ukraine. the new offer from president zelenskyy to bring peace to his country. >> plus, we're tracking the pope's poor health. the vatican releasing new details about his condition overnight. as the faithful around the world and here in the bay area send prayers for recovery to the leader of the catholic church. >> good morning. it is monday, february 24th. >> yeah, lots of fog coming in. we'll turn to drew for that forecast. >> certainly cloudy out there. some drizzle as well. we'll show you. the exploratorium camera really paints the picture with what we're seeing out there this morning. low clouds drizzle, mist this morning and some low visibility in spots. you take a look at the current sky conditions. everybody is reporting cloudy skies right now. half moon bay is also reporting some thick fog at this moment. so we'll flip it on over to visibility. there you can see half moon bay down to a mile, some pockets of fog in the north bay and even in the south bay. so just know that this fog will linger for much of the morning as we head deeper throughout the day. temperatures. though not too chilly right now, it is mild in the 50s. it's also a touch

humid as well, and we'll keep both of those conditions throughout the day. it's mild this afternoon and it stays muggy. it also stays pretty cloudy. here's a look at future weather. look at all the cloud cover overhead throughout the morning and into the afternoon. despite the limited sunshine, we will have a mild south wind that will get temperatures well into the 60s this afternoon, if not low 70. so it's cloudy. it's humid today with mild temperatures this afternoon. let's check in with gloria, see how the commute is going. >> good morning. well, i know you touched on it, but it is foggy out there this morning. so when you're driving, your visibility could be affected by that. this is a live look at our bay bridge camera. and you can see the fog right there. traffic is moving nicely though here on the bay bridge. metering lights are on right now, and your drive from the maze to fremont street is 22 minutes. and there is a fog advisory in this area. looking at your drive times. highway four to walnut creek six minutes. walnut creek to 580 13 minutes. tracy to dublin 55 minutes. and looking live at our san jose two 8017 camera. you

can see that everything is flowing nicely here in the south bay. >> all right, gloria, thank you. >> developing news in the north bay. grief counselors will be on multiple school campuses today after santa rosa police say four teenagers overdosed this weekend. two of those teens died. here's what we know this morning. saturday night, a 16 year old and an 18 year old were found dead in a home on brookwood drive. investigators believe the victims did not know they were taking dangerous amounts of fentanyl. those deaths came hours after two teenage girls were hospitalized for a suspected fentanyl overdose. a man has been arrested. he's accused of selling the drugs to the teens who died. and separately, santa rosa police tell us they're investigating the deaths of a 19 year old and 21 year old. both have ties to santa rosa city schools, but these deaths seem unrelated to the brookwood drive deaths. the school district sent a letter to families last night. it says in part, quote, our hearts are broken by the loss of

these young lives. as a community, we must unite to support one another and find strength in our shared grief. in breaking news overnight out of san jose. there was a big response after a man got trapped in the middle of coyote creek. first responders got the call near brandybuck way and tours road before 10 p.m. they found the man stuck in waist deep water. >> we were trying to have him come and self rescue and remove himself from the creek. we weren't able to do that, so we were under the impression he was disoriented in some way, in some fashion. >> once rescuers pulled the man from the water, he was taken to a hospital. he is expected to be okay. >> the san francisco unified school board will vote tomorrow on whether to send out hundreds of preliminary layoff notices. it's part of the district's plan to fix a $113 million budget deficit without closing schools. abc seven news reporter lena howland is joining us live in studio, with a closer look at the impacts this would have on teachers and students within the district. lena.

>> amanda. late in the day on friday, san francisco unified announced that the school board will be voting on whether to send out more than 800 preliminary layoff notices to staff members who may be let go, including teachers and counselors, as the district works to close its budget deficit. they say 80% of the district's $1.3 billion budget is spent on staffing. if approved, the preliminary layoff notices would be going out to nearly 400 certificated positions and 164 classified positions, just to name a few. this is in line with state law, which says any layoff notices need to be given by march 15th of each year to inform employees who may be released for the following school year. former sfusd superintendent matt wayne had a plan that would save money by closing schools. the new superintendent immediately stopped that plan the day wayne left back in october. here's school board president phil kim.

