand that we if we do any concessions to russia right now, that is very much possible that they would repeat uh- in future if ukraine does not get any real security guarantees for the end after the end of this war. >> the consul general of ukraine in san francisco says his country will not surrender its interests in order to end the war. >> 508 and we are just waking up to a cloudy start of the week. we have mist, we have drizzle out there and some fog in spots. take napa for example. it's mild this morning. we're at 51 degrees. visibility, though, is down to two and a half miles. it's even lower along the coast right now and the air is quite humid. this morning. you notice that your air temperature and your dew point are matching each other. we call that complete saturation. humidity is at 100%. so it will be a muggy day today. and underneath those clouds this morning we are finding some mist and drizzle.

here's the reason why. live doppler seven. along with satellite, we do have a storm system that is going into the pacific northwest. high pressure is still trying to keep us dry and mild today, but it might lose that fight early on this morning with those pockets of mist and drizzle. we won't get any heavy rain out of this storm system. we will get all of this cloud cover you see along the front and that humid day today over the next 24 hours. so this is a live lok from our san jose camera this morning. we do have a bit of fog in the south bay right now, where visibility from time to time about a mile or two. so early on this morning, it's pockets of fog. it's a little bit of drizzle. the afternoon is quite cloudy, but despite the limited sunshine, a south wind is going to create some mild conditions well into the 60s, maybe even a few low 70s on the board today. sunrise is coming at 647 this morning. tomorrow we will get rid of the cloud cover. so tuesday is a lot brighter as this cold front departs the region. and then wednesday is the pick of the

♪ ♪ dreams begin here. welcome to the goodnight club. 12, the vatican says pope francis rested overnight but remains in critical condition at a hospital in rome. gloria is at the live desk tracking his condition and the outpouring of support from around the globe. gloria. >> good morning. amanda. vatican sources tell abc news the pope is eating normally and is not in pain. he's being treated for

pneumonia and infection. and now mild kidney failure that has left him in critical condition. over the weekend, he had to undergo blood transfusions and oxygen therapy after having what vatican officials called an asthmatic respiratory crisis. we have footage from saint mary's cathedral in san francisco yesterday. the situation has a lot of catholics worried and turning to their places of worship. the pope's condition was the focus of prayers during mass here in san francisco. >> for all the sick and those in need of prayer, especially pope francis. >> pray for him again that he might enjoy strength and protection and peace as he is suffering right now. perhaps we, it seems at the end of his pontificate. >> the pontiff has been pope since 2013 and has aimed to make the church more inclusive. pope francis was first admitted to the hospital on february 14th. we are expecting another update about his condition about 10:00 this morning, so of course we

will let you know. live in the studio gloria rodriguez, abc seven news. >> all right, gloria, thank you. doctors are warning of a rough flu season. the california department of public health says more than 900 californians, including 15 children, have died from the flu since the beginning of october. that number is higher than the past six flu seasons. most of the deaths have been in people over 65. the number of deaths in children is raising concern among health officials. they say there has been a low vaccination rate this year. >> the movie conclave won big at this year's sag awards in la. george pennacchio has a recap from los angeles. as the sights now turn to the oscars sunday. >> and the winner goes to. conclave. >> a film about intrigue, religion and picking the next pope. conclave won the screen actors guild award for best performance by a cast in a motion picture.

>> that's how you have to.me. >> do it. good. >> you got to like weed through the chaos. yeah. you'll be you'll be there. they'll find you this morning. we're finding a lot of fog out there. here's a live look. this is our san jose camera. and you can see it's not as clear, as sharp as it would be on a perfectly calm day. so just be aware. we have pockets of fog out there. i'll show you the visibility map in one second. so today it's mild. it's also humid throughout the day. we have that morning drizzle, that morning fog. we're going to keep it gray pretty much all day today. so expect overcast skies for our monday. then we start to look at brighter and warmer weather on the way. this warming trend is with us midweek. wednesday is going to be the pick of the week. wednesday looks absolutely fantastic. i can't wait to show you that through the weekend though. we will find cooler weather moving in here. clouds do return saturday and sunday and then late sunday we do have rain possible. i'll show you that in a second on the seven day. let's look at the fog map right now, because these numbers are going to ebb and flow throughout the morning. so just be aware that it's the north bay, the coast and