>> i know for a fact that we are looking at central office and the expenses and programs and people that we have there, in addition to our programs and in our schools. ultimately, end of the day, the 100 and i mean, $113 million will impact a lot of our programing. >> but even if the layoff notices go out, final decisions about layoffs aren't made until may. and some notices may be rescinded. kim says there has already been interest in early retirement plans among educators. before any notices go out, the district says they will process all separations from the district, including resignations, retirements and leaves. the district will then use a seniority list and other tiebreaker methods to determine which employees will be getting a preliminary layoff notice. live in studio lena howland, abc seven news. >> all right, lena, thank you. >> and it's not just san francisco unified confronting a budget crisis. districts across the bay area have some difficult decisions to make this week. tomorrow, san jose's franklin

mckinley school district is set to vote on whether to close five schools. fremont unified is considering layoff, laying off about 200 employees to help close a $30 million deficit. hayward unified has until friday to approve its fiscal solvency plan, which could include more than 100 job cuts. >> today marks three years since russia's invasion of ukraine. a dozen leaders from europe and canada are in kyiv to mark the day and show their support for ukraine. and leaders from france and britain are coming to washington, d.c. they're urging president trump to keep supporting ukraine's defense. and this is coming as president trump has targeted ukraine's president zelensky with political attacks. he even falsely called zelensky a dictator for not holding elections during the war. ukrainian law doesn't allow them to do so. president zelenskyy said over the weekend he is ready to step aside if it means peace for his country or nato membership. >> sustainable if it guarantees peace for ukraine. if you really

need me to resign, i am ready. >> not nato. >> i can exchange it for nato. >> overnight, the european union approved a new round of sanctions against russia. the european council announced yesterday it would convene an emergency summit of 27 eu leaders march 6th to discuss the war. we're seeing symbols of support for ukraine here in the bay area today. student groups at uc berkeley say the ukrainian national anthem will ring out from the campanile at noon. it's part of a bell ringing movement happening at colleges around the world. ukrainian americans and supporters gathered for a rally in san francisco. protesters marched yesterday from harry bridges plaza by the ferry building to pier 39. they're calling on the trump administration and congress to facilitate peace and a lasting end to russia's aggression. >> ukrainians need peace more than any other country in the world, more than anyone in the world right now. but we understand that we if we do any

concessions to russia right now, that is very much possible that they would repeat in future if ukraine does not get any real security guarantees for the end after the end of this war. >> the consul general of ukraine in san francisco says his country will not surrender its interests in order to end the war. >> taking a look at a live view where we do have some low clouds this morning, we're looking at santa rosa's current conditions right now, because we do have some fog that has developed in parts of the north bay, visibility down to a mile. we also have some fog along the coast and in parts of the south bay, so there's a lot of cloud cover overhead this morning, but a south wind is actually keeping us on the mild side. temperatures right now we're in the low 50s. here's live doppler seven along with satellite. a bit of a battle brewing off our coast. right now. we have this high pressure which brought us a really pleasant weekend that's still trying to maintain control as a cold front works its way into northern california. some

the vatican says pope francis rested overnight but remains in critical condition at a hospital in rome. gloria is at the live desk tracking his condition and the outpouring of support from around the globe. >> vatican sources tell abc news the pope is eating normally and not in pain. he is being treated for pneumonia and infection and now mild kidney failure that has left him in critical condition. over the weekend, he had to undergo blood transfusions and oxygen therapy after having what vatican officials called an

asthmatic respiratory crisis. and we have footage from saint mary's in san francisco yesterday. the situation has a lot of catholics worried and turning to their places of worship. the pope's condition was a focus of prayers during this mass in san francisco. >> where all the sick and those in need of prayer, especially pope francis. >> pray for him again that he might enjoy strength and protection and peace as he is suffering right now. perhaps it seems that the end of his pontificate. >> he has been pope since 2013 and has aimed to make the church more inclusive. pope francis was first admitted to the hospital on february 14th, and we're expecting another update about his condition about 10:00 this morning. amanda. >> all right, gloria, thank you. and doctors are warning of a rough flu season. the california department of public health says more than 900 californians,

including 15 children, have died from the flu since the beginning of october. that number is higher than the past six flu seasons. most of the deaths have been in people over 65. the number of deaths in children is raising concern among health officials. they say there has been a low vaccination rate this year. >> a big night in l.a. as big name stars gather for the annual sag awards, conclave was the big winner of the night. only murders in the building won an award for best comedy series ensemble. martin short was named best actor in a comedy series for his role in the hulu. comedy is heading into its fifth season, shogun continue to show its strength this award season. it nabbed three awards, including best drama series ensemble. anna sawai won best actress in a drama series, while hiroyuki sanada was named best actor in a drama series. >> we had a long rehearsal and boot camp, so we had a time to communicate before we start shooting. so that experience created a good, you know,