the south bay that we're dealing with some reduced visibility this morning, and we'll hang on to a lot of this fog throughout the morning. so it will be one of those days where you may have to drive a little bit slower. as you anticipate some of that lower visibility. you step outside, though, and you'll notice it's pretty mild this morning. we have the south wind right now, which is keeping us from staying too chilly this morning. so we'll start out in the low and mid 50s for most of us.d throughout the morning you'll notice it's just pretty cloudy all morning long. temperatures will stay in the 50s all morning, slowly getting into the 60s by 11 a.m. so despite limited sunshine, it is going to be an afternoon where temperatures are above average for this time of the year. 60s and 70s on the board 71 in san jose today, 64 in oakland, we'll go to 63 in napa. and what this icon is showing you is that mist and drizzle early on this morning. just be aware of that throughout the evening. we will hang on to the cloud cover. so do expect overcast skies. but with that cloud cover temperatures are still mild. staying in the 50s. after midnight tonight though, we will clear the cloud cover out.

hundreds of preliminary notices to staff. it's part of a plan to fix a $113 million budget deficit without closing schools. >> number two, the hillsboro town hall will be closed until further notice as police search for the person who shot and hurt a police officer. the shooting happened saturday in the parking lot. the police department, which is located at town hall. investigators say the officer was targeted and that there is no threat to the public. >> number three, today marks three years since russia began its all out invasion of ukraine. over the weekend, russia launched its biggest attack yet, and leaders of france and britain are headed to washington. we'll meet with president trump to try and convince him not to turn his back on ukraine. >> number four, the vatican says pope francis rested peacefully overnight. he remains in critical condition. he's being treated for pneumonia in both lungs and was diagnosed with mild kidney failure over the weekend. >> all right. number five do expect a lot of cloud cover today. some mist, some drizzle and fog this morning. we'll

online romance scam. here's abc news reporter matt gutman. >> in this morning's gma first look, a warning about what authorities are calling a dangerous new scam. a las vegas woman sits behind bars accused of targeting older men in a deadly online romance scam. now, the fbi is appealing to the public looking for more potential victims. >> we remain concerned there may be other individuals, either in the united states or mexico, who fell victim to her scams and whose trust in her may have cost them their life. >> law enforcement officials announcing that 43 year old aurora phelps is currently in custody in mexico after she allegedly targeted men in their 60s and 70s on a variety of dating apps. authorities say three of those victims wound up dead. >> this is a romance scam on steroids. we have not seen one like this in recent history that's, you know, as nefarious as, you know, as sinister. >> and coming up at 7 a.m. how to protect yourself with your gma first look, i'm mat gutman, abc news, los angeles.

abc seven mornings live. >> federal workers pushing back on elon musk's ongoing effort to cut entire departments. now, at 530, the very public message message sent by impacted park rangers at yosemite over the weekend. >> egg prices continue to spike with no relief in sight. how the bay area is handling this bird flu side effect. >> just under one week to hollywood's biggest night, the oscars. this morning, we're getting a closer look at the movies that could take home this year's academy award for best picture. >> good morning everyone. it's monday, february 24th. >> let's start with a check on the weather. hi, drew. >> hi. so we'll begin the week with cloudy skies, but we do have warmer weather as we get to tuesday and wednesday. this morning you're looking at our exploratorium camera where you can see a lot of low cloud cover. there is definitely mist and drizzle in areas this morning. you look at current sky conditions and pretty much everybody is reporting overcast skies. pockets of fog are out there in different locations. we have

a little bit of fog around petaluma, half moon bay, san jose, fairfield right now. so the visibility when you commute this morning may drop for a moment as you go through some of this low cloud cover. certainly as you get closer to the coast, you will experience some drizzle as well. just be aware of that. it's a day where temperatures are starting out on the mild side. widespread 50 this morning so it's not too chilly as you step outside. you'll also notice it is a bit humid out there and we stay pretty muggy all day today. here's future weather. just anticipate the cloud cover staying with us all day today so it's limited sunshine, but we do have this south wind that is going to create a mild afternoon. despite the limited sunshine. those temperatures into the 60s, if not the low 70s later on this afternoon. so looking at the three day forecast, we do have warmer temperatures, sunnier skies, mid week. we'll take a closer look at that wednesday forecast coming up in eight minutes. let's check in with gloria. see how the commute is going on monday. >> good morning. if you are driving soon, it is foggy out there, so you definitely want to be careful when