teamwork. >> the sag awards are closely watched as an oscars preview. their pick doesn't always align exactly with those of the film academy, but there's enough overlap that it's worth paying attention to. next up for award season is the oscars. you can watch here on abc seven on sunday, march 2nd, and for the first time, the oscars will stream live on hulu. disney is a parent company of hulu and abc seven. >> and a lot of good movies. >> i like that there's no front runner. way more interesting. you know, everybody's in contention, you know, could win. >> yeah. >> you never know. i think maybe the actresses are kind of like locked up a little bit more than the others. >> has to me. yeah, because demi's won every award, right. >> i think. >> so far. >> the bafta through a little bit of a. >> yeah. >> she didn't win for that. >> no. who did win? the actress in honorem mickey. >> oh, okay. >> yeah. it's that kind of through. and that's when also conclave won the bafta. that kind of threw things for a little bit of a loop. >> yeah.

wednesday. we're calling that the pick of the week. we're talking temperatures well above average. could see some records. some cities could be flirting with 80 degrees by wednesday afternoon. heading into the weekend, it's a little bit of a roller coaster ride this week. we do find cooler weather moving in here. clouds do return saturday and sunday, and then late sunday we could have some rain. moving into the forecast this morning. we are tracking our visibility closely because throughout the morning the coast parts of the north bay and the south bay have had reduced visibility. just be aware of that. i think this fog is going to linger for much of the morning. we don't have enough mixing in our atmosphere to really get this fog out of here. so do anticipate low visibility in spots for much of the morning. it's also mild as you go outside right now low mid 50s, so it's a little humid. it's mild with some patchy drizzle out there. first thing on our monday. looking at the morning planner you just notice it's pretty cloudy all morning long. we have temperatures that are in the 40s and 50s right now. despite the limited sunshine, a south wind is going to get us onto the mild side already by 11 a.m. those

temperatures going into the 60s, and that's where we'll land later on this afternoon. mostly cloudy. it's humid. and those numbers, thanks to that south wind, low 60s to the low 70. so we will be a bit above average for this time of the year. early on this evening. we do hang on to a lot of the cloud cover, so do expect overcast skies that will keep temperatures very slow to cool this evening. we're still in the 50s as we approach midnight, but after midnight we will find the clouds clearing out and that will lead to sunshine returning first thing tomorrow. so tomorrow is a lot brighter than today. temperatures are also a little bit warmer tomorrow. start to see a few 70s appear on the board, but watch what happens here on wednesday. it is just going to be picture perfect. this is why we're calling it the pick of the week. widespread 70. i wouldn't be surprised if the city tries to hit 70 tomorrow or wednesday afternoon. and then there's parts of the south bay flirting with 80 degrees the middle part of the week. so here's the accuweather seven day forecast. cloudy today. sunshine back in a big way tomorrow.

have been slimming down their workforces. workday crews okta and salesforce are some of the companies that announced layoffs this month. new developments in the case surrounding sean diddy combs, one of the main attorneys representing combs in his federal sex trafficking indictment, has filed a motion to withdraw from the case. anthony rico said he can no longer represent the music mogul. rico won't officially be removed from the case until a judge approves it. combs still would have five other attorneys who are expected to continue representing him. former baseball star alex rodriguez showed his fans baseball isn't the only sport he's good at. in fact, he hit the hardwood this weekend with a big shot that changed a college student's life. >> for $10,000 from half court. he banks it in. >> the 14 time all-star was invited to take a half court shot during the halftime at the bucknell at bucknell's basketball game in pennsylvania. the high arcing shot that banked off the backboard went through

getting a closer look at the movies and the actors who could take home some hardware this year. >> oh my goodness, i am excited for that. i will be live on the red carpet for you all, so be sure to tune in that sunday. but today just starting off the week. monday, february 24th. >> yeah, and it's gray out there. it's pretty cloudy. we have some mist, some drizzle and some fog to deal with. so here's a live look from the exploratorium camera. you can see that cloud cover, that deck kind of chopping off the skyline in half with that low visibility current sky conditions around the region. it is cloudy no matter where you are and get used to the overcast skies. we'll keep it cloudy the next 24 hours. here's a look at the visibility. the same spots this morning have been dealing with that lower visibility. half moon bay, santa rosa, san jose. those have been our problem spots this morning. and without any sort of breeze to kind of mix up the atmosphere throughout the day. this fog is going to linger for much of the morning. it's also mild out there. we're in the 50s, low and mid 50s across the

>> all right, gloria, thank you. san francisco unified officials have been working for a very long time to fix a $113 million budget deficit. and tomorrow, the school board will vote on whether to send out hundreds of preliminary layoff notices. as part of that effort, abc seven news reporter lena howland is joining us live in studio with more on just how many positions could be impacted. lena. >> amanda. if approved by the district, as many as 837 preliminary layoff notices could be sent out to san francisco unified staff members, including both teachers and counselors. former s.f. usd superintendent matt wayne had a plan that would save money by closing schools. the new superintendent immediately stopped that plan the day wayne left back in october, amid pressure from families and staff. now, instead of those school closures, the district is looking at a reduction in staffing to close their budget deficit. the district says they plan to use a seniority list and other tiebreaker methods to determine

which employees get a layoff notice. meredith dodson, who heads the san francisco parent coalition and has two kids of her own, says the cuts make up about 10% of their staff. >> i think anytime you're cutting services or staff to kids, it's awful all around. i hope that they're using this time to think really carefully about tying every single dollar as close to the student as possible, and making sure we're paying for the things that will, you know, boost our kids learning experiences at the district. >> in an abundance of caution, the district says they are issuing more preliminary layoff notices then it expects final notices, meaning some may be rescinded. per state law, preliminary layoff notices must be sent out by march 15th. final layoff notices will be issued by may 15th. live in studio lena howland, abc seven news. >> all right. thank you. lena.

it's a critical week for the future of ukraine, as the country marks three years since the russian invasion. today, the leaders of europe's two nuclear powers are getting to the white house to meet with president trump this week. today, french president emmanuel macron visits d.c. british prime minister also set to visit this week. france and britain are trying to persuade trump to continue supporting ukraine. the president has created uncertainty among allies with his actions since returning to the white house. he accused ukraine's president of being a dictator and falsely blamed ukraine of starting the war. most recently, he shocked allies by demanding a deal to export ukraine's rare earth minerals as payback for u.s. aid. >> this morning, there is more chaos and confusion within the federal government. over the weekend, millions of federal employees got an email asking, what did you do last week? and they were told to reply with five bullet points by midnight tonight or face termination. but now we're learning. some agencies, including the fbi, have told staff members not to

respond. and the largest federal workers union has sent a message to its members reminding them they cannot be fired without cause. and we are learning more about the federal worker firings at yosemite. some frustrated workers put on a stunt to send a message over the weekend. take a look at the top of el capitan. you can see a group of staffers hung an upside down flag in protest. the nationwide terminations impact about 1000 newly hired national park service employees. they include workers who maintain and clean parks and others who educate visitors. yosemite search and rescue team has also been impacted. termination letters were sent out last week. >> nothing will just prepare you for the for the shock that you'll really get once you once you get that letter because you know it's everything i love. it's the park service. i mean our national monuments and parks are just our greatest treasure. and it's just ruined my dream. >> following criticism, the trump administration says it

will restore at least 50 jobs across the parks. the park service says it will also hire more seasonal workers than usual. >> suisun city is looking to expand to protect its finances, but neighbors are concerned this could give a boost to a controversial development. the city council approved the city manager to begin this process. california forever is one of 1010 landowners to the east that the city could partner with. the controversial project, backed by silicon valley billionaires, is expected to head to the ballot next year. if suisun city annexes some of california forever's land for expansion, it becomes city land. removing solano county voters from having a say in the development. >> it's important, then, that we figure out a way to hear those voices that otherwise would have been heard in a vote. >> california forever pulled its initiative from the ballot last year. it says it's going to try again. the city manager says the economic report on the proposed expansion should be ready next week. >> in the south bay, you can

share your thoughts on whether the city of san jose should create a new pedestrian mall. the city council is holding a public hearing tomorrow. they want to establish a pedestrian mall on post street. this is between south first street and lightstone alley. it's an area that encompasses the city's community district, which showcases the lgbtq plus community. during the pandemic, the district was launched and the area was closed to traffic before reopening at the start of 2022. some nearby businesses didn't like the closure, saying it took away convenient parking for some customers. >> now it's your abc seven mornings advance. here we preview some of the headlines you'll see in the day ahead here in the bay area. >> and we'll start in sonoma county. today, officials will be talking with the community about evacuating during a wildfire. a recent study looked at the county's evacuation route on arnold drive and highway 12 between kenwood and the sonoma city limits. it found traffic would be so bad it would take 4 to 9 hours for people to get to safety. county officials will hold a meeting to discuss the