positions could be impacted. lena. >> well, amanda, if approved by the district, as many as 837 preliminary layoff notices could be sent out to san francisco unified staff members, including both teachers and counselors, who may be let go. former sfusd superintendent matt wayne had a plan that would save money by closing schools. the new superintendent immediately stopped that plan the day wayne left back in october, amid pressure from families and staff. now, instead of school closures, the district is looking at a reduction in staffing to close their budget deficit. the district says they will process all separations from the district, including resignations, retirements and leaves, before using a seniority list and other tiebreaker methods to determine which employees get a layoff notice. mayor meredith dodson, who heads the san francisco parent coalition and has two kids of her own of her own, says the cuts make up about 10% of their

staff. >> i think any time you're cutting services or staff to kids, it's awful all around. i hope that they're using this time to think really carefully about tying every single dollar as close to the student as possible, and making sure we're paying for the things that will, you know, boost our kids learning experiences at the district. >> and to minimize the number of employees impacted. the district says they're implementing a supplemental employee retirement plan, reducing the district's reliance on contracted services such as nursing services to be redirected to district staff, and maximizing restricted funds to resource as many positions as possible. in an abundance of caution, the district says they are issuing more preliminary layoff notices than it expects final notices, meaning some may be rescinded. per state law, preliminary layoff notices must be sent out by march 15th, and

final decisions about total layoffs won't be made until may. live in studio lena howland, abc seven news. >> thank you. lena. it's a critical week for the future of ukraine, as the country marks three years since the russian invasion that is today. the leaders of europe's two nuclear powers rushing to d.c. to meet with president trump. today, french president emmanuel macron visits the white house. the british prime minister also set to visit this week. france and britain are trying to persuade trump to continue supporting ukraine. he has created uncertainty among allies with his actions since returning to the white house. the president accused ukraine's president of being a dictator and falsely blamed ukraine for starting the war. most recently, he shocked allies by demanding a deal to export ukraine's rare earth minerals as payback for u.s. aid. >> this morning, there's more chaos and confusion within the federal government. over the weekend, millions of federal employees got an email asking, what did you do last week? they were told to reply with five bullet points by midnight

tonight or face termination. but now we're learning. some agencies, including the fbi, have told staff members not to respond. and the largest federal workers union has sent a message to its members reminding them they cannot be fired without cause. and we are learning more about the federal worker firings at yosemite. some frustrated workers put on a stunt to send a message over the weekend. take a look at the top of el capitan. you can see a group of staffers hung an upside down flag in protest. the nationwide terminations impact about 1000 newly hired national park service employees. they include workers who maintain and clean parks and others who educate visitors. yosemite search and rescue team has also been impacted. termination letters were sent out last week. >> nothing will prepare you for the for the shock that you'll really get once you once you get that letter because you know, it's everything i love. it's the park service. i mean, our national monuments and parks are

just are great treasure and just ruined my dream. >> following criticism, the trump administration says it will restore at least 50 jobs across the parks. the park service says it will also hire more seasonal workers than usual. >> sassoon city is looking to expand to protect its finances. neighbors are concerned it could give a boost to a controversial development. the city council approved the city manager to begin the process. california forever is one of ten landowners to the east. the city could partner with that controversial project, backed by silicon valley billionaires, is expected to head to the ballot next year. if suisun city annexes some of california forever land for expansion, it becomes city land. removing solano county voters from having a say in the development. >> it's important, then, that we figure out a way to hear those voices that otherwise would have been heard in a vote. >> california forever pulled its initiative from the ballot last year. they say they're going to

try again. the city manager says the economic report on the proposed expansion should be ready next week. >> in the south bay, you can share your thoughts on whether the city of san jose should create a new pedestrian mall. the city is holding a public hearing tomorrow, and they want to establish a pedestrian mall on post street between south first street and lightstone alley. it's an area that encompasses the city's community district, which showcases the lgbtq plus community. during the pandemic, the district was launched and the area was closed to traffic before reopening at the start of 2022. some nearby businesses didn't like the closure, saying it took away convenient parking for some customers. >> now to abc seven mornings, where we preview some headlines you'll see in the day ahead here in the bay area. >> and we'll start in sonoma county today, officials will be talking with the community about evacuating during a wildfire. a recent study looked at the county's evacuation route on arnold drive and highway 12. this is between kenwood and the sonoma city limits. it found traffic would be so