officials are calling an ambush attack. the shooting happened saturday in the parking lot of the police department, which is located at town hall. police say they interviewed a person of interest in south san francisco but have made no arrests. investigators say the injured officer was targeted and is expected to be okay. there is no threat to the public, is what they're telling us. now new this morning, a major announcement from apple overnight that could create thousands of jobs across america. the cupertino based company says it's opening a manufacturing facility in houston, and that it's not the only thing it's building in america. >> that's right. amanda. apple made this announcement overnight, saying in a press release that it will spend $500 billion over the next four years updating its manufacturing plants. and this includes an ai server facility in houston, texas, also a training academy in detroit, michigan, where they will train engineers. apple says that the investments will create 20,000 new jobs. the company is also planning a new collaboration with ucla center

for education of microchip designers this year. the announcement comes after reports last week that ceo tim cook met with president trump. many of apple's products are produced in china. they could face tariffs imposed by trump earlier this month, and it's not clear if apple will be getting some tax breaks for their investment in us manufacturing. reggie. >> thanks, gloria. now it's your morning money report. starbucks announced plans today to lay off 1100 corporate employees across the world. in a letter released today, chairman and ceo brian niccol said the company is going to notify the employees will be laid off by tomorrow. nichols said starbucks is also eliminating several hundred open and unfilled positions, part of an effort to streamline operations. he's also cutting items from starbucks menu and experimenting with its ordering algorithms to better handle its mix of mobile, drive thru and in-store orders. >> at&t is making it easier to split your phone bill with family and friends with the new

feature called split pay. the company will now let you split your phone bill with the people listed on your plan. it only works on postpaid wireless plans with multiple lines, and each person gets a text with their portion of the bill. they tap on a secure link in order to pay their portion. >> i was just talking about starbucks a second ago. now dunkin and they're actually following something starbucks has already done. they are dropping extra fees for plant based milk options like oat and almond. this will go into effect march 5th. as i mentioned, starbucks is already doing it. tim hortons is mostly a canadian chain. they've already made that change. a recent class action lawsuit accused dunkin of discriminating against people with lactose intolerance. although the court actually sided with duncan last may. >> tesla has recalled nearly 380,000 of its vehicles due to a power steering assist failure. that raises the risk of a potential crash. the recall comes after a year long investigation by the national highway traffic safety administration, after some tesla owners reported the problem. in

the filing, tesla said some 2023 model three sedans and model y crossovers running older software are at risk of facing issues with the power steering assist function. >> it's a busy week for bay area based tech companies. all eyes on the markets as their fourth quarter earnings are set to be released wednesday. santa clara based nvidia is expected to surge 20% over the past 12 months. nvidia reported revenue of $113 billion. salesforce also expected to release its report. experts are expecting to see artificial intelligence driving gains. this comes as bloomberg reports salesforce signed a deal with google to spend at least $2.44 billion for cloud computing services over seven years. ebay is also set to release its report. analysts are projecting revenue of $2.58 billion for the quarter. and now we take a live look at what's happening on wall street at the new york stock exchange. up about 101 points.

in the north bay. the south bay. now we're starting to see a little bit of fog developing in livermore this morning, so be aware of that. we do have some lower visibility and this fog is going to linger throughout much of the morning. don't have enough wind to really mix up our atmosphere. get this fog out of here. so we have those overcast skies and these mild temperatures low and mid 50s right now. so we keep it cloudy all morning long. temperatures are climbing through the 50s already into the 60s. so despite having not a lot of sunshine this morning, a south wind is going to help to warm us up to get us into the 60s later on this afternoon. so morning fog and drizzle. it's just a cloudy day today. it's mild this afternoon and it will remain a little humid throughout the next 24 hours this evening. early on we do keep a lot of the cloud cover that's going to slow the cooling process. so it stays pretty mild this evening. even as we approach midnight, we're still having temperatures hovering in the low and mid 50s. but after midnight we'll see the clouds get out of here, the wind will shift and that will drop humidity levels. so the humidity