bad it would take 4 to 9 hours for people to get to safety. county officials will hold a meeting to discuss the findings tonight at altamira middle school starting at 630. >> today is the first day of san francisco's inaugural s.f. music week. the event hopes to strengthen the city's position as a global hub of arts and culture. the kickoff is sold out this morning, but there are performances, workshops, panels and studio tours all week. there will be an industry summit friday. sf music week runs through sunday. >> and we have a traffic alert for you right now. the metering lights are on at te bay bridge toll plaza. they came up about 531 this morning. you can see that we are starting to see a little bit of a backup past the parking lot there, but it's really not too bad just yet. of course, it's going to get a lot busier throughout the morning as more people get out the door. head to work on this monday morning. it's about 16 minutes from the maze to fremont street. we'll keep you updated on the traffic throughout the morning. >> new music, perhaps a tour. what rihanna said in an interview over the weekend.

getting fans talking online. but first, here's drew. >> she's not gonna fool me again. >> we have been down this road many a time. >> many times, many, many times. this morning, speaking of the roads, we are going to find some pockets of fog out there. half moon bay, for example, has been one of our problem spots this morning. visibility down to about a third of a mile, down to a quarter of a mile at times. and it's not just the coast. we have some patchy fog in the north bay. some patchy fog in the south bay. just get prepared that you may hit some low visibility this morning. here's live doppler seven along with satellite. a little bit of a battle brewing across northern california. we have high pressure. still trying to maintain its control as a cold front works into northern california. and that cold front is supplying us with all that cloud cover this morning. a little bit of mist and drizzle, but a south breeze is also keeping us on the mild side. so despite the overcast skies today, it will feel a little humid and certainly mild this afternoon. sfo in the background. see all that cloud cover? so it's foggy this morning. we have some pockets of

prices have spiked another 15% in the past month. some shoppers are finding that eggs cost 96% more than a year ago. the egg issue, of course, is because of the ongoing bird flu outbreak that has caused farmers to kill millions of chickens. many stores are now facing a shortages. restaurants are facing some tough choices. the price democrat reports that max deli in santa rosa now has a $2 surcharge on egg dishes. and we spoke to the owner of camino corner restaurant in san bruno. the restaurant goes through 2500 eggs a week. she says her egg prices have increased 150%, but she has avoided a surcharge so far by getting creative. >> we go to the wholesale costco and they limit it. you know, five cases of five dozen per per customer. we also encourage our customers instead of eating eggs where they can switch eggs for hash browns or fruit without extra charge on it. >> good tips there. and she says she can hold off on increase in

and muggy. we have overcast skies, some morning drizzle, some morning fog. sunshine and warmer weather really moves in here in a big way by wednesday. that is the pick of the week. we could be talking record high temperatures. i'll show you that map in a second. then over the weekend we cool off once again. cooler weather, cloudier conditions and rain is possible late sunday night. much of the weekend is looking just fine. look at visibility right now in the half moon bay area, in the north bay and in the south bay. that's where we see these pockets of fog this morning. and where you find that fog, it will reduce visibility greatly pretty quickly. just be aware of that. this morning we'll have this fog kind of linger for much of the morning. temperatures, though it's not too chilly. when you step outside, you'll notice two things. it feels mild. also feels a little humid out there, and we'll keep both of those conditions throughout the day today. so looking at the morning planner, it's just cloudy all morning long. those temperatures are slowly climbing through the 50s because of the limited sunshine today. but despite the overcast skies, it will feel mild for this time of

year, well into the 60s. for daytime highs. we have that morning fog and drizzle clouds throughout the day, but it will be a bit humid thanks to the southwest wind pumping in some of that humidity and those mild temperatures this evening. early on we will hang on toe cloud cover. so pretty overcast throughout the evening, but after midnight we'll start to those skies clear out so early. clouds clearing after midnight. overnight lows will dip into the 40s. we switch to a northwest wind and that's going to lower humidity heading into tuesday. looking at tuesday a little bit warmer than today, but watch what happens wednesday. we're really highlighting wednesday because not only is it sunny, it's also the warmest day of the week. could get close to 80 degrees in some of our cities in the south bay. here's the accuweather seven day forecast. mostly cloudy today, sunny and mild tomorrow. wednesday is the pick of the week. we'll find sunshine thursday and friday, but cloudier and cooler over the weekend. guys. >> thank you. still to come on abc seven mornings at six tech layoffs. the company making changes to its workfe in san francisco.
